Purpose After the 19th CPC national congress, Chinese Communist Party and the government put forward higher requirements for the development of coastal zones, and it is urgent to establish an integrated coastal zone management system, so as to better guarantee the construction of maritime powers and regional coordinated development. The purpose of this paper is to aim at re-examining and positioning China’s integrated coastal zone management. Design/methodology/approach This paper sorts out the current situation of coastal zone resources and environment, summarizes prominent problems and clarifies the path of comprehensive management of coastal zone based on the typicality and comprehensiveness of coastal ecosystem. Findings Coastal zone is a typical area of “life community shared among mountains, rivers, forests, fields, lakes and grass.” However, there are three prominent problems at present, namely, separation between land and sea, separation among industry sectors and separation among administrative jurisdictions. Coastal zone planning and legislation are important measures to realize the comprehensive management of coastal zone. Originality/value This paper puts forward some suggestions on the reform of coastal zone management from the perspective of planning and legislation.

The purpose of this publication is to define the terms «coastal territory» and «coastal zone» from the point of view of their urban planning use, because the current legislative documents, normative sources, scientific articles, which raise the problems of development and preservation of coastal territories, do not give their clear interpretation. As a natural phenomenon, the river and its coastal territory are an interdependent river ecosystem, which is a complex dynamic complex with paradynamic connections, where the exchange of substances, energy, and information takes place. The general boundary and configuration of the coastal territory is determined according to the maximum value of the influence of the river, taking into account its engineering and geological, microclimatic and spatial planning criteria. From the point of view of urban planning, the coastal area is a natural reserve of the urban fabric, which has a favorable potential for the formation of coastal zones in order to create a comfortable and safe urban environment. The coastal zone is a part of the coastal territory and water area with regulated and unregulated economic activity, the functional purpose of which is the organization of a favorable environment for the life of the population in the zone of influence of the reservoir. Almost all coastal areas are favorable for urban development - the difference exists in the degree of complexity and cost of urban development of coastal areas, their transformation into coastal zones. The urban planning assessment of the coastal zone for the organization of a favorable and comfortable environment for people's stay here is a complex of engineering-geological, architectural-compositional, sanitary-ecological and economic assessments. The choice of techniques for the development of the coastal zone should be based on the principles of the formation of an expressive architectural and planning development, improvement of the urban microclimate, the formation of convenient public space and landscaped and recreational areas. It is unacceptable to build up the coastal zone with capital structures of the industrial area, with the exception of water management facilities, and the laying of transit main streets here. The functional purpose of coastal zones may change over time. An assessment of the natural factors of coastal areas in relation to the degree of favorability of urban development of coastal areas and an assessment of coastal landscapes in relation to their functional purpose is given. It is noted that the main defining features of the coastal area, among many factors, are the geomorphological structure and microclimate. The transformation of Kyiv's Dnieper embankment has been traced: starting from the 5th century, after passing through 4 main periods of formation due to the arrangement and beautification of the coastal zone, the Podil embankment today has lost its function as a public space. The transformation of the coastal zone of Kyiv into a center of limited elite housing and a transport corridor is an impoverishment of the life of the city, the loss of an important urban area. The development of coastal areas, as a natural potential in cities, should be carried out within the limits of current legislation and taking into account environmental norms to create a favorable urban environment.

A total of 261species of marine benthic algae under 121genera,comprising 72 taxa belonging to 26 genera of Chlorophyta, 45 taxa belonging to 18 genera of Phaeophyta and 144 taxa belonging to 77 genera of Rhodophyta growing along the Tanintharyi Coastal Zone, Deltaic Coastal Zone and Rakhine Coastal Zone, were recorded. In general, diversity ratios of seaweeds occur in 3 Coastal Zones is 3:1:4 between the Tanintharyi Coastal Zone (146 taxa), Deltaic Coastal Zone (53 taxa) and Rakhine Coastal Zone (224 taxa).Among these, 89 species of marine benthic algae, including 25 taxa of green, 9 taxa of brown and 55 taxa of red algae, were newly recorded from Myanmar waters. The latitudinal distribution of marine benthic algae along the Myanmar Coastal Zones reveals 25 species of marine benthic algae which uniquely occur in low lattitute in the Tanintharyi Coastal Zone and 111 species which exclusively predominate in high lattitutein the Rakhine Coastal Zone. Monostroma, Ulva, Caulerpa and Codium of Chlorophyta, Dictyota, Spatoglossum, Hormophysa, Turbinaria and Sargassum of Phaeophyta and Phycocalidia, Dermonema, Gelidiella, Halymenia, Solieria, Hypnea, Gracilaria,Gracilariopsis, Hydopuntia, Catenella and Acanthophora of Rhodophyta could be considered as of dependable natural resources of Myanmar to produce the sea-vegetables and phycocolloids. Mariculture of some economically important marine red algae such as Gracilaria spp., Hydopuntia spp., Catenella spp. And Kappaphycus alvarezii was described. Current status and prospects of phycocolloid industries producing alginate, agar-agar and carrageenansfrom raw materials of seaweeds of Myanmar were discussed. Checklist, distribution and conservation of marine benthic algae were briefly presented.

The legal for coastal zone management is determined by using the principles of integrated coastal management by focusing on area or zone authority system. The integrated of coastal zones management regulations should be followed by the planning of coastal spatial arrange­ment. Therefore, certain synchronization at coastal zones governance is very important issue since by integrating and coordinating other related regulations and therefore conflict of norm can be minimized in the spatial planning coastal zone.

