Objectives: The present study aimed to present and analyze a collection of caricature artworks reflecting the artist's standpoint on introducing and addressing terrorism. It also sought to provide insights and recommendations on the potential use of caricature art in countering terrorism in contemporary society. Methods: Researchers employed a descriptive analytical design, which is the most appropriate scientific method for studying the sample. The methods used were as follows: Survey Method - Gathering, studying, and describing a collection of notable cartoonists' works addressing terrorism. Content Analysis Method - Examining and analyzing caricature works from the study sample. Results: The study yielded several findings, with the most important being that in most countries worldwide, the majority of cartoonists have committed themselves to countering the widespread terrorism in contemporary societies. However, their efforts are insufficient in light of the growing phenomenon. Conclusions: Caricature art plays a prominent role in countering the causes of terrorism, even before its emergence. This is achieved through the significant influence of caricature art in shaping the cultural and emotional perspectives of society members. Moreover, caricature art is free from negative beliefs and attitudes that can serve as a foundation for extremism and terrorist activities.

AbstractIn this article I explore the nature of the relationship between art and terror/ism and ask why identifications between the two are so routinely and often insistently made. In so doing, my aim is twofold. Firstly, I explore the possibility of there being a deep-seated structural link that exists between art, terror/ism and creativity. In other words, I ask if terror is a necessary corollary of the ‘creative event’. Secondly, I explore explicit examples in which artists have sought to create or to emphasise this relationship, from the perspective of Contemporary Art practices. In the spirit of experiment rather than of judgment then, this article sets up a series of trials in which art and terror/ism are philosophically, aesthetically and politically blended. It asks where else should such tests be conducted, if not in relation to the artwork and in particular, in relation to those artworks which toy with terror/ism and those artists who claim on some level, to be ‘terrorists’? How is the ‘artist-as-terrorist’ to be interpreted and understood alongside existing definitions of both terrorism and of Art? And finally, what role does imagination play in the construction of experience?

When a Western musician thinks of Israel, the immediate association is of incessant political conflict and terrorism, not the country's rich cultural life. Yet, for a state that has endured one terrorist outrage after another over the last four years, Israel's thriving contemporary music scene — a part of classical music events, blossoming with over 2,300 classical concerts a year — is an astounding feat. In March 2002, while biweekly suicide attacks ended the lives of over 120 Israeli civilians, concert halls were unbelievably full despite the fear, or perhaps just because of it, as a constructive escapism. A year later, still under shaky political and economic conditions, Avigail Arnheim, the director of music events at the Tel-Aviv Museum of Art, and Dan Yuhas, the newly-elected chair of the Israel Composers' League (and the music director of the Israel Contemporary Players) initiated preparations for three concurrent festivals of contemporary music in October 2004. A Western musician, not knowing the details, would think that they were planning events for Berlin and Munich audiences, and not for Tel-Aviv and Jerusalem listeners.

In the wake of multiple global crises, fears of terrorism, rising nationalistic sentiments globally and the pervasive impacts of gender-based violence in public spaces, contemporary urban cities are permeated with surveillance, anxiety, fear and division. In this context, what role can (and should) public art be playing? This article explores this question in the context of Melbourne, a major metropolitan centre in Australia, which has been ruptured by the multiplying effects of highly publicized episodes of street violence, isolated terrorist attacks, high-profile murders and politically driven narratives about youth gangs. Looking at the work of female artists Maryann Talia Pau, Amy Spiers and Catherine Ryan, and artists from African Australian communities including Ez Deng, Atong Atem and Asia Hassan, the article addresses questions about agency and marginalization for artists working in public space, and considers how marginalized community groups may face barriers to creating artworks that engage directly in mainstream public spaces.

