The strength capacity of modular buildings is determined by the weakest part, and connections between modular units are often weaker than the modular units themselves. Thus, to verify the safety of modular structures, the structural performance of connections between modular units should be evaluated; the practical suitability of connection methods under a range of construction conditions should also be determined. In conventional modular building structures, modular units are generally connected using bolts between connector plates, interlocking devices, or steel plate welding. However, current methods are not technically or practically suitable for all types of modular buildings, such as high-rise modular buildings. Here, we describe a novel technology for connecting modular units to ensure the safety of modular structures. In this study, straight and cross-shaped metal connectors that use rectangular tubular columns and channel beams were proposed for connecting modules. Their structural performance was evaluated through cyclic loading tests by controlling the story drift angle in the width and longitudinal directions. The experimental results demonstrated that all specimens exhibited relatively stable behavior up to a drift angle of 0.04 rad, and there was a superior response in terms of energy absorption capability in the longitudinal direction results compared to the width direction. However, in comparison to the cross-shaped connector plate, the stiffness of the straight connector plate decreased as the drift angle of the column increased.

Abstract. Connected chaotic systems can, under some circumstances, synchronize their states with an exchange of matter and energy between the systems. This is the case for toy models like the Lorenz 63, and more complex models. In this study we perform synchronization experiments with two connected quasi-geostrophic (QG) models of the atmosphere with 1449 degrees of freedom. The purpose is to determine whether connecting only a subset of the model state space can still lead to complete synchronization (CS). In addition, we evaluated whether empirical orthogonal functions (EOF) form efficient basis functions for synchronization in order to limit the number of connections. In this paper, we show that only the intermediate spectral wavenumbers (5–12) need to be connected in order to achieve CS. In addition, the minimum connection timescale needed for CS is 7.3 days. Both the connection subset and the connection timescale, or strength, are consistent with the time and spatial scales of the baroclinic instabilities in the model. This is in line with the fact that the baroclinic instabilities are the largest source of divergence between the two connected models. Using the Lorenz 63 model, we show that EOFs are nearly optimal basis functions for synchronization. The QG model results show that the minimum number of EOFs that need to be connected for CS is a factor of three smaller than when connecting the original state variables.

One of key issues of designing connected structure is the design of the connecting body between towers. This paper presents the analysis of different connecting body design schemes based on a 202.15 m (663 ft) twin-tower ultra-high-rise structure connected by a connecting truss. The influence of height and type of connection on the entire building structure was studied by comparing storey shear forces and drift of structure. The results indicated that the connection type between the connecting body and main structure has little influence on the building structure performance. Finite element analysis of the connecting body indicated that the internal force characteristic of rigid connection type is better compared to the hinge connection type. Furthermore, the connecting truss design based on inclined braces connected by hinge joint is superior compared to the rigid joints.

The paper attempts to research the seismic behavior and mechanical mechanisms under repeated low-cycle loading of vertical connections in prefabricated reinforced concrete structures. Eighteen specimens were designed and tested, the test process and the mechanical mechanisms are studied, the seismic behavior of connections is analyzed, and the shear resistance formulas are proposed. The theoretical values based on proposed formulas are good agreement with test results. Under repeated loading, the shear resistance decreases, the connection ductility increases with connecting bar, but decreases with connection width. However, all the connections fail crisply with poor ductility. At sudden-cracking, the shear resistance increases with connecting bar, but changes nonlinearly with connection width. The resistance is composed of attributions of mechanism of diagonal-compressive column (MDCC) and mechanism of compressive friction action (MCFA). After sudden-cracking, the shear resistance is provided by weakened MDCC and dowel action of connecting bars (DACB). It increases with connecting bar and connection width.

Using three-dimensional modeling software to design a kind of swinging rear underrun protective device, using the Ansys finite element analysis software, in accordance with the provisions of GB11567.2-2001, the rear underrun protective device applied static load analysis. The results show that the protective device and the body in the welding and bolt connecting two different cases, connected by bolts can effectively avoid the connection of stress concentration, and support as the main part of the force. But by welding, the connections exist obvious stress concentration, may to cause the protective frame dropping.

