Streszczenie:
The central question posed in this thesis is why has the Queensland model of workers' compensation been so enduring? The legislation remained largely intact from 1916 until 2001, with the exception of the years from 1996 to 1998. This was so despite the fact the central feature of a state-controlled monopoly that underpinned this model was always potentially divisive in line with the variances between liberal-conservative traditions and social-democratic ideals that subsisted in broader political culture. In addressing this question of longevity, this thesis explores the capacity of an initially contentious piece of legislation to draw strong support from former opponents, and the argument is put forward that it is best explained through the development and operation of a policy community that fostered a shared set of core values relative to broad workers' compensation policy preferences. These core values were compulsory state monopoly, no fault insurance and full access to common law. Thus, the longevity of the legislation is attributed to the continued support by key stakeholders of these core values. The thesis also demonstrates that policy community relations deteriorated during the 1990s as governments responded to broader political pressures precipitated by reform agendas. Inconsistencies in core values and policy outcomes for each stakeholder emerged as governments attempted to assert unprecedented control over the direction of workers' compensation in order to meet broader political goals. The legislation was threatened as relations within the policy community proved unsustainable when existing core values were contested.

The engagement of citizens in governmental actives is the future of publicsector reforms. The private sector has already started to leverage onlinetechnology to innovate and to reinvent businesses. The move towards servicesexchange instead of goods exchange is making producers, providersand users cooperate to recognize and exploit value co-creation opportunities. The degree to which collective intelligence is leveraged could be correlatedto the value an initiative generates in the public sector. Thereby open governmentimplies a focus on value co-creation in the public sector. This thesisargues that an important purpose of opening up governments towards citizensand private business is to leverage the potential of value co-creation in asimilar fashion to that already being explored in the private sector. To explorethis phenomenon this thesis addresses the following research question:How can local government use IT services to become more open and leveragethe potential of public value co-creation?Utilizing a design science approach with interpretive philosophical assumptions, the thesis contributes to knowledge on open government and value cocreationby designing artifacts that support open government in the form ofe- and m-services. It also investigates inhibitors of public value co-creationthat may arise from the design of the artifacts.

Streszczenie:
An ongoing shortage of suitable woody waste materials due to the many recent saw-mill closures in Canada has been a major concern for particleboard manufacturers. The existing particleboard plants are currently competing with other industries for the scarce fiber resources available and facing significant competition from the cheap lower grade substitutes being imported from China. This thesis presents a solution through the development of hollow core sandwich panels for modular furniture components that serve the same function as solid slabs of particleboard but with reduced amounts of raw material inputs (wood and resin). Through a series of preliminary experiments, prototype honeycomb sandwich panels were fabricated with a variety of face and core materials. The characteristic effects of different types of Kraft paper honeycomb materials, its cell size, orientation and cell wall height as well as the influence of different wood-based face materials on the sandwich strength and stiffness properties were established. The results indicate that by combining thicker (6 mm) face sheet materials with Kraft paper honeycomb with cell size less than 16 mm, cell wall height 38 mm and oriented with the core ribbon direction perpendicular to the long axis of the panel, a sandwich panel with significant strength properties can be produced. The findings also imply that the performance of the honeycomb sandwich panels can further be improved through the application of edge rail enforcements and edge band application. The outcome of this study has the potential of reducing the total weight of finished products for the furniture manufacturers and provides avenues for product differentiation.

Streszczenie:
Over the last two decades, public sector organisations in the UK have invested heavily on electronic government (E-Government) projects to transform the services offered to citizens. E-government is seen as an enabler that helps public services to become more efficient, transparent, cost effective and accountable. In this respect the implementation of e-government projects have been influenced by private sector thinking borrowed from New Public Management (NPM) principles. However, the evaluation of e-government under the influence of NPM has been primarily focused on economic and technical outputs whereas its value to citizens has been largely ignored. Furthermore, research shows that many e-government projects have failed to deliver the desired outcomes when influenced by NPM principles. Recent studies have emerged that highlights the significance of public value to understand the broader outcomes of e-government services. The aim of this study is to explore the concept of public value and identify the antecedents that affect value and the consequences of value on e-government. To do so, this study develops a conceptual model grounded on Public Value Theory, DeLone and McLean IS Success Model and Means End Chain Theory combining the disciplines of Public Administration, Information Systems and Marketing. The conceptual model was validated through Structural Equation Modelling (SEM) based on online surveys of 705 users of egovernment services in the UK. The findings have highlighted significant theoretical and practical implications for researchers and policy makers. This research highlights that the key dimensions (services, outcome and trust) of public value theory cannot be validated on their own as they are far too abstract in current literature. Therefore, this study verifies that public value can only be validated by drawing from the multiple fields of Public Administration, Information System and Marketing. From a practical perspective, the study offers policy makers a frame of reference to understand the influence of value on the adoption and re-use of e-government services.

