Water is an essential commodity which affects life and livelihoods in the universe. This study examined the socioeconomic effects of seasonal domestic water supply among Kibaku People, Chibok Local Government Area, and Borno State, Nigeria. Random sampling was used to select 165 rural households and water samples for the study. Data collected were analyzed using descriptive and inferential statistics. The significant water sources were hand dug well. The average trekking time to the water source was 10-101 minutes (24.8%). And the households require an average of 162 liters of water per day. The major causes of water scarcity include insufficient rainfall, increased sunlight intensity, pollution of water sources and increased population from the oral interview. About 60% of them stated water scarcity harms their socioeconomic activities as its time consuming (36.1%), causes long queues (48%) and causes conflicts at the point of collection (15.8%). However focus group discussions, interviews and personal observation, respondents believed drinking water is inadequate in Chibok. It was concluded that water available for household use is not sufficient. However, it is safe but contains some elements, not of the World Health Organization standard for good potable water. It is recommended that the community build a hub for water collection and distribution close to the village center. The government should provide water infrastructures to increase the potable water supply

This study was conducted to find out the perception of the television audience on how the Nigerian Television Authority (NTA) and the Channels Television have so far reported the abduction of over 200 female students at Government Girls Secondary School in Chibok, Borno State of Nigeria. The survey research method was used to carry out the study while the questionnaire served as the measuring instrument. The residents of South- East Nigeria constituted the population of the study from where a sample of 384 was drawn using the creative research systems online sample size calculator. Multi-Stage sampling technique was used to select specific local government areas, wards and households that were studied. Findings revealed that NTA’s reports on the abduction of the Chibok school girls are often in favour of government while Channels Television’s reports on the abduction are often balanced. The credibility level of NTA’s reports on the abduction of the Chibok school girls was rated low while that of Channels Television was highly rated. Based on the findings, it was recommended amongst others that the Nigerian Television Authority (NTA) must wake up and endeavour to properly give account of the girls’ abduction. The report must be devoid of ethnic, religious or political sentiment. Doing this will fundamentally lead to believability, which will consequently raise the credibility level of the reports.

This paper examines the abduction of the schoolgirls in Chibok Local Government Area of Borno State, Nigeria in 2014. The paper examined how the abduction of the schoolgirls generated responses and support for the rescue of the abducted girls from people and organization from different parts of the globe. The Islamists terrorist organization operating in Borno State has attracted the attention of the world since 2009 when they started attacking government establishments and security installations northeast which later escalated to major cities in Northern Nigeria. Methodologically, the paper utilized secondary sources of data to analyze the phenomenon studied. The paper revealed that the development and innovations in information and communication technology which dismantled traditional and colonial boundaries enabled people to express support, solidarity and assist victims of conflict who resides millions of Kilometers away. This shows that Internet-based communications technology has reduced the distance of time and space that characterised traditional mass media. The campaign for the release of the schoolgirls on the social media platforms particularly Twitter and Facebook has tremendously contributed to the release of some of them. Furthermore, the girls freed from abduction have received proper attention: education and reintegration programmes which enable them to start post-abduction life. In this regard, social media has become a tool for supporting the government in moments of security challenges which the Bring Back Our Girls campaign attracted foreign and domestic assistance to Nigeria in the search of the abducted girls and the fight against the Islamist insurgents.

This paper account for the history of arm conflict between the herdsmen and farmers in southern Katsina Emirate. The kidnapping of Chibok Girls in 2014 was an eye opener to the bandits associated with the kidnapping of school children across the states of Katsina, Zamfara, Kaduna, Kebbi and Niger. Scholars generally associate the present stage of conflict between the farmers and fulani herdsmen as the root caused of the present spede of kidnapping and cattle rustling that affects the the north-western states of Katsina, Zamfara and Sokoto states. The paper argues that the banditry in Katsina state especially Kankara areas in particular pre-date the present state of kidnapping in the area. Kidnapping of 344 children of Government Science Secondary School Kankara on the 11th December 2020, marked a landmark in the history of arm conflict affecting the area and other communities bordering the forest of Katsina and Zamfara States. This paper argues that the Boko Haram (BH) insurgency, environmental and other social parameters greatly contribute to the spate of kidnapping in the area.