A geodesic or net dome, also known as a Fuller’s dome, is a spherical structure. Geodesic domes are well receptive to asymmetric loads, especially snow and wind, have high aerodynamics, increased rigidity and stability. It should be noted that the larger the diameter of the sphere, the greater its bearing capacity, and the strength of such dome slightly depends on the building materials used. With significant advantages, the design and construction of wooden net domes has not become widespread. The fact is that net domes are spatial structures with a large number of elements, which accordingly entails a large number of nodes. The elements of the dome are connected with dowels, wet film gauge, bolts, wood screws, staples, screws, nails. Adhesive connections on washers are used, also steel clamps, straps, overlays are applied. However, they all have disadvantages, the scope of each connector is different, and their cost is often comparable to the cost of the dome elements. We offer a universal connector for connecting dome parts at any angle. As a result of introduction of such technical decision of knot, we receive essential simplification of a design, reduction of quantity of components, at the same time with increase of its manufacturability. To study the operation of the joint of wooden glue-board elements of the dome with the use of a universal connector, its experimental studies were carried out. The purpose of the study: to study the actual operation of the connection of wooden parts of the dome with a universal connector in the form of rotating fasteners that rotate freely on the draw bolt, to assess its strength and deformability, to assess the possibility of using such a connection in the design of spatial structures. To solve the tasks, a full-scale fragment of the dome was tested, which includes characteristic nodes with rigid adjacency of elements to each other.

Context. To reduce the computational resource time in the problems of diagnosing and recognizing distorted images based on a fully connected stochastic pseudospin neural network, it becomes necessary to thin out synaptic connections between neurons, which is solved using the method of diagonalizing the matrix of synaptic connections without losing interaction between all neurons in the network. Objective. To create an architecture of a stochastic pseudo-spin neural network with diagonal synaptic connections without loosing the interaction between all the neurons in the layer to reduce its learning time. Method. The paper uses the Hausholder method, the method of compressing input images based on the diagonalization of the matrix of synaptic connections and the computer mathematics system MATLAB for converting a fully connected neural network into a tridiagonal form with hidden synaptic connections between all neurons. Results. We developed a model of a stochastic neural network architecture with sparse renormalized synaptic connections that take into account deleted synaptic connections. Based on the transformation of the synaptic connection matrix of a fully connected neural network into a Hessenberg matrix with tridiagonal synaptic connections, we proposed a renormalized local Hebb rule. Using the computer mathematics system “WolframMathematica 11.3”, we calculated, as a function of the number of neurons N, the relative tuning time of synaptic connections (per iteration) in a stochastic pseudospin neural network with a tridiagonal connection Matrix, relative to the tuning time of synaptic connections (per iteration) in a fully connected synaptic neural network. Conclusions. We found that with an increase in the number of neurons, the tuning time of synaptic connections (per iteration) in a stochastic pseudospin neural network with a tridiagonal connection Matrix, relative to the tuning time of synaptic connections (per iteration) in a fully connected synaptic neural network, decreases according to a hyperbolic law. Depending on the direction of pseudospin neurons, we proposed a classification of a renormalized neural network with a ferromagnetic structure, an antiferromagnetic structure, and a dipole glass.

The Australian landcare movement is considered to be a major success, with an extensive community landcare network developed, raised levels and depth of awareness, and a range of demonstration projects undertaken. It has inspired people across Australia and has been emulated overseas. However, negative trends in environmental conditions continue unabated. If the approach of the Australian landcare movement to date has not addressed the current unsustainable farming practices, what approach will? This Australian study explores the history of the ‘mechanistic’ worldview, its influence on the attitudes to and treatment of landscapes and indigenous knowledge from colonisation, and the ongoing impacts on current social and natural rural landscapes. Increasing tension between the mechanistic worldview and the growing landcare ethic based on relationships is apparent. Through the focus project, Watershed Torbay, a different way of seeing and treating the world is explored by praxis. A worldview based on relationships and connection as the end purpose is proffered. Strengthening connection with one’s own moral framework, and relationships with people and place in community, are seen as the path to achieving sustainability based on ecological and values rationality. It is recognised that there are multiple ways of seeing and experiencing the world, and it is important to give voice to all players with a connection to decision making. This also means that there are different forms of knowledge; these can be grouped under the typology of epistemic or scientific knowledge, techne or technical/practical capability, and the central form of knowledge about values and interests. I have worked with the focus project as a reflective practitioner undertaking action research; this is evident in the movement between theory and practice through the thesis. The thesis concludes in praxis taking the learning from the focus project, and exploration of theory, to answer the question posed at the outset by outlining how the relational worldview can be applied to the regional bodies now delivering major landcare programs.