Streszczenie:
Abstract This paper analyses Don DeLillo’s novel Falling Man as an influential example of post-9/11 literature. This novel, in describing the shattering impact of the destruction of the symbolic reference points that determine our experience of reality, has undoubtedly contributed to defining a “before and after 9/11” cultural scenario, where the new era is abruptly marked by the presence of new meanings, new attitudes, new spaces and new categories. This complex reframing of reality has engendered a new approach to the role of art, and especially of literature, in the Western world. This paper demonstrates that Falling Man can be read a site of political (re)configuration, in which the return to the link between the creative process and the issue of terrorism – a theme that runs through much of DeLillo’s writing – leads to a move beyond established categories and concepts. Such a move responds to a public need for a reconceptualisation of paradigms of terror/horror. I argue that the novel’s narrativisation of terrorism has introduced important suggestions into the contemporary cultural panorama, which now allow us to identify both a new form of terrorism that is closely connected with the emergent metamodern sensibility, and new aesth-ethical concepts that are better suited to describing contemporary violence.

The study and interpretation of the art of the modern and contemporary Maghreb is a developing field, in terms of artistic production, exhibition, marketing, and theoretical discourse. In recent years, artists of North Africa and the Middle East have achieved great visibility on the international scene, even as they suffer from many lacks, including the structures of art production, and critical discourses, and theoretical approaches. The principal aim of this paper is to avoid the radar screen of the western world and to think about the specificity of this region, such as a possible world of contemporary art. We can consider these artists and artworks beyond the cliché image repertoires of terrorism and tourism, Orientalism and clandestine migration that dominate most representations of the Maghreb. We want to explore visual art, and its dynamic, not by describing movements or putting together a chronology, but by guiding many reflections about the relation between theory and practice in this specific geographic area. This paper will address key points of the problems of terminology: the problematic use of such terms as Modern Islamic Art and the frequent application of the terms Modern and Contemporary without sufficient acknowledgment of their contextual connotation. It will examine the recent developments in art practice in the Maghreb and its diaspora and their wider context, analyzing the impact of globalization and other transnational cultural and social links. ABSTRACT In this article, the author analyzes the relationship between art and terrorism. Referring to the element of sublimity operative in philosophical writings pertaining to war and terror, the article raises questions concerning the sublimity of violence on the one hand, and the aesthetization of life and politics on the other. The article’s focus will lie particularly in Immanuel Kant’s account of the sublime in The Critique of the Power of Judgment, which will then be connected to contemporary literature on this theme. In the end, the author wishes to draw attention to the sublimity of violence operative in contemporary discourses and demonstrate the inherent tendency that aestheticized ideology has for applauding cruelty and force.

Studying the Bible in Jerusalem raises unique exegetical questions. The establishment of the state-for-Jews (Judenstaat) inevitably led to the expulsion of Arabs, while Jerusalem itself remains a major issue of the Israeli-Palestinian dispute. The conflict has international implications also, highlighted since 11 September 2001. The killings on that day precipitated the ‘War on Terrorism’ and the USA's ‘Civilizing Crusade’, with more to come. The ‘Christian Right’ in the US, with its characteristic interpretation of the Bible, has considerable influence over US policy. The establishment biblical academy, however, shows few signs of moral perturbation arising from the fact that the Bible is alleged to justify the political arrangements in the Holy Land. This article argues that biblical scholars, in addition to attending to the original contexts of the biblical authors, ought to engage in a moral evaluation of their writings, particularly those land traditions that continue to fuel violence, not least in the Land of the Bible itself. Biblical scholars have the moral responsibility to engage in real, contemporary issues with a view to helping construct a better world.

Thibodeau-Monahan, Pierre-Charles.

______________________________________________________________________________ MOTS-CLÉS DE L’AUTEUR : jeu, art actuel, émancipation, ruse, Minerva Cuevas, Action Terroriste Socialement Acceptable, Matthieu Laurette

AbstractThe Xinjiang Uyghur Autonomous Region (XUAR) of the People’s Republic of China (PRC) is now the site of the largest mass repression of an ethnic and/or religious minority in the world today. Researchers estimate that since 2016 over one million people (mostly ethnic Uyghurs) have been detained without trial in the XUAR in a system of “re-education” camps. Outside of the camps, the region’s Turkic Muslim population are subjected to a dense network of hi-tech surveillance systems, checkpoints, and interpersonal monitoring which severely limit all forms of personal freedom penetrating society to the granular level. This chapter argues that the erection of this “carceral state” has been propelled by a “preventative” counterterrorism that has incorporated key practices (e.g. greater reliance on new surveillance technologies) and discourses (e.g. Islamaphobia) of the “global war on terrorism” with the ideology of the Chinese Communist Party (CCP) in pursuit of the negation of the very possibility of “terrorism”. As such the contemporary situation in the XUAR represents not only the mass repression of an ethnic and religious minority by an authoritarian regime but also an example of the dystopian potentialities of ostensibly “neutral” technologies.

