Dans les années 1990, des notions phares ont vu le jour en France et dans la majorité des pays Européens, telles que le projet urbain qui a fait couler beaucoup d’encre à travers d’innombrables études, recherches et publications, mais aussi par sa concrétisation ainsi que les principes qu’il prône dans beaucoup de grandes villes, et bien que le projet urbain ait grandement participé à leur essor, l’engouement dont il a fait l’objet n’a pas fait long feu. L’autre notion majeure, c’est le « développement durable », dont l’ampleur est beaucoup plus large et dont les enjeux sont plus importants car il véhicule des préoccupations inhérentes à l’environnement, et à l’avenir de la planète et des générations futures. L’enthousiasme autour de cette notion est tel qu’il en a généré une multitude de dérivées. En outre, en quelques années, du projet urbain et développement durable et de l’urbanisme durable on est passé à la ville durable et au quartier durable, à l’éco urbanisme, à l’éco quartier, à l’éco architecture, à l’écodéveloppement, à l’éco construction, et aujourd’hui on parle même d’éco techniques, écolabels, éco budgets, éco profits etc. Aujourd’hui avec la suprématie des NTIC (Nouvelles technologies d’information et de communication) dans les pays développés mais aussi en voie de développement, c’est au tour de la « smart city » de prendre la tête des réflexions urbanistiques. Écologique, connectée, adaptée au fort développement urbain : cette nouvelle utopie de la ville du futur est pleine de promesses ! On fantasme sur la « Smart City », « ville intelligente » qui consiste globalement en l’optimisation des coûts, de l’organisation, du bien-être des habitants et de leurs modes de vie, de la mobilité, de la gouvernance… Cependant qu’en est-il dans nos pays africains et plus particulièrement en Algérie ? Peut-on appliquer les critères de ces notions, adaptables dans un des contextes urbains où l’urbanisation en Europe est presque achevée, alors qu’elle est galopante dans les pays du Sud, ce qui réclame et réclamera un grand effort dans la construction de logements, d'équipements collectifs et diverses infrastructures dans les villes pour satisfaire cette population urbaine croissante ? Peut-on appliquer ces solutions utopiques là où l’urgence de la quantité prime sur la qualité et où la périurbanisation continue à entraîner l'étalement urbain et l'absence d'une politique d'urbanisme volontariste créant davantage des problèmes de prolifération de l'habitat illicite et spontané ? En effet, étant donné que les concepts de projet urbain et de développement durable peinent à trouver une place au sein de politiques urbaines centrées et basées sur des instruments dépassés et caduques. , il est difficile d’aborder la « Smart City » là où son fondement même que sont les NTIC, ne sont pas complétement assimilés ni bien installés. Effectivement bien qu’en Algérie ces nouvelles technologies soient en pleine expansion, il reste que leur élément le plus fort qu’est l’e-payement en est toujours à un timide début. Notre communication portera sur la mise en évidence du contexte urbanistique Algérien, à fin d’établir les obstacles à la faisabilité d’une smart city algérienne, et les éventuelles possibilités de concrétisation de ses critères fondamentaux à travers des recommandations.

Nous considérons les plateformes numériques marchandes comme de nouvelles formes organisationnelles, marquées par un organizing managérial et caractérisées par une forte dimension matérielle (par opposition à humaine). Nous observerons les processus info-communicationnels qui régissent la plateforme du transport de personnes VTC (véhicule de transport avec chauffeur) Uber et sa nature sociotechnique, les incidences sur les acteurs humains qui y participent, ses modalités spécifiques de médiation à partir de l’éclairage de deux approches de la communication dite organisationnelle : la Communication Constitutive des Organisations (CCO) et les Approches Communicationnelles des Organisations (ACO). Des entretiens semi-directifs de type récit de vie montrent une hyper-rationalisation par des procès informationnels organisants.

