L’article analyse les effets des brevets comme indicateurs pour les innovations et les normes concernant le volume du commerce franco-allemand. Les résultats montrent en premier lieu que c ’est la capacité d’innovation de l’Allemagne qui peut expliquer le succès de ses exportations vers la France, et non sa puissance en matière de normes. En deuxième lieu, il apparaît que les exportations françaises vers l’Allemagne dépendent du fonds de normes internationales en vigueur dans ce pays. Enfin, les résultats du modèle de commerce intra-branche confirment bien que les normes internationales ont pour effet de développer le commerce.

Deux traits essentiels le caractérisent, à savoir le caractère national ou international des transactions et l’offre à distance. De ces deux caractéristiques découle une réglementation spécifique : les commerçants électroniques vont devoir s’adapter aux règles particulières des pays où ils vont choisir de mener leurs transactions. D’ores et déjà, en France, existe une réglementation pour toutes les transactions à distance qui s’appliquera notamment aux consommateurs et toute une jurisprudence encadrant cette activité.

Cet article traite de l’évolution des prix de détails dans la grande distribution française suite à la promulgation de la loi Châtel en janvier 2008. Il ressort de cette étude que les relations industrie-commerce témoignent en France d’une concentration stratégique du canal autour d’une structure spécifique de marché, que nous qualifions d’oligopole bilatéral à frange non concurrentielle, consubstantielle d’une hausse générale du prix des produits de détail. En France, le rôle de la structure de marché semble donc un élément plus déterminant que l’évolution législative du cadre réglementaire observée au travers des effets induits par la loi Châtel.

The impacts of climate change are affecting ski tourism in Europe’s southernmost ski resorts, such as those in France, and Spain. This is leading to changes in the scheduling of activities which, in turn, imply changes in how ski resorts are managed. The main aim of this work is to analyze whether ski resort websites are developing an effective marketing strategy and if they are adapted to e-commerce and the needs of contemporary society, including the adaptations needed to better face climate change and the stagnation the sector is suffering. In order to achieve this, we have developed a model to analyze ski resort websites; it is based on web content analysis, taking four factors into account: information, communication, e-commerce, and additional functions. We will, secondly, apply the eMICA (Extended Model of Internet Commerce Adoption) methodology to analyze the maturity of such e-commerce activities in ski tourism. Fifty-two ski resorts in Spain and 173 in France were analyzed. Results show that, while alpine ski resorts in general, and those in France in particular, are better prepared, resorts still have to facilitate more effective communication and interaction with their target public. A minority of resorts provide information on environmental certifications and snowmaking.