Nigeria has had a chequered history of conflict situations such as civil war, inter and intra ethnic conflicts, religious conflicts among others. Northern Nigeria, in particular, has been greatly threatened by armed conflicts in recent years. Indeed, the remote northeast region is ground zero for many of the world’s most vexing problems, including an Islamic militant insurgency, crippling poverty, and declining development. In 2014, no fewer than 276 schoolgirls were abducted in Borno state by the Boko Haram sect that has ravaged the region since 2009. The audacious kidnapping brought the insurgency to world attention, triggering global outrage that galvanised support from many local and international actors. The girls have become a symbol of Nigeria’s brutal conflict. The failure of Nigeria's former government to act quickly to free the girls sparked a global Bring Back Our Girls movement. While the abduction sparked international outrage in a frantic bid to rescue the girls, some undercurrents were playing out locally that now deserve academic review. This essay is thus, an attempt to further interrogate the nature, nuances, shenanigan, politics and various rescue missions that characterise the Chibok girls’ abduction. It particularly reviews the activities of both local and international dimensions of #Bring Back Our Girls campaign within the socio-cultural and political contexts of the time while putting on spotlight issues of post-trauma facilities expected for the rescued girls and the fate of those still in captivity. Lithuanian public e-services at the level of municipalities are lagging behind the level of the central authorities. This is due to many factors, which leads to a slight lack of good position. A large proportion of the municipal authorities do not have e-service development strategies, or governing documents by the activities of the virtual space. It should be noted that this situation is in the part of central authorities too. This leads to the situation that the strategy aims are not fully realized. Although individual government institutions have been successful and effectively developing e-services, e.g. the State Tax Inspectorate is at the fifth level of public service. In order to improve the needs of society and citizens, a public service list was formed, whose services should be transferred as soon as possible to the virtual space, and provided with the levels of public e-services. The implementation of established goals can expect significant improvement in this area. Important, but still weak-moved to the virtual space of the public service areas is the environmental area. There has been no public e-service concept of environmental area in Lithuania yet. The article describes models of public e-services in the field of waste management.

This study examined Information and Communication Technology (ICT) and Local Government Accounting Practice in Ahoada East Local Government Area of Rivers State. The purpose of this study was to examine the extent to which ICT affect accounting practice of Ahoada-East local government area, treasury department. Specifically, this study sought to achieve the following objectives; ascertain the relationship between computer systems and vouching in Ahoada-East Local Government Area treasury department, ascertain the relationship between internet facilities and financial virement in the treasury department of Ahoada-East Local Government Area, A descriptive survey research design was adopted in this study. This study was conducted in Ahoada-East Local Government Area, accounting (treasury) department. The target population of the study was thirty three (33) senior and forty two (42) junior treasury staff of the council. Four (2) research questions and two (2) hypotheses were formulated to guide this study. The data collected were analyzed using mean ( x ) and Standard Deviation (SD) in answering the research questions while a t-test was used to test the hypotheses at 0.05 level of significance. The findings of the study revealed a significant relationship between computing system and vouching, significant relationship between internet facilities and financial virement in AELGA treasury department. It was concluded that the Local Government Area should ensure that the ICT Centers are funded properly and utilized for better performance, while it was recommended that government should partner with other IT agencies to organize workshop, seminars and training of staff on the use of ICT and educational facilities.

This study is an examination of the impact and challenges of local government administration on rural development in Kaiama Local Government Area, Kwara State, Nigeria. The study relied on both primary and secondary data. 218 questionnaires were received and analyzed using Statistical Package for Social Science software. Basic needs approach was adopted for this study. Findings from the study showed the majority of the respondents agreed that Kaiama Local Government council has not adequately enthroned development in Kaiama as it has not ensured adequate water supply, the provision of basic health facilities,rural road construction and improvement in other social amenities in the local government. Majority of the respondents also agreed that the failure of leadership at local level affects rural development and that community development is not adequate in the Local Government as a result of corruption and diversion qf projects by local government officials amongst others also hinder development in Kaiama The paper concluded that rural development is largely undermined in Kaiama Local Government and recommended that political appointees and workers in Kaiama must imbibe the culture of leadership by example anchored on selfless service to the people with total commitment and sacrifice. Kaiama Local Government should be more people-centred in approach, such that necessary collaboration or partnership with communities in its domain can facilitate the process of rural development. Both government and non-governmental progremmes on development should be implemented and executed in Kaiama. There should be periodic monitoring of Local Government.projects. Although the rationale behind the establishment of local governments globally is developmental in nature, it is sardonic and appalling to note that development is far from these local areas, especially in developing nations with Nigeria inclusive. In Nigeria, provisions ofbasic needs like local roads, drainages, healthcare and education in these local areas are questionable despite the number of local governments created nationwide;it is on this basis this paper is undertaken to assess the role of local government in community transformation, with a specific focus on Abeokuta South Local Government. The paper adopted a descriptive research method and data was gotten through the use of questionnaire and interview from residents and local government staff of Abeokuta South Area L.G.A. The paper adopted simple percentage with a mean score of 2.5 or higher as benchmark, while efficientservice-delivery was adopted as a theoretical framework.The paper discovered that Abeokuta South Local Government is equally created constitutionally and funded internally and externally, however, it was found underperforming, as most of the local developmental jobs are performed by the state government. This was due toseveral factors such as adoption of caretaker committee which led tolack of political autonomy, inadequate funding, lack of visionary local leaders, corruption etc. Therefore, the paper recommends that for Abeokuta South Local Government Area to be transformedthe Nigeria Constitution should be amended to give full autonomy both in administration and fund to local governments,a democratically elected government should replace the transitional or caretaker committee

