Comparative international data on patterns of inequality in child welfare interventions, for example, the proportion of children about whom there are substantiated child protection concerns or who are in out-of-home care, are far less developed than data about inequalities in health. Few countries collect reliable, comprehensive information and definitions, methods of data collection and analysis are rarely consistent. The four UK countries (England, Northern Ireland, Scotland and Wales) provide a potential ‘natural experiment’ for comparing intervention patterns. This study reports on a large quantitative, descriptive study focusing on children in contact with children’s services on a single date in 2015. It found that children’s chances of receiving a child protection intervention were related to family socio-economic circumstances, measured by neighbourhood deprivation, within all four countries. There was a strong social gradient which was significantly steeper in some countries than others. Ethnicity was another important factor underlying inequalities. While inequalities in patterns of intervention between the four countries were considerable, they did not mirror relative levels of deprivation in the child population. Inequalities in intervention rates result from a combination of demand and supply factors. The level and extent of inequity raise profound ethical, economic and practical challenges to those involved in child protection, the wider society and the state.

In Australia, many researchers and policy makers believe that statutory child protection systems are overburdened and ineffective. The way forward, they suggest, is a public health model of child protection. A public health approach comprises four steps: (1) collecting surveillance data; (2) establishing causes and correlations; (3) developing and evaluating interventions; and (4) disseminating information about the effectiveness of intervention activities to the public health community. However, in Australia there are no reliable surveillance data. There is no information about ‘person’. Information is not collected about the characteristics of children (e.g., ethnicity) and parents (e.g., mental illness) reported to child protection services. Data are not comparable across place. This is because the states and territories have their own child protection legislation, definitions and data recording methods. Data are not comparable over time. This is because many jurisdictions have introduced new data recording systems over recent years. This paper concludes that it is essential to develop an effective child protection surveillance data system. This will ensure that services are located in areas and targeted towards populations in greatest need. It will enable large-scale evaluation of the effectiveness of prevention and intervention activities.