Cet article examine les différentes manières de saluer dans la communauté nuasúɛ. La langue nuasúɛ est parlée dans le Département du Mbam et Inoubou, dans la Région du Centre au Cameroun. L’étude se préoccupe des aspects socio-pragmatiques véhiculés lors des salutations entre les locuteurs du nuasúɛ. Elle utilise les théories de Hymes, l’ethnographie de la communication (Hymes 1962) et les théories des actes de langage (Austin 1970) comme cadre théorique. Les données ont été collectées lors de nos interactions avec les locuteurs natifs du nuasúɛ dans le village Yangben. Ces données ont été transcrites phonétiquement dans le but de constituer un corpus qui est présenté dans cet article sous forme de conversation. Les salutations en nuasúɛ expriment la politesse, l’affection, la tendresse et favorisent les relations interpersonnelles. Elles dépendent des variables sociolingistiques comme le statut social, la profession, le type de relation que les individus entretiennent. L’acte de saluer véhicule la culture nuasúɛ; il contient des informations qui permettent de déduire le niveau d’enracinement culturel de ceux qui se saluent. Le contenu culturel que la salutation véhicule est en voie de disparition au sein de la communauté nuasúɛ et surtout en milieu jeune à cause de l’urbanisation croissante. Cet article contribue à la revitalisation de ces aspects culturels.

Analyse de l’opéra La lumière Antigone se référant aux théories de Lacan. L’ensemble de la production littéraire d’Henry Bauchau est traversé de multiples voix. Parmi elles, plus spécifiquement, une voix sans parole qui n’est pas un vecteur de communication, mais véhicule d’un désir de l’Autre. Cette voix qui exprime l’indicible, est paradoxalement mise en mot dans le dialogue d’Antigone et d’Hannah et trouve un écho dans la musique. «Bauchau intègre le cri d’Antigone, cette poussée extime d’un informulé informulable et agrammatical qui demande pourtant à se manifester. Pierre Bartholomée offre à ce cri, à cette parole Antigone, un monde musical. »

Le processus de création de la plateforme coopérative de VTC (Véhicule de transport avec chauffeurs) “Maze” résulte d’une résistance organisée contre Uber. À partir de deux enquêtes auprès des chauffeurs et des acteurs de l’écologie et du coopérativisme de plateforme, cet article montre que le management algorithmique engendre une souffrance au travail vécue comme un déclencheur d’un alter (fonctionnement organisationnel innovant et protecteur au sein du capitalisme). L’incarnation de cet alter par Maze s’actualise dans une amélioration des conditions de travail par la gouvernance participative et dans le projet de devenir acteur de la transition socio-écologique. L’approche critique de la communication organisationnelle défendue ici appelle à faire de l’alter un champ de recherche.

AbstractIntegrating multiple engineering perspectives is critical to designing ever more complex products, but this introduces great potential for miscommunication leading to design conflicts. The SHADE (SHAred Dependency Engineering) project is defining agent infrastructure technology that supports dynamic, knowledge-based communication among heterogeneous engineering tools, collaboration systems, and conflict management systems. Building on technologies for defining a shared formal vocabulary and protocols for exchanging information, SHADE is developing facilitators that assist in locating and disseminating information. The result is a flexible infrastructure that helps existing engineering tools work together more effectively, and that supports a variety of new conflict management approaches. This article outlines the facilitation and application agents created by SHADE, and provides an in-depth example of their application to an engineering task.

Dans le contexte préconciliaire où les figures du païen et du Christ rédempteur occupaient une place centrale dans les périodiques missionnaires québécois, nous soutenons que l’intégration de l’oralité a servi une fonction à la fois prosélytique et pédagogique.

The term “New Infrastructure” has been highlighted in China’s recent policies. It refers to a set of new, and expanding, policies and the discourse surrounding them which support the development of facilities, equipment, and systems derived from the latest technologies, including 5G Internet of Things, AI, cloud computing, and data centers. This article reviews China’s New Infrastructure policies, analyzing their specific discursive ontologies and how they relate to major state projects to “re-infrastructure” China’s economy. It introduces the concept of “discursive infrastructure” and argues that the policies that redefine and recategorize infrastructure themselves serve as a form of infrastructure. Key to the concept is the recognition that discursive infrastructure relies on mutually constitutive material and semiotic dimensions and dialectically reproduces both symbols of progress and positive infrastructural imaginaries. Drawing on an analysis of policy documents and other discursive materials, the article tracks New Infrastructure’s fetish-like existence and unravels the multiple political modalities, as well their varying efficacies, that are manifested through the discursive publics they generate. It likewise reveals some emerging conflicts that appear across New Infrastructure’s different contexts, showing critical gaps between imaginaries and actualities, all of which have a profound effect on a re-infrastructured China.