In the past, going to the movies was an event. The grand lit marquee made a statement, ushering you inside. The elaborately decorated lobby transported you to a place in your dreams where riches and opulence abound. The curtained screen marked the start of a true storied spectacle as you sat close to your friends and neighbors dressed in their Sunday best. There was no denying that the cinema was the place to see, be seen and to socialize. In contrast, today’s movie-going can be classified as more of a singular experience. You wait in long, solemn cattle lines to enter a cluttered lobby with loud video games, tacky candy machines and tunnel-like hallways. You sit in plush recliners in a sea of strangers and rush out of the theater before even the lights come up. In response to this cultural shift, my proposed design solution will challenge the isolation of today’s cinema by recreating the procession associated with neighborhood movie-going of the early 1900s. I will reinvent a cinema built in 1937, the Bellevue Theater, and develop a design that is contemporary, incorporating both modern technology and interests of today. The design will explore the spatial connections between one and many, fostering both the individual and group experience associated with the big screen – the cinema procession of the past.

Capacitive communication using human body as a electrical channel has attracted much attention in the area of personal area networks (PANs) since its introduction by Zimmerman in 1995. The reason being that the personal information and communication appliances are becoming an integral part of our daily lives. The advancement in technology is also helping a great deal in making them interesting,useful and very much affordable. If we interconnect these body-based devices with capacitive communication approach in a manner appropriate to the power, size, cost and functionality, it lessens the burden of supporting a communication channel by existing wired and wireless technologies. More than that, using body as physical communication channel for a PAN device compared to traditional radio transmission seems to have a lot of inherent advantages in terms of power and security etc. But still a lot of feasibility and reliability issues have to be addressed before it is ready for prime time. This promising technology is recently sub-classified into body area networks (BAN) and is currently under discussion in the IEEE 802.15.6 Task Group for addressing the technical requirements to unleash its full potential for BANs. This could play a part in Ericsson's envision of  50 billion connections by 2020. This thesis work is part of the main project to investigate the models, interface and derive requirements on the analog-front-end (AFE) required for the system. Also to suggest a first order model of the AFE that suits this communication system.In this thesis work the human body is modeled along with interfaces and transceiver to reflect the true condition of the system functioning. Various requirements like sensitivity, dynamic range, noise figure and signal-to-noise ratio (SNR) requirements are derived based on the system model. An AFE model based on discrete components is simulated, which was later used for proof of concept. Also a first order AFE model is developed based on the requirements derived. The AFE model is simulated under the assumed interference and noise conditions. The first order requirements for the submodules of the AFE are also derived. Future work and challenges are discussed.

Electrical connectors are the blocks that connect solar panels together. Whenever a photovoltaic plant commences, the main discussion goes around on solar panels, inverters, charge controllers, etc. But the topic of connectors is usually hardly discussed. Connectors in a photovoltaic system can definitely contribute to improve the overall performance of the system, provided that importance is given while selecting the connectors. The electrical connectors used in photovoltaic systems can be connected in two possible ways. Connectors can be connected either in a pure-connection or in a cross-connection. Male and female connectors from the same brand results a pure-connection (P-C). Male and female connectors from two different brands results in a cross-connection (C-C). There have been discussions in photovoltaic, electrical connector markets and international solar events regarding the risks involved, losses and consequences due to a cross-connection. The main reason behind cross-connections is the unawareness of the installers in knowing the difference between a pure-connection and a cross-connection. Even though the installers are aware of this difference, they are not aware of the consequences of cross-connections. Multi-Contact, a leading electrical connector manufacturer of MC4 photovoltaic connectors affected by the counterfeit products of MC4, due to the sudden boom in the solar market during 2011-12. With the help of TÜV Rheinland, Multi-Contact conducted couple of tests namely temperature increase test and accelerated stress tests to understand the disadvantages of cross-connections. This thesis tried to replicate the tests performed by Multi-Contact in an attempt to understand the test results by using connectors that are used in the Swedish market. Performing temperature increase test and accelerated stress tests on most commonly used connectors in the Swedish market is the main aim of this thesis. The first test, gives an understanding of the temperature variations across various connector sets (four connector sets from various manufacturers used in this thesis) and the latter tests helps to understand the quality of the contact resistance of these connector sets. The four connector set manufacturers used in this test were Multi-Contact (MC), Weidmüller (WM), Blussun solar (BSS) and PBM. The quality of contact resistance of a connector is directly related to the quality of the connector set. During the 20 minutes of the temperature increase test, the connector set from WM performed better than its competitors in the P-C. Whereas, the MC-BSS connector set had performed well in the C-C. The connector type of male MC and female BSS showed its dominance throughout the test. Unfortunately, no conclusions were able to be drawn from this test results due to insufficient information about the test procedure. From the results of accelerated stress tests, the C-C set from MC outperformed its P-C counterpart. All ten connector sets used in this project passed the standard and qualified as connectors with good quality contact resistance. Therefore the best results out of only a P-C connector set does not seems to be completely true. With the standard used in this thesis, it is quite difficult to judge the quality of connectors. Rather than saying a P-C is superior and a C-C is inferior in terms of quality, there is a need to come up with a new method to evaluate the quality of connectors. Matching the connectors based on their tolerances could be a potential solution to the mismatching problem in connectors.

