AbstractThe crystal structure of cumengéite, Pb21Cu20Cl42(OH)40, tetragonal, a= 15.065(2), c= 24.436(5) Å, V = 5546(2) Å3, space group I4/mmm, Z = 2, has been solved by direct methods and refined by least-squares to an R index of 7.1 % for 1158 observed (I > 2.5σ I) reflections. The cumengéite structure shows a very diverse range of cation coordinations. There are five distinct Pb sites with the following coordination polyhedra: octahedron, square antiprism, augmented trigonal prism, a very distorted biaugmented trigonal prism and a fairly regular biaugmented trigonal prism, the latter being only half-occupied; there are two distinct Cu sites with octahedral and square pyramidal coordination respectively. The coordination polyhedra share elements to form prominent columns or rods of polyhedra parallel to the c-axis and centred on the 4-fold axes of the unit cell. These rods form a body-centred array, and link by sharing elements of their coordination polyhedra.

AbstractDyrnaesite-(La), Na7.89(Ce0.94Ca0.06)∑1.00(La1.14Ce0.40Pr0.10Nd0.24Ca0.12)∑2.00(PO4)6 is orthorhombic, Pnma, a = 18.4662(7), b= 16.0106(5), c = 7.0274(2) Å, V = 2077.7(1) Å3, Z = 4. The crystal structure is related to the group of Na3REE(XO4)2 compounds (with X = P, V, As), based on the aphthitalite/glaserite structural type. Dyrnaesite is distinct in having ordered Na vacancies, and a rare-earth element (REE) site occupied preferentially by Ce4+. This also distinguishes it from closely related vitusite-(Ce) [Na3REE(PO4)2]. The relation of their unit cells is: ad= bv, bd = 3av, cd = 1/2 cv. The distinct Ce4+ site in dyrnaesite-(La) has smaller coordination with shorter bond lengths than the other REE site in the same structure or the REE sites in vitusite-(Ce). It is adjacent to the predominately vacant Na site, which in its turn has the largest coordination of all Na sites in the structure. REE sites, or Na sites in a [010] row (similar to [100] in vitusite(Ce)) assume two types of coordinations with and without mirror symmetry and two different configurations of surrounding PO4 tetrahedra. This summarizes the topological difference to vitusite-(Ce) where the corresponding coordinations are similar in the same row and intermediate in character to the two types in dyrnaesite-(La).

Nitrile Hydratase (NHase) is a bacterial enzyme which catalyzes the hydrolysis of organic nitriles to their corresponding amides. The active site of NHase contains Fe (III) or Co(III) ions in an unusual coordination sphere containing 2 amide N atoms and three S donors. The research described herein is an attempt to model this active site using two different model systems: one that generates metal-coordinated imines, and one that generates metal-coordinated amides. Using 2,2’-dithiodibenzaldehyde and derivatives of 2,2’-dithiodisalicylic acid as reactants, several new and interesting metal coordinated imine and metal coordinated amide complexes have been synthesized. The synthesis and crystallization of several new organic and ligand species is discussed as well. The synthesis of a Co complex that resembles the active site of NHase is reported herein, along with several other new organometallic species. Also, two projects using computational chemistry are reported: one modeling trispyrazolylborate (Tp) complexes of iron and copper, and one modeling iron, manganese, and copper complexes of pentadentate imine/phenolate ligands. Complexes of Tp ligands with relatively bulky substituents in the 3-position are subject to isomerization through a borotropic shift. Computational chemistry has shed light on the energetics behind the borotropic shift. Calculations on the CO stretching frequency of several different TpCu(I)CO complexes have been carried out in an effort to match experimental data and generate predictive values for several other species not yet synthesized. This stretching frequency can generally be directly related to the electron withdrawing/donating character of the Tp ligand attached to the metal center. Pentdentate imine/phenolate ligands can coordinate to transition metals in a number of isomers. Computational chemistry has been used to shed light on the structural preferences of the iron, manganese, and copper species. These calculations were able to match the experimental data for crystallographically characterized species, and the metal complexes were shown to have specific structural preferences depending on the identity of the metal used.

