A 2015 Lancet paper by Patel et al. on healthcare access in India comprehensively discussed national health programmes where some benefits are linked with the country’s Below Poverty Line (BPL) registration scheme. BPL registration aims to support poor families by providing free/subsidised healthcare. Technical issues in obtaining BPL registration by poor families have been previously reported in the Indian literature; however there are no data on family assets of BPL registrants. Here, we provide evidence of family-level assets among BPL registration holders (and non-BPL households) using original research data from the Maharashtra Anaemia Study (MAS). Social and health data from 287 pregnant women and 891 adolescent girls (representing 1178 family households) across 34 villages in Maharashtra state, India, were analysed. Several assets were shown to be similarly distributed between BPL and non-BPL households; a large proportion of families who would probably be eligible were not registered, whereas BPL-registered families often had significant assets that should not make them eligible. This is likely to be the first published evidence where asset distribution such as agricultural land, housing structures and livestock are compared between BPL and non-BPL households in a rural population. These findings may help planning BPL administration to allocate health benefits equitably, which is an integral part of national health programmes.

Abstract Background Adherence to antiepileptic drugs (AED) is essential for adequate seizure control in epilepsy. People with low socioeconomic status are more vulnerable to poor adherence to AED. The present study aimed to explore factors associated with poor adherence to antiepileptic drugs in below poverty line (BPL) persons with epilepsy (PWE). Methods The research had a cross-sectional design with inclusion of persons aged 18 to 65 years and an established diagnosis of epilepsy. Holding a BPL card (Yellow card) was taken as a measure for BPL criteria. Adherence to antiepileptic drugs was assessed using medication adherence rating scale (MARS). Univariate analysis with Chi-square test was used to determine the association between various variables and AED adherence, while the predictors of adherence were identified using multivariate logistic regression analysis. Results There was a total of 88 BPL PWE. The mean age of male and female patients was 35.0 ± 15.0 & 32.0 ± 10.1 years, respectively. Adherence for drugs were found to be 30.7% and nonadherence to be 44.3%. Low (illiterate or primary) education (OR 0.041 [0.01–0.21]), polytherapy (OR 0.088 [0.02–0.40]), and substance abuse (OR 0.05 [0.01–0.58]) were found to have significant association with nonadherence to AEDs. Age, gender, marital status, family composition, occupation, rural urban background, distance from health care facility, duration of epilepsy, and side effects of AED were not found to have significant association with adherence. Conclusion There is a need for psychoeducational programs for the people having low education status and polytherapy to form positive beliefs in AEDs. Substance abuse should also be addressed while treating them.

The present article attempts to analyse the incidence and determinants of poverty among Scheduled Caste (SC) households in rural Punjab. The study based on the primary data of 543 SC households selected from rural areas of Punjab, concluded that the incidence of consumption-based poverty among different categories is slightly less than the incidence of income-based poverty among different categories of SCs across sampled districts. One explanation for this is that SC households try to maintain a minimum standard of living by taking loans from various institutional as well as non-institutional agencies. There is a negative relationship between the income earned by SC households and the percentage of those living below the poverty line (BPL). The study suggests that the proportion of SCs living BPL can decrease with an increase in their level of income and employment.

Patients with life threatening diseases were not able to seek care in tertiary care settings in spite of availability of facilities because of the cost of care involved. This hampers the nation’s progress towards Universal Health Coverage (UHC) by causing inequity in health service utilization and lack of financial protection to the families of the patient suffering from major diseases. Several government financial benefit schemes, both at central and state level, are available to cover the cost of care involved in the patients belonging to below poverty line (BPL) families. However, Rashtriya Arogya Nidhi is the only scheme which has been envisaged for providing comprehensive tertiary care benefit for patients with life threatening diseases belonging to BPL families. No government health programmes offers as much cash benefit as this scheme has been providing. This scheme, if utilized effectively can bring down the out-of-pocket expenditure considerably among the patients belonging to below poverty line families as well as increases the equity in utilization of tertiary care services. Even though the scheme was introduced two decades before, it has not been debated much for its utilization, impact, limitations and scopes for further improvement. Hence this review aims to critically appraise the strengths and limitations of the Rashtriya Arogya Nidhi scheme.

