INSIGHTThe core idea is a simple one: public managers should be focused on “creating public value” from the assets entrusted to them by the public. Those assets include public money, raised through the power of taxation, to provide for the public welfare. But they also often include the authority of the state to regulate the conduct of private actors either to prevent them from doing harm to the public welfare, or to require them to make contributions to the overall public good. It may also include their ability to kindle or take advantage of some pre-existing “public spirit”: -- the desires of citizens to contribute to important public purposes, or at least to do their duty or contribute their fair share to common efforts. To create public value, we need public managers with “restless, value-seeking imaginations” looking for opportunities to do so, figuring out how those opportunities might be exploited, and then doing so. This is an entrepreneurial style of management that is possible in the public sector only if one fully understands and acts in accord with the important processes of democratic legitimation and public accountability.To both guide and discipline value creating management in government, a simple strategic concept is taught and applied: the strategic triangle. The strategic triangle is supposed to do for public sector executives what the various strategy models developed in the private sector do for private sector executives: namely, help them position the enterprises that they lead in environments that are both highly dynamic (they change often), and very heterogeneous (they consist of many different expectations, and many unique and different operational challenges). The main purposes of the strategic triangle are to help executives both diagnose their environments to spot the opportunities for creating value (either by avoiding a harm or advancing a good), and to design and test in their minds particular actions they can imagine taking that would exploit the opportunity. In this sense, it is an opportunity spotting and planning tool. It can also be converted into a tool for monitoring progress as one goes along, and adapting as circumstances change. The core idea behind the strategic triangle is that to find and exploit value creating opportunities in the public sector, public managers have to find a fit among three different considerations that form the points of the triangle: First, they have to develop a test a more or less specific conception of the public value to be pursued through their individual efforts (usually launched from a particular position in government). This is an abstract philosophical idea of the good or the just brought into a particular concrete situation and turned into a specific idea of what it would mean for conditions in the particular part of the world for which one is responsible to be “improved.” What is it, exactly, that constitutes “progress” or “improvement” or “greater efficiency and effectiveness” or “increased value”? What is the point of the managerial effort one is about to make? What is the public value proposition that animates action? How could one tell whether one was making progress or not?Second, there has to be a concrete base of social legitimacy, public support, and public financing to produce the desired result. This is practically important: for without public support for a given purpose -- without a sustained flow of authority and money to a public agency for a particular purpose -- the enterprise cannot even survive, let alone achieve its desired result. It is also normatively or ethically important: without public support for a given purpose, a public manager cannot be sure that they are pursuing the right goals. Public legitimacy and support for a given cause is as important to public managers as capital financing and consumer purchases are to private sector firms. Without them, the public enterprise can neither practically succeed, nor be confident that it is doing something that is, in fact, publicly valuable.Third, the manager has to have, or be able to develop, the operational capacity required to deliver the desired results. Without the practical means of delivering on the promises made to create public value, the exercise of pursuing it will be futile and wasteful. Importantly, the operational capacity could already exist – in which case, the risks and costs may be low. But in many cases, the investment costs and the risks become greater because there has to be innovation, experimentation and development as well as routine operations. It is also true that the operational capacity to achieve the desired results can lie wholly within a single agency that one happens to lead. But it is far more likely that the operational capacity one needs to rely on lies outside the boundaries of one’s own organization. To the extent that is true, the effective development of the operational capacity one needs requires one to operate across the boundaries of organizations, and often even levels of government, and across the private-public boundary.

The public management literature has failed to capture the arenas of operation of the public sector manager in one holistic framework, thus inhibiting the development of a more complete theory of leadership that drives public value. This paper develops a core typology of arenas of public value creation, based on the locus of interaction (internal or external to the government organisation) and the public value purpose (trading or policy development). Four arenas are described, illustrating that public sector managers in complex policy areas traverse all forms of institutional structure includingmarket, hierarchy and hybrid. The typology developed and discussed is an attempt to provide more precision in characterising the nature of policy leadership. Building on the public value work of Moore (1995; 2013; 2014),the typology enables theorising on the role and nature of leadership in driving public value.