This study assesses local government and community cooperation in rural development with emphasis on Ikwo Local Government Area of Ebonyi State. The problem of the study focuses poor development of the rural communities, mismatch in the projects initiated and what the communities want and poor consultation of the people and collaboration between the communities and the people. The objectives of the study were to assess the extent to which local government and community cooperation have enhanced the provision of infrastructural facilities; improved the quality of education and provision of healthcare facilities in Ikwo Local Government Area of Ebonyi state. Three research questions and hypotheses guided the study. The study adopted a Descriptive survey research method with a sample size of 400 purposively drawn from a population of 384, 400 in Ikwo Local Government Area of Ebonyi State. A 15-item questionnaire was used for data collection. The data collected were analyzed using descriptive statistics like frequency count, percentage and mean scores. The hypotheses were tested with Pearson correlation analysis. The study revealed that the existing local government and community cooperation in Ikwo Local Government Area of Ebonyi State has not contributed to high degree in the provision of infrastructural facilities (0.60 > 0.05). However, results showed that the existing local government and community cooperation in Ikwo Local Government Area of Ebonyi State has not contributed to high degree in the quality of education (0.64 > 0.05) and the provision of healthcare facilities (0.62 > 0.05). The study however concludes that the government cannot adequately provide all the basic needs of the rural population neither would the rural communities do, hence the need for partnership between the two, government/community cooperation in Ikwo local government area has not significantly helped in the provision of infrastructural facilities, also government/community cooperation in Ikwo local government area has not contributed significantly in providing quality education and healthcare facilities to the people. Based on the findings, recommendations include that Government and Communities in Ikwo Local Government Area of Ebonyi State should intensify their efforts in the provision of infrastructural facilities in the rural areas to achieve rapid and sustainable rural development. Communities in Ikwo Local Government Area of Ebonyi State should be sensitized on the imperativeness of assisting the government in the provision of quality education to the members of the rural communities. The government should also encourage education by providing help to the poor members of the community to have access to quality education for knowledge and skill acquisition.

This study aims to measure the effect of implementing local government information systems on the quality of government financial reports with human resource competence as a moderating variable. The research was conducted using quantitative methods, and data collection was carried out using questionnaires and PLS with the help of WarpPLS software. The Asa local government area of Kwara State, Nigeria, is largely challenged by dwindling revenue generation leading to sustained budget deficits and paucity of funds for sustainable development of the area. This paper examined the income generation capacity of the local government and its implications for community development. The study used both primary and secondary data research methodology, which were interpreted and analysed. Findings from the study were that Asa local government generates insufficient revenues from both internal and external sources due to weak federal allocation and irregular remittance of its statutory financial allocation from the state joint account. The capacity of the local government to generate sufficient internal revenue is also challenged by poor tax collection capacity and enforcement policy and embezzlement of a large chunks of internally generated revenue by local government officials. The low revenue generation has reduced the construction of feeder road and community markets, and reduced drug supplies to the local government dispensary. The study concluded that Asa local government lacks adequate capacity to generate the required revenue for community development and recommended better training for the revenue collectors, improved political and financial autonomy for local governments and proper utilisation of revenue generated to improve community development in As a local government.

