INSIGHTThe core idea is a simple one: public managers should be focused on “creating public value” from the assets entrusted to them by the public. Those assets include public money, raised through the power of taxation, to provide for the public welfare. But they also often include the authority of the state to regulate the conduct of private actors either to prevent them from doing harm to the public welfare, or to require them to make contributions to the overall public good. It may also include their ability to kindle or take advantage of some pre-existing “public spirit”: -- the desires of citizens to contribute to important public purposes, or at least to do their duty or contribute their fair share to common efforts. To create public value, we need public managers with “restless, value-seeking imaginations” looking for opportunities to do so, figuring out how those opportunities might be exploited, and then doing so. This is an entrepreneurial style of management that is possible in the public sector only if one fully understands and acts in accord with the important processes of democratic legitimation and public accountability.To both guide and discipline value creating management in government, a simple strategic concept is taught and applied: the strategic triangle. The strategic triangle is supposed to do for public sector executives what the various strategy models developed in the private sector do for private sector executives: namely, help them position the enterprises that they lead in environments that are both highly dynamic (they change often), and very heterogeneous (they consist of many different expectations, and many unique and different operational challenges). The main purposes of the strategic triangle are to help executives both diagnose their environments to spot the opportunities for creating value (either by avoiding a harm or advancing a good), and to design and test in their minds particular actions they can imagine taking that would exploit the opportunity. In this sense, it is an opportunity spotting and planning tool. It can also be converted into a tool for monitoring progress as one goes along, and adapting as circumstances change. The core idea behind the strategic triangle is that to find and exploit value creating opportunities in the public sector, public managers have to find a fit among three different considerations that form the points of the triangle: First, they have to develop a test a more or less specific conception of the public value to be pursued through their individual efforts (usually launched from a particular position in government). This is an abstract philosophical idea of the good or the just brought into a particular concrete situation and turned into a specific idea of what it would mean for conditions in the particular part of the world for which one is responsible to be “improved.” What is it, exactly, that constitutes “progress” or “improvement” or “greater efficiency and effectiveness” or “increased value”? What is the point of the managerial effort one is about to make? What is the public value proposition that animates action? How could one tell whether one was making progress or not?Second, there has to be a concrete base of social legitimacy, public support, and public financing to produce the desired result. This is practically important: for without public support for a given purpose -- without a sustained flow of authority and money to a public agency for a particular purpose -- the enterprise cannot even survive, let alone achieve its desired result. It is also normatively or ethically important: without public support for a given purpose, a public manager cannot be sure that they are pursuing the right goals. Public legitimacy and support for a given cause is as important to public managers as capital financing and consumer purchases are to private sector firms. Without them, the public enterprise can neither practically succeed, nor be confident that it is doing something that is, in fact, publicly valuable.Third, the manager has to have, or be able to develop, the operational capacity required to deliver the desired results. Without the practical means of delivering on the promises made to create public value, the exercise of pursuing it will be futile and wasteful. Importantly, the operational capacity could already exist – in which case, the risks and costs may be low. But in many cases, the investment costs and the risks become greater because there has to be innovation, experimentation and development as well as routine operations. It is also true that the operational capacity to achieve the desired results can lie wholly within a single agency that one happens to lead. But it is far more likely that the operational capacity one needs to rely on lies outside the boundaries of one’s own organization. To the extent that is true, the effective development of the operational capacity one needs requires one to operate across the boundaries of organizations, and often even levels of government, and across the private-public boundary.

The public management literature has failed to capture the arenas of operation of the public sector manager in one holistic framework, thus inhibiting the development of a more complete theory of leadership that drives public value. This paper develops a core typology of arenas of public value creation, based on the locus of interaction (internal or external to the government organisation) and the public value purpose (trading or policy development). Four arenas are described, illustrating that public sector managers in complex policy areas traverse all forms of institutional structure includingmarket, hierarchy and hybrid. The typology developed and discussed is an attempt to provide more precision in characterising the nature of policy leadership. Building on the public value work of Moore (1995; 2013; 2014),the typology enables theorising on the role and nature of leadership in driving public value.

E-government’s rise to prominence in the early 1990s was met with great enthusiasm amidst the promise that information communication technologies (ICTs) might fulfill the demands and expectations for improved democratic governance. Since then, significant progress has been made in terms of information provision and delivery of public services; yet, dialogue, a core dimension of democratic governance, remains largely unrealized within the digital context. This study employs content analysis within the frame of a check-off research protocol to determine if the population of state websites has the capacity to support digital democratic dialogue. The key question is whether there is an emphasis within the milieu of state websites to support e-dialogue outside the provision of information and e-services. The analysis suggests that efficiency rather than dialogue is the primary focus in the design of the state websites. Is, therefore, e-government a new development in the historical effort to enforce efficiency as a core value of governance?

