A word can carry different meanings for different people. Conjoint analysis was applied to assess preferences for various words describing integrated resorts (IR) including casinos, to be introduced in Japan in the future. We discuss how the participants understood particular words (e.g., a specific casino’s place name or wording regarding restrictions on betting) that define the characteristics of a casino, as well as how casino-related words influenced participants’ preferences. Implications for enhancing public understanding of casinos are explored in the conclusion.

Corporate social responsibility (CSR) has become a popular, and even expected, strategy for promoting an organization’s public persona. CSR is particularly important in the casino industry since many customers associate the casino industry with negative images such as crime and drugs; therefore, casinos try to enhance their social image through CSR activities. This study investigated how casinos’ CSR activities (economic, legal, ethical, and philanthropic) influenced customer loyalty (CL). Partial Least Squares (PLS)-structural equation modeling analysis was used to examine the hypotheses on a sample of 251 casino’s customer in the United States. Results of this study showed that the dimensions of philanthropic and legal responsibilities had varying effects on CL. In contrast, economic and ethical responsibilities didn’t significantly affect CL.

Corporate Social Responsibility (CSR) initiatives play an important starring role in changing the livelihoods of community members close to casinos around Gauteng. In addition, a contested industry such as gaming needs to ensure CSR initiatives are in place and communicated. The specific objective was to develop a CSR conceptual framework with guidelines for implementation in the casino industry using an Exploratory Factor Analysis (EFA). The study used quantitative research approach which involved eight casinos in Gauteng province, South Africa. Accidental sampling was used with a sample size of 385 with adjacent community members. Structured questionnaires were used as data collection instrument. The results indicated that social aspects and involvement, business and socio-environment, financial contribution, community basic services and food and nutrition are the basic initiatives to be incorporated in casino’s strategies and communicated to different stakeholders in order to improve community satisfaction, ideal public relations and gaining competitive advantage. Findings offer valuable cognizance in helping community members, Gauteng Gambling Board, CSR managers in casinos, employees and other interested stakeholders to review and evaluate the casinos’ CSR policies and implementation strategies.

The government of Goa has been promoting casino tourism in Goa arguing that promoting casinos is necessary to bolster the economic growth of Goa especially in the aftermath of the mining ban that deprived Goa and its government of the substantial revenue generated through mining. The casino promotion, however, has met with strong protests in Goa from the time the government decided to encourage casinos to expand the growth of tourism in Goa. Casinos have taken strong roots in Goa and clearing the ever-growing forest of casinos is becoming more and more difficult as years roll by. The offshore casinos have almost fused with the landscape of Panjim making it almost next to impossible to visualize Panjim and the river Mandovi sans the casinos. At this juncture, accepting, despite all opposition, that the reality of Panjim ‘casinoscape’ will linger on into the future, the challenges ahead lie in implementing sustainable strategies to maximize the gains from casinos and counteract the prospective ill-effects from casino type tourism instead of imagining a return back to the Panjim of the 1990s and earlier.

AbstractThe island of Cuba was the center for casino in the Western Hemisphere for many decades in the mid‐twentieth century. This paper looks at those years and the development of the gambling industry from the early 1900s until the time casinos were closed in 1959 after a political revolution led by Fidel Castro. Castro served as the dictator of Cuba from 1959 into the 21st century. After he died in 2016, he was succeeded in power by his brother Raul Castro. Many interests in the gaming industry, some even from earlier years in Cuba, now see the possibilities of reestablishing some of the 13 casinos that had been opened before 1959. This paper looks at the history of Cuba casinos and the prospects that casino gaming may return to the island.