Nous avons synthetise et caracterise deux nouvelles familles de porphyrines dont les proprietes se distinguent par la nature des substituants portes par le macrocycle. La porphyrine portant deux unites intercalantes de type acridine est capable d'interagir avec l'adn. L'intercalation des acridines dans l'adn place le centre reactif (la porphyrine) a proximite de sa cible. Des coupures simple brin et double brin de l'adn ont pu etre provoquees apres activation de la porphyrine sous forme d'un complexe de manganese. Les experiences de coupures ont ete analysees par electrophorese. La deuxieme partie de ce travail est la conception de ligands dont la structure se compose d'une tetraphenylporphyrine portant des sites de coordination de type catechol. Les ligands se distinguent par le nombre (de un a quatre) et la position (en meta ou en ortho du substituant meso-phenyle) des groupements catechols portes par le macrocycle. La substitution en ortho, conduit a quatre atropoisomeres , #2#2, #3 et #4. L'orientation selective des groupements catechols a ete confirmee a l'etat solide par radiocristallographie. En solution, une etude prealable par rmn a mis en evidence un processus d'isomerisation conduisant principalement a l'atropoisomere le plus stable.

Because of the increasingly globalized world we live in, companies today are very interested in going overseas to develop and utilize global engineering resources. By doing so, they hope to take advantage of new global product development (GPD) enablers and motivators such as the internet, new collaborative information technology tools, access to new markets, and the increasing availability of low-cost engineering talent. While globalization has significantly decreased barriers so that more companies are hurrying to move engineering activities to its global sites, it is no secret that GPD teams pose significant coordination challenges. Cost savings from lower labor rates abroad can easily be eaten up by the increased coordination costs required to manage overseas interactions between local and global activities. This paper introduces a model that maps a project's coordination structure to help managers decide which activities should be allocated to a global site and which ones should be kept at home. It introduces a new multi-site coordination matrix based on the Design Structure Matrix and an optimization model that chooses where to locate activities to minimize project coordination costs.
(cont.) A key principle the model relies on is the modularization of activities at each site for efficient organization design. This method was employed to design a GPD plan for the Advanced Manufacturing Engineering department at Honeywell Aerospace.

Le marché de la publicité en ligne est un marché complexe, instable et en mutation. Notre thèse décrit et explique le fonctionnement de ce marché pour les sites de presse issus de l’imprimé. A partir d’une enquête qualitative, s’appuyant sur des entretiens semi-directifs auprès de professionnels occupant des postes à responsabilité dans les milieux de la presse et de la publicité sur le web, nous analysons la construction du marché et ses logiques de fonctionnement. Ces dernières interrogent la continuité du modèle publicitaire de la presse sur ce média. Notre objectif est de comprendre la manière dont la valorisation marchande de l’audience y évolue pour les sites issus de la presse imprimée. Les modes de quantification et de qualification de l’audience se transforment et marquent l’affrontement entre une logique issue de la publicité média et une autre relative au marketing direct, tirant parti du caractère interactif de la publicité en ligne. Trois dimensions complémentaires structurent notre travail : l’évolution de la relation marchande entre les éditeurs et les annonceurs et la manière dont elle est outillée (partie 1) ; l’inscription du marché dans un contexte socioéconomique imposant des contraintes spécifiques et une tension autour de modes de qualification alternatifs du produit publicitaire (partie 2) ; le rôle joué par l’appropriation des innovations techniques par certains acteurs ainsi que la mesure dans laquelle cette appropriation détermine, au moins en partie, l’évolution de l’activité publicitaire (partie 3)
The online advertising market is a complex, unstable and evolutive one. Our thesis describes and explains the way this market works for online news publishers from traditional news organisations. From a qualitative survey, based on semi-structured interviews with professionals in positions of responsibility in online news organisations and online advertising industry, we analyze the market construction and its operating logic. The latter questions the continuity of the news organisations advertising model online. Our goal is to understand how operates the audience markets valuation online for those traditional news market players. The audience quantification and qualification process are changing and show us conflicting logics between a logic imported from offline media advertising and another one from direct marketing, taking advantage of the interactive nature of online advertising. Three distinct but complementary points structure our work: the evolution of the market relationship between publishers and advertisers and how it is equipped (part 1); the inclusion of the market in a socio-economic context which imposes specific constraints and a tension between alternative modes of advertising product’s qualification (part 2); the role played by the appropriation of technological innovations by some players as well as the extent to which this appropriation determine, at least in part, the advertising business dynamics (part 3)