E-government’s rise to prominence in the early 1990s was met with great enthusiasm amidst the promise that information communication technologies (ICTs) might fulfill the demands and expectations for improved democratic governance. Since then, significant progress has been made in terms of information provision and delivery of public services; yet, dialogue, a core dimension of democratic governance, remains largely unrealized within the digital context. This study employs content analysis within the frame of a check-off research protocol to determine if the population of state websites has the capacity to support digital democratic dialogue. The key question is whether there is an emphasis within the milieu of state websites to support e-dialogue outside the provision of information and e-services. The analysis suggests that efficiency rather than dialogue is the primary focus in the design of the state websites. Is, therefore, e-government a new development in the historical effort to enforce efficiency as a core value of governance?

This research is motivated by the character program launched by the Indonesian government which has not been carried out well. Even though Indonesia has Pancasila values which are extracted from the Indonesian culture. So that Indonesia needs to reflect on the Japanese country which has succeeded in building the character of its nation. This study aims to compare the core ethical values of Indonesia and Japan based on the country's philosophy from a historical perspective. The research method used is a literature study with a descriptive qualitative approach. The results showed that the core ethical values of the Japanese nation were more consistent, detailed and with serious government support, were more successful than the application of core ethical values in Indonesia. Although the origin of the core ethical values of the Japanese people is not from their ancestral culture the result of concern and awareness of the backwardness of other nations in 1860, while Indonesia has the most beautiful gifts, core ethical values are a legacy from our ancestors of former glory which is summarized in the form of Pancasila. Green innovation is an important way for enterprises to achieve high-quality economic development, and it is also the way to achieve the goal of double carbon. Green innovation has therefore become a research hotspot. With the acceleration of the digitalization process in equipment enterprises, intelligent manufacturing equipment enterprises located at the top of the industrial chain are in urgent need of green core technology innovation activities. In order to explore the internal mechanism of core green technology innovation, this research introduces reputation theory into the evolutionary game analysis process. By constructing an evolutionary game model between the government and intelligent manufacturing equipment enterprises, this research analyzes the dynamic factors that affect the selection and evolution of the main strategies of the players in the evaluation game. The results show that corporate reputation, core green technology innovation profit, government subsidies, government reputation, and the cost for the government to support core technology, among other factors, importantly affect the game between the government and the enterprises. At the same time, since both the government and the enterprises are affected by the initial state and the maximization of the interests of both sides of the game, it is difficult for them to spontaneously reach an ideal stable and balanced state through a virtuous circle. The greater the profits and the reputation premium the core green technology innovation brings to the enterprises, the more favorable it is for the enterprises to choose core green technology innovation; government subsidies within a certain range will also drive enterprises to choose core green technology innovation. When the value of enterprise core green technology innovation is low, the cost for the government to support core green technology innovation is lower, enterprises will lose more opportunities and decline in global competitiveness, and it will become more favorable for the government to evolve towards supporting core green technology innovation. On the contrary, the government will gradually transfer its tangible hand to the intangible hand of the market based on the consideration of subsidies, innovation costs, and reputation. The results of this research are intended to provide a theoretical basis and practical reference for Chinese intelligent manufacturing equipment enterprises to better achieve green core technology innovation.

The villages as a local government directly serve the public should always provide good public services. On this basis, this article analyzes how the implementation of e-Government by village governments can contribute positively to village`s governance and public service seen from a public values perspective. The research method used in this research is the descriptive research method with a qualitative approach. Sources of data come from secondary sources from books, journal articles and other relevant documents. The results of the analysis revealed that there are at least 3 (three) public values from the adoption of e-Government at the village level, namely: First, the commitment of the village government to provide technology-based public services would create good public services. Second, the implementation of e-Government ensures the public's right to participate in government administration in which the adoption of technology and information provides rights for open and collaborative governance. Third, the implementation of e-Government encourages the acceleration of a digital society which would contribute positively to village development and create public welfare.

The central question posed in this thesis is why has the Queensland model of workers' compensation been so enduring? The legislation remained largely intact from 1916 until 2001, with the exception of the years from 1996 to 1998. This was so despite the fact the central feature of a state-controlled monopoly that underpinned this model was always potentially divisive in line with the variances between liberal-conservative traditions and social-democratic ideals that subsisted in broader political culture. In addressing this question of longevity, this thesis explores the capacity of an initially contentious piece of legislation to draw strong support from former opponents, and the argument is put forward that it is best explained through the development and operation of a policy community that fostered a shared set of core values relative to broad workers' compensation policy preferences. These core values were compulsory state monopoly, no fault insurance and full access to common law. Thus, the longevity of the legislation is attributed to the continued support by key stakeholders of these core values. The thesis also demonstrates that policy community relations deteriorated during the 1990s as governments responded to broader political pressures precipitated by reform agendas. Inconsistencies in core values and policy outcomes for each stakeholder emerged as governments attempted to assert unprecedented control over the direction of workers' compensation in order to meet broader political goals. The legislation was threatened as relations within the policy community proved unsustainable when existing core values were contested.