This research is motivated by the character program launched by the Indonesian government which has not been carried out well. Even though Indonesia has Pancasila values which are extracted from the Indonesian culture. So that Indonesia needs to reflect on the Japanese country which has succeeded in building the character of its nation. This study aims to compare the core ethical values of Indonesia and Japan based on the country's philosophy from a historical perspective. The research method used is a literature study with a descriptive qualitative approach. The results showed that the core ethical values of the Japanese nation were more consistent, detailed and with serious government support, were more successful than the application of core ethical values in Indonesia. Although the origin of the core ethical values of the Japanese people is not from their ancestral culture the result of concern and awareness of the backwardness of other nations in 1860, while Indonesia has the most beautiful gifts, core ethical values are a legacy from our ancestors of former glory which is summarized in the form of Pancasila. Green innovation is an important way for enterprises to achieve high-quality economic development, and it is also the way to achieve the goal of double carbon. Green innovation has therefore become a research hotspot. With the acceleration of the digitalization process in equipment enterprises, intelligent manufacturing equipment enterprises located at the top of the industrial chain are in urgent need of green core technology innovation activities. In order to explore the internal mechanism of core green technology innovation, this research introduces reputation theory into the evolutionary game analysis process. By constructing an evolutionary game model between the government and intelligent manufacturing equipment enterprises, this research analyzes the dynamic factors that affect the selection and evolution of the main strategies of the players in the evaluation game. The results show that corporate reputation, core green technology innovation profit, government subsidies, government reputation, and the cost for the government to support core technology, among other factors, importantly affect the game between the government and the enterprises. At the same time, since both the government and the enterprises are affected by the initial state and the maximization of the interests of both sides of the game, it is difficult for them to spontaneously reach an ideal stable and balanced state through a virtuous circle. The greater the profits and the reputation premium the core green technology innovation brings to the enterprises, the more favorable it is for the enterprises to choose core green technology innovation; government subsidies within a certain range will also drive enterprises to choose core green technology innovation. When the value of enterprise core green technology innovation is low, the cost for the government to support core green technology innovation is lower, enterprises will lose more opportunities and decline in global competitiveness, and it will become more favorable for the government to evolve towards supporting core green technology innovation. On the contrary, the government will gradually transfer its tangible hand to the intangible hand of the market based on the consideration of subsidies, innovation costs, and reputation. The results of this research are intended to provide a theoretical basis and practical reference for Chinese intelligent manufacturing equipment enterprises to better achieve green core technology innovation.

The villages as a local government directly serve the public should always provide good public services. On this basis, this article analyzes how the implementation of e-Government by village governments can contribute positively to village`s governance and public service seen from a public values perspective. The research method used in this research is the descriptive research method with a qualitative approach. Sources of data come from secondary sources from books, journal articles and other relevant documents. The results of the analysis revealed that there are at least 3 (three) public values from the adoption of e-Government at the village level, namely: First, the commitment of the village government to provide technology-based public services would create good public services. Second, the implementation of e-Government ensures the public's right to participate in government administration in which the adoption of technology and information provides rights for open and collaborative governance. Third, the implementation of e-Government encourages the acceleration of a digital society which would contribute positively to village development and create public welfare.

PurposeThe principles of public value management (PVM) have greatly inspired public management practitioners and scholars, but the application of these ideas to the everyday practice and research of government has proven to be more difficult. This article formulates propositions for how the principles of PVM could affect one of the core processes of government: budgeting. These propositions can inspire practitioners and be tested by future researchers.Design/methodology/approachThe article identifies the core principles of PVM and applies these to the budgeting functions of the allocation, management and accountability of public money. This exploration leads to a first conceptualization of “public value budgeting” and generates 12 propositions about how budgeting will change and remain unaltered under the influence of PVM.FindingsThe central argument is that “public value budgeting” could promote more coordination and integration between public funds and community resources, more involvement of societal stakeholders in the budgetary process and more continuous tweaks and changes to the budget. At the same time, legislative vetoes, financial controls and debates about the best use of public money will remain an important feature of public budgeting.Originality/valueThe article forwards the first conceptualization of public value budgeting, connects the literatures on public value and public budgeting, and offers both a practical application of PVM to public budgeting as well as a concrete agenda for future research.

Purpose The purpose of this paper is to explore the influence of Special Administrative Region (SAR) performance on the “trust” of Hong Kong and Macau people, who “live” under similar context of “one country, two systems,” toward Beijing Central Government. The different perceptions, relating to the abovementioned issue, of the young peoples’ are also investigated. Implication for civic education in these two societies will be brought to light. Design/methodology/approach This study adopts secondary data analysis on the captioned topic. To further illustrate the said issue, this study reviews and analyzes data from protest campaigns in both societies. Findings This paper finds that the performance of Hong Kong and Macau SAR Governments has different impacts on the peoples’ “trust” toward Central Government. It may attribute to the different perceptions about the role of Central Government and levels of democratization in these societies. Civic education emphasizing the “core spirit” of “One country, two systems,” roles of SAR and Central Governments could enable young people better comprehend their relationship with Mainland China and their role as SAR–Chinese citizens. Originality/value This paper is an exploratory study for providing implications for further research on this topic.

