The general consensus of historians is that Queensland was economically dependent on primary production, and that, compared to the southern states, its manufacturing sector was relatively underdeveloped and unsophisticated. Generally speaking, however, the discipline of economic history has not paid sufficient attention to Queensland history, nor has economic analysis in the general body of Queensland historiography been as rigorous and encompassing as it could be. Some of the main themes on economic development considered in Queensland historiography are the patterns of expansion and dominance of the pastoral industry, the growth in agricultural activity associated with closer settlement schemes, and from after the First World War, the institutionalised responses intended to give primary producers control over marketing their own commodities. This reflects the obvious rural bias that infused the political economy of the period. However, close empirical analysis of the economic processes and sectoral composition of Queensland's industrial base demonstrates that the economic significance of the secondary industry sector has been somewhat understated historiographically. Furthermore, the impact of internal and external political, financial and ideological forces that effectively marginalised early Labor government plans to encourage the development of secondary industries have not been adequately researched. To illustrate the context of this, an examination of the dominant patterns of government sponsored developmental policy needs first to be undertaken.

AbstractThis article offers the fullest discussion to date of the career, achievements and writing of Associate Professor Frederick Walter Robinson, one of the founders of the English program at the University of Queensland and a major figure in Brisbane and Queensland cultural life from the 1920s to the 1960s. Robinson's career is considered in the context of the development of English as a university and school discipline, the intellectual and cultural life of Brisbane and the University of Queensland, and national cultural developments during the middle decades of the twentieth century. Through his university teaching and vigorous participation in many cultural and educational groups within and outside the university, Robinson was a highly influential figure — particularly in his pioneering work in teaching, documenting and researching Australian literature, developing the Queensland school curriculum in English and championing the importance of Aboriginal anthropology. The article makes use of unpublished material in Robinson's extensive papers in the Fryer Library, and suggests that a true estimation of Robinson's achievements has been hindered by the fact that so much of his work remains unpublished.

2009 saw an unprecedented level of engagement between oil and gas companies in Queensland and Aboriginal groups, primarily because of Queensland’s burgeoning CSG/LNG industry. Most proponents have had to deal with native title and Aboriginal cultural heritage arrangements with multiple parties simultaneously, often in the early stages of project developments where project certainty is low. Many native title parties have also had to deal with multiple projects at the same time. This has added an extra layer of complexity to what is already a difficult negotiation and regulatory landscape.Queensland and Commonwealth legislation impose a complex system of regulatory approvals governing the interaction of Aboriginal interests and oil and gas projects. Project proponents must comply with state petroleum legislation and Commonwealth native title legislation to ensure approvals are validly granted. This paper will examine the complex legislative and regulatory hurdles that have been faced by project proponents in the Queensland CSG/LNG industry in managing native title and Aboriginal cultural heritage issues. The paper will critically analyse the generally accepted strategies being implemented to address native title and Aboriginal cultural heritage issues. This will include a specific focus on the legal requirements to obtain indigenous land use agreements, the fundamental issues required to be addressed to achieve the authorisation and registration of these agreements, and the alternative options if it is not possible to obtain these agreements. Finally, the paper will conclude with some commentary on the legal aspects of managing Aboriginal cultural heritage.

Tourism has been a major driver of economic and social development in Queensland since the end of World War II. In 2011, tourism's direct contribution to the economy was estimated to be $7.8 billion, and it generated direct employment of an estimated 118,000 full-time equivalent jobs (Queensland Tourism 2011). The multiplier effects of tourism account for another $9.2 billion, making it the most important component of the state's service sector. These figures suggest that the approach adopted by the Labor government over the last two decades to manage and develop Queensland tourism has generally been positive. However, a closer examination of recent trends and criticisms reveals that visitor demand has flat-lined: the industry is struggling under the weight of global and local pressures, investment has slowed, and there are issues of stagnating demand, competitiveness, service quality, industry capacity and innovation. Moreover, Queensland is losing international market share compared with New South Wales and Victoria (Tourism Research Australia 2011). Given that governments have a key role to play in creating and maintaining policy conditions that contribute to both a healthy economy and social well-being, what have been the Queensland Labor government's contributions to tourism, and what are the key challenges into the future?