In structural steel connection design, simple shear connections are one of the most common connection types utilized. The industry, especially from the side of the engineer, tends to lean toward using Double Clip Angle Connections as the default standard for simple shear connections. A double clip angle connection is a connection consisting of two angles transferring the shear forces from one member to the next either through bolts or welds. The design of Double Clip Angle Connections is efficient and the connections themselves are easy to fabricate. However, benefits to utilizing other types of shear connections exist. Many of these benefits are seen in the fabrication shop or during erection and construction. This is especially true of single shear plate or shear tab connections when applied to open structure design. Shear tab connections consist of a single plate that transfers the shear forces from one member to the next with bolts or with welds. The design of shear tab connections can be a more involved process than the design of double clip angles. Sometimes the shear plate or shear tab has to be longer than is typical. This is called an extended shear plate connection. These extended shear plates can bring other variables into the design that typically don’t occur with Double Clip Angle Connections such as bending of the plate or the need for multiple bolt columns. However, with proper planning and detailing, the benefits and savings experienced in the fabrication or construction phase may outweigh what can be seen as a more laborious design task. The purpose of this report is to identify the possible benefits achieved in using each of these connections, highlight the differences in the design approach for each, and use a study model to compare the outcome of using one connection over another in the design of a typical open structure. Double clip angles are typically the most efficient approach when speed of design and simplicity of fabrication are the desired outcomes. However, shear plate or shear tab connections have the potential to provide safer erection alternatives and materials savings if used in appropriate ways and with the right applications.

Abstract Simulation is increasingly used as an engineering tool in the maritime industry. Currently, there is a particular focus on digital twins, where a supplier of equipment should also supply a simulation model of the equipment. Today, the person configuring the simulator must manually connect all required signals between these models, interpreting the meaning of each signal name to determine which signal can be connected together (e.g., connecting “pressure out” to “pressure in”, while ensuring that their units match). This is a tedious and error-prone process. In this paper, we present a method for automatically connecting variables of different models while complying with the FMI standard in co-simulations. This also includes a method for unit conversions. The methods for both automatic connections and unit conversions are based on ontologies. The key idea is to build an ontology, based on existing ontologies, which enables structuring model input and output variables into groups and hierarchies, and assign them a defined type. This enables reasoning about connections between models, and simplifies the model connections. The focus in this paper is to present the ontology, how FMI interface signals can be connected to the ontology, and how this can be used to simplify model connections.

The most common type of a steel concrete composite beam is the one using conventional welded headed studs to connect the top flange of a steel beam to the concrete slab. However, the monolithic structure between the headed studs and the concrete slab prevents the deconstruction of the beam. More sustainable solutions in construction can be achieved by developing demountable connections which allow for fully deconstruction and reuse of all structural systems. This paper presents a novel demountable shear connector for use in steel concrete composite beams in conjunction with precast hollow core slab units. The demountable connection proposed has the advantages of minimal use of in situ concrete required only in specific regions, increased ductility due to the unique shape of the shear connector and since it is not embedded in in situ concrete, it facilitates the deconstruction procedure. Ten horizontal push out tests aiming at investigating the structural performance of the demountable shear connector were carried out. The strength of the connection is predicted using simple mechanics based on plastic beam analysis. The experimental results showed that the proposed demountable shear connector can achieve increased strength depending on the geometric characteristics of the connector, a ductile slip-load curve and a very high slip capacity.