Currently, due to the existing potential regarding technology in the provision of services, the Peruvian government has developed solutions for its inhabitants. A survey conducted by the United Nations in 2016 endorses this fact, showing a high rate of technological development with respect to e-government. However, the same publication showed the low rate of citizen participation about it. These results show how, although there are many government technological services, these do not focus on the citizen or in their active participation, but mainly on technological development. In the present study, an adoption model is proposed, extending the Technology Acceptance Model (TAM) incorporating public value, specifically environmental sustainability, as an external variable. The validation of the proposal was made through a validated survey with experts in the environmental field and applied to citizens of the Peruvian capital. Our results show that environmental sustainability is a factor that positively affects the adoption of e-government in Peru and that should be considered by the authorities as an enhancer of citizen participation about it.

Marufu, Masiya Passmore Alex. "E-government project prioritisation in Zimbabwe : a public value perspective". Diss., University of Pretoria, 2014. http://hdl.handle.net/2263/45944.

Pełny tekst źródła
Streszczenie:
Governments the world over spend billions of dollars on e-government initiatives with the intention of improving the efficiency and effectiveness of service delivery to their constituencies. Despite the large amounts of money that is spent on these projects, lured by the array of potential benefits that can be delivered, the list of failed projects is long, mainly because the complexity of undertaking such projects is often understated and the demands of a public value approach make e-government projects even more complex. Public value theory suggests that citizens value those services they authorise, whose creation they participate in and whose outcomes they relate to. This study seeks to understand how governments prioritise e-government initiatives in order to maximise public value. This study is based on an interpretive case study of an e-government program in Zimbabwe, a country in Southern Africa, consisting of a number of projects that have to be prioritised. Using public value theory as a theoretical lens, six interviews were conducted with senior managers involved in the program, complimented by a review of various project related documents and followed by a focus group of thirteen managers which was used to rank the relative importance of various criteria that relate to the delivery of public value. Using a prioritisation framework developed as part of this study, a mock prioritisation of a menu of projects was conducted and this was compared to the actual prioritisation that had beencarried out during the implementation of the program. The study finds that public managers believe that seeking public authorisation is undesirable, unnecessary and that governments are often ill equipped to undertake this task. Co-creation of services with the public is seen as desirable, mainly because government does not have the resources to undertake all the initiatives they have to and appear to welcome any assistance that is available. Public managers appear to struggle to relate the projects they undertake to outcomes that citizens relate to, but seem to be focussed on more immediate measures, a likely throwback to new public management thinking. The study concludes that the lack of citizen participation in project conceptualisation and service creation and delivery can be overcome by the use of more and more commonly available technologies such as social media and the increasing proliferation of the internet even in fairly remote parts of Africa to not only better understand citizen priorities but to engage the citizen in creating the services they consume and deliver on the outcomes they value.

In the South Carolina state government, 43.4% of all full-time equivalent employees will be eligible to retire by the mid- to late-2020s. The potential loss of core organizational knowledge may occur as a result of the retirement of seasoned employees. Grounded by the transformational leadership theory, this qualitative case study explored the successful succession strategies of 8 Certified Public Managers (CPMs) in South Carolina state government organizations. Purposeful sampling led to selecting the 8 CPMs who each had more than 11 years of experience managing employees and each directly influenced the programmatic operations for their respective state government organizations. Data were obtained through individual semi-structured interviews and through state government organizational documents. Analysis included using codes to identify similar words and phrases, then recoding to categorize the codes into themes. Data transcriptions, coding, member checking, and methodological triangulation were used to strengthen the credibility of the findings. Thematic analysis identified 3 emergent themes within the data: succession implementation, succession continuity, and succession hindrances. The implications for positive social change include the potential for state government executive leadership to implement a succession program for all South Carolina state government organizations. The positive social change implications may provide standardization and structure for retaining core knowledge that could contribute to continuity, an increased focus on sustainable workforce capital, customer satisfaction, and social responsibility throughout communities in South Carolina.

The main objective of the study was to define FM in its broader context and identify ways of exposing its value to the organisation’s core business. The study firstly included defining FM, its scope and nature to provide an in-depth overview and understanding of the discipline. Secondly, the study discussed in detail the level of support of FM by top or senior management. Thirdly, the study discussed the importance of quality management in enhancing the value of FM within an organisation. Lastly, the study discussed how service level agreements can be utilised to enhance the value of FM within the organisation. Questionnaires were distributed via electronic mail and some hand-delivered to private, public organisations and government parastatals to gather their views on how they think FM can add value to their organisations. Questionnaires were sent out to various professionals from various organisations that employ FM services based on the aforementioned objectives. The findings from the survey showed that most organisations understand and have the knowledge about FM but there is no set and defined scope; the scope of FM differs in various organisations; soft services are grouped together and branded as FM services; FM is moderately incorporated throughout and top management still sees FM as adding no value to the organisation’s core business. The results also show that FM needs to adopt strategies such as understanding and working towards the organisation’s goals and objectives; ensuring sustainability in FM services; providing superior quality service and projecting defined and improved levels of service linking service to the organisation’s culture and facilitating organisational change for it to gain support from top management. The majority of respondents incorporating FM in their organisations agree with the benefits afforded by this discipline and have developed and implemented quality management systems that are linked to their business strategies and, by doing so, have enhanced their organisation’s performance levels. Service Level agreements are not being utilised by the majority of the organisations the few organisations that utilise SLA’s, have benefited a great deal from SLAs.

