This article considers the current developments in convergence from the perspective of community broadcasting in Australia. It examines government media reforms and plans relating to digital technology and content, and notes the potential of community broadcasting to contribute to goals of diversity, innovation and new services. The paper concludes with various policy proposals which aim to ensure that the ‘third tier’ of free-to-air broadcasting is included in the transition to digital services.

This paper examines community projects funded under the federal government's Networking the Nation program, and compares these with community broadcasting. Since the early 1990s, rural community ICT projects have enjoyed considerable government support, but now face closure as government funding dries up. A comparison with the community broadcasting sector offers some insights into the relationship between community and not-for-profit organisations and the problems associated with adopting government and business strategies in the delivery of community services.

As a concept, community refers to people living together in a particular place or region as well as addressing to those social groups sharing some common or authentic benefits. Those means or channells of broadcasting which are owned and governed by the above mentioned social communities are called as community broadcasting channels. Broadcasting channels within this sphere are not founded for profit and generally takes an alternative position against the mainstream media.Communutiy radios cover their expenses through donations, governments' contrubutions and local taxes. In some occasions, their broadcastings address to a limited region, while in others, they covers to various groups not connected to one another spatially. These radios have been come into existence through various ways in different times to meet the needs of those communuties which cannot found enough space to expres themselves in the mainstream media. The common features of these broadcasting channels can be stated as "being non profit organisations, being affiliated to a particular community and their broadcastings being open to the participation of that community".This type of radios possess some particular characteristics and provide various opportunuties. They follow as: providing opportunuties for pluralism, freedom of thought and democratisation; and making the represantaion of various pressure groups possible. They also serve for transparency and dialogue within the given community, as well as being open to the scrutiny of its members. All these characteristics empower community radios in contributing the emancipation of mass media. ÖzetTopluluk kavramı, aynı coğrafyada birlikte yaşayan insanları ifade ettiği gibi ortak ya da kendine özgü çıkarlara sahip toplumsal grupları da ifade etmektedir. Bu toplulukların sahip olduğu, onun yönetiminde çalışan, temel amacın kar etmek olmadığı, ana kakım medyaya alternatif oluşturan medya örgütleri, genel olarak “topluluk medyası” olarak tanımlanmaktadır. Ana akım medyaya alternatif oluşturan medya örgütlerinden birisi de topluluk radyolarıdır.Topluluk radyoları; bağışlar, hükümet yardımları ve yerel vergilerden gelirlerini sağlayan, belirli bir coğrafi bölgeye ya da dağınık gruplara seslenen radyolardır. Community media organisations are famously difficult to define, as this media field is highly elusive and diverse, even if there is a certain degree of consensus about a series of basic characteristics. One key defining component is the objective to serve its community by allowing its members to participate in self-representational processes. Yet this component raises questions about what community means, and how the community that is being served relates to other parts of society. This article studies a particular social reality Israel where community television is the dominant model, community television production groups are separated from the actual distribution of the produced content and different configurations of us and them characterise political reality. Following the methodological procedures outlined in Voniati et al. (2018), a mapping of 83 Israeli community broadcasting groups was organised, allowing us to flesh out the different ways in which these community broadcasting groups deal with their community/ies and the other. The analysis shows that many of these Israeli community broadcasting groups have fairly closed, singular-community articulations of their communities. They rarely engage in interactions with other communities (limiting internal diversity) and their external diversity is even more restricted, with only one ArabIsraeli community broadcasting group able to be identified. The analysis did, however, identify a dozen groups with more open approaches towards their outer worlds, and thus the potential to assume a more conflict-transformatory role.

In the Declaration of the Committee of Ministers on the role of community media in promoting social cohesion and intercultural dialogue passed on 11 February 2009 by the Council of Europe, stations run by religious institutions were explicitly excluded from the community media definition, as being too dependent on the Church. But the reality seems to be far from this definition. In practice, in many countries the religious radio stations officially belong to—or even dominate—this sector. In 2011 a new period began for community broadcasting in Hungary. While most of the former community media broadcasters could not find resources with which to operate, the community media landscape was dramatically overwhelmed by religious broadcasters both on regional and local levels. The legally-recognised third tier of broadcasting in Poland called ‘social broadcasting’ is actively and exclusively used by religious radio—seven stations broadcast locally and one is a powerful nationwide radio station called Radio Maryja. The authors gathered information and points of views from radio experts, organizations and activists living and working in different EU and non-EU states about the place of religious broadcasting in the community media sector. Two case-studies (Hungary and Poland) may be of interest for countries considering the introduction or reorganisation of regulations regarding community broadcasting.