Vouloir enserrer le commerce électronique dans un cadre juridique restrictif risque de créer une disparité avec le commerce traditionnel, mais encore de lui imposer des spécificités techniques sources de suspicions certaines et de surcroît mal adaptées aux besoins du destinataire. Il importe donc de dépasser les objections consécutives au support électronique du commerce, de rechercher une vision juridique globale du commerce électronique et d'éviter la sensation d'une dispersion des règles applicables. Pour présenter les aspects juridiques du commerce électronique et mesurer l'impact de la forme électronique sur le droit, la loi "économie numérique", et ses évolutions subséquentes embrassent un ensemble d'opérations juridiques du commerce électronique intégrant globalement la publicité par voie électronique et le contrat par voie électronique. La publicité commerciale électronique conduit à l'application de nombreux textes épars qui délimitent le régime applicable à la publicité en général. L'élaboration de dispositions spécifiques à la publicité par voie électronique impose de déterminer le droit de la publicité électronique, ainsi que l'influence de l'électronique sur le contenu de la publicité et ses limites. Le contrat est le support juridique naturel d'exercice du commerce électronique. Aussi convient-il de présenter les règles applicables à la formation et à l'exécution du contrat de commerce électronique. La formation du contrat de commerce électronique a été l'oeuvre de nombreuses études, qui permettent de préciser l'influence de l'électronique sur la formation du contrat de commerce électronique, tant sur les exigences de fond que sur les exigences de forme. To introduce the juridical aspects of electronic trade and measure the impact of electronic form on right, law "économie numérique" (si c'est le NOM d'une loi) and its subsequent evolutions embrace group of juridical operations of the electronic trade inserting advertising by electronic way and contract by electronique way. The commercial and electronic advertising leads to the application of several dispersed texts which delimit the regime applicable to advertising in general. The elaboration of specific dispositions in advertising by electronic way imposes to determine the right of electronic advertising, as well as influence of electronics on the contents of advertising and its borders. The contract is the natural juridical support of exercise of electronic trade. Also it is necessary to introduce rules applicable to training and to execution of the contract of electronic trade. The training of the contract of electronic trade was the work of numerous studies, which allow to specify the influence of electronics on the training of the contract of electronic trade, both on thorough requirements and on the requirements of form. Le Conseil et le Bureau du commerce constituent l’instance principale de l’administration royale du commerce au XVIIIe siècle. Bien que le roi n’assiste jamais aux séances hebdomadaires, cette institution, créée en 1700 et dissoute en 1791, a contribué à modeler l’économie française de l’époque. Installé au sommet d’une pyramide institutionnelle, cet organe est étroitement associé à l’élaboration et à l’application du droit économique, exerçant un véritable pouvoir par procuration en matière d’édiction de la norme. Un de ses traits les plus originaux consiste en la présence, très influente, de Députés du commerce. Ces Députés du commerce, au minimum, constituent un tiers-intervenant susceptible de crédibiliser l’institution par rapport aux forces vives de l’économie. Par ailleurs, une intégration institutionnelle forte tend à solidariser presque organiquement les chambres de commerce, les corporations et les manufactures avec l’instance centrale. Contrairement à une vision quelque peu réductrice d’une économie « dirigiste », le Conseil/Bureau du commerce, durant la première moitié du siècle, opère une économie d’une nature profondément conventionnelle. Concrètement, cette institution forme le point de rencontre de toutes les entités intéressées au commerce et le rapport de force s’avère ambigu entre le pouvoir et les opérateurs privés. Although the king never attended the weekly assemblies, this institution, created in 1700 and abolished in 1791, contributed to shape the French economy at the time. Placed at the top of an institutional pyramid, this organization is narrowly associated with the elaboration and enforcement of the economic right. One of its most prominent features is the very influential presence of Deputies of commerce. These Deputies, at least, constituted a third party liable to give credit to the institution in relation to the forces of the economy. In addition, a strong institutional integration tended to bring together almost organically the Chambres de commerce, the corporations and the manufactures with the central body. Contrary to a somewhat shortview vision of “dirigisme”, the Council/Bureau of commerce operated a deeply conventional economy throughout the first half of the century. This institution allows for the meeting of all the entities interested in commerce, and shapes the relationship between central power and private operators, which was seemingly ambiguous. During the second half of the century, the Bureau of commerce dramatically switches its politics, in order to build a “first” economic liberalism. Cette thèse utilise l'informatique sur les prix et la qualité des exportations et des importations au niveau de l'entreprise pour éclairer quatre importantes questions en économie internationale. Ce travail se caractérise notamment par l’utilisation de données individuelles d'entreprise. Dans le premier chapitre, nous montrons que les entreprises fixent des prix (net de coûts de transport) plus élevés vers les marchés les plus lointains. Ceci peut être expliqué dans des modèles de commerce avec coûts de transport additifs plutôt que multiplicatifs. Dans le second chapitre, nous évaluons l'impact des unions monétaires sur l'intégration économique. Nous montrons que l'euro a touché plus fortement les grandes entreprises. En prenant en compte cette hétérogénéité, nous trouvons un impact important de la création de l'euro sur le degré d'intégration économique de la zone euro. Dans le troisième chapitre nous examinons l'impact des pays à bas salaire sur la qualité des exportations des pays développés. Entre 1995 et 2005, la pression concurrentielle des pays à bas coûts a induit une réallocation des ventes des entreprises de basse qualité vers les entreprises de meilleure qualité. Dans le chapitre 4, nous cherchons à mesurer la sensibilité des prix domestiques aux changements de prix de biens importés. Nous trouvons une élasticité des prix des biens domestiques aux mouvements de prix de biens importés de 12%. La transmission est bien plus faible pour les biens importés au sein d'un même groupe. En moyenne, 9% de la volatilité des prix domestiques au niveau sectoriel est expliqué par les mouvements de prix de biens intermédiaires importés.

