Reproductive rights movements throughout Latin America contend with the strong influence of the Catholic Church. In Argentina and Chile, two predominately Catholic countries where abortion is illegal yet common, reproductive rights activists see the church as their focal opponent. Analyzing data on the reproductive rights movement in each case, I argue that cultural opportunity is important for understanding the ways that activists address religion and the church in strategizing collective action frames. In Argentina, weak social support of the church foments more confrontational activism, despite the institutional power that the church still wields. In Chile, strong links between church and society obstruct reproductive rights challengers, leading to more cautious critiques of the church. Considering political and cultural opportunities is necessary when studying movements that make claims on both state and society, especially movements that challenge powerful cultural actors like the Catholic Church

The relations between the Chilean Church and the dictatorship of Augusto Pinochet (1973–1990) are often characterized as conflictive. After a short period of accommodation and legitimation, the Chilean episcopate started to confront the dictatorship in the name of the poor and persecuted, but never breaking entirely with the regime. This led to a complicated relationship between the Church and the dictatorship, which tried to legitimize authoritarian rule by reference to Christian values and the defense of “Christian civilization”. Much historiography has examined this relation from the point of view of the Church. When examined from the point of view of the State important nuances appear. Documents from the Chilean Ministry of Foreign Relations and correspondence with the Chilean ambassador to the Vatican, shed new light on efforts by the Chilean state to shape relations with the Church and to change the position of bishops who were critical of the regime. These data help understand better the dynamics of conflict between Church and State in Chile during the dictatorship.

A comprehensive description of the national Roman Catholic Church is presented on the example of one of the Latin American countries. Based on the synthesis of initial information and analytical processing of data presented on the official electronic web-sites of individual dioceses of the National Catholic Church of Chile, the main types of social activities of the majority religious institute of the country are revealed. The results prove the fact that despite the sharp decline in adherents of Catholicism in the population structure in recent decades, the Church remains an influential public institution that duplicates some functions of the state. Providing material support to the poor and vulnerable segments of the population, advisory assistance in the adaptation of immigrants, vocational training and retraining of those who need employment, conducting public educational and cultural events, etc. are highlighted among the types of social responsibility implemented by the Roman Catholic Church of Chile. The territorial and administrative structure of the religious organization under consideration is reflected in detail. The coefficient of territorial concentration/diversification` is calculated. Based on the results obtained, it is concluded that there is a high degree of unevenness in the placement of church parishes of the Roman Catholic Church of Chile within the country.

ResumenEste artículo aborda la evolución y desarrollo de las relaciones entre la Iglesia y el Estado en Chile, sirviendo como escenario histórico el conflicto por la provisión de la silla arzobispal de Santiago, suscitado luego de la muerte de Monseñor Rafael Valentín Valdivieso en 1878. Asimismo, metodológicamente, se propone en esta investigación el abandono del enfoque de estudio centrado en el binomio progreso-decadencia, que se ha utilizado en los últimos cien años para explicar el desarrollo de las relaciones Iglesia-Estado, abordando una nueva perspectiva basada en que las sociedades latinoamericanas, a lo largo del siglo diecinueve, pasaron por un proceso de transformación gradual en la esfera político-cultural, evolucionando desde una sociedad tradicional a una sociedad moderna. Also, methodologically speaking, this research proposes the abandonment of the study approach focused on the binomial-decay- progress, which has been used inthe past hundred years to explain the development of church-state relations.This proposal implies approaching a new perspective based on the idea that Latin American societies, throughout the nineteenth century, underwent aprocess of gradual transformation in the political and cultural sphere, evolving from a traditional society to a modern society. Thus, secularization did not imply the disappearance of the Church from the public scene, but involved a change that requires a new conception of public affairs this time identifiedwith a broader definition of the concept beyond the mere state sphere: the civil society.Key words: Secularization, Reform, Church and State, Civil Society.

