Demographic changes in California have made the goal of a more culturally diverse faculty extremely important to the future of higher education. Confounding issues associated with affirmative action policy seemed to be contributing to a stalling of progress. This study sought to identify a range of conceptions and approaches used in dealing with affirmative action and to assess the work of affirmative action directors regarding their dealings with faculty and the hiring process. Value conflict and political sensitivity discovered during preliminary research led to the use of a qualitative, key-informant, semi-structured interview approach with assurances of anonymity placed in the forefront. Interviews were conducted with five affirmative action directors and ten department chairs on five California State University campuses. The data were analyzed to develop categories then re-analyzed to test emergent theory. Four ideological stages associated with the evolution of affirmative action emerged from the data. This framework is used to organize the complex issues and show that some of the problem stems from divergent conceptions of affirmative action. Also found was a significant amount of miscommunication. Affirmative action directors did not seem sufficiently aware of the common ground they shared with faculty relative to solving the diversity problem. A range of sub-issues associated with the structure and culture of a complex university are also identified. These sub-issues illustrate three things: variations of purpose between affirmative action directors and faculty; views of affirmative action directors toward faculty; and a legitimacy problem which depends on the administrative placement of affirmative action directors, their administrative style and their credibility with faculty. The four stage framework helps to show that while faculty appear to be reconceptualizing quality to meet the diverse cultural needs of a drastically changing student clientele, affirmative action policy adjustments are failing to keep pace. For the purpose of minimizing conflict and streamlining transition, recommendations include changes in affirmative action directors' jobs. Also recommended is: use of the framework to study other universities; and alternation of the type of procedures used in this research with quantitative methods to refine the framework or develop others.

This study investigated the rationale behind a district superintendent's decision to hire a facilities manager to perform the facilities management function. Two main research questions guided this study: (a) If hiring a facilities manager is not an option, how can smaller school district superintendents maximize utilization of resources in facilities management? (b) What is the rationale behind a school district superintendent's decision to hire a facilities manager? In order to achieve this purpose, a qualitative approach was utilized to collect opinions and data from smaller school district superintendents. A group of school administrators, ten school district superintendents and one director of facilities planning participated in the interviews. The interviews conducted were a combination of one-on-one and a focus group interview. Triangulation, both data and methodological, was employed to validate raw interview data. All interviews were video and audio taped to record both spoken and non-verbal responses. The findings of the study indicate that the facilities management function or the n----- facilities manager position was viable and was growing into an even more important 0-------~ ' ~ function. The need for educating the school board of trustees, the final decision maker in a school district, was clearly expressed by the majority of the superintendents interviewed. The need for more awareness of the facilities management function on the part of the superintendents was also clearly stated. The superintendents recognize the need and the importance of the facilities management function. They also understand the benefits associated with the establishment of a fully integrated facilities management department in the school district. The interview results revealed that for smaller school districts, the school superintendents always think of the facilities manager function to be directly connected only to construction activities, thus, a cyclical need rather than an integral part of a centralized school district operation performing the nine major functional areas of facilities management as outlined by the International Facilities Management Association (IFMA).

Highly qualified teachers became a federal mandate with the passing of the No Child Left Behind Act (NCLB) in 2002. When teachers are evaluated and acquire tenure status, it does not mean the performance of the teacher remains effective. If they have unsatisfactory performing tenured teachers on their staff, principals need an effective program to assist and support their teachers in improving their level of teaching. Therefore, this study analyzed the effectiveness of the California Peer Assistance and Review (PAR) program based on the perceptions of public school principals in five southern California counties. Data w~s collected through the administration of a survey. Of the 1,000 surveys distributed to public school principals in five southern California counties, 114 were completed. The results indicate that public school principals do not perceive California's Peer Assistance and Review (PAR) program to be effective. However, they find the Consulting Teacher and some of the PAR strategies to be effective. It is recommended that further research be conducted on PAR programs in other parts of California, and that researchers study consulting teachers who support the I participating teachers in the PAR program.

