Pełny tekst źródłaThis thesis explores the relationship between environmental conflicts and the issue of citizenship, at different scales and temporalities. From an anthropological approach, this thesis aims at the empirical capture of citizenship processes in action in two cases of environmental conflicts that take place in the city of Valdivia and in the coastal town of Mehuín, in southern Chile, due to the construction and commissioning of a cellulose factory. By taking up the historicity of conflicts, as well as the ruptures they have gone through, this thesis focuses on analyzing the way in which different forms of citizenship have been made, evolved and transformed during the conflicts.In this research, the constructions of citizenship are played out in at least three areas of analysis, which at the same time account for the different levels, places and moments of the conflicts in which they take shape. In this way, the analysis will pay special attention to the citizenship registers or “legitimacy registers” (Fourniau, 1996; Carrel, 2007) mobilized by the actors involved to strengthen their position in the conflict and undertake the defense of the sites. Second, this research focuses on analyzing the constructions of citizenship identified in the field of the forms of action and organization established by the collectives in the context of the protest. The third and final area of analysis of citizenships that emerge during conflicts is that of collective engagement. The research raises here the question of “engagement trajectories” (Bertheleu and Neveu, 2005; Douat et al. 2012), that is, to now how collective engagement is built and evolves during the conflicts. This thesis thus seeks to contribute to the understanding of the fabric of citizenship, or of “moving citizenships”, as well as the role played by environmental conflicts in the democratic construction in Chile

Pełny tekst źródłaThis thesis discusses how a citizen association – the Red de Defensa de la Precordillera (RDP) – turns a forest in the Andes foothills in Santiago, Chile, into a defense, claim and research object. This forest, known as « El Panul », located in La Florida commune, is threatened by real estate projects. Citizens gradually undertake to protect the forest they consider « endangered ». Through an ethnography conducted between 2007 and 2010 with the RDP and other associations and citizens of Santiago, this research addresses how everyday citizens invent ways to participate. It is interested in the strategies used by citizens to try to have an impact in a context characterized by the lack of citizen participation policies. Engaged citizens thus forge their own path of contradictions, mistakes, successes and failures to try to influence in projects that affect them and where they do not feel considered by authorities. In order to describe how RDP members enter politics by making public a controversy about a specific territory, we first analyze how the association is configured and how the members configure the problem of the precordillera. We focus on how, following the 1993 mudslide disaster occurred in Lo Cañas, the precordillera becomes a political cause of the association. We then discuss the post-dictatorship process of collective action (1973-1990) to understand the conditions allowing the emergence of new protests in Santiago. Then we focus on the two main strategies used by the citizens of RDP to show the uniqueness and the importance of El Panul: scientific and legal expertise. Finally, we analyze the role of the affective dimension in democratic exchanges, observing how the success or failure of interactions often depend on emotions, affects or empathy between officials and citizens. This thesis proposes to study the possibilities of participation through ethnography, not from institutional structures, but as a political project created by citizens

Pełny tekst źródłaIn the 1980s, a collective action phenomenon took place among women of the middle and lower classes in chile. This did not attain the importance of a social movement, but was more like a kind of cultural movement in the sense that it represented a critique against traditionalism and a cry for modernization. The women's movement was a combination of specific gender identity, social integration and political representation. But these three elements were somewhat contradictory, achieving coherence only in the political sphere. The notions of identity and equality appeared to negate each other. No balance was possible : the women either entrenched themselves behind cultural aspects, severely criticizing the egalitarian perspective out of fear of co-optation of the feminist discourse by the politicians, or they marched decidedly into the political game, seeking to form part of the political class. The will to participate was stronger than the motion for a feminine specificity, so that in fact the women were closer to an alliance with the new governing elite than to an authentic modernizing cultural movement

Pełny tekst źródłaThis thesis aims to analyze the Chilean cultural policy through the programs offered by the National Council of Culture and Arts (CNCA) to promote access for the citizens to culture and the development of cultural practices. The focus is put on the role that the cultural mediation has in this process, mainly in underprivileged sectors of society.The issue of access is, therefore, the heart of the problem in this area. It addresses two complementary strategies of the CNCA, on one hand, the intention to impose a specific type of art (high culture) toward citizenship, and on the other, the culture development of each community by means of diversifying culture offer and supporting artistic practices. Thus, the CNCA provides tools, but the success in these implementation by mediation agents depend of their political and ideological orientations not always in line with CNCA guidelines.This qualitative research is based mainly on interviews with mediation agents, subject experts and programs managers of CNCA. It seeks to contribute to a better understanding of the mediation process and especially the links established in the community where they are immersed. The research also aims to highlight the potential role of mediation in reducing inequalities of access. Our analysis has revealed the role of mediation agents in identifying and resolving tensions arising between the objectives of these programs and the expectations of their participants in cultural and artistic practices. We also study forms of subjectivation that they are experimenting.The transformations that the programs may achieve on the communities, are also a point of special attention to identify the main problems raised by the performance of the State when it seeks to generate diverse routes of access to culture to promote a respectful cultural identity about the specific culture of each population group

