The roles of pharmacists have changed in the last decades requiring pharmacists to keep up with, and even anticipate, the changes in practice to continue to be competent healthcare professionals. Competency or professional development frameworks have been developed and validated to support pharmacists with their learning and development. However, such a tool has not been developed for pharmacy undergraduate students and it is sensible to think that such a framework might also help pharmacy students in their learning and competency development. Thus, the aim of this research was to identify competencies required of pharmacy undergraduate students and to develop, and evaluate the use of, a professional development framework for these students. A mixed methods approach was adopted in the two-phased study. A cross-sectional design was employed in the first phase. Literature on pharmacy students’ competencies was reviewed and a series of workshops, focus groups and interviews with pharmacy students and academics, and stakeholders in pharmacy were conducted to identify the competencies required of pharmacy students during their degree and to develop the framework. The findings of previous rounds of data collection fed into the subsequent rounds. After five iterations 17 competencies were identified and divided in two clusters: Professional; and Delivery of Patient Care Competencies. A longitudinal design was used in the second phase. The use of the framework was evaluated with third and fourth year pharmacy students who self-assessed their competencies three times in two schools of pharmacy over the academic year of 2009-2010. The students’ self-assessed competencies increased over the year and correlated positively with their examination results and perceived self-directedness towards learning. This research provides evidence that the framework captures pharmacy undergraduate students’ development of their competencies during the academic year based on their self-assessed competence. Thus, the framework can be used as a self-assessment tool to support their learning.

Nursing faculty are responsible for graduating competent students and being competent themselves; however, the required competencies of clinical nursing faculty who instruct students in the clinical area are unidentified. The practice problem addressed in this project was the lack of a structured, organized process for identifying initial and ongoing competencies of a clinical nursing facility. The purpose of this project was to explore nursing faculty clinical competency and provide a multimethod, multispecialty approach for implementing clinical nursing faculty competency. The target population was clinical nursing faculty (n= 30) in an academic setting. This project explored the impact of a multimethod, multispecialty approach for assessment and evaluation of clinical nursing faculty competency. The project was guided by Benner's theory of novice to expert; Roger's theory of diffusion and innovation; and the plan, do, check, act model. The study analyzed the data obtained from clinical nursing faculty demographics, and competency validation of 3 clinical and 3 academic, remediation, and retesting outcomes. Descriptive statistics and t test were utilized in analyzing the data. The project findings revealed the clinical nursing faculty members are 100% clinically competent and 68.7% academically competent in the areas evaluated. The project findings have implications for social change through role modeling of leadership skills by clinical nursing faculty and improving student clinical instruction by cultivating competent clinical nursing faculty.

The application of software systems in business organizations continue to increase as the Internet technology grows. Business processes that previously required manual interventions are becoming automated using software systems. The use of software systems is fundamental to electronic processing of business transactions. More business organizations, large and small, are utilizing information technology in order to have competitive advantage in the business arena. Software is ubiquitous. Among areas where software plays core roles are e-Banking where software systems are used to process banking transactions, e-Health where software systems are used to facilitate activities in the health sector, e-Commerce where software systems are used to facilitate online business transactions, e-Government where software system are used to facilitate government activities and e-Learning where software systems are used to facilitate the teaching and learning process. Nevertheless, the large number of failing software projects and the increase in software security problems coupled with shortage of skilled software developers are still major obstacles in the software development industry. Among others, the solution can be achieved by improving the competency of software developers so that software systems developed are of good quality, safe, robust, and support business objectives. Software companies and business organizations stand a big chance to increase their return on investment (ROI), if competencies of software developers are improved. A software developer plays critical roles in software development projects. A software developer, however, requires specific skills and knowledge in order to develop software systems that solve problems and deliver solutions. This research is about competencies of software developers. The research focuses on software development activities performed by software companies and business organizations within the Western Cape Province. The unit of analysis is software developers. Data pertaining to tasks performed by software developers, tools used by software developers and skills required were collected, examined and analysed. The objective of the research is to develop a competency framework for software developers. It can be used by institutions and the industry to provide better education. Most importantly, the industry will have access to competent software developers who can perform their job well. As justified in this research, knowledge of a competency framework for software developers is extremely essential.ÿ

Currently, C Hospital lacks a standardized nursing informatics competency program to validate nurses' skills and knowledge in using electronic medical records (EMRs). At the study locale, the organization is about to embark on the implementation of a new, more comprehensive EMR system. All departments will be required to use the new EMR, unlike the current policy that allows some areas to still document on paper. The Institute of Medicine, National League of Nursing, and American Association of Colleges of Nursing support and recommend that information technology be an essential core competency for nurses. Evidence of the need for nursing informatic competencies was found through a literature search using CINHAL, Proquest Nursing, Medline, and Pubmed search lines. Concepts searched were competencies, nursing informatics, health information technology, electronic health record, information technology literacy, nursing education, information technology training, and curriculum. The Staggers Nursing Computer Experience Questionnaire was distributed to 300 nurses practicing within the hospital setting to obtain baseline data on current nursing computer knowledge and skill level. This validated tool was created by Nancy Staggers in 1994 and used in other process improvement efforts similar to this one. The assumption was that nursing competency levels with computers were varied through the hospital. The data obtained from the questionnaire, through Zoho Survey tool, confirmed this assumption and were used to help create the education, support, and competency plan for the future. Data was analyzed through the built-in reports and interactive charts that the Zoho survey tool provides. The new EMR and all the new processes that come with it will be the framework of nursing care. Having competent nurses in the use of the EMR will optimize the quality of patient care delivered.