Issue framing is a powerful way for advocates to appeal to the value systems of constituency groups to evoke their support. Using a conceptual framework that focused on radial frames, metaphors, and lexical markers, we examined the linguistic choices that Common Core opponents used on Twitter to activate five central metaphors that reinforced the overall frame of the standards as a threat to children and appealed to the value systems of a diverse set of constituencies. In our research, we identified five frames: the Government Frame, which presented the Common Core as an oppressive government intrusion into the lives of citizens and appealed to limited-government conservatives; the Propaganda Frame, which depicted the standards as a means of brainwashing children, and in doing so, hearkened back to the cold war era when social conservatives positioned themselves as defenders of the national ethic; the War Frame, which portrayed the standards as a front in the nation’s culture wars and appealed to social and religious conservatives to protect traditional cultural values; the Business Frame, which rendered the standards as an opportunity for corporations to profit from public education and appealed to liberal opponents of business interests exploiting a social good; and the Experiment Frame, which used the metaphor of the standards as an experiment on children and appealed to the principle of care that is highly valued amongst social liberals. Collectively, these frames, and the metaphors and the language that triggered them, appealed to the value systems of both conservatives and liberals, and contributed to the broad coalition from both within and outside of education, which was aligned in opposition to the standards.

Purpose University, industry and government relationships, known under the Triple Helix, have been studied under various aspects. The West African region and countries have been analysed with mutual information and transmission power, two information theory-based indicators. The purpose of this paper is to portray the landscape of West African Triple Helix innovation systems using three main game theory indicators (core, Shapley value and nucleolus) with the objective to measure the synergy within the selected innovation systems. Design/methodology/approach The collaboration between university, industry and government is modelled as a three-person coalitional game. Bibliographical data of selected countries were collected from Web of Science and organised according to collaboration patterns between the three actors. The characteristic functions of the games were computed, the cores plotted, the Shapley values and the nucleoli computed. Findings Either university or government has more power to create and lead to synergy; government shows solidarity towards university and industry in most of countries; and they are joined in their efforts by industry in two countries. The core exists in all the countries meaning that all the selected innovation systems present synergy; however, the extent is limited and varies over countries. Research limitations/implications Innovation includes all research products; however, this study focuses on publications only. Originality/value Synergy within a Triple Helix innovation system is studied up to now with information theory indicators. The paper portrays the landscape of West African Triple Helix innovation systems using three main game theory indicators: the core, the Shapley value and the nucleolus and gives a new way to study university, industry and government relationships.

Community governance is the “micro-cell” of social governance and the foundation of the governance system. The rational selection logic of community governance policy reflects the value orientation, goal selection, and tool guarantee of governance policy. It is the result of the interaction between government and public values and it reflects the final value choice in the form of policy text and tries to balance policy rationality through accurate calculation. Through the analysis of 100 government work reports and 63 community governance policy documents of the Chinese government from 2013 to 2022, it was found that “People-oriented” was the core value orientation of governance policy. “Better life” was a key target choice for governance policy. “Diversified tools” were an important implementation guarantee for governance policy. These rational choices were consistent between the central and the local governments, but there was a conflict between localities. Urban and rural community governance policies need to establish a public space between policy rationality and value selection to solve the targeting bias of policy rationality in the future. This paper solves the conflict between policy rationality and value choice using the paths of expert think tank construction, highlighting leading goals, and using technology empowerment, to adjust the tension between the two through reasonable value choice and balanced policy rationality, to achieve the goal of urban and rural community governance modernization.

The European integration was primarily about economic cooperation, but the European Union’s role in protecting the core values in its Member States. EU values were first mentioned in the 1992 Maastricht Treaty on European Union, and since the Amsterdam Treaty the community law has a sufficiently precise description of this values, which should be respected not only by countries aspiring to the EU but also by the Member States themselves. The Lisbon Treaty defines EU values; however, nowadays the EU has to face the phenomenon when some government apparently violate these values. In recent years, defiance of core EU principles by the Polish and Hungarian governments is turning into a political debate. The European Commission has taken legal action against both governments, and the European Parliament supports this course. This short paper would like to address what the European institutions can do in these cases. Is the current treaty of the EU effective to address these phenomena?

This article examines how Nigeria’s core values are being redefined in the face of the new media and cultural globalisation era; it identifies Nigeria’s core values to include age, greeting, dressing, among others. The questionnaire was used as an instrument to elicit data from the sampled population (Jos South Local Government Area of Plateau State). Findings show that the Internet, especially, is changing Nigeria’s core values. Based on the findings, the paper concludes that Nigerians, especially the youths no longer have regards for their culture; rather, they value foreign culture. Also, the paper concludes that globalisation and global culture is gradually eroding Nigeria’s core values as people no longer have regards for their local culture; rather they value the foreign culture. The paper, among others, recommends that the media in Nigeria should adequately transmit local programmes in order to genuinely reflect indigenous culture. The media no doubt, plays a significant role in projecting and reflecting culture. In doing so, indigenous culture should be adequately reflected through sufficient airing of programmes with local content to prevent dominance of Western values over indigenous values and the local languages be instituted in Nigerian school system and monitored to ensure local dialects are learnt and spoken. In this way, the youths will learn to attach value to their culture right from their formative years.

