Purpose After the 19th CPC national congress, Chinese Communist Party and the government put forward higher requirements for the development of coastal zones, and it is urgent to establish an integrated coastal zone management system, so as to better guarantee the construction of maritime powers and regional coordinated development. The purpose of this paper is to aim at re-examining and positioning China’s integrated coastal zone management. Design/methodology/approach This paper sorts out the current situation of coastal zone resources and environment, summarizes prominent problems and clarifies the path of comprehensive management of coastal zone based on the typicality and comprehensiveness of coastal ecosystem. Findings Coastal zone is a typical area of “life community shared among mountains, rivers, forests, fields, lakes and grass.” However, there are three prominent problems at present, namely, separation between land and sea, separation among industry sectors and separation among administrative jurisdictions. Coastal zone planning and legislation are important measures to realize the comprehensive management of coastal zone. Originality/value This paper puts forward some suggestions on the reform of coastal zone management from the perspective of planning and legislation.

The purpose of this publication is to define the terms «coastal territory» and «coastal zone» from the point of view of their urban planning use, because the current legislative documents, normative sources, scientific articles, which raise the problems of development and preservation of coastal territories, do not give their clear interpretation. As a natural phenomenon, the river and its coastal territory are an interdependent river ecosystem, which is a complex dynamic complex with paradynamic connections, where the exchange of substances, energy, and information takes place. The general boundary and configuration of the coastal territory is determined according to the maximum value of the influence of the river, taking into account its engineering and geological, microclimatic and spatial planning criteria. From the point of view of urban planning, the coastal area is a natural reserve of the urban fabric, which has a favorable potential for the formation of coastal zones in order to create a comfortable and safe urban environment. The coastal zone is a part of the coastal territory and water area with regulated and unregulated economic activity, the functional purpose of which is the organization of a favorable environment for the life of the population in the zone of influence of the reservoir. Almost all coastal areas are favorable for urban development - the difference exists in the degree of complexity and cost of urban development of coastal areas, their transformation into coastal zones. The urban planning assessment of the coastal zone for the organization of a favorable and comfortable environment for people's stay here is a complex of engineering-geological, architectural-compositional, sanitary-ecological and economic assessments. The choice of techniques for the development of the coastal zone should be based on the principles of the formation of an expressive architectural and planning development, improvement of the urban microclimate, the formation of convenient public space and landscaped and recreational areas. It is unacceptable to build up the coastal zone with capital structures of the industrial area, with the exception of water management facilities, and the laying of transit main streets here. The functional purpose of coastal zones may change over time. An assessment of the natural factors of coastal areas in relation to the degree of favorability of urban development of coastal areas and an assessment of coastal landscapes in relation to their functional purpose is given. It is noted that the main defining features of the coastal area, among many factors, are the geomorphological structure and microclimate. The transformation of Kyiv's Dnieper embankment has been traced: starting from the 5th century, after passing through 4 main periods of formation due to the arrangement and beautification of the coastal zone, the Podil embankment today has lost its function as a public space. The transformation of the coastal zone of Kyiv into a center of limited elite housing and a transport corridor is an impoverishment of the life of the city, the loss of an important urban area. The development of coastal areas, as a natural potential in cities, should be carried out within the limits of current legislation and taking into account environmental norms to create a favorable urban environment.