Radio community is one of the broadcasting institutions which legalized the existence of Broadcasting Law No.32 of 2002. According to Broadcasting Law No. 32 of 2002 article 13, providers of broadcast services (television and radio). The problem is how the role of the Dwijendra Radio Community 107.7 FM Broadcast Local Wisdom of Bali, the purpose of this study is to find out how the role of community radio as a medium for the development of local wisdom broadcasts. This research is descriptive qualitative, the subject of this research is the person in charge of broadcasting local wisdom broadcasts, data collection techniques are done by interview techniques, observation techniques, and documentation techniques. The results showed that the role of community radio as an educational medium is manifested in the form of broadcast programs that elevate local culture, manifested through broadcast programs that are arranged and presented in a creatively packaged program. The local wisdom broadcast of Radio Community Dwijendra 107.7 fm is an event Gegitaan. Where the event was broadcast during the daytime 12.05-14.00 wita.

The diversity of media means not only a variety of content and multiplicity of media owners, but also a variety of types of media. Together with the traditional models of public service and private commercial broadcasting, the community media emerged as the “third level” of media development, which contributed to strengthening the freedom of speech. This article examines the organizational and legal aspects of formation of local public audiovisual media in Ukraine, their compliance with the standards and principles of media legislation of European countries, and provides the examples of development of local public broadcasting in the world practice. In addition, the international standards for community broadcasting, on which legislative and regulatory bodies rely, are analyzed. The objective of the study is to analyze, to systematize and to generalize the basic legislative norms for formation of audiovisual media communities in Ukraine as a separate media institution along with public, commercial broadcasting and broadcasting abroad. The bibliographic method was used to study and to analyze the legislative documents. With the help of the systemic method, the community broadcasting as an integral system mass media was considered. The comparative method was used to compare the legislative regulation of activities of media communities, recommended by the Council of Europe and represented in the legislation of Ukraine. The article outlines the main provisions of the draft Law of Ukraine “On Media” No. 2693-d. Comparing the Ukrainian legislative initiatives with the European experience, the suggestions and proposals for improving the financing system and the program policy of community broadcasting in Ukraine are presented.

Community broadcasting represents the largest independent media sector in Australia, with over 26,000 actively involved volunteers per annum. While people come to community broadcasting at many different points in their life, there is a common, unofficial narrative that describes community radio volunteers ‘cutting their teeth’ in the sector and then ‘moving on’ in their careers. This article details research that interrogates the experiences of journalists and other people working in the creative and cultural industries, who spent significant time in the Australian community broadcasting sector. Employing a collective case study approach, this article identifies and discusses key themes describing the impact of community radio on the employment pathways and career trajectories of its practitioners, with a focus on journalism and media production. These themes provide a framework for further research into the impact of community media on journalists’ employment pathways and career trajectories, viewing community media through a rhizomatic prism.

Law No. 32 of2002 concerning Broadcasting was born from the spirit of freedom of opinion and obtain the widestpossible information for the community. The Broadcasting Law is a law governing the principles ofbroadcasting that apply in Indonesia. This includes the principles, objectives, functions and directionof national broadcasting, regulating the provisions of the Indonesian Broadcasting Commission,broadcasting services, Public Broadcasting Institutions, Private Broadcasting Institutions, SubscribedBroadcasting Institutions, Community Broadcasting Institutions, Foreign Broadcasting Institutions,Broadcasting Stations and broadcast coverage, and licensing and broadcast activities. The principlesin the Broadcasting Law are held based on the Pancasila and the 1945 Constitution of the Republic ofIndonesia with the principles of benefits, fair and equitable, legal certainty, security, diversity,partnerships, ethics, independence, freedom, and responsibility.