In our constantly changing healthcare system and with large numbers of staff shortages in hospitals, newly qualified professional nurses are expected to be competent and work unsupervised in leadership capacities soon after they have completed their nursing programs. The study was aimed at determining the perceptions of professional nurses of newly qualified professional nurses' competency as well as factors that influence competency. A quantitative approach using a descriptive survey design was employed, using 34 experienced professional nurses working in selected private hospitals in the Western Cape. Data was collected by means of a peer evaluation questionnaire, namely the Competency Inventory for Registered nurses. Data was analyzed, using IBM SPSS 19 with the assistance of a statistician. The results of the 55-item Competency Inventory for Registered Nurses indicate that newly qualified nurses were perceived as highly competent in clinical care, leadership, interpersonal relation, legal/ethical and professional development. Newly qualified nurses were perceived as low in competency in teaching/coaching, critical thinking and research aptitude. All the factors identified using literature, were perceived as having an influence on competency. Recommendations were made to the institutions to assist newly qualified nurses in competence development.

Health care administration programs have transitioned to using the competency approach to better prepare graduates for workplace success. The responsibility of preparing graduates lies with the program faculty, yet little is known about faculty perceptions of the competency approach. The purpose of this cross-sectional study was to assess the perceptions of graduate-level health care administration faculty about the competency approach, the approach's effect on graduate preparedness, and employer expectations. Adult learning theory and the theory of self-efficacy were used as the theoretical foundations for the study. Faculty demographics related to personal information, workplace/teaching experience, and program information served as the independent variables, while survey item perception ratings were the dependent variables. Nonprobability sampling of graduate-level health care administration faculty (n = 151) was used and data were collected using an online survey developed by the author. Descriptive statistics, independent samples t tests, correlation analyses, and multiple linear regressions were used to examine and describe faculty perceptions. Findings indicated that faculty generally support the use of the competency approach and that it effectively prepares graduates. Teaching in a CAHME-accredited program predicted perceptions about the approach adequately addressing employer expectations (β = .343, p < .05). Issues including need for standardization and use for accreditation versus educational purposes were identified. Social change implications include contributing to professional development efforts for faculty and improving the quality of health care administration graduates and the future leadership of the industry.

Bereavement is an experience that most people will encounter multiple times across their lifetime. Some people who experience grief are going to seek support in this process from a therapist. The NASW Code of Ethics suggests that social workers only practice in fields in which they are competent. This study will look at the self-perceived grief competency of master’s level therapists. Demographic data and a survey designed to measure the competency of a master’s level therapist was utilized to collect data to measure the self-perceived grief competency. Data collected was analyzed using descriptive statistics, one-way between groups ANOVA, and correlation analysis. The results of this study were mixed. Overall, there was no significant difference between MSWs, MFT and other therapists in their grief experience. However, among other significant findings, years in the field is associated with higher levels of training and experience. Further research will be needed to better assess for preparedness. However, findings suggest the importance of training social workers to adequately meet the needs of grieving individuals in lieu of years of experience.