An ongoing shortage of suitable woody waste materials due to the many recent saw-mill closures in Canada has been a major concern for particleboard manufacturers. The existing particleboard plants are currently competing with other industries for the scarce fiber resources available and facing significant competition from the cheap lower grade substitutes being imported from China. This thesis presents a solution through the development of hollow core sandwich panels for modular furniture components that serve the same function as solid slabs of particleboard but with reduced amounts of raw material inputs (wood and resin). Through a series of preliminary experiments, prototype honeycomb sandwich panels were fabricated with a variety of face and core materials. The characteristic effects of different types of Kraft paper honeycomb materials, its cell size, orientation and cell wall height as well as the influence of different wood-based face materials on the sandwich strength and stiffness properties were established. The results indicate that by combining thicker (6 mm) face sheet materials with Kraft paper honeycomb with cell size less than 16 mm, cell wall height 38 mm and oriented with the core ribbon direction perpendicular to the long axis of the panel, a sandwich panel with significant strength properties can be produced. The findings also imply that the performance of the honeycomb sandwich panels can further be improved through the application of edge rail enforcements and edge band application. The outcome of this study has the potential of reducing the total weight of finished products for the furniture manufacturers and provides avenues for product differentiation.

Over the last two decades, public sector organisations in the UK have invested heavily on electronic government (E-Government) projects to transform the services offered to citizens. E-government is seen as an enabler that helps public services to become more efficient, transparent, cost effective and accountable. In this respect the implementation of e-government projects have been influenced by private sector thinking borrowed from New Public Management (NPM) principles. However, the evaluation of e-government under the influence of NPM has been primarily focused on economic and technical outputs whereas its value to citizens has been largely ignored. Furthermore, research shows that many e-government projects have failed to deliver the desired outcomes when influenced by NPM principles. Recent studies have emerged that highlights the significance of public value to understand the broader outcomes of e-government services. The aim of this study is to explore the concept of public value and identify the antecedents that affect value and the consequences of value on e-government. To do so, this study develops a conceptual model grounded on Public Value Theory, DeLone and McLean IS Success Model and Means End Chain Theory combining the disciplines of Public Administration, Information Systems and Marketing. The conceptual model was validated through Structural Equation Modelling (SEM) based on online surveys of 705 users of egovernment services in the UK. The findings have highlighted significant theoretical and practical implications for researchers and policy makers. This research highlights that the key dimensions (services, outcome and trust) of public value theory cannot be validated on their own as they are far too abstract in current literature. Therefore, this study verifies that public value can only be validated by drawing from the multiple fields of Public Administration, Information System and Marketing. From a practical perspective, the study offers policy makers a frame of reference to understand the influence of value on the adoption and re-use of e-government services.

Currently, due to the existing potential regarding technology in the provision of services, the Peruvian government has developed solutions for its inhabitants. A survey conducted by the United Nations in 2016 endorses this fact, showing a high rate of technological development with respect to e-government. However, the same publication showed the low rate of citizen participation about it. These results show how, although there are many government technological services, these do not focus on the citizen or in their active participation, but mainly on technological development. In the present study, an adoption model is proposed, extending the Technology Acceptance Model (TAM) incorporating public value, specifically environmental sustainability, as an external variable. The validation of the proposal was made through a validated survey with experts in the environmental field and applied to citizens of the Peruvian capital. Our results show that environmental sustainability is a factor that positively affects the adoption of e-government in Peru and that should be considered by the authorities as an enhancer of citizen participation about it.