The local government centre is an area that accommodates various local government activities, both administrative activities and services that meet the needs of the community. In Indonesia, form of the area is usually an office complex of executive institutions which is led by the head of the local government along with the local government apparatus, and the local legislative assembly. Besides having office facilities, the area is equipped with various public service facilities, such as commercials; trade and services; as well as education and health facilities. As a result, the area is not only a local government centre but also centres of service and local development growth. At this time, the government centre of the Brebes Regency has been able to become an important growth centre for the regency. Unfortunately, the area is only able to support development growth of the northern region of the regency, but it has not been able to encourage equitable development throughout all of the regency area. This study aims to determine a new location for the government centre of Brebes Regency. In contrast to other relocating of the local government centre aiming to resolve existing problems of the centre, the relocating centre of the Brebes Regency aims to increase the equitable distribution of local development. Taking into account the criteria of geographical conditions; conformity with spatial planning; land availability; social, cultural, and historical conditions; politics and security; facilities and infrastructure; and accessibility, as well as using the Analytical Hierarchy Process (AHP) method, the selected area is in the Bulakamba District, out of the 6 alternative districts assessed. This district has some advantages of its location in the middle region of the Brebes Regency, adequate spacious area, proper land ownership status and accessibility.

The study examined the leadership performance on service delivery in Ilorin East local government. The paper adopted behavioural theory championed by Watson. The survey research method. 300 respondents were sampled using purposive and simple random sampling techniques and total numbers of 292 questionnaires were retrieved. The questionnaire was analyzed using the SPSS Version 20. The questionnaires were analyzed using simple percentage. Findings from the study showed that the majority of the respondents (46.2%) disagreed that Ilorin East Local Government is allowed to exercise her discretion and undertake competitive personnel administration and revealed that majority (83.2%) of the respondents agreed that the financial autonomy of Ilorin east local government is being severely intervened in by the state government through the instrumentation of the State Joint Local Government Account. Finding also revealed that the majority of the respondents (61.3%) disagreed that there is no provision for rural water supply and extension of urban water supply by the local government authority and that the majority of the respondents (63%) disagreed that there are standard primary schools in Ilorin east local government. The paper recommended that high degree of autonomy should be enshrined in Nigerian Constitution for Local Governments, there should be attitudinal change among those who operate the institutions of government at both the state and local government levels and the National Institute for Policy and Strategic Studies should be more proactive to equip Local Government functionaries with requisite training that would ultimately reflect in the formulation and implementation of government policies and programmes in Ilorin East local Government in particular and Nigeria in General.

Abstract Purpose: This paper critically examines opportunities and problems confronting the Nigerian local government system. To assess why the practice of complete local government autonomy and governance is difficult in Nigeria and suggest measures that may help improve the collaboration between the federal, state, and local government authorities in Nigeria. Research methodology: 300 questionnaires were administered to the staff of the Nkanu-West Local Government Area in Enugu State, and 276 were returned giving a response rate of 92 percent. The Marxist theory was adopted as the theoretical framework. Results: Results show that state interference in local affairs contributes to a lack of local government autonomy and governance, and the constitutional provisions portend intractable inter-government problems which make the local government a whipping child and less autonomous. Limitations: Nkanu-West local government is the only local government covered by the study. Contribution: The outcome of the study will be a contribution to the existing literature in the area of local government autonomy and governance.

This study focused on the impact of empowerment programmes on job creation in the Gokana Local Government Area of Rivers State, Nigeria. The research investigated three objectives, which include: finding out the programmes of the Agribusiness Skill Training and Empowerment Programme in empowering palm oil producers in Gokana Local Government Area; examining the contributions of the Agribusiness Skill Training and Empowerment Programme in empowering crop farmers in Gokana Local Government Area; and finding out the contributions of the Agribusiness Skill Training and Empowerment Programme in empowering fish farmers in Gokana Local Government Area. The survey design was adopted to investigate the objectives, and the simple percentage method and chi-square method were used to analyse the data. Findings showed that the Agribusiness Skill Training and Empowerment Programme empowers palm oil producers in Gokana Local Government Area, especially in the following ways: providing loans, training, and equipment. The research recommended that the state government supplement the efforts of HYPREP to improve the living conditions of the people by giving those grants.

The practice of Intergovernmental Relations provides certain conditions for two or more federating units to come together to provide services to the people. Local Government inability to function effectively is due, in part to corruption, financial and constitutional problems, due to continued strangulation of local government authorities by state government and also through the use of joint account financing. The objectives of the study generally, are to find out whether and how the Kaduna state government interferes with the autonomy of Sabon-Gari Local government in the latter’s quest to formulate and implement local policies for the provision of service delivery. The major finding of the study showed that the more accumulated financial resources of local government account, the more the state government takes out of it illegally, thereby resulting into less services provided by local government to its people. The study recommended, the need for the on-going national constitutional review to make emphasis on ensuring the power of autonomy of local government authorities should be given in full also the removal of joint account financing.

