Few in Spain would have imagined two years ago that so much attention would be paid to questions such as the allocation of powers to hold referenda or the constitutional tools to enforce compliance with the 1978 Constitution (Constitution). But since the celebration of a “referendum” on October 1, 2017, and the subsequent declaration of independence and immediate suspension thereof by the president of Catalonia, numerous international voices have taken a stance on Catalonia's right to unilateral secession.

The tendency toward secession of approximately half of Catalan voters is a complex phenomenon that has been worsening for about 15 years, first because of the desire of the Catalan secessionists to have a new Statute of Autonomy incompatible with the rest of the autonomies, and second, for failure of the Central State to implement the promise of President Zapatero in 2011 to accept the Statute to be drafted by the Catalans. From that moment and also thanks to the political inaction of President Rajoy, the Catalan problem has only escalated until it announces a Unilateral Declaration of Independence destined to die before being born due to the illegalities that allowed it. In this situation, the Systemic Model that is presented predicts a certain evolution towards the decrease of the secessionist drive.

Despite the initial delay in Spain in the adoption and development of a better regulation policy compared to other OECD countries, in the last few years significant advances have taken place, as pointed out in the 2010 OECD report “Better Regulation in Europe. Spain”.In this context, the initiatives promoted by the Autonomous Communities – Spanish subnational levels of government – are also very important, since they have wide powers for the development of their own public regulatory reform policies. In fact, the first Spanish experience of the introduction of regulatory impact assessment in the legal rulemaking process took place in Catalonia, which has been a pioneer in the integration of administrative simplification policies – applied since the early 90s – in addition to its administrative burden reduction strategy.

Historically, Barcelona Football Club (BFC) has represented one of the pillars of Catalan identity, which earned it the slogan “more than a club.” In recent times, especially under the presidency of Joan Laporta, management has radicalized the club’s political positions by using BFC as a platform to openly promote the independence from Spain of the Catalan region. Despite the fact that most Barcelona fans in Catalonia, as well as in the rest of Spain, have much more moderate political positions, the radicalization of BFC does not appear to have eroded the relationship-building process with Barcelona fandom. This article argues that BFC as an institution still maintains a good relationship with its fans because the social, as well as individual, identity provided by allegiance to a soccer club such as BFC is ultimately more important to members and fans than the club’s political positions.

AbstractThis work begins by recalling the characteristic features of the political system and model of territorial division of power established in the 1978 Spanish Constitution after a complicated but successful process of transition to democracy. Spain was constituted as a politically decentralized, social and democratic state governed by the rule of law, a compromise solution between the centralist tradition and the demands of peripheral nationalisms. Although this original formula has been progressively deployed with clearly positive results, it has come under threat from the challenge posed by the secessionist forces in Catalonia and the Basque Country, seriously endangering coexistence. In this regard, the work first analyses the Ibarretxe Plan, the confederal proposal of the president of the Basque government approved in 2004 by the Basque Parliament and rejected by the lower house of the Spanish Parliament. It then examines the most relevant sequences of the secessionist process that has unfolded in Catalonia over the last decade and which culminated in October 2017 in an illegal referendum and the unilateral declaration of independence approved by the regional parliament. It also analyses the response of Spanish institutions to attempts at constitutional rupture and its possible impact on the democratic quality of Spain and its reputation as a state governed by the rule of law.

This paper deals with appraisals of Havel made in Spain in the 1990s. During this decade, the Czech politician's popularity reached a peak in Europe, and Spanish politicians approached his vision of morality in politics in different ways, taking advantage of it to support different political and national projects. In the first half of the decade, interpretations of Havel were especially productive in Catalonia, where two almost antagonistic political projects drew inspiration from Havel and elaborated on different concepts of European small nations. The decade's second half gave way to a more one-sided vision of him, in which he was transformed, thanks to the Spanish conservative president José María Aznar, into a reference point to support conservatism and the Atlantic agenda.

Este grupo social adquirió modelos culturales y modas europeas como la práctica del ‘sport’. Más allá del fútbol y la pelota vasca, la mayoría de deportes eran practicados en las primeras décadas del siglo XX sólo en Cataluña antes que en el resto de España. En este contexto social y cultural vivió Santiago Güell i López, quien creció en una de las familias industriales más ricas de Barcelona y fue un destacado empresario. Con motivo de su estatus, fue elegido miembro del COI y durante tres décadas fue la figura más destacada del Olimpismo en España.Palabras clave: Güell, Comité Olímpico Internacional, Barcelona, primera mitad del siglo XX Baron Güell, an Olympic manager from the Barcelona’s high society Abstract: A new bourgeois upper class in Catalonia was born from the middle of the 19th century thanks to the development of the industry and the economy. This social group adopted some cultural model and fashions from Europe, like the sport. Apart of football and pelota, most sports were only practiced in the first decades of the 20th century in Catalonia before than in the rest of Spain. In this social and cultural context lived Santiago Güell López, who grew up in one of the richest industrial families in Barcelona and was an important businessman. Because of his position, he was selected as IOC’s member and became for three decades the main reference of Olympism in Spain.Key words: Güell, International Olympic Committee, Barcelona, first half of the 20th century
