AbstractThe impact of consensus conferences on physicians was studied in 1985 for the first four conferences Sweden held in 1982–1985. For each conference a main target group was defined as hospital-based physicians in supervisory positions within relevant clinics. Data were collected through a postal survey of all 1,668 members of the four different target groups. The total response rate was 86%. Reported awareness of a particular consensus conference as well as professed knowledge of a single conference statement was high—roughly 90%—for all four conferences. The consensus statement evoked changes in clinical practice according to 7%–10% of the respondents and changes were proportionally higher for physicians in smaller hospitals. Most of the respondents (61%–83%) reported no change, claiming that the consensus statement reflected clinical practices established prior to the conference. The validity of self-reported data is discussed.

AbstractThe consensus development conference method developed by the National Institutes of Health in the United States has been adopted and modified by a number of countries. Based on published articles and communication with representatives from each country, we examined whether the organization and conduct of these conferences in nine countries (United States, Canada, Denmark, Finland, the Netherlands, Norway, Sweden, Switzerland, and the United Kingdom) enhanced or detracted from achieving the stated conference goals and objectives. We conclude that improvements in the process by which consensus conferences are conducted may be warranted. More scientific methods for synthesizing literature, such as meta-analysis, should be used in developing inputs for the conference panel. Formalizing the decision-making processes through polling or other methods that allow for structured disagreement with parts of a consensus statement would potentially expand the range and type of issues that can be addressed in such conferences. Finally, countries should consider having the consensus statement written over a longer period of time than the traditional overnight session, which seems unlikely to promote clear thinking.

Consensus conferences evolved as a response to the public's increasing dissatisfaction with technocratic decision-making processes that are judged to have repeatedly failed to serve its interests. The staging of the first Australian consensus conference at Old Parliament House in Canberra in March 1999 therefore presented an ideal opportunity to analyse the evolution of this new kind of policy input from its conception through to its implementation and subsequent evaluation. This thesis set out to provide an analysis of that trajectory using elements of the theoretical approach known as actor-network theory (ANT). Previous analyses of consensus conferences have generally provided only limited evaluations of single aspects of the entire process of setting up, implementing and evaluating such a conference. Furthermore, many of the early evaluations were conducted by reviewers or units which were themselves internal to the consensus conference under scrutiny. My own analysis has tried to offer broader, although inevitably less detailed, coverage, using a perspective from contemporary social theory that offers particular advantages in analysing the creation of short-term networks designed for specific purposes. By describing and analysing the role of this relatively new policy-making instrument, I have explored the different sub-networks that operate within the consensus conference process by focussing on the ways in which the conference was organised and how the relationships between the organisers and the participants helped to shape the outcomes. Thus the entire consensus conference sequence from idea to outcome can be thought of as a construction of a network to achieve at least one immediate goal. That goal was a single potential policy input, a consensus position embodied in the report of the lay panel. To realise that goal, the network needed to be recruited and stabilised and its members made to converge on that collective statement. But how is it that a range of disparate actors, including lay and expert, are mobilised to achieve that particular goal and what are the stabilisation devices which enable, or fail to enable this goal to be reached? In the context of the first Australian consensus conference, three key alignment devices emerged: texts, money and people. Yet it is clear from the evidence that some of these network stabilisation devices functioned poorly or not at all. This thesis has drawn attention to the areas in which they were weak and what importance that weakness had for the kind of policy outcome the consensus conference achieved. The role and extent of these powerful stabilisation devices in networks was therefore a vital issue for analysis. If one of the criteria to evaluate the success of a consensus conference is that it provides the stimulus to hold another, then the Australian conference must be deemed so far a failure. No further Australian consensus conference is planned. However, Australia stands to forfeit a number of advantages if no further consensus conferences or similar occasions are organised. Policy formation in contemporary democracies has had to accommodate an increasing array of new participants in order to track more effectively the diversity of potentially significant opinions on complex policy issues. This process requires new and transparent ways to educate and inform the public on policy issues and to ensure that policy makers are better informed about the needs and concerns of their community. As the evidence presented in thesis for the Australian example and its predecessors overseas suggests, consensus conferences have the potential to play a role in the contemporary policy-making context. But the realisation of that potential will vary according to their institutional contexts and the capacity of the actors to create the temporarily most stable and productive network out of the heterogeneous human and material resources to hand.