Toutefois la notion classique de fonds de commerce classique est d’ores et deja sujette a de nombreuses interrogations. Aussi, l'application de cette qualification aux reseaux numeriques implique une analyse attentive de l’essence et du regime de la notion, car admettre la possible existence d’un fonds numerique revient a revisiter les debats en cours.

Il est ensuite de montrer que les choses hors commerce constituent une catégorie juridique ayant sa véritable cohérence. C'est une autre notion, celle de personne humaine juridique qui la lui fournit. Elle est seule à pouvoir justifier, aujourd'hui, que des choses soient de par leur nature retirées de tout commerce juridique (entre quelques sujets de droit); il s'agit non pas de la personne juridique, du sujet de droit, mais de la personne humaine juridique comprise par le droit, sous ses aspects tant corporels que moraux (image, vie privée, création. . . ). Les actes que le sujet de droit peut accomplir, non pas directement sur cette personne humaine, qui n'est pas un objet, mais sur les choses lui étant attachées, ne doivent pas conduire à lui en faire perdre la maitrise juridique : le don d'organes ou de sang est à cet égard un acte unilatéral non créateur d'obligation, de même que l'exercice des différents droits de la personnalité. Pratiquement absente en Extrême Orient jusqu'à la prise de Saigon en 1859, la France est restée un siècle en Indochine. Dès les premiers jours de la conquête, des commerçants entreprenants ont emboîté le pas des militaires, et tenté de s'implanter en Indochine, avec des succès inégaux. Suiveurs, mais aussi moteurs et acteurs-clés du système colonial, ils sont trop souvent oubliés par les livres d'Histoire, alors qu'ils ont largement contribué à développer la richesse de leurs pays d'origine et des pays où ils s'étaient implantés et à en rapprocher les cultures. Cette thèse retrace la naissance et le développement du tissu commercial et des courants d'échanges établis entre la métropole et sa colonie d'une part, et d'autre part à l'intérieur de l'Indochine et avec les pays voisins. La recherche est complétée par les témoignages et les récits des derniers acteurs. Racontant l'histoire des pionniers qui ont créé les maisons de commerce, ainsi que leur évolution et leur relation avec leur environnement, elle observe le développement de la maison Denis-Frères, saga d'une famille, "success story" d'une implantation parmi les plus durables et les plus performantes, pour dégager les fondements stratégiques de sa réussite commerciale. Parmi les conclusions, il apparaît combien l'Indochine, atout majeur de la présence française en Asie orientale, a longtemps financé un solde commercial largement négatif avec la France par le dynamisme de ses ventes aux pays d'Extrême Orient. Ces résultats ont été obtenus en partie grâce à la constitution de positions dominantes par une quinzaine de grandes maisons coloniales françaises sur les différents secteurs de l'économie indochinoise<br>France was present in Indo-China for 1ess than one century starting from 1859 till the end of the Second World War and the beginning of the Indo-China war in 1946. From the very first days of the colonisation, tradesmen, merchants took the lead from soldiers, as the matter of fact, they settled in Indo-China with varying success. They were the key actors of colonial system and were often forgotten by History to the beneficiary of warriors, diplomats, missionaries and ethnographers. This research on the History of the French colonial period has been carried out under the business approach from local or French fragmentary archives, rounded off by testimonies and stories of the last witness. The present thesis relates the dawn and the development of the commerce and the exchange flows established between France and its colony and also with its Eastern Asia neighbouring. It focused on the story of the pioneers who founded the first trading companies as well as their evolution and the relations they had with their environment. In addition, this thesis describes the "success story" of one of the most reputable and admired Trading Company in Indochina: Denis-Frères. Among the various conclusions which spring up, its appears that Indochina's trade balances withy France were always negative, the colony had always financed its needs and its infrastructure development by purchasing manufactured products and equipment from France thanks to its revenues from the sales of rice, coal, rubber to Eastern Asia countries. The above was possible because of the predominant position captured by fifteen large French colonial trading companies in various sectors of the economy