Governments the world over spend billions of dollars on e-government initiatives with the intention of improving the efficiency and effectiveness of service delivery to their constituencies. Despite the large amounts of money that is spent on these projects, lured by the array of potential benefits that can be delivered, the list of failed projects is long, mainly because the complexity of undertaking such projects is often understated and the demands of a public value approach make e-government projects even more complex. Public value theory suggests that citizens value those services they authorise, whose creation they participate in and whose outcomes they relate to. This study seeks to understand how governments prioritise e-government initiatives in order to maximise public value. This study is based on an interpretive case study of an e-government program in Zimbabwe, a country in Southern Africa, consisting of a number of projects that have to be prioritised. Using public value theory as a theoretical lens, six interviews were conducted with senior managers involved in the program, complimented by a review of various project related documents and followed by a focus group of thirteen managers which was used to rank the relative importance of various criteria that relate to the delivery of public value. Using a prioritisation framework developed as part of this study, a mock prioritisation of a menu of projects was conducted and this was compared to the actual prioritisation that had beencarried out during the implementation of the program. The study finds that public managers believe that seeking public authorisation is undesirable, unnecessary and that governments are often ill equipped to undertake this task. Co-creation of services with the public is seen as desirable, mainly because government does not have the resources to undertake all the initiatives they have to and appear to welcome any assistance that is available. Public managers appear to struggle to relate the projects they undertake to outcomes that citizens relate to, but seem to be focussed on more immediate measures, a likely throwback to new public management thinking. The study concludes that the lack of citizen participation in project conceptualisation and service creation and delivery can be overcome by the use of more and more commonly available technologies such as social media and the increasing proliferation of the internet even in fairly remote parts of Africa to not only better understand citizen priorities but to engage the citizen in creating the services they consume and deliver on the outcomes they value.

In the South Carolina state government, 43.4% of all full-time equivalent employees will be eligible to retire by the mid- to late-2020s. The potential loss of core organizational knowledge may occur as a result of the retirement of seasoned employees. Grounded by the transformational leadership theory, this qualitative case study explored the successful succession strategies of 8 Certified Public Managers (CPMs) in South Carolina state government organizations. Purposeful sampling led to selecting the 8 CPMs who each had more than 11 years of experience managing employees and each directly influenced the programmatic operations for their respective state government organizations. Data were obtained through individual semi-structured interviews and through state government organizational documents. Analysis included using codes to identify similar words and phrases, then recoding to categorize the codes into themes. Data transcriptions, coding, member checking, and methodological triangulation were used to strengthen the credibility of the findings. Thematic analysis identified 3 emergent themes within the data: succession implementation, succession continuity, and succession hindrances. The implications for positive social change include the potential for state government executive leadership to implement a succession program for all South Carolina state government organizations. The positive social change implications may provide standardization and structure for retaining core knowledge that could contribute to continuity, an increased focus on sustainable workforce capital, customer satisfaction, and social responsibility throughout communities in South Carolina.

AbstractThe 21st century is a perilous time for international collaboration among university actors. Mobility and international exchange have come to a total standstill as the world shelters in place, trying to slow down the course of a pandemic. However, the crisis of hospitality in higher education has been long in the making. Within universities, internationalization has been driven by profits and revenues for decades, while discussions of core values have been cast aside as utopian or idealistic. There are thousands of displaced, imprisoned and exiled academics, and there are millions of university-aged refugees in the world, with only a tiny fraction of them entering universities. Beyond university walls, scepticism toward the other has been brewing, popularizing xenophobic nationalism and construing mobility as a threat that must be curtailed or regulated to new extremes. As some governments have turned to authoritarianism, universities have become targets, and government actions have resulted in significant numbers of displaced and unemployed academics, many of whom look beyond national borders to find spaces where the pursuit of their ideas is less threatening and where they can exercise their intellectual calling. Responding to these needs requires hospitality, which is not unprecedented, but that has become a lower priority among many others such as the constant pressure to move up the rankings or league tables.

AbstractThe Irish Government has set out policies and a governance framework for implementing action on climate change. However, the potential for local governance architecture to support this process has perhaps been overlooked. This chapter explores how this architecture is not an obstacle in implementing change, but a potential asset, and how it could be mobilised and enticed to deliver a lot more on climate action, sustainable development and disaster risk reduction (DRR). The coastal town of Youghal in County Cork provides an Irish case study through which the value of local governance for climate action is expounded. The chapter also recommends further research to consider the potential for local focus groups to seek sustainable pathways. The ‘sustainable pathways’ concept encourages broad input into decision points that support the selection of sustainable future trajectories, based on an understanding of risk, vulnerability and opportunity.

Abstract The Nigerian oil and gas industry is the mainstay of the economy generating over 70% of government revenues and over 90% of foreign exchange earnings. Despite the value additions, the industry is plagued with challenges some of which are declining oil production and revenue, aging assets, insecurity in oil and gas assets, high production costs in the upstream sector and safety of assets and personnel. To tackle these challenges, accelerate growth and increase competitive advantage in the industry, the National Oil and Gas Excellence Centre (NOGEC) was established on 21st January 2021. NOGEC was founded on three core objectives – safety, cost efficiency and value addition to support the Federal Government's commitment on ensuring stability, economic development, and sustainability of the Nigerian petroleum industry. This paper discusses the gaps and challenges which has plagued the petroleum industry and opportunities which NOGEC will provide.