Occupational therapy driver assessment and rehabilitation is an advanced and complex area of practice. Users of this service require that occupational therapy driver assessors are, and remain, competent in their role. Competency standards support and inform occupational therapy driver assessment and rehabilitation practice, ensure standardisation of practice, and determine whether practice can be deemed competent. Competency standards for occupational therapy driver assessors in one Australian state, Victoria, were published in 1998 to provide a benchmark for service provision and guide training. Since then, occupational therapy driver assessor practice has undergone further developments and growth, including a significant increase in research evidence underpinning this advanced practice area. As a result, the competency standards required revision to reflect contemporary practice and enable their use and application across all Australian states and territories. The purpose of the research program reported in this thesis was to revise and validate the Australian Competency Standards for Occupational Therapy Driver Assessors and determine if education and practice using these standards led to increased adherence to their use in clinical practice. A sequential, exploratory, mixed methods design was used within a pragmatist research paradigm to revise and validate the competency standards for occupational therapy driver assessors from a national perspective. Four separate research studies were conducted. In the first study, an overview was undertaken to summarise the current evidence for including cognitive and perceptual assessments within fitness-to-drive evaluations, to inform the revision of the competency standards for occupational therapy driver assessors. The second study involved focus groups with Australian occupational therapy driver assessors and expert educators and identified the changes and revisions required to be made to the Victorian competency standards for occupational therapy driver assessors. Content themes and changes were extracted from the focus groups and combined with research evidence to draft the revised standards. The third study collected feedback from consumers and Australian driver licensing authorities to incorporate into the revised draft. This was followed by a two-round Delphi process with Australian occupational therapy driver assessors to achieve consensus and validate the Australian Competency Standards for Occupational Therapy Driver Assessors. A high level of consensus on the content of all competency standards and underlying practice behaviours was obtained in the final round. Finally, a mixed-methods multiple case-study methodology was adopted, and multiple forms of evidence were collected from file audits, semi-structured interviews and an individualised education session with occupational therapy driver assessors. This study demonstrated that, for this sample, occupational therapy driver assessors’ adherence to the Australian Competency Standards for Occupational Therapy Driver Assessors increased following an individually tailored education package about the standards. The research in this thesis has contributed to the evidence base for occupational therapy driver assessor practice. The Australian Competency Standards for Occupational Therapy Driver Assessors have been revised, validated and published, and the impact of an education package to increase adherence has been investigated. These competency standards: (i) assist occupational therapy driver assessors’ clinical practice, support occupational therapy registration and regulatory agencies to evaluate practice against a standard and (iii) provide universities with a framework to deliver postgraduate training in occupational therapy driver assessment and rehabilitation. Finally, this research has described a process that can be utilised in other areas of occupational therapy practice to develop and validate competency standards.

The restructuring plan is an instrument which, based on standards of efficiency and competence, allows insolvent companies to continue running in the market. Therefore, in order to turn a company in crisis into a competitive unit of business, comprehensive mechanisms may be established based on standards aimed by the market and consumers.This article addresses four essential aspects in order to understand the restructuring plan as a real instrument of competence in the market of insolvent companies: (i) its opposable nature; (ii) the treatment given to guarantees provided by the debtor; (iii) the consequences of the non observance of the plan; and (iv) the scope of this bankruptcy instrument according to IndecopI (Instituto Nacional de Defensa de la Competencia y de la Protección de la Propiedad Intelectual).
El plan de reestructuración es un instrumento que permite a las empresas insolventes continuar en el mercado, bajo cánones de eficiencia y de competencia; con ese fin, se instauran mecanismos integrales para tornar a la empresa en crisis en una unidad de negocios competitiva, sobre la base de los estándares que el mercado y los consumidores esperan de ella. Changes in the business environment have in recent years exceeded expectations and challenged the way organisations manage their businesses. Increased concentration in the marketplace following significant changes to the barriers to entry has resulted in organisations seeking to deliver competitive advantage in different ways. Some organisations have tried to strip away at non-core capabilities, redesign their processes and acquire competitors fiercely. Ultimately most of these changes have impacted the employees within the organisations. This systems science research explores the competency approach to employee management. It identifies the environmental changes that have led to such an approach including those within the field of Human Resource Management and discusses the impact of these changes on managing the performance of employees. The thesis explores the recent trend of adopting a competency strategy to concentrate employee behaviour on specific organisational capabilities. The research surveyed Human Resource directors in the UK to gauge their opinion of the difficulties and successes associated with adopting a competency strategy. A Systemic Competency Framework was developed which was initially validated with two case studies. The Systemic Competency Framework proposes a five-stage process that guides Human Resource practitioners through the design, implementation and management of a competency strategy both in an evaluative and design context.

What characteristics distinguish successful Army program managers from their peers? The results of this study are based on the survey data obtained from program executive officers, program managers, and acquisition students, as well as interviews conducted with successful program managers. This research identified 11 core competencies that program managers felt were important to the ideal program manager. Additionally, this study identified five competencies which distinguish successful program managers. This study evaluates each of these competencies, and examines the ability of the Defense Systems Management College (DSMC) and the Naval Postgraduate School (NPS) to integrate these competencies into their respective curricula. This study concludes that DSMC and NPS develop a block of instruction entitled Marketing for Program Managers. This course would focus on how successful program managers apply these 16 competencies to the Army procurement system. By establishing the Marketing for Program Managers course, DSMC and NPS would ensure that future program managers are provided a blue print for becoming successful program managers. Patients diagnosed with cancer often require interventions for the accompanying mental health distress of their diagnosis; patients’ mental distress can lead to hopelessness and noncompliance. Improvements for assessment and interventions are needed. This project provides recommendations for improving oncological nursing knowledge by implementing competencies for nurses through educational modules, focusing on nursing approach, confidence, and interventions necessary for understanding methods of treatment and the measurement of distress in oncology and oncological treatment. Using established standards and competencies will improve knowledge and skill in inpatient settings. Current established nursing standards from the American Nursing Association, Institute Of Medicine/National Comprehensive Cancer Network, C-Change, and Public Mental Health Essentials were explored in order to identify gaps and create a list of recommended competencies for oncology nursing. Six associated adaptable educational modules were developed based on the adult education framework of Knowles, and participant training entailed proper use and comprehension of the Distress Thermometer for measurement of distress. The C-Change observation displayed participant (n = 102) results of approximately 119% improvement, which was observed in knowledge, communication, and confidence. Participants used the resources to reduce distress levels by initiating the selected established interventions for management, all of which was made evident in patient self-reported outcomes, using resources from published, established, standardized competencies. Having such training will allow for improved care for patients with cancer, thus having an influence on positive social change.

