Adopting a critical cosmopolitan outlook the thesis identifies a constructive engagement with the European project at a time when the crisis of the Euro-zone is still threatening the very existence of the European Union. The purpose of the study is to determine whether cosmopolitanism is feasible in Europe. I argue that the EU can be conceived as a catalyst of cosmopolitanism without being cosmopolitan per se due its so far limited internal and external contexts of cosmopolitanism. In the case of the EU's limited inner cosmopolitanism, I seek cosmopolitan alternatives for the EU to overcome the crisis on the basis of an institutional and civil society analysis within the conceptual framework of cosmopolitan democracy. Instead of adopting the terminology of governance either for or by the people, my cosmopolitan approach focuses on governance with the people. The case of Greece is of utmost importance for my research as it reveals the causes and gravity of the crisis. It also broadens the empirical basis of cosmopolitan studies by embodying both the dynamics and challenges posed to cosmopolitanism which are exemplified in the paradoxes provoked; on the one hand there is aggravation of (fascist) nationalism and domination of economics on politics perhaps leading to Greece's de- Europeanisation; on the other hand the dynamics of a paradigm shift towards a post-crisis cosmopolitanism are revealed. That kind of cosmopolitanism needs to take under consideration the role of contestation and to redefine its position in the era of global capitalism for the confrontation of the crisis. In the case of the EU's limited external cosmopolitanism, my analysis of Turkey's possible impact on the EU and the reverse aims to demonstrate that Turkey's integration can contribute to the formation of a cosmopolitan, post-Western EU and post-national Turkey. What is of crucial importance for both cosmopolitan and Europeanisation studies is that the endogenous process of change within Turkey which is interlocking with the external dynamics of the EU may potentially lead to a distinctive ‘hybrid' type of cosmopolitanisation neither merely European nor simply Asian. The conclusions drawn from this multiple case study suggest that the current crisis may open new meanings for cosmopolitanism in Europe.

In the 21st century, cosmopolitanism has become an ever emerging concept, as scholars turn to this worldview with the hope to address the unavoidable impacts of globalization. Simultaneously, the new educational trends in Europe in combination with the ongoing socio-political changes create new needs that demand a more cosmopolitan interference. With this in mind, the present research attempts to examine whether and how cosmopolitan ideals are promoted through education policies in Europe and to what extent these cosmopolitan ideals succeed to reach national policies and school practice in a country as Greece. To this end, the author conducts a qualitative multilevel study between Europe and Greece and bases her study on two research methods: interviews and document analysis.     The interview and document analysis that follows leads to a comparison not only between the European and the Greek context but also between the policy and practice level that spawns a better and deeper understanding of how education promotes and can promote cosmopolitanism. The findings of the research highlight that the dilemma of whether to employ an ethnocentric or cosmopolitan educational approach can be acute. Parallel to that, the conflicting conceptions of cosmopolitanism between Greece and the European Union tend to render the moral aspects of education quite numb. Finally, the research closes with some recommendations for the future and suggestions for further studies.

This thesis discusses concepts of cosmopolitism and peripherality in the Greek and wider European goth scene. The research took place primarily in Greece but extended to Germany, the United Kingdom and online as I followed the movement of Athenian goths who were searching for connectivity, hybridity and their cosmopolitan selves. In living a hybrid cosmopolitan identity, goths regularly challenge national stereotypes and transgress international boundaries. But sometimes the complexities of goth cosmopolitan identity may also contain unpalatable aspects, such as hard-core Greek or German nationalism and views that verge on xenophobia or anarchism that are seemingly at odds with the ‘open' and ‘egalitarian' persona put forward by Athenian goths. It is through performance (particularly dance) that Athenian goths choose to express their beliefs and desires, blending aspects of the contemporary goth scene with twists of ‘traditional' Greek ideas. Often performance, with all its paradoxes and hybrid contradictions, says more than words. Movement is at the centre of goth identity; the movement of ideas on social media, the physical movement of goths to overseas festivals and the exchange of opinions among goths at nightclubs in Athens all contribute to a hybrid cosmopolitan identity of a group of people who reside both on the geographical periphery of Europe and on the periphery of their own society. Goth identity is hybrid and complex with layers of peripherality being channelled toward becoming an ever-developing cosmopolitan subject. This thesis focuses on the core aspects of the goth life-project which aim for individuality, connectivity, movement and inclusivity. Being able to creatively display one's hybrid cosmopolitanism is the very essence of what it is to be goth.