La ville étant un lieu de production des OM et des DIB, nous nous sommes interrogés sur l’existence d’un lien entre l’organisation du territoire et la séparation des OM et des DIB dans l’espace. Nous avons retenu trois territoires d’analyse : l’unité urbaine de Toulon, l’unité urbaine d’Aix-Marseille mais aussi l’unité urbaine de Lyon afin de mettre en exergue les caractéristiques des villes en région PACA. La forme de la ville mais aussi la mobilité des habitants au lieu de travail et de résidence ont donc été analysées. Nous avons ensuite regardé la ville sous sa composante administrative, notamment à travers les aspects d’intercommunalité et économique par le biais de la variable touristique. Une fois l’étude des caractéristiques de la ville ainsi analysées, nous avons étudié le rôle de certains acteurs tels que les professionnels des déchets, les élus et les organismes agrées (Eco-Emballage), sur la prise en charge par la collectivité des DIAC dans les OM. De l’ensemble de ces interrogations, il en ressort que le territoire est la variable majeure dans la séparation des OM et des DIB. Ainsi, il existe un lien significatif entre la proximité dans une ville du lieu de travail et de résidence et la prise en charge par la collectivité du DIAC dans les OM. D’autre part, il est apparu des types de territoires différents en fonction de la mobilité de la population. Ainsi, nous distinguons par exemple des territoires indépendants où lieux de travail et de résidence cohabitent. Dans ces milieux une grande part des DIB produits se retrouve dans les OM. Par contre, dans les territoires qualifiés de dépendants où les pôles d’emploi et les pôles de résidence sont bien séparés, la part des DIB dans les OM est très faible car les lieux de production de ces déchets sont bien distincts. Dans les unités urbaines de Toulon et d’Aix-Marseille, lieux de travail et de résidence sont assez proches ce qui explique les forts ratios observés dans ces villes. L’étude du rôle des acteurs a montré que suivant le type de politique exercé par les élus, ces derniers intervenaient différemment dans la transformation du territoire et accentuer ainsi plus ou moins la séparation entre les lieux d’habitat et d’emploi dans une ville. Par contre en aval lorsque les déchets sont produits, l’élu n’intervient pas sur cette problématique. C’est le type de territoire qui est responsable de la prise en charge ou non du DIAC dans les OM. Dès lors, suivant les mobilités de populations dans l’emploi au lieu de travail et de résidence les quantités de DIB à la charge de la collectivité sont différentes. Aucune gestion optimisée n’est aujourd’hui proposée en aval lorsque ces déchets sont produits. Ces derniers sont mal connus, donc mal maîtrisés. Ainsi, pour mieux gérer les DIAC, il est impératif de connaître l’organisation des territoires, afin d’identifier réellement les DIB de la responsabilité des collectivités locales et de proposer des solutions adaptées à leur récupération. Cette thèse présente d’ailleurs certaines actions à mettre en place pour optimiser la gestion de ces déchets dans les espaces où social et économie cohabitent

This thesis addresses the origin of the cultural myths that continue to be connected to popular notions of what were considered to be typically ‘English’ or ‘French’ ways of eating and drinking in the seventeenth century, in order to examine an alternative history that reveals a more complex story about food practices, and their relationship to cultural identification. In an era of empire-building, exploration and scientific discovery, early modern consumers were confronted with a dazzling array of new things to eat and drink, and new ways to eat and drink them. In this thesis, I focus on the role that commerce has played in the transmission of ideas, including the relationship between food and identity, using economic history to examine both commercial and cultural exchange in the trading networks of England and France. I explore how food choices that became part of the enduring cultural identity of Britain and France were influenced by global trade, and how the economic policies of these nation-states in the seventeenth century were influenced by what their citizens chose to eat and drink. How did the increase in global trade affect the definition of ‘French’ and ‘English’ cultures? In turn, how did the demands of cultures that could be defined as ‘French’ or ‘English’ affect trade? Finally, how did economic issues related to the production, consumption and distribution of food cultures establish the contours of early modern French and English cultural identity? To answer these questions, I focus on ingredients and comestibles specific to their respective food traditions: sparkling champagne, coffee, spices, and sugar. Each of these is now associated with myths of national identification that originated, before the advent of the nation as a political idea, during the seventeenth century.

This chapter introduces the emerging m-commerce market in France. Despite the current low level of use, this market is characterized by the implementation of an increasingly efficient m-commerce value chain by network operators, content providers and content enablers. As a consequence, innovative and attractive services are being introduced progressively for both consumers and businesses, which are analyzed here with the help of the CLIP framework. Furthermore, the authors argue that an m-commerce strategy should be designed in synergy with a fixed network-based e-commerce strategy while carefully following and anticipating the progressive implementation of significant technological advances.

