Streszczenie:
In the sustainable development of the world, the issues of protection and legal regulation of biological resources are becoming increasingly global and topical. Issues related to biodiversity, flora and fauna, forest use and environmental security, environmental policy, rational use of natural resources are reflected. An analysis of international documents and national legislation has shown that biological resources are an integral part of natural resources. Issues related to cultured and uncultured biological resources have been explored in the context of the legal literature and new legislation.

The formation of collective immunity, in the context of the COVID-19 pandemic, is directly related to the state of health of each member of the community, therefore, taking care of the health of citizens becomes one of the priority tasks of any state. Recent studies have shown that vitamin D, essentially being a hormone D, strengthens the innate immunity associated with the exchange of zinc in the human body, which, in turn, affects the replication of viruses and accel-erates their excretion. Omega-3 fatty acids have a wide spectrum of biological activity, includ-ing in the treatment of inflammatory processes of various etiologies.

Streszczenie:
The increasing economic importance of biological resources and, in particular, knowledge related to these resources, has made the allocation of property rights one of the most contentious issues in the debate concerning biodiversity management at the international level. The author surveys the different property-rights regimes developed to regulate access to and control over biological resources, and the relevant international instruments and institutions. He argues that the overemphasis on private property rights regimes, in particular monopoly intellectual property rights such as patents, has been inimical to the sustainable management of biological resources at local and international levels. He suggests ways to allocate property rights so as to promote forms of biodiversity management that are both socially equitable and environmentally sustainable, and analyses some of the recent developments concerning alternative forms of intellectual-property protection.

Streszczenie:
Purpose The purpose of this paper is to contribute to develop a standard providing requirements for managing the quality and competence of the biological resource centres (BRC). Design/methodology/approach The methodology for the standard setting was based on the principles of credibility, transparency, alignment and consistency. A justification study was performed to establish its objectives and scope, avoid overlap and prevent the risks in implementation. International documents providing rules for standard development were taken into consideration. Requirements were assembled from several standards and participation of interested parties was promoted. Findings No relevant international document exists covering fundamental issues for BRC operation. It is possible to develop a consistent and aligned standard, under a credible and transparent process that fits BRC purposes. Practical implications This standard will strengthen the BRC technical competence increasing its capability to provide authenticated high-quality biological materials – a crucial factor for biotechnological developments in the fields of health, agriculture and environment. It will serve as a basis for the BRC compliance assessment and the launch pad for establishing the global BRC network. Originality/value Original paper.

Streszczenie:
Microorganisms, microbially derived biotechnological applications and as causative agents of human, animal and plant disease are becoming increasingly significant in national economies. However, there remains a significant information gap on their species, ecological and genetic diversity. Despite the recognition of their commercial value still little is known about their functional roles in sustaining global ‘life support systems’, such as in agriculture, forest, coastal and freshwater ecosystems as well as their detrimental roles in the environment. As a result, sustainable use, preservation of microbial resources and effective strategies to combat infections are of immense importance to mankind. Culture collections are thus the cornerstones of biotechnology, sustainable futures and infection control.

Streszczenie:
The transformation of the system for distributing quotas for the extraction of aquatic biological resources (ABR) in quotas in Russia affects the interests of many parties. The new system of allocation of rights to catch ABR, which provides for quotas for investment, changes the established order in Russia in fisheries, which caused discussions in the industry. Innovations reduced the level of monopolization of industrial fishing, the development of shipbuilding and the ABR processing in Russia’s territory. The aim of the study is to identify the structure of interests of economic entities and the population within the framework of the current quota system of ABR catch in Russia on the example of the Far Eastern fishery basin of the country. Being studying the materials for the paper, the authors used methods of scientific analysis and comparison in the research of the regulatory framework and the distribution of total allowable catches. There is an inductive method prevails in the statistical part of the study, and the monographic method allowed to combine the results obtained in the scientific paper. According to the analysis of the detailed structure and short-term dynamics of the allocation of quotas for the catch of ABR in the Far Eastern Federal District (FEFD), the authors found that the current system of distribution of rights does not fit to global trends aimed at reducing the catch of the wild resource, the capacity and number of fishing vessels. Innovations mainly reflect the interests of large fish producers to the detriment of small ones. However, the potential effect of introducing investment quotas is positive, as it ensures intersectoral cooperation. Against the background of unstable external demand for Russian products, this mechanism stimulates reorienting the activities of fishers from foreign markets to domestic ones, from the sale of raw materials to processed products and making added value within the country, including in the FEFD.

The core mission of ELIXIR is to build a stable and sustainable infrastructure for biological information across Europe. At the heart of this are the data resources, tools and services that ELIXIR offers to the life-sciences community, providing stable and sustainable access to biological data. ELIXIR aims to ensure that these resources are available long-term and that the life-cycles of these resources are managed such that they support the scientific needs of the life-sciences, including biological research. ELIXIR Core Data Resources are defined as a set of European data resources that are of fundamental importance to the wider life-science community and the long-term preservation of biological data. They are complete collections of generic value to life-science, are considered an authority in their field with respect to one or more characteristics, and show high levels of scientific quality and service. Thus, ELIXIR Core Data Resources are of wide applicability and usage. This paper describes the structures, governance and processes that support the identification and evaluation of ELIXIR Core Data Resources. It identifies key indicators which reflect the essence of the definition of an ELIXIR Core Data Resource and support the promotion of excellence in resource development and operation. It describes the specific indicators in more detail and explains their application within ELIXIR’s sustainability strategy and science policy actions, and in capacity building, life-cycle management and technical actions. Establishing the portfolio of ELIXIR Core Data Resources and ELIXIR Services is a key priority for ELIXIR and publicly marks the transition towards a cohesive infrastructure.

AbstractA generalization of the Gause competitive exclusion principle which guarantees the vanishing of at least one species in the community exceeding in number of species the number of available resources is presented. Theorems which guarantee the vanishing of a greater number of components under condition of the Malthusian vector function localizations in a set of smaller dimension are formulated. The theory developed here is applied to the case of Volterra type systems for which such vector functions are linear resource dependent and the number of resources is small.