Racial and ethnic health disparities are highest in communities of color; providing culturally competent care could address these disparities. Culturally competent communication between the healthcare provider and the patient is an essential behavior that may improve health in racially and ethnically diverse women. A quality improvement project was completed with guidance from the 5 constructs of the Campinha-Bacote model as the conceptual framework, and the method used was the Consumer Assessment of Healthcare Providers and Systems survey. The perspective of 20 Mexican American and 20 African American women in El Paso, Texas between ages 45 and 72 with menopausal symptoms was surveyed to determine if culture had an impact on the presence or absence of communication with their healthcare providers. Results showed women’s perceptions of positive and negative communication behaviors with their healthcare providers was inconclusive; however, results showed that provider communication about health promotions, use of alternative medicine, and shared-decision making regarding health management needs improvement to promote adherence to medical regimen and feelings of mutual respect. Integrating cultural competence into existing evidence-based care can positively impact the delivery of services and help improve the quality of care. Healthcare providers can impact positive social change through the lessening of burdens associated with the lack of diversity in the workforce by including cultural competence training into the curriculum of nursing and medical schools.

Competency-based therapy as developed by Marianne Walters is a theory-based, systemic approach modified by a feminist perspective. This thesis presented the theoretical foundations of competency-based therapy and applied them to therapy with a female-headed single-parent family with three young-adult daughters. The theory of competency-based therapy encompasses five major concepts which taken together distinguish it from other approaches to therapy. (1) Human behavior must be understood in its social context and the therapist needs to address problematic social stereotypes. (2) People have the capacity for functional behavior and the therapist's task is to focus on clients' competence to engender change. (3) The therapist sets the context for change by creating a new perspective and by working with process. (4) The therapist uses his or her own response to the family process as a guide to interventions. (5) The goal of therapy is empowering the client to make choices about how her or she will live and behave. The dysfunction which brought this family to therapy was related to the wider social context which socializes women in ways which create special difficulties for the female single-parent. The emphasis competency-based therapy places on addressing the social inequities women face and on empowering women through a systematic search for competence is illustrated by the case study.

Currently, there is no national endoscopic database in England. Information regarding the volume of therapeutic endoscopic procedures such as polypectomy is obtained mainly from small prospective studies. We examined the Hospital Episode Statistics (HES) national database to assess the number of patients who underwent a therapeutic polypectomy for a primary diagnosis of a benign colorectal polyp over a 10 year period, as well as analysing outcomes from the first three years of bowel cancer screening at a single tertiary endoscopy centre. Despite the ubiquitous use of endoscopic snare polypectomy over the last four decades, there has been a void in formal training and assessment of polypectomy skills in the UK. We aimed to develop and validate an objective, structured assessment tool for assessing polypectomy competency in skilled accredited Bowel Cancer Screening endoscopists. This study led to the development of the DOPyS (Direct Observation of Polypectomy Skills) assessment tool. Validation and reliability of the DOPyS was demonstrated through assessment of polypectomy videos, performed by accredited Bowel Cancer Screening endoscopists, using Generalisability Theory (G theory). Construct validity of the DOPyS, and its ability to assess piecemeal Endoscopic Mucosal Resection, were determined through separate studies. The DOPyS validation studies highlighted variability in assessor scoring and DOPyS training days were held for Bowel Cancer Screening assessors in England, in order to align opinions prior to the implementation of the DOPyS into the Bowel Cancer Screening Accreditation Process in England. Finally, in an effort to provide a structure for improved polypectomy outcomes and referral systems, a study was performed to determine the difficulty ‘level’ of a polypectomy, based on polyp characteristics.

As the United States population becomes more culturally diverse, it has become a priority for health care professionals to competently provide culturally sensitive care. Cultural competency is required in baccalaureate (BSN) programs, mandated by collegiate nursing accrediting agencies. Although BSN programs have integrated cultural competency education into their core curricula, little data has been collected evaluating outcomes and effectiveness. Using a 36 question survey, students in all levels of a selected BSN program were asked questions regarding cultural competency and attitudes towards cultural care. The ANOVA and a Tukey Kramer analyses were performed with an alpha coefficient of 0.05 and a confidence interval of 95%. The results revealed some statistically significant differences between several cohorts. Additionally, Cohort 5 (students in the last semester of the nursing program) did not differ significantly to Cohorts 2,3, and 4, indicating that current cultural competency education may not be adequate or effectively taught as students progress through the BSN program.

