AbstractIn line with current research into changes in service delivery models, educational psychologists from Catholic Education, Parramatta, initiated a pilot project in 2005, to trial a solution-focused, consultative model of service delivery to schools. Three primary and two secondary systemic schools across Western Sydney participated in the project, the focus being firstly, changes in service delivery by educational psychologists from individual casework to solution-focused consultation, and secondly, the professional development of teachers. The intent was to encourage collaboration between special education and classroom teachers; to encourage a shift in their thinking and practice from problem to solution; and to improve their identification, assessment and intervention skills. At the same time the educational psychologists implemented a solution-focused, consultative model of service delivery, referral package and student learning profile. Independent consultants used a mixed methodology to evaluate the efficacy of the project. Findings from both qualitative and quantitative data revealed support from the participants for the consultative model in its ability to provide a more effective service for students with special needs and a comprehensive framework for empowering and developing their teachers. The role of the educational psychologist as a partner in the education process at the school level was considerably enhanced.

Martyn Christian Raymond Symons was born on 12 November 1925 in Ipswich, Suffolk. The talents he was later to develop were a reflection of his genetic and cultural environment. Thus, his grandfather was William Christian Symons, who achieved contemporary minor fame as a painter in water colour and oils even though his work is now largely forgotten. His grandmother, Cecilia Davenport, was a concert pianist before her marriage. Symons was to display both artistic attributes, for he was a skilful self–taught pianist and an accomplished water colourist. The environment was richer than that, though, for the three sons of the grandparent's marriage were Mark, a painter, Phillip, who became a Benedictine monk and served as organist at Downside, and Stephen, Martyn's father. Painting, as already remarked, was one of Symons's great relaxations, and in early life (but not in middle age and after) the Catholic version of the Christian religion gave him guidance and solace. Indeed, there was a stage when he was poised to become a priest, but the passion passed and after the suffering and death of his first wife, who had become a Catholic in order to marry him, he rejected religion.The technical contribution to Symonss environment came from his father, Stephen White Symons, a consultant mechanical engineer, ably supported in the female manner of the day by his wife Marjorie. Here, though, the environment temporarily withdrew its support, for the young Symons entered the John Fisher School in Purley (1933–40), and hated every minute of it. Ill taught (he claimed) and bullied (he interpreted), the teachers—with the freedom of the age–almost literally hammered knowledge of a sort into him, not realizing the sensitivity of the child in their care and presumably contributing at least a little to his unusual psychology.

The article introduces the professional activities of Latvian-born Lithuanian architect and engineer Karolis Reisonas (in Latvian: Kārlis Reisons; 1894–1981) in the second half of his life – from 1930 in Kaunas, Panevėžys and Adelaide cities – and his role in the history of Lithuanian architecture. K. Reisonas was one of the most prominent creators of modern 20th-century interwar Lithuanian architecture and together with other famous Lithuanian architects formed a special style of Kaunas modern architecture in interwar period. K. Reisonas is the author or co-author of representative buildings in Šiauliai, Kaunas and other Lithuanian cities, as well as in Riga and Adelaide cities. Architect and engineer K. Reisonas worked as Šiauliai City Engineer and Head of Municipal Construction Department (1922–1930), Director of Šiauliai Vocational School (1926), Consultant of Lithuanian Chamber of Agriculture (1927–1928), Head of Construction Department of Kaunas Municipality (1930– 1938), Panevėžys City Engineer (1940) and Burgomaster (1941–1944). From 1949, the Reisonas family lived in Adelaide city, Australia. To his projects three monuments of independence were built in Lithuania – Monument of Independence in Šiauliai city, Podium of the Freedom Monument of Kaunas city and Roman Catholic Christ’s Resurrection Church in Kaunas city. Fourteen of buildings in Lithuania (in Kaunas and Šiauliai cities) designed by him are included in the list of cultural values of Lithuania. Early K. Reisonas’ projects are characterized by historism, elements of eclecticism and «brick style», later projects are characterized by austere rationalism, functionalism, adaptation to urban construction and cultural and historical context.

El presente artículo hace un recorrido histórico (consultando fundamentalmente los archivos diocesanos, en su mayoría inéditos), por la instauración de las principales diócesis creadas en el Departamento del Valle del Cauca (Colombia) durante el siglo XX: Cali, Palmira, Buenaventura, Cartago y Buga. Se muestra como la Iglesia constituye un proyecto fundamental de modernización religiosa, que se denota ante todo en la extensión de su presencia en el territorio vallecaucano. Proceso que inicia con la desfragmentación del gran territorio de la arquidiócesis de Popayán, con lo cual cada diócesis creada logra impulsar sus propios procesos de generación de parroquias, centros educativos y de beneficencia, logrando con esto, construir la iglesia vallecaucana y fortalecer la religión católica tanto en los sectores rurales como en los espacios urbanos del departamento del Valle del Cauca. Cada nueva diócesis se inscribe además, en su propia coyuntura local de desarrollo y modernización económica y social. The Diocese of Valle del Cauca (Colombia) during 20 th Century: Towards the Strengthening of Modernity AbstractThe present article, based on a research carried out on diocesan archives -mainly unpublished- describes the historical path followed during the creation of the most important dioceses in the Valle del Cauca region (Colombia) during the 20th century: Cali, Palmira, Buenaventura, Cartago and Buga. It shows how the Church constituted a fundamental project of religious modernization as a result of its growing presence in the Valle del Cauca territory. The process begun with the fragmentation of the wide area occupied by the Archdiocese of Popayan, when each new diocese developed its own process in the establishment of new parishes, schools and charity institutions. These constitute the foundations of the Catholic Church and the construction and empowerment of religion, both in rural sectors and urban spaces along the Department. Nevertheless, each new parish in the Valle del Cauca was created according to local circumstances of economic development and social modernization.Keywords: church, modernization, regional history, Valle del Cauca