Abstract Objective / Scope The main objective of the paper to showcase PDO successful journey in transferring Continuous Improvement (CI) knowledge to targeted entities within the government of the Sultanate of Oman by building CI capabilities to deliver significant improvement activity. Effectively after signing the MOU with Oman Vision 2040 Unit in 2019 for 5 years, a full CI transformation program kicked off to change the culture of the public sector from the inherited bureaucracy of which has the top leader is the showman, to a new way of working where the top leaders considered as the enabler of the progress (the main sponsor), wearing the learner hat, to understand the challenges from the front line of the business, be able to coach them to achieve their goals with minimal influence to their day to day work and huge encouragement to break down walls having them reach towards their desired destination. This supports the government's target to position Oman as an attractive environment for ease of doing business & the deployment plan focuses on building local CI capability within each entity, replicating improvements across the other entities, sustainability, and Leadership coaching. Methods, Procedure, Process Petroleum Development Oman (PDO) has more than 10 years' experience in the journey of Continuous Improvement. The experience is healthy with inflections and corrections over the course of progress until it covered all the organization vertically and horizontally. In 2020 it covered all functions and reached two level of categories spanning all staff: CI Professionals and CI Generalist. This concept and culture change can't be simulated into the government as is. It had to go through some modification for easy adoption and faster implementation. Building individual skills takes its own course of time, so the CI Professionals of PDO were posted into the core government system, the Oman Vision 2040 Implementation and Follow-up Unit. This allows immediate impact into the system and swift digital transformation to the centralized dashboard reviewed by leadership to sustain improvements. While the transformation takes place, PDO takes internally, 15 highly competent individuals from different government entities, as a secondment for 3 years development program to become accredited CI coaches and ultimately take their learning back to their organizations. Additionally, PDO provided the nation with a free online access to one of the problem-solving methodologies "Lean Awareness". This online session is developed to support a nationwide buy-in as part of the change management efforts to increase the awareness of continuous improvement. Results, Observation, Conclusions The high-level value delivered by the CI Deployment in the Government can be sampled from any of the CI projects delivered, E.g., the 90% improvement to the 'starting a new business process'. The overall scale, scope, and speed of improvement projects across the government entities is unprecedented. However, value is much more than the process improvements, such as: PDO Omani expertise being utilized to accelerate CI Capability across the Government. Improving starting business process by 90% from 10 months to 1.25 months. To "Lean" over 100 government services in 12 different entities by end of 2021. PDO improved cross-organization process with Government Entities E.g. Environment Authority permits, Manpower etc. Accelerating the progress of National Digital Transformation Program led by Ministry of Transport, Telecommunication & Information Technology. Build in house and sustainable capability for the government sector. Overall, the value to PDO, the Government and Oman is priceless for the longterm sustainability of the country. Novel, Additive information This initiative has had a hugely positive impact on PDO & Oman in the last 3 years and will continue to do so, moving towards end of 2022 and beyond the project team is working closely with Oman e-government team to assist the government to shift from egovernment to Digital government to Smart government - a real game changing innovative shift for Oman. This project is a true example of how Omani expertise developed and nurtured within PDO is being used to power Oman towards vision 2040 and is a fantastic example of our organization creating in-country value.

The Swedish government has recently invested millions in ‘welfare technologies’, which are aimed at both enhancing safety and solve the demographic problem of an increasing elderly population and a consequent lack of healthcare personnel. Studies have shown that when welfare technologies are implemented, core values are getting lost due to a lack of knowledge on how to transform the caregiving and care-taking relationship through the use of digital technology. This study investigates correspondences between values associated with two welfare technology definitions and the ideal-types of a welfare and an industrial society. The results show that the definition created by IT & Telecom Industries includes values that are similar to those of the industrial society ideal-type, while the definition created by the Swedish Auxiliary Institute includes values similar to those associated with the welfare society ideal-type. This shows a gap in value prioritization of the creators of these definitions, which leads to confusion regarding the purpose of welfare technologies.