Die angehenden ErzieherInnen sollen dementsprechend innerhalb der dreijährigen fachschulischen Ausbildung das Maximum an Kompetenzen aus verschiedenen Fachdisziplinen erwerben und im Berufsleben an wissenschaftlichen Erkenntnissen und Methoden ausgerichtet selbstständig handeln. Aktuelle Studien zeigen jedoch, dass die ErzieherInnen im Anschluss an die Ausbildung trotz umfangreicher ausbildungscurricularer Reformierungen und vielzähligen Qualitätsinitiativen seit Mitte der 1990er Jahre diesen Anforderungen zumeist nicht gerecht werden. Die Dissertation fokussiert die fachschulische Ausbildung und beleuchtet anhand von zwei Untersuchungen die Ausbildungssituation im Freistaat Sachsen. The research journals and publications are great source of knowledge produced by the virtue of hard work done by researchers. Several digital libraries have been maintaining the records of such research publications in order for general people and other researchers to find and study the previous work done in the research field they are interested in. In order to make the search criteria effective and easier, all of these digital libraries keep a record/database to store the meta-data of the publications. These meta-data records are generally well design to keep the vital records of the publications/articles, which has the potential to give information about the researcher, their research activities, and hence the competence profile. This thesis work is a study and search of method for building the competence profile of researchers’ base on the records of their publications in the well-known digital libraries. The publications of researchers publish in different publication houses, so, in order to make a complete profile, the data from several of these heterogeneous digital libraries sources have to be integrated semantically. Several of the semantic technologies were studied in order to investigate the challenges of integration of the heterogeneous sources and modeling the researchers’ competence profile .An approach of on-demand profile creation was chosen where user of system could enter some basic name detail of the researcher whose profile is to be created. In this thesis work, Design Science Research methodology was used as the method for research work and to complement this research method with a working artifact, scrum- an agile software development methodology was used to develop a competence profile system as proof of concept.

This conceptual study aimed at refining the conceptual rigor of D. W. Sue’s tricomponential model of multicultural counselling competency, and enhancing with an addition of new attitude component. This study anchored its theoretical basis on a concept of nomological network (Cronbach & Meehi, 1955). Construct explication approach (Murphy & Davidshofer, 1998) was taken to develop full explication of four componential model of MCC, containing attitude-awareness-knowledge-skills components. Comprehensive literature review was conducted in the area of multicultural counselling competency to develop working definitions of awareness-knowledge-skills component. Another review was conducted to develop a working definition and a conceptual model of attitude. Under the four-componential framework, a total of 284 characteristic descriptions previously developed under the tricomponential model were conceptually re-examined and re-categorized. Result of the analyses revealed a total of 13 subcategories under the four components. Full construct explication of the four componential model was developed. Research implications of the new model to MCC measurement studies and practical applications to training models will be discussed.

In Plastic Surgery, learning objectives have been outlined by the Royal College of Physicians and Surgeons of Canada, however, a defined curriculum to meet these objectives is absent. Several factors are reducing the practicality of the current time-based model and as a result, a competency-based training model has been proposed to replace the traditional model. Implementation of a competency-based curriculum requires several steps including the identification of both specialty specific procedures and procedural steps. The present project aims to develop a methodology for identifying procedural steps for individual Plastic Surgery procedures. Previous studies have highlighted the lack of resident exposure to several areas of Plastic Surgery, particularly aesthetic surgery. Avenues for increasing resident exposure and training opportunities must be explored. An additional aim of this project is to achieve this through the development of a pilot simulator mannequin for aesthetic surgery training. The identification of Plastic Surgery procedural steps together with simulator training is a novel step forward towards implementation of competency-based education in Plastic Surgery training.

Plusieurs facteurs réduisent l'aspect pratique du modèle en fonction du temps existant, et comme résultat, le modèle d'enseignement basé sur la compétence fut proposé pour remplacer le modèle traditionnel. La réalisation d'un curriculum basé sur la compétence demande autant l'identification des procédures spécifique de cette spécialité que des étapes procédurales. Ce projet tend à développer une méthodologie pour l'identification des étapes procédurales pour chacune des procédures de la chirurgie plastique. Les études précédentes ont démontrées que les résidents manquent d'exposition aux connaissances de plusieurs domaines de la chirurgie plastique, particulièrement vrai pour la chirurgie esthétique. Il est donc important, pour les résidents, d'explorer tous les avenues pour augmenter cette exposition et leurs opportunités de formation. La cible additionnelle de ce projet est d'atteindre ces objectifs par le développement d'un mannequin-simulateur pilote pour l'entraînement en chirurgie esthétique. L'identification des étapes procédurales en chirurgie plastique, en concert avec l'entraînement par simulateur, engendre une nouvelle étape vers la réalisation d'une éducation basée sur la compétence en chirurgie plastique.