Streszczenie:
This chapter looks into the rationality of terrorism. It starts off by looking into the paradox of terrorism. Political scientists typically view terrorists as rational political actors. However, empirical research on terrorism suggests that terrorism is in fact an ineffective political tactic. Evidence indicates that in instances where there has been terrorist attacks on civilians, governments rarely grant concessions. This might explain why terrorism is often selected as a tactic only if alternative options are no longer viable. The chapter uses Al-Qaeda and the Islamic State as case studies to examine broader patterns of terrorism. Knowing the priority of terrorists is vital for governments when considering counterterrorism actions. Having an understanding of the grievances of terrorists helps political actors predict which targets the terrorists will attack.

Streszczenie:
The article is focused on the analysis of the phenomenon of child heroism in history and today as a primary prevention of countering extremism in a child and adolescent environment in the context of security. The paper presents the results of a study of the ideas of pre-school children about heroism and the hero. Problems are identified with examples of real heroes in the preschoolers’ minds, recommendations for the use of the educational potential of heroism still poorly used in educational institutions are proposed. At the same time, it is it which can resist the negative forms of attitudes towards violence and aggressive behaviour. The heroic deeds of our today’s children are considered; the large number of them makes it possible for us to assert that heroism is not only a phenomenon of the past but is typical of the children of contemporary Russia. The work substantiates the psychological and social meanings of a child’s feat in a special paradoxical property, the strength of a child, bodily, psychological, spiritual as his/her own resource of vitality, the ability to cope with psycho-traumatic, stressful negative attacks from the outside and the ability to provide protection to himself/herself and those who need it to a certain extent. In the safe childhood development concept, the concept of ‘child strength’ refers to the category of fundamental concepts that characterise the degree of readiness of children of different ages to overcome extremal situations, including an adequate response to external threats, including in the moral sphere. The overall result of the safe development of childhood is a psychologically, spiritually and morally healthy person capable of resistance and self-defence against all sort of threats.

In the event of an outbreak of an infectious disease, the pathogen of which is highly contagious, or when there are patients suspected to be infected with such a pathogen, it is essential to start treating the patients and controlling infection immediately. As the transportation system has been well developed, there are more worries about terrorist attacks using biological agents now than ever before. It is a real possibility that even the most dangerous pathogens that are the causes of Class 1 infectious diseases specified in the Infectious Diseases Act, such as hemorrhagic fever or smallpox, be brought into Japan. Those most dangerous pathogens can be dealt with only by special laboratories that satisfy BSL-4 (Bio-Safety Level 4) specified by WHO (BSL-4 laboratories)(1). As there are no BSL-4 laboratories in operation in Japan at present, it is an immediate requirement to develop a suitable environment for the operation of laboratories of this kind, in order to maintain effective health risk management for the Japanese people. In this research, in order to put BSL-4 laboratories in operation in Japan, we will clarify what relevant environmental factors are in different types of possible locations. Based on that, we will propose to utilize those laboratories not only in emergencies, but also in normal times. We will also discuss the necessary conditions in the social environment of contemporary Japan for BSL-4 laboratories’ operation.

On the other hand, the cultural heritage of the population living in the places that are affected by natural hazards such as: earthquakes, floods, volcanic eruptions or other natural calamities, and man-made disasters such as: fires, military conflicts, terrorist attacks and other industrial incidents compel the authorities to take the best measures to limit damages and casualties. Critical infrastructure protection is not an exclusive domain, its theoretical and practical background becoming a valuable resource for all security systems. For this, the critical infrastructure protection specialist is not just a system officer because he has the qualities of an analyst, planner, and decision maker. In order for these qualities to exist simultaneously, this implies designing management systems for education in accordance with the risks and vulnerabilities of contemporary society in order to create the possibility of materializing the negative events with a major impact. The challenge of this article is to draw attention of the decision makers on the need to transform the education systems designed to increase the level of population security culture and the role of the critical infrastructure protection specialist. In this regard, I point out that predicting the future of a society is very difficult and can be greatly improved by exploiting databases and using expertise in the field of critical infrastructure protection. Formalizing social security systems to achieve this objective involves the gradual transition from individual work to a new form of work, respectively the collaborative network. Based on these considerations, I anticipate the training of a critical infrastructure protection specialist in the context of new development of the national security systems/ defense systems against any threats or dangers.