Reisons ir reprezentatīvu celtņu Lietuvas pilsētās, kā arī Rīgā un Adelaidā (Austrālija) autors vai līdzautors. Rīgas reālskolas (1913) un Sanktpēterburgas civilinženieru institūta (1920) absolvents K. How do the Catholic Schools Consultants through their leadership and relationship with Principals influence the outcomes of Catholic systemic schools in New South Wales (NSW)? This research question has been of considerable interest to the professional communities of Catholic educators. Throughout NSW there are eleven diocesan Catholic school systems, each led by a Director assisted by senior field officers called Consultants, the equivalent position of Area superintendents or inspectors in other school systems. The leadership of these Consultants is considered critical for the effectiveness of the school systems especially through their influence on and with Principals. Within this survey research study, the total population of Consultants and Principals was invited to participate, and 45 Consultants (90%) and 365 Principals (76%) responded. The research study was based on the assumption that a ‘classical’ view of leadership should be augmented by a more complex, interactive view of leadership as relationship that influenced outcomes in school systems. The study was operationalized in three dimensions. Leadership was described by ten variables, derived from Sashkin’s (1998) Visionary Leadership Theory. The relationship between Consultant and Principals was posited as a composite of two variables, Interpersonal Relation and Shared Catholic Leadership Mindset, that are viewed as explanatory, mediating variables. Three selected outcome variables are posited – Educational Outcomes, School Outcomes and Spiritual Outcomes. The fifteen variables so described were developed and/or validated for this study using confirmatory factor analysis. Additionally, the impact of three demographic background factors of gender, school type, and years of networking association between Consultant and Principals on the main variables in the study was examined. A mediated – effects survey research design was used. Survey questionnaires were sent from the local Catholic Education Office to each volunteer Consultant and to her/his associated network of Principals on a confidential basis and returned directly to the researcher. At no stage did the researcher know the identity of the respondents. Data analysis methods included comparative means analysis of Consultants’ and Principals’ perceptions of the variables; multiple regression analysis and structural equation modelling to examine the associations between variables; MANOVA analysis to examine demographic background factors; and finally some descriptive analysis of survey data to provide validation or further insights. The study results showed that both Consultants and Principals agreed that the Consultants demonstrated visionary leadership as defined by Sashkin (1998) although there were significant differences on seven leadership factors. There was high level agreement that Consultants and Principals exhibited a shared mindset, described as Shared Catholic Leadership Mindset, and outstanding interpersonal relationships. Findings about the associations between variables showed different results for Principals and Consultants. The ‘Principals’ model suggested that the two relationship variables acted as mediators between some of the ten leadership variables and the three outcome variables. On the other hand, the ‘Consultants’ model suggested that neither of the two relationship variables acted as mediators, but that only two leadership variables, Capable Management and Creative Leadership, had any influence on Outcomes. There were no significant differences on results due to gender, school type or years of networking association for either Principals or Consultants. These results, supplemented by qualitative findings, led to the conclusion that there was a need for system policy makers to reconceptualise the leadership of such Consultants to emphasise the importance of the shared mindset, and the synergistic element in the relationship between Consultant and Principals. There was a recommendation that further research replicate this study with other Catholic, Government and independent education systems. The use of structural equation modelling analysis in similar future research was also recommended.

The door swung wide open and a dozen faces turned my way. The interview was for a science education story, but now it felt like a surprise party and I was the guest of honor. I had never been greeted for an interview by so many people. Here was a crowd around a long table. At the head was a woman with a big smile welcoming me to Xavier University of Louisiana in New Orleans. My traveling companion, a consultant experienced in representing charities, private foundations, and other nonprofit organizations, took this in stride and spoke right up. He introduced us as representatives of the Howard Hughes Medical Institute in Bethesda, Maryland, which at the time was the nation's largest philanthropy, a $5.2 billion enterprise. The Institute had given this relatively small college, which led the nation in sending black students to medical school, a $1.8 million grant to support its undergraduate science program. Xavier, the only historically black Catholic university in the United States, was doing something extraordinary. We wanted to tell the story. As a science writer for the Institute, I had made arrangements to interview the faculty member who ran the program and a few participating students for anecdotes to enliven the story. I thought I had made this clear on the telephone weeks before the trip, but the program director had other ideas. She had built an itinerary that could have stood as a first-class defense of the grant. Faculty members, support staff, anyone who could bolster the case for funding was in the room. After meeting with the group, I was to speak with the university president and others, later I would have a chance to talk with students. It was going to be a long day. It was also going to be a waste of time. We were there to gather specific information for a news article. We were not there to monitor progress under the grant. We had no money to offer them, and we were in no position to cut their funding. Finally, as this began to sink in, the teachers headed back to their classrooms.