The purpose of this research was to find out what Social Value is, how it is created and in what way it is related to Social Entrepreneurship. The study has been done at a time when the concept of Social Entrepreneurship has come to the forefront at the outset of the 21st Century; in an advent of rapid change and worldwide turmoil; yet an academic understanding of Social Entrepreneurship has been lacking. A Western-style capitalist economy has a highly functioning 'for-profit' and government regulatory system, with civil society which carries an obligation to have regard for those who 'have not.' The goodness-of-fit between all three sectors determines the harmony, order and satisfaction of a given population. We now know that social Value is created when communities are impacted with outcomes from the inspiration and perspiration of Social Entrepreneurs and Support teams who are committed to alleviating human need. Social Entrepreneurs and their teams have a different outlook on life. They live with a lack of financial security, are time-poor, persevering, and resourceful; and they manage risk even as need is being resourced. Based upon a robust literature of Entrepreneurship and Values theories for meaning, data collection allowed for ten social ventures to be casestudied. These lead to further enquiry into seven peak bodies designed to be resourcing agencies. This research is important because a model has been developed which effectively enables social ventures to service their mission, and to stay viable. As a result of this, a way forward has been identified where the impact from social entrepreneuring becomes a core determinant of created Social Value. The contribution of this research has been to lay a foundation in grassroots social entrepreneurship which is supported by a Literature which others following can add to or further define. There is now something comprehensive drawn from the experiences of many in the field uipon which to base further enquiry and future investigation. Suggestions have also been made which need reinforcing at the Public Policy level; others in the Social Policy sector will want to know the way to reengineer a way out of the 'gap' which exists in the Capitalist System.

Streszczenie:

Executive Summary

A company needs guidelines for the organization and its employees to act in the same direction. Core values constitute a fundamental part of a company but they have to be “lived” by the members of the organization in order to be valid. When a company undergoes many

changes, there is a risk of losing the core values as focus is put on the survival of the company. Therefore, the main purpose of this study was to reach a solution for the maintenance of the core values at Atea Logistics, a company which has faced turbulent periods. However, in order to do so, a first requirement was to get in touch with Atea

Logistics’ culture in order to later correctly apprehend the organization’s core values. Hence, this research was guided by the following research question:

“How to maintain core values at Atea Logistics?”

The conducted study consists of a case study made at Atea Logistics in Växjö, which is a part of the Atea Holding AB. The currently successful group, Atea, was created in 1985 under the name of Owell. Atea is a company which helps organizations and companies increase the

benefits of Information Technologies (IT) by providing products and services that simplify the management, operation and development of IT infrastructure. As an IT product supplier, Atea covers the entire cycle from the supply of new IT products to the recycling of old ones.

Since we aimed at providing the company with a research that it could benefit from, this thesis has its base in discussions with managers of Atea Logistics. Empirical data were mostly gathered through interviews with several employees and finally interplay between empirical

data and theoretical findings occurred. The findings of this complex study comprise that core values have been neglected within the company for several years because of repetitive changes. However, employees have been aware of this situation but still have not focused on this aspect.

Several core values have been discovered which have remained since the Owell-time: respect, participation, openness, trust, responsibility and family-friendly. In order for Atea Logistics to maintain these values, several aspects need to be developed such as their clear statement, their communication via different tools (i.e. printed documents, corporate events, an integration process for newcomers, etc.) as well as the alignment of employees with them.

The values and motives behind e-Government projects are sometimes taken forgranted and are often considered as synchronised. Electronic archives can beconsidered a vital e-Government project, and the aim of this study was toinvestigate the values behind electronic archive projects for government agencies. This was achieved by investigating four different specifically chosen governmentagencies: three with electronic archives, and one without, and then assessing themusing the theoretical framework set out in Rose et al's article ’Managinge-Government’ published in Info Systems Journal in 2015: value position theory. The chosen government agencies were: Migrationsverket (the Swedish MigrationAgency), Skatteverket (the Swedish Tax Agency), Energimydigheten (the SwedishEnergy Agency), and Sveriges Geologiska Undersökning (Sweden’s GeologicalSurvey- SGU). Interviews were conducted with those archivists responsible for theelectronic archives at each of these four public agencies. The results of theinterviews were analysed using the value position theory. As a result, severaldifferent values were identified, though the values attached to professionality andefficiency ideals were more identifiable in the interviews than the values attachedto service and engagement. The values guiding the electronic archive projects werefound to be largely congruent. However, these values are not necessarilyrecognised on the state level, as shown by the fact that Statens Servicecenter’sproject has ended without result.