A total of 261species of marine benthic algae under 121genera,comprising 72 taxa belonging to 26 genera of Chlorophyta, 45 taxa belonging to 18 genera of Phaeophyta and 144 taxa belonging to 77 genera of Rhodophyta growing along the Tanintharyi Coastal Zone, Deltaic Coastal Zone and Rakhine Coastal Zone, were recorded. In general, diversity ratios of seaweeds occur in 3 Coastal Zones is 3:1:4 between the Tanintharyi Coastal Zone (146 taxa), Deltaic Coastal Zone (53 taxa) and Rakhine Coastal Zone (224 taxa).Among these, 89 species of marine benthic algae, including 25 taxa of green, 9 taxa of brown and 55 taxa of red algae, were newly recorded from Myanmar waters. The latitudinal distribution of marine benthic algae along the Myanmar Coastal Zones reveals 25 species of marine benthic algae which uniquely occur in low lattitute in the Tanintharyi Coastal Zone and 111 species which exclusively predominate in high lattitutein the Rakhine Coastal Zone. Monostroma, Ulva, Caulerpa and Codium of Chlorophyta, Dictyota, Spatoglossum, Hormophysa, Turbinaria and Sargassum of Phaeophyta and Phycocalidia, Dermonema, Gelidiella, Halymenia, Solieria, Hypnea, Gracilaria,Gracilariopsis, Hydopuntia, Catenella and Acanthophora of Rhodophyta could be considered as of dependable natural resources of Myanmar to produce the sea-vegetables and phycocolloids. Mariculture of some economically important marine red algae such as Gracilaria spp., Hydopuntia spp., Catenella spp. And Kappaphycus alvarezii was described. Current status and prospects of phycocolloid industries producing alginate, agar-agar and carrageenansfrom raw materials of seaweeds of Myanmar were discussed. Checklist, distribution and conservation of marine benthic algae were briefly presented.

Law Number 26 of 2007 on Spatial Planning and it is in fact related with land spatial planning, although that ocean and air spatial management will be arranged in separate law. The legal for coastal zone management is determined by using the principles of integrated coastal management by focusing on area or zone authority system. The integrated of coastal zones management regulations should be followed by the planning of coastal spatial arrange­ment. Therefore, certain synchronization at coastal zones governance is very important issue since by integrating and coordinating other related regulations and therefore conflict of norm can be minimized in the spatial planning coastal zone.

Overuse of coastal regions may lead to coastal erosion and shoreline retreat, threatening the inherent life and property of the coast. This is because typhoon waves with storm surges frequently attack overdeveloped coasts and related structures. In the present study, coastal buffer and protection zones were defined for the management of coastal disasters. The coastal buffer zone may offer remarkable advantages to avoid improper coastal use and limit the impact of extreme events by reducing erosion, mitigating coastal disasters, improving water quality, expanding habitats, and minimizing coastal degradation. Further, factors affecting the establishment of coastal buffer zones were classified according to natural and anthropogenic characteristics. Moreover, regarding the direction of research into coastal buffer zones, themes and countermeasures for coastal buffer zone management were discussed from the perspectives of technology, planning, and management policies. Finally, the application of numerical models to assess the impact factors in coastal buffer zones are proposed.

Today, we observe at the population level, that the improvement in comfort is accompanied by an increase in the electrical energy required. The predicted exhaustion of fossil energy resources maintains some speculation. Their unequal geographical distribution justifies the energy dependence of Benin overlooked from outside. So it is urgent to explore the various sources of renewable energy available to Benin. In this work, using measurements made ​​by the Millennium Challenge Account (MCA-Benin) as part of the extension of the port of Cotonou, with Boussinesq equations (Peregrine) and Stokes waves dispersion relation, we characterized the variations of various swell parameters (height, wavelength, velocities) in the shoaling zone on the study site and proceeded to estimate variations in wave energy power from deep waters to the bathymetric breaking point. Finally, the zone with high energy power (where the conversion of this energy into electrical energy would be profitable) of these waves is highlighted on the site, the local water depth at the point of breaking waves is evaluated and results obtained allowed to justify the very energetic character take by these swells on this coast when they are close to the beach.