There are now twenty commercial nuclear power reactors operating as of May 2010 in South Korea. As nuclear capacity becomes higher and installations age, the Korean government and industry have launched R&D to estimate appropriate decommissioning costs of power reactors. In this paper, MCNP/ORIGEN2 code system which is being developed as a source term evaluation tool was verified by comparing the estimated nuclide inventory from MCNP/ORIGEN2 simulation with the measured nuclide inventory from chemical assay in an irradiated pressure tube discharged from Wolsong Unit 1 in 1994. Equilibrium core model of Wolsoung unit 1 was used as a neutron source to activate in-core and ex-core structural components. As a result, the estimated values from the analysis system agreed with measured data within 20% difference. Therefore, it can be concluded that MCNP/ORIGEN system could be a reliable tool to estimate source terms of decommissioning wastes from CANDU reactor, although this system assumes constant flux irradiation and snapshot equilibrium core model as a reference core.

Purpose – though the global financial crisis is well behind us several EU countries continue to experience problems with public finance stability and need to cope with the consequences of high public debt. The purpose of the article is to find the relationship between government debt and of public finance stability in Lithuania. Research methodology – in order to achieve the aim of the article Financial Stability Index (FSI) for Lithuania has been created. It is based on theory and previous research. To find the determinants of FSI the multiple regression analysis model was specified and tested using Ordinary Least Squares (OLS). Findings – the results of multiple regression analysis indicate the government debt has a statistically significant impact on FSI, ceteris paribus. Other findings of the research show that profit or loss of the non-financial sector, foreign trade balance as well as a foreign direct investment are significant determinants of public finance stability. Research limitations – one of the limitations of this research is the small sample size that has an impact on the validity and generalizability of the results. Having a longer time-series data or panel data for more countries would improve the robustness and applicability of research results. Practical implications – the results of the research provide guidance to policymakers in the public finance area. Originality/Value − this paper contributes to the scarce literature on government debt and other determinants of financial stability in Lithuania

Anon University is a hypothetical university representing a conglomeration of organizations with holdings of legacy physical audiovisual media. It exemplies a universal conundrum that poses a serious threat to the future value derived from content stored on physical audiovisual legacy media. This paper proposes a new model and application for quantifying the nancial and intellectual implications of decisions regarding digitization of physical audiovisual media holdings. Cost of inaction (COI) calculates the return on savings of previous investment in collections while recognizing that the window of possible return is limited because audiovisual media degrade or become obsolete. While the subject of this example is a university, the issue is not speci c to academic institutions. It manifests in organizations of all types and sizes, including government institutions, corporations, non-pro ts, museums, media companies and more. Some of the arguments and positioning may di er based on organization size and type, but the core concepts and calculations are the same.

The study of industrial games of innovation is often associated with dominant theories representing various generic forms of organizational design and dynamics. The dominant theories in this area were traditionally Schumpeter’s destructive innovation, Porter’s five-force competitive analysis and Nalebuff’s value net. Other frameworks for analyzing industrial behavior include game theory and its derivative innovation games theory. For regulated high-technology industries, theoretical frameworks that do not account for interfirm coordination are often insufficient to understand or predict the industry behavior. Innovation in the aviation simulation and training industry will be presented in this paper as typical of the regulated high-technology industries. The aviation simulation and training industry emerged at the turn of the twentieth century and it was mostly demand-driven at its onset. The increase in the volume and importance of aviation resulted in government regulation of the industry in the late 1960’s. This has radically changed the industry’s game of innovation into a regulation-based coordination game. Literature described the regulation-centered innovation coordination as “an internally-coherent system of innovation.” The new game had the regulatory frameworks at the core of the innovation process as they defined the market’s acceptance and value capturing from innovative technologies. The evolution of these regulatory frameworks was almost entirely reactive to accidents and catastrophic failures that highlighted existing deficiencies in training methodologies or technologies. This ex-ante regulator-driven system of innovation exhibited recent evolutionary changes towards being a pedagogy-centered service-based system of innovation. The reason behind this transformation was a combination of endogenous and exogenous forces. Technological opportunities, economic pressures and strategic transformation by industry leaders were the three main categories of these forces. The resulting mode of innovation coordination in the industry was a service-oriented pedagogical platform, lead by supplier-user partnerships and monitored by regulation authorities. Compliance to equipment regulatory guidelines is not the principal means of value creation anymore. Rather, the pedagogic value of the training curriculum, encompassing the training devices, is the main source of value creation. A new stable equilibrium of innovation coordination is being reached by the industry, driven by its downstream-most service provision component.