Dopo diversi anni di riflessione teoretica, gli studi sul cosmopolitismo si focalizzano oggi sulla ricerca empirica. In linea con questa tendenza, il presente lavoro intende osservare un cosmopolitismo “dal basso”, che si manifesta nelle vite delle persone come una forma di apertura globale, nonché come un processo di trasformazione del sé. In particolare, questa tesi si focalizza sul cosmopolitismo come una categoria interpretativa utile a leggere i giovani nell’ambito di un’esperienza interculturale di vita all’estero, quale il Servizio Volontario Europeo. Più nel dettaglio, la ricerca si concentra sul volontariato europeo come ambito d’indagine in cui è possibile osservare nuove forme di appartenenza e di identificazione, oltre all’emergere di nuove pratiche. Attraverso una serie di interviste biografiche realizzate con giovani volontari, infatti, si è potuto constatare come le diverse appartenenze si affianchino a diversi atteggiamenti e rappresentazioni della dimensione locale, nazionale ed europea, in vista di una più ampia apertura al mondo. La ricerca descrive queste appartenenze che formano la base di una cultura ambivalente e cosmopolita così come viene sperimentata dai giovani volontari durante l’esperienza di mobilità internazionale da essi vissuta. Il lavoro mira dunque a chiarire il concetto di cosmopolitismo e propone un percorso di ricerca attraverso cui studiare il fenomeno mettendo in luce la nascita di nuove relazioni sociali, pratiche solidali e processi di trasformazione e di comprensione del sé.

According to this trend, this work observes a cosmopolitanism “from below”, among ordinary people as a form of global openness as well as a process of self-transformation. In particular, this thesis focuses on cosmopolitanism as an interpretative category, useful to read young people within an intercultural experience to spend a certain period of time practicing and living abroad, such as the European Voluntary Service. More in detail, this research studies the European Voluntary Service like a field where it is possible to observe new forms of belonging and identification and new practices. By a number of biographical interviews to young volunteers it has been possible to discover that different belongings go together with different attitudes and representations of the local, the national and the European dimension, towards a global openness. The research describes these attachments, which forms the basis of an ambivalent cosmopolitanism culture as it is experienced by young volunteers during their international experiences. Finally, the work aims to clarify the concept of cosmopolitanism and suggest a way to study this fenomenous by documenting the raise of new social relations, practices, solidarities and process of self-transformation and self-understanding.

Le « cosmopolitisme » de Valery Larbaud est un présupposé qu’il faut aujourd’hui passer au crible d’un réexamen critique. Toute la complexité de l’ensemble de l’œuvre larbaldienne tient à son traitement des frontières géographiques, politiques, littéraires ou linguistiques. Dans quelle mesure ce dit « métis des lettres » – dont le métissage s’avérera des plus calculés – s’ouvre-t-il à l’Autre, renouvelle-t-il la représentation littéraire autant que la reproduction linguistique de l’étranger ? Quelles sont les révolutions et les réactions du cosmopolitisme larbaldien, dont les traits contradictoires réagissent à l’environnement intellectuel contemporain ? Devenu un « cliché », dans son sens le plus photographique, le cosmopolitisme larbaldien, qui n’a longtemps offert qu’un « index » de noms ou un « kaléidoscope » d’images, exige aujourd’hui une fouille complète de ses données. Substituant aux approches in vitro de l’œuvre larbaldienne prélevée sous verre et sortie de tout contexte, une analyse in vivo rendant compte du mouvement même d’une œuvre à l’intime complexité, nous souhaitons offrir une lecture intégrale, historique et critique du cosmopolitisme larbaldien. Valery Larbaud’s “cosmopolitanism” is a presupposition that must now be sifted through a critical review. The complexity of Valery Larbaud’s work undeniably comes from his treatment of geographical, political, literary and linguistic borders. But to which extent can it be said that this “métis des lettres” – whose métissage still remains carefully calculated – welcomes the Other, or renews the linguistic and literary representation of the stranger? What are the revolutions or counter-revolutions of his cosmopolitanism, whose contradictory features react to contemporary intellectual environment? Larbaud’s cosmopolitanism has become a cliché in the exact photographical sense, offering nothing but an “index” of names or a “kaleidoscope” of images. I argue that it should undergo critical analysis, on the basis of a much more encompassing set of data. Substituting to in vitro approaches of Larbaud’s work taken under glass and out of context the more accurate nuance and movement of in vivo approaches, we aim at offering a thorough historical and critical reading of his work. Larbaud, whose hagiographic criticism has raised above men, is a man of his time, whose image, frozen on glossy paper, must give way to the most nuanced moving portrait