Streszczenie:
In the aftermath of the 2008 economic recession, governments across the globe were forced to confront a difficult reality: growth and spending would need to be revised dramatically downward while central government systems would have to be made more efficient. In the United Kingdom specifically, the 2010 general election became a referendum on how quickly and severely to implement austerity policies the likes of which had not been seen for generations. Why did the Conservative-Liberal Democrat coalition choose austerity when other alternatives, such as a public sector stimulus package, were also available? To answer this question this research seeks to understand how and why political actors in the United Kingdom respond to economic and political crises through the implementation of specific efficiency reforms. This is accomplished through two specific steps: the establishment of an analytical framework to better understand the dynamics of efficiency reforms and an in-depth study of the historical development of efficiency reforms from the early twentieth century through the present. A historical institutionalist theoretical foundation is employed in order to understand the evolution of ideas throughout this time span. A thorough understanding of institutional effects, including aspects of lock-in effects and process tracing, are essential components of understanding why powerful political actors choose certain efficiency reforms over others. Ultimately, this research is meant as a first step towards a greater understanding of efficiency in government. Previous research has examined specific reforms in relative isolation without the benefit of historical context. By systematically tracing the evolution of efficiency reforms across different eras a more complete understanding of policies and political actors is established. Further research, including comparative studies across political systems and the incorporation of quantitative date, is discussed in the conclusion.

Streszczenie:

The phenomenon of notional employees has started to occur, since companies are facing an increased challenge to break through the marketing clutter. The phenomenon makes it possible for companies to communicate the increasingly important intangible values of a brand.

The purpose with this thesis is to explore and illustrate how organizational core values are communicated through notional employees.

The phenomenon of notional employees was researched from both a company and customer perspective, where a multiple case study research was made. Interviews were held with the authors of the notional employees and focus groups were held among consumers.

Communication of core values via notional employees follows four steps.

First the notional employee and its character is created. This step is followed by communication of core values through the notional employee. Thirdly, the type of values which has been communicated needs to be analyzed. Finally, if true core values are not communicated, communicative adjustments are required.

These steps are presented in “The Core Value Communication Wheel”.

In an attempt to describe the nature of recent journal literature revolving around the eleven core values of librarianship, as articulated by the American Library Association, this exploratory study analyzed 114 articles from four peer-reviewed library publications over the past five years (2002-2006): College & Research Libraries, Library Trends, Library Quarterly, and portal: Libraries and the Academy. This content analysis noted the levels of complexity with which the core values were discussed, the frequencies of the eleven core values (access, confidentiality/privacy, democracy, diversity, education and lifelong learning, intellectual freedom, preservation, public good, professionalism, service, and social responsibility), and the types of library environments found in the journal literature. The results are intended as a catalyst for the library profession to examine the way it discusses core values and uses them to guide and inform professional practice.

Background: Today, It’s not uncommon that international companies and organizations have a higher turnover than the GDP of developing countries. Consequently, this may suggest that the choices companies make in the context of their business has a great potential to influence the world from an economic, but also from a social and environmental standpoint. From this the notion emerged that companies have a responsibility, referred to as Corporate Social Responsibility (CSR). A clear definition of the CSR concept is difficult to find, more than 37 different definitions has been identified. Common to all these is that they address a number of underlying themes such as: Balance, Responsibility, and Value. Few studies examine companies’ underlying assumptions about the adaptation and communication of CSR, and the perception of how one type of value in relation to another is created and defined. It is clear, however, that companies must make a choice regarding which areas of CSR they should prioritize. Purpose: The purpose of this thesis is to study how Swedish companies strategically adapt their CSR initiatives and CSR communication to create value. Method: In order to answer the purpose of the thesis a qualitative method has been used. Interviews were conducted with CSR representatives from three major Swedish companies. Theories: The Pyramid of CSR, Green marketing activities on three levels, Generic environmental strategies and Ten rules for successful CSR communication. Conclusion: The results of the study suggest that the link between the adaption of CSR and CSR communication is based on the business value perspective. Furthermore, it would seem that the competitive strategy of a company is in close symbiosis with their value perspective. The result of the study indicate that there is not a value perspective which should be preferred over others in the adaption of CSR and CSR communication, the value perspective should instead be relative to the company’s current competitive strategy and industry conditions.