This study assessed urban service delivery in Ife East Local Government Area of Osun State, Nigeria. It found that not all residents were fully aware of the statutory duties of the local government. Markets and motor parks were the only urban services with an acceptable condition; all other urban services were adjudged poor. The local government scored low on statutory responsibilities; however, residents identified corruption, lack of autonomy, and other problems adversely affecting the performance of the local government. Recommendations are proffered towards improved urban service delivery in the local government area and others in Nigeria.

Payroll is an accounting term that focuses on the activities and computation of staff salaries within the local Government; however, this has been a long-time problem that the local Government faces. Looking at the complexity of activities involved in salary preparation, computers will go a long way to solve and reduce some of the stress and problems that are characterised by manual exercise. Technology has made the world a village where boundaries do not affect social and business dealings. This revolution has not left Guyuk’s local Government behind. Against this background, this study tries to reveal the potentiality of a computer-based payroll system. This system is built to manage the database of the local government staff and pay their monthly salaries on time. The payroll system is designed using the Microsoft Office Access database. Primary and secondary data is driven through observation and personal interaction with the officers using the then manual system. The local Government is under Adamawa state, northeast of Nigeria. It is recommended that the entered system be implemented to reduce the time wasted and corruption in the system.

Examine the role of local government on infrastructural development in Ekwusigo Local Government in Anambra State. Assess the contributions of local government on employment creation Ekwusigo Local Government in Anambra State. Three research hypothesis and three research questions are formulated in line with the above objectives of the study. Descriptive survey design method was used; the sample techniques employed was simple random sampling. The study selected Ekwusigo Local Government Area, the population are 99242 where the sample size is 398 using Taro Yamane formula. The researcher distributes Three hundred and ninety-eight (398) questionnaires but only three hundred and forty-seven (347) copies of questionnaire were retrieved. Structured questionnaire was use to gather information from the population. Percentage tables and ANOVA method of data analysis was used to test the questionnaire. The finding of the study shows that; Local government has made significant contributions to agricultural development in Ekwusigo Local Government in Anambra State. Local government has contributed to infrastructural development in Ekwusigo Local Government in Anambra State. Local government has made significant contributions to employment creation in Ekwusigo Local Government in Anambra State. The study recommended that more concerted efforts should be made toward development of rural areas. These should include increase in budget allocation, effective policy implementation and completion. Corruption and mismanagement of resources should also be discouraged by punishing officials engaged in associated corrupt cats and blocking channels of diverting resources through effective budget planning and monitoring.

Delta State has long been facing many environmental challenges, mainly from oil exploration activities by the multinational companies which have, to a large extent affected the ecological environment of the State. This study examines community response to environmental degradation in Delta State. The study specifically examines the influence of environmental degradation on communal conflict and pipeline vandalism. Survey research design was employed. Three oil-producing communities were sampled for this study. They are Ebedei in Ukwuani local government area, Uwheru in Ughelli North local government area and Esama in Bomadi local government area, representing the three senatorial zones of the State. Ukwuani local government area has a population of 119,034, Ughelli North local government area with a population 320,687 and Bomadi local government area has a population of 86,016. The total population of these three local government areas is 525,737. Based on Krejcie and Morgan’s (1970) table for determining sample size, for a given population of 525,737, a sample size of 400 would be needed to represent a cross- section of the population. The study employed simple percentages as the technique of data analysis and it revealed that conflicts in oil producing communities in Delta State are reflective of the extent of the environmental degradation in that area. The study also showed that pipeline vandalization is caused by youth restlessness resulting from the economic hardship in Delta State. The study concludes that environmental degradation is fuelling communal conflicts and pipeline vandalism in Delta State. The study recommends that the State government need to embark on programme and projects that have direct bearing on the people of the region. The study also recommends that the multinational corporations operating in the region need to address seriously their corporate social responsibility to host communities.

The purpose of this research is to find out the effect of public sector accounting on financial control system using Akure south local government area of Ondo state as a case study. Proper understanding on how public fund is being adopted by the local government is the aim of this study and also to determine whether the public sector accounting principle applied by the local government is appropriate and effective and to investigate whether the source of revenue to the local government is enough for them. The staff and members of Akure south local government area of Ondo state were used for the population size, linear regression sampling techniques were used by getting the sample size. Data for this study were primarily sourced. Linear regression was used to analyze the responses gotten from the distributed questionnaires. As shown by the descriptive statistics findings, the public accounting principle applied by the said local government area is ineffective and the control of public fund measures adopted is also inappropriate. Therefore the study recommends that an account committee should be set up to control the accounting system of the said local government and monitor their day to day activities then, the goal of creating the local government will be fully achieved.