Since unification the memorial landscape of Berlin and its surrounding territories has shifted and expanded exponentially. The majority of this change has occurred within the past ten years, as commemoration of the Holocaust and educational programmes on the National Socialist period have become not only prevalent, but a necessary and expected contribution to the shaping of German identity and memorial culture. In the past decade memorial museums and sites of remembrance, such as the House of the Wannsee Conference, the Memorial to the Murdered Jews of Europe, and the former Sachsenhausen and Ravensbrück concentration camps, have contributed to and been impacted by the formation of a globalised memory of the Holocaust. As major and internationally renowned institutions, these sites offer unique insight into the nature of current memorial culture and recent approaches to memorialising and commemorating the past. Through an analysis of their exhibition spaces (online, permanent, temporary) and educational programmes (guided tours, seminars, and workshops), this dissertation will attempt to identify how these sites contribute to the formation of a globalised memory. Though each of these four sites possesses a different connection to the history of the Holocaust, and their own alternative approach to presenting and commemorating this history; this variation will provide insight into the divergent landscape of memorialisation within Germany, while also highlighting the common approaches, and practical issues that are of concern to these institutions. Overall the main aim of this thesis will be to demonstrate how memorialisation of the Holocaust, at sites within Berlin and Brandenburg, is no longer defined and shaped solely by the nation state, but rather is influenced by and contributes to international trends of remembrance and a globalised memory of the Holocaust.

Cette étude aborde la manière dont l’Orient-Express a été décrit, perçu et imaginé, et s’efforce de mesurer l’écart entre les représentations communes et ce qui se dégage d’un corpus de textes très divers à travers trois grands axes de réflexion :les évocations des itinéraires de l’Orient- Express, les discours tenus sur le train et ses voyageurs, les thématisations et récupérations littéraires dont il a fait l’objet.L’idée directrice du propos est de montrer comment l’Orient-Express, rêve programmé par de très efficaces campagnes publicitaires et suscité par un imaginaire géographique, historique et littéraire puissant, n’a pu pleinement convaincre les voyageurs, mais aussi les écrivains et les lecteurs qui, semble-t-il, ne cessent de déplorer la disparition d’un train et d’un voyage qui n’ont peut-être jamais existé ou qui ne sont jamais vraiment ceux qu’ils imaginaient.

This thesis explores conviviality, a set of processes surrounding everyday living with difference. Based on 18 months of fieldwork (2007-2010) equally split between Casamance, Senegal, and Catalonia, Spain, the comparison takes the transnational lives of Casamançais and their embeddedness in both local fields into account. Locally, Casamançais often spoke of cohabitation (French) and convivencia (Castilian). Exploring discourses as well as practices related to encounters with difference and everyday socialising, this thesis addresses three questions: (1) How do migrants who come from a context of religious and ethnic diversity manage to make their way within new social contexts of cultural diversity? (2) How do their pre-migration experiences of diversity affect the ways in which they deal with the changing configurations of diversity that they encounter in Europe? (3) How do ways of living together with difference change over time in both sending and receiving contexts due to migration and other concurrent societal transformations? In four ethnographic chapters, I firstly explore everyday neighbourhood encounters and the centrality of multilingual greeting and temporary gatherings in open spaces for conviviality. A second chapter focuses on cultural and religious festivities and argues that, apart from the political recognition of diversity, the local residents’ sensuous experiences of difference are a crucial dimension of conviviality. Addressing challenges to conviviality, the third chapter engages with the processes of social closure, isolation and homogenisation which reveal alternative ways of living with difference. The fourth ethnographic chapter puts migration-related inequalities centre-stage, showing how conviviality also involves subtle forms of inequality. Analytically, this thesis suggests that conviviality is not a static conception of sociality, but one that is in-process. I find that socio-cultural differences are permanently negotiated, that ways of dealing with difference are translated between the old and new contexts of diversity, and that discourses and practices of living with difference are continuously (re)produced in everyday interactions. Casamançais perspectives reveal ways of maintaining minimal sociality among local residents who remain different.

The problem of world poverty is appalling in human terms. Almost half of all the humankind lives below the poverty line of $2 per day, whereas affluent parts of the world continue to enjoy enormous technological and economical progress. In the light of such discrepancy, the debate in political philosophy regarding “global justice” has renewed significance. The current debate between those who agree global justice is important, is those who think that positive duties towards poor is enough, and those who think that morality requires a re-designation of the ground rules operating at the global level.

The Cosmopolitan view grounds its theoretical framework in this second view. This study aims to analyse if, and how, the normative debate in the European Parliament reflects the assumptions, arguments and considerations of the Cosmopolitan approach. This study identifies central concepts of the Cosmopolitan approach, and then analyses how these concepts are discussed in the European Parliamentary debates. In addition, I identify who discusses what in the parliamentary debates. The analysis reveals how Cosmopolitan ideas are reflected in the discourse within the debates, and the second dimension identifies which party groups discuss and hold which key concepts of Cosmopolitanism.