This thesis consists of three independent essays, unified by the common theme of the distributional impacts of government. The first paper estimates the price elasticity of demand for pharmaceuticals amongst high-income older people in Australia. It exploits a natural experiment by which some people gained entitlement to a price reduction through the Commonwealth Seniors Health Card (CSHC). The preferred model is a nonlinear Instrumental Variable (IV) difference-in-difference regression, estimated on repeated cross sectional survey data using the Generalised Method of Moments. No significant evidence is found for endogenous card take-up, and so cross-sectional estimates are also considered. Taking all of the results and possible sources of bias into account, the ??headline?? estimate is -0.1, implying that quantity demanded is not highly responsive to price. The elasticity estimate is a key input into the second paper which analyses the distributional impact of the CSHC. I consider the trade-off between moral hazard and risk pooling. There have been few previous attempts internationally to address this trade-off empirically for any health insurance scheme. The utility gain through risk-pooling is found to be negligible. However, the deadweight loss through moral hazard may be considerable. I also use an illustrative model to demonstrate the possible effects of the CSHC on inter-temporal savings behaviour. While the CSHC may induce some people to save, it may have the opposite effect on others. The net impact was not determined. The third paper estimates the Australian public sector wage premium. It includes a detailed critical review of the methods available to address this issue. The chosen approach is a quasi-differenced panel data model, estimated by nonlinear IV, which has many advantages over other methods and has not been used before for this topic. I find a positive average public sector wage premium for both sexes. The best estimates are 10.0% for men and 7.1% for women. The estimate for men is statistically significant (p < 0.04) and borders on significance for women (p < 0.07). No evidence is found to suggest that the public sector has an equalising effect on the wages of its workers.

The study deals with the service delivery challenges facing the Limpopo Department of Public Works with regard to the discharging of its mandates “Provision of government infrastructure, management and maintenance of government immovable assets”. Literature review was conducted as a secondary source of information and primary information was collected from a sample of 61 respondents. The study used both qualitative (focus group discussions) and quantitative (questionnaires) in data collection and analysis. The findings revealed that the root causes of the challenges and the challenges themselves that the Department of Public Works: Limpopo is facing are internal and are as follows; Unavailability of work tools, low morale, budget constraints, long supply chain management processes and a lack of skilled personnel. Recommendations for these challenges are developing human resource capacity coupled with a good human resource plan, availability of a proper budget, business process reengineering, the introduction of a monitoring and evaluation system, a customer relationship management system and lastly a change of the organisational culture.

Streszczenie:
In 1991, the Chinese government started the privatization process. A distinguishing feature of this privatization process is the presence of the government as a major shareholder in the privatized SOEs which creates a unique ownership structure that affects the firm performance, and, in turns its choice of equity issuing method. This dissertation investigates the relation between ownership structure, firm value, and the choice of equity offering method of the Chinese semi-privatized former state-owned enterprises. The dissertation consists of two essays. The first essay examines this relationship during the period 1993-1998 when the Chinese stock exchanges were at the infancy stage. The second essay covers the period 1999-2003 when the Chinese government crafted many laws to modernize their stock exchanges and protect the investor. In the first essay, we find that firms with higher government ownership under-perform relative to those with lower government ownership and prefer issuing rights offerings. The market reaction to the rights offering is lower than that to the public offering. Finally, the long-term market and operating performance of firms issuing rights offerings is poorer than their matched peer group. In the second essay, we find that 1) firms with higher government ownership have still lower performance than firms with lower government ownership; 2) firms with higher government ownership still use rights offerings as equity issue method; 3) firms with the lowest government ownership issue equity using private placements; 4) the market reaction to the announcement of private placements is positive; and 5) the monitoring action provided by the placement buyer has a positive effect on the long-term performance of the firms issuing private placements. Our results are consistent with previous findings about the effects of government ownership on firm value. Privatized firms with high government ownership do not necessarily maximize firm value; instead the managers are more aligned with the political and social agenda of the government. However, firms with low government ownership and high institutional ownership are more profitable. A major contribution of the dissertation is to establish the linkage between ownership, performance, and the choice of equity methods.

This thesis examines the effect government ownership has on the relationship between fair value accounting and earnings quality when “mark-to-model” techniques are used in fair value estimations. To this end we compare 36 real estate companies controlled by private interests with 32 real estate companies controlled by the state and municipal governments in Sweden. We find that the relationship between fair value accounting exposure and aggregated earnings quality is negatively affected by government ownership when unobservable inputs are used in the fair value estimation. Previous research treats government ownership simply as having a first order relationship with earnings quality. Our results indicate determinants of earnings quality can affect one another, and that these effects should be considered.