As the civil society and corporatism theories have been frequently challenged recently, alternative theories emerged to investigate the government-ngo relationship in China. Some new theories are largely related to resource dependence or share core ideas with it. This paper conducts a comprehensive review of the resource dependence theory. It identifies four groups of variables (organizational characteristics, board of directors, attitude and value, and external environment), finds support for their relevance from both Western and China scholarship, and applies them to the Chinese context. The resource dependence theory has the potential of empirically examining the relationship without over-focusing on the state or society. It is capable of explaining the dynamic and diverse relationships between the government and various ngos in China.

The theoretical issues of organizing the activities of local governments as a key element of municipal government have been considered. Currently, the relevance of studying the management of municipalities is increasing. This is due to economic, political reasons and processes, occurring in the municipalities. Municipal management is a key element of the public administration system, at the core of the organization of management at the local management level is the satisfaction of needs, as well as the realization of the public interests of the local population. The legislator has clearly defined the scope, authority and responsibility for local governments. At the same time, the main areas of activity of municipal authorities include the organization and subordination of the activities of enterprises, organizations and institutions of municipal and other forms of ownership, located in the territory of the municipal entity, arising on the basis of satisfaction of the public interests of citizens. It is the local authorities, that ensure the organization and implementation of local government with the independent participation of social structures and their individual elements, when solving issues of local importance. The highest value of local government is the recognition of the rights of man and citizen. A citizen acts as an independent entity, which forms the management at the municipal level. Municipal government is the basis of the democratic system of the state and an indispensable condition for the progressive development of modern society; has its own essence, political property, which determines its content, value and purpose; the basis of the essence is power and its implementation. In the process of implementing the activities of officials or executive bodies in order to develop the most effective option of municipal government, in practice, certain methods and techniques of activity in this area are used.

The stability of fiscal revenue, so called the fluctuation of fiscal revenue, refers to the fluctuation degree of local government's actual fiscal revenue deviating from the expected fiscal revenue. As the main way of funds for local governments to perform public service functions, fiscal revenue is an important starting point for local governments to regulate and participate in economic activities. The drastic fluctuation of fiscal revenue will interfere with the government's economic functions, reduce the quantity and quality of public services, and produce inefficient government activities. The economic and social activities carried out by governments at all levels in practice are numerous and complicated, which can be classified according to different purposes and perspectives. However, no matter which classification method is adopted, stable financial revenue is the core guarantee of government economic activities, which is in the position of "leading the development and affecting the whole body". Based on the combination variance method of white (1983), this paper constructs the stability index of local fiscal revenue, and measures the stability of fiscal revenue of all provinces in China, and interprets and analyzes the measurement results through the theoretical method of economics. It is found that there are significant regional differences in the fluctuation of local fiscal revenue in China. By comparing the changes of fiscal revenue fluctuation index in 2000, 2009 and 2018, the fluctuation index of fiscal revenue shows obvious regional differences. The fluctuation degree of the economically developed eastern coastal area is lower than that of the underdeveloped central and Western Region, and the southern region with lower economic activity is significantly lower than that of the north. On the other hand, the external shocks such as "replacing business tax with value-added tax" and financial crisis also have a positive impact on local tax fluctuations. Through the analysis of the experimental results, it is found that good economic foundation, capital accumulation, industrial structure and geographical location have a great impact on financial stability. Therefore, the government should pay attention to the gap between the stability of fiscal revenue in different regions, actively improve the economic foundation of the poor stability of the central and western regions, formulate differentiated economic and financial policies, vigorously develop the secondary and tertiary industries, and improve the stability of fiscal revenue to cope with regional economic risks and improve the administrative efficiency of the government.

Purpose The purpose of this paper is to assess the heritage values of two case study sites in the Kathmandu Valley using a living heritage approach by emphasising the role of the core community. The core community in a living heritage site is the community that created the site and maintained it over centuries, and will continue to do so into the future while adapting to change. Understanding the value of a site is important for the conservation of heritage because values help shape decisions on conservation. Assessment of heritage values helps to identify the values associated with heritage sites. Design/methodology/approach A case study approach was employed for the research. Questionnaire surveys were conducted with the core community and stakeholders. Surveys of the stakeholders looked for any difference in opinion between them and the core community. The empirical data were collected at two living heritage sites located in Kathmandu and Lalitpur in Nepal. Findings The findings of the paper provide insights for the conservation of living heritage in the Kathmandu Valley. It shows how the community perceives and assesses the significance of heritage sites. It also shows the values considered important by the core community and stakeholders, and the values that have changed over the years. Aesthetic and architectural values were ranked high by the core community. Originality/value The approach employed was adopted to assess heritage values by the core community. A living heritage site is dependent on the core community, so their perception of heritage value is important and should be the basis of conservation of living heritage. This paper provides a framework for conserving and managing heritage sites by the core community with support and guidance from wider community members and government authorities.