As the European Year of Citizens (2013) dawns, the European Union (EU) finds itself at a crossroads. One of the largest international organisations in the world, it has built a reputation as an international community model and democratic figure judged in the context of a multi-level system. However, the EU has recently departed from both roles, as its economic practices suffer dramatically from a lack of political pressure and regulation. The EU now faces an uncertain future: should it break apart or move forward with deeper integration and a “more Europe” attitude? In contrast to public and scholarly concern, this thesis does not treat the crisis as abstract evidence of a structural democracy deficit. This thesis instead attempts to draw attention to the point of departure, the European citizen, and a social cleavage that can be easily addressed despite ongoing economic insecurity. In this sense, this thesis differs from current academic thought in that it focuses less on understanding how democracy can be achieved and more on understanding how democracy, which already exists, can be enhanced. This paper looks at how two discourses identified in the literature (civil society and cosmopolitanism) could be combined in a governance framework that would support the EU to become a civilian power. It will complete this investigation through the use of case studies on two civil society organisations based in Spain and primary data collected from within the European Parliament (EP). The case studies will be used to understand how local civil society can improve the democratic quality of EU governance whilst meeting individuals’ needs and rights. This paper will conclude that, in the case of Spain 2012, local civil society creates three core conditions for active citizen participation that the EU can benefit from, despite the challenging environment surrounding it.

Through the analysis of selected works for flute by Argentine composers Amancio Alcorta (1805-1862), Alberto Williams (1862-1952) and Ángel Lasala (1914- 2000), the progressive evolution of a Nationalistic style becomes evident. The works of Amancio Alcorta show a strong influence in European Romantic music, while the Sonate Op. 48 by Alberto Williams shows influence of Argentine creole folklore within the European structure. Angel Lasala abandoned the structure of European forms of big scope, typical of the end of the nineteenth century and featured aboriginal elements supported by a simple texture and harmony. Supported by a description of the historic events that led to the ratification of the Argentine Nation, this study connects the development of social stratums, and the relation between racial makeup and its different musical manifestations, with the growth of a National identity and a correspondent musical aesthetic.

O presente estudo sobre a migração de europeus para a Bahia nas últimas décadas procura explicar um movimento migratório que, não se restringindo ao móvel econômico e ao modelo comunitário, é impulsionado por processos individualizantes e uma consciência de matiz cosmopolita. Tal movimento pode ser visto como resultante da atual globalização cultural, em que a multiplicação das conexões planetárias estimula a imaginação social e incita indivíduos de todas as partes a se desterritorializarem, fazendo da mobilidade um recurso integrado aos seus projetos de vida. Analisando a vinda desses indivíduos ao Nordeste brasileiro para residir, o estudo traz à discussão, por um lado, o imaginário sobre a globalização e a emergência de uma subjetividade contemporânea , e por outro, os imaginários sobre o “outro continente” na interação entre a Europa e a América Latina, que terminam por inserir o Brasil nos projetos de vida de migrantes europeus de perfil aventureiro e cosmopolita, que vivem “lá e cá”. Buscou-se também verificar como o país se construiu como destino para aqueles que optaram por viver sua vida no hemisfério sul, para em seguida contrastar a sua vivência concreta com a “vida imaginada” no sul global. Levando em conta as dimensões subjetivas e objetivas que trazem esses europeus ao Nordeste brasileiro, vemos entrar em operação o imaginário de um mundo interconectado em que alguns países e regiões emergem enquanto outros retrocedem, numa hierarquia das nações em transformação segundo critérios que hoje contemplam a qualidade de vida, a humanização das relações interpessoais e a ampliação do espaço de realização individual, que podemos depreender do discurso dos migrantes estudados. My research on the migration of Europeans to Bahia over the last decades seeks to clarify a migratory movement which , while not restricted to economic motivations or a community pattern , results from rather individualizing processes and a new “cosmopolitan consciousness”. Such movement can be seen as an outcome of present cultural globalization, whereby the multiple planetary connections stimulate social imagination and induce individuals all over the world to deterritorialize themselves making mobility part and parcel of their life projects. This study brings into discussion the imaginaries on globalization and the emergence, on the one hand, of a contemporary subjectivity, and, on the other hand, of new representations on “the other continent” in the interaction between Europe and Latin America, that have inserted Brazil in the plans of migrants with a relatively adventurous and cosmopolitan profile. It was a main purpose to see how the country was built as a destination for those who chose to live in the south hemisphere, for later to contrast their concrete experiences with their “imagined lives” in the global south. Taking into account both the objective and subjective dimensions that bring those Europeans to the Brazilian Northeast , one sees coming into operation the traditional narrative of our interconnected world , wherein some countries and regions emerge while others “submerge”. Such a hierarchy of nations apparently is now undergoing change on account of new subjective criteria that value aspects such as “quality of life”, the humanization of interpersonal relationships and the widening of self-accomplishment perspectives. All this can be drawn from the discourse of the migrants under study.