This analysis explores the feasibility of sorting UK funds into three different styles, which are widely used in the US. In an overview of major factors' impact on the expected risk of a fund, the analysis shows that leverage is by far the most influential factor, followed by the subtype diversification. In a preliminary style-classification, the study uses Loan-to-Value ratio (LTV) as the dominant factor, defining funds with no debt as core, funds with LTV lower than 40% as value-added, and funds with higher than 50% LTV ratios as opportunistic. Then the study makes some adjustments to this classification based on the observation of the funds' attributes other than LTV, and the adjusted classification ends up with 19 core funds, 22 value-added funds and 21 opportunistic funds. After that, three major differences between the UK and US funds are found. First, the core approach represents a smaller portion of the UK funds than the US funds and the opposite is true for the value-added approach. To improve the feasibility of researchers comparing funds within these two countries, the thesis suggests using a fourth style, core-plus. Second, the average LTV for core and value-added approaches is much lower in the UK than in the US. Third, the US opportunistic funds seem to have better performance than their UK counterparts with similar leverage ratio, while future studies would help draw more precise conclusions about the performance comparisons.

This phenomenon tells us that we should value an industry’s ability to profit. Therefore, pricing a product is an important topic on marketing operation. While lowering price is one of the best marketing strategies. There are some methods surrounding customers’ core values in airline industries, department store or internet anniversary sales, and restaurants industries. ABSTRACT Research on Core Competency of Government Procurement Specialists by Lin, Kuan-Ren July 2007 ADVISOR:Dr. Lin, Chung-Yi DEPARTMENT::PUBLIC ADMINISTRATION AND POLICY MAJOR:PUBLIC POLICY AND MANAGEMENT DEGREE::MASTER OF LAW Core competency is the combination of many kinds of knowledge, technique, ability and attitude in an organization. It is the result of all the accumulated knowledge and practice in the organization from past to present. It can allow the organization to achieve a surpassing position and to increase its competitive advantage. Personal core competency can be said to be the foundation of the organization’s core competency and the original source of the organization’s creation of value. The mission of government procurement specialists in their public service is to create humanism, excellent quality and an everlasting “new century” country while actively working in step with the country’s administrative construction goals. The traditional concept of the procurement officer’s competency was only the basic requirement of a formal certificate of competence, on the consideration that the job just required the basic competence to complete the work, to proceed in logical steps, and “to do things properly.” But, according to effective human resource management, “competency” is not just the requirement to perform the tasks completely; it is even more important to possess the concrete ability to improve procurement effectiveness and procurement quality, combined with innovative thinking and techniques, in sum, the ability to achieve results. Therefore, the main purpose of this study lies in examining and discussing the elements included in the core competency of a government procurement specialist. These elements are: matching procurement work with needs of the organizational environment, going through domestic and foreign, public and private offices to learn from their experience of competence, and serving as references for building our country’s new concept of core competency of a procurement specialist. As to research design, the research method is to examine discussions in the academic journal literature and to conduct in-depth interviews. First, from the journal article discussions, the study identifies the desired structure of the procurement specialist’s core competency: The three main surface requirements of core competency include: First, technical level, moral quality, and management ability; these serve as the reference guide for building a procurement specialist. Second, the study selected ten interviewees at random from among procurement specialists and procurement assessors with ample experience, for in-depth interviews. On this basis, the study conducted a synthetic analysis to determine whether or not the procurement specialists’ core competency indeed corresponds with the study’s model. On this basis, it is anticipated this study can construct a model of the core competency needed by government procurement specialists. From analyzing the in-depth interviews conducted for this study, the following suggestions are made for administrative policy: 1.Core competency of procurement specialists should include three aspects: first, technical level: related professional skills, related scope of understanding, and control of procedural flow; second, moral quality: maintain high moral standards, ethical value outlook, and careful decision making; third, management competency: evaluation competency, communication agreement competency, and reform competency. 2.This study’s exploration of the items of procurement personnel’s core competency provides reference materials for organization. It suggests the compiling of a procurement specialist core competency lexicon and as soon as possible establish a microview, and an evaluation chart for measuring observable core competency. This will provide references to each department for hiring and using procurement specialists and be the basis for their training strategy. This study suggests, besides building procurement specialist core competency, we should strike a balance between the government’s financial burden and showing approval of procurement specialists, research setting additional regulations, so that procurement specialists can receive extra payment for their expertise. In this way, they can receive material encouragement. In the same way, the procurement specialists channel of promotion, should be smoothed and widened, etc., with all kinds of positive incentive measures. After knowledge-based economy, the new marketing ideas included the experience of the life esthetic sense to improve consumption aesthetics will create the added-value for the enterprises. The consumption experiences to create esthetic sense have been the part of life and learning, and to be the new intension of competitiveness in the aesthetics of marketing management. Therefore, this paper redefines the intension of marketing management refers to the marketing mix and aesthetics perspective. This paper mainly studies the correlation research in the aesthetics essence of marketing management; it aimed at inducing and collating factors of marketing management aesthetic concept, and further treating the difference with the level of emphasis on each factors of marketing management aesthetics, in order to advance marketing management aesthetic concept model, and then providing reference for marketing personnel to implement marketing management strategy and activity. Finally, according to the relation and effects of marketing management aesthetic factors, business-oriented marketing mix, customer-oriented marketing mix and business core value, to put forward a aesthetic concept model of marketing management, and offer the references of the marketing management strategies and activities to marketing personnel. This research also aims at marketing personnel of 14 industries which are information, manufacturing, dining, wholesale retail and financial service etc., to proceed studying through sampling and quantative analysis method. The result of the empirical analysis shows that there are five factors of marketing management esthetic sense to be extracted. They are namely the “extension of esthetic sense”, the biggest influence factor, that is to say a dealer has to put emphasis on having good connections with consumers and establishing their recognition, then to extend the consumer’s sense and experience on products or business. The second one is “touch of esthetic sense”, which means that a dealer can create association of demand according to consumer’s psychology, and solicit consume impulse. The third one is “experience of esthetic sense”, which means that a dealer has to provide really experience of consuming esthetic sense depending on consumer’s demands, to deeply realize the value of product or service. Furthermore for “impression of esthetic sense”, the mean is that it could attract consumer’s attention immediately, and leave a deep impression to bring consumers response. The last one is “sensibility of esthetic sense”, which means that not only need to present function of product or service, but also need to consider the transmission and communication of emotion. In the aesthetics of marketing management to business core value, there have the mediation effects of business-oriented marketing mix and customer-oriented marketing mix. However, the business-oriented marketing mix is the total effect. So, this paper suggests that if marketing personnel want to advance the aesthetics of marketing management and take shape of the business core value, should enforce the business-oriented marketing mix first, and cooperate to the customer-oriented marketing mix, so that to build up the business core value. The result is expected to contribute establishing the aesthetic system of marketing management, and providing for the marketing personnel to relocate the value of esthetic sense in marketing management, ducting the esthetic sense factor into the management activity of enterprise to found more marketing opportunities on esthetic sense.