This study examines the relationship between government ownership and performance of listed firms on the Nairobi Securities Exchange. The quadratic term of government ownership is included in the model to test for the effect of increasing government ownership levels on performance. We use panel data techniques on 102 firm-year observations between 2003 and 2013 for all the listed firms in which the government directly owns some shares. We find no relationship between government ownership and performance at lower levels of government ownership. We find a negative relationship between government ownership and performance at higher levels of government ownership. We estimate, through differentiation of the Tobin’s Q model, that government ownership has a negative effect on performance when government ownership exceeds 41%. The study concludes that lower government ownership levels do not affect firm performance but as the ownership rises, government ownership has a detrimental effect on firm performance. Purpose The purpose of this paper is to investigate the emergence of e-government in post-Soviet countries using Kazakhstan as a case study. Extant research on e-government in developing countries highlights significant benefits including improved public services, reduced corruption, and more open and inclusive government. The paper asserts the presence of an e-government paradox which limits its potential to improve public services. Design/methodology/approach Primary data were collected from a number of sources: 6 focus groups with central government agencies, local authorities and civil society organisations; 25 structured and semi-structured interviews; and participant observation. Findings The research finds evidence of an e-government paradox in five forms: an emphasis on technological development; transactional services are faster but have displaced attention from core public services; petty corruption has been reduced but grand corruption remains; isomorphic mimicry; and greater participation by citizens has been limited. Research limitations/implications The focus of the research is Kazakhstan. Applying the lessons learned to other post-Soviet countries has limitations given their different stages of development since independence. Practical implications The key practical implication of this research is that countries can become absorbed by e-government technology without questioning the fundamental business model which underpins how public services are delivered. Ultimately, this impacts on the social value of e-government. Originality/value While existing research has examined how e-government has been implemented in developing countries, this paper focusses on Kazakhstan as an authoritarian state with wider implications for post-Soviet countries.

Purpose The purpose of this paper is to investigate how to strategically reengineer the government processes in e-governance to ensure the implementation of future-oriented and sustainable e-governance across developing countries. Design/methodology/approach This study has used learning from the theory of strategic intent. The present study has been conducted using exploratory sequential mixed method research. The findings of exploratory study, supported by extant literature on reengineering, core competencies and e-governance success, forms the basis for proposed research framework, which is empirically tested with 359 respondents from the two government departments in India using partial least square technique. Findings The findings of this study suggested that it is needed to reengineer the government processes with a view to develop the core competencies to ensure the long-term success of e-governance implementation in terms of future-orientation and sustainability. The reengineering transformations are found to have significant positive effect on the core competencies development that, in turn, has a positive effect on the success of e-governance. Research limitations/implications The limitation of this study is the small sample size of qualitative and quantitative study owing to the missing willingness of government officials to respond to the research instruments. Practical implications The findings of this study would help e-governance practitioners to focus on the key strategic areas which will ensure the long-term success of e-governance and make the same valuable for the current and upcoming generations. Originality/value This study made an original contribution to e-governance literature by developing and validating a theoretical model for empirically assessing the strategic effect of business process reengineering changes on e-governance success (in terms of future orientation and sustainability) through mediating variable, core competencies.

The purpose of this study is to build an understanding of the core values of Islamic accounting and merchant communication in buying and selling transactions. Describe the process of buying and selling transactions carried out by traders in the Rawabadak market. This type of research is a case study with a qualitative approach. Data collection techniques are interviews, observation, and documentation. The results of this study indicate that traders have a good understanding of the core values of Islamic accounting in the form of the value of monotheism, the value of justice ('adl), and the value of prophethood (Nubuwwah), the value of the government (Khilafah), the value of the results (Ma'ad), and they have successfully applied it in their trading process. When communicating with buyers, follow Islamic communication principles and practice good communication. There are complaints of frustration with the nature of buyers who are overbid, but this has never been shown in their service to buyers, they claim to be satisfied with the services provided by traders who explain the selling price.

Purpose This paper aims to investigate the long-term relationships of long-term European Monetary Union (EMU) government bond yields. From an asset managers’ or risk managers’ perspective during the euro crisis, the relevance of sovereign credit and redenomination risk became a major issue. Furthermore, it has to be differentiated between core and non-core EMU member countries. Design/methodology/approach Methods of applied time series analysis are used to investigate EMU government bond yields and EMU government bond yield spreads for Spain, Italy, The Netherlands, Austria and Germany. Both standard unit root testing procedures and breakpoint unit root tests are used to examine cointegrating relationships and structural changes in these relationships. Findings The empirical results deliver clear evidence for structural shifts in the long-term relationship between German and the two non-core EMU countries (Italy and Spain). The timing of the breaks coincides with the timing of the euro crisis. On the contrary, the results for Austria and The Netherlands are different from the findings for the two non-core countries. Research limitations/implications One major limitation of the study is the limited availability of data regarding to the reaction of asset managers or risk managers to the euro crisis. Especially in the context of the discussion with regard to the relevant risk-free rate for investors, this strand of research is relatively new. Practical implications A deeper understanding of changes in the long-term relationship between government bond yields and the re-emergence of redenomination risk is important for asset managers and risk managers in the financial services industry. This is especially true for German life insurers. Originality/value The study provides various empirical contributions to the literature on the euro crisis and sovereign credit risk. First, previous results with regard to the structural changes in the long-term relationship between German and Spanish, German and Italian, German and Austrian as well as Germany and Dutch government bond yields are confirmed using unit root breakpoint tests. Second, investigating the autoregressive coefficient and the timing of the breaks delivers evidence that non-core countries have been more exposed to the fear of redenomination risk. Third, we raise the question which risk free interest rate is relevant for the affected countries.