This article analyzes Pentecostal churches in Paraguay and Chile, tracing how their older ethos of politics as worldly and corrupt is gradually changing and why. It explores changing church–state relations and conceptions of political culture and citizenship among Pentecostal members and leaders, and assesses some mutual influences that Pentecostal and mainstream Protestant churches exert on each other. Chile has the oldest autochthonous Pentecostal churches of Latin America, whereas Pentecostal growth only recently started in Paraguay, providing a contrast in levels of Pentecostalization. The article develops a general overview of modes of (in)direct involvement of Pentecostal leaders and members in national politics by assessing the risks and advantages of five possible positions.

Aim: The aim of this article is to determine the importance of cooperation between the state and the Catholic Church in the context of implementing educational activities for the child. Methods: The work adopts methods of dogmatic and legal analysis, subject literature, and case law. Including a comparative method in the field of intra-church and national regulations. Results: It is the duty and right of the Catholic Church to cooperate with the state for the good of the individual and society. Due to the period of development, the child requires special help from third parties, especially parents. However, the Catholic Church has the opportunity to help parents in the upbringing of minors, which must be done with respect for the opinion of legal representatives. Conclusion: The Catholic Church and the state must cooperate with each other in educational activities - and the decision-making power of statutory representatives cannot be omitted in these relations. Originality: The topic of church-state relations touches on a number of important elements of social life. National and church regulations in certain areas must be interconnected. Such relationships make it necessary to constantly implement appropriate business standards, which is particularly important for minors. Therefore, this topic is a recurring discussion. This paper provides an explanation for the treatment of women within the Catholic Church based on two different concepts of dignity. One linked to equality and autonomy that applies to men, and another linked to sacrifice and martyrdom that applies to women. By exploring the history and current developments on abortion laws in Chile, the paper shows how this gendered idea of dignity translated into the secular regulation of abortion. It also shows a shift in the last few years in which a secular concept of dignity linked to equality and autonomy is gaining track and abortion is finally discussed with women’s lives at the center.

This dissertation analyzes the nature and degree of attitudinal change that has taken place within a key sector of the Catholic Church, i.e, lay leaders, in the period between 1966 and 1987 in two different national contexts, Chile and the United States. It builds on an unfinished study by Ivan Vallier, who attempted to clarify the ambiguous position of the laity in the Church and in society, in implementing the reforms of Vatican II. The author interviewed 96 middle-class lay leaders, plus dozens of informants. The analysis examines continuity and change on three issues. Some key findings include: a significant change in concepts of Church and God, toward more intimate/maternal images that encompass an active social dimension; much greater salience and complexity of the 'democratization' issue, particularly concerning the role of women, in the American Church; and the continuing imperative of the socio-political issue for the Chileans and their demands for more, not less, political involvement by the hierarchy. The results reflect the persistent tensions between 'progressive' and 'conservative' models of change, and help to explain the continuing importance of religion in modern society.

From time to time there are widely-reported cases of child abuse in churches, voluntary groups, child care operations, schools, and the wider community, which draw attention to the issue and tend to draw the topic into sharp focus for governments, the media and the community. While there can be no guarantees in place to protect children, there is public agreement that the problem of child abuse be addressed and that governments of the day recognize their duty to be active agents in child protection. The role of government in creating and implementing legislation is the topic of this thesis: where particular emphasis is placed on how regulatory measures are perceived and valued by primary school principals in the non-state sector in Queensland. Three aspects of the problem are identified, namely the historical appearance of categories of child abuse, the emergence and role of the law in setting up concepts aimed at child protection, and the importance now placed on the school in discussions around abused children. It is within this context that the existing key statutory child protection measures are analyzed, and through which the objects of the research and research questions are posed. A 3-phase analysis is undertaken to set a context that situates the empirical study.