In the transition to the digital economy, the implementation of e-commerce strategies contributes to foster economic growth and obtain competitive advantages. Indeed, national and supranational statistics offices monitor the adoption of e-commerce solutions by conducting periodic surveys to businesses. However, the information about e-commerce adoption is often available online in each company corporate website, which is usually public and suitable for being automatically retrieved and processed.In this context, this work proposes and develops an intelligent system for automatically detecting and monitoring e-commerce availability by analyzing data retrieved from corporate websites. This system combines web scraping techniques with some learning methods for Big Data, and has been evaluated with a data set consisting of 426 corporate websites of manufacturing firms based in France and Spain.Results show that the proposed model reaches a classification precision of about 85% in the test set. A more detailed analysis evidences that websites with e-commerce tend to include some specific keywords and have a private area. Our proposal opens up the opportunity to monitor e-commerce adoption at a large scale, with highly granular information that otherwise would have required every firm to complete a survey.

Since small-medium sized enterprises (SMEs) play a vital role within many major economies throughout the world, their ability to successfully adopt and utilize the Internet and electronic commerce is of prime importance in ensuring their stability and future survival. In this paper, initial findings will be reported of a study carried out by the authors into the use made of the Internet and electronic commerce and key issues influencing its use by SMEs. In order to broaden the scope of this paper, the results gained from the study will be compared with figures relating to businesses in the rest of Scotland and the UK, as well as the US, Canada and Japan, and European countries that include Sweden, Germany, France and Italy. The issues raised from this study will be compared with similar studies carried out in other countries such as Australia, New Zealand and British Columbia, as well as countries within the European Union in order to provide a wider meaningful international context for the results of the study.

There is no doubt that the digital transformation is assuming some characteristic features: progressive digitization of the economy, increased relevance of digital platforms, progressive digitization of business models, disintermediation due to e-commerce, servitization of the value proposition and/or operating model, digital re-invention, spread of technoculture in consumer contexts, managerial automation due to algorithms and AI adoption, increased consumers’ brand experience, social engagement, big data analysis centrality, symbiotic value creation expectations at societal level.However, now very little is investigated the effect on governmentality (or the art of government) of these transformations. What role should the public system and actors play? In a first preliminary analysis it seems that this role could be confined but not limited to: 1. promoting a growing adoption of these transformations from all the economic system’s key players (firms, retailers, suppliers, technology vendors, Universities, research centers, consumers). 2. fostering networking for DT3. Financially supporting DT and disciplining it4. Protecting the SME promoting DT processes at an aggregate level (districts, supply chains, clusters, Regional Innovation Systems). 5. Digital transformation of public administration itself, permitting the same to evolve towards a systemic view of governmentality 6. Adoption of a digital service culture.The general aim of this article is to assess the main directions along which the digital transformation is affecting global economy, mainly under a twofold perspective. 1.A firm’s and managerial perspective, discussing the most relevant managerial topic emerging with the digital transformation and above listed. 2.A governmentality perspective, studying some calls launched by some of the most relevant European Countries (Italy, Germany, England, France) to investigate the main objectives and scopes of digital transformation under a public management eye. Primary and secondary sources of information will be integrated for achieve such a research purpose. The information borrowed from institutional calls will be integrated by media interpretations of the phenomenon under analysis. Reports on the digital transformation by leading consulting firms operating in the countries will be also analyzed.The contribution is conceptual and interpretive in nature.

The WR21 Intercooled and Recuperated (ICR) gas turbine has been developed to meet the future military needs for a fuel efficient, low cost of ownership, high power marine gas turbine. The engine is rated at 25.6MW (ISO) and has an outstanding pedigree derived from its two parent engines, the Rolls-Royce aero RB211 and Trent. Having completed development in February 2000, a 3000 hour endurance test is now underway and a shock test is planned to qualify the engine for entry into service in the Royal Navy, United States Navy and French Navy. The 3000 hour endurance test commenced at DCN Indret, France in January 2001 and is planned to complete April 2002. Shock testing, conducted on the unrefurbished endurance engine, will complete in late 2002. The three Navies have invested considerable time and effort in developing comprehensive running profiles that will thoroughly test the engine to the satisfaction of all parties. The first 1500 - 2000 hours will be conducted with the engine operating in the mechanical drive configuration, with the remaining running simulating the engine driving a conventional constant speed alternator.

