Pełny tekst źródłaThis work focuses on the uncertainty quantification in the modeling of road traffic emissions in a metropolitan area. The first step is to estimate the time-dependent traffic flow at street-resolution for a full agglomeration area, using a dynamic traffic assignment (DTA) model. Then, a metamodel is built for the DTA model set up for the agglomeration, in order to reduce the computational cost of the DTA simulation. Then the road traffic emissions of atmospheric pollutants are estimated at street resolution, based on a modeling chain that couples the DTA metamodel with an emission factor model. This modeling chain is then used to conduct a global sensitivity analysis to identify the most influential inputs in computed traffic flows, speeds and emissions. At last, the uncertainty quantification is carried out based on ensemble simulations using Monte Carlo approach. The ensemble is evaluated with observations in order to check and optimize its reliability

Pełny tekst źródłaTo meet the environmental challenges in large urban areas, many public policies aim to reduce car use in favour of so-called soft mobility, shared mobility and active mobility. However, users individually and collectively resist these measures: they do not always have the capacity (accessibility problems) or the motivation (perceived value) to change their mobility practices. While marketing has been very interested in the creation of value by the user, perceived accessibility remains an understudied concept, yet it is a major factor in understanding which capabilities encourage changes in practices.This research explains the role of accessibility and the perceived value of the experience - made up of the value in use created at a meso scale, and the value of the context created at a micro scale - in changing mobility practices. A qualitative study with 12 experts involved in urban mobility issues and 10 users allowed us to propose a definition of the perceived accessibility and perceived value of soft mobility experiences. A quantitative study with a panel of 883 users then made it possible to operationalise the measurement scales and to test the hypotheses on the effects of accessibility and perceived value on changes in practices. The moderating role of past practices and distance to future practices is also studied with the help of more precise analyses on regular car users to engage them in shared mobility, and regular public transport users to engage them in active mobility.The results show the important role of relative accessibility on the change of practices of regular or non-regular car users, and of monomodal and multimodal users. This dimension of perceived accessibility refers to the overall perceived ease of pursuing a goal without effort. Conversely, different dimensions of value have a positive or negative influence on the change of practices, depending on the past practices of the users and the distance to future practices

Pełny tekst źródłaThe aim of this thesis is to study the exchange of knowledge between cities and the interactions between the forces interested in the transformation of the urban environment, using the case of sanitary engineering as a starting point. This field which was intended to provide pure water to city dwellers, as well as purifying waste, rose at the end of the nineteenth century thanks to numerous phenomena of knowledge and data circulation, among different networks linking municipal engineers and officials, sanitary inspectors, national experts and inventors.A careful study of the decision-making processes, from the documentation phase to the opening ceremonies of new facilities, enables us to perceive the complex path through which modern technology penetrated cities. In France, although the attitude of the State towards hygiene issues evolved, the general frame of the intervention of public authorities remained stable during the first half of the 20th century.The circulation of information and knowledge about sanitary engineering highlights an interesting process of innovation diffusion, which worked inside the French urban network without any strong hierarchical pattern but in a rather horizontal way. A transnational dimension appears in this process which underlines the ability of local governments to implement technological facilities in a context of relatively weak State expertise and intervention

For French urban planning, the SRU law and its action plans (PLU and PADD) propose a new transversal approach, making coherence between urbanism and environment. For Algerian urban planning, the law n° 01-20 of town planning and sustainable development doesn’t totally change the POS but it brought about changes in them in order to follow the direction of the sustainable development and the participative democracy. The target of this work is to study the link between the noise and the urban planning through. The respective documents of town planning of every country (PLU in France and POS in Algeria). The main question is to examine the relevance of the new urbanistic capacities with regards to the reduction of the road noise and to estimate their actual implementation in terms of politics and local actions. Our cross-disciplinary view allows a deep and complete analysis of this environment and public politics. This approach requires interviews with political and technical staff. It also requires following the elaboration of the urban planning instruments in three cities of Ile-de-France (Fontenay-sous-Bois, Saint-Denis, Boulogne Billancourt) and one city in Algiers (El Mohammadia).The analysis could allow to highlight the different measures in the field of the road noise, and to identify impediments in order to shape a typology of best practices