Abstract Electrical connections in consumer products are typically made manually rather than through automated assembly systems due to the high variety of connector types and connector positions, and the soft flexible nature of their structures. Manual connections are prone to failure through missed or improper connections in the assembly process and can lead to unexpected downtime and expensive rework. Past approaches for registering connection success such as vision verification or Augmented Reality have shown limited ability to verify correct connection state. However, the feasibility of an acoustic-based verification system for electrical connector confirmation has not been extensively researched. One of the major problems preventing acoustic based verification in a manufacturing or assembly environment is the typically low signal to noise ratio (SNR) between the sound of an electrical connection and the diverse soundscape of the plant. In this study, a physical means of background noise mitigation and signature amplification are investigated in order to increase the SNR between the electrical connection and the plant soundscape in order to improve detection. The concept is that an increase in the SNR will lead to an improvement in the accuracy and robustness of an acoustic event detection and classification system. Digital filtering has been used in the past to deal with low SNRs, however, it runs the risk of filtering out potential important features for classification. A sensor platform is designed to filter out and reduce background noise from the plant without effecting the raw acoustic signal of the electrical connection, and an automated detection algorithm is presented. The solution is over 75% effective at detecting and classifying connections.

There are enormous tubes in large fixed tubesheet heat exchangers making it difficult to model all the tubes and tubesheet connections in detail for a finite element (FE) analysis. Alternatively, an equivalent solid plate with various simplified tube connections are employed in the FE modeling. But this fails to yield an accurate stress field around the connecting region of tubes and the tubesheet. Given that the maximum stress of the equivalent solid plate generally occurs adjacent to the solid tubesheet, a novel finite element modeling methodology is proposed in this paper. A two part process is used. The first part is a coarse FE model and the second part is a more detailed FE model. In the coarse FE model, the equivalent solid plate is employed in the central region of the tubesheet with simplified tube connections such as equivalent cylinder by multi-points contacting. And quasi detailed tube and tubesheet connections are used in the coarse FE model for the region adjacent to the solid plate, in which the tube and the tubesheet are simply connected with same nodes. This means that both tubesheet and tubes are established in this quasi detailed FE modeling region. Although both the weld and contacting condition between the tube and the tubesheet are not included, the coarse model is enough to yield a believable stress field for the determination of the maximum stress point of the quasi detailed FE modeling region. In the second part, the sub-model methodology is utilized in the predetermined maximum stress point, in which the detailed connecting structure of the tube and the tubesheet is included, such as the weld and the contact condition. The proposed modeling methodology is helpful to have an insight into the stress around the connecting region of the tube and tubesheet for the effective evaluation of the tubesheet and the connection.

Non-metallic, flexible, thin, microchannel heat exchangers made from heat-sealable polyimide films have recently been developed for refrigeration and air-conditioning applications. In order for these heat exchangers to function properly and independently, robust and reliable connectors are needed. The connectors must be easy to manufacture and assemble, hold high pressures without leaking, and have the ability to connect to standard tubing and piping and different heat exchangers together in series and parallel. Three uniquely different connector designs have been developed, manufactured, and tested. The first includes a machined metal connector internally embedded within the heat exchanger that is capable of holding pressures up to 1.03 MPa. The second connector design includes a two-piece polymer assembly containing an O-ring used to seal around the inlet and outlet holes of the heat exchanger. The design incorporates a 10-degree wedge that creates the sealing force when fully assembled with the heat exchanger and has been pressure tested to 2.07 MPa without leaking. A variation of the design allows multiple heat exchangers to connect in series and in parallel. Finally, the third design contains no additional parts and connects two heat exchangers together by thermally bonding the inlet of one heat exchanger to the outlet of another. The thermally bonded connection was able to hold pressures greater than 2.07 MPa.

The semantic connection between the parts of a complex sentence is determined by the unions by which they are connected. In the Dagestan languages, there are three types of creative conjunctions: connecting, separating, adversary. Parts of compound sentences are equal. The union is not included in any of the predicative parts. Compound sentences, parts of which are connected by connecting unions, can convey different semantic meanings between parts, namely: simultaneity, sequence of actions, as well as the meanings of cause and effect. Such proposals are very common in Dagestani.