Officials in the Australian Public Service often wield substantial influence on policy-making, yet their work is normally hidden from public view. This case study of the process involved in developing an Aboriginal broadcasting policy after the 1967 referendum reveals conflict between two incompatible paradigms: assimilation (Aboriginal affairs) and diversity of choice (broadcasting). This conflict, together with official reluctance to truly consult with relevant Aboriginal communities and misunderstandings over historically and culturally specific concepts such as country, tribe, clan, community and resident, eventually led to policy failure. Since community control was not considered as an option, Aboriginal broadcasting obstinately remained whitefella business.

The purpose of this study to determine the strategy of community radio broadcasting in particular contestation Madu FM community radio in Tulungagung in East Java Indonesia. Madu FM community radio phenomenon is interesting to study because it is a community radio station that managed to grow in the midst contestation broadcasting. Community radio gets limitation restriction (restriction) of the state through the Broadcasting Act (Act No. 32 of 2002 on Broadcasting). Besides, the community radio still has to compete with the private radio and private television. Madu FM is able to adapt to circumstances without violating the rules. The result is a strategy of community radio broadcasting successfully innovate innovation so that it becomes exist. This research approach is qualitative approach with the method of observation and in-depth interviews. The study was conducted during the period from March to August, 2016.Tujuan penelitian ini untuk mengetahui strategi penyiaran radio komunitas khususnya dalam kontes radio komunitas Madu FM di Tulungagung di Jawa Timur Indonesia. Fenomena radio komunitas Madu FM sangat menarik untuk diteliti karena merupakan stasiun radio komunitas yang berhasil tumbuh di tengah penyiaran kontestasi. Radio komunitas mendapat pembatasan pembatasan (pembatasan) negara melalui Undang-Undang Penyiaran (UU No. 32 Tahun 2002 tentang Penyiaran). Selain itu, radio komunitas masih harus bersaing dengan radio swasta dan televisi swasta. Madu FM mampu beradaptasi dengan keadaan tanpa melanggar peraturan. Hasilnya adalah strategi penyiaran radio komunitas berhasil berinovasi inovasi sehingga menjadi ada. Pendekatan penelitian ini adalah pendekatan kualitatif dengan metode observasi dan wawancara mendalam. This article reports on a study that assessed the organisational learning activities for the purposes of retaining critical knowledge in three Southern African Development Community (SADC) public broadcasting organisations. The article reports the partial findings of a doctoral study that focused on analysing the knowledge retention strategies in three public broadcasting corporations, namely, the South African Broadcasting Corporation (SABC), Department of Broadcasting Services (DBS) and Zimbabwe Broadcasting Corporation (ZBC), in the SADC. The aim of the study was to establish how organisational learning strategy captured and retained knowledge in these public broadcasting corporations. A structured self-administered survey questionnaire was used to purposively sample 162 professionals and managers in the three organisations. The study concluded that through organisational learning the three public broadcasting organisations captured and retained knowledge but were limited by the lack of knowledge management officials. The study recommends the establishment of knowledge officers’ posts to manage the organisational knowledge and to implement sound mentorship programmes to assist learning in these organisations. While the Human Resources (HR) departments may be managing the training of individuals as a way of acquiring knowledge, the study further recommends that the management should provide HR with more funds to improve the learning culture that allows for innovation, continuous knowledge creation and transformation.

Technological developments continue to have an existential impact on the normative understanding of the community radio sector of South Africa. Advances, trends and changes in the technological sphere have meant that as researchers we need to keep up and re-think the long debated matter of “community” within the community radio sector. Within the discourse of continuing research,this re-thinking is being necessitated by the rapid introduction of new media and new forms of information and communication technologies (ICT) within the broadcasting space. In addition to these ICTs, the mandate and growth of some of the media institutions broadcasting as community radio stations in South Africa have changed – in some cases from small to regional broadcasters. In this paper, I examine the impact of ICTs as well as the accelerated growth of some community broadcasting institutions and their impact on the normative and conceptual understanding of the broadcasting sector. Using a case study perspective, the examination of such developments within the sector has been carried out through Vukani Community Radio (VCR) as a case study. This is one of the oldest community radio stations in South Africa. Drawing on theories about the decoloniality of knowledge, this paper argues that new trends that are emerging within the technological space, as well as community of reception dynamics, forces the academic, research and policy fraternity to re-look the conceptual understanding of the community radio sector of South Africa.