The Terry turbine is a small, single-stage, compound-velocity impulse turbine originally designed and manufactured by the Terry Steam Turbine Company purchased by Ingersoll-Rand in 1974. Terry turbines are currently manufactured and marketed by Dresser-Rand. Terry turbines were principally designed for waste-steam applications. Terry turbopumps are ubiquitous to the US nuclear fleet as a steam driven turbopump in either the reactor core isolation cooling system (RCIC) and high pressure coolant injection systems for boiling water reactors (BWRs) or in the auxiliary feedwater system (AFW) system for pressurized water reactors (PWRs). Prior to the accidents at Fukushima Daiichi, assumptions and modeling of the performance of Terry turbopumps were based mostly on generic vendor use of NEMA SM23 Steam Turbine for Mechanical Drive Service guidance [1]. However, the RCIC/AFW system performance (i.e., the Terry turbopump) under beyond design basis event (BDBE) conditions is poorly known and largely based on conservative assumptions used in probabilistic risk assessment (PRA) applications. For example, common PRA practice holds that battery power (DC) is required for RCIC operation to control the vessel water level, and that loss of DC power results in RCIC flooding of the steam lines and an assumed subsequent failure of the RCIC turbopump system. This assumption for PRA implies that RCIC operation should terminate on battery depletion which can range from 4 to 12 hours. In contrast, real-world observation from Fukushima Daiichi Unit 2 shows that RCIC function was not terminated by uncontrolled steam line flooding or loss of control power, and in fact provided coolant injection for nearly three days [2]. There is a current effort being undertaken by the US industry, the US Department of Energy (DOE), and the Government of Japan to investigate the true operating band of the Terry turbopump for BDBE conditions. There have been many studies in the past which have evaluated the potential fuel savings benefits of various engine technologies applied simultaneously to a gas turbine engine. Coupled with the inclusion of new engine technology is almost always a change to the engine cycle design in order to maximize the full benefits of the technology. Current research focuses on the trends in benefits due to potential technologies and cycle design changes and identifies which specific technology areas can be targeted to reduce risk relative to meeting performance goals. The results are used to identify high priority technologies that increase the chances of meeting performance metrics. Such investigations can add value to government and industry entities that are engaging in aviation technology development programs attempting to simultaneously meet reduction goals for noise and fuel burn. Jet and fan noise are primary sources of noise on current engine architectures. Noise suppression technologies can be applied to current engine designs to suppress sources of noise thereby reducing the noise impact of the engine. Similarly, the engine cycle can be changed to reduce noise and fuel burn. The critical link is that feasible engine cycles are tightly coupled to the subsystem technologies applied to various engine components. This leads to two critical questions. First, what part of the engine cycle is key to simultaneously meeting noise and fuel burn goals? This inevitably leads to one of three areas, the propulsor (BPR), the core (OPR), or the transmission mechanism between the core and propulsor. The other question is: which subsystem technologies are crucial to achieve the necessary core, propulsor, or power transmission improvements? To answer these questions, this study examines and quantifies the potential benefits in technologies developed for both noise source reduction and thermal / propulsive efficiency increases. Trade studies on the potential impacts of each of the technologies are performed to capture the sensitivity on fuel burn and noise from changes to assumed benefits of the engine cycle and applied subsystem technologies. It will be demonstrated that a geared transmission is the primary enabler to simultaneously meeting performance goals. Should the geared transmission fall short, other areas of improvement simply cannot overcome the shortfall in fuel burn and noise.

This rapid review focuses on Global Health Diplomacy and defines it as a method of interaction between the different stakeholders of the public health sector in a bid to promote representation, cooperation, promotion of the right to health and improvement of health systems for vulnerable populations on a global scale. It is the link between health and international relations. GHD has various actors including states, intergovernmental organizations, private companies, public-private partnerships and non-governmental organizations. Foreign policies can be integrated into national health in various ways i.e., designing institutions to govern practices regarding health diplomacy (i.e., health and foreign affairs ministries), creating and promoting norms and ideas that support foreign policy integration and promoting policies that deal with specific issues affecting the different actors in the GHD arena to encourage states to integrate them into their national health strategies. GHD is classified into core diplomacy – where there are bilateral and multilateral negotiations which may lead to binding agreements, multistakeholder diplomacy – where there are multilateral and bilateral negotiations which do not lead to binding agreements and informal diplomacy – which are interactions between other actors in the public health sector i.e., NGOs and Intergovernmental Organizations. The US National Security Strategy of 2010 highlighted the matters to be considered while drafting a health strategy as: the prevalence of the disease, the potential of the state to treat the disease and the value of affected areas. The UK Government Strategy found the drivers of health strategies to be self-interest (protecting security and economic interests of the state), enhancing the UK’s reputation, and focusing on global health to help others. The report views health diplomacy as a field which requires expertise from different disciplines, especially in the field of foreign policy and public health. The lack of diplomatic expertise and health expertise have been cited as barriers to integrating health into foreign policies. States and other actors should collaborate to promote the right to health globally.