Professor J.J. Stable, a pioneer of Australian literature at the University of Queensland, recognised the sporadic development of the state's literary culture when he observed in 1924 that, while Queensland writing was ‘not what it was’: ‘There is however very evident in Queensland at the present time a revival of interest in all matters appertaining to art and literature.’ The moment for this optimistic reflection was, aptly, the Brisbane centenary celebrations. While predominantly a metropolitan event, it was not without ramifications for regional Queensland writers. Like the state and national commemorations of 1959 and 1988, it began to recognise local talent and Queensland cultural achievement in a cohesive and semi-official manner.

This paper presents a rationale for distinguishing between notions of cultural and creative industries which has implications for theory, industry and policy analysis. I do this from the standpoint of a researcher and analyst and also from a position of a corporate involvement in a substantial project to grow and diversify a regional economy through the development of its creative industries. This project is a ‘creative industries precinct’ in inner suburban Brisbane involving my university, Queensland University of Technology, the Queensland state government through its Department of State Development, a variety of industry players, and retail and property developers. There is theoretical purchase in distinguishing the two terms, in part to put further flesh on the bones of claims about the nature of the knowledge-based economy and its relation to culture and creativity. Shifts in the nature of the industries usually described by the terms also need to be captured effectively, as do different policy regimes that come into play as regulation of and support for cultural and creative industries.

The early development of Queensland's musical culture has only been partly documented. Despite a number of general surveys and a few specialist publications in recent decades, the largest body of research, dating mostly from the 1970s and 1980s in the form of academic dissertations, remains unpublished. As I demonstrated in a recent article for this journal, the narrative of Queensland's music can be traced in various ways, including focusing either on a specific organisation or ‘cause’ – phenomena that in turn interface with the efforts of countless individuals. An alternative strategy is to survey a specific genre of music-making, where likewise a diverse range of performers, repertoire, venues and events are part of the mix. This article endeavours to trace the development of chamber music in colonial Queensland as an important subset of an active concert life that included numerous popular entertainers, touring artists and musical-theatrical troupes. Support of chamber music, a so-called ‘high-class’ genre, was also viewed by some colonists as an emblem or barometer of increasing cultural self-worth, particularly in the two decades leading up to Federation.

Creative industries have significance in considerations of regional development because of their potential for both social-cultural and political-economic benefit. This is especially the case in Indigenous communities, given the potential of traditional and contemporary cultural expression for industry development and employment. This research set out to explore and evaluate an action research approach to creative industries development in regional contexts, stimulated by a research initiative of Queensland's Department of State Development in cooperation with Queensland University of Technology's Creative Industries Research and Applications Centre. It is based on an analysis of seven pilot projects undertaken between 2002 and 2004, most of which involved Indigenous participation and which gave rise to consideration of the additional value of Indigenist research perspectives. The research found that an action research methodology, informed by Indigenist research values, can assist creative enterprise development in a regional context through the development of new businesses or by value-adding to existing businesses, and the consequent generation and exploitation of new intellectual property. In this process, it found that there is an emerging role for the creative entrepreneur, such a role arising from the practices of community cultural development and social-cultural animation.

This thesis adopts a Cultural Industries framework to examine how Queensland's arts council network has, through the provision of arts products and services, contributed to the vitality, health and sustainability of Queensland's regional communities. It charts the history of the network, its configuration and impact since 1961, with particular focus on the years 2001 - 2004, envisages future trends, and provides an analysis of key issues which may be used to guide future policies and programs. Analysis is guided by a Cultural Industries understanding of the arts embedded in everyday life, and views the arts as a range of activities which, by virtue of their aesthetic and symbolic dimensions, enhance human existence through their impact on both the quality and style of human life. Benefits include enhanced leisure and entertainment options, and educational, social, health, personal growth, and economic outcomes, and other indirect benefits which enrich environment and lifestyle. Queensland Arts Council (QAC) and its network of branches has been a dominant factor in the evolution of Queensland's cultural environment since the middle of the 20th century. Across the state, branches became the public face of the arts, drove cultural agendas, initiated and managed activities, advised governments, wrote cultural policies, lobbied, raised funds and laboured to realise cultural facilities and infrastructure. In the early years of the 21st century, QAC operates within a complex, competitive and rapidly changing environment in which orthodox views of development, oriented in terms of a left / right, or bottom up / top down dichotomy, are breaking down, and new convergent models emerge. These new models recognise synergies between artistic, social, economic and political agendas, and unite and energise them in the realm of civil society. QAC is responding by refocusing policies and programs to embrace these new models and by developing new modes of community engagement and arts facilitation. In 1999, a major restructure of the arts council network saw suffragan branches become autonomous Local Arts Councils (LACs), analogous to local Cultural Industry support organisations. The resulting network of affiliated LACs provides a potentially highly effective mechanism for the delivery of arts related products and services, the decentralisation of cultural production, and the nurturing across the state of Creative Community Cultures which equip communities, more than any other single asset, to survive and prosper through an era of unsettling and relentless change. Historical, demographic, behavioural (participation), and attitudinal data are combined to provide a picture of arts councils in seven case study sites, and across the network. Typical arts council members are characterised as omnivorous cultural consumers and members of a knowledge class, and the leadership of dedicated community minded people is identified as the single most critical factor determining the extent of an LAC's activities and its impact on community. Analysis of key issues leads to formulation of eight observations, discussed with reference to QAC and LACs, which might guide navigation in the regional arts field. These observations are then reformulated as Eight Principles Of Effective Regional Arts Facilitation, which provide a framework against which we might evaluate arts policy and practice.