The measurement of E-Government user satisfaction at local governments in Indonesia still needs to be improved to achieve the high accountability demanded by the central government. Based on the theory of behavior, six factors influence the satisfaction of local government E-Government users, namely knowledge of ease of use, trust, function and form interaction, reliability, content and display of information, and support. This study examines the influence of these six factors on the E-Government Quality of local governments in the province of West Java. Respondents in this study were the head of the West Java regional government agency. This study uses PLS-SEM and succeeds in proving that there is a positive and significant effect of ease of use, trust, function and form interaction, reliability, content and display of information, and support for local government E-Government user satisfaction. These findings provide practical contributions as a guide for local governments to improve E-Government Quality. Future research needs to expand the scope of the observation area, incorporate subjective and objective scales of user satisfaction variables, and develop other variables based on other theories such as contingency theory, agency theory, and dynamic capabilities theory.

The Training and Development Scheme (TDS) is an affirmative action-based program located in the Greater Durban Area of Kwazulu-Natal. The program was conceived in 1992 to address the racial and gender disparities in the Durban Metropolitan Area. At the time the Scheme was introduced, the transition from an apartheid city council to a non-racial council had yet to take place, and the uneven racial and gender employment patterns were all too evident. The TDS would be one of the mechanisms to address the under-representation of Black (Indian, Colored, and African) employees in the management cadre of local and provincial government. The Training and Development Scheme has since evolved from a small affirmative action pilot project into a comprehensive human resource development program with additional objectives and partnerships. It is envisaged that at the end of the 1997–98 program, approximately 145 participants would have graduated from the Scheme. The participants would have been provided with education and training that complies with the requirements of the National Qualifications Framework and is dynamically linked to the broader institutional transformational issues of local and provincial government management. The Training and Development Scheme has since been upgraded and since 1998, has been offered as a Post-Graduate Diploma in Public Administration (Development Management) by the School of Public Policy and Development Management of the University of Durban-Westville.

The stakeholder theory has been in the management agenda for about thirty years and reservations about its acceptance as a comprehensive theory still remains. It was introduced as a managerial issue by the Labour Party in 1997 aiming to make public management more inclusive. This article aims to contribute to the stakeholder theory adding descriptive issues to its theoretical basis. The findings are derived from an inductive investigation carried out with English Local Authorities, which will most likely be reproduced in other contexts. Data collection and analysis is based on a data triangulation method that involves case-studies, interviews of validation and analysis of documents. The investigation proposes a model for representing the nature of the relationships between stakeholders and the decision-making process of such organizations. The decision-making of local government organizations is in fact a stakeholder-based process in which stakeholders are empowered to exert influences due to power over and interest in the organization's operations and outcomes.

AbstractUnion Parishad (UP) is the lowest tier of rural local government plays an important role to fulfill the demand and aspiration of local people and the overall development of the country. But UP (Union Parishad) in Bangladesh are yet to perform optimal local revenue mobilization. This paper examines opportunities and constraints local revenue trend and performance and the problems of revenue mobilization and to provide a strategy for reducing dependency on the central government and enhancing the revenue collection of Union Parishad. The analysis is exemplified by exploratory and descriptive method and social survey has been arranged for collecting data and information from Unions of Bajitpur upazilla under Kishoregonj district. A general conclusion emerging from the study is that despite revenue potentials, weak revenue administration, less power to create new source of revenue, lack of people’s participation, lack of permanent tax collector and political and central control are the major impediments on local resource mobilization. This study tries to explore potential area of resource and suggested to control political pressure, to set up campaign and workshop on resource mobilization and bringing awareness among the citizens as well as UP officials.Key Words: Local Resources, Mobilization, Dependency, Central Government, Potential Income Area.

Research concerned with Scottish local government reform has largely ignored the implications for one aspect of education provision – instrumental music instruction. This paper attempts to focus on this area through exploring the main policy issues with regard to the delivery of this service during a period of change. It is argued that the experience of music tuition under Scotland’s new unitary authority structure is an example of how local government can misinterpret its responsibilities towards the local community and, in doing so, threaten its continued influence over the formation of education policy. It is suggested that the administration of music instruction could supply local authorities with the opportunity to strengthen local democracy through empowering communities in the policy formation process. However, inadequate delivery may lead to the intervention of central government and councils’ loosing control over an area of their education provision.