This study described and analysed the provision of reception conditions- including material reception conditions, accommodation, health care, education and employment- to asylum seekers in Germany, the Netherlands and the United Kingdom. The main aims of the study were to: 1) Give an outline of the legislative and administrative measures governing the asylum process in the European Union and the concerned countries, 2) Develop a theoretical framework with cosmopolitan indicators and finally 3) Analyse the findings using the cosmopolitan indicators and discuss whether EU Member States are in compliance with cosmopolitan values and human rights norms when it comes to the provision of reception conditions to asylum seekers. The study is of a unique character as it compared different national processes of reception conditions to asylum seekers in light of a cosmopolitan framework. A multi-method research strategy included a qualitative research approach, the development of indicators and analysis of three case studies. Data was collected from multiple sources: NGO and governmental reports, European, national and regional legislation and semi- structured interviews with experts from NGOs and governmental authorities working in the provision of reception conditions to asylum seekers. The establishment of cosmopolitan indicators describing political, moral and cultural characteristics of a cosmopolitan state provided a conceptual framework for the study, and the indicators served as an analytical tool in the discussion of the findings. The study demonstrated that there are flaws in the analysed national approaches in the provision of reception conditions to asylum seekers. One contributing factor for this was the existing broadly-phrased EU asylum acquis and the implementation of these legislative tools into national and local law. Furthermore, the study pointed out that the EU and the analysed countries show certain cosmopolitan traits, such as the realization of an inter-connectedness and dependency of the world in the present global environment. However, the commitment and ambitious aims of being in compliance with human rights norms and cosmopolitan values are rarely fully translated into the actual provision of reception conditions to asylum seekers. The study found that one of the main forces of this dilemma is the reluctance of the EU Member States to give up a certain degree of their sovereignty in this matter. The study shows that the conceptual framework developed from cosmopolitan ideas can be usefully applied to the study of the provision of reception conditions to asylum seekers, the conceptual framework could be used as guidance for a subsequent and more extensive research in the field. Furthermore, the study presents policy recommendations to the analysed countries providing them with relevant input on shortcomings and possible solutions and improvements to the national asylum processes.

s treatises on Ottoman society by revealing his exceptional objectives, which recently have been used in contemporary interdisciplinary studies concerning the 19th century Ottoman social transformation. In view of that, the thesis is formed as a re-reading of Ahmed Midhat&rsquo
s etiquette book, titled Avrupa Adab-i MuaSereti yahud Alafranga, according to some recent debates like that of occidentalism, geographic mapping of culture and civilization, the question of cosmopolitanism and elitism, everyday life practices. The most important aim of this thesis study is to expose the ability and the tool-kit of an Ottoman intellectual, who claims himself belong to the Ottoman Nation, making use of the knowledge of the west for domestic politics and arguments in order to propose and create a genuine, self-governing and permanent Ottoman culture. Besides the knowledge of the west, Ahmed Midhat&rsquo
s Alafranga represents a very significant literary form that demonstrates the modern change in the intellectual production in Europe. In that perspective, exposing his motivations behind writing an etiquette manual, a literary form which is related to the modern idea of creating a mechanism of self-control for the individuals, and at large for the society itself, is significant the ways in which these motivations represent the ideas of a Tanzimat intellectual on the modernization of the Ottoman society, considering his sympathy for the Hamidian worldview and modernization projects.

Onward migration is an understudied process whereby people leave their country of origin, settle in a second country for a period of time, and then migrate on to a third country. This dissertation explores the transnational trajectories of one specific group of onward migrants. These are highly educated people who moved from Iran to Sweden as refugees following the Iranian Revolution in 1979. Then, after settling in Sweden for a period of time they subsequently moved on to London, England. Melissa Kelly explores how people live their lives across places. Using life history interviews conducted with individual onward migrants, Kelly draws out and contex-tualizes the individual and shared experiences of these migrants in specific space-time contexts, and highlights the meaning of both settlement and mobility in their lives. In doing so, she explores the circumstances that underlie the onward migration phenomenon, drawing attention to different geographical levels of scale, and linking social, economic and cultural perspectives. The main argument of the dissertation is that while place continues to be of sig-nificance, a broader understanding of migrant integration processes is required. Onward migration disrupts the categories usually used to comprehend the integration of migrants in narrowly defined nation state contexts, and encourages a more nuanced understanding of how we conceptualize both migration and settlement.