This paper investigates the technical resources of cooperation of industry, government and university, and how industrial value chains (IVC) in e-tourism industry develop in such collaboration. First, the chance of cooperation between small and medium enterprises (SMEs) in tourism industry and information technology developers were discovered inside the national industry policies of Taiwan, and local technological universities could play a key role inside as an official resource importer. Then, theoretical feasibility of industry-government-university cooperation in e-tourism and IVC were testified to build the core concept of e-tourism IVC model with cooperation of industry, government and university. Furthermore, based on prospective framework in e-tourism, the research team, consisting of professionals in various fields, put the concept into practice by endeavoring to collaborate with enterprises in tourism and information and communication technology (ICT) industry. After complying with requirements of grant applying programs, the team acquired funds of 570,000 NTD from Ministry of Education (MOE), companies and universities, making this cooperation model preliminarily practical. As stated above, e-tourism IVC model with cooperation of industry, government and university is an applicable university-industry cooperation (UIC) model technological universities can utilize to enhance competitiveness of ICT and tourism industries, as well as SMEs.

The adoption of mobile technologies for emergency management has the capacity to save lives. In Australia in February 2009, the Victorian Bushfires claimed 173 lives, the worst peace-time disaster in the nation’s history. The Australian government responded swiftly to the tragedy by going to tender for mobile applications that could be used during emergencies, such as mobile alerts and location services. These applications have the ability to deliver personalized information direct to the citizen during crises, complementing traditional broadcasting mediums like television and radio. Indeed governments have a responsibility to their citizens to safeguard them against both natural and human-made hazards and today national security has grown to encapsulate such societal and economic securitization. However, some citizens and lobby groups have emphasized that such breakthrough technologies need to be deployed with caution as they are fraught with ethical considerations, including the potential for breaches in privacy, security and trust. The other problem is that real world implementations of national emergency alerts have not always worked reliably and their value has come into question as a result. This paper provides a big picture view of the value of government-mandated location-based services during emergencies, and the challenges ensuing from their use.

Currently it is considered an attribute of local democracy, although in the European tradition it has long been related to the pluralist values of social life organization. The communes; freedom, and their independence from the local government have been derived from natural law and seen as a condition for a healthy social system. Contemporarily, local self-government as a law and ability for local communities to manage a range of public matters independently, has been anew recognized as a social system value in uniting Europe. Yet there have also revived certain historical threats to the local selfgovernment arisen from central and local bureaucracy, particularism, and bribing local power elites. In such case, the fight for a local government that complies with Latin civilizational values acquires a special meaning.

The outbreak of COVID-19 epidemic has been having a great impact on the job market, so that graduates from all over the world are facing a more complex employment environment. Unemployment of the educated labor force often results in a waste of human capital and leads to serious economic and social problems. In the face of the impact of COVID-19, the Chinese government quickly introduced a series of employment policies for college graduates to relieve their employment pressure and create opportunities of career development. How did these employment policies for college graduates spread rapidly under the unconventional state of the COVID-19 epidemic? What are the diffusion characteristics? What are the core issues and measures? What are the differences between governments at all levels? These problems with rich connotation and research value needed to be further clarified. Based on the 72 employment support policies collected from the Chinese government network, this paper conducted a text analysis of the policies and found that in the process dimension, the employment policies of college graduates accumulated and exploded from bottom to top in the short term, and the policies diffusion followed the gradual model of “east–middle–west”. In the content dimension, there were five core issues: financial subsidies, innovation and entrepreneurship to drive employment, public institutions to absorb, optimizing public services, and lowering the support threshold. Meanwhile, there were obvious differences in the choice of policy tools, policy intensity, and implementation ideas in each region. The findings are of important significance for developed and developing countries to better respond to the impact of various emergency situations.

Purpose Blighted and vacant properties represent a persistent and costly problem for cities and local governments throughout the USA. The purpose of this paper is to identify data needs and requirements for value creation in the context of urban blight. The main assumption is that sharing and opening data through a robust and effective code enforcement program will facilitate more informed management, mitigation and remediation of blighted and vacant properties. Code enforcement programs must be grounded on organizational and technical infrastructures that enable data sharing and value creation for the city and the communities that share its space. Design/methodology/approach In this paper, the information needs and realities of a city’s code enforcement environment are described, based on data gathered through a series of workshops and focus groups with a range of stakeholders, which included city government departments, police, fire, bank representatives, realtors and community groups. Findings The analysis reveals key data elements that could potentially help to build a code enforcement program to better manage the cycles and costs of urban blight. Although some of these data elements already exist, and are public, they are not easily accessible to key stakeholders. The paper ends with sets of short-term and long-term recommendations for establishing an information-sharing infrastructure, which would serve as the main conduit for exchanging code enforcement data among a number of city government departments and the public that may play a role in managing urban blight and its consequences. Originality/value In this paper, the authors are connecting extant literature on sharing and opening data with literature on the creation of public value. They argue that sharing and opening government data constitute effective ways of managing the costs and cycles of urban blight while creating value. As a result of an initial assessment of data and information requirements, the authors also point to specific data and its potential value from stakeholder perspective.