Quasiment improvisé par une équipe d’amateurs largement dépassée par les évènements, le film Emmanuelle (1974) de Just Jaeckin est aussi une imposture en ce qui concerne la représentation des personnages féminins – mystification d’autant plus criante que son succès planétaire inédit lui permet, paradoxalement, de passer inaperçue. Car le premier soft porn français, numéro 1 au box-office de l’année 1974 en France (avec presque 9 millions d’entrées), recèle bien des ambiguïtés, à commencer par celle de son message. S’il a véhiculé un fantasme planétaire d’une femme libérée, le film apparaît cependant, à y regarder de plus près, comme une vaste entreprise de réappropriation machiste d’une sexualité féminine désormais livrée à la lumière du jour. Dans cet article, nous nous proposons de revenir sur ce film qui a marqué son époque pour devenir symbole même de la révolution sexuelle, mais qui a laissé inaperçu le thème du harcèlement. Emmanuelle reste un cas d’école d’un double discours qui prend comme appât le prétexte de la libération des femmes pour pourtant nier cette dernière dans le film. La « libération » du personnage féminin menée sous la houlette de mentors masculins est ainsi marquée par la violence et l’humiliation, pour le bon plaisir du public de l’époque.

Abstract Two realities are intertwined in the context of the Middle Ages: affirmation of the idea of Christianity and the Commercial Revolution. From the middle of the 11th century, the European West presents a process of fragmentation of political power with the rise of the feudal regime, in which local landowners have a higher power than the monarchic authorities (FRANCO JR, 2001), creating a vacuum of political unity and making the Church the only strong and centralized institution in the midst of fragmentation (FOSSIER, POLLY and VAUCHEZ, 2001It is in this context that Christianity takes command of medieval society and begins to dictate rules and conduct for various activities, seeking to link the principles of Jesus with earthly life (PERNOUD, 1997). Concurrently with the strengthening of the power of the Church, the merchants started to be notorious figures in the European West of the XIII century (LE GOFF, 1991), leading the phenomenon of Commercial Revolution, that is, new ways of practicing trade, such as the creation of trading companies, professionalization of the sedentary merchants, emergence of money, bills of exchange, navigation insurance and accounting techniques (LOPEZ, 1986). The emergence of merchants caught the attention of Church intellectuals (NOGUEIRA, 2019) and the new commercial agents were the target of a Christian moralization. The aim of this paper is to present two attempts to regulate commerce in the European West: the first described in the Decree of Gratian – elaborated in the 12th century by the monk and jurist Gratian - and the second in Question 77 of Thomas Aquinas' Summa Theologica.

The European AGATA programme (Advanced Gas Turbine for Automobiles), is a programme dedicated to the development of three critical ceramic components — a catalytic combustor, a radial turbine wheel and a static heat exchanger — for a 60 kW turbogenerator in a hybrid electric vehicle. These three components, which are of critical importance to the achievement of low emissions and high efficiency, have been designed, developed, manufactured and tested as part of a full-scale feasibility study. The AGATA partners represent car manufacturers as well as companies and research institutes in the turbine, catalyst and ceramic material fields in both France and Sweden. The AGATA project commenced in early 1993 and has occupied a 5-year period until April 1998. This paper summarises the results from the development of the catalytic combustor. The catalytic combustor operates at temperatures in the catalytic section from inlet 935°C to the exhaust 1350°C. Therefore all structural components in the hot section are made of ceramic materials. The testing and validation have been run through a component test campaign from which it was concluded that: • The catalytic section substrates showed good behaviour during the high temperature tests. • Palladium was chosen as the active catalytic material after extensive testing at pilot scale. Ageing at high temperature (1270°C) has a strong effect on catalyst deactivation. • Emissions levels of the preheater are in agreement with the state of the an for small aero-engines according to the ICAO legislation. The complete full scale combustor testing was run in the following steps: • Initial gas analysis tests at inlet temperature 200° lower than the nominal value • CARS and gas analysis • Comparison diesel and ethanol fuels • Final testing at maximum design temperatures and pressure The catalytic combustor was run on diesel fuel during the complete test period. A test campaign comparing exhaust emissions when running on ethanol fuel was performed at Volvo Aero Turbines. These results showed that the catalyst reaction rate and CO/HC/NOx emissions were similar. This means that the chosen catalytic combustor can be used as a dual fuel combustor diesel/ethanol. The final test campaign at ONERA, France, was run up to temperatures slightly above the specified maximum design temperatures. Inlet temperature 962°C (design 935°C) and exhaust temperature 1362°C (design 1350°C). These tests showed that NOx emission levels below 4 ppm @15% O2 were obtained when low CO and HC emissions levels were measured at full load conditions. This promising performance level was reached with technologies that still have to be thoroughly evaluated in terms of durability and low cost potential for industrial applications.