This thesis is an anthropological study of local understandings of economic development in a small regional town in far North Queensland, Australia. How do preferences regarding lifestyle and social wellbeing impact on those living in the community? The study takes a particular interest in the aspirations, values and choices of the residents and their desires for the future and the future of their town. Throughout this thesis I argue that social wellbeing and lifestyle are important factors in Cardwell residents' choices and feature predominantly in their approaches to economic development. I contextualise this study through a comparative analysis of the effects of economic development on the wellbeing and lifestyle of Aboriginal and non-Aboriginal people in the Cardwell region of north Australia. This comparison arises firstly from an anthropological interest in the circumstances of Australian Aboriginal people as a significant minority in regional towns. Explicit attention is directed toward the Aboriginal people of the Cardwell region as they constitute a socially and culturally distinct sector of the local population. Secondly, my study explores ways in which comparative work of this kind may be instructive on cultural issues relevant to economic development. This is a study of Aboriginal and non-Aboriginal people, who live in similar circumstances, and who, I propose, regard factors other than economic development as important. It is argued that while the Cardwell region does not provide ample nor a variety of economic opportunities, outward migration remains undesirable to many residents.

With the recent trends towards knowledge-based urban development and networked society, information and communications technologies have increasingly played important roles in the daily lives of people for social interaction, learning, information and recreation. This research is an exploratory study on how information and communications technologies have been adopted in master planned communities of South East Queensland, Australia. It examines the four roles of information and communications technologies in the master planned communities: (1) teleworking; (2) creating a sense of community; (3) promoting integrated office and businesses; and (4) developing learning communities. More recent master planned communities in South East Queensland such as Varsity Lakes, North Lakes and Greater Springfield have integrated information and communications technologies for activities such as community internet portals, local business development, and for use in community learning centers and education facilities. There is a potential to attract knowledge workers in master planned communities through the inclusion of cultural amenities, information and communications technologies and learning infrastructure. It is important that information and communications technologies and learning infrastructure not only benefit the housing estate but also the surrounding region thus putting a foundation for a knowledge-based urban region.

Information and communication technology (ICT) is integrated into almost every daily activity. Yet, few females today are choosing ICT based careers; a large percentage prefer to work in “pink collar” jobs such as childcare, education, and nursing. A recent report (Queensland Government, 2004) states that the average weekly earnings of full-time female workers in ICT, personal services, education, and health careers are $883.30, $513.10, $802, and $854.20 respectively. Furthermore, even though females consistently earn less than males, female ICT workers record the highest average earnings for all female occupations. Not only are females rejecting the financial rewards associated with ICT careers in favor of jobs that are seen to have a high human concern, they are also denying their voice in the creation and development of future technologies and applications. However, why are they shunning ICT study and careers? How does their educational environment and their perceptions of ICT impact ICT study and career choices? This article explores these questions through the 2003 case study of Year 9 and 12 students, teachers and guidance officers at two co-educational schools in Queensland, Australia. Data was collected from 490 participants through questionnaires and six students and four teachers took part in interviews. Two theoretical frameworks, organizational culture and information quality, were used as a lens to view the situation.