Wilayah laut dan pesisir beserta sumberdaya alamnya memiliki pengaruh strategis terhadap pengembangan ekonomi Indonesia karena dapat diandalkan sebagai salah satu pilar ekonomi nasional. Pemanfatan dan pengelolaan kawasan pesisir yang dilakukan oleh masyarakat maupun pemerintah daerah belum mencerminkan aspek-aspek kelestarian dan keberkelanjutan. Untuk mendukung hal tersebut, perlu dikembangkan zona ekowisata yang mampu meningkatkan ekonomi masyarakat lokal. Penelitian ini bertujuan untuk mempelajari zona ekowisata kawasan konservasi pesisir di Kecamatan Katingan Kuala Kabupaten Katingan, Provinsi Kalimantan Tengah melalui pendekatan ekologi bentang lahan. Hasil penelitian menunjukkan bahwa dari seluruh luas wilayah Kecamatan Katingan Kuala (1.440 km2) dapat dikategorikan dalam empat sub zona, yaitu zona ekowisata ± 15,83 %, zona penyangga ± 31,30 %, zona inti untuk konservasi dan rehabilitasi ± 29,55 %, dan zona produksi dan ekonomi ± 23,31 %. Disimpulkan bahwa kegiatan pengembangan ekowisata di wilayah pesisir ini harus serasi dan selaras dengan upaya konservasi, perlindungan, dan pelestarian lingkungan hidup secara menyeluruh.Kata kunci: zonasi ekowisata, ekologi bentang lahan, konservasi pesisir, pembangunan keberlanjutan, Katingan Kuala. AbstractMarine and coastal areas as well as their natural resources have strategic effects towards the economic development of Indonesia because they are reliable to be one of the pillars of the national economy. Utilization and management of coastal areas either conducted by the community or local government have not reflect the conservation and sustainable aspects. To support these conditions, it is necessary to develop ecotourism zone, which is able to improve the local economies. This research aimed to study ecotourism zone of the coastal conservation area in Katingan Kuala Sub-district, Central Kalimantan Province through landscape ecology approach. The results showed that the total area of Katingan Kuala Sub-district, which is1,440 km2, could be categorized into four sub-zones, i.e. ecotourism zone is ±15.83 %, buffer zone is ± 31.30 %, core zone for conservation and rehabilitation is ± 29.55 %, and production and economic zone is ± 23.31 %. It was concluded that ecotourism development in these coastal areas should be in harmony with the conservation, protection, and preservation of the environment as a whole.

Coastal Zone is an area where ocean, land, and environment interact with one another; therefore, it is lively and varied in nature. The coastal zones in Bangladesh is being frequently attacked by cyclones, storm surge, sea level rise, which have affected terribly this low lying coastal zone. The multifaceted coastal zone prerequisites all-inclusive integrated approaches to manage. This study aims to identify the background of the socio-economic problems of the people of coastal zone particularly in the eastern belt. It also discusses the various problems along the coastal areas, and the rationality of coastal governance and management for sustainable development, framework for solving the coastal issues in the eastern zone, climate change and environmental impacts, and policy recommendations for coastal development and management so as to adapt climate change vulnerability (Ahmad, 2019). However, no socio-economic development policy has been taken so far for the coastal people who are the extreme victims of the climate change, natural calamities, typhoons and torpedoes. This study has been done on the basis of both primary and secondary sources of data. The authors of this research have exchanged views with the people living in the eastern coastal belt of Bangladesh to know about the socio-economic condition.

River management has frequently been associated with water supply and resource management, whereas coastal zone management has been more concerned with marine resource management and physical planning. Recognizing the close connection between the river and its catchment area has led to a more integrated approach to river basin management, taking into account water quality along with quantity. Similarly, recognition of the importance of integrated management of the coastal zone as a move towards achieving sustainable development, has led to integrated coastal zone management, with expansion of the domain in both landward and seaward directions. Considering the intrinsic link through physical and ecological structure as well as related physical and biological processes, any modification in a river basin will ultimately affect the coastal zone. Land-based activities, rivers, estuaries, coastal zones and marine environments are all inherently interlinked. As such, an integrated approach to the concomitant management of coastal zones and river basins is crucial. This paper provides an overview of various concepts, approaches and strategies to integrated coastal zone and river basin management. It points out lessons that could be learned from previous and ongoing projects. The paper provides a starting point for investigating how changes in land use and management of river basins might have an impact on the quality of river water and the corresponding coastal zone through scrutinization of management tools and implementation instruments. The paper identifies a requirement further to develop tools which will assist in evaluating current and future environmental conditions at a river/estuary/sea interface within a rigorous framework.