Little is known about youth involved in child protection services and their inclusion in formal planning and decision-making. This study seeks to explore youths' experiences of planning and decisions made about their lives as well as map current child welfare legislation in two Canadian provinces. This study is divided into three types of data collection. The first includes a single case interview with a youth living in foster care. The second is an analysis of secondary data obtained from an agency satisfaction survey, which included 16 youth between 14 and 17 years of age. The third method involved mapping current child protection legislation in the provinces of Quebec and Ontario. Three main themes emerged from my individual interview: The meaning of participation and decision-making; Intervention planning; and The relationship with caseworker and agency. Secondary data from the agency's satisfaction survey provided further insight about youths' experiences of intervention planning and service provision. Most youth respondents were satisfied with the way they were involved in planning and with the relationship they had with service providers. Legislation was mapped according to different types of decisions, the criteria for inclusion and conditions in place for inclusion. This study is a stepping stone towards a greater understanding of youths' experiences with child protection services. As service providers, we need to develop more collaborative approaches to communicate and work with youth. Researchers, policy makers and professionals must continue to give meaning to young people, especially as active participants in their own lives.
II existe peu d'information au sujet des jeunes impliqués dans les services de protection de l'enfance ainsi que de leurs implications en termes de planification et de prises de décisions. Cette étude cherche à explorer l'expérience des jeunes face à la planification et les décisions qui ont un impact sur leurs vies ainsi que cartographier les lois courantes de la protection de l'enfance au Canada. Cette étude est divisée en trois types de collection de données. La première s'agit d'une étude de cas via l'entrevue d'un jeune en foyer d'accueil. La deuxième est une analyse de données secondaire provenant d'un sondage de satisfaction d'une agence externe incluant 16 jeunes âgés de 14 à 17 ans. La dernière méthode implique la cartographie des lois en protection d'enfance courantes dans les provinces de l'Ontario et du Québec Trois thèmes ont ressortit de l'entrevue avec l'individu : la signification de la participation et de la prise de décision; la planification d'intervention et; la relation avec l'agence et l'intervenant assigné au dossier. Bien que les données du sondage de satisfaction ne démontrent pas une différence statistique, on a su comprendre mieux au sujet de leurs expériences de la planification d'intervention et de la provision de services. La majorité des répondants étaient satisfaits avec leur implication et leurs relations avec le travailleur de dossier. La loi fut cartographiée selon le degré d'implication des jeunes dans les différents types de décisions, les critères d'implication et les conditions associées aux critères d'implication. Cette étude représente un premier pas et nous aide à mieux comprendre les expériences spécifiques de la planification et la prise de décisions. Les professionnelles doivent développés des approches collaboratives en ce qui attrait à la communication et le travaille avec les jeunes. Relationship-based practice provides a medium for implementation of strategies in early intervention and child protection. Scottish policy promotes a parent-professional partnership based upon honesty and trust. Little is known of the impact from personal, social, and cultural influences. This study had four aims: to investigate these influences through perceptions of parents and professionals, to compare perceptions of service-users and service-providers, to compare perceptions of professionals from three disciplines, and to investigate contextual factors which accompanied a change in perceptions. Previous studies linked positive outcomes to convergence of perceptions. The methodological approach was interpretivism. Qualitative data was collected from an integrated team of 21 health, education, and social work professionals, and 9 birth mothers affected by addictions and mental health issues. Thematic analysis was applied to interview transcripts, and documentary analysis to a 12 year case file. Parent-professional communicational styles facilitated the creation of a therapeutic alliance and indicated direct informal signalling of need. This led to timely implementation of intervention in the pre-crisis period. Participants agreed on the transferability of this positive relationship to the post-crisis context. An established therapeutic alliance was used by professionals to support parents' relationships with other service-providers. Consensus of professional opinion suggested collective practice by this integrated team. Service-users perceived child protection as a positive, developmental influence. Conversely service-providers expressed negativity associated with physical and emotional harm, and forensic investigation. This variance represented potential weakness in the organisational capacity of the parent-professional dyad. Formation of perceptions was linked to the community culture through childhood experiences and observational learning. Documentary analysis identified a lack of professional response to positive change in a parent's perceptions. Findings indicated that personal, social, and cultural influences may be perceived as strengthening and weakening the parent-professional relationship. It is recommended that perceptions should be recognised within policy and practice in order to optimise positivity, minimise negativity, and to support convergence.

The balance between family support and child protection services is continuously challenged by high-profile cases. These highlight shortcomings both of the UK system and of research on the effectiveness of child maltreatment interventions (Munro, 2011). One such intervention is the Resolutions Approach to ‘denied’ child abuse (Turnell and Essex, 2006) – a systemic approach which creates a support network including extended family, friends, community members and professionals. There is, however, only limited research analysing the supporters’ experience of this intervention. In the present study five semi-structured group interviews were conducted in order to investigate how the family support network members made sense of their participation in Resolutions. Through a thematic analysis three related themes: returning hope; building safety and trusting a professional were identified. Additionally, special attention was paid to processes linked to the creation of family resilience (Walsh, 2003). Based on two contrasting case studies the potential creation of family resilience through Resolutions was discussed and clinical recommendations for creating family resilience within support networks were outlined.