Around four million listeners in an average week tune into community radio stations around Australia, primarily to hear local news and information — evidence of a failure by mainstream media to meet their diverse needs. This discussion draws from the first qualitative study of the Australian community broadcasting sector to explore the role being played by community radio and television from the perspectives of their audiences. The authors argue that community broadcasting at the level of the local is playing a crucial role in the democratic process by fostering citizen participation in public life. This suggests a critique of mainstream media approaches and the central place of audience research in understanding the nature of the empowering relationships and processes involved. The authors argue that the nature of community broadcasting aligns it more closely with the complex ‘local talk’ narratives at the community level, which play a crucial role in creating public consciousness. They suggest that this quiet revolution has highlighted the nature of the audience–producer relationship as a defining characteristic of community media.

The paper attempts to outline the Polish National Broadcasting Council’s establishing and evaluating its activities. The author observes that after 1989, one of the most essential achievements of the Polish media market was the creation of the National Broadcasting Council (Krajowa Rada Radiofonii i Telewizji KRRiT), that laid the foundations for a new media landscape in Poland. In a broader perspective, despite being criticized, the National Broadcasting Council is to meet high expectations for the electronic media regulation, its impact on state policy in implementing cultural and educational tasks by the Polish community broadcasters. Concurrently, making mistakes and handling criticism was partly caused by the Council politicization bias, a large executive subordination that doesn’t comply both with the Law “On Television and Radio Broadcasting” and European practice. Notable, the success of community broadcasters, who value interaction with viewers and listeners, should be a model for audiovisual sector to emulate. This study aimed to determine the development of Untirta TV in 2008-2013. This research method is historical, includes heuristics (data collection), source criticism, interpretation, and historiography. Data collection techniques with interviews, observations, and documentation were carried out at Untirta TV. The results of this study indicate that the forerunner to the birth of Untirta TV campus community television in 2008 was community television as a laboratory facility for television broadcast production courses. Untirta TV aims to prepare human resources who excel in communication science and have academic insight to compete in the practical world in real life in society. In its development in 2009-2013, it went through a long process to obtain a broadcasting operation permit (IPP). In 2009 Untirta TV was inaugurated as a community television and was the first broadcast on electronic mass media screens, namely analog-based conventional television using Ultra High-Frequency transmitters. Furthermore, in 2010-2012 Untirta TV struggled to get a Broadcasting Operation Permit (IPP). In 2012 Untirta TV succeeded in obtaining the first stage of the Broadcasting Operation Permit (IPP) from the Ministry of Communication and Information, namely conducting a trial. one year for television broadcasts. Furthermore, in 2013, the trial period for the broadcasting license has ended. It can be extended once until a permanent broadcasting operation license (IPP) is obtained. In 2013, along with increasingly rapid technological developments, Untirta TV finally switched to using a new mass media, namely the online media YouTube. Untirta TV community television contributed to the field of education in 2009-2013, namely as a forum for the aspirations and information of the Untirta TV academic community that is educative by holding a program of activities both internal and external activities carried out by Untirta TV as a medium of communication for students of Sultan Ageng Tirtayasa University. Community Radio (CR) in Indonesia has emerged as a media that able to disseminate information to audience. Since this function can not be fullfiled by both private and public radios, CR is important for audience especially for those who lives in remote or even blank spot area. However, Government regulation on CR is feared to deprive the existence of CR. The regulation ranging from limitation of frequency allocation, criteria on coverage area and limited emmitance strength compare to public and private radios. This imply that the Government has never supported the existence of Community Radio. Government and Indonesia Broadcasting Commistion (KPI), as the powerful bodies, ought to reevaluate broadcasting regulation especially on Community Radio. Reformulation on the regulation is needed to maximilize the function of CR in Indonesia as independent media and to support democratization in the broadcasting system in Indonesia.