This dissertation examines the impact of ‘Tongan culture’ as represented by those with power in the Free Wesleyan Church of Tonga (FWC). The word “free” in the name of a church usually denotes the desire to be independent of the State or any other outside control but in this context it was often the contrary. From the outset of the Wesleyan Mission in 1826, the chiefs who embodied and controlled Tonga, welcomed the early European explorers yet with the twin underlying aims of gaining benefits while simultaneously maintaining their supremacy. The dissertation argues that the outcome leaves the FWC in dire need of inculturation, with Gospel challenging ‘Culture.’ Historical and anthropological approaches are used to substantiate this claim. Encouraged by Captain Cook’s report the missionaries arrived and were welcomed by the chiefs. The conversion of the powerful Taufa‘ahau was pivotal to the spread of the Wesleyan Mission yet this marriage of convenience came at a cost because Taufa‘ahau had his own agenda of what a church should be. This study assesses Tongan demeanour prior to the arrival of Europeans and in the early years of settlement, especially the response to Cook in 1773, 74, 77 which set the tone for later interaction. It then looks at how Tongan ways have moulded the FWC since the beginning of the Wesleyan Mission in 1826 by relying on data from archives, interviews, and journals of early explorers and missionaries. This dissertation argues that what is widely accepted as the Tongan way of life, which the FWC represents as the Gospel, is essentially the interest of the elite with power and wealth. From the start the chiefs were not only interested in the Wesleyan Mission for religious but also for political reasons; indeed they made and even still make no such separation. Because of this collusion of the FWC and the state, the FWC is recognized as the supporter of the status quo, its ministers being part of the elite system of social and spiritual control. The ensuing confusion between the church, Christ, and culture leads to a neglect of the poor and marginal and a failure to speak prophetically to the elite.

This study examines Dante Alighieri's presentation of the relation between Church and State and of their foundations in either the Christian faith or philosophic reason. It seeks to demonstrate how Dante's unmodern acceptance of a teleological understanding of the world and man’s place in it allows him to distinguish the two while also showing how both work together even as they understand differently the role that reason should play in human life. It is because of this distinction that Dante's Monarchia shares in the political principle of “separation” that underlies the secular regimes of the West, thereby making his work immediately accessible to modern-day readers. It is because of the way reason and faith also work together in his political treatise, however, that Dante does not endorse, as readers today would, the further separation of his State from Society. This is because for Dante the very ideas of Church and State not only presuppose the existence of the highest goods of man -namely, that terrestrial good that pertains to man insofar as he is a natural being, and that spiritual good that pertains to man insofar as he is a creature capable of being transfigured by the divine grace of God. They also are intended to embody and publicly promote these two goods. Thus for Dante the Church is meant to help man attain his immortal end, which consists in the supernatural act of seeing God "face to face," while the State is meant to help man attain his mortal end, which consists in grasping philosophic truths. And so it is for these teleological and illiberal reasons that Dante's work remains as inaccessible as it does familiar to readers today. Yet it is by virtue of his refusal to forge our distinctively modern course, and so because of his acceptance of an "outdated" Aristotelian principle of teleology, that Dante's philosophic politics establishes a clearer demarcation between Church and State or reason and faith than modern political philosophies do. His Monarchia is therefore an invaluable guide for all those who wish to acquire a better understanding of the nature and limit of each. This latter claim can prove to be true, however, only if the end of his treatise is understood in light of what many scholars have either ignored or denied in their reading of the Monarchia, and that is Dante’s "Latin Averroism."

AbstractThis chapter presents a brief comparative summary overview of the four cases.In Switzerland, most conservative Catholics escaped modernisation and centralism by relocating to the mountains, while Liberals and Protestants mostly remained in flat areas that became industrialised (Obinger, 2009). The federal government has been mainly liberal (anti-clerical) and close to Protestantism. Likewise, the Protestant population was in the majority until the 1970s. Currently, the Protestant cantons are the most competitive, while the mountainous Roman Catholic cantons are the least competitive.Uruguay exhibits the highest levels of social progress in Latin America (Sect. 10.1007/978-3-030-78498-0_4#Sec2) as well as high safety. Along with Chile, it is the only country in Latin America with low perceptions of corruption. Further, Uruguay is by far Latin America’s most secular country with the lowest religiosity and lowest proportion of Roman Catholics on the continent. The Roman Catholic Church-State did not significantly establish itself in Uruguay, unlike in most Latin American countries. After gaining independence in 1828, Uruguay continued a secular direction with the recognition of civil unions in 1837. In 1917, the Uruguayan constitution completely separated church and state.Cuba ranks in the middle of world distribution on the transparency index. Compared to the cases studied (Europe and the Americas), the countries clustering with Cuba exhibit moderate to high corruption due to their Socialist Legal Origin.Colombia is one of the most inequitable and dangerous countries in the world. A “Catholic and conservative hegemony” has existed in Colombia until 1991, when the Constitution of Rights was promulgated and religious pluralism became legally recognised. However, as a result of centuries of hegemony, the Roman Catholic Church-State still enjoys ample privileges with the Colombian state.