Smart city technology is only considered in some cities depending on the resident requirements, whereas smart initiatives are adopted easily in others. One of the first critical steps toward understanding these aspects of Malaysian smart cities is to empirically study the citizens’ and government agencies’ aspirations to use smart city services. A Malaysia Smart Cities Stakeholders Adoption Model (MSCSA) as a case study based on the unified theory of acceptance and use of technology (UTAUT2) is being developed and evaluated in Kuala Lumpur, Malaysia. An in-depth interview with expert staff from the Plan Malaysia smart city department and Telekom Malaysia Berhad (TM one) was conducted using a mixed-methods approach. To determine the influence of seven parameters on behavioural intentions, specifically the choice to build a smart city, quantitative data were collected as questionnaires. These parameters were self-efficacy, expected effort, perceived security, perceived privacy, price value, trust in government, and trust in technology. Citizens’ intentions to use smart city services were significantly influenced by each of these characteristics. There is a definite association between perceived privacy and perceived security as a core aspect of trust in technology, as well as price value, a core aspect of trust in government. When the trust in both these is strong, stakeholders are more willing to adopt and pursue smart city services. These studies provide city officials with a technique for measuring citizen desire for smart city services, as well as outlining the components necessary for establishing a good smart city strategy that is successful.

But the presence of The Plantation ACT is questioned its allignment. PurposeThe present paper constructed a new framework for government data governance based on the concept of a data middle platform to elicit the detailed requirements and functionalities of a government data governance framework.Design/methodology/approachFollowing a three-cycle activity, the design science research (DSR) paradigm was used to develop design propositions. The design propositions are obtained based on a systematic literature review of government data governance and data governance frameworks. Cases and experts further assessed the effectiveness of the implementation of the artifacts.FindingsThe study developed an effective framework for government data governance that supported the digital service needs of the government. The results demonstrated the advantages of the framework in adapting to organizational operations and data, realized the value of data assets, improved data auditing and oversight and facilitated communication. From the collection of data to the output of government services, the framework adapted to the new characteristics of digital government.Originality/valueKnowledge of the “data middle platforms” generated in this study provides new knowledge to the design of government data governance frameworks and helps translate design propositions into concrete capabilities. By reviewing earlier literature, the article identified the core needs and challenges of government data governance to help practitioners approach government data governance in a structured manner.

AbstractParty identification has been thought to provide the central organizing element for political belief systems. This article makes the contrasting case that core values concerning equality and government intervention versus individualism and free enterprise are fundamental orientations that can themselves shape partisanship. The authors evaluate these arguments in the British case using a validated multiple-item measure of core values, using ordered latent class models to estimate reciprocal effects with partisanship on panel data from the British Household Panel Study, 1991–2007. The findings demonstrate that core values are more stable than partisanship and have far stronger cross-lagged effects on partisanship than vice versa in both polarized and depolarized political contexts, for younger and older respondents, and for those with differing levels of educational attainment and income, thus demonstrating their general utility as decision-making heuristics.

The development of new energy vehicles is inseparable from the drive of consumers. Therefore, to explore the influencing factors of purchase behavior from the consumer's personal level is helpful for businesses to adopt corresponding sales strategies and the government to adopt relevant policies. Based on the individual level of consumers, this paper constructs a new energy vehicle purchase behavior prediction model from the review text, and explores the predictive effect of consumer personal factors on the purchase behavior of new energy vehicles. First of all, this paper proposes a quantitative method of consumer individual level factors, which combines word-of-mouth reviews with statistics. In this method, word2vec is used to train word vectors in word-of-mouth corpus to mine initial keywords, and core keywords are selected through statistical correlation analysis. Secondly, based on the core keywords of consumers' personal level, the gbdt model is constructed to predict the purchase behavior of new energy vehicles. The results show that the probability of correctly predicting consumers' purchase behavior is more than 72%.

Public health experts have advocated for wearing protective face masks to combat the COVID-19 pandemic, yet some populations are resistant. Can certain messages shift attitudes toward masks? We investigate the effect of value-consistent messages within a mask-skeptical population: White evangelicals in the United States. An experiment within a national survey of White evangelicals (n = 1,212) assigned respondents to one of three conditions: One group was given a religious message equating mask use with loving your neighbor, another was given a message by Donald Trump saying mask use is patriotic, and a control group received no message. Those exposed to the religious message were more likely to see mask use as important and were more supportive of mask mandates. Republican evangelicals exposed to the patriotism message had similar responses. These findings show that messages that align with individuals’ core values—in this case, religious tenets and patriotism—can shift certain views on mask use and government mask policies to combat COVID-19, even among a comparatively mask-resistant group.