Pełny tekst źródłaThe first step of the analysis shows that the three polities are organized around the same political principles, with a central role given to the individual and the citizen in foundational discourses. We called this common representation background a "contractualist model". But beyond this shared matrix, data analysis shows substantial national difference regarding a couple of key issues like perceptions of inequalities, conceptions of citizenship and repertories of political actions. I propose an interpretation in terms of national political cultures typified as predominantly liberal (United Stats) republican (France) or mixed (Chile). In-depth interviews conducted with young adults (25-34 years old) in the 3 cities are analyzed within the conceptual framework previously built. It appears thus that the conceptions of citizenship they evoke most frequently associate rather than oppose the figures of the individual and the citizen: ideals of social transformation and personal accomplishment are conceived as walking hand in hand (circular logic). It also appears that for these young adults, the political realm goes well beyond political life. 2/3 of the interviewees claim actions they call political even if they show no relation with the sphere of government proper. I refer to these action "immediate practices of citizenship" as opposed to practices of citizenship that aim at social change through the mediation of the sphere of government ("mediate practices"). Claiming immediate practices of citizenship challenges the representaion of politics as an autonomous and overhanging sphere of power and repoliticize the social realm

Pełny tekst źródłaThis thesis tells a story of the supposed loss of political and citizen culture in post-dictatorship Chile. Focusing on the learning of civic behaviour among the country’s youngest political generation, now in its twenties, I question the taken-for-granted nature of this sense of loss. Given that members of this generation were either children or not yet born at the time of the 1990 democratic transition, they have largely learned from others about recent state repression and democratic reconciliation. This is amplified in sectors of the rural South, where much of what younger generations know about the conflicted past, including colonialism, revolutionary socialism, and fascism, has not been communicated through deliberate or verbal instruction, but transmitted indirectly as cultural tastes and habits that nevertheless influence political decisions. Through analysis of inter-generational transmissions of perspectives on the contested past, this thesis explores micro-level processes by which certain kinds of political behaviour are learned within families and small community networks. These are often in tension with lessons transmitted in public domains, such as in schools and among civic associations. Such tensions raise important questions about uneven membership in the national community, especially in a neoliberal era in which the restructuring of social services and of control over natural resources have transformed relationships between the rural poor and dominant society emanating from urban centres. Among Chile’s youngest political generation, in what ways do situated understandings of the contested past and its impacts on the current distribution of power in the country, shape budding political identities? I broach this question through ethnographic analysis of the means by which youth acquire and express knowledge about history and its lingering influence on civic life today. Observations draw on over two years of anthropological fieldwork in three localities of the southern countryside impacted by industrial interventions in nearby rivers. These include the contamination of one from a pulp mill, and the proposed hydroelectric damming and diversion of several others. Industrial activities offer backdrops for assessing emergent political identities, as well as for identifying what the learning of political behaviour communicates about citizenship in Chile today.
Esta tesis narra la historia de la supuesta pérdida de la cultura política y ciudadana en Chile después de la dictadura militar. Enfocándome en el aprendizaje de la conducta cívica en la generación política más joven, ahora veinte añeros, cuestiono la naturaleza de esta sensación de pérdida que se ha tomado por sentada. Dado que los miembros de esta generación eran niños y niñas o aún no habían nacido en la época de transición democrática en los 1990s, en su mayoría han sabido a través de otros acerca de la reciente represión estatal y la reconciliación democrática. Esto es amplificado en los sectores rurales del Sur, donde mucho de lo que las generaciones jóvenes saben acerca del controversial pasado, incluyendo el colonialismo, el socialismo revolucionario, y el fascismo, no ha sido comunicado a través de instrucciones deliberadas o verbales, sino que ha sido transmitido indirectamente como gustos, preferencias, y hábitos culturales que aún así tienen influencia en las decisiones políticas. A través del análisis intergeneracional de transmisión de perspectivas sobre el controvertido pasado, esta tesis explora los procesos a nivel micro por los cuales ciertos tipos de comportamientos políticos son aprendidos dentro de las familias y pequeñas redes comunitarias. Éstas muchas veces están en tensión con las lecciones transmitidas en ámbitos públicos, tales como las escuelas y entre las asociaciones civiles. Tales tensiones hacen surgir cuestionamientos importantes acerca de la integración desigual en la comunidad nacional, especialmente en una era neoliberal en la cual la re-estructuración de los servicios sociales y de control sobre los recursos naturales ha transformado las relaciones entre los pobres rurales y la sociedad dominante que emana de los centros urbanos. ¿De qué maneras los aprendizajes situados acerca del controvertido pasado y sus impactos en la actual distribución del poder en el país forman identidades políticas en la generación política más joven de Chile? Abordo esta pregunta a través del análisis etnográfico de los medios por los cuales la juventud adquiere y expresa el conocimiento de la historia y su persistente influencia en la vida cívica de hoy. Las observaciones se dieron durante dos años de trabajo antropológico de campo en tres localidades del área sureña rural impactada por intervenciones industriales en los ríos aledaños. Éstas incluyen la contaminación por parte de una planta procesadora de celulosa, y la propuesta para construir una represa hidroeléctrica, primer paso para la multiplicación de muchas otras contempladas en el mismo lugar. Las actividades industriales ofrecen el escenario contextual para el estudio de las identidades políticas emergentes, como también para identificar qué es lo que comunica el aprendizaje del comportamiento político acerca de la ciudadanía en Chile actual.