Literature Review: A systematic review of the psychometric properties and quality of scales measuring therapist competency in delivering psychotherapy to adults was conducted. Thirteen studies met the a priori criteria and were included in the final analysis. The results showed seven therapist competency rating scales had good reliability and validity. All studies tested the interrater reliability of scales, but limited evidence was provided for validity. The psychometric methodology between studies was inconsistent. Most scales were applicable to high-intensity CBT practice, or for specific treatment with drug-dependent patients. Further research is needed to develop psychometrically valid and reliable therapist competency rating scales for a range of theoretical therapeutic approaches and mental health conditions. Research Report The research report provided a psychometric evaluation of the Psychological Wellbeing Practitioner Competency rating Scale for Assessment (PWPCS-A) and Treatment (PWPCS-T). The scales measure practitioner competency in delivering low-intensity CBT treatments for patients with mild to moderate anxiety or depression. Data was utilised from PWPCS-A and PWPCS-T ratings from 176 expert, qualified, and novice psychological wellbeing practitioners (PWPs). Further analysis of reliability, and validity was determined from data collected from 114 PWP trainees’ Observed Structured Clinical Examinations. The PWPCS-A showed excellent reliability and validity, and the PWPCS-T demonstrated acceptable results. The research provides support for the use of the PWP competency scales for PWP training. Limitations, clinical implications, and future research are discussed.

Intercultural development is not an intentional goal or expected outcome for College Success courses. However, since such courses are designed to help students adapt to academic and campus cultures, an overlap and alignment between the development of intercultural skills and competence and the development of college competence might exist. This thesis investigated the degree to which intercultural learning was integrated into College Success courses at the curricular level, in instruction practices, and in the individual learning experiences of students, and it also identified current instructional activities most amenable to further targeting of intercultural learning. The research was guided by the following three questions. 1) What are the ways, if any, in which intercultural skills align with those skills seen as necessary for students' successful adaptation in academic and professional settings? 2) Do College Success instructors intentionally or unintentionally incorporate intercultural competence development into the curriculum and instruction? 3) What, if any, are the ways in which instructional practices in College Success courses contribute to intercultural skill development and help students leverage their current experiences with cultural differences? The research was focused on the study of one College Success class at a community college. Data was collected through multiple methods. Class sessions were observed. Interviews were conducted with students in the course, the instructor and the administrator responsible for the course. Documents, including the course syllabus, student learning outcomes, a selection of assignments and the course textbook were reviewed and analyzed. Research findings suggest that there is significant alignment between the development of college competence, as fostered in the College Success course studied, and the development intercultural competence, though such was unintentional and unrecognized by the instructor. The data also illuminated areas where course learning outcomes, curriculum, and instruction could be modified to further support the development of intercultural competency.