The purpose of this study was to determine the barriers to advancement as perceived by women administrators in the California State University, and to identify those barriers perceived as the greatest obstacles. A twenty-one item questionnaire was developed through a comprehensive review of the literature and sent to 400 full-time women administrators holding a management position within the California State Universities. Seventy-one percent of the questionnaires were returned. Questionnaire results indicate that eleven items were categorized as “moderately important to important” barriers to advancement. Ten items were categorized as “slight to moderately important” barriers to advancement. No item on the questionnaire was considered “not a barrier” to advancement by the participants. The most serious barriers women must overcome if they wish to advance in administration have to do with lack of geographical mobility, role conflict between career and family, absence of mentoring or other support system unfamiliarity in negotiating politics within the male dominated “ole boys” system, and exclusion from the informal communication network. Perceptions of barriers were examined from the perspective of women who held different positions in the administrative hierarchy. No statistically significant differences in perceptions were found among the different steps of the hierarchical ladder. Perceptions of internal barriers were correlated to age, marital status, number of years in administration, size of institution, career path for advancement, and ultimate position desired. The ultimate position desired was the only significant predictor. Perceptions of external barriers were not correlated to age, marital status, number of years in administration, size of institution, career path for advancement, ultimate position desired; participants perceived external barriers to advancement similarly. The study provides recommendations for practice and future research.

The job of the local school superintendent is one of the most difficult chief executive undertakings in America today. Of the nation’s roughly 14,000 traditional public school superintendents, a mere 1,984 are women, according to the U. S. Department of Education. Yet, nationally over 75% of all K-12 educators are women. The purpose of this explorative quantitative study is to analyze the demographic profiles of public school districts in four of the nation’s largest states – California, Michigan, New York, and Texas - to see if there is a pattern of district types and sizes that women lead. Then the study will compare those districts that women lead to those that men lead. The districts were identified using the following variables: locale of districts, the size of the districts, diversity of student population, and poverty level. Looking through the lens of Bourdieu’s social reproduction theory, this study sought to show that resources and institutions are reproduced, or passed on, to those sharing similar social capital. Chi-square with cross-tabulations was conducted to determine if certain district characteristics would allow one to infer the gender of the superintendent leading that district. Additionally, a binominal logistic regression was used to see if there was a relationship between the district types and the gender of the superintendent. The results of the study identified that there was no relationship between the locales of the districts and the gender of the superintendents, but female superintendents were more prevalent in smaller districts with high diversity and high poverty.

The purpose of this study was to examine the perceptions,)[ elementary school principals of teacher evaluation practices in the Los Angeles Unified School District. Specifically, the current study was guided by the following research questions: 1) What are the perceptions of elementary public school principals regarding the effectiveness of teacher evaluation in public elementary schools? and 2) To what extent do elementary school principals' perceptions of the effectiveness of teacher evaluation vary by selected demographic variables (e.g. socio-economic status (SES), Academic Performance Index (API) score, student ethnicity makeup, and size of school)? The collective bargaining agreement for the school district was reviewed and the perceptions of the different principals regarding teacher evaluation practices as well as their specific evaluation procedures at the site level were compared. Results revealed that the collective bargaining agreement did not place serious limitations on evaluation practices. Results of this study also demonstrated that elementary school principals indicated overwhelmingly that teacher evaluation needed to be improved to be more comprehensive, including more informal observations and feedback to be taken into account during the evaluation!on process. In addition, concerns were present regarding the consistency of how the teacher evaluations were conducted and the meaningfulness of the teacher evaluation process. Results further indicated that time constraints and other factors limited the ability of principals to provide meaningful feedback to teachers. The results of this survey reflect a desire on the part of elementary school principals to see the teacher evaluation process changed to become more effective. This change in the teacher evaluation process will help principals make a difference for everyone- principals, teachers, and students alike.

The course is designed to teach skills and techniques in music fundamentals while providing students with practical experience involving the current technological advances in the field. These materials will enable the students to utilize professional level software in their study of basic music theory. Specifically, they will be able to use the program to write a simple diatonic melody, which has been composed as an assignment for the course.