Streszczenie:
Genocide is an attempt to wipe out an entire group of human beings, either directly by killing them, or indirectly by creating conditions favorable to their death, for disciplinary purposes aimed at punishing, blaming and retaliating against the victim, routine institutionalization in the context of war, utilitarianism aimed at achieving a specific gain, A monopoly aimed at identifying the dominant in power, and an ideology aimed at creating an optimal society and erasing all that is impure. The scientific study of genocide in a calm cognitive way is a humanitarian and historical necessity, because the horrific and tragic outcomes of this phenomenon threaten the depth of human existence and human values. It is a complex phenomenon that can be approached from multiple sides, philosophical, political, sociological, economic, historical and psychological, each of these approaches has a great value in understanding the phenomenon, but the psychological and social dimensions are at the core of these approaches. In a previous study by the researcher on the Iraqi historical memory (Ghabr, 2014), the strength of the presence of the genocides - Saddamism and terrorism - was found among the most important events in contemporary Iraqi history in the Iraqi historical memory, and it fell within the first factor (suffering) in the content of that memory, the factor that Intertwined with a complex web of relationships with political cultures and social movements. Therefore, the current study will work on clarifying the psychosocial dynamics of genocide through a comprehensive review of the specialized literature, and employing those insights in understanding the genocide in the Iraqi context, as the Iraqi context witnessed multiple and horrific genocide campaigns, in the time of totalitarianism and Daaeshism, and such an approach constitutes an existential necessity in Iraq.

Combining the need to (re)dress bodies and façades with the will to adorn, let's consider the wide possibilities that textiles and new materials offer, to point out more sustainable solutions, that can counteract thermal discomfort. Both clothing and buildings protect and shelter the body while providing a means to express the identity of the wearer. In this study, we explore our relationship between interior and exterior. Clothing and housing are presented as an extension of our skin. They allow us to improve the thermal comfort of the users and the dwellings. Fabric structures are used to cover bodies and to clad the structure of buildings, used in both with the same function of protection and thermoregulation. There are numerous constructive advantages in the use of textiles from the translucency of the material, light construction and quick assembly, significant energy savings, flexibility, and adaptability to the site. When there is damage to building infrastructure, caused for example by terrorism or earthquakes, there is often a need for prefabricated, transportable solutions. Textiles used in tent systems are still a referenced solution for emergency shelters due to their lightness, ease of transport and assembly by volunteers without technical training. This research locates textiles used in architecture from their initial use to the present day. We will present examples used by traditional cultures, but also contemporary and innovative constructions. Our study motivates a set of connections, between the User, Textiles, Architecture and Materials. We start with the most comprehensive and transversal connections, like the frequent association of skin to clothing and then clothes to our dwellings. In a second moment some more specific and specialized references, in which we will point out some textiles and coverings, which have incorporated characteristics of flexibility, adaptability and interaction. In this study we present some versatile, adaptable, and ecological structures, which reflect the environmental and social changes of our society. We conclude that the use of textiles in architecture, allows to improve the thermal comfort of the users, to express their identity and to respond to humanitarian needs.