This study looks at the National Citizens' Technology Forum (NCTF), a modified version of the consensus conference, which took place in March, 2008 in six cities across the U.S. to understand how inclusive these methods of public participation are in practice. The research focused on two of these sites. Inclusion of participants was defined in terms of presence, voice and being heard. Transcripts of the audio-visual recordings of the proceedings were the main data of analysis. By focusing on the talk within these deliberative forums, the study looked at how the rules of engagement and status (ascribed and achieved) differences between participants can affect inclusion. The analysis did not reveal any substantial effects of ascribed characteristics on deliberation. Facilitation and the presence of expertise among the participants were found to influence inclusion and equality among participants. These findings suggest that organizers and facilitators of deliberative exercises have to be reflexive of their role as well as aware of the group dynamics. The results also address the larger questions within science and technology policy like the role of expertise and the public in decision making, the institutional design of participatory exercises, and their relation to the political culture and the policy process.

La presente tesis se basa en un caso de estudio dentro del área de los Estudios de Ciencia y Tecnología (STS sus siglas en inglés). El autor examinó etnográficamente el desarrollo de una experiencia participativa basada en el modelo de Conferencias de Consenso desarrollado en Dinamarca. Este mecanismo se caracteriza por la conformación de un panel de ciudadanos legos, la promoción de la interacción de los ciudadanos legos con expertos en la temática en discusión y la elaboración de un informe final. La conferencia de consenso analizada estaba interesada por la relación entre las nuevas tecnologías y la vida cotidiana de las personas mayores. Este modelo de conferencia presentó algunas modificaciones con el objetivo de adaptar el mecanismo a los participantes evitar que sean los miembros del panel quienes se adapten al mecanismo. Este trabajo de investigación presenta una descripción densa de la experiencia del autor como observador participante y al mismo tiempo desarrolla su análisis a partir de algunos conceptos teóricos del campo de los STS. Especialmente se hace uso de las nociones de Foros Híbridos y Procesos de Inscripción. El lector podrá adentrarse en la experiencia de la elaboración de un mecanismo con estas características, en compañía de las interpretaciones del autor y de comentarios de los propios participantes. Como finalidad última, este trabajo pretender contribuir a la devolución de resultados para aquellos que fueron parte del proceso participativo estudiado.
This thesis is based on a case study in the area of Science and Technology Studies (STS). The author was immersed in the development of a participatory experience based on the model of Consensus Conferences used in Denmark. This mechanism is characterized by a process of formation of a panel composed for lay people (a.k.a citizen panel), the fostering of citizens-expert interaction and the construction of a final report. The consensus conference under analysis was focused on the relationship between new technologies and older people’s daily life. This conference introduced some modifications in order to adapt the mechanism to the participants and to avoid the members of the panel to adapt themselves to the mechanism. This research presents a thick description of the author's experience as a participant observer and at the same time develops an analysis which is grounded in some theoretical concepts from the field of STS. Concretely, the notions of Hybrid Forums and Inscription Processes were employed. The reader can experience the development of a mechanism with these features along with the author's interpretations and comments from the participants. As ultimate goal, this work expects to contribute to “the return” for those who were part of the participatory process studied.

Musculoskeletal knee conditions present a growing burden for community based rehabilitation. Outcome measures profile current health status, detect change and evaluate response to interventions. There is, however, an abundance of outcome measures but no recommendation on which to use or what data to collect, leading to widespread variation in practice. The purpose of this study was to identify those outcome measures with robust scientific evidence for adults undergoing conservative treatment of musculoskeletal knee conditions and establish, through consensus with clinicians, researchers and patients, which are acceptable and feasible for use in community based settings. An investigation of current clinical practice in NHS Scotland profiled data collection and outcome measure use in community rehabilitation. Evidenced based, validated patient vignettes were developed to establish the scope of the study. The literature reporting and testing the clinimetric properties of outcome measures was systematically reviewed and the OMERACT filters of 'truth' and 'discrimination' applied to the data for each outcome measure by an expert panel. Those measures meeting predefined quality thresholds were presented to a national Consensus Development Conference where delegates voted on their acceptability and feasibility, followed by wider public consultation. None of the 37 outcome measures identified had been fully tested or were fully supported with sufficient quality and breadth of evidence for all components of the OMERACT filter, only ten met the preset criteria for 'truth' and 'discrimination' . Five were presented to Conference and two (Lysholm and WOMAC) were subsequently recommended for use in clinical practice. Barriers to implementation included time, administration and cost. This thesis reports on a study to recommend a core set of outcome measures that could facilitate standardisation of data collection and demonstrate effectiveness of interventions for adults with musculoskeletal conditions of the knee. It captures thoughts and concerns of clinicians on the introduction of a minimum core set of outcome measures.