Jahrhunderts ist in Spanien eine Leseförderungsoffensive gestartet worden, deren primäres Ziel es ist, die großen Schwächen der Lesegewohnheiten in der spanischen Bevölkerung zu beheben, und somit allen Bürgern den Zugang zur Informations- und Wissensgesellschaft zu ermöglichen. Im ersten Teil der Arbeit werden die historischen Hintergründe für die heutigen Defizite erläutert und eine Reihe von aktuellen Studien zum Leseverhalten der Spanier analysiert. Eine Untersuchung über das Verlagswesen und dessen Auswirkung auf die Lesehaltung der Gesellschaft, sowie eine genaue Darstellung des im Jahre 2007 erlassenen Gesetzes zur Buch-, Lektüre- und Bibliothekspolitik dienen dazu, einen Rahmen für die unternommenen Schritte zu bilden. In dem zweiten Teil richtet sich der Fokus auf die seit Beginn des Jahrhunderts gestarteten Maßnahmen zur Leseförderung, darunter, als integrativer Mittelpunkt den Leseförderungsplan der zentralen Regierung und weiter die Projekte der Landesregierungen und der Kommunen, sowie Aktionen die zum größten Teil auf private Initiative zurückgehen. Die öffentliche Präsentation des vom Bundeskulturministerium entwickelten, ersten, nationalen Leseförderungsplanes im Jahr 2001 markierte den Anfang für einen Wandelprozess in der Lesekultur des Landes. Im letzten Teil der Dissertation wird, angesichts der basalen Funktion der Bibliotheken als Zentren der Leseanimation, auf die Entwicklung des spanischen Bibliotheksystems in den letzten drei Dekaden und insbesondere der Öffentlichen und der Schulbibliotheken eingegangen.
At the beginning of the 21st century the Spanish government launched the most important reading promotion campaign in the history of the country. The objective campaign, that still continues, is to correct the important deficiencies of the reading habits of the Spaniards and to guarantee the access to the information and knowledge society for every citizen. In the first part of the thesis, the author describes the historical reasons for the present reading deficiencies in the population. He also analyzes the most important studies about the reading habits in Spain. An investigation about the situation of the publishing world and its effects on the reading culture, and an account oft the law on Books, Reading and Libraries from 2007 helped to create the context in which the new efforts to improve the reading competence are taking place. In the second part of the work the author analyzes the most representative projects of reading promotion, that have been started from the central, but also from regional and municipal administrations, as well as from private initiators. The most important among these projects is the National Reading Promotion Plan. It was developed from the Spanish Ministry of Culture and has the function of an integration and reference point for all the local reading promotion actions in the country. The public presentation of this Plan in 2001 represented the beginning of a deep transformation process of the reading culture of the nation. As the libraries have always been indispensable centres for reading promotion, the last part of the thesis describes the development of the Spanish librarian system in the three last decades focusing special interest on the school and public libraries. A structured conceptualization evaluation is made on the community- based education program called Mini Medical School at the University of California, Riverside. Two surveys were created with the intention of characterizing the socioeconomic and health background of the population that attends the Mini Medical School events in Riverside County. The surveys were distributed to general Mini Medical School venues as well as a School of Medicine Open House event held in spring of 2016. Results of the survey are then compared to similar socioeconomic and health reports of Riverside County through various online databases. We found significant statistical differences in the racial and ethnic breakdown of the Mini Medical School population and Riverside County. We found no statistical differences in the poverty levels between the Mini Medical School population and Riverside County. We found mixed results on the prevalence of each of the health conditions listed on the survey. Further formative and summative evaluations need to be completed on both the population that attends the Mini Medical School events as well as the pre-health students who volunteer for the program to ensure that goals laid out are being met and that the program is being delivered as intended.

Shoulder pain was constantly reported as a problematic symptom causing dysfunction and quality of life interference after neck dissection in head and neck cancer patients. Due to a lack of conceptual framework and inconsistency of instrument selection, a comparison among previous studies was almost impossible, making it difficult to understand the phenomenon. The current study applied the University of California, San Francisco School of Nursing Symptom Management Model. The purposes of the study were to (a) describe the symptom experience of shoulder pain at 1 month after neck dissection, (b) describe the relationships among symptom experience of shoulder pain, functional status, and quality of life, and (c) identify the contextual variables, concurrent symptoms, and/or adherence predicting symptom experience of shoulder pain, functional status, and/or quality of life. This was a descriptive study with a convenience sample of head and neck cancer patients. The data were collected via a medical record review, a self-administered survey, and a physical examination. The data from 29 patients were entered for descriptive statistics, Pearson correlations, and multiple regressions. At 1 month after surgery, 62% of patients reported they had shoulder pain at some point within a week. Their shoulder pain was from mild to moderate. Fifty-nine percent complained that shoulder pain bothered them about the moderated level. In the final model, symptom experience, shoulder pain, was significantly correlated with one outcome, active shoulder abduction, but not the other, total quality of life, generic quality of life, and head and neck quality of life. Active shoulder abduction was significantly correlated with three quality of life measures. Adding significant predictors of symptom experience and outcomes into the final model, there is a potential that the model would be useful to guide treatment strategies. Treatment for myofascial pain of the levator scapulae could relieve shoulder pain after neck dissection and improve head and neck quality of life. Those with level V dissection were high risk populations of developing shoulder pain. Risk factors of quality of life, which were depression, loss of sensation, and radiation would describe how an intervention could change or unchange the patient’s life.