Contemporary approach of the intelligence domain is due to substantial changes that the umbrella concept of security has suffered in postmodern society and to the fact that at present nations have to face an extremely diverse range of threats. Comparing with other country, traditional Romanian academic programs for studying intelligence and security are undersized. I appreciate that one of the determinants of this situation is the lack of demand for specialized security and intelligence expertise in labour market. Also the priorities of the Romanian private sector are concerned especially about profit and almost never in securing business and securing their broader community. A strong security and intelligence cultures is beneficial for any area of society; still such a culture of entrepreneurial environment can make the difference between poverty and prosperity, employment and unemployment, community inclusion or exclusion. Therefore the main reason behind educating managers resigns in the fact this category have a great social importance in society, as they are fully involved in economic development of society and linked to employment by the numbers of employees they have. Providing security and intelligence expertise in areas such as the protection of classified information, combating cross-border threats, protection against terrorism meant the medium and long term improvement of the civic behavior of everyone. But their involvement in the traditional type of education would be extremely difficult due to their responsibilities. Their lack of time can be balanced by using an e-Learning system that allows the specialization of human resources with maximum efficiency and valuable time limited. Based on the premise that one of the objectives set at European Union level is the foundation of the knowledge society, this paper constitutes an argument for implementing an e-learning platform to provide specific knowledge to substantiate the security and intelligence culture at managers' level. *This work was supported by CNCSIS-UEFISCSU, project number PN II-RU 64/2010

Several small modular reactor (SMR) designs emerged in the late 1970s and early 1980s in response to lessons learned from the many technical and operational challenges of the large Generation II light-water reactors. After the accident at the Three Mile Island plant in 1979, an ensuing reactor redesign effort spawned the term “inherently safe” designs, which later evolved into “passively safe” terminology. Several new designs were engineered to be deliberately small in order to fully exploit the benefits of passive safety. Today, new SMR designs are emerging with a similar philosophy of offering highly robust and resilient designs with increased safety margins. Additionally, because these contemporary designs are being developed subsequent to the September 11, 2001, terrorist attack, they incorporate a number of intrinsic design features to further strengthen their safety and security. Several SMR designs are being developed in the United States spanning the full spectrum of reactor technologies, including water-, gas-, and liquid-metal-cooled ones. Despite a number of design differences, most of these designs share a common set of design principles to enhance plant safety and robustness, such as eliminating plant design vulnerabilities where possible, reducing accident probabilities, and mitigating accident consequences. An important consequence of the added resilience provided by these design approaches is that the individual reactor units and the entire plant should be able to survive a broader range of extreme conditions. This will enable them to not only ensure the safety of the general public but also help protect the investment of the owner and continued availability of the power-generating asset. Examples of typical SMR design features and their implications for improved plant safety are given for specific SMR designs being developed in the United States.