Abstract This research aims to explore the current state of the core values of character education as they are practiced by the students of elementary schools in Yi-lan County. The research offers a number of conclusions and suggestions, in order to provide a framework of reference for better implementation of character education in the school system. The research takes a look at previous documents, and establishes a research framework by adopting “Research Survey of the practice of character education in elementary schools” as a research tool. Research objects are the senior students of elementary schools of Ilan County. Of a total of 585 questionnaires issued, 583 are valid, so the percentage of valid questionnaires are 99%. The analysis of the result has been based on the “average,” “standard deviations,” “T-Test,” “F-Test,” “One Way ANOVA Spass,” and “Pearson product-moment correlation” of the research survey. Conclusion is as follows: 1.As a whole, the practice of the core values of character education is at high level. 2.Among the practice of core values, “highly-motivated,” “loving the environment,” and “respect for elders” score highest, whereas “self-discipline,” “modesty & politeness” and “tolerance” get lower grades. 3.From the students of one school district to those of another, there are significant differences in the practice of “teamwork,””self-discipline,””modesty & politeness” and “tolerance.” 4.In the practice of “respect for elders,””tolerance,””responsibility & conscientiousness,””highly-motivate” and “fairness & justice,” there are significant differences between larger schools and smaller ones. 5.In the practice of “respect for life,””responsibility & conscientiousness,””honesty & credibility,””self-discipline” and “highly-motivated,” there are significant differences between different grades, and fifth graders score higher than sixth graders. 6.Except for “respect for elders,” there is no significant difference between different classes in the practice of other core values. 7.In the practice of “self-discipline,””modesty & politeness” and “concern for others & doing good deeds,” there are significant differences between different genders, with girls scoring much higher than boys. 8.In the practice of “respect for elders,””honesty & credibility” and “tolerance,” there are significant differences between students taught by teachers of different genders, with those taught by female teachers scoring much higher than those taught by male teachers. 9.In the practice of teamwork, there are significant differences between student cadres and general students. Those with cadre experience score much better than those without the experience. 10.Better practice of any one of the core values in character education, especially “self-discipline” and “concern for others & doing good deeds,” tends to raise the level of the practice of all other core values. On the basis of the conclusions listed above, this research offers the following suggestions: 1.For education administration: concrete codes of behavior and related budget should be adopted for the selected core values. To better advance character education, there should be a reexamination of character education in elementary schools. A manpower databank should also be constructed and a review system should be established. 2.For schools: Character education should be incorporated into school development planning, and character education should be quality-oriented and aim at sustainability. Adopt those core values which are best suited to your development plans, so that the teachers, parents and students can work together for a character-based school. Financial administration is the mother of multitudinous affairs and thus the achievements of government can be shown by the advancement of financial administration. Currently the financial administration of our country is conducted through the administrative, budgeting, accounting and statistical, national treasury and auditing organizations to achieve the functions of divisional-work, cooperation and inter-controlling. Hence, the budgeting, accounting and statistical work is one of the main functions in the government and an essential part in the financial administration system as well. The accountants play an important role in the budgeting, accounting and statistical function and they are also the key factor to achieve the elaboration of financial function. The quality of the accountants influences the performance of governmental operation enormously. Therefore, developing one perfect capability model for the application of training development, performance evaluation, promotion and recruitment activity is the main purpose of the research. After a series of interview and questionnaire survey of the research, core capabilities of accountants in each level are listed as follows: 1. Core capabilities required in low-level accountants are “problem analysis”, “verbal communication”, “professional skills”, “legislation understanding”, “team work”, “respecting others” and “ emotion management”, seven items in total. 2. Core capabilities required in mid- level accountants are “problem analysis”, “verbal communication”, “persuasion ability”, “professional skills”, “legislation understanding”, “morality” and “active and spontaneous”, 7 capabilities in total. 3. Core capabilities required in high level accountants are “problem analysis”, “verbal communication”, “professional skills”, “legislation understanding” and “emotion management” and “morality”, six items in total. The capabilities overall accountants are short of and need to be improved are listed as follows: 1. Public sector managers take much of the responsibility for selecting, commissioning, implementing and realising benefits from information technology (IT) projects. However, e-Government initiatives often suffer from complexity, vision failure, lack of goal clarity and insufficient commitment. These problems may stem from value traditions that are deeply ingrained in managers’ cultural environments but not always in harmony with each other. A first step towards working with value complexity is to understand it; we synthesise a model of value positions for e-Government derived from major traditions in the public administration literature. Four value positions relevant to e-Government together with their IT assumptions are identified; they reflect the ideals of professionalism, efficiency, service and engagement. A qualitative investigation of Danish local authority managers displays both value congruence and value divergence. The interpretive study results in a theoretical model that combines value positions and relationships, and the model’s implications for researchers and practitioners in focusing successful e-Government initiatives are outlined.