Résumé Le Sūtra du diamant traduit en chinois par Kumārajīva est un des textes les plus répandus du bouddhisme mahāyāna, signifiant « Grand Véhicule ». Depuis le XIXe siècle, il fait l’objet d'études interlinguistiques qui comparent les traductions du mahāyāna avec les versions sanskrites. Les traductions sont alors considérées comme étant moins fidèles surtout au niveau du texte même. Cependant, l’idée de correction littérale est inconciliable avec l’ « original ». Dans cet article, nous abordons d’abord le problème des « textes sources » dans la littérature bouddhique, mais aussi celui de la méthode prédominante dans l’étude bouddhique contemporaine. Enfin, du point de vue de la traductologie, nous essayons de recadrer la perspective des études comparatives des textes bouddhiques afin d'envisager un dialogue interdisciplinaire.

Human communication is often thought about in terms of transmitted messages in a conventional code like a language. But communication requires a specialized interactive intelligence. Senders have to be able to perform recipient design, while receivers need to be able to do intention recognition, knowing that recipient design has taken place. To study this interactive intelligence in the lab, we developed a new task that taps directly into the underlying abilities to communicate in the absence of a conventional code. We show that subjects are remarkably successful communicators under these conditions, especially when senders get feedback from receivers. Signaling is accomplished by the manner in which an instrumental action is performed, such that instrumentally dysfunctional components of an action are used to convey communicative intentions. The findings have important implications for the nature of the human communicative infrastructure, and the task opens up a line of experimentation on human communication.

In the last few decades, research on communication and development has developed due to the emergence of many development theories in third-world countries. This research aims to determine the research trends in the infrastructure sector from a communication perspective and identify gaps. Papers were selected based on specific words relevant to the issue of development communication and infrastructure communication throughout Indonesia. A total of 33 papers from international and national journals were analyzed to find several paper themes, and analyzed based on categories that emerged from these themes. The analysis results showed that there were only four papers still dominated by development communication. This study also identified gaps in the literature on infrastructure communication, especially those using Niklas Luhmann's Communication Theory. This systematic research (Systematic Literature Review) used the PRISMA (Preferred Reporting Items for Systematic Review and Meta-analysis) method in which, as found, there has been no research on the theme of infrastructure in the field of communication science specifically looking at how it occurs or how communication on infrastructure communication itself really is. It is important to see the infrastructure problem entirely and cross-sectional subject in a unified system - not as the pieces of events in one research object/area. An understanding of communication issues in infrastructure development will make it easier for various parties to determine future communication.

The work of Harold Adams Innis offers important contributions to the recent “infrastructural” turn in media, communication, and cultural studies. While Innis’s late communication studies texts are widely read, few outside Canada engage with his earlier economic histories and the “dirt research” (fieldwork) that produced them. The early texts offer the clearest presentation of Innis’s infrastructural orientation. The author traces the development of this orientation by focusing on three aspects of his work often remarked upon but infrequently explored: dirt, beavers, and documents. Each is paradigmatic of Innis’s methodological, conceptual, and discursive contributions, respectively, and through them, he speaks very differently than we are used to hearing. Infrastructural approaches to contemporary media networks and environments are a recursion of Innis’s earlier contributions. Integrating Innis into these debates allows us, the author argues, to move beyond the limits of his mid-twentieth-century work, and to expand the horizons of what John Durham Peters calls “infrastructuralism.”

La connectivité permet désormais d’intégrer le véhicule à son environnement immédiat, et d’apporter une nouvelle aide sécuritaire au conducteur, y compris en faveur d’une cohabitation apaisée avec les autres modes, ou encore de nouvelles opportunités au gestionnaire de voirie et de la circulation. Cette aide est notamment implémentée par les Systèmes de Transports Intelligents Coopératifs (STI-C), basés sur l’échange instantané de données entre les véhicules (V2V) et les infrastructures (V2I).Après un travail intensif de normalisation, la Commission européenne a impulsé une décennie de projets pilotes successifs pour le déploiement des STI-C. Ils ont permis de se confronter aux réalités opérationnelles et d’atteindre aujourd’hui un stade de mise en production, comme le séminaire final du projet InDiD (Infrastructure Digitale de Demain - juin 2024) a pu en témoigner.Cet article souligne l’apport des STI-C sur les nœuds urbains du réseau transeuropéen de transport, pour intégrer les véhicules dans une gestion multimodale réactive d’une mobilité globale, notamment dans la périphérie des cœurs d’agglomération où la part modale de la voiture demeure prépondérante.