The increasingly emphasized need for achieving an optimal level of security within the cyber environment of "insecurity" and the growing dependence on information technology have created real conditions for developing wide range of new risks, threats and dangers, including the cyber terrorism. Keeping in mind the complexity of cyberspace and the reality that cyber-attacks are inevitable, developing a strong and effective security policy is more and more directed in the area of civil aviation as one of the most complex systems, specifically integrated in the global information and communication technology. Aviation, as the most dynamic and fastest growing industry and at the same time the safest way of transport, is promoting a universal standardized level of safety and security, supported by relevant legislation, advanced systems and technologies and appropriate educational and training programs. The aviation as a global transport system, in terms of functional layout, can be provisionally subdivided into three subsystems: airports, airlines and air traffic management. Each of them consists of several functional elements: system user, infrastructure, controls, procedures, technologies, technical and human resources, etc., and all of them are vulnerable to cyber-attacks. Because of this, the aim of this paper is to analyze the ongoing practices and activities that play significant role for the development of cyber security within the civil aviation sector all over the world, with an accent to the European air transportation system. The paper is describing the key factors and specific security activities and initiatives within ICAO, IATA, IFALPA, ECAC, EASA, and specially EUROCONTROL, providing accurate information of what is being and must be done on international and national level about this issue. At the same time, the paper should raise the common awareness about the significance of the need to implement contemporary aids, new technologies and advanced trainings in aim to improve the civil aviation safety and security. Streszczenie:
If killing a single person is considered as a major crime that forbidden by Sharia and law at the international level and at the level of all religions and divine legislation, so what about the concept of genocide!! Here, not just an individual with a weak influence on society is killed, but thousands of individuals, that means an entire nation, a future, energy and human and intellectual capabilities that can tip the scales, and on the other hand, broken and half-dead hearts are left behind from the horrific scenes of killing they witnessed before their eyes, moreover, the massacres of genocide continues to excrete its remnants and consequences for long years and for successive generations, and it may generate grudges of revenge among generations that did not receive the adequate awareness and psychological support which are necessary to rehabilitate these generations to benefit from the tragedies and bitter experiences of life to turn them into lessons and incentives to achieve progress and advancement. Genocide is a deadly poison whose toxic effect extends from generations to others unless it is wisely controlled. Here the role of the international community and its legal, legislative and humanitarian stance from these crimes is so important and supportive. Genocide can be occurred on two levels: external and internal. As for genocide on the external level: this is what happened at the hands of foreign powers against a certain people for colonial and expansionist goals in favor of the occupier or usurper. There are many examples throughout history, such as the Ottoman and British occupations...etc Whereas genocide at the internal level, can be defined as the repressive actions that governments practice against their own people for goals that could be extremist, racist or dictatorial, such as t ""Al-Anfal"" massacre in 1988 carried out by the previous regime against the Kurds in the Kurdistan region. The number of victims amounted at one hundred thousand martyrs, most of them were innocent and unarmed people from children, women and the elderly, and also the genocide which was practiced against of the organizers of Al-Shaibania Revolution in 1991 was another example of genocide in the internal level. It is possible to deduce a third level between the external and internal levels, which is the genocide that is done at the hands of internal elements from the people of the country, but in implementation of external agendas, for example, the scenes of organized and systematic sectarian killing that we witnessed daily during (2007) and (2008), followed by dozens of bloody explosions in various regions throughout the capital, which unfortunately was practiced by the people of the country who were misguided elements in order to destabilize the security of the country and we did not know until this moment in favor of which external party!! In the three aforementioned cases, nothing can justify the act of killing or genocide, but in my personal opinion, I see that genocide at the hands of foreign forces is less drastic effects than the genocides that done at the hands of internal forces that kill their own people to impose their control and to defense their survival, from the perspective of ""the survival for the strongest, the most criminal and the most dictatorial. The matter which actually dragged the country into the abyss and the ages of darkness and ignorance. As for the foreign occupier, he remains an occupier, and it is so natural for him to be resentful and spiteful and to keep moving with the bragging theory of that (the end justifies the means) and usurping lands illegally, but perhaps recently the occupier has begun to exploit loopholes in international laws and try to gain the support of the international community and international organizations to prove the legitimacy of what has no legitimacy, in the end to achieve goals which pour into the interest of the occupiers' country and from the principle of building the happiness and well-being of the occupiers' people at the expense of the misery and injustice of other peoples!! This remains absolutely dehumanizing societal crime, but at least it has a positive side, which is maximizing economic resources and thus achieving the welfare of a people at the expense of seizing the wealth of the occupied country. This remains the goal of the occupier since the beginning of creation to this day, but today the occupation associated with the horrific and systematic killing has begun to take a new template by framing the ugliness of the crime with humanitarian goals and the worst, to exploit religion to cover their criminal acts. A good example of this is the genocide that took place at the hands of the terrorist organization ISIS, that contradictory organization who adopted the religion which forbids killing and considers it as one of the greatest sins as a means to practice the most heinous types of killing that contemporary history has witnessed!! The ""Spiker"" and ""Sinjar"" massacres in 2014 are the best evidence of this duality in the ideology of this terrorist organization. We may note that the more we advance in time, the more justification for the crimes of murder and genocide increases. For example, we all know the first crimes of genocide represented by the fall of Baghdad at the hands of the Mongol leader ""Hulagu"" in 1258. At that time, the crimes of genocide did not need justification, as they were practiced openly and insolently for subversive, barbaric and criminal goals!! The question here imposes itself: why were the crimes of genocide in the past practiced openly and publicly without need to justify the ugliness of the act? And over time, the crimes of genocide began to be framed by pretexts to legitimize what is prohibited, and to permit what is forbidden!! Or to clothe brutality and barbarism in the patchwork quilt of humanity?? And with this question, crossed my mind the following ""Aya"" from the Glorious Quran (and do not kill the soul that God has forbidden except in the right) , this an explicit ""Aya"" that prohibits killing and permits it only in the right, through the use of the exception tool (except) that permits what coming after it . But the"" right"" that God describes in the glorious Quran has been translated by the human tongues into many forms and faces of falsehood!! Anyway, expect the answer of this controversial question within the results of this study. This study will discuss the axis of (ideologies of various types and genocide), as we will analyze excerpts from the speeches of the former regime that were announced on the local media after each act of genocide or purification, as the former regime described at that time, but the difference in this study is that the analysis will be according to a scientific and thoughtful approach which is far from the personal ideology of the researcher. The analysis will be based on a model proposed by the contemporary Dutch scientist ""Teun A. Van Dijk"". Born in 1943, ""Van Dijk"" is a distinguished scholar and teaching in major international universities. He has authored many approved books as curricula for teaching in the field of linguistics and political discourse analysis. In this study, Van Dijk's Model will be adopted to analyze political discourse ideologies according to forty-one criteria. The analysis process will be conducted in full transparency and credibility in accordance with these criteria without imposing the researcher's personal views. This study aims to shed light on the way of thinking that the dictatorial regimes adopt to impose their existence by force against the will of the people, which can be used to develop peoples' awareness to understand and analyze political statements in a scientific way away from the inherited ideologies imposed by customs, clan traditions, religion, doctrine and nationalism. With accurate scientific diagnosis, we put our hand on the wounds. So we can cure them and also remove the scars of these wounds. This is what we seek in this study, diagnosis and therefore suggesting the suitable treatment "