C’est cephénomène particulier qui justifie notre thèse, dont les conséquences ne se réduisent pas au seul cadrephysique, mais touchent aussi bien la société, les normes et les valeurs culturelles.Les corpus de notre étude sont des composants urbains publics de la ville de Tunis qui peuvent êtreorganisés ou spontanés ; les rues, les cafés et les salles de spectacles, dans lesquels on a testél’intensité de la sociabilité. Chaque espace se caractérise par une forme urbaine spécifique, ce qui luidonne plusieurs formes d'occupations, manifestant l'entente ou le conflit et de multiples manières decontrôles policiers.Dans la société coloniale, on trouve des structures d’intégration qui idéalisent la société réelle et desstructures de refus comportant le projet d’une société future meilleure pour ses membres. This thesis speaks about the sociability in the town of Tunis in the colonial era.This town that lived a double urban life; Arabian and European at the same time. This phenomenon is the main point in this thesis, not only as concerns the place of life but also society values and cultural characteristics.The places of interest in our research are urban and public constituents that are formal and informal: roads, Cafés, Theatres....where we tested the degree of sociability. Each space is characterised by a pacific urban feature that takes many forms of occupations reflecting conflict of harmony, and multiple manners of police control.In the colonial society, we find different modes of integration that idealize the local society or refuse it aiming at sitting the project of a future society considered better for members. We deduce a conflict between three communities: a first one that is the French nation that tries to keep an upper hand on Tunisia, a second one which consists of the Italians who dream of building their ancient Roman Empire, a third one that includes Tunisians who want to regain power over their country and to get independence. La protection des droits fondamentaux par l’Union européenne et la problématique de la qualification juridique de l’Union ne sont pas isolées. Au contraire, elles sont profondément liées. Sous l’effet de la protection des droits fondamentaux, l’Union peut être classée dans la catégorie des fédéralismes. Cette nature fédérative exerce en retour une influence sur la protection des droits fondamentaux. La protection des droits fondamentaux et la nature de l’Union forment ensemble l’identité de l’Union. Cette identité pourrait-elle se concrétiser par une Fédération de droit ? Cette hypothèse de qualification, qui s’inspire du modèle de l’État de droit et repose sur les exigences du cosmopolitisme, vise une Fédération dont l’un des objectifs fondateurs est la protection des droits fondamentaux. Cette hypothèse offre certaines clés de compréhension sur l’articulation du processus de fédéralisation et de la protection des droits fondamentaux. Cependant, à bien des égards, l’articulation entre ce processus et cette protection est conflictuelle. Les obstacles à cette qualification sont nombreux. Les États membres souhaitent en effet préserver leur souveraineté. Les impératifs du fédéralisme économique ou les attentes d’une sécurité fédérative soulèvent également de multiples inquiétudes. The protection of fundamental rights by the European Union and the issue of the Union's legal nature are not isolated. On the contrary, they are deeply linked. The Union can be classified in the category of federalism under the effect of the protection of fundamental rights. In return, this federative nature has an influence on the protection of fundamental rights. The protection of fundamental rights and the nature of the Union together form the identity of the Union. This identity could be a federal rule of law (Fédération de droit)? This hypothesis, which is based on the rule of law model and the requirements of cosmopolitanism, aims at a Federation whose founding objectives include the protection of fundamental rights. This hypothesis offers some keys to understanding how the federalization process and the protection of fundamental rights are articulated. However, the relationship between this process and the protection of fundamental rights is often conflictual. There are many obstacles to this qualification. Indeed, Member States wish to preserve their sovereignty. The imperatives of economic federalism or the expectations of federal security also raise multiple concerns. These obstacles impact both the federalization process and the protection of fundamental rights. In conclusion, they prevent this qualification of european federal rule of law