Background The Australian nurse practitioner (NP) role is represented by over 1,400 endorsed NPs practising in over 50 different specialty areas. Generic standards have broadly supported the role’s behavioural, professional and expanded practice expectations since 2006, and have been used for the accreditation of NP Masters programmes nationally. The need for consistent and flexible specialty clinical education for NP students has been described in the Australian literature. The clinical learning and teaching of Australian NP specialty roles has traditionally occurred in the student’s workplace, within a specified area of practice. Jurisdictional differences at state/territory and local levels have influenced how NP students develop and enact their roles once endorsed. Factors such as the student’s clinical supervisor, local legislation and policy, role ambiguity, restrictive local clinical guidelines and protocols influence what NP students learn in their clinical learning environments. These factors contribute to a highly differentiated NP workforce, with differing clinical skills, knowledge and abilities noted within the same specialty area. Similar difficulties have led to the development of broad specialty areas in the United States of America. To better complement the generic learning and teaching students receive through their academic programmes, this research aims to validate a specialist clinical learning and teaching framework for Australian nurse practitioners. This framework will not only enhance consistency in their specialty clinical learning and teaching, but create greater workforce flexibility. A consensus-based research methodology was needed to validate the specialty clinical learning and teaching framework. Delphi Technique is a consensus-based research methodology commonly employed in nursing research to explore solutions to questions that have unclear or indeterminate answers. It aims to achieve a pre-determined level of consensus on a research question, using content experts through an anonymous and iterative process. Critical to the method’s validity is the participation of a heterogeneous group of experts with advanced knowledge of the content area, and whose feedback to other panelists is controlled to minimise social influence. Individual participant characteristics, such as experience level and confidence in decision-making, and the influence of these upon consensus are poorly described in the Delphi literature. There was little previous empirical research to inform how to best describe heterogeneity of opinion informing the specialty clinical learning and teaching framework using nurse practitioners. Aims - To validate a specialty clinical learning and teaching framework for Australian NP students. Specific objectives that addressed this aim were: - To validate a previously developed Australian NP metaspecialty taxonomy. - To validate supporting clinical practice standards used for the metaspecialty taxonomy. - To contribute knowledge of how consensus is achieved when using Reactive Delphi methodology. Specific questions that addressed this aim were: - Does Reactive Delphi methodology potentiate the negative influence of the bandwagon effect in Delphi panelists? - What effect does panelist confidence have on decision-making in Delphi panelists? - How can experience level be objectively demonstrated in individual Delphi panelists? - What effect does experience level have on decision-making in Delphi panelists? - Does confidence relate to opinion change in individual Delphi panelists? - What effect does panel composition have on consensus outcomes? - To demonstrate the application of web-based methods in Delphi research. Specific objectives that addressed this aim were: - Describe the advantages of using a web-based Delphi method. - Describe the risks of using a web-based Delphi method. - Describe how panelist feedback was managed during six concurrent Delphi studies. Methodology and Methods This mixed-methods research used Delphi Technique to achieve consensus on, and therefore validate, a NP specialty clinical learning and teaching framework. Two sequential 3-round Reactive Delphi surveys were used to achieve the research aims. The first Delphi survey was designed to validate a proposed broad Australian NP specialty taxonomy previously established by the 2014 CLLEVER (CLinical LEarning goVERnance) study. The second Delphi survey was designed to validate clinical practice standards, which would support and provide definition to the specialty taxonomy. Together, the taxonomy and standards informed the proposed specialty clinical learning and teaching framework. Consensus Development Conference methodology was used to refine the proposed specialty clinical learning and teaching framework. Data collected during the conduct of the first Delphi survey achieved the second research aim. The third research aim was achieved by using metadata, paradata and embedded data in an advanced web-based survey design for both Delphi surveys. Purposive sampling and snowballing techniques were used to recruit from an eligible population of NPs, endorsed by the Nursing and Midwifery Board of Australia, with at least 12 months’ post-endorsement experience (N=966). Web-based survey technology was used to collect data. Data were analysed using content analysis, descriptive and inferential statistics. The Content Validity Index and non-parametric testing using McNemar’s Test for Change were used to determine consensus that informed the proposed framework. Results Approximately 20% of the eligible Australian NP population contributed to both Delphi surveys. Six broad specialty areas, termed metaspecialties, were validated for the proposed specialty taxonomy. A Consensus Development Conference refined the names of two metaspecialties. The metaspecialties served as a foundation for validated clinical practice standards, which provided substance and definition to the final specialty clinical learning and framework. Heterogeneity of expert NP opinion informing the framework was demonstrated using professional activities representative of advanced practice nursing. There was no indication of negative social influence determining the manner by which panelists achieved consensus on the proposed framework. A novel method of using metadata, paradata and embedded data in web-based surveys was applied, which supported high survey response rates and identified non-response bias. A novel application of web-based surveys allowed the researcher to concurrently conduct six Delphi surveys nested within a larger research project. Conclusion This research demonstrates a rigorous approach in validating a proposed specialty clinical learning and teaching framework for Australian NP students. It contributes new knowledge on the internal and external validity of Reactive Delphi methodology.