Communication that can reduce the risk of infrastructure projects because with communication people can achieve common ground-supporting views that are then transformed for good cooperation. Therefore, communication plays a very important role in achieving success in infrastructure project work. In West Sumatera there are no expensive infrastructure projects that end in problems. Communication plays an important role in academic-study infrastructure projects carried out in full by communication science learners on this issue. To overcome this scarcity, this study will discuss the processes, characteristics, power relations and causes of the failure of infrastructure projects from the perspective of communication science, more specifically Public Relations. The analysis of this research begins by mapping out discussions discussing the implementation of projects carried out by the Government, especially in this research in the Government of West Sumatera Province, narrating the interests of the community by exploring their experience and analyzing domains that have the potential to study communication phenomena that occur in infrastructure project implementation.

The history of cultural space is viewed as a history of constant and necessary modernization of infrastructure. The main feature of infrastructure is the network organization and the constructive role of hub-nodes and connections and their bent for rationalization and transnational trends. The power, directions and goals of infrastructure determine the development of cities. Modern strategies for general social development imply the emergence of efficient communication corridors, highway networks and hubs located along the perimeter of the country, determining the country’s gravitation toward global connections and interactions. The development of quality infrastructure is a contribution to the future and an area of the authorities’ responsibility.

This article takes stock of the smart city concept by locating it in relation to both a longer history of urban computing, as well as more recent projects exploring the vexed issues of participatory urbanism, data ethics and urban surveillance. The author argues for the need to decouple thinking regarding the potential of urban digital infrastructure from the narrow and often technocentric discourse of ‘smart cityism'. Such a decoupling will require continued experimentation with both practical models and conceptual frameworks, but will offer the best opportunity for the ongoing digitization of cities to deliver on claims of ‘empowering' urban inhabitants.

Advanced Metering Infrastructure (AMI), the foundation of smart grids, can be used to provide numerous intelligent power applications and services based on the data acquired from AMI. Effective and efficient communication performance between widely-spread smart meters and Data Concentrator Units (DCUs) is one of the most important issues for the successful deployment and operation of AMI and needs to be further investigated. This paper proposes an effective Communication Performance Index (CPI) to assess and supervise the communication performance of each smart meter. Some communication quality measurements that can be easily acquired from a smart meter such as reading success rate and response time are used to design the proposed CPI. Fuzzy logic is adopted to combine these measurements to calculate the proposed CPI. The CPIs for communication paths, DCUs and whole AMI can then be derived from meter CPIs. Simulation and experimental results for small-scale AMIs demonstrate the validity of the proposed CPI. Through the calculated CPIs, the communication performance and stability for AMI can be effectively assessed and supervised.

It is clear that to meet the new demands of wireless customers, conventional cellular service providers and upcoming Personal Communication Service (PCS) providers for conventional phone service and high bandwidth wireless LAN must upgrade their networks to provide complete radio coverage. This evolution has motivated the need for low-cost systems that transport radio signals to and from areas of poor signal coverage. The most important area where this problem must be solved is inside of buildings, since this is where people spend most of their time. Unfortunately, the in-building enviroment is also the ost challenging area to provide radio coverage due to severe attenuation and multi-path effects. The problem must be tackled from the viewpoint of optimization of performance/cost ratio of the network. In this paper, we describe a system-level approach to tackle this problem. We demonstrate how one can trade-off hardware performance, which represent cost, with proper choice of system architecture which includes, among other factors, in-buiding radio environment, to arrive at an optimum network solution technically and economically.

Le monde actuel est constitué d’espaces multiculturels qui arrivent à communiquer à travers une langue considérée comme étant internationale, qui se veut langue de contact Cependant, la langue n’est pas uniquement un moyen de communication mais un véhicule de culture. La traduction, en tant qu’une préoccupation sociale et culturelle, a un impact sur les relations entre les cultures et les littératures, ainsi que sur le développement des systèmes littéraires.