In closed water areas such as reservoirs and ponds, the water quality is prone to deteriorate when water flowing into the area is polluted and over-rich in nutrients. This causes algae to increase. The Water Beetle is a floating water purification unit on new principle to have the high performance with small energy. When the Water Beetle is used in a water area of complicated shape, plural miniaturized units are arranged to adjust the shape of area and connected to each other by use of mechanical connecting devices. To design the mechanical connecting device, it is necessary to grasp the exact response characteristics of the Water Beetle connected to each other in waves. A model basin test was conducted for the Water Beetle connected to each other in waves. In the model basin test, three floating unit models of the Water Beetle were connected by mechanical connecting devices that were simplified. The test was carried out to vary the connecting mechanism at connecting points. The measured results were compared with the calculated results obtained by use of the calculation method for motion analysis of multiple bodies connected to each other in waves, and they were compared between various connecting conditions to evaluate the most suitable connecting condition. As the result, the characteristics of response of the Water Beetle connected to each other in waves were obtained experimentally and theoretically, and the most suitable connection mechanism of connecting device was able to be decided. Therefore, the realization of the multi-connected Water Beetle system was confirmed experimentally.

The miss-connected LPRM (Local Power Range Monitor) cables were occasionally found at the BWRs (Boiling Water Reactors) in Japan. These miss-connections were confirmed by visual inspection after the plant shutdown. In 2007, we proposed a method to find the miss-connection by applying noise analysis to LPRM signal data during plant operation. Actually, in 2008, the miss-connection was found by the method during plant operation at a BWR in Japan. It showed the effectiveness of the method. However, it should be more convenient and helpful, if the miss-connection could be found before the plant startup. A new method is proposed here to find the miss-connections before plant startup, that is, before the primary containment vessel is closed after plant startup preparation.

Abstract Understanding the structural limits of subsea connectors used in offshore environments is critical to ensure safe operations. The latest industry standards establish the requirement for physical testing to validate analysis methodologies for connector designs. In this paper, an analysis methodology, compliant with the latest API 17G standard, is presented for calculating structural capacities of non-preloaded connectors. The methodology has been developed for complex combined loading scenarios and validated using full-scale physical testing for different connector families. Detailed 3-D, non-linear, finite element models were developed for three different non-preloaded connections, which consisted of threaded and load shoulder connectors. A comprehensive set of combined tension and bending moment structural capacities at normal, extreme and survival conditions were calculated for each connection. The calculated capacities were validated for each connection by performing a test sequence using full-scale structural testing. A final tension or bending to failure test was also completed for each test connection to validate the physical failure mode, exceeding the latest API 17G requirements. For all connections tested, capacities calculated using the methodology were validated from the successful completion of the test sequences. The physical failure modes of the test connections also matched the predicted failure modes from the FEA, and the tensile or bending moment loading at physical collapse exceeded that predicted by the global collapse of the FEA model. Using the validated approach described in this paper significantly reduces the requirement of physical testing for connector families, establishing confidence in the structural limits that are critical for safe operations.

Eliminating the connection-based advantage may lead to village-level gains in terms of equity and output.

Access to piped sewage in Latin America and the Caribbean (LAC) cities has been on the rise in recent decades. Yet achieving high rates of end-user connection between dwellings and sewage pipelines remains a challenge for water and sanitation utilities. Governments throughout the region are investing millions in increasing access to sewage services but are failing in the last mile. When households do not connect to the sewage system, the full health and social benefits of sanitation investments fail to accrue, and utilities can face lost revenue and higher operating costs. Barriers to connect are diverse, including low willingness to pay for connection costs and/or the associated tariffs, liquidity and credit constrains to cover the cost of upgrades or repairs, information gaps on the benefits of connecting, behavioral obstacles, and collective action failures. In contexts of weak regulation and strong social pressure, utilities typically lack the ability to enforce connection through fines and legal action. This paper explores the scope of the connectivity problem, identifies potential connection barriers, and discusses policy solutions. A research agenda is proposed in support of evidence-based interventions that have the potential to achieve higher effective sanitation coverage more rapidly and cost-effectively in LAC. This research agenda must focus on: i) quantifying the scope of the problem; ii) understanding the barriers that trigger it; and iii) identifying the most cost-effective policy and market-based solutions.