In 2014, reports suggested that a surge of foreign jihadists were participating in armed conflicts in Syria, Iraq, and elsewhere. The United Nations Security Council responded by imposing in Resolution 2178 (2014) an array of obligations on member states to counter the threat posed by “foreign terrorist fighters” (FTFs). In the intervening year, those states have taken a range of actions — though at various speeds and with varying levels of commitment — to implement the FTF obligations imposed by the Council. Meanwhile, many states continue to fund and otherwise throw their support behind life-saving humanitarian relief for civilians in armed conflicts around the world — including conflicts involving terrorists. Yet, in recent years, members of the humanitarian community have been increasingly aware of the real, perceived, and potential impacts of counterterrorism laws on humanitarian action. Part of their interest stems from the fact that certain counterterrorism laws may, intentionally or unintentionally, adversely affect principled humanitarian action, especially in regions where terrorist groups control territory (and thus access to civilians, too). The effects of these laws may be widespread — ranging from heightened due diligence requirements on humanitarian organizations to restrictions on travel, from greater government scrutiny of national and regional staff of humanitarian organizations to decreased access to financial services and funding. Against that backdrop, this briefing report has two aims: first, to provide a primer on the most salient issues at the intersection of counterterrorism measures and humanitarian aid and assistance, with a focus on the ascendant FTF framing. And second, to put forward, for critical feedback and assessment, a provisional methodology for evaluating the following question: is it feasible to subject two key contemporary wartime concerns — the fight against FTFs and supporting humanitarian aid and assistance for civilians in terrorist-controlled territories — to meaningful empirical analysis?

Specifically, it will identify recurring linguistic patterns, which construct ecofascist grievances that link environmental degradation to ‘old’ conspiracy theories, such as ‘global Zionism’ or ‘white genocide’. It will also identify the eco-accelerationist solutions white supremacists propose to the climate crisis. The policy brief concludes with a discussion on the implications of these findings for building resiliency to ecofascist radicalisation.

This helpdesk report provides a critical review of the literature on the role of faith and religious values in environmental engagement and action. Contemporary studies have examined the relationship between religion and climate change including the ongoing “greening” process of religions. The review focuses on the responses of the Islamic faith in the MENA region to climate-related issues. MENA is considered one of the region’s most vulnerable to the impacts of climate change. The rapid review drawing from empirical findings notes that religious organizations have great potential in the protection of the environment. Religious organizations possess resources and infrastructure to positively impact the conversation on climate change. While the review acknowledges the important role that religion plays in environmental engagement, there is still no unified perception of climate change among members of the Islamic faith. There are those who believe that there are other more urgent issues such as radicalism, terrorism, democracy, and human rights. The review notes that the shared challenge of climate change can provide a mechanism to bring together faiths to discuss, share teachings, and agree on common action.