Cell migration is achieved by the dynamic feedback interactions between traction forces generated by the cell and exerted onto the underlying extracellular matrix (ECM), and intracellular mechano-chemical signaling pathways, e.g., Rho GTPase (RhoA, Rac1, and Cdc42) activities [1,2,3]. These components are differentially distributed within a cell, and thus the coordination between tractions and mechanotransduction (i.e, RhoA and Rac1 activities) must be implemented at a precise spatial and temporal order to achieve optimized, directed cell migration [4,5]. Recent studies have shown that focal adhesions at the leading edge exert strong tractions [6], and these traction sites are co-localized with focal adhesion sites [7]. Further, by using the fluorescence resonance energy transfer (FRET) technology coupled with genetically encoded biosensors, researchers reported that Rho GTPases, such as RhoA [8], Rac1 [9], and Cdc42 [10] are maximally activated at the leading edge, suggesting the leading edge of the cell as its common functional site for Rho GTPase activities. All these works, however, were done separately, and the relationship between tractions and mechanotransduction during cell migration has not been demonstrated directly because of the difficulty in simultaneously recording tractions and mechanotransduction in migrating cells, precluding direct comparison between these results. Furthermore, these studies have been conducted by monitoring cells on glass coverslips, the stiffness of which is ∼ 65 giga pascal (GPa), at least three to six order higher than the physiological range of ECM stiffness. Although it is increasingly accepted that ECM stiffness influences cell migration, it is not known exactly how physiologically relevant ECM stiffness (order of kPa range) affects the dynamics of RhoA and Rac1 activities. For a complete understanding of the mechanism of mechano-chemical signaling in the context of cell migration, the dynamics and interplay between biomechanical (e.g., tractions) and biochemical (e.g., Rho GTPase) activities should be visualized within the physiologically relevant range of ECM stiffness.

We present a developed Web-based product design and manufacturing system that supports collaborative Concurrent Engineering. It models distributed systems and databases using Web technologies, so that these distributed system and databases can be accessed anywhere in the world. In such system, product developers can exchange and share product data, communicate with other team members, modify geometry data on particular aspects of the design and maintain operations consistency in all the distributed cooperative sites on a wide variety of platforms. The new system is a Client/Server architecture. The server manages the sharing of the common model, as well as the coordination among multiple users, in which different users can modify different parts of the shared model. In addition, the server supports many client through the Internet, and it also allows peer to peer negotiation, sharing different databases located in different machines, establishing relations between them at run time. A group of users can work together in a common single write mode, which continuously synchronized with the master copy on the central server. The proposal model is producing a new manner and has many algorithms for viewing, editing, synchronizing, and collaboration coordination. It utilizes Java 3D to view 3D CAD files in interactive manner. It introduces an intelligent user interface for editing and modification. STEP, which is international standard introduced by the International Standards Organization (ISO), is used to exchange engineering information. Java Server Page (JSP) is used for Collaboration coordination and semantic-based coordination.