This dissertation is a study of Nordic academia and its relation to the growing patriotic State. The dissertation examines how, why and to what extent Nordic academia transformed with to the rise of patriotism during the long Eighteenth Century as well as what consequences this transformation had for academic citizens, their institutional and academic practices and self-conceptions. Based on a composite methodology of quantitative and qualitative approaches, the dissertation examines this transformation by studying all 592 professors at the six Nordic universities through a transnational and comparative perspective. The dissertation argues, that the State’s increased interest in and need for science and education during the eighteenth century initiated a consolidation between the State and the University, and at the same time, the rise of patriotism and its stronger focus on the natural fatherland began a nationalisation process at the universities. Through an institutional and socio-cultural examination of the Nordic universities and their professors, this dissertation, firstly, demonstrates that Nordic academia was institutionally and culturally rooted in a centuries-old pan-European academic community and also shared its learned cosmopolitan notions. Secondly, the dissertation argues that it was these notions and practices of a cosmopolitan academia that were disrupted and transformed with the rise of patriotism and State power. It argues, that the State and the University consolidated in a shared patriotic purpose of prioritising the King, Country and fellow citizens above all other considerations. This new purpose changed both the universities’ institutional and academic practices overall, as national requirements and precedences were introduced, as well as the professors’ perceived scholarly and societal role, as they were no longer seen simply as scholars of the learned world but rather as State servants of the fatherland. Consequently, this new agenda and practices disrupted the cosmopolitan nature of the old academic community.

This thesis conducts a comparative investigation into tensions between multiple levels of norms, between European Union (EU) policy regarding the detention of asylum seekers against the backdrop of international law, and the transposition of those rules into domestic policy and law by EU Member States via supranational regulation in the Common European Asylum System (CEAS). The theoretical basis of the research rests on Jurgen Habermas' conception that greater state authority should be transferred upwards via supranational and international institutions in order to solve difficult cross-border issues. Qualitative analysis and fieldwork gathered primary and secondary material from actors in case study countries France, the Czech Republic, and actors linked to the European Union and international institutions. The results of this original research confirm that an ongoing struggle for power is occurring for actors who wish to influence the CEAS, both among and between actors at the Member State level, the supranational EU level, and the international level. NGOs at all levels are not achieving their desired supranational reach, instead being substantially limited in their influence by national regulatory realities. Equally, supranational and institutional actors at all levels are limited in their aspirations for coherent national implementation of the CEAS by the confines of national regulatory realities that serve to hold powerful influences at bay. The research suggests that NGOs and supranational institutions may need to move via Habermas' civil society learning processes towards a more coherent supranational cross-border model of civil society advocacy to support common rules such as are contained in the CEAS, in order to achieve greater convergence in the development and implementation of common rules at the national level by EU Member States.

This dissertation theorizes the complex contemporary phenomenon of literature produced in French by writers of allophone origins, which is to say, writers born in non-Francophone countries. Vassilis Alexakis, Gao Xingjian, Andreï Makine, Nancy Huston, Dai Sijie, Brina Svit, Amin Maalouf, Shan Sa, Agota Kristof, Milan Kundera, Ya Ding, François Cheng, Eduardo Manet, Hector Bianciotti, Jorge Semprun or Jonathan Littell, are frequently classified as "Francophone singularities," even though their number has now surpassed a few hundred. By closely looking at cultural and geo-political realities underpinning these writers' literature, La République réinventée reconceptualizes notions of "exile," "migrant," "diaspora," and even certain areas of "postcolonial" literary praxis as a transcultural model of literary production that is emblematic for our globalized society. Intended to reframe the debate around the transcultural literature, this study uses a sociological paradigm of methodological or reflexive cosmopolitanism (Ulrich Beck) in order to define transcultural ideologies and networks, reinforced by unlimited axes of reworked local, transnational, and global focalization.

O modelo westfaliano hoje em dia, é desafiado pela presença de uma multiplicidade de atores para além da Estado-Nação e pelo estabelecimento de relações profundas de interdependência, não apenas económicas. O nosso mundo é caracterizado por profundas desigualdades e a pobreza mundial apresenta-se como uma praga longe de ser erradicada. Estas características estimulam o debate sobre a ideia de justiça global. No presente Relatório de Estágio, apresenta-se o debate sobre a concepção de justiça que cultivamos dentro de estados individuais e a sua possível extensão, à luz das mudanças que ocorrem especialmente no campo distributivo, a todos os seres humanos. Assim sendo, este Relatório de Estágio procura realizar um estudo sobre a Cidadania Global, que nasce a partir da necessidade de reinventar a cidadania e as suas fronteiras no quadro da atual transição global. Esta é marcada pela convergência entre a crise da forma política do Estado-Nação e o pluralismo dos mundos e das pertenças culturais. Analisando-se os principais ideais e teorias subjacentes, bem como as teorias Nacionalistas e as ideias que contrastam com o ideal da construção de um “Cidadão do Mundo”. The ongoing Globalization processes have put new and important challenges to political philosophy, governance and the International Community. The Westphalian model is, nowadays, challenged by the presence of a multitude of actors beyond the Nation-State and the establishment of deep interdependence relationships, not just of economic nature. Our world is characterized by profound inequalities and global poverty is presented as a plague, far from being eradicated. These characteristics illuminate the debate on the idea of global justice. In this internship Report, in the light of the changes that occur, the debate is presented on the conception of justice that we cultivate within individual States and their possible extension, especially in the distributive field, to all human beings. Thus, this internship Report seeks to carry out a study on Global citizenship, which is born from the need to reinvent citizenship and its borders, in the context of the current global transition, marked by the convergence between the crisis in the political form of the Nation-State and the pluralism of the Worlds and cultural belonging, analyzing the main ideals and underlying theories, as well as the nationalist theories and the ideas that contrast the idea of the construction of a “Citizen of the World”. This objective also aims to address, the importance of the defense of Human Rights and its various conceptions. In this context, we will analyse the importance of education and European Projects to promote the values of Global citizenship, supporting the development and implementation of innovative practices, and joint initiatives. In this sense, through the framing and problematization of Global citizenship, we sought to create a point of reflection for issues such as: “What does it means to be a global citizen?”, “Whose interests are represented here?”, “Is it reasonable to promote a global democracy?” and also: “What is the importance of education and international cooperation in promoting Global citizenship?” This Report also presents AidLearn and the European projects, developed by the company, as well as training actions and strategies based on advocacy and a Soft approach associated with human resources management. The activities performed during the internship and their importance will also be described.