The work is devoted to the analysis of the main current directions of scientific research on the formation of the communication infrastructure of the city in the modern conditions of the post-industrial society and the generalization of positive practical experience on this topic. The relevance of the study is due to the importance of this issue in the context of ensuring the sustainable development of cities. Today, the city is studied as a system consisting of a variety of urban infrastructures, which "penetrate", cover the entire space of the city and, thus, have a spatially continuous character. This corresponds in the best way to the continuous nature of human life processes, which satisfies all the diversity of his needs (housing, public service, communication, industrial and recreational activities). The situation regarding the formation of the content of the concepts "infrastructure" and "communication infrastructure" is analyzed. Problems related to various aspects of urban communication infrastructure and examples of their successful solutions are considered. A conclusion is made about the need to deepen the research of the communication infrastructure of the city in the architectural and urban planning aspect, relying on knowledge from other scientific fields. Communication infrastructure plays an important role in the functioning of the city. The work that was carried out proves the need to deepen the research of the communication infrastructure of the city in the urban planning aspect, relying on knowledge from other scientific fields. Further improvement of the communication infrastructure of Ukrainian cities according to scientific recommendations will be a guarantee of their sustainable development.

In the near future wireless sensor networks will be employed in a wide variety of applications establishing ubiquitous networks that will pervade society. The inherent vulnerability of these massively deployed networks to a multitude of threats, including physical tampering with nodes exacerbates concerns about privacy and security. For example, denial of service attacks (DoS) that compromise or disrupt communications or target nodes serving key roles in the network, e.g. sink nodes, can easily undermine the functionality as well as the performance delivered by the network. Particularly vulnerable are the components of the communications or operation infrastructure. Although, by construction, most sensor network systems do not possess a built-in infrastructure, a virtual infrastructure, that may include a coordinate system, a cluster structure, and designated communication paths, may be established post-deployment in support of network management and operation. Since knowledge of this virtual infrastructure can be instrumental for successfully compromising network security, maintaining the anonymity of the virtual infrastructure is a primary security concern. Somewhat surprisingly, in spite of its importance, the anonymity problem has not been addressed in wireless sensor networks. The main contribution of this work is to propose an energy-efficient protocol for maintaining the anonymity of the virtual infrastructure in a class of sensor network systems. Our solution defines schemes for randomizing communications such that the cluster structure, and coordinate system used remain undetectable and invisible to an observer of network traffic during both the setup and operation phases of the network.

Entre 2016 et 2019, les professionnel·les de la civic tech s’intègrent au marché de la participation citoyenne en tant que fournisseurs d’outils et de services de conseil, ainsi qu’en tant qu’entrepreneur·ses de cause. Intermédiaires entre les citoyen·nes et les mondes politique et administratif, ces acteur·rices se veulent aussi accompagnateur·rices de la modernisation publique. Faisant du problème participatif un problème de communication, les professionnel·les de la civic tech construisent leur juridiction en important du monde du numérique des métiers, des compétences et la figure de la start-up comme véhicule de changement social. Pour établir leur légitimité, ces acteur·rices technicisent, désingularisent et dépolitisent le problème de la participation citoyenne. La concentration du débat sur les technologies numériques et les méthodes « innovantes » qui permettraient la construction d’une opinion publique de manière rationnelle et consensuelle réactive le tropisme procédural du monde participatif. Par ailleurs, ces professionnel·les de la communication produisent, par leurs outils et leurs conseils, une norme du « bien communiquer » et du « bien décider » qui met en valeur la bienveillance et la responsabilité individuelle. La revendication d’une neutralité et d’un engagement apolitique contribuent à occulter la manière dont ces professionnel·les peuvent ainsi contribuer à discréditer le conflit et le militantisme et soutenir la dépolitisation et la privatisation de la participation citoyenne.