AbstractThe consensus-seeking nature of Germany’s civic epistemology and largely absent structural incentives for advisory work of academics may imply an overall comparatively lower engagement. Yet, German political science stands in the tradition of a ‘watchdog’ of democracy, and the past decades bear witness of continued involvement in societal and political debates. Not least, German political scientists have led a vivid internal debate on the ‘relevance of our discipline’ in recent years, reflected in a number of conferences and publications. Germany thus makes an interesting case regarding the advisory role of political scientists in a comparative perspective. This chapter studies how, to whom, and how often political scientists in Germany provide their expertise for policymaking. It is based on the German results of the ProSEPS survey, accompanied by a case illustration of advice and opinionating on the rise of populism. The analysis shows not only that German political scientists are less active in comparison to colleagues in many other countries but also that they are more active than could be expected—with academic norms and employment situation forming key explanatory factors for the level and forms of engagement.

Small unmanned aerial vehicles (UAVs) can provide facilities in various applications. Compared with single UAV system, small UAVs based cooperative UAV system can bring advantages such as higher efficiency and safety. Therefore, it is necessary to design a robust multi-agent cooperative flight controller to coordinate a group of small UAVs for stable formation flights. This paper investigates the problem of consensus-based formation control for a multi-UAV system. Firstly, We choose a simplified model with nonholonomic constraints for UAV dynamics. Secondly, using the algebraic theory and backstepping technique, we design consensus protocols for multi-UAV systems under the strongly connected topology. Then based on that, we propose a multi-UAVfromation control strategy. Finally, we extend our results to the directed topology case which is still effective by simulation.

The present work concerns the multi-group consensus behavior of directed complex networks. The network consists of agents with heterogeneous fractional-order non-linear dynamics. It can be divided into several groups due to their dynamics or equilibriums. Each group will be stabilized at an equilibrium and different groups may have different steady state values. A necessary and sufficient condition is provided for the proposed pinning control law to be locally Mittag-Leffler stable. The conclusion turns to guarantee the exponential stable for integer-order systems. The collection of heterogeneous equilibriums is determined by the geometric multiplicity of the zero eigenvalue respect to the graph Laplacian. Simulations on fractional-order chaotic systems demonstrated the conclusions.

The complexity of managing multidisciplinary engineering systems offers an unprecedented opportunity to investigate decomposition methods, which separate a system into a number of smaller subsystems that can be designed in multiple physical locations and coordinate the design of the subsystems to collaboratively achieve the original system design. This paper studies a network target coordination model for optimizing subsystems that are distributed as multiple agents in a network. To solve these coupled subsystems concurrently, we consider the “consensus optimization” approach by incorporating subgradient algorithms so that the master problem or auxiliary design variables required by most distributed coordination methods are not needed. The method allows each agent to conduct its optimization by locally solving for coupling variables with the information obtained from other agents in the network in an iteratively improving process. The convergence results of a geometric programming problem that satisfies the convexity assumption is provided. Moreover, two non-convex examples are tested to investigate the convergence characteristics of the proposed methods.