The paper considers the relations between art created on the territory of the Serbian medieval state and Italian painting from the end of the 13th and the first two decades of the 14th century in the context of contemporary historical events, as well as political and family ties between the Angevin, Nemanjić and Árpád dynasties. Representations of standardized forms of rare iconographic solutions appear in the monumental painting in the endowments of King Milutin (1282–1321), spread predominantly in the art at the territory of Serbia and Macedonia. The monumental Mother of God Pelagonitissa was shown in the church of the mon- astery in Staro Nagoričino, as well as Christ’s Ascent of the Cross in its trium- phant version, while the same scene, a different iconographic scheme empha- sizing the strong emotional charge, is preserved in the church of St. Nikita in Čučer. Moreover, a fairly unknown motif of the Mother of God kissing the Son in the cradle-sarcophagus was painted on the scene of the Birth of Christ in the Sts. Joachim and Anna Church (King's Church) in Studenica. Variations of these themes appeared in Italy in the same period, most often on small-size panels. These works, intended primarily for the Franciscans, were created in the centres where this monastic order maintained strong connections with the Guelfs, the Angevin dynasty and the popes. Thus, the interpretations of the Mother of God Pelagonitissa are found primarily in Romagna and Rimini, where Giovanni da Rimini presented this theme as the central part of the triptych, on whose side wing there was, among others, the scene of the Birth of Christ with the motif of the Mother kissing the Child. The triumphant version of Christ's ascent to the cross was painted in Tuscany and Siena, while the variation seen in the fresco in Santa Maria Donnaregina Vecchia in Naples is close to the fresco from Čučer. The significant role of the political and cultural mediator of the Serbian state was confirmed in the time of Milutin and his mother Jelena, whose relations with Angevins and Franciscans, widely present in the Balkans, are well known, simultaneously being in close contacts with popes, starting with Franciscan Pope Nicholas IV.

tate-ecclesiastical law as a discipline that regulates relations between the state and the church, with the example of the protection of church movable and immovable property, confirms the importance of agreement between secular and autonomous law. The legal and historical analysis of the state legal sources created in comparison with the church canons of the Ecumenical and Local Councils laid the foundations for the law protection of church property. Through examples of Serbian medieval legal sources, the author indicates that the attitude towards church property was inherited from Byzantium, accepted and passed on in modern times. Along with natural updating and revision, the legal protection of church property is regulated by modern state and church-legal sources in the Republic of Serbia. The relationship to church property in secular law is regulated today by the Law on Churches and Religious Communities, which is not only harmonized with the highest state act, but its fullness is realized through a complementary relationship with the highest legal act of autonomous law. Legal protection of church property is a model and direction for other examples in the field of state-ecclesiastical law.

The present paper provides an overview of the situation of church bodies when dealing with subsidies. The starting position and topicality of this topic has been the subject of intense debate in the media and in the political sphere, also for church sector for some time. A look at the figures shows that numerous funding programmes from EU, federal and/or state programmes could well be eligible for church bodies, but that the funds provided are rarely or never called up. The problems lie in the complexity of the funding programmes and the respective guidelines and extend right into the organisational structures of the spartan church administration. A glance at the federal government’s funding database shows the importance of the topic. Tight budgets due to declining church tax revenues, lack of personnel capacities, demographic conditions are inhibiting factors in funding management on the part of church administrations.

This study analyzes the role of religion in Orthodox countries, where religion plays an important role when it comes to national identity, focusing on Serbia and Montenegro. Apart from analyzing this specific connection, the paper addresses the politicization of religion by both the state and religious institutions during the turbulent events in Montenegro between 2019 and 2020. Critical discourse analysis and the Discourse-Historical Approach is used to analyze the potential but significant shift in the ethnoreligious and nationalist discourse of Serbian Orthodox Church officials. These methodological tools are used to observe the phenomenon of politicization of religion and frame the discourse of the two actors of this process, the Serbian state and the Serbian Orthodox Church. The paper concludes that the Serbian state has to “defend” the influential position of the Serbian Church due to their historical connection. By protecting the Church, the state is showing its dedication to the preservation of the Serbian national identity.