RÉSUMÉCette étude a pour but d’identifier les facteurs inhibitant et facilitant l’utilisation de l’autobus chez les personnes âgées de 60 ans et plus d’établir des priorités d’intervention. Deux méthodologies complémentaires, la technique du groupe nominal et l’ethnographie systémique, furent utilisées pour identifier les facteurs inhibiteurs et facilitants et en plus de les classer par ordre d’importance. Deux emplacements de Queensland en Australie etaient choisis: 227 personnes âgées ont participé à la technique du groupe nominal et 40 personnes agées ont participé à l’ethnographie systémique. Sept priorités d’intervention pour des systèmes d’autobus facilement accessibles pour les personnes âgées ont émergé des données obtenues: entrée et sortie du véhicule, amabilité et serviabilité du conducteur d’autobus, horaires des autobus, emplacement des arrêts d’autobus, infrastructure pour les piétons, information et formation pour des aînés et itinéraires et destinations des autobus. Ces résultats permettent aux chercheurs, aux preneurs de décisions et aux fournisseurs de transport de déterminer des directions stratégiques fondées sur des données probantes dans le but d’en arriver à des systèmes d’autobus facilement accessibles aux personnes âgées. Les deux méthodes génèrent des perspectives complémentaires concernant la convivialité de l’utilisation de l’autobus qui n’auraient pas été obtenues par chacune des méthodes utilisée seule.

Selon la vision écologique contemporaine des langues (L.-J. Calvet), la langue française, qui ne se circonscrit pas à la France, fait partie de la dizaine de langues « supercentrales » existantes. Elle est, avec l’anglais, la seule langue parlée sur les cinq continents, et dans le cadre du Bassin Méditerranéen, l’arabe et le français sont les deux seules langues locales potentiellement internationales. La tendance hégémonique de l’anglais est toutefois évidente, mais, d’une part, cette langue est souvent réduite à une fonctionnalité limitée et, d’autre part, comme toutes les langues, elle véhicule un ordre de pensée. Il s’ensuit que le véritable enjeu n’est pas celui du français contre l’anglais, mais celui du « plurilinguisme contre l’uniformité ». Au demeurant, le plurilinguisme s’inscrit dans le cadre du véritable changement de paradigme linguistique qui, en ce début du XXIe siècle, a substitué à la logique de l’unilinguisme, unilatéraliste, propre au colonialisme, celle du plurilinguisme, émancipatrice, multilatéraliste. Fortes de cette option explicite et délibérée, les Institutions internationales (UNESCO, UE, Conseil de l’Europe…) promeuvent la connaissance des langues étrangères, mais soulignent également l’importance de la langue maternelle. Pour ce qui est du français, la démarche se traduit par une conception renouvelée et du statut de la langue et des fonctions qu’on lui assigne. Le français devient langue en partage et langue médiatrice, pouvant être performatrice de par les valeurs qu’elle véhicule. Ce principe s’avère en effet d’autant plus porteur qu’ainsi conçue, la langue française, non certes de par sa nature mais par son histoire, véhicule des valeurs éthiques (qui souvent, comme en témoigne la création lexicale, ont d’abord été désignées et définies en français) et a des moyens d’expression répondant aux besoins de la res publica. Le libellé de la Constitution française est explicite à cet égard – Le français est la langue de la République (non d’un territoire ou de l’État) –, et fait ainsi « référence à un type précis de rapport » (Klinkenberg) entre langue et conception de société. Dans cette perspective, l’institution de la Francophonie devient un atout majeur pour la langue française (Renard, 2011). Le français constitue, en effet, un lien de communication entre les pays adhérents, mais la langue française s’avère également, et d’abord, un outil efficient pour le développement de la pensée critique, et pour la défense des libertés et des valeurs humanistes. La Francophonie constitue, dès lors, « un témoignage de solidarité face à la logique coloniale […] et dès sa naissance, une idée subversive » (Boutros Boutros-Ghali). Elle porte un projet culturel fondé sur les valeurs universelles d’un humanisme respectueux des droits de la personne et des groupes sociaux. Ce projet draine l’espoir que la diffusion du français favorisera le développement, l’épanouissement des peuples qui l’adoptent.

The purpose of this paper is to provide an adapted gravity trade model to measure the influence of communication infrastructure development on agro-food trade. The adapted gravity trade model presents associations of bilateral agro-food trade between OECD countries with traditional gravity equation variables and particularly with variables of the information and communication infrastructure development. Using the adapted gravity trade model we find a positive association between the information and communication infrastructure development and bilateral agro-food trade flows between OECD countries. This association is significantly stronger for agricultural than for food products. The improved information and communication infrastructure development improves information and reduces trade transaction costs.