Dans le champ de la protection de l’enfance, le débat sur l’évaluation pour déterminer les besoins et les objectifs d'une intervention socioéducative anime les acteurs de ce champ. Cette recherche s’intéresse à une équipe soignante qui, au sein d’une unité de soins intensifs du soir, accueille après l’école des enfants «agités». Cette équipe peut être amenée à prendre contact avec les services de protection de l'enfance et alors être actrice d'une démarche qui vise à déterminer les objectifs et les besoins d’une intervention des services de protection de l’enfance. Notre démarche compréhensive à partir d’une observation participante appréhende la pratique de ces soignants pour aborder la question de leur relation avec les services de protection de l’enfance. Nous nous sommes appuyée sur l'écologie de la prise de décision pour mettre en relief les différents facteurs qui interagissent dans la décision des soignants de prendre contact avec ces service. Nous définissons les cadres théoriques qui structurent la pratique des soignants et identifions les contraintes et les stratégies des acteurs dans la relation qu'ils construisent pour déterminer les besoins et les objectifs d'une intervention. Nous montrons que les soignants ne s’appuient pas pour s’engager dans un processus de séparation sur des caractéristiques de danger d'une situation mais plutôt sur la capacité des parents à se saisir de l'accompagnement des soignants pour agir sur leurs difficultés. Ces résultats nous conduisent à comprendre à une échelle plus large le passage, dans le travail social, d’une attente de conformisation de l'individu aux attentes sociales à une aptitude de ce dernier à élaborer les difficultés rencontrées pour les anticiper et les surmonter dans une exigence d’autoréalisation
In the last few decade, in the field of child welfare, the debate on assessment to determine both needs and aims of a social intervention has been developing. This research focuses on a mental health care intervention designed for children with behavioral disorders. The children come to the intervention site once school is finished. The intervention team offers care services, but in some situations the question of a possible intervention of child protection services may emerge. The team of mental health clinicians becomes then actor of the assessment process. A comprehensive methodology based on a participant observation enables us to get a better understanding of the clinicians’ practice and address the question of their relationship with child protection services. To underline the different factors which interact with the decision process of the clinicians we use the decision making ecology. We first define theoretical frameworks which structure the team practice. Then we identify constraints such as the French rules of child protection services and strategies used by clinicians such as their expertise position and by child protection workers such as their intermediate position to understand how their relationship is built. We also highlight that the clinician team rather than stressing out the risk of danger for the child may decide to contact child protection services when parents are not able to elaborate on their difficulties. These results lead to a new understanding of social workers’ intervention. Aims are not anymore to conform individuals to the social rules but to help them to elaborate on their difficulties to anticipate and deal with them with a demand of self-realization in mind

AbstractThe investigation of the four relief agencies’ organizational models – undertaken by combining analysis of websites, strategic documents and policy guidelines with fieldwork and interviews with NGO staffers – has shown the different ways in which each organization works. Exploration of the different sectors of intervention has highlighted the different roles NGOs want to have not only in the lives of their beneficiaries but more generally in the governance system of their communities. As illustrated in Chap. 10.1007/978-3-030-71143-6_5, the spectrum of activities is quite wide. Save the Children focuses on education and child protection (mainly through psychosocial support) complementary advocacy to secure policy change to enable a better world for children; Oxfam prioritizes ‘giving voice’ to the voiceless, water and sanitation, psychosocial support, legal counselling, combined also with a vigorous advocacy and influencing program to create lasting solutions to injustice and poverty. CARE has a similar focus on voice and empowerment especially for women and girls. Its gender transformative approach informs its work on protection, responses to gender-based violence) distribution of relief items, and, to a lesser extent, water and sanitation. As with Save the Children and Oxfam, CARE sets store by advocacy for policy reforms to end poverty and gender inequality. For its part, MSF operations focused on medical assistance, ranging from primary health care, surgery, mental health and psychosocial support, and medical evacuation. For MSF, belief in the power of témoignage has driven denunciations of those who hinder humanitarian action or divert aid and also critique of the wider disfunctionalities of the humanitarian system itself.