This rapid literature review of primary and grey sources found substantial evidence of the merits of donor support to Public Financial Management (PFM) initiatives but no specific evidence assessing donor support for external government audit, such as Supreme Audit Institutions (SAIs). PFM reforms are established as being generally beneficial, assist in reducing or preventing corruption, increasing transparency and accountability, as well as improving service delivery quality, although the exact impacts are difficult to measure. Performance auditing has recently attracted more attention than traditional financial or compliance auditing and is seen by many sources to be conducive to improving accountability, although compliance and financial auditing are still viewed as the core of external audit. There is a substantial body of literature on donor-assisted PFM reforms but a paucity of focused study or discussion of donor support to external audit specifically. This evidence gap may be due to the cost of examining the narrow focus required on donor-assisted external audit specifically. This is compounded by the complexity of gathering a sufficiently large database through surveys combined with the lack of access (for individual academics) to official datasets across countries. Furthermore, measuring the impact of SAIs, for example, is difficult due to the variety of regulatory structures that exist, inhibiting comparative cross-country studies, which has resulted in a preference for in-depth analyses. Only multilateral institutions have conducted comprehensive cross-country surveys. However, the evidence does show that strengthened PFM systems and SAIs,1 if they are independent and fully resourced, increase transparency and accountability, helping to combat corruption, when governments are made answerable to their audit findings. The evidence on the effectiveness of SAIs (against corruption) is mixed and not as strong as for PFM reforms in general. The impact of PFM interventions in preventing or reducing corruption increases when reforms are sector-specific and complemented by societal awareness initiatives, citizen participation, and infomediary advocacy. This finding seems applicable to SAIs as the discourse is increasingly on improving comprehension of audit reports and wider dissemination to relevant stakeholders.

It recommends that the government works with the private sector to develop modern agriculture markets, overhaul financing for growers, improve infrastructure and strengthen linkages throughout the value chain to cut losses and make the sector more sustainable.

Population growth, increasing prosperity and changing consumer habits globally are increasing demand for consumer electronics. Further to this, rapid changes in technology, falling prices, increased affordability and consumer appetite for new products have exacerbated e-waste management challenges and seen millions of tons of electronic devices become obsolete. This rapid literature review collates evidence from academic, policy focussed and grey literature on e-waste value chains. The report should be read I conjunction with an earlier report on e-waste management. E-waste is any electrical or electronic equipment, including all components, subassemblies and consumables, which are part of the equipment at the time the equipment becomes waste. When e-waste is collected and treated formally, it normally includes the following steps: Collection, Sorting and disassembly, Size reduction, Separation. The following five pillars of a sustainable e-waste management system have been identified: • Business and finance • Policy and regulation • Technology and skills • Monitoring and control • Marketing and awareness As such, to support the development of a responsible e-waste value chain, the following elements must be addressed. • Understanding how e-waste is currently managed • There is no one-size-fits all solution to building a robust e-waste management system based on extended producer responsibility. • An e-waste system built without a participatory approach is likely to be hampered by a series of issues. • An overarching policy is necessary • The choices made for the sector should be founded on two crucial elements – data from on the ground, and inputs from stakeholders. • Enforcement is incumbent on the government mandate The push towards a circular economy has provided stakeholders across the value chain with an impetus to initiate systemic improvements and invest in infrastructure and awareness raising.

Trade facilitation is a critical building block of developing globally integrated value chains. In India, current trade facilitation systems including risk assessment criteria require improvements involving regulatory mandates for food and drugs, animal and plant quarantine, wildlife protection, and textile products. Using illustrative examples, this working paper presents specific system development needs for six major participating government agencies on trade facilitation in India. It provides a model for developing a comprehensive system of risk management. It also discusses the need for institutional cooperation between customs authorities and participating government agencies for a comprehensive single window trade facilitation solution.