The study is examining democracy, good governance and development in Nigeria: a survey of Karu Local Area. Social contract theory was used as theoretical framework. The study adopted survey research method; data was collected from the primary and secondary sources. The study reveals that Democracy has enhanced good governance and development for the people in Keffi Local Government. Karu Local Government council to some extent has provided the people of Karu Local Government Area with social amenities like roads, pipe born water, functional hospital, schools and others essential service for the citizens. The study recommends that Elected and Caretaker Management of Karu Local Government Council should consolidate on the effort made so far by the provision of more physical infrastructures like roads, bridges, potable water, telecommunications and public transport to remote villages that are yet to feel the dividends of democracy.

Physical inactivity is a major public health issue. For the prevention and management of noncommunicable diseases (NCDs), such as cardiovascular disease, type-2 diabetes, and a number of malignancies, regular physical activity is a critical protective factor. Along with helping to maintain a healthy weight and overall wellbeing, physical activity has positive effects on mental health, including the avoidance of cognitive decline and the symptoms of despair and anxiety. Local governments all across the world have responded to this problem by launching population-level projects that give locals access to exercise opportunities. Local governments, through the implementation of their own tasks of health promotion and protection, carry out public health tasks as defined by the Law of 11 September 2015 on Public Health. These tasks include activities in the area of physical activity. The aim of the article was to show the role of local government in promoting physical activity among the local community. The article discusses such issues as WHO recommendations for physical activity as well as activities undertaken by local governments in the area of health promotion in the form of health policy programs and activities carried out in cooperation with NGOs.

The Dayak tribe is a native of Kalimantan's island, one of the large islands in Indonesia that has a large forest area. This study aims to determine the local wisdom of the Dayak tribe in managing forests to prevent forest fires to realize sustainable forest development. This research uses a descriptive method. The study was conducted on the Maanyan Dayak tribe in Muara Tewe, North Barito Regency, Central Kalimantan, Indonesia. Data was obtained employing observation, interviews. Focus group discussion and documentation. Data analysis using Triangulation Technique. Namely by collecting data, processing data, presenting data, and drawing conclusions. The study results show that the Dayak tribe has Local Wisdom, which provides guidelines for interacting with the forest. The Dayak tribe understands the relationship between humans and nature with a religious dimension that can be used to manage forests. This research is expected to be a material consideration for related parties to forest fire prevention by utilizing the local wisdom of the Dayak tribe.

Self help Community Development projects are basic requirements by any settlement for its effective and proper functioning and vital for the overall development of the community. This paper intends to appraise the level of youth involvement in self-help community Development Projects in Sokoto North local Government area and the problems militating against the performance of youths’ involvement in self-help community development projects. The research uses survey method of data collection which has been conducted in the Sokoto North local Government Area. A sample of 100 youths ‘was used using Simple random sampling method. The following research questions guided the study: What are the self-help communities Development Projects undertaken by the youth in Sokoto North local government area? What are the areas of youth involvement in Self-help Community development projects in Sokoto North Local government area? And what are the problems against the performance of youth’s involvement in Self-help community development projects in Sokoto North local government area? An instrument used for this study was structure questionnaire which was validated by experts from the faculty of education and extension services, department of Adult education and extension services Usmanu Danfodiyo University Sokoto. For it consistency I have pilot tested Sokoto South local Government area. The research used descriptive method of data analysis in form of percentage. The research finds out that the youth in Sokoto North local Government area undertakes six major self-help community development projects which are construction of drainage, culvert excavation, construction of mosque, and construction of slop among others. The research also finds out that the problem associated with community development efforts in the area are financial constraints, lack of educational enlightment, and lack of cooperation and mismanagement of project fund among others. The research recommends that there should be improve funding and support from government and related agencies in order to enhance activities of youth’s in Self-help Community Development Projects in the area. Also there should be educational enlightenment for youth to participate in the self-help community Development Projects. Finally youth’s should be made to understand the benefit of Self-help Community Development Projects.

Evaluation is the study and the assessment on the local regulation draft regulated in accordance with the law in the field of local government and other statutory regulations to find out if there are things that are contrary to the public interest, and/or higher legislation and/or decency. The evaluation on the local regulation draft in the regency/city area regarding local taxes and Local Retribution by the governor as a representative of the central government is a form of authority de-concentration delegated by the central government to the governor. The evaluation process is carried out before the relevant legal norms are binding on the general public. The central government gradually evaluates, tests, and even rejects the local regulation draft. Regarding the implementation of the evaluation, in practice it still creates complexities of obstacles in the evaluation of local regulation draft which actually has an impact on legal certainty, especially the legal interests of the district/city government. The problems of this research were how to evaluate the implementation of the Local Regulation Draft concerning Local Taxes and Local Retribution by the Governor and the obstacles in the implementation of the evaluation of the Local Regulation Draft concerning Local Taxes and Local Retribution by the Governor. The approach method used in this research was the normative legal method (juridical normative), while the analysis used was qualitative analysis. The data sources used were primary legal materials obtained through laws and regulations, and secondary legal materials sourced from various official documents. The results of the study indicate that the implementation of the evaluation of the local regulation draft in the regency/city area regarding local taxes and local retribution by the Governor seen from the role and authority of the institution has been in accordance with the legislation, but when viewed from the side of the procedures and time regulated in its implementation it has not been effective and does it not provide legal certainty. Obstacles in evaluating the local regulation draft in the regency/city area are the ineffectiveness of tiered supervision and the inaccuracy of time as stipulated in the legislation.