Early child development is related to early education, health, nutrition, and psychosocial development; therefore, the holistic concept of early approach combines elements from the area of stimulation of the child, health, nutrition, speech therapy, psychological counselling, physical development support, etc. The need for the development of integrated early education services and their extension to the area of 0-3 years are priorities of the European strategies assumed through a complex of educational policy measures, having as a priority the development of quality early education services for the benefit of all prerequisites for lowering the schooling rate (Strategy for early childhood education, Strategy for parental education, Strategy for reducing early school leaving in Romania, Study on the evaluation of public policies in the field of early childhood education - Saber Early Childhood). In this context of the development of early childhood education, numerous inequalities are identified in the implementation of European and national strategies and programs in the development of early childhood education services, supported by economic, political, social factors, etc. In order to make them compatible at European level, we consider it necessary to support training and development programs for staff providing educational services in early childhood education institutions. The purpose of this study is to acknowledge the opinion of the bodies with attributions in the pre-kindergarten and preschool education in Romania, as well as of the civil society and public opinion, as a prerequisite for identifying school policy measures and developing programs for training the teaching staff so as to be able to provide educational services in early childhood education (representatives responsible for early childhood education in school inspectorates and Houses of the Teaching Staff, teaching staff in preschool educational institutions, representatives of the Ministry of Labour and Social Protection, representatives of the Social Assistance Directorate, managers of nursery schools, representatives of NGOs and other categories of organizations with experience in the field, parents and interested representatives of the civil society and public opinion). The present study is a qualitative research based on the focus-group method, but also a quantitative research by using the questionnaire-based survey, being carried out on a representative sample of 100 persons (2 focus-group of 25 persons, respectively 50 persons involved in the survey-based questionnaire). The conclusions of this study highlight the need to restructure the system of early childhood education in Romania through interventions at the legislative level and ensure a unitary system of policy and intervention in early childhood education. Also, we believe it is imperative to reorganize the training system of the human resource, by developing complementary competences of the teaching staff, adapted to the training needs of the early childhood population, ensuring a valuable inclusive and integrated intervention.

The Matta Sur neighbourhood in Santiago acquired official protection for its heritage value in 2016. It is the largest protected area in the city and one of the few in which vernacular architecture, local lifestyles and community networks withstand the city's rapid urban development. It has a regular urban structure of wide streets framed by continuous facades, which predominantly belong to one-storey homes, organised around a central courtyard. They are built combining burnt or raw masonry and wood and earth traditional building systems, which are now discontinued and often misunderstood, leading to poor interventions which deteriorate the quality of buildings and liveable spaces. The Heritage and Community Centre Project attends the need for comprehensive interventions to approach appropriate conservation of Matta Sur under these circumstances. This project aims, on one hand, to provide a suitable community space within the neighbourhood and, on the other, to set an example for appropriate intervention, management and maintenance of the vernacular constructions in the neighbourhood. All of the process is developed through community-based design and intervention, attending to the role of community organisations in Chile, which have been traditionally responsible for filling the gap between public policies and community wellbeing, particularly in urban contexts, through strong solidarity networks. Through a process of co-design and co-management, the project aims to refurbish a traditional house of the neighbourhood into a community centre in which various community initiatives converge and which allows for these solidarity networks to keep functioning in a contemporary context.

Education is a basic human right that every child ought to enjoy. Sustainable Development Goal 4 is also to ensure inclusive and equitable quality education and to promote lifelong learning opportunities for all by year 2030. Nigeria recognizes education as a fundamental human right and is signatory to the Convention on the Rights of the Child (CRC). In 2003, the Government of Nigeria passed into Law the Child Rights Act aimed at facilitating the realization and protection of the rights of all children. Nigeria also enacted the Universal Basic Education (UBE) law, which provides for a 9-year free and compulsory basic education to fast-track education interventions at the primary and junior secondary school levels. Nomads have been defined as people; who mainly live and derive most of their food and income from raising domestic livestock. // They move from place to place with their livestock in search of pasture and water. Because of this, sending their children to school becomes a big issue for them and the girl child is the worst affected. Girl-child education is the education geared towards the development of the total personality of the female gender to make them active participating members of economic development of their nation. Education also helps girls to realize their potentials, thus enabling them to elevate their social status. This paper which adopts descriptive research design examined the factors hindering adequate participation of the nomadic girl child in formal Education. Religious factors and beliefs, poverty ,Parents’ attitude, underdevelopment and insecurity, Educational policy and home-based factors, were some of the hindering factors identified, among others. Ways of enhancing their participation were suggested and recommended, such as training in literacy and vocational skills, mobile education and improved political will. These will make the girl child become functional in the society.