Research shows that there is no risk-free level of exposure to secondhand smoke (SHS) and that eliminating smoking indoors fully protects nonsmokers from indoor SHS exposure. Casinos often allow smoking indoors and can be a source of involuntary SHS exposure for employees and visitors. We examined attitudes toward smoke-free casino policies among US adults. During June and July 2017, we used a web-based survey to ask a nationally representative sample of 4107 adults aged ≥18 about their attitudes toward smoke-free casinos. Among 4048 respondents aged ≥18, a weighted 75.0% favored smoke-free casino policies, including respondents who visited casinos about once per year (74.1%), several times per year (75.3%), and at least once per month (74.2%). Although the sociodemographic characteristics of respondents who favored smoke-free casino policies varied, the majority in each group, except current smokers (45.4%), supported smoke-free policies. Allowing smoking inside casinos involuntarily exposes casino employees and visitors to SHS, a known and preventable health risk. Further assessment of public knowledge and attitudes toward smoke-free casinos at state and local levels may help inform tobacco control policy, planning, and practice.

Purpose – The purpose of this paper is to explore the positive aspects of casinos, and gambling entertainment in particular, by revealing the health potential of these commercial establishments. In doing so, this work helps explain the affinity of Chinese consumers with gambling. Design/methodology/approach – The authors draw on Attention Restoration Theory to put forth a framework on the restorative potential of a casino on human health and its effects on managerial outcomes. The authors use a sample of 605 Chinese tourists in Macau and use both structural equation modeling and moderation analyses. Findings – Tourists’ ability to sense a casino’s restorative potential is positively related to their well-being and their propensity to view Macau as a value, to spend money in Macau and to revisit Macau. Moderation analyses reveal that tourists may still perceive a casino’s restorative qualities regardless of whether they plan to engage in gambling or other activities, are winning or losing money or reside outside mainland China. Research limitations/implications – The paper links gaming studies to the transformative research paradigm and considers the possibility that some socially unacceptable services may actually be beneficial to human well-being. Practical implications – The results help clarify why Chinese tourists tend to engage in casino patronage and gambling activities throughout the world. Social implications – This work discusses health benefits associated with socially unacceptable products and suggests that many “sinful services” may offer consumers transformative benefits. Originality/value – The paper is one of the first to explore positive aspects of gambling and spending time in casino environments, while showing that casinos may be “healthy places” for some consumers.

As U.S. politicians and voters continue to grapple with the slower-than-expected recovery from the 2007-09 recession, the legalization (or expansion) of commercial casinos has become an increasingly popular policy. Casinos are politically popular because the state government legalizes them, and can thus create a new industry which pays high taxes and may stimulate employment and economic development. Despite the fact that casinos are now widespread in the United States – there are around 1,000 commercial and tribal casinos – the empirical evidence on their economic impacts is still negligible. In two previous studies ( we have tested the relationship between state-level casino revenues and per capita income (i.e., economic growth) to provide evidence on whether or not casinos have a positive economic impact on states’ economies. We have utilized a Granger causality model modified for use with panel data. Our initial evidence, from a paper published in 1998, indicated that casinos do Granger cause economic growth. However, when we re-tested the model using up-to-date data (at the time, through 2005), we found no significant results. The casino industry has grown extensively since 2005, and although the recession of 2007-09 had a negative impact on the casino industry, the national-level revenue numbers are again climbing. We extend our previous analyses in order to provide updated evidence on the economic growth impact of commercial casinos in the United States. Section 2 provides a more detailed background of our previous analysis and an overview of other relevant literature. Section 3 describes the data and model, and provides the results. Understanding what attributes are sought by casino visitors during their visit to a casino can enable casino operators to enhance the quality of service elements. This study assessed the important casino attributes that casino visitors seek when visiting a casino. The study also seek to identify the major segments of casino visitors with similar preferences for casino attributes, and determine whether difference(s) may exist between segments in terms of trip behavior and socio-demographic characteristics. Using the benefit segmentation approach, quantitative data were collected from 371 Chinese casino visitors. Four distinct segments of Chinese casino visitors were identified; namely games customers, casual tryout customers, employee service customers, and casino goers. Two segments were actually concerned with gaming specifically. Based on the findings, we established that casinos need to identify strategic segments and allocate adequate resources to achieve the competitive advantages of each segment. Casinos also need to develop innovative products or services for particular segments whose members may not see gaming as the main reason to visit casinos. This research highlights the need to use benefit segmentation to understand the visitors to casino properties.