Streszczenie:
In developing international humanitarian law (IHL), States have aimed in part to lay down the primary normative and operational framework pertaining to principled humanitarian action in situations of armed conflict. The possibility that certain counterterrorism measures may be instituted in a manner that intentionally or unintentionally impedes such action has been recognized by an increasingly wide array of States and entities, including the United Nations Security Council and the U.N. Secretary-General. At least two aspects of the contemporary international discourse on intersections between principled humanitarian action and counterterrorism measures warrant more sustained attention. The first concerns who is, and who ought to be, in a position to authentically and authoritatively interpret and apply IHL in this area. The second concerns the relationships between IHL and other possibly relevant regulatory frameworks, including counterterrorism mandates flowing from decisions of the U.N. Security Council. Partly in relation to those two axes of the broader international discourse, a debate has emerged regarding whether the U.N. Security Council may authorize one particular counterterrorism entity — namely, the Counter-Terrorism Committee Executive Directorate (CTED) — to interpret and assess compliance with IHL pertaining to humanitarian action in relation to certain counterterrorism contexts. In a new legal briefing for the Harvard Law School Program on International Law and Armed Conflict (HLS PILAC), Dustin A. Lewis, Naz K. Modirzadeh, and Jessica S. Burniske seek to help inform that debate by raising some preliminary considerations regarding that possibility. The authors focus on the possible implications of States and other relevant actors pursuing various responses or not responding to this debate. One of the authors’ goals is to help raise awareness of this area with a focus on perspectives drawn from international law. Another is to invite a broader engagement with the question of the preservation of the humanitarian commitments laid down in IHL in a period marked by a growing number — and a deepening — of the intersections between situations of armed conflict and measures to suppress terrorism.

Many see armed conflict in Syria as a flashpoint for international law. The situation raises numerous unsettling questions, not least concerning normative foundations of the contemporary collective-security and human-security systems, including the following: Amid recurring reports of attacks directed against civilian populations and hospitals with seeming impunity, what loss of legitimacy might law suffer? May—and should—states forcibly intervene to prevent (more) chemical-weapons attacks? If the government of Syria is considered unwilling or unable to obviate terrorist threats from spilling over its borders into other countries, may another state forcibly intervene to protect itself (and others), even without Syria’s consent and without an express authorization of the U.N. Security Council? What began in Daraa in 2011 as protests escalated into armed conflict. Today, armed conflict in Syria implicates a multitude of people, organizations, states, and entities. Some are obvious, such as the civilian population, the government, and organized armed groups (including designated terrorist organizations, for example the Islamic State of Iraq and Syria, or ISIS). Other implicated actors might be less obvious. They include dozens of third states that have intervened or otherwise acted in relation to armed conflict in Syria; numerous intergovernmental bodies; diverse domestic, foreign, and international courts; and seemingly innumerable NGOs. Over time, different states have adopted wide-ranging and diverse approaches to undertaking measures (or not) concerning armed conflict in Syria, whether in relation to the government, one or more armed opposition groups, or the civilian population. Especially since mid-2014, a growing number of states have undertaken military operations directed against ISIS in Syria. For at least a year-and-a-half, Russia has bolstered military strategies of the Syrian government. At least one state (the United States) has directed an operation against a Syrian military base. And, more broadly, many states provide (other) forms of support or assistance to the government of Syria, to armed opposition groups, or to the civilian population. Against that backdrop, the Harvard Law School Program on International Law and Armed Conflict (HLS PILAC) set out to collect states’ statements made from August 2011 through November 2016 concerning use of force in relation to Syria. A primary aim of the database is to provide a comparatively broad set of reliable resources regarding states’ perspectives, with a focus on legal parameters. A premise underlying the database is that through careful documentation of diverse approaches, we can better understand those perspectives. The intended audience of the database is legal practitioners. The database is composed of statements made on behalf of states and/or by state officials. For the most part, the database focuses on statements regarding legal parameters concerning use of force in relation to Syria. HLS PILAC does not pass judgment on whether each statement is necessarily legally salient for purposes of international law. Nor does HLS PILAC seek to determine whether a particular statement may be understood as an expression of opinio juris or an act of state practice (though it might be).