Ce rapport explore le pivot vers la diplomatie des données aux États-Unis, au Japon, à Singapour, en Allemagne et en France et explicite la façon dont l’analyse de données utilisant des méthodes d’intelligence artificielle offre de nouveaux outils d’aide à la décision et représente un avantage significatif pour l’action diplomatique. La diplomatie des données peut aider à comprendre les tendances économiques, les flux de commerce, les investissements étrangers, les réglementations et les politiques commerciales, tout comme elle peut aider à comprendre les tendances et les défis environnementaux communs, les politiques et les pratiques de développement durable et d'identifier les domaines d'engagement et de coopération bilatérale. Autant de moyens pouvant améliorer la force de frappe diplomatique du Québec à l’étranger.

En effet, elle n’est pas réservée aux plateformes de vente ou aux applications médicales. L’IA peut assister l’écriture, accompagner le travail éditorial ou encore aider le libraire. Elle peut répondre à des besoins criants ; malgré ses limites évidentes, elle permet d’envisager des applications inédites dans la chaîne du livre, qui font ici l’objet de recommandations précises. Ce livre blanc, rédigé par deux spécialistes du livre et de l’intelligence artificielle, vise à identifier des pistes d’action pour mettre l’IA au service des nombreux maillons du monde du livre. « Dans ce milieu, où doivent être menées les réflexions utiles à la planification de l’avenir immédiat de ce créneau culturel, l’idée d’une concertation de certains de ses acteurs sur l’utilisation d’IA (voire l’éventuelle mise en commun des données collectées) est une piste à suivre. » Cette concertation est appelée par nombre d’experts, qui témoignent dans ce Livre blanc des enjeux propres au contexte culturel actuel menacé par les géants du commerce : « Si l’IA appelle une vigilance constante concernant son utilisation, il paraît important pour les acteurs du monde du livre de rester très attentifs aux avancées technologiques, tant à ce qu’elles pourraient bousculer qu’à ce qu’elles pourraient apporter. » (Virginie Clayssen, Éditis / Commission numérique du Syndicat national de l’édition, France) Ainsi, « la voie dorée pour l’introduction d’IA, pensée comme intelligence augmentée, dans les différents maillons de la chaîne est sans aucun doute celle d’une exploitation des différentes données déjà disponibles ».

Professor Leslie R. Marchant was a Western Australian historian of international renown. Richly educated as a child in political philosophy and critical reason, Marchant’s understandings of western political philosophies were deepened in World War Two when serving with an international crew of the merchant navy. After the war’s end, Marchant was appointed as a Protector of Aborigines in Western Australia’s Depart of Native Affairs. His passionate belief in Enlightenment ideals, including the equality of all people, was challenged by his experiences as a Protector. Leaving that role, he commenced his studies at The University of Western Australia where, in 1952, his Honours thesis made an early case that genocide had been committed in the administration of Aboriginal people in Western Australia. In the years that followed, Marchant became an early researcher of modern China and its relationship with the West, and won respect for his archival research of French maritime history in the Asia-Pacific. This work, including the publication of France Australe in 1982, was later recognised with the award of a French knighthood, the Chevalier d’Ordre National du Mèrite, and his election as a fellow to the Royal Geographical Society. In this festschrift, scholars from The University of Notre Dame Australia appraise Marchant’s work in such areas as Aboriginal history and policy, Westminster traditions, political philosophy, Australia and China and French maritime history.