This paper examines problems in studying the relationship between casinos and crime, with a focus on a recently published, influential study (Grinols and Mustard 2006) which concluded that casinos cause a significant amount of county-level crime in the U.S. Five key issues are examined. First, the most serious problem with their analysis is that it uses a crime rate that excludes the visiting population at risk, thereby overstating the crime rate in casino counties. Second, the crime data used are potentially inaccurate. Third, the results may suffer from a bias caused by counties self-selecting into the “casino county” category. Fourth, the dummy variables used to account for casinos do not allow the authors to isolate the crime effect caused by casinos. Finally, the authors make conclusions that are not supported by their data, analysis, and results. An examination of these issues is important because it will shed additional light on the debate over the effects of casinos, and provides valuable information for subsequent researchers who study the casino-crime relationship.I am grateful to Jay Albanese, Bill Eadington, David Forrest, Mark Nichols, Don Ross, and Richard Thalheimer for helpful comments and suggestions, and especially to John Jackson and Ben Scafidi for helpful discussions on this paper. Internet ubiquity has revolutionized numerous industries, making online shopping and auctions a profitable business sector that is now impacting on the casino industry. Different e-marketing approaches have been widely adopted by online casinos to facilitate betting transactions. The uniqueness of e-marketing is characterized via a series of specific and relational functions that are combined with the traditional 4Ps (Product, Price, Place and Promotion) to form the e-marketing mix elements. The renown and popularity of gambling on internet casinos is growing rapidly, with the online casino business seeing significant growth in Europe, Asia and South America. In China, there are twice as many online gamblers as there are online shoppers. In this study, the perceptions of Chinese gamblers are analyzed to find out: i) the demographic effect on their perceptions of e-marketing mix elements offered by online casinos; ii) the relationships between their perceptions of e-marketing mix elements. The results can provide a reference strategy for the investors in online casinos to develop e-marketing plans for the online businesses.

Sovereignty provides the legal basis for tribal casinos in the United States. However, since the industry’s rapid growth (valued at $34 billion for 2019), courts are now revisiting decades-old precedents in federal Indian law to reinterpret policies in ways that add new constraints to tribal sovereignty. Because tribal casinos often employ large numbers of non-Native Americans, tribal casino labor relations have become a new arena for contests over the boundaries of tribal sovereignty. This article investigates recent tribal casino labor relations court rulings (e.g. Little River, Soaring Eagle, and Pauma) through the lens of settler colonialism in order to understand new revisions to legal precedents. It argues that settler colonialism continues to underlie federal policies and that the growth of tribal casinos reveal that the federal government may intervene to undercut tribal sovereignty.

The casino industry is one of the most stringently regulated industries in the United States. State governments and their regulatory agencies control almost every aspect of the industry. However, U.S. casino regulation has not received much research attention. We examine the five most applicable economic theories of regulation. Since relevant empirical data of regulatory changes for casinos are sparse, we examine trends of the key variables to evaluate these theories. We categorize and examine trends in state and industry characteristics to determine if any one of these theories best explains the regulation of casinos. Based on our review of the state-level data, we conclude that the legalization and regulation of casinos best conform to a Leviathan theory of government in which the primary policy goal is to maximize government revenues.