Pełny tekst źródłaRoad traffic contributes significantly to atmospheric emissions in urban areas, a major issue in the fight against climate change. Therefore, joint monitoring of road traffic and related emissions is essential for urban public decision-making. And beyond this kind of procedure, public authorities need methods for evaluating transport policies according to environmental criteria.Coupling traffic models with traffic-related emission models is a suitable response to this need. However, integrating this solution into decision support tools requires a refined and dynamic char-acterization of urban mobility. Cell phone data, particularly Call Detail Records, are an interesting alternative to traditional data to estimate this mobility. They are rich, massive, and available worldwide. However, their use in literature for systematic traffic characterization has remained limited. It is due to low spatial resolution and temporal sampling rates sensitive to communication behaviors.This Ph.D. thesis investigates the estimation of traffic variables necessary for calculating air emis-sions (total distances traveled and average traffic speeds) from such data, despite their biases. The first significant contribution is to articulate methods of classification of individuals with two distinct approaches of mobility reconstruction. A second contribution is developing a method for estimating traffic speeds based on the fusion of large amounts of travel data. Finally, we present a complete methodological process of modeling and data processing. It relates the methods proposed in this thesis coherently

Pełny tekst źródłaNowadays, the air pollution particularly emitted from road traffic in urban areas in the European Union, was associated with an increased prevalence of respiratory diseases. Among these associated pathologies, asthma is now a real public health issue particularly among children. Cracow, a city declared as a UNESCO World Heritage, is a relevant field study insofar as the source of air pollution, the road traffic is predominant and insofar as relevant relationships were shown between poor air quality and the development of asthma among children. A multidisciplinary methodological approach of health risk assessment, combining statistical, modeling CALINE4 and epidemiological approaches using Geographic Information System was developed to highlight relevant relationships between air pollution generated by road traffic and childhood asthma. The strongest Health Relative Risks have been highlighted up to 300 m from the roadway and particularly on the strategic roads of Cracow, i.e. the roads linking the two historic and modern downtowns of Cracow or the constitutive road of the bypass. These roads pass through the most densely districts where also lives the highest proportion of children most vulnerable to asthma.These results could encourage the planner to review the urban transport plan of Cracow and other cities with similar problems, in order to limit the impact of road traffic air pollution on the development of childhood asthma

Pełny tekst źródłaNoise pollution is a major concern for residents of urban areas. To date, the European directive 2002/49/CE requires member states to represent community noise through noise maps. These are produced using the Lden (day-evening-night level) index which is also employed for dose-effect relationships in noise annoyance prediction. However, for the assessment of noise annoyance in urban areas, its relevance is often questioned. Numerous studies have shown that noise annoyance due to community noise is not solely based on the sound pressure level and other acoustical signal characteristics such as temporal and spectral features influence noise annoyance ratings. This thesis aims to improve the assessment of noise annoyance due to various road vehicle noises in cities. It is based on experiments carried out in laboratory conditions and comprises two main parts. The first addresses the enhancement of the physical and perceptual characterization of annoyance due to various urban road vehicle pass-by noises, such as buses, poweredtwo- wheelers, heavy vehicles and light vehicles. A specific focus is put on the characterization of annoyance due to powered-two-wheelers which are among the most annoying road vehicles and studied little in the existing literature. An indicator accounting for annoyance-relevant auditory attributes of urban road vehicle pass-by noises is determined: it comprises loudness, a spectral index and two modulation indices proposed in this work. In urban agglomerations, people are often exposed to road traffic in presence of a variety of other environmental noise sources. The focal point of the second part is on the prediction of total annoyance due to urban road traffic noise combined with tramway noise. In the aim of adequately characterizing total annoyance, first the perceptual phenomena involved in annoyance due to the combination of the sources are studied. Furthermore, the analysis allows for the testing of the proposed noise annoyance indicator for the characterization of urban road traffic noise. To characterize annoyance due to tramway noise, an indicator determined in a recent study is employed. Based on these indicators and the findings regarding perceptual phenomena, models for the prediction of total annoyance due to combined urban road traffic and tramway noise are proposed