The issue of establishing the boundaries of water protection and coastal stripes in Ukraine were examined in the article. The purpose of the study is to present the practical results of the formation the boundary delimiter of coastal protection stripes, based on scientific and methodological approaches to the development of land management projects for the establishment of coastal protection stripes and modern technologies in the area of geographic information system. Theoretical principles of establishing the boundaries of water protective zones and coastal protective stripes on water resources are analyzed. Regulatory basic documents on the subject of use in the establishment of water protection zones and coastal protection stripes have been explored. It is noted that the size of water protective zones and coastal protective stripes can be set in accordance with the provisions of the Land Code of Ukraine, and according to the especial projects in land management. It is suggested the procedure for establishing coastal and water protective zones is based on determining the hydrographic characteristics of water sites and morphological parameters of coastal areas using remote sensing data and geoinformation system and includes six steps: 1. Determination of morphometric parameters of water sites. 2. Obtaining relief data and its application 3.Determining the steepness of the slopes. 4. Construction of catchment areas and determination of surface effluent directions. 5. Creation of a buffer zone around water sites (construction of a protective stripe and a water protective zone). 6. Combining layers of informative maps for the final definition of boundaries. The use of the methodology is presented on a specific example, namely the pond in the village Gremyache, Rivne region. Methodology will provide a technical background for establishing and decision-making on the size of water protective zones and coastal protection stripes around water objects. One more aspect of the problem, solved by the methodology proposed in the article, involves informative supporting of decisions in a sphere of controlling water fund lands at the regional level as part of the planning measures for sustainable regions development and protection of water objects. Abstract Marine and coastal economies are the drivers of growth for many nations around the world. Close proximity to the sea generates positive externalities being especially strong in coastal areas, whose effective governance is a challenge. The greatest challenge to date is ambiguity in delimitation of a coastal zone, as static criteria based on density of population and industry, are limited in our understanding of the functional connectivity of the sea and land. This article studies functional boundaries of a coastal zone by focusing on the geoinformation analysis of marine-related R&D. We hypothesize that maritime knowledge flows between the customers and contractors of R&D projects can outline the actual configuration of coastal zone in its knowledge production domain. The research data is sourced from ROSRID database of 2017-2019, covering 1,773 marine-related R&D projects funded or executed by entities located across 119 municipalities of 64 regions in Russia. The results of the study showed that maritime knowledge flows are not limited to coastal municipalities or even coastal regions. Some research areas, such as Fisheries, aquaculture and marine life studies, are more localized in coastal zones than others, although featuring an overall strong interconnectedness between inland and coastal territories. Functional delimitation of coastal zone management areas using dynamic data on spatial networks can enhance the effectiveness of coastal zone management.

The purpose of this article was to bring information from the Amapá Coastal Zone to the public, in order to provide subsidies to environmental agencies that operate in the coastal zone of the state, so that this data can be used to better manage this area of the state. The Amapaense Coastal Zone stands out for its dynamism and productivity in the region, marked by the intense activity of coastal processes that constantly modify the region; the performance of erosive and depositional processes in determining the current configuration of the coastal plain; the influence of the Amazon River on sediment transport and deposition along the coastline and on the consolidation of vegetation; the performance of mangroves as a place of refuge and feeding aquatic species; and the rich biodiversity of the Coastal Zone related to climatic conditions and the phenomenon of speciation in the tropics. These factors make the Amapá Coastal Zone an explored region, both by the coastal population with extractive activities and by the sectors of the economy such as ports and services related to urban occupations. With this article we hope to provide a compilation of information about the region that may in the future serve as a reference source for the proper management of natural resources, management and territorial ordering in this area as well as a baseline for further research.

On the basis of analyzing natural conditions, resources, current exploitation status and functional zoning principles and criteria, functional zoning maps for integrated coastal management in Thai Binh were incorporated. Results suggested classifying Thai Binh coasts into two functional zones: Urban and multi-economic development zone and ecological conservation and recovery with economic development and national defense zone. Then, zone 1 and zone 2 were classified into 3 and 4 different functional sub-regions respectively with suitable proposal of prior activities and management. This research is an important basis for coastal development and intergrated coastal management in Thai Binh.