When competitive, casinos show strong economies of scale and scope, but many new jurisdictions limit the number or size of operations, thus creating substantial economic rents. To better understand seniors’ intentions in visiting casinos, this study proposed an extension of the theory of planned behavior (TPB) with casino gaming motivation. The results of this study suggest that among motivations for seniors to visit casinos, winning and enjoyment directly and positively affected behavioral intentions, and all predictable variables of TPB positively affected seniors’ casino visiting intentions. Contrary to our expectations, past casino visits did not have a moderating effect on the relationships between the major TPB variables (attitude, subjective norm, and perceived behavioral control) casino motivation and behavioral intentions. The overall study results suggest that the proposed extended model is a useful tool for explaining seniors’ casino visiting intentions. Gambling, as an uncertain business involving risks confronting casinos, is commonly analysed using the risk of ruin (ROR) formula. However, due to its brevity, the ROR does not provide any implication of nuances in terms of the distribution of wins/losses, thus causing the potential failure of unravelling exceptional and extreme cases. This paper discusses the mathematical model of ROR using Poisson distribution theory with the consideration of house advantage (a) and the law of large numbers in order to compensate for the insufficiency mentioned above. In this discussion, we explore the relationship between cash flow and max bet limits in the model and examine how these factors interact in influencing the risk of casino bankruptcy. In their business nature, casinos operate gambling businesses and capitalize on the house advantage favouring them. The house advantage of the games signifies casinos’ profitability, and in addition, the uncertainty inevitably poses a certain risk of bankruptcy to them even though the house advantage favours them. In this paper, the house advantage is incorporated into our model for a few popular casino games. Furthermore, a set of full-range scales is defined to facilitate effective judgment on the levels of risk confronted by casinos in certain settings. Some wagers of popular casino games are also exemplified with our proposed model.

A casino is a recreation center, one of our society's leisure amenities. Therefore, a casino is a public location where guests can play various games of chance and gambling to entertain themselves. From previous reviews as shown in the study, casinos ought to have various crowd control strategies available to avert the risks associated with overcrowding. However, it depends on how effective the designers and other building professionals are willing to implement these strategies to make the building more conducive. The study examined crowd control strategies in recreational facilities in Lagos state, Nigeria, with a view to understanding why these facilities were created for maximum profit returns, over the safety of the users. To achieve this, a structured questionnaire was used for data collection, and a descriptive approach was used to analyze the data. The findings revealed that the grand mean value of 4.57 was more significant than the cut-off mean value of 3.5, indicating that measures implemented for crowd control in the casino were ineffective. The findings imply that the crowd control strategies implemented have less effect on casino users. Thus, inadequate provision of crowd control strategies puts users at potential risk in the casinos. Casinos should provide safety measures by design from the onset or as a precaution after establishment.

This study aims to examine the casino experiences of South Koreans within the framework of the four realms suggested by Pine and Gilmore's concept of the experience economy. Employing a qualitative research method, the current analysis focuses on how casinos are experienced and contextualized by contemporary South Koreans who imbue casinos with different meanings depending on how the individuals have experienced these places. The results reveal that the concept of the experience economy provides a new perspective for casino researchers to shift focus away from the rational behavior of casino visitors to focus more on their subjective and emotional experiences. The findings particularly show that South Korean casino visitors get easily absorbed in the casino environment, although they are unlikely to be completely immersed; at the same time, most of the visitors remain passive participants in gambling activities. Several salient practical implications are provided for casino researchers and marketers.

In 2012, Illinois passed legislation allowing video gaming terminals (VGTs) outside of casinos. This legislation was passed to increase tax revenues from gambling in a market that had seen decreases in revenues and admissions over the past 8 years. VGTs may substitute for casino gambling and have a negative impact on casino and tax revenue. Using ordinary least squares and vector autoregressive models, we find that casino slot revenues decrease by about 0.05 percent for each 1 percent increase in VGT revenues. Admissions decrease by about eleven people per VGT. A Granger causality test suggests causation is running from VGTs to admissions. Thus, there is substitution between VGTs and casino gambling but not so large as to reduce tax revenue. Overall tax revenue from gambling, both casino and VGT, has increased for Illinois. However, local communities where casinos are located have experienced declines in casino tax revenue that have exceeded the gains from VGT revenue.