Overuse of coastal regions may lead to coastal erosion and shoreline retreat, threatening the inherent life and property of the coast. This is because typhoon waves with storm surges frequently attack overdeveloped coasts and related structures. In the present study, coastal buffer and protection zones were defined for the management of coastal disasters. The coastal buffer zone may offer remarkable advantages to avoid improper coastal use and limit the impact of extreme events by reducing erosion, mitigating coastal disasters, improving water quality, expanding habitats, and minimizing coastal degradation. Further, factors affecting the establishment of coastal buffer zones were classified according to natural and anthropogenic characteristics. Moreover, regarding the direction of research into coastal buffer zones, themes and countermeasures for coastal buffer zone management were discussed from the perspectives of technology, planning, and management policies. Finally, the application of numerical models to assess the impact factors in coastal buffer zones are proposed.

Today, we observe at the population level, that the improvement in comfort is accompanied by an increase in the electrical energy required. The predicted exhaustion of fossil energy resources maintains some speculation. Their unequal geographical distribution justifies the energy dependence of Benin overlooked from outside. So it is urgent to explore the various sources of renewable energy available to Benin. In this work, using measurements made ​​by the Millennium Challenge Account (MCA-Benin) as part of the extension of the port of Cotonou, with Boussinesq equations (Peregrine) and Stokes waves dispersion relation, we characterized the variations of various swell parameters (height, wavelength, velocities) in the shoaling zone on the study site and proceeded to estimate variations in wave energy power from deep waters to the bathymetric breaking point. Finally, the zone with high energy power (where the conversion of this energy into electrical energy would be profitable) of these waves is highlighted on the site, the local water depth at the point of breaking waves is evaluated and results obtained allowed to justify the very energetic character take by these swells on this coast when they are close to the beach.

The coastal zone is a valuable resource which provides a diversity of benefits. The difficulties facing the coastal zone tend to fall into three categories: (1) Pressure and conflict on resources. The beach residence value, an indicator of land use pressure, implies that, of the Australian states, New South Wales' coastal zone is under the greatest pressure. Associated with population is development pressure. Many forms of development are not compatible, hence conflicts of interest can arise. (2) The dynamic nature of the coast. That is, the physical and biological aspects of the coastal zone are in a state of flux. The dynamics make predictions for management controversial. (3) Organisational problems. The lack of direction, lack of coordination and fragmentation of management leads to ad hoc management of this valuable resource. This evaluation identified and confirmed the relevance of coastal issues which led to the enactment of the Coastal Protection Act, 1979. The coastal issues investigated were: coastal erosion and development; coastal erosion and protection works; coastal land degradation; degradation of coastal habitats, fish and wildlife resources; recreation opportunities; pollution; and increasing population pressure and competition betweeen alternative uses. The administrative arrangements for management of the issues were investigated. A broad range of coastal issues were evaluated using a mix of indicators with standards of comparison to measure progress. Management tools, policies and strategies used to address the issues were investigated. Finally prescriptions to further address the issues were made as was how to implement the prescriptions. The evaluation noted: increasing coastal population and development pressure; numerous examples of conflicts of interest; complex and often bewildering administrative arrangements for coastal zone management; widely varying levels of performance by agencies; and a lack of direction and co-ordination from State authorities. The principal conclusion was that strategic planning needed to be undertaken through a lead coastal agency. The lead agency should clarify and improve direction, co-ordination and co-operation in coastal management. This should improve the effectiveness of management and reduce the incidence and duration of conflict among the different and competing coastal values. This evaluation of the effectiveness of coastal management, at a State level, should not only assist New South Wales but also other States in the management of this valuable resource.

The discussion concentrates on several items including assessment of the longshore sediment flux, modeling the storm-induced deformations and seasonal changes in a coastal profile and also prediction of long-term coast behavior. Based on available data the method is recommended to compute the longshore discharge of the sand, gravel and pebble sediments. When modeling the shortterm storm-induced deformations, the process-based models are most preferable. In particular, the author’s model CROSS-P is applicable to sand, gravel and pebble coasts. However for greater time scales the approach using approximation of coastal profile with one or two concave curves is more effective. The corresponding author’s models developed to describe the seasonal changes and long-term evolution of coastal profile are discussed.

The coasts of Baydaratskaya Bay are composed by loose frozen sediments. At Yamal Peninsula accumulative coasts are predominant at the site where pipeline crosses the coast, while thermoabrasional coast are prevail at the Ural coast crossing site. Coastal dynamics monitoring on both sites is conducted using field and remote methods starting from the end of 1980s. As a result of construction in the coastal zone the relief morphology was disturbed, both lithodynamics and thermal regime of the permafrost within the areas of several km around the sites where gas pipeline crosses coastline was changed. At Yamal coast massive removal of deposits from the beach and tideflat took place. The morphology of barrier beach, which previously was a natural wave energy dissipater, was disturbed. This promoted inland penetration of storm surges and permafrost degradation under the barrier beach. At Ural coast the topsoil was disrupted by construction trucks, which affected thermal regime of the upper part of permafrost and lead to active layer deepening. Thermoerosion and thermoabrasion processes have activated on coasts, especially at areas with icy sediments, ice wedges and massive ice beds. Construction of cofferdams resulted in overlapping of sediments transit on both coasts and caused sediment deficit on nearby nearshore zone areas. The result of technogenic disturbances was widespread coastal erosion activation, which catastrophic scale is facilitated by climate warming in the Arctic.