As part of its Integrity Management Program, Trans Mountain Pipe Line hydrostatically tests sections of its pipeline system with water transported to test sites through the pipeline. After completion of the testing, the water continues through the pipeline to a water treatment facility where it is treated and discharged to the municipal sewer system. Hydrostatic testing of an operating pipeline, although simple in concept, is a major undertaking. This paper will outline the technical aspects of Trans Mountain’s hydrostatic testing program including: test water transportation, environmental constraints, coordination of test activities and water treatment.

As robots are increasingly used in human-cluttered environments, the requirement of human-likeness in their movements becomes essential. Although robots perform a wide variety of demanding tasks around the world in factories, remote sites and dangerous environments, they are still lacking the ability to coordinate with humans in simple, every-day life bi-manual tasks, e.g. removing a jar lid. This paper focuses on the introduction of bio-inspired control schemes for robot arms that coordinate with human arms in bi-manual manipulation tasks. Using data captured from human subjects performing a variety of every-day bi-manual life tasks, we propose a bio-inspired controller for a robot arm, that is able to learn human inter- and intra-arm coordination during those tasks. We embed human arm coordination in low-dimension manifolds, and build potential fields that attract the robot to human-like configurations using the probability distributions of the recorded human data. The method is tested using a simulated robot arm that is identical in structure to the human arm. A preliminary evaluation of the approach is also carried out using an anthropomorphic robot arm in bi-manual manipulation task with a human subject.

Several modern streetcar systems have been designed and implemented in the USA. Recently, the Portland streetcar extensions to River Place and Gibbs Street have been opened for revenue operation and construction for the Seattle South Lake Union streetcar project just got started. Installation of these new streetcar systems in dense urban areas like Portland and Seattle downtown areas posed several design challenges such as installation of the overhead contact wire system, coordination with street lighting, interface with traffic signal, streetcar-trolley bus crossings, and substation location sites. Other issues include connection to the 480 VAC utility system, stray currents, and utility relocations. These challenges and issues will be discussed in this paper. Construction packaging and cost impacts will also be covered.

Due to Climate change, unpredictable and uncertain weather conditions increase the likelihood of natural disasters, which correlates to major impacts on Cultural Landscapes and Heritage sites. Thanks to SAR sensors, continuous and rapid information can be collected with satellite data. When a sensor generates a directed beam of pulses, terrain returns high-resolution radar-frequency reflected energy, enabling a first effective data implementation, helping to quickly localize where damage occurred during a flash-flood event. This could facilitate after-disaster response through rapid delivery and coordination of rescue operations. Synthetic Aperture Radar (SAR) data is capable of passing through clouds and weather phenomena and continuously monitor a flooding event by plotting its patterns for a cost-effective flood mapping. Free availability of SAR data through the European Space Agency’s (ESA) Sentinel-1 SAR mission created a major opportunity for flood extent monitoring. The chosen case study is the area of the Metaponto Plain in Basilicata, southern Italy, which recently earned a candidacy as UNESCO site. In the effort of protecting Cultural Landscape and archeological Heritage, local authorities have to face multiple challenges coming from climate change and the impact of human activity. The object of this study is the flash-flooding event occurred on the 12th of November 2019, which was reported to be an extreme hydrological event, causing important damages to the agricultural landscapes and cultural heritage sites. The Metaponto area exemplifies multiple pressures deriving from climate change and human activity, thus having to cohabit within an important cultural landscape and archeological heritage. The workflow here presented can be quickly implemented to extract information through simple and effortless algorithms, providing mid-regional scale event maps with a good resolution, and it is formally aimed at user-end Control Centres for putting in place rapid risk mitigation actions.