Abstract: Organized Labor commands a major role in the operations of Las Vegas's hotel and casino industry. The current dominant position of the Culinary Union that includes hotel workers as well as casino employees in the large gaming properties arose from bitter struggles between the industry and labor dating back to the 1970s, and the murder of union leader Elmer "Al" Bramlet. The strike against the Elardi family's Frontier Casino at the outset of the 1990s brings into focus the challenges of union organization in a Right-to-Work state such as Nevada and the national anti-labor policies initiated by Ronald Reagan's presidency in the 1980s. Wages, conditions of work, scope of work, healthcare, equal pay for equal work (status of male and female workers), the right to strike, and the worker's right to be rehired by an employer also became hard-fought causes in the struggle for union contracts and worker representation by a union. The strike against the Frontier Casino and other Elardi properties became a key point of controversy in the Culinary Union's battle to represent the interests of workers across the broad spectrum of Las Vegas's hotel-casinos from the smallest casinos to the largest resort-hotel-casinos with their many amenities of entertainment, fine dining, recreational facilities, and in some cases art galleries.

Purpose – The purpose of this paper is to advance a theoretical model by estimating the effects of convention attendance on gaming volume (both monthly coin-in and table game drop). Design/methodology/approach – Performance monthly data from two casinos in South Korea are used to test the research model. Specifically, time series regression modeling was performed on the data with the dependent variables including coin-in and table drop and the independent variables including convention attendance and hotel occupancy. Findings – The hotel occupancy variable was found to significantly increase slot coin-in at a rate of 113,603,912 KRW (approximately US$93,500) per month at Casino A. Interestingly, this variable had a significant negative relationship with coin-in per month at Casino B. Meanwhile, the hotel occupancy variable failed to produce any significant effect in the table drop model at both casinos. The convention attendance variable also had no significant effect on both coin-in and table drop at both casinos. Originality/value – This research represents the first attempt to empirically examine the effects of convention attendance on gaming revenues in Asian markets.

Casino gambling has experienced dramatic growth in the USA during the past seven years. Because this growth has occurred recently, there have been few systematic studies of its effects. This paper uses quasi-experimental control group methods to study 68 counties where casinos were opened during the period 1989–93 and three multicasino counties. Results show that casino gambling is adopted by economically struggling counties and that it can be a successful development strategy. The effects trickle down to other sectors of the economy, including recipients of income maintenance payments. On the downside, local governments and local workers do not appear to reap the lion's share of benefits, as much of the income generated by casinos is dissipated through leakages outside the host county. Finally, some casino types and locations are marginally better than others, but currently these factors are not prominent determinants of casino effects.

This study is an analysis of crime in six new casino communities and compares the crime rates to those found in six noncasino control communities. The experimental and control communities were matched on 15 socioeconomic variables. The crime rates were calculated using resident population and population at-risk, which includes tourists in the crime rate calculations. Both Part I and Part II crimes were analyzed using data encompassing the pre- and postcasino presence. Crime was expected to rise in the casino communities, consistent with routine activity theory and the belief that casinos serve as hot spots for crime. The analysis yielded few consistent findings across the test and control communities. Crime rates increased significantly in some casino communities, some remained relatively stable, and others decreased. The authors conclude that crime does not inevitably increase with the introduction of a casino into a community, but that the effects of casinos on crime appear to be related to a variety of variables which are only poorly understood.

Casinos rely extensively on free slot play (FSP) offers for incentivizing patron visitation. However, there has been a lack of understanding its influence on driving patron visitation and patrons’ valuation of FSP compared to other casino promotional offers. This study conducted a conjoint analysis on patrons’ valuations of FSP compared to other promotional offerings at a casino resort. Moreover, this study investigated the roles inter-casino competition and visitation frequency have on patrons’ perceived valuation of FSP through a hierarchical Bayes model. The results show that competition plays a significant negative role on patrons’ valuation of FSP, while competition held insignificant influence on patrons’ valuation of food and beverage (F&B) comp offers. Additionally, patrons who visited the casino more frequently valued FSP greater, while less active patrons valued F&B comp offers more. Using the study’s results, casinos can increase their margins through increased efficiencies with their promotional offering mix.