The rise of the motor car created two very different commodity frontiers in the British Empire, one producing oil and the other rubber. The demand for rubber followed an often-repeated pattern in that it was shaped by scientific invention, technological change, and new patterns of consumption in the industrialized world. It was related directly to the development of new fossil fuels. Coal transformed shipping and overland transport by rail. Oil (Chapter 15) opened new realms for mobility. The invention in 1867 of the internal combustion engine by a German, Nikolaus Otto, and in 1885 of automobiles powered by gasoline-driven engines revolutionized transport, culture, and the South-East Asian environment. During the late nineteenth century, wild natural rubber booms swept through the tropical world, from Brazil to the Congo, leaving in their wake hardship and scandal. In Malaysia, there was a very different outcome—the development of plantations on a new capitalist agrarian frontier. Rubber became one of the single most important commodities produced in the Empire, and was enormously valuable to Britain not only for its own motor industry but also to sell to the United States. Whereas demand for some earlier imperial commodities was largely British, there was also significant consumption of rubber and oil in other parts of the Empire, especially the settler dominions. In the early decades of the twentieth century, rubber plantations, in parallel with expanding sugar production in Queensland, Natal, Trinidad, and Fiji, extended and intensified Britain’s engagement with the tropical zones of the world. Indentured workers replaced slaves as the major plantation workforce. South India was the major labour source for Malaysia, where the ports and tin-mining centres already had substantial Chinese communities. British colonialism in Malaysia left as its legacy a multi-ethnic society. By the 1930s about 55 per cent were indigenous Malays and Orang Asli, 35 per cent of Chinese origin, and close to 10 per cent Indian. Although capital was increasingly mobile by the late nineteenth century, extraction and production of the three major commodities of the twentieth century Empire proved to be highly location specific. Gold and oil were trapped in particular geological formations.

Modern concrete silos and grain elevators are a persistent source of interest and fascination for architects, industrial archaeologists, painters, photographers, and artists. The legacy of the Australian examples of the early 1900s is appreciated primarily by a popular culture that allocates value to these structures on aesthetic grounds. Several aspects of construction history associated with this early modern form of civil engineering have been less explored. In the 1920s and 1930s, concrete grain elevator stations blossomed along the railway networks of the Australian Wheat Belts, marking with their vertical presence the landscapes of many rural towns in New South Wales, Queensland, Victoria, and Western Australia. The Australian reception of this industrial building type of American origin reflects the modern nation-building aspirations of State Governments of the early 1900s. The development of fast-tracked, self-climbing methods for constructing concrete silos, a technology also imported from America, illustrates the critical role of concrete in that effort of nation-building. The rural and urban proliferation of concrete silos in Australia also helped establish a confident local concrete industry that began thriving with automatic systems of movable formwork, mastering and ultimately transferring these construction methods to multi-storey buildings after WWII. Although there is an evident link between grain elevators and the historiographical propaganda of heroic modernism, that nexus should not induce to interpret old concrete silos as a vestige of modern aesthetics. As catalysts of technical and economic development in Australia, Australian wheat silos also bear important significance due to the international technology transfer and local repercussions of their fast-tracked concrete construction methods.

The Sunshine Coast (unless otherwise specified, Sunshine Coast refers to the region which includes both Sunshine Coast and Noosa council areas) is a classic regional hotspot. In many respects, the Sunshine Coast has assets that make it the “Goldilocks” of Queensland hotspots: “the agility of the region and our collaborative nature is facilitated by the fact that we're not too big, not too small - 330,000 people” (Paddenburg, 2019); “We are in that perfect little bubble of just right of about everything” (Erbacher 2019). The Sunshine Coast has one of the fastest-growing economies in Australia. Its population is booming and its local governments are working together to establish world-class communications, transport and health infrastructure, while maintaining the integrity of the region’s much-lauded environment and lifestyle. As a result, the Sunshine Coast Council is regarded as a pioneer on smart city initiatives, while Noosa Shire Council has built a reputation for prioritising sustainable development. The region’s creative economy is growing at a faster rate that of the rest of the economy—in terms of job growth, earnings, incomes and business registrations. These gains, however, are not spread uniformly. Creative Services (that is, the advertising and marketing, architecture and design, and software and digital content sectors) are flourishing, while Cultural Production (music and performing arts, publishing and visual arts) is variable, with visual and performing arts growing while film, television and radio and publishing have low or no growth. The spirit of entrepreneurialism amongst many creatives in the Sunshine Coast was similar to what we witnessed in other hotspots: a spirit of not necessarily relying on institutions, seeking out alternative income sources, and leveraging networks. How public agencies can better harness that energy and entrepreneurialism could be a focus for ongoing strategy. There does seem to be a lower level of arts and culture funding going into the Sunshine Coast from governments than its population base and cultural and creative energy might suggest. Federal and state arts funding programs are under-delivering to the Sunshine Coast.