Decree No. 38 of 1992 enacted under the administration of General Ibrahim B. Babangida put a stop to fifty seven years of government’s exclusive ownership and operation of broadcasting in Nigeria. However, with the cost of setting-up, management and obtaining license for media station being prohibitively expensive, the system can only be accessed by the rich and powerful in the society, thereby depriving rural communities’ involvement in the development of the country. As part of the panoply of strategies to ensure rural communities’ participation in democratic governance, there is need for the establishment of rural community radio stations, which is very much different from educational institutions’ type currently being paraded as community radios but rather a training room for communication and theatre arts students. Using historical-analytic method, this article looks at the role community radio could play in making good governance in Nigeria accessible to every segment of society, especially the rural populace. Therefore, it is recommended that Nigerian Broadcasting Commission (NBC) policy should consider the inclusion of community radio as the third in the sector of radio broadcasting in Nigeria after public and commercial ownership. Furthermore, since community radio is essentially non-for-profit, government should make the operation licence free or at a minimal cost to the host community. A significant body of literature examines the under-representation of people with disability in the media. In news and fictional portrayals, people with disability are often defined by disability first, their personhood second, perpetuating stereotypes of people with disability as different. Activists attempt to change how media portray people with disability. Less well-considered are the challenges of media participation. This article argues that the presence of people with disability in the spaces that comprise media institutions is also a necessary condition for social change, not just improved representation and participation. However, even in Australian community broadcasting, a sector founded in a normative policy commitment to democratising media participation, people with disability encounter a range of barriers to accessing the resources and spaces of community broadcasting. The Australian case study reported here supports broad consideration of how listening to the views of community broadcasting participants with disability contributes to improving their media presence.

The same goal guided the legislator, too, whose Act Amending Certain Laws to Enhance Citizens’ Participation in the Process of Election, Operation, and Supervision of Certain Public Bodies dated 11 January 2018 introduced the duty of broadcasting and recording with recording equipment of the image and sound of the meetings of local authority decision-making bodies. First of all, the realisation of constitutional transparency needs to be emphasised, as reflected in local government legislation, inter alia, and incorporated in the access to meetings of the bodies and their committees and to documents, as well as the broadcasting of meetings. The study will apply the methods proper to legal sciences.

The method used in this research is a qualitative research method with a descriptive approach. The results of the research on the communication strategy of the East Java KPID in the Implementation of the 2020 Regional Election Broadcasting Supervision include; The East Java KPID strategy chose the communication target of broadcasting institutions consisting of Local Public Broadcasting Institutions (LPPL), Private Broadcasting Institutions (LPS), Community Broadcasting Institutions (LPK), and Subscribed Broadcasting Institutions (LPB) regarding news, broadcasting and advertising campaigns for the general election simultaneous regional heads in 2020; Meanwhile, for communication and message delivery methods, KPID conducts socialization and technical guidance by forming a team of volunteers to monitor regional election broadcasts in 19 regencies/cities throughout East Java. As for the communication strategy that must involve stakeholders, the East Java KPID synergizes with stakeholders including academics, East Java BAWASLU, 19 East Java Regency/City BAWASLU, East Java JPPR, and East Java KIPP.

This article focused on assessing the role of media broadcasting in the spreading religious radicalism in Indonesia. The emergence of numbers broadcasting and diversity of content used was not only have positive impact on the delivery of information in the community but also possible negative impact among the communities. The research found three identified negative impacts among society. First, spreading hatred information towards certain social or religious groups. Second, the potential for disintegration of national disintegration with messages that conflict with national values. Third, the potential for legal violations that occur due to the weak supervision of digital-based broadcast content. The emergence of the policy of broadcasting liberalization in the established democracies of Europe and North America, which is indicated by the absence of state intervention to broadcasting governance has been influencing broadcasting policy in the new democracies, including Indonesia. Is it true that Indonesia adopts a liberal broadcasting policy? This paper outlines two issues. First, the academic debate surrounding broadcasting system in the world. Second, discussion as stated by scholars on a thesis of the enactment of the liberal media system in Indonesia that is primarily based on the broadcasting policies after Suharto’s reign of power, among others Law 32/2002 on Broadcasting. Based on the intensive literature review, it can be concluded that the broadcasting system prevailing in Indonesia is not purely liberal, but a mix of liberal and authoritarian model, a unique character that also occurs in the post-communist and post-authoritarian states in Asia, Africa and Eastern Europe. This mix is indicated within the last fifteen years through the adoption of public and community broadcasters and the establishment of Komisi Penyiaran Indonesia (KPI) as an independent regulator that were accompanied with the existing control of the ruling government to public broadcasters (RRI & TVRI); the weak mandate of KPI and the omission of commercial broadcasting domination.