A key part of the debate over the current rapid increase in the number of casinos in the U.S. concerns the impact on crime rates resulting from the presence of a casino. In this analysis we use panel data covering all 83 Michigan counties for each year 1994-2010 to investigate whether the existence and size of a casino in a host county or in a nearby county affect the rates of four violent crimes: murder, rape, aggravated assault, and arson. We include a number of variables to control for factors that affect crime more generally. We find that county violent crime rates in Michigan do not rise in the presence of a casino, and in the case of aggravated assault, may actually fall. Previous studies of the impact of casinos on a variety of crimes in a variety of locations have shown mixed results.

Data were collected from 900 residents of Alberta's two major metropolitan areas who had visited a casino in the previous 12 months. Findings demonstrate that tourist patrons are more likely to be female, to have a university education and to have management or professional occupations. They are also more likely to be motivated by social or communal goals and less likely to be motivated by risk seeking than local patrons. Those tourists for whom casino gaming is a major trip activity are more strongly motivated by risk-taking and the wish to escape their regular lives than are tourists for whom gaming is a minor trip activity. Differences also exist in terms of several key travel profile dimensions.

Fallacy bias is salient in gamblers’ minds and plays a crucial role in motivating gamblers to bet. The bias stems from people’s misconception that independent outcomes are autocorrelated. It makes an indirect but significant contribution to the revenue of casinos. However, from the perspective of corporate social responsibility, casinos should not indulge the bias. To strike the balance, casino practitioners need to understand the triggering factors of fallacy bias and whether the bias varies with gamblers’ characteristics. While gamblers’ racial difference in fallacy bias remains unknown, this study adopted non-participatory observation and analyzed the bets of 501 non-Asian and 206 Asian Roulette gamblers in an Australian casino. Results showed that non-Asian players had a stronger tendency towards gambler’s fallacy than their Asian counterparts. The influences of length and frequency of the latest outcome on the betting decisions did not vary with race. The findings provide useful implications for casino management.

The opening of Macao’s casino industry with new legislation passed by the government of the Macao Special Administrative Region (MSAR) in February 2002 has provided the opportunity for new foreign casino operators – Wynn Resorts (Macao) Limited, Las Vegas Sands, Galaxy Casino Company Limited (Hong Kong), MGM Mirage, Melco Crown, and potentially others – to launch casino operations in this territory. One of the strategic decisions that new participants in this market must make is the composition of table games and slot machine offerings, as well as the mix of gaming and non-gaming amenities, to be employed in their new casino properties. The evaluation of the characteristics of, and prospects for table games and slots in the emerging gaming market of Macao is also of considerable interest to the casino operations of SJM – a wholly-owned subsidiary of the previous casino monopoly STDM, and its sub-concessionaires.In comparison with casinos in North America and Europe, table games generate an exceptionally high proportion of casino gaming revenue in Macao. To conduct an objective study over this phenomenon, and to provide a reasonable forecast on future trends, this paper examines and discusses historical, social and economic factors that have driven the relative attraction for table games in Macao’s casinos. The paper also reviews the utilization of electronic gaming devices (slot machines) and their recent developments in Macao’s casinos. A comparison of the key determinants of the demand for table games and slots makes it clear that, at least in the near to intermediate future, the optimal strategy for Macao’s casino operators is to retain a high proportion of table games. This is in spite of the fact that the labor costs and floor space demands of table games are typically much higher than those of slots. Nonetheless, because of player preferences and betting patterns, the average net profit margin per square foot of allocated space from operating table games has so far remained considerably higher than that from slot machines.