Abstract. China's coastal wetlands have an extensive spatial span and a long coastline, which causes very significant regional differences in the coastal geographical environment. Compared with traditional field surveying, multi-source spatio-temporal data can quickly collect coastal landscape pattern and dynamic evolution information, thus saving a lot of labor, material resource and time cost. In this study, time series high resolution image and luminous thematic data (2015-2019) were adopted for the characteristics of human activity and spatial dynamics assessment in China’s coastal zone. The results demonstrated that the proportion of man-made landscape types in the China’s coastal zone has exceeded 50%, and indicates a steady growth trend with an average annual growth area of 308.35 km2. In the past five years, the natural land has been continuously transformed into the artificial land. The different development behaviors have caused the spatial differentiation of landscape pattern in coastal zones. The coastal landscape dynamics of China’s coastal zones is bounded by the Hangzhou Bay. The comprehensive dynamic attitude in the north is higher, while the comprehensive dynamic degree in the south is concentrated in Hangzhou Bay, Zhejiang, Fujian, Pearl River Delta and Hainan Island. The spatial characteristics of the radiation brightness demonstrate that the change of human activities in the coastal zone is universal in urban and non-urban areas throughout the past five years. The spatial correlation between noctilucent radiation and landscape change in coastal zone is significant year by year, which concludes that human activity is the main driving force of coastal landscape pattern evolution.

The United Nation Convention on the law of the sea recognizes that the coastal states have the right to establish contiguous zone in which the coastal state may exercise the limited control necessary to prevent or punish infringement of its customs, fiscal, immigration and sanitary laws and regulations that occurs within its territory or territorial sea. Under international law the maximum breadth of the contiguous zone is twenty-four nautical miles. Regulation of irregular migration, illegal traffic in drugs, environment, terrorism at sea or underwater cultural heritage increase the importance of the contiguous zone. Accordingly, the contiguous zone as a legal institution may be subject to future changes in the international maritime law. A variety of economic activities revolve around this region. Mapping the dynamic coastal configuration is an essential tool for sustainable coastal zone management. Satellite remote sensing offers excellent resources for monitoring and mapping coastal zones. Microwave remote sensing images, in tandem with optical remote sensing imagery, can be used for mapping coastal configurations. However, both images have some limitations. Coastal ecosystems undergoing rapid urbanisation have characteristics of both natural and artificial ecosystems. How we evaluate the dynamic impact of human activities on coastal ecosystems is important for coastal zone management and development. In this study, we first developed a method to extract both the natural and artificial features of coastal land cover, and classified the coastal landscapes impacted by human activities from an ecological service perspective. We then constructed an ecological interference index for classification to evaluate the impact of coastal human interference on both artificial and natural ecosystems during rapid urbanisation. Lastly, we verified our method by applying it to the coastal zone in Shenzhen, China. Our results show that this method can describe the effects of human activities on coastal zones in more detail. The distribution of human activity was mainly associated with the geomorphology of the coastal zone. Changes in human interference were seen strongly in proximity to both the landward and coastal boundaries of the study area, in close correlation with the public’s increasing conscience for ecological environment protection.

The Dubai coastal zone is defined as a land mass stretching from the Abu Dhabi border in the south to Al Mamzar lagoon in the north, from approximately +4 m DMD (Dubai Municipality Datum) onshore to 10 nautical miles offshore. In its natural state this approximately 70km long coastline consists primarily of long sandy beaches backed by low level dunes and ridges. However, recent infra-structural developments related to trade, tourism and real estate have resulted in significant development within the Dubai coastal zone. These developments have interfered with the natural coastal processes of waves, tidal currents and sediment transport. To understand the dynamics of coastal processes Coastal Zone & Waterways Management Section (CWMS) of Dubai Municipality (DM) developed an advanced coastal real-time monitoring system for coastal management and future planning. This paper provides an overview of the coastal monitoring programme and how these data are used in managing the coastal zone and decision making.