The growth of broadcasting stations (LP) studied in this thesis is the growth of existing station in Riau Islands Province (Kepri) after officially established of Law Republic of Indonesia Number 32 of 2002 concerning Broadcasting, which in the broadcast legislation looks more leads to liberalism is loaded with privatization that provides opportunities for offenders efforts to expand its business in the broadcasting industry, including in the Kepri. Legal theories used by researchers is a critical legal theory and legal theory flow Critical Legal studies(CLS). This study was conducted to showed that law Broadcasting Act, Article 13 paragraph (1) and (2) has been split into Public Broadcasting Stations (LPP), Private Broadcasting Stations (LPS), Community Broadcasting Stations (LPK) and Subscription Broadcasting Station (LPB). Base to The Indonesian Broadcasting Commission (KPI) of Kepri, the numbers of broadcasting stations listed till 2014 (television and radio services) is 0 LPP, 55 LPS, 23 LPB and 2 LPK. Of these known 69% of the total number of LP in Kepri is LPS. According to critical theory, democracy has influenced the policy direction of the holders of power (broadcasting law) to the interests of capital, and this is in line with the flow of Critical Legal Studies, which states that all regulations set by the government is closely linked to the ideology espoused by the government, so this theory argues that the legal and political (broadcasting legislation) are not in the neutral position. For the current broadcasters to benefit from more focused on improving the public thinks.

Journalists and media researchers globally are increasingly expressing concern about trends in the news media industry which would appear to suggest a dire future for quality journalism, and thus democracy, in many developed democratic nations. The US State of the News Media report, now produced annually, regularly reports concerns by journalists and editors—and those who study them—about decreasing investment by news corporations in quality journalism (Pew Centre, 2005; 2006; 2007; 2008). The Australian Press Council has presented its own study to mirror that of the Pew Centre in an effort to report on the Australian context (APC, 2006; 2007). The author has, with colleagues from Griffith University, conducted research into the Australian community broadcasting sector for the past nine years. The research conducted since 1999 has been broad but this article will focus on one element of the research—the news and information services of community broadcasting. The community broadcasting sector is worthy of close investigation, because it is one of the few areas of the Australian media landscape that continues to grow. Importantly, quantitative research into the community sector indicates that 57 percent of the Australian population tune in at least monthly to a community radio station—and more than one in four listen at least weekly (McNair Ingenuity, 2008, p. 4). This article investigates the nature of community news offered by the Australian community radio sector through the perspectives of journalists and producers who deliver the news, and the audiences who access it.

The subject of this research is broadcasting in the modern digital age. The object is the modern Russian online radio broadcasting. The goal lies in examination of the role of online radio broadcasting in the modern Russian digital space. The author aims to trace the dynamics of the development of online radio broadcasting in Russia and abroad, summarize the conclusions of the Russian researchers on the development trends of online radio broadcasting in Russia for the past decade, analyze the current state of Russian online radio broadcasting with its positive and negative sides, make recommendation for optimization of the study of Russian online radio broadcasting. The novelty of this article lies in the analysis of evolution of the Russian online radio broadcasting in the context of modern trends of the Russian and US information space. The conclusion is made that online radio broadcasting occupies a special niche within the global and Russian digital information space for the two decades of the XXI century. The dynamically developing information technologies enhance the convergent nature of this type of media, contributing to its penetration into modern social networks through mobile telephony. The US statistical data indicate testify to the growing popularity of online radio broadcasting in the United States. Various Russian data indicate a decline in the popularity of radio broadcasting overall, but rise of popularity of online radio broadcasting among certain segments of the Russian audience. The Russian academic community should increase cooperation with the media research centers to arrange consistent sources of statistical information for optimization of the study of online radio broadcasting in Russia.

The Australian community radio sector is a rich source of information for researchers, activists and practitioners working to support and develop community broadcasting worldwide. With a 46-year history, it represents an established and enduring third tier of independent local broadcasting with over 450 non-profit radio services legislated to provide opportunities for community engagement and participation. This article focuses on the political, economic and institutional factors involved in a change of ownership and management of Radio Adelaide, the countrys longest running community radio station. The process illustrates the impact and effects of the non-profit industrial complex as stations struggle for financial survival and independence in an increasingly competitive, corporatized environment. It is a case study which questions the contemporary understanding of a strong and resilient sector, highlighting themes to inform community media research and practice internationally.