The central purpose of this research is to investigate the main progresses in promoting European integration strategies, social cohesion and sense of belonging (both global and European citizenship) within and by the European Union, taking into account the new multicultural realities of our globalized world; promoting a new model of integration which does involve neither homogenization nor hegemonization, allowing for both protection of human rights and the preservation of cultural values. Integration is in fact considered as a key element of the European Union’s migration policy, as well as a crucial element for the future development of European societies, besides the very identity of Europe itself. To this end a comparison is made between the classic and contemporary cosmopolitan theories and the human rights theory, in order to discover if and in which way they may or should complement each other. The idea of cosmopolitanism is questioned and criticized in parallel with the classical Westphalian sovereignty model, which represented and still represents the dominant governance model of international law and relations, notwithstanding the recent rise and development of international global institutions and non-governmental actors, proposing an alternative and new model of “global governance”. I therefore analyze the relationship between two famously conflicting ideologies of human rights: universalism and cultural relativism, in their philosophical and metaethical meaning of the liberal-communitarian debate; in the historical perspective of the post cold-war scenario, which saw the rise and establishment of an international community based on a “common view and scope” and on allegedly “shared values and principles”. The main purpose here is the one of investigating whether or not those values and principles, certified and promoted by the UDHR and other important treaties and declarations since 1948, can be really considered universal and universally shared, besides all cultural differences and relativism. I consider these issues as historically and ideologically related to the actual structure of the international and European system of protection of minorities and cultural diversity, which developed on a parallel although different line. The main intention here is the one of investigating merits and faults of this system, analyzing the new concept and definition of minorities in the European Union context, the European Union competences in this field and the possible mutual cooperation between the EU and other international actors acting for the protection of minority rights. Following OHCHR indications, there is still “no internationally agreed definition as to which groups constitute a minority”, while it is always stressed the fact that the existence of a minority should be recognized as a matter of fact and that any definition must include both objective and subjective aspects (race, ethnicity, language or religion but also identity and sense of belonging). I eventually evaluate different models of integration and European mechanisms of protection of cultural diversity, suggesting a path for a new model of European integration and human rights protection. The role of both states and supranational institutions like the European Union in protecting those rights is considered as essential in this respect.

While the Arab spring succeeded in ousting the long-term dictator led governments from power in many Arab countries, leading the way to a new democratic process to develop in the Arab world, it did not end the old suspicions between Arab Muslims and the West. This research investigates the beginning of the relations between the Arab Muslims and the West as they have developed over time, and then focuses its analysis on perceptions from both sides beginning with 9/11 through the events known as the Arab spring. The framework for analysis is a communication perspective, as embodied in the Coordinated Management of Meaning (CMM). According to CMM, communication can be understood as forms of interactions that both constitute and frame reality. The study posits the analysis that the current Arab Muslim-West divide, is often a conversation that is consistent with what CMM labels as the ethnocentric pattern. This analysis will suggest a new pathway, one that follows the CMM cosmopolitan form, as a more fruitful pattern for the future of Arab Muslim-West relations. This research emphasizes the factors fueling this ethnocentric pattern, in addition to ways of bringing the Islamic world and the West to understand each other with a more cosmopolitan approach, which, among other things, accepts mutual differences while fostering agreements. To reach this core, the study will apply a direct communicative engagement between the Islamic world and the West to foster trusted relations, between the two.