The Integrated Coastl Zone Management (iczm) it is a strategy used in many countries to address the challenges and opportunities associated with coastal area management. Haiti, as a Caribbean country, faces challenges in managing its coastal zones due to vulnerability to extreme weather events, coastal erosion, degradation of coastal ecosystems and other problems. However, effective implementation of this strategy requires a coordinated approach and overcoming significant challenges. The purposeful diagnosis of the administrative-legal subsystem related to Integrated Coastal Management (icm) in Haiti is a crucial tool to identify areas of improvement in the management of the country’s coastal spaces. Through the Decalogue used by the Ibero-American Integrated Coastal Management Network (red ibermar), key aspects that influence the effectiveness of the icm in Haiti can be analyzed. By addressing these key aspects, the country can move towards a more effective and sustainable approach to Integrated Coastal Management for the benefit of its coastal communities and the protection of its marine and coastal resources. Aimed to evaluate response of ecosystem service value to land use change in coastal zone of Bohai sea in last 30years, Series satellite remote sensing images obtained in 1988, 1998 and 2007 were employed to surveyed land use change integrated field surveying,firstly.Then an unit table of ecosystem services function value of main land use type was created. The response of ecosystem service value to land use change in 13 coastal zone regions of the Bohai sea in last 30 years was assessed. The result showed: the ecosystem service value lost 60.74×108RMB in coastal zone of Bohai sea caused by land use change in last 30years. Amony the 13 coastal zone region, the ecosystem service value increased only in Yantai coastal zone region and Dalian coastal zone region, there are 0.36×108RMB and 0.20×108RMB,respectively. While the ecosystem service value reduced in 11 coastal zone regions, such as Yingkou coastal zone region, Panjin coastal zone region, Binzhou coastal zone region, et al.the total lost value is 60.30×108RMB.

No trabalho são apresentados aspetos gerais da gestão dos recursos costeiros, os principais problemas socioambientais e o estado de conservação dos ecossistemas costeiros da Praia de Bilene. O aporte metodológico se debruça pela análise de fontes documentais, bibliográficas e de trabalho de campo relacionadas à área de estudo. Assim, concluiu-se que a maioria da população local amostrada (64%) não participa na gestão dos recursos costeiros da Praia de Bilene devido à inexistência de estratégias de gestão costeira integrada que prevelegiam modelos de gestão participativa e inclusiva dos recursos naturais. Nesta zona costeira existe uma forte pressão na destruição dos recursos costeiros impulsionada pelas atividades de natureza antrópica embora haja fiscalização dos profissionais da Administração Marítima. Management of coastal resources: an analysis of local participation in the coastal zone of Bilene Beach, Gaza province - MozambiqueAbstract: This study analyzes the main forms of participation of the local communities on Bilene Beach in the management of coastal resources. The present work presents general aspects of the management of the coastal resources, the main socioenvironmental problems and the state of conservation in coastal ecosystems of the Beach of Bilene. The methodological contribution is based on the analysis of documentary, bibliographic and fieldwork sources related to the study area. Thus, it was concluded that the majority of the sampled local population (64%) does not participate in the management of the coastal resources of the Bilene Beach due to the inexistence of integrated coastal management strategies that provide models of participatory and inclusive management of natural resources. In this coastal zone there is a strong pressure on the destruction of the coastal resources driven by activities of anthropic nature, although there is inspection of the professionals of the Maritime Administration. The results suggest that coastal zones need integrated, participatory and inclusive actions for the management of local coastal resources in order to minimize existing socio-environmental problems and maximize the benefits that natural attractions bring to local communities.Keywords: Management of Coastal Resources, Socio-environmental problems, Local participation, Coastal zone of Bilene beach. Dans ce zone côtière il y a une forte pression sur la destruction des ressources côtières entraînée par des activités de nature anthropique bien qu’il y ait une inspection par des professionnels de l’administration Maritime.