In Chile, despite the great coverage achieved, there are still children and adolescents who leave school without being able to complete 12 years of compulsory education (Casen, 2015); moreover, among the countries that make up the OECD, Chile is in the first places of deschooling (TALIS, 2013). This marginalization from the school system is affecting a significant number of children and hindering areas of integration and social development, which accentuates processes of social exclusion and violation of rights in Chile (Casen, 2015; Mide-UC, 2016; Mineduc, 2017). This is reinforced by pedagogical practices that strengthen these probabilities of failure (Román, 2013). The phenomenon of school reintegration has little evidence in relation to the human and technical component in school reintegration processes, either locally (Mide-UC, 2016; UNESCO-UNICEF-Chilean Association of Municipalities, 2012), or internationally (CEPAL, 2010; Contreras et al, 2014; Sucre, 2016), which implies observing and analyzing pedagogical intervention practices in these contexts, in terms of how these dialogical-reflective relational dynamics between teachers and children and adolescents are developed, from the perspective of pedagogical interactions, an area of growing interest in educational sciences, which looks at more than the action itself, at how and what happens in the interaction. (Colomina et al, 2001) This research from a qualitative, transactional approach, oriented from the perspective of descriptive studies (Hernández,et al, 2010) and enriched with the symbolic interactionism of Blumer (1969), whose contributions indicate that the nature of the teaching-learning processes can only be unraveled through direct examination, seeks to understand pedagogical intervention practices from the perspective of pedagogical interactions which are developed between teachers and their students, within the framework of the specialized protection programs in school reintegration implemented in Chile by the National Service for Minors of the Ministry of Justice and Human Rights, in vulnerable sectors of the communes of Talca, Region of Maule and La Pintana, Metropolitan Region. The analysis through the theoretical and empirical contributions provided by the scientific evidence on pedagogical interactions, in terms of how they are configured, deployed and how these pedagogical intervention practices are perceived by the actors involved, added to the findings obtained, provides an opportunity to innovate by allowing the observation of school reintegration as a scenario of human relations and to deepen around this professional action as a critical element, constituting the improvement of teaching and effectiveness in school reintegration processes.

This paper describes the research design for investigating and evaluating the Child Labour: Action-Research-Innovation in South and South-Eastern Asia (CLARISSA) social protection cash-plus intervention in a slum in Dhaka, Bangladesh. After an introductory section, the second section elaborates on contribution analysis – the methodological approach underpinning the research design. The third section provides an overview of the intervention, and the fourth explores the overall design of the evaluation, its guiding framework, and the timeline of the intervention rollout and data collection. The fifth and sixth sections address the project’s suite of quantitative and qualitative methods, and the approach to data analysis. Using four panel surveys, bi-monthly monitoring, in-depth interviews, group discussions and direct observations, the research will zoom in on specific behaviours. First, at the individual level, we want to learn how people adopt alternative livelihoods in response to the intervention. Second, at the household level, we consider how community mobilisation and cash transfers help households to resolve intra‑household problems. Third, at the group level, we consider how groups manage collective action in response to community mobilisation. For each of these behaviour change outcomes, we want to understand the realist evaluation question, ‘Why does the intervention work, for whom, and under what conditions?’ We also want to assess whether these new behaviours change the propensity for children to be involved in the worst forms of child labour.

The focus of this paper is on the complementary mechanisms and interventions likely to increase the effectiveness and impact of conditional cash transfer (CCT) schemes in South Asia that aim to reduce female infanticide and child marriage and promote girls’ education. The literature on the institutional aspects of these particular schemes is limited, but from this and from the wider literature on CCT programmes in similar contexts, the following institutional mechanisms are likely to enhance success: a strong information and communication strategy that enhances programme reach and coverage and ensures stakeholder awareness; advance agreements with financial institutions; a simple and flexible registration process; appropriate use of technology to strengthen access, disbursement, and oversight; adequate implementation capacity to support processes of outreach, enrolment, and monitoring; monitoring and accountability mechanisms embedded in programme design; coordination mechanisms across government across social protection schemes; an effective management information system; and the provision of quality services in the sectors for which conditions are required. There is a very limited body of evidence that explores these institutional issues as they apply to the specific CCT programmes that are the focus of this report, however, there is more available evidence of the potential impact of ‘cash-plus’ programmes, which complement the transfers with other interventions designed to enhance their results or address the structural barriers to well-being