This paper examines whose voices narrate official Coptic heritage, what the in-built biases in representations of Coptic heritage are and why, and some of the implications of omissions in narratives of Coptic heritage. It argues that the primary narrator of official Coptic heritage during the twentieth century was the leadership of the Coptic Orthodox Church. The Coptic Orthodox Church is the body that holds authority over the sources of heritage, such as church buildings and manuscripts, and also has the resources with which to preserve and disseminate heritage. The Church hierarchy’s leadership was not entirely uncontested, however, a middle ground was continually negotiated to enable lay Copts to play various roles and contribute to the articulation of Coptic heritage. Ultimately, though, alternative voices must operate within the limits set by the Church leadership and also negotiate the layers of exclusion set by society and state.

This paper discusses the religious dimension of the public debate concerning the public health measures adopted by the Romanian authorities during the pandemic and focuses on the role played by the Romanian Orthodox Church within this context. It delineates the different camps that were formed within the Church in this regard and traces their evolution throughout the pandemic. It contextualizes the position of the Church in order to better understand it, placing it within the broader context of the Romanian society during the pandemic and integrating it within the longer history of post-communist relations between the Romanian Orthodox Church, the Romanian state and the Romanian civil society. It analyses the political impact of the public health measures and the role of the Church in shaping this impact. Finally, starting from the Romanian experience of the pandemic and from the ideological, theological and political disputes that it has generated within the Romanian public sphere, it develops some general conclusions regarding the relation between faith, science and politics whose relevance, if proven valid, surpasses the Romanian context and thus contributes to a more ecumenical discussion regarding the theological, pastoral and political lessons that can be learned from an otherwise tragic experience.

Fiscal sustainability in five of the largest Latin American economies is examined before and after the COVID-19 pandemic. For this purpose, the DSGE model in Bi(2012) and Hürtgen (2020) is used to estimate the Fiscal Limits and Fiscal Spaces for Peru, Chile, Mexico, Colombia, and Brazil. These estimates advance the empirical literature for Latin America on fiscal sustainability by offering new calculations stemming from a structural framework with alluring novel features: government default on the intensive margin; dynamic Laffer curves; utility-based stochastic discount factor; and a Markov-Switching process for public transfers with an explosive regime. The most notable additions to the existing literature for Latin America are the estimations of entire distributions of public debt limits for various default probabilities and that said limits critically hinge on both current and future states. Results obtained indicate notorious contractions of Fiscal Spaces among all countries during the pandemic, but the sizes of these were very heterogeneous. Countries that in 2019 had positive spaces and got closer to negative spaces in 2020, have since seen deterioration of their sovereign debt ratings or outlooks. Colombia was the only country to lose its positive Fiscal Space and investment grade, thereby joining Brazil, the previously sole member of both groups

The world is urgently facing the need for a “green transformation”, involving not only a transition towards the use renewable energy and reduction of biodiversity loss, but a deep social change towards social justice and sustainability. Such action requires social compromises between elites and popular sectors that allow the building of strong institutions to implement changes. Latin America is faced with huge tasks to increase equality, justice and sustainability, but it also plays a pivotal role in the global green transformation. The region is further characterized by both strong elites, strong socio-environmental movements and deep environmental conflicts making social compromises difficult. This Working Paper discusses elite reactions to the most advanced regional agreement on environmental regulation and conflict resolution, the Escazù Agreement. In many countries, elites opposed it vehemently referring to national sovereignty, but particularly rejecting the institutional implications of the agreement involving a stronger compromise to allow popular participation. This was opposed by economic elites in democratic countries (Chile, Colombia, Costa Rica and Peru) as well as governmental elites in authoritarian countries (El Salvador and Venezuela). However, in various cases, elite opposition was overcome after popular mobilization and dialogue. The paper discusses what we can learn from elite reactions to the Escazú Agreement of importance for future social compromises as a basis for the emergence for transformative states in Latin America.