The purpose of the present study is to investigate the status of the core curriculum in higher education doctoral programs from the perspective of program directors. We used online survey analytic techniques to query program directors about their EdD and PhD programs in higher education, credit hours, and curricular content. Our study confirms previous work finding that there is common agreement in the subject matter areas of organization, leadership, administration, and history. What our work adds is that there is a growing consensus among higher education doctoral programs about the position of higher education law and finance in the curricular core. In addition, we find there is a growing interest in public policy and community colleges over time, with a majority of EdD programs including instruction in these areas. Nevertheless, majoritarian agreement does not meet at a level wherein consensus can be inferred, especially within PhD programs where requirements are more varied across programs. In addition, while there is an increasing trend in the inclusion of multiculturalism in higher education doctoral programming, multiculturalism is not currently part of higher education’s core. We conclude with research and practice implications for doctoral programs in higher education as a field of study.

Abstract The algorithm presented here combines Boolean logic analysis with heuristic search to solve the general 0-1 polynomial programming problem. It can also be extended to solve continuous variable problems, after the problem has been converted to discrete polynomial form. Logic relations embedded in 0-1 variables are explored by a simple consensus operation to serve as the main minimization strategy. The procedure for sequential generation of prime implicants avoids rapidly increasing the number of prime implicants when problems become large. The computational results indicate that this algorithm is quite reliable for 0-1 problem formulations.

Abstract Over the past 50 years, researchers have repeatedly proposed the establishment of a new interdisciplinary engineering field in Engineering for Global Development (EGD), whose analytical tools and design processes result in positive social impacts and poverty alleviation in a global development context. Within each discipline and research area, a growing body of work has sought to systematically create scientific knowledge in this area. However, a recent network analysis of Human-Centered Design plus Development research indicates that sub-communities are not collaborating at a high level and therefore the overall research agenda may lack cohesion. This paper presents a descriptive analysis of EGD research within mechanical engineering along four dimensions through a systematic literature review and secondary data analysis. Results from the review and a Latent Dirichlet Allocation model indicate EGD work in mechanical engineering draws upon research methodologies from a number of other fields and has low levels of consensus on technical terminology. These results suggest consensus in the broader interdisciplinary EGD field should be examined.

Abstract Jobs performed by small to medium enterprises (SMEs) are infrequently automated due to high setup costs and lack of technical expertise needed for robot training, however productivity and worker safety can be improved in SMEs with the use automated tooling. In a traditional automated manufacturing environment, tasks such a welding or painting are accomplished through execution of pre-programmed tool motions which rely on the location and orientation of the workpiece to be fixed and known. The lack of this spatial information is typically treated through positioning of the workpiece with respect to the robot arm using jigs or fixtures which are costly in initial setup and not easily modified. Further, the resulting toolpath associated with a desired task is typically defined through manual teaching resulting in a path appropriate for an individual job. For this reason, SMEs requiring variation in part geometry or arrangement are not commonly automated. This work presents a method for automated weld path generation for a 6DOF co-bot arm using random sample consensus (RANSAC) and iterative closest point (ICP) workpiece localization from LiDAR point clouds. Scans from a low cost 2D LiDAR mounted to the co-bot arm are used to generate 3D point clouds of the workspace scene with the Robot Operating System (ROS). The Point Cloud Library (PCL) is used to compare the generated point cloud with a CAD model to produce a rigid transformation to localize the workpiece. The estimated pose of the workpiece with respect to a fixed frame is used offline to generate a weld path as series of tool poses. An example welding processes in which two square tubes are joined through weldment are investigated and a physical implementation of the method is demonstrated using a 2D LiDAR mounted to a 6DOF co-bot arm.

Abstract We report on our experience using an Internet-based collaborative environment to enhance the design and manufacturing process of a custom-designed artifact transport system (ATS). Specifically, we focus on overcoming the hurdles associated with exchanging heterogeneous information that includes text, graphics, and computer-aided design (CAD) data among 15 to 20 geographically-separated project participants, each with his own unique workstation and operating system. To share this heterogeneous information among the team’s members, which included designers, physicists, manufacturers and managers, we implemented a collaborative workbench (CW) that was designed specifically for platform-independent design and manufacturing collaboration. The workbench consists of two principal parts: an Internet-accessible portion and a platform-specific collaboration notebook. The Internet-accessible portion runs on a local server and consists of a Project Area that contains project-specific information such as drawings, specifications, and schedules, and a Document Vault, which stores files of any type that can be uploaded via client World Wide Web browsers. Based on specifications from the physicists, designers created and represented ATS components and assemblies on their respective CAD systems. The designers published their designs on the CW and informed project team members of the newly available CAD drawings via automatic email. Team members then commented directly on the CW representations of the CAD drawings, and those comments were republished with the drawings. This process continued until team members reached a consensus, or until face-to-face meetings helped resolve conflicting issues. Similar processes occurred with documents such as reports and schedules and with digitized photographs of manufactured components. We conclude that environments like the CW can be effective in helping teams overcome the problems associated with diverse computing environments and heterogeneous data formats, and can be effective in facilitating consensus-based decision making necessary for collaborative design.