OBJECTIVE: The study investigated attitude to ageing as a predictor of subjective health and quality of life among the older people in Ika South Local Government Area, Delta State. Three research questions guided the study. METHOD: The population of the study comprised 6,670 older people 3,323 males and 3347 females in Ika South Local Government Area of Delta State. The sample size of the study is 667 older people in Ika South Local Government Area of Delta State. A multi-stage random sampling technique was used to get the sample size for the study. Two stages of selection were used in order to draw the sample for the study. For the first stage, simple sampling technique was used to draw 11 communities out of 22 communities in the study area. In second stage 10% of the study population was used. The questionnaires were validated by two experts from guidance and counselling and one from measurement and evaluation. Reliability of the instrument was determined using Cronbach Alpha method reliability estimate. Copies of the questionnaire were administered directly to the respondents. Linear regression was used for the data analysis. RESULTS: The finding of the study revealed that older people of Ika South Local Government Area maintains positive attitude to ageing, that attitude to ageing is not a predictor of subjective health among older people of Ika South Local Government Area and attitude to ageing does not significantly predict quality of life among people of Ika South Local Government Area. CONCLUSION: Based on the finding of the study, government and professional guidance counsellors should make use of the information generated from the study to organize workshop training for older people on what constitute subjective health quality of life and what constitute positive attitude to ageing.

Local government is the closest level of government to the local community and identified as the third level of government after the federal and the state government. Local government are regulated under the Local Government Act 1976 and each has their own power to enact by-laws under their respective administration area. By-laws is a formulation of the law under the jurisdiction of local government in performing its duties and functions covering the administrative area that has been identified by the state government. Some of the by-laws play a part in shaping the behavior of the societies, especially in local government areas which are quite different approach such as Kota Bharu Municipal Council of Islamic Cities (MPKB-BRI) and others local government located at Kelantan. By-laws implemented by local government in Kelantan are very much different compared to local government in other states in Malaysia which is the provisions of the by-laws that focused on Islamic by-laws such as ban on unisex salons, enforcement of board guidelines advertisement that prohibit an advertisements that do not cover the aurat and the enforcement of proper clothing covering the aurat among the Muslim community and dressing politely for non-Muslims that suggests the aurat closure and wearing appropriate clothing among traders, business premises owners and also the societies. The objective of this study is to review the extent and impact of the by-laws implemented by local government at Kelantan in influencing and shaping the behavior of the local societies to become guideline for the other local government at Malaysia. After reviewing innovation research literature with respect to its applicability to local government innovation as a response to fiscal stress, it sets forth six research questions for exploring the relationship between innovation and local fiscal austerity. The innovation research literature is then examined with respect to each of these questions to determine what findings or hypotheses emerge from this existing body of research which are relevant to these newly formulated questions.

In particular we want to see the effect of public investment on the development of local area - measured by GDP and employment - and therefore the effect that the development of the area determines the location decisions of businesses.In other words, we therefore wish to demonstrate how the infrastructure is one of the determinants of competitiveness and development potential of an area of active firms. A good level of infrastructure produces significant advantages (so-called positive externalities) for the local economy because, not only allows to increase the productivity of factors of production, reducing costs, but also influences the degree of attraction of the area (residents, tourists, businesses, funders), the location decisions of new businesses, the strengthening of existing ones.The conceptual framework draws on the contributions made by many national and international literature on the role that public investment play in economic growth in the territories and the attractiveness of the territory.The paper is organized in two parts. Part 1 discusses the concept of local public investment, which is under a legal entity, examines the issue of investment planning and illustrates how the literature has suggested and tested empirically with reference to the role of public investment in the dynamics of growth and competitiveness of the territories. In the Part 2, is empirically tested the research hypothesis, through an econometric analysis, describing the models and variables used in the application of panel techniques, and presents the results of the estimates, while last section concludes with summary of some considerations.