Abstract Student ID: N9458001 Title of thesis: Aesthetics in Human Resource Management and Business Core Value Total page: 121 Name of Institute: Department Business Management, National Pingtung University of Science and Technology Graduate data: June, 2007 Degree Conferred: Master Name of student: Lee, Szu-Ching Adviser: Dr. Liaw, Shu-Yi The ideology of human resource management has transferred from the concept of high efficient man power application in the era of industry to developing talent human resource in the time of intellectual economy until today’s sentimental stage of developing the aesthetics in human resource. Aesthetics is the core of competition in the new era; human is one of the most important assets for the enterprise. How to conduct the enterprise aesthetic into the practice of human resource management, strengthen the enterprise’s competition in the changes of inner and outer environments, and increase the business core value become extremely necessary. Nevertheless, among most documents of human resource management, the connotation of enterprise aesthetics has not been concretely expressed. Thus, it worths us to do further studying in this subject. The major purpose of this studying is to find out how the enterprise aesthetics influences the way of thinking in today’s human resource management; furthermore, to develop the concept of the aesthetics of human resource management. From the questionnaires which were given to the person who is in charge of human resource together with the statistic analyses, there are five hundred and twenty one (521) legitimate copies in return. Thinking from the perspectives of acquisition, compensation, development and maintenance in human resource management, we can conclude there are four major characters—the beauty of rationality, the beauty of harmony, the beauty of creation, and the beauty of feedback in enterprise aesthetics. Within these four characters, there are sixteen (16) items of connotation. In addition, studying on the basic data of questionnaires and the different weight of vary important factors, we may discover how to make the aesthetics of human resource management became the common sense of enterprise’s culture and combine with the outer image of the enterprise, then to form the core value for the enterprise. In studying, the result reveals that the factors of aesthetics of human resource management have no direct influence upon how the enterprise forms its core value. However, through practicing enterprise aesthetics inside of enterprise plus giving the identity and building up the outer image of enterprise can reach to a visible influence on the forming of the core value. The presumption of this studying is if an enterprise can inspire their employees in a positive emotion and allow their employees work at a pleasant and professional environment, be through the mutual learning in working sills, experience the harmonious human relationship, and conduct the connotation of aesthetics at work, it can assure the sense and sensibility in the human resource management and the rewarding system. To add aesthetics to the strategy of human resource management in the enterprise not only unifying employee’s attitude and sense of value, but also obtain the positive response from its customers which enable the enterprise to build up its own image among their competitors. Thus, it can create the centripetal force and competitiveness which can not be imitated by others. Yet it can form an unique culture style and the enterprise core value. I sincerely hope this studying can be the reference of the application for the system of human resource management in enterprises and in some way would help the enterprise to establish the system of the aesthetics of human resource management and add the connotation of aesthetics in business practice. Key words: Human Resource Management, Enterprise Aesthetics, Corporate Image, Enterprise Core Value