The Government of Iraq (GOI) has undertaken efforts to decommission and dismantle former nuclear facilities. The GOI has only preliminary information on some of the former nuclear facilities. This paper will highlight the challenges involved in conducting inspections of the outlying former nuclear facilities in Iraq and present a brief summary of the results of those inspections. The facilities discussed in this paper are located at various sites throughout Iraq, from locations close to Baghdad to those in the north and far western desert areas. Some of the facilities, such as those at the Al Tuwaitha Nuclear Research Center have been visited and characterized. Other facilities, including the following, have not been visited or thoroughly characterized. • Al Jesira, Uranium feed stock production facility; • Adaya, Burial location for contaminated equipment; • Djerf al Naddah, Spent fuel storage facility; • Rashdiya, Centrifuge development center; • Al Qa’im, Uranium (yellowcake) production facility. The visits were conducted to develop an inventory of the buildings/structures that need to be included in decommissioning/dismantlement efforts. The number of buildings, type of construction, size and general condition of the buildings were noted. In addition, attempts were made to determine contamination levels on surfaces, equipment, rubble, etc. This information will be used to support the Iraqi decommissioning and dismantlement project. Because the facilities are scattered throughout the country of Iraq, significant planning and coordination was required to ensure personnel security. Teams consisting of individuals from the Iraqi Ministry of Science and Technology (MoST) and Americans were under military escort when traveling to and visiting the sites. Because of the security issues, time on the ground at each site was limited. This paper will highlight the challenges involved in conducting the inspections of the outlying former nuclear facilities In Iraq and present a brief summary of the results of those inspections.