The authors have studied daily decision-making processes in groups under uncertainty, with an exploratory field study in the medical domain. The work follows the tradition of naturalistic decision-making (NDM) research. It aims to understand how groups in this high reliability context conceptualize and internalize uncertainties, and how they handle them in order to achieve effective decision-making in their everyday activities. Analysis of the survey data shows that uncertainty is thought of in terms of issues and sources (as identified by previous research), but also (possibly a domain-specific observation) as a lack of personal knowledge or skill. Uncertainty is accompanied by emotions of fear and shame. It arises during the diagnostic process, the treatment process and the outcome of medical decision making. The most frequently cited sources of uncertainty are partly lacking information and inadequate understanding owing to instability of information. Descriptions of typical group decisions reveal that the individual himself is a source of uncertainty when a lack of knowledge, skills and expertise is perceived. The group can serve as a source of uncertainty if divergent opinions in the decision making group exist. Three different situations of group decisions are identified: Interdisciplinary regular meetings (e.g. tumor conferences), formal ward meetings and ad hoc consultations. In all healthcare units concerned by the study, only little use of structured decision making procedures and processes is reported. Strategies used to handle uncertainty include attempts to reduce uncertainty by collecting additional information, delaying action until more information is available or by soliciting advice from other physicians. The factors which ultimately determine group decisions are hierarchy (the opinion of more senior medical staff carries more weight than that of junior staff), patients’ interest and professional competence. Important attributes of poor group decisions are the absence of consensus and the use of hierarchy as the predominant decision criterion. On the other hand, decisions judged to be effective are marked by a sufficient information base, a positive discussion culture and consensus. The authors identify four possible obstacles to effective decision making: a steep hierarchy gradient, a poor discussion culture, a strong need for consensus, and insufficient structure and guidance of group decision making processes. A number of intervention techniques which have been shown in other industries to be effective in improving some of these obstacles are presented.

Following the International Population and Development Conference in Cairo, there has been widespread consensus in the international community that family planning (FP) programs must be people-centered and focus not just on contraception, but on the reproductive health (RH) of men and women throughout their lives. This policy brief reviews the research and policy implications of promoting the Lactational Amenorrhea Method (LAM) as a component of FP counseling in India. The Government of India and the Population Council are using a pregnancy-based approach in Uttar Pradesh to improve the delivery of FP services through the rural primary health care system. Introducing pregnant women and their families to LAM offers a number of health benefits for mother and child. It promotes breastfeeding, which benefits the mother by reducing risk of postpartum hemorrhage and lowering risk of breast and ovarian cancers. The benefits to the fully breastfed infant include protection from hypothermia, neonatal hypoglycemia, and infections, in addition to nutritional advantages. Breastfeeding reduces postpartum fertility, thus delaying the need to use other contraceptive methods. LAM introduces couples to the concept of nonpermanent contraception and child spacing in a culturally acceptable way.

This “aide-memoire” records the substance of the presentations and discussions of a Day of Dialogue—spanning two half-days on June 20–21, 1994—among representatives of the European donor community and the Population Council on “Contraceptive Methods for Today and Tomorrow: Developments, Prospects, and Issues.” The discussion covered how contraceptives are developed, prospects for new technology, areas of controversy surrounding current and potential methods, and ways to improve the process. This is the third Day of Dialogue the Population Council has been instrumental in organizing. The format for these meetings is simple and informal: Population Council staff and invited experts from other organizations give brief presentations. This is followed by far-ranging discussions over the course of the day. By design, no consensus is reached or set of recommendations circulated. An aide-memoire sent to all participants is the meeting’s record of comments, proposals, and suggestions for follow-up action.