ENGLISH ABSTRACT: Globalisation, rapid changes in technology, and demographic trends are all important factors that contribute to conditions that require adaptive capacity in military organisations. The context of a majority of military operations is often asymmetric with blurred boundaries, and military organisations are expected to master a wide range of operations from humanitarian disaster relief to more regular warlike situations in a joint- and multinational framework. The complexity of the challenges facing military leaders in contemporary and future operations makes it relevant to develop a meta-competency model for leadership in complex military systems, which is the main purpose of this dissertation. A Complexity Approach represents a shift from a set of conservative laws to a perception of the world as an open and highly dynamic system, and some characterise complexity as a bridge between modernism on the one hand and post-modernism on the other. Complexity and complex systems have a number of characteristics, some of them being a large number of short-ranged interactions that are dynamic, non-linear and fairly rich. Another significant feature of complexity is the emphasis on emergent patterns that are codetermined through a dynamic process between the history of the system and the interaction with its local environment. Leadership in complex systems might be described by the dynamics of emergence, not merely by incremental influence, and increasingly considered to be a collective social phenomenon. A complexity-oriented leader acts as an enabler of a rich identity interacting in richly constrained play of difference, facilitating “bounded” individual and systemic adaptive capacity. The reigning paradigm in military organisations, however, are closely linked to an autocratic and bureaucratic structure and a fundamental quest for control, equilibrium and stability, all of which are deeply embedded in Newtonian Principles of linearity, reductionism and determinism. The investigation of empirical research on Norwegian Military Officers and the Norwegian Armed Forces reveal a considerable amount of homogenous force substantiating stability and control, at the same time as complexity and uncertainty are acknowledged. This dissertation argues that the definition of competencies as “an underlying characteristic of an individual that is causally related to effective and/or superior performance in a job or situation”, is not suitable for a complexity understanding and proposes competencies to be defined as “interconnected underlying characteristics of an individual or system, which through a dynamic and non-linear process of interaction between local agents and the environment contribute to the emergence of identifiable or unidentifiable patterns of individual or systemic behaviour”. Based on a synthesis of a non-empirical literature study, empirical research and a modelbuilding study, this dissertation suggests that heterogeneity of degree, androgynousity, cognitive flexibility, ethical reasoning, cross-cultural competence, intuition, identity and courage, are necessary meta-competencies for leadership in complex military systems. It is further argued that these meta-competencies must be interpreted as interconnected and interdependent, and the metaphor of a cloud is therefore presented as a suitable image of the intricate dynamics of complexity.
AFRIKAANSE OPSOMMING: Globalisering, vinnige veranderinge in tegnologie en demografiese tendense is belangrike faktore wat bydra tot toestande wat aanpassingsvermoë in militêre organisasies vereis. Die konteks waarin ’n meerderheid militêre operasies hul bevind is dikwels asimmetries met onduidelike grense, en daar word van militêre organisasies verwag om ’n wye verskeidenheid krygsverrigtinge van humanitêre rampverligting tot meer gereelde oorlogsugtige omstandighede in ’n gesamentlike en multinasionale kader te bemeester. Die kompleksiteit van die uitdagings waarvoor militêre leiers te staan kom in huidige en toekomstige krygsverrigtinge is dit gepas om ’n meta-bevoegdheidsmodel vir leierskap in komplekse militêre stelsels te ontwikkel, wat die belangrikste doel van hierdie tesis is. ’n Kompleksiteitbenadering verteenwoordig ’n verskuiwing van ’n stel konserwatiewe wette na ’n waarneming van die wêreld as ’n oop en hoogsdinamiese stelsel, en kompleksiteit word soms gekenmerk as ’n brug tussen modernisme aan die een kant en die post-modernisme aan die ander. Kompleksiteit en komplekse stelsels het ’n aantal kenmerke, waarvan sommige van hulle ’n groot aantal kortafstandinteraksies wat dinamiese, nie-lineêre en redelik ryk is. Nog ’n belangrike kenmerk van kompleksiteit is die klem op die ontluikende patrone wat vasgestel word deur middel van beide ’n dinamiese proses tussen die geskiedenis van die stelsel en die interaksie met die plaaslike omgewing. Leierskap in komplekse stelsels kan beskryf word deur die dinamika van verskyning, nie net deur inkrementele invloed nie, en al hoe meer beskou as ’n kollektiewe sosiale verskynsel. ’n Kompleksiteitgeoriënteerde leier dien as ’n instaatsteller van ’n ryk identiteit wat wisselwerking uitoefen in streng beperkte verskilspel, wat “begrensde” individuele en sistemiese aanpassingsvermoë fasiliteer. Die huidige paradigma in die militêre organisasies word egter nou gekoppel aan ’n outokratiese en burokratiese struktuur, en ’n fundamentele soektog vir beheer, ewewig en stabiliteit, waarvan almal diep in Newtoniaanse Beginsels van lineariteit, reduksionisme en determinisme vasgelê is. Die ondersoek van empiriese navorsing oor die Noorse Militêre Offisiere en die Noorse Weermag openbaar ’n aansienlike aantal homogene mag wat stabiliteit en beheer staaf, terselfdertyd as wat kompleksiteit en onsekerheid erken word. Hierdie tesis is van mening dat die definisie van vaardighede as “’n onderliggende eienskap van ’n individu wat oorsaaklik verwant is aan doeltreffende en/of superieure prestasie in ’n beroep of situasie”, nie geskik is vir ’n kompleksiteitbegrip nie en stel voor dat vaardighede gedefinieer word as “onderling verbinde onderliggende eienskappe van ’n individu of stelsel, wat deur middel van ’n dinamiese en nie-lineêre proses van interaksie tussen plaaslike agente en die omgewing bydra tot die verskyning van identifiseerbare of nie-identifiseerbare patrone van individuele of sistemiese gedrag”. Gebaseer op ’n sintese van ’n nie-empiriese literatuurstudie, empiriese navorsing en ’n bou van modelle studie, stel hierdie tesis voor dat die heterogeniteit van graad, androgienisme, kognitiewe buigsaamheid, etiese beredenering, kruis-kulturele bevoegdheid, intuïsie, identiteit en moed, nodige meta-vaardighede vir leierskap in komplekse militêre stelsels is. Dit voer verder aan dat hierdie meta-vaardighede vertolk moet word as onderling verbinde en onderling afhanklik is, en die metafoor van ’n wolk word dus voorgestel as ’n geskikte beeld van die ingewikkelde dinamika van kompleksiteit.