Water-quality monitoring in National Park Service units of the Northern Colorado Plateau Network (NCPN) is made possible through partnerships between the National Park Service Inventory & Monitoring Division, individual park units, the U.S. Geological Survey, and the Utah Division of Water Quality. This report evaluates data from site visits at 62 different locations on streams, rivers, and reservoirs in or near ten NCPN park units between October 1, 2015 and September 30, 2018. Data are compared to state water-quality standards for the purpose of providing information to park managers about potential water-quality problems. The National Park Service does not determine the regulatory status of surface waters; state water quality agencies determine whether waters comply with the Clean Water Act. Evaluation of water-quality parameters relative to state water-quality standards indicated that 17,997 (96.8%) of the 18,583 total designated beneficial-use evaluations completed for the period covered in this report met state water-quality standards. The most common exceedances or indications of impairment, in order of abundance, were due to elevated nutrients, elevated bacteria (E. coli), elevated water temperature, elevated trace metals, elevated total dissolved solids (and sulfate), elevated pH, and low dissolved oxygen. While some exceedances were recurring and may have been caused by human activities in the watersheds, many were due to naturally occurring conditions characteristic of the geographic setting. This is most apparent with phosphorus, which can be introduced into surface water bodies at elevated levels by natural weathering of the geologic strata found throughout the Colorado Plateau. Higher phosphorus concentrations could also be attributed to anthropogenic activities that can accelerate erosion and transport of phosphorus. Some activities that can increase erosional processes include grazing, logging, mining, pasture irrigation, and off-highway vehicle (OHV) use. Exceedances for total phosphorus were common occurrences at nine out of ten NCPN park units, where at least one site in each of these parks had elevated phosphorus concentrations. At these sites, high levels of nutrients have not led to algal blooms or other signs of eutrophication. Sites monitored in Arches National Park (NP), Black Canyon of the Gunnison NP (BLCA), Bryce Canyon NP (BRCA), Capitol Reef NP (CARE), Curecanti National Recreation Area (CURE), Dinosaur National Monument (DINO), and Zion NP (ZION) all had E. coli ex-ceedances that could be addressed by management actions. While many of these sites already have management actions underway, some of the actions necessary to bring these waters into compliance are beyond the control of the National Park Service. Changes to agricultural practices to improve water quality involves voluntary participation by landowners and/or grazing permittees and their respective states. This could be the case with lands upstream of several parks with E. coli contamination issues, including Red Rock Canyon (BLCA); Sul-phur, Oak, and Pleasant creeks (CARE); Blue Creek and Cimarron River (CURE); Brush and Pot creeks (DINO); and North Fork Virgin River (ZION). Issues with E. coli contamination at Yellow Creek (BRCA) seemed to be resolved after the park boundary fence downstream of the site was repaired, keeping cattle out of the park. At North Fork Virgin River, E. coli exceedances have been less frequent since the State of Utah worked with landowners and grazing permittees to modify agricultural practices. Continued coordination between the National Park Service, state agencies, and local landowners will be necessary to further re-duce E. coli exceedances and, in turn, improve public health and safety in these streams. Plant community monitoring at Wilson’s Creek National Battlefield (NB) focused on the restored tallgrass prairie community. Six monitoring sites were visited four times and observations of plant species and ground cover were made. In addition to those observations, we included two environmental factors in this report—precipitation and recent fire history—to help understand the vegetation data status and trends. Precipitation data (standardized vegetation index) indicated drought conditions in 2012 and some dry periods in 2016. Although prairies are adapted to drought, we found that species richness at the site and community scales (alpha and gamma diversity) were reduced in dry years. Fire management also plays an important role in shaping the plant communities. Prescribed fire occurrence became less frequent through the monitoring period. Also, additional treatments, including herbicide and mowing, likely shaped the prairie community. Tree regeneration and nonnative plants in particular may have been affected by these techniques. The prairie plant community continues to be moderately diverse despite recent increases in tree seedlings and small saplings. Species richness varied over time and was correlated with precipitation; diversity indices (H′ and J′) were similar across monitored years. Species guilds (also known as functional groups) demonstrated differing patterns. Woody plants, long a concern at the park, were abundant and statistically similar across years. Many guilds were quite variable across the sites, but nonnative forbs declined, and nonnative grasses increased. Overstory trees and canopy cover, measured for the first time in 2020, have likely influenced the composition of one site. The composition of this site points to a shrubland-savanna community. Four of the sites tended towards shrubland rather than tallgrass prairie. The vegetation monitoring protocol experienced some changes between 2008 and 2020. A key difference was a shift from sampling twice during the field season to sampling only once in a monitoring year. An anticipated decline in species richness was observed in 2012 and 2016, but we were unable to isolate sample design as the cause. Additionally, we remedied inconsistencies in how tree regeneration was recorded by tallying seedlings and saplings in the field. Our quality assurance procedures indicated that our observer error from pseudoturnover was 20.2%, meeting our expectations. Cover class estimates agreed 73% of the time, with all disagreements within one cover class. Coordinating management actions to achieve plant community goals like structure and composition of tallgrass prairie will be critical to the survival of the prairie species at the park. Fire and nonnative plant treatments along with the reduction of woody cover including trees are needed to arrest the transition to savanna and woodland community types. Frequent prescribed fire is an integral process for this community and there is no equivalent substitute. Continued focus on management for the desired tallgrass prairie community will also provide needed habitat for imperiled pollinators such as the monarch butterfly. Best management practices for pollinators on federal lands specify that treatments (prescribed fire, mowing or haying) should not occur during the blooming season or when pollinator breeding, egg, larval or pupal stages are present.

The research on smart transportation in the United States has centered on large metropolitan areas. The adoption of smart transportation technologies in small-and medium-sized cities outside of large metropolitan areas is less studied and understood. This study examined the adoption of smart transportation technologies in small-and medium-sized cities in Central California. The analysis was based on the online survey responses from 29 transportation officials and professionals who worked for 18 municipal government departments and six metropolitan planning organizations (MPOs) in Central California as well as in depth semi-structured interviews with seven of them. The study showed that smart transportation in small-and medium-sized cities was mainly car-centric. Slightly more than half of the survey respondents were either unsure or suspicious about the usefulness of smart transportation technologies in addressing local transportation problems. The study revealed several barriers to the adoption of smart transportation technologies in small- and medium-sized cities including insufficient funding, limited staff capacity, a lack of coordination among small cities within a region, small population sizes, and low-density of development. The interviews suggested that some of these barriers, particularly the funding issue, were more complicated than they first appeared. We offer four major policy recommendations based on the findings from this study.