The formulation of the problem in this research is how the existence of Dwijendra Community Radio, how the process of broadcasting Dharma Wacana program through Dwijendra Community Radio, and how Dwijendra student response to the program of Dharma Wacana.</em></p><p><em>The concept used in the combination research (mix methods) is the approach by combining the quantitative method with qualitative methods in order to get more accurate data. In this research reviewing the data in the form of questionnaires, opinions of informants, books as well as supporting this research. Previously, this problem has not been a subject of research in Russian oriental studies, and taking into account the operation of established television broadcasting system in modern Japan, it seems necessary to identify the features of the genesis and evolution of the nationwide television broadcasting in Japan at its earliest stage, using both historical-genetic and problem-chronological methods. Based mainly on the media history research of Japanese media historians, which are introduced into the Russian scientific community for the first time, the stages of the genesis and nationwide spread of television broadcasting in Japan are consistently identified: the pre-war period of experimental broadcasting, the reform of the media sphere during and after the occupation of Japan by the GHQ, the origins of the integrated system of Japanese public and commercial television broadcasting nigen taisei. In addition, the author concludes that television played an important role in the process of spreading Western values of democracy, as well as the renewed values of the nuclear family institution in Japan, which were declared by the GHQ, US occupation authorities. Based on the results of the study, the author comes to the conclusion that the fundamental foundations of the modern multifaceted and original culture of Japanese television, as well as the model of broadcasting companies’ interaction: competition and coexistence of public and commercial television broadcasting, were laid precisely in the key period for the history of Japanese television ‒ the 1950‒1960s. The findings of this research can serve as a basis for studying the next stages in the evolution of television broadcasting in Japan up to the present period. This paper is aimed at orientalists, students of similar specialties, as well as a wide range of people interested in the history of Japanese media. Background: Within research and teaching concerning broadcasting policymaking, there are evident gaps in Canadian communication studies that marginalize the self-determination of people who are Indigenous, racialized, or living with disAbilities. Analysis: The scholar-activism of the Community Media Advocacy Centre (CMAC) seeks to expand the canon of Canadian communications scholarship, especially in the area of broadcasting policy, to include Canada’s history of colonialism and discrimination against racialized people. Conclusion and Implications: This article summarizes the lessons CMAC is learning about broadcasting policy advocacy, scholarship, and education in Canada while advancing its critical and intersectional approach to disrupting settler colonialism and oppression in the media.

Abstract Purpose: This community service aims to improve skills and provide knowledge for majelis taklim members about using Zoom meeting for the virtual event and broadcasting virtual events through Youtube streaming service in Malaka Jaya District, Jakarta City. Method: This community service applied an interactive method with survey location, finding community problems with interview methods and training methods to provide knowledge and improve the majelis taklim community of Malaka Jaya District, Jakarta City. Results: Organizing online meetings with Zoom meetings can provide solutions to majelis taklim community during the Covid-19 pandemic, where the implementation of studies can still be held without face-to-face. It supports government movements to prevent the transmission of the Covid-19 virus. In addition, broadcasting a study event by streaming on a Youtube channel can have a broad impact on the general public. Conclusion: Training on Zoom meetings and Youtube streaming can develop a wider online islamic learning community.

The rapid development of information and communication technology in the era of the industrial revolution 4.0 has brought many changes and implications for the world of broadcasting, namely the presence of new broadcast media. However, the presence of these broadcasting media has not been accommodated in broadcasting regulations, namely Law Number 32 of 2002 concerning Broadcasting so that the principles of broadcasting that apply in Indonesia have not been implemented properly. Broadcast media is very much needed in people's lives, which is considered a tool to disseminate information needed by the public. The method used in this research is a qualitative approach with discourse analysis. The results obtained in this research are related to that the media has a strategic role in providing information to the public which includes religious, political, economic and social aspects so that the community or the public can know the conditions of the region and the State and can reveal cultural identity nationally without distinguishing groups or groups. ethnic group.