The research is to explore the relations of three topics, including “competency-based curriculum (CBC)”, “project-based learning (PBL)” and “competence indicators” (CI). Research has three purposes: (1) understanding the current situation and the emerging trends of PBL and CI by Science and Technology Text Mining; (2) develop, construct and confirm the hierarchy of PBL competence indicators; (3) understanding the relative important of PBL competence indicators. The research methods includes three steps: (1) Using the application of Web of Science (WoS) and CiteSpace, to analyze the current situation and the emerging trends of PBL and CI; (2) Using the Fuzzy Delphi method (FDM) and fuzzy Semantic Scales Method (FSSM), to confirm the hierarchy of PBL competence indicators; (3) Using the Fuzzy Analytic Hierarchy Process (FAHP) and Fuzzy Semantic Scales Method (FSSM), to evaluate relative weight value of PBL competence indicators. The research results includes three aspects: (1) by mining the WoS Core Collection, located 522 references of PBL, and 1343 references of CI, then, by using the applications of WoS and CiteSpace, to identify the main emerging trends and reflect on the current status of PBL and CI; (2) through 15 experts in related fields of PBL, and using FDM and FSSM to identify the hierarchy of PBL competence indicators, including three dimensions (knowledge, skills and attitudes which had ten competence indicators); (3) through 15 experts in related fields of PBL and CI, and using FAHP and FSSM to evaluate the relative weight values of PBL which has three dimension (knowledge, skills and attitudes), and the relative weight value are 0.340, 0.321 and 0.339. The contribution of the research has three aspects: (1) by Science and Technology Text Mining of PBL and CI, to provide a knowledge map for researchers and practitioners; (2) using FDM, FAHP and FSSM are innovative research methods; (3) the hierarchy of PBL competence indicators is an important reference for analysis, design, development, implementation, and evaluation of CBC.

Mobile learning provides a ubiquitous learning context for the learners to select appropriate learning path and learning objects. Adaptive learning method and correct learning path planning may reach the goal of anytime and anywhere learning. Moreover, the display ability of mobile learning device also becomes the main factor to influence the interesting and learning time of the learners. How to achieve the above functions is the important topic in mobile learning. This thesis uses the content of competency-based learning as the basis to evaluate knowledge deficiency of the learner. We then use carrier selection, fuzzy interpolation computation, and ant-generic algorithm to select the appropriate learning path and objects. Finally, we use the point-to-point technology of NFC to transfer the learning content in the learning device to the larger screen with NFC capability in the environment to display the same content for conducting pervasive learning.

This research aims to develop a competency model and competency-based curriculum for archaeology practitioners, appropriate to the national policy for Occupational Competency Standard. The present competency model is adapted from the Table of Occupational Standard formulated by the Integrated Competency Application Platform of the Workforce Development Agency. Research methods include face-to-face interviews with archaeology practitioners and on-site observation. Data collected are coded with the aid of software Nvivo 11, while the semantic textual content is analyzed using the qualitative method. The coding process consists of 4 stages, namely “Primary Duty & Work Task”, “Behavior Indicator”, “Competency Component (K & S)” and “Competency Level”. The requirement of mental ability in a work task is also taken into consideration so to distinguish between work tasks of different levels and to establish indices for differentiating competency levels. The first draft model with four competency levels is reviewed by experts in the field in paper or online. The four finalized competency levels are: L2 Technician, L3 Research Assistant, L4 Assistant Researcher, L5 Researcher, under which are 7 work categories, 20 duties, 47 work tasks and behavior indicators, 56 types of knowledge, 57 types of skills and 32 types of productivity. Knowledge and skills required are derived from work tasks to develop a competency-based curriculum according to their knowledge dimensions. The curriculum consists of 31 course units under 8 course series. Four quadrants are used to illustrate the differences between the competence levels, with level of mental ability and level of interdependence as the horizontal and vertical axis respectively. The results show that: L2 and L3 are broadly lone workers; L2 often engages in highly repetitive work that demands patience instead of any expertise; L3 requires a small amount of expertise which can be gained from experience; L3 work can be completed by following workflows; L4, whose expertise stem from school education, are required to supervise a small number of low-order practitioners, to cooperate with practitioners of the same order or to work on their own on small projects; L5, equipped with the expertise required by most work, require cross-disciplinary knowledge; the managerial competence of L5 shows that they belong to the highest competency order of all archaeology practitioners.

The current study aimed to propose the competency model and competency-based program respectively for two competence levels of firmware engineers. First, firmware engineers were interviewed with a competency interview, whose interview protocols were analyzed to extract their relevant competencies, knowledge, and skills, and to draft the preliminary competency model. Experts from the academia and the industry were invited to examine and finalized the contents of the proposed competency model in expert meetings. Finally, a recombination analysis was adopted to construct the curriculum map. The results revealed that the competence models of the two competence levels clearly demonstrated their differences in aspects like job duties, with L3 including firmware introduction, inspection, and maintenance, while L4 including preliminary analysis and arrangement, firmware development, qualification, inspection, and improvement. With regard to curriculum maps, L4 covered not only basic ZigBee wireless sensor practicum, advanced electronic graphics, and substrate design, but also more projects and comprehensive certification practicum that required wider integration and applications and that ensured a more advanced and consecutive training on related competencies. It is hoped facilitates the nurture of more competent human resources, thus enhancing competitiveness of the given industry.