To act as a pilot study in community-based health research and policy campaigns by evaluating low-cost air monitors to measure personal secondhand smoke (SHS) exposure. We used customized mobile apps, AtmoTube PRO Air Monitors, and hand clickers to measure the timing and minute-by-minute levels of PM2.5 (a tobacco smoke marker). The app was used to record the number of smokers, minors, and total patrons associated with ~10-minute sequential time periods in standardized casino locations, including outdoor areas, slots, tables, restaurants, bars/lounges, arcades, among others. Between April and May 2022, we successfully visited 14 casinos and 18 distinct types of indoor casino locations. We found high PM2.5 peaks in casino locations even with zero, or a low percentage of, observed active smokers, including in both gaming/non-gaming areas. Indoor areas, regardless of smoking/non-smoking areas, consistently had higher PM2.5 levels than outdoor background levels. Indoor locations had median PM2.5 levels up to 18 times higher than the lowest outdoor background levels. Minors were present throughout all casino locations, and thus were likely exposed to elevated PM2.5 levels. Potential PM2.5 exposures due to smoking can be high regardless of ventilation systems. Small proportions of smokers in a location can lead to high levels of exposure. Establishing comprehensive smoke-free casinos is the only way to protect against SHS harms.

We find that gaming tax incidence is robust across different market structures. An uncompetitive casino industry may be more favorable for tax efficiency than its competitive counterpart. Policy choice between tax rates is observed to rest on the economic incidence of a statutory tax. Abstract Casino-going has been acknowledged as a common leisure activity for older adults, but what having a casino in the community means for the local older population has been understudied. Previous research has focused on problem gambling among older adults, but little is understood about how older residents perceive having a casino nearby and further how it impacts relevant senior services. This mixed-methods study gathered perspectives from 14 senior center directors and older residents (N = 411) of communities in Massachusetts that surround Plainridge Park Casino, the first casino that opened in the state in 2015. We conducted qualitative interviews with senior center directors and distributed a quantitative survey to older residents of the surrounding communities and those who visited the casino during the study period. We found that while most senior centers did not engage in trips to this “hometown” casino, many had other creative interactions with the casino, such as using casino space to host senior center events or seeking funding support from the casino. Older residents exhibited low rates of problem gambling risk, preferred to go to casinos outside of the state as an excursion, and attributed their reasoning to go to casinos to socializing rather than gambling aspects. While we must be aware of risks for problem gambling, this study also highlights the possibility of reframing a local casino as a potential asset that could contribute back to the community by providing resources for senior service providers and expanding social engagement opportunities for the older population.

In this paper, we examine efforts by health organizations seeking comprehensive smokefree ordinances over Louisiana casinos and bars between 2010 and 2020 to determine best practices for increasing coverage. Bars and casinos remain less protected from secondhand smoke compared to other workplaces in the United States. Casino behavior is compared to the Policy Dystopia Model (PDM), a tobacco industry strategy framework. We performed a historical case study using snowball searches for news on the Access World News Database and the internet. We performed web searches using the names of key actors, organizations, and locations and interviewed nine participants. Starting in 2010, the Louisiana Campaign for Tobacco-Free Living ran ordinance campaigns supplemented by an ongoing statewide smokefree media initiative. Utilizing consistent strategies, including promoting performers as cultural emblems deserving protection, health organizations coalesced in New Orleans during 2014 and Baton Rouge in 2016 and 2017 to pursue ordinances. The coalitions secured ordinances in Louisiana’s population and tourism centers despite business resistance. Organizations obtained 30 smokefree laws across Louisiana by 2021. Casinos used PDM strategies to resist ordinances, indicating the framework may predict strategies by non-tobacco entities resisting tobacco control. Louisiana shows that ongoing local campaigns, social justice themes and cultural messaging with coalitions in cities can secure smokefree laws covering casinos and bars and that local ordinance campaigns are a viable method for advancing smokefree protections over those venues in states where the state legislatures are resistant to action.

The new casinos had to operate as part of an “integral project,” which included sizable investments in the tourism sector. This was a novel business development strategy. The new industry attracted old and new investors, including foreign operators, who often associated with Chilean business groups, providing the resources needed to finance these developments and enjoying healthy profits for most of the period.