Purpose Many governments are working toward a vision of government-wide transformation that strives to achieve an open, transparent and accountable government while providing responsive services. The purpose of this paper is to clarify the concept of transparency-by-design to advance open government. Design/methodology/approach The opening of data, the deployment of tools and instruments to engage the public, collaboration among public organizations and between governments and the public are important drivers for open government. The authors review transparency-by-design concepts. Findings To successfully achieve open government, fundamental changes in practice and new research on governments as open systems are needed. In particular, the creation of “transparency-by-design” is a key aspect in which transparency is a key system development requirement, and the systems ensure that data are disclosed to the public for creating transparency. Research limitations/implications Although transparency-by-design is an intuitive concept, more research is needed in what constitutes information and communication technology-mediated transparency and how it can be realized. Practical implications Governments should embrace transparency-by-design to open more data sets and come closer to achieving open government. Originality/value Transparency-by-design is a new concept that has not given any attention yet in the literature.

The present-day public debate about Muslim migrants in the Netherlands is focusing on core values, and hence on tolerance. Can the majority tolerate (presumed) deviations in core values of minorities, and in reverse is there toleration of majority values by minorities? The article starts with a reflection on the different meanings of the word ‘tolerance’. It then goes on to analyze a recent debate on the role of Turkish religious organizations in the Netherlands vis à vis Dutch core values. Most Turkish Dutch citizens are for instance tolerant, but not affirmative of homosexuality, an attitude that may be related to their adherence to religious organizations. Should the Dutch government see their disapproval as intolerable in a modern society, and therefore supervise Turkish religious organizations on a permanent basis? The author argues for another preferable possibility: the acceptance of value plurality when it comes to ‘society’s operative public values’.

Disaster plans are complex and the role of social workers can become lost amidst plans and processes. Although social workers' skill sets are desperately needed during disasters and recovery, in many disaster management strategies their roles are not acknowledged. In order to maximise their value, specific training for social workers in disaster management needs to be reinvigorated. Associate Professor Timothy Sim, Singapore University of Social Sciences, believes that current social work research in disaster management is underdeveloped, and other professionals are unclear about social workers' roles in it. His project to examine the core competence of social work in various stages of disaster management was funded by the General Research Fund of the Hong Kong SAR Government. He and colleagues from China and around the world devised a new competence framework that is unique from previous attempts. The framework comprises five dimensions: knowledge, values, skills, roles and tasks, in four specific disaster management phases: mitigation, preparedness, response and recovery. The thinking behind this novel structure is that it will help social work professionals clarify related concepts and comprehend competencies, roles and tasks for each phase of the disaster management cycle. The approach is also more comprehensive and precise than has been seen previously and will improve collaboration between social workers, governments and non-government organisations. Furthermore, the team used rigorous research methods when designing the framework, including an integrative review, in-depth interviews and a Delphi study. In addition, the team is confident the framework will have a long-term impact and could be applied to other countries and contexts.

Air pollution control as the background of a cost allocation method is based on the Shapley value to determine the core stakeholder, so fair pollution control projects and the establishment of the atmospheric pollution of governance cost allocation model are put forward for the solution of air pollution coordinated by the government supervision and the atmospheric pollution control collaborative group. The results show that the cost allocation model of air pollution control based on Shapley value is more reasonable, and the cost of stakeholders is reduced to a certain extent, and the risk of the participants is reduced so that it maximizes social benefits.

Board diversity was further emphasized in the revised Malaysian Code of Corporate Governance (MCCG) 2017, as this can allow for more board effectiveness in constructive debates and better decisions. With this recommended deliverable, the code believes that companies should perform and will be more equipped to face the ever-changing business environment and challenges. This study examines the influence of boardroom diversity on corporate performance using Government-Linked Companies (GLCs) in Malaysia as units of analysis. The study used secondary data of publicly listed GLCs in Malaysia for seven years (2012 to 2018). We used gender and ethnicity to proxy for boardroom diversity while economic value added (EVA) represents the company’s performance. We also used panel data multiple regression to analyze the data. After controlling for firm size and firm age, the empirical results revealed that board ethnicity is negatively and significantly related to firms’ economic performance. Board gender, however, provides insignificant results. We also find the firm size to be significant and positively related to EVA. This preliminary result on board composition requires further research on how Malaysian GLCs can address the MCCG’s recommended governance compliance, particularly on the monitoring roles of the board on firm performance.

Based on the characteristics of such technology integration project, we build a value evaluation system for dual-use core technology integration, which includes social effects, economic results, technical value, and possibility for technology to be transformed into products etc. as major component. And then, such project evaluation model is established by using gray theory and hierarchy analysis method. By using a case analysis, it reveals and verifies further the operational process of this evaluation model. This model is scientific and feasible. Since it is not perfect, some research works on this model should be done further in future.

Mainstream conceptions of autonomy have been surreptitiously gender‐specific and masculinist. Feminist philosophers have reclaimed autonomy as a feminist value, while retaining its core ideal as self‐government, by reconceptualizing it as “relational autonomy.” This article examines whether feminist theories of relational autonomy can adequately illuminate the agency of Islamist women who defend their nonliberal religious values and practices and assiduously attempt to enact them in their daily lives. I focus on two notable feminist theories of relational autonomy advanced by Marina Oshana and Andrea Westlund and apply them to the case of Women's Mosque Movement participants in Egypt. I argue that feminist conceptions of relational autonomy, centered around the ideal of self‐government, cannot elucidate the agency of Women's Mosque Movement participants whose normative ideal involves perfecting their moral capacity.
