Through the story of the railway project transalpine Lyon Turin, this thesis questions about the uses and the appropriations of the valuation of the environmental nuisances. In the nonlinear unfolding of the project (1989-2010), we will reveal the technical uses of the monetary valuations inserted into a wide instrument of evaluation, the public economic calculation, to deal with its political and social appropriations. By its transformations and the emergence of an alpine question of transport following the accident in the tunnel of Mont Blanc and its reading under risk register, Lyon Turin gains in precision and in public visibility. In spite of its complexity, its cost and weak profitability, it becomes the symbol of a new sustainable transport policy. Yet, the values allotted to the environmental external costs following the Boiteux groups do not manage to modify the results of the evaluations. Within the framework of the alpine area, the project offers a political solution to crisis and questions the relevance of economic calculation to measure the collective interest of the project. The instrument, in the heart of the issues on the realization of the project, is constantly reinvested in the process of negotiation and decision. The controversies on the realization of the project give to see the issues of a project life, cost-benefit analyses and let charge the interest of the protagonists for environmental external costs as an instrument of public action

Pełny tekst źródłaAt the end of the XIXth century, the building of the railway network in West Africa was not only an instrument of colonization but also, in the eyes of some french industrialists, the means to experiment with new techniques of exploitation. Thus the railway line from Dakar to the Niger answered economic and political purposes of various kinds but confliting with the pratices that had been inherited from african trade. Thanks to the spreading of road transport after world war i, the merchants gradually developed rival trade channels which enabled them to control the markets in Senegal and Sudan (Mali) previously linked by rail traffic. In so doing they were able to maintain the mechanisms of arbitrage based upon the local differences in price which the fall in the costs of rail transport was showing a tendency to reduce. Consequently, the growth that was started by railway investments did not spread to all the economic activities

Pełny tekst źródłaThe subject of this thesis is the planning of railroad infrastructures operation at a node or station scale. In order to determine an offer strategy, it is important to have some evaluation tools of the infrastructures capacity. This allows to evaluate the network limits, and to study the impact of some modifications. The main questions considered are, the feasibility of a timetable, its optimization according to criteria like the number of trains (saturation), and the stability evaluation. We propose a multiobjective linear model of this problem. The precision considered is accurate enough to obtain realizable timetables in practice on the studied infrastructures. Moreover, it presents two structures corresponding to classic optimization problems named shortest path and set packing. If the resolution of the first one is easy, the second one is known as NP-hard. We propose several pre-processing algorithms, and an approximation method based on the GRASP metaheuristic, for this problem. A first extension of this method in biobjective case is presented. The numerical experimentations on several instances, corresponding to Pierrefitte-Gonesse node or randomly generated, show the efficiency of these algorithms. The integration of these works in a complete software dedicated to the evaluation of railroad infrastructures capacity (RECIFE project, in collaboration with the french national railroad society) is described

Pełny tekst źródłaStating that the railway connections in france are in many places of mediocre or bad quality and that those who use the railway system have only rarely drawn the interest of geographers, the author consacrates his work to the study of what rail transportation has to offer and the accessibility of the places where it exists. A tool is created to evaluate the spatial functioning in occurence with the network of passenger service in the french railway system. Used as a method of treating the data (14. 000 data gathered), the graphs (matricial and cartographic) show its strength and effectiveness in geographical research. The association of eleven criteria relative to the commodities of rail transportation (established from the official indicators of the sncf (national society of french railroads) allows to distinguish light degrees concerning the quality of relations. The notion of space in railway connections is thus defined. By using the mean of analyses and successive syntheses, a geography of railway connections in france is elaborated. A model of the organization of space in the french railway system is constructed. The analysis of interregional communications both centrifugal and centripetal put in evidence the different degrees of connection of various places, the degree of quality of the axes and railway crossroads functioning in three levels (proximity interregional, transnational). Among the accounted factors, fedicient railway connections appear to be fundamental. The apparition of the tgv (high-speed train) (in the south-east, atlantic coast, and across europe) and its effects on the structuration of space are treased. These elements constitute the basis of an interregional schema of railway transportation, the main features of which are sketched out in view of improving the functioning of the railway network

Pełny tekst źródłaThe Conservatoire des Arts et Métiers held a key role in the spreading of technical knowledge and innovation in railways during the 19th century. Between the 1820's and the late 1890's, the Conservatoire, in charge of supporting industrial development, was heavily involved in introducing the railway technologies in France and was a relay of innovation in this field. The study of the technical higher education at the Conservatoire, provided by leading personalities of the scientific and industrial world to an audience of workers, foremen and industrialists and the analysis of the collection of objects, models, drawings and photographs now preserved by the Musee des Arts et Metiers highlight in an original way the history of railways, from a multiple points of view that is construction and maintenance of infrastructure, locomotives and means of traction, rolling stock or operation and safety devices. The enquiry on the professors' social networks reminds us of the central position of the Conservatoire, where learned societies, industrial world and political sphere converged. Starting point of this research, the study of the collection required the development of a specific methodology to identify and interpret these items as sources. The contextualization of these collections together with the lessons of the Conservatoire and the history of railways allow us to make a contribution to the institution's history regarding both the higher education and the technical collections

Pełny tekst źródłaTransports have been developed for past few years. This major development has been followed by growing concern for the environment respect. Although railway transports present high energy efficiency, they also present environmental nuisances. It is then necessary to include the sustainable development from the moment of conception. It results in the consideration of numerous physical phenomena. Consequently, this PhD Thesis aims to emphasize a conception methodology in respect to the current will of economic and ecological optimisation. Then, a multi-physical model has been developed in order to represent electromagnetic, acoustic and thermal-flow phenomena in an enclosed induction motor of railway traction. In fact, this model is divided into several analytical interacting models. Each model represents a specific physical phenomenon. This work focuses on the thermal-flow model and the losses model, and in particular on the modelling of the iron losses. Although these models are analytical models, they both rely on numerical studies. The multi-physical model has shown to be efficient and to respect the main evolution trends thanks to comparison with experimental results and analysis of the uncertainties influence