Short-term rentals mediated by digital platforms have positive and negative impacts that are unevenly distributed among socio-economic groups and places. Detrimental impacts on the housing market and quality of life of long-term residents have been particular contentious in some cities. • In the 12 cities studied in the report (Amsterdam, Barcelona, Berlin, Brussels, Lisbon, London, Madrid, Milan, Paris, Prague, Rome and Vienna), city governments have responded differently to the growth of short-term rentals. • The emerging local regulations of short-term rentals take multiple forms and exhibit various degrees of stringency, ranging from rare cases of laissez-faire to a few cases of partial prohibition or strict quantitative control. Most city governments have sought to find a middle-ground approach that differentiates between the professional rental of whole units and the occasional rental of one’s home/ primary residence. • The regulation of short-term rentals is contentious and highly politicised. Six broad categories of interest groups and non-state actors actively participate in the debates with contrasting positions: advocates of the ‘sharing’ or ‘collaborative’ economy; corporate platforms; professional organisatons of short-term rental operators; new associations of hosts or ‘home-sharers’; the hotel and hospitality industry; and residents’ associations/citizens’ movements. • All city governments face difficulties in implementing and enforcing the regulations, due to a lack of sufficient resources and to the absence of accurate and comprehensive data on individual hosts. That data is held by corporate platforms, which have generally not accepted to release it (with a few exceptions) nor to monitor the content of their listings against local rules. • The relationships between platforms and city governments have oscillated between collaboration and conflict. Effective implementation is impossible without the cooperation of platforms. • In the context of the European Union, the debate has taken a supranational dimension, as two pieces of EU law frame the possibility — and acceptable forms — of regulation of online platforms and of short-term rentals in EU member states: the 2000 E-Commerce Directive and the 2006 Services Directive. • For regulation to be effective, the EU legal framework should be revised to ensure platform account- ability and data disclosure. This would allow city (and other ti ers of) governments to effectively enforce the regulations that they deem appropriate. • Besides, national and regional governments, who often control the legislative framework that defines particular types of short-term rentals, need to give local governments the necessary tools to be able to exercise their ‘right to regulate’ in the name of public interest objectives.

Aujourd'hui, la communauté éducative dans son ensemble est confrontée à un défi universel : se préparer à l'ère de la post-pandémie-COVID-19. Ce défi signifie qu’il faut assurer un enseignement équitable et de qualité ainsi qu'une évaluation efficace et efficiente de l'apprentissage selon des modalités hybrides, flexibles ou entièrement à distance. En outre, les bureaux de soutien à l’enseignement (BSE) jouent un rôle essentiel pour relever et surmonter ce défi. Ce livre blanc met en lumière la manière dont les BSE, les centres d'enseignement et d'apprentissage et les entités équivalentes ont abordé et prévoient d'aborder les tendances et les problèmes de l'apprentissage numérique dans le contexte de la perturbation de l'enseignement causée par la COVID-19. Il commence par un aperçu du rôle traditionnel que les BSE et les entités équivalentes ont joué depuis leur création dans les établissements d'enseignement. Il décrit ensuite comment ce rôle a évolué pour devenir les premiers intervenants académiques dans le contexte de la pandémie COVID-19. Le document se poursuit par une discussion approfondie sur les défis auxquels les BSE ont été confrontés depuis l'éruption de la pandémie en mars 2020 et ceux qu'ils anticipent pour les semestres à venir. Il énumère également des exemples concrets de mesures qu'ils ont prises pour faire face à ces défis. En outre, il fournit des informations détaillées sur une action majeure entreprise par tous, à savoir le partage public d'une abondance de ressources pour soutenir le corps enseignant et les étudiants pendant la transition en ligne. Cette discussion met en évidence les ressources pertinentes en matière d'équité. La dernière section de ce document présente les leçons apprises et les recommandations des centres aux centres, ainsi que les commentaires d'experts et de chercheurs du domaine avec des idées et des approches adaptées au mandat actuel des centres pour les aider à mieux faire face à ce qui s'en vient. Les recommandations de ce livre blanc s’appliquent aux établissements d'enseignement, aux membres du corps enseignant, aux étudiants et aux décideurs politiques. Ce livre blanc a été préparé dans le cadre des travaux de l’Observatoire international sur les impacts sociétaux de l’IA et du numérique (OBVIA) sur les effets des systèmes d’intelligence artificielle et des outils numériques déployés pour lutter contre la propagation de la COVID-19 sur les sociétés soutenus par les Fonds de recherche du Québec (FRQ).