Abstract Lester Dubins and Leonard Savage posed the question as to what extent the optimal reward function U of a leavable gambling problem varies continuously in the gambling house Γ, which specifies the stochastic processes available to a player, and the utility function u, which determines the payoff for each process. Here a distance is defined for measurable houses with a Borel state space and a bounded Borel measurable utility. A trivial example shows that the mapping Γ ↦ U is not always continuous for fixed u. However, it is lower semicontinuous in the sense that, if Γn converges to Γ, then lim inf Un ≥ U. The mapping u ↦ U is continuous in the supnorm topology for fixed Γ, but is not always continuous in the topology of uniform convergence on compact sets. Dubins and Savage observed that a failure of continuity occurs when a sequence of superfair casinos converges to a fair casino, and queried whether this is the only source of discontinuity for the special gambling problems called casinos. For the distance used here, an example shows that there can be discontinuity even when all the casinos are subfair.

The economic outcomes surrounding the dramatic spread of “Las Vegas” style casinos in the United States has become a point of great interest and inquiry both politically and academically. Prior research has tended to focus on regional studies and provided uniform conclusions regardless of differences in the nature of the community. Moreover, much of the previous empirical work fails to account for local level trends during estimation. By using a comprehensive data set on employment and earnings from across the US, and by including county-specific trends, this research hopes to alleviate these earlier concerns, as well as help reconcile differences in the early literature surrounding casino effects on related industrial sectors. Basic findings suggest that counties experience an increase in employment after a casino opens, but there seems to be no measurable effect on average earnings. More detailed analysis reveals that the effect on industries related to casinos is somewhat mixed, but in general mildly positive, as casinos provide a positive employment and earnings spillovers into the surrounding local community. Intertemporal estimation suggests that the casino effect changes over time, but also finds that time effects vary across sectors. Estimates of how overall effects vary across different population sizes find that employment growth is inversely related to county population. Finally, additional estimation finds little impact on employment levels in neighboring counties, although there are some small effects in certain industries.I would like to thank Scott Adams, Scott Drewianka, John Heywood, James Peoples, McKinley Blackburn, Keith Bender, Don Siegel, Gary Anders, Doug Walker, and Mike Wentz for their helpful suggestions. Gambling in casino games is an uncertain business because it creates two possibilities between the hope of winning or the risk of losing. The risks faced by casinos are usually analyzed using the Risk of Ruin (ROR). The main focus of this study is to apply the mathematical model of ROR using the Poisson distribution to model random events in gambling by considering the house advantage (a) and the law of large numbers. This study discusses the relationship between variables, such as maximum bet limits and cash flows and examines how these factors affect the risk of casino bankruptcy. In its business characteristics, casinos operate as gambling business entities and utilize the house advantage to achieve their financial benefits. House advantage indicates the profitability of the casino. However, the uncertainty of this gambling can pose a risk of bankruptcy for them. In this study, the house advantage is included in our model for several popular casino games. In addition, a set of full-range scales is defined to facilitate effective assessment of the level of risk faced by the casino, considering its regulatory context. This study also uses the binomial random walk model to describe the race between the casino and the gambler, where each step has two possible outcomes, namely winning or losing. The results of this study are expected to provide insight into the risk in calculating risk in optimizing betting decisions and reducing the risk of bankruptcy.

Annual investment in casino free-play campaigns is usually great, yet little is known about its ability to generate increased gaming expenditures/behavioral loyalty. A method and model are advanced to estimate the impact of these costly and notoriously difficult-to-measure programs, providing critical business intelligence for use in the management of these ongoing campaigns. Actual slot machine performance data from two tribal casinos were examined, allowing for an empirical test of a critical link within an existing theoretical model of customer responses to loyalty programs. Using data from two 365-day samples, our model successfully explains the variation in slot wagering at both donor casinos. One resort’s free-play campaign shows signs of success while the other’s indicates a need to retool its $15 million annual campaign. Although the theoretical linkage of customer responses to loyalty programs (LPs) is well established in the broader context, yet its applicability to casino LPs remains questionable given the mixed support from this study and the results of extant free-play research.