India is adding 40 million people to its middle class every year. Growing at the current rate, a majority of Indians will be belonging to the middle-class by 2025. Apart from this burgeoning middle class in the country, the economy growth seemed to have touched the lives of the poor also. According to the national Sample Survey results, people living below poverty line have dramatically come down during the post economic reform era. People living below poverty line (BPL) came down from 36 per cent in 1993-94 (50th Round, NSSO) to 26 per cent in 1999-2000 (55th Round, NSSO). Many economists question this dramatic change in poverty level. However, the intention of this paper is not to join the debate on the level of poverty reduction in the county but to recognize the reduction of poverty in the country during the post-economic reform era and to suggest steps, which can be taken to make globalization pro-poorer.   Classification-JEL: Keywords: ,

In 2008, India launched a flagship national health insurance programme, the Rashtriya Swasthya Bima Yojana (RSBY) for those living below the poverty line (BPL). 1 Using qualitative methods and thematic analysis, this exploratory study of poor women from three selected districts of West Bengal sought to gauge reasons for low registration and factors affecting choice of institutional healthcare among those who had registered for the RSBY. Poverty is a problem which is faced by the people. The government has taken more steps and programme to overcome the problem. Public distribution system was established to provide food at a subsidized rate. So the researcher has attempted to study the satisfaction and the perception of the consumer towards public distribution system. The study also reveals some suggestion to the government for the betterment of their working of the public distribution system. Public Distribution System (PDS) is a poverty alleviation programme and contributes towards the social welfare of the people. PDS is considered as principal instrument in the hands of State Governments for providing safety net to the poor against the spiraling rise in prices of essential commodities. Customer's intensity of purchase at fair price shops depends on the quality of services extended at fair price shops. It was found in this study that problems like leakages, poor quality, under weighment, non-availability of controlled as well as non-controlled articles during certain times, non-availability of ration cards, bogus cards, etc., affect the efficiency of the system. Hence, the channel of distribution needs to be promoted. Ensuring the availability of essential articles as per allotment as and when required by the cardholders,ju increased margin to cooperatives, and better salary to employees, reduction in the number of cards to be handled by a FPS, maintaining and updating the Notice Boards at every FPS, formation of vigilance committees at every FPS level and providing more role to women SHGs are the viable options put by the sample respondents to strengthen the PDS, which cannot be ignored. Further the continuance of Universal System will help to provide safety net to the poor against spiraling market prices of essential commodities. Though primarily employee of the PDS retail outlet should be made responsible for eradicating the problem of bogus cards, effective coordination between local bodies, revenue authorities and lead and link societies will alone be able to eradicate this problem. The purpose of setting-up Public Distribution System will be nullified, unless real beneficiaries have not utilized the products offered at fair price shops optimally. Unless, customers are satisfied with regard to services offered at fair price shops, they may not make use of service of fair price shops to a maximum extent. Thus, in this study a serious attempt has been made to identify the factor that enhances customer's satisfaction by adopting convenient sampling, feedback obtained from 150 card holders and analyzing them through tests. Given widespread malpractices in Public Distribution System, several papers have been written discussing the feasibility of PDS, its market distorting mechanisms and alternatives to PDS. My paper wishes to deviate from the above and instead focus on the implementation of PDS at the state level. It focuses on the last mile delivery i.e. the process by which subsidised grains makes its way to the beneficiaries via the various Fair Price shops (FPS) and the challenges encountered in the process.This paper focuses on the implementation of PDS in Delhi. The major findings v of the paper are: (1)Besides the broad categories of Above Poverty Line (APL), Below Poverty Line (BPL) and Antyodaya Anna Yojana (AAY), in Delhi the APL category is further subdivided in two tiers. (2)Obtaining a new ration card does not mean eligibility for drawing rations. (3) New ration cards are being issued despite minimal role played by them in drawing ration. This spills over several unintended inefficiencies to other schemes. Fourth, there are massive leakages in the system, which reduce the effectiveness of PDS. It is primarily because of lack of incentives with FPS keeper and low economic viability of the FPSs. Fifth, level of diversion faced by different groups differ. BPL and AAY card holders get most of their entitlement whereas a wide variation in entitlement can be observed for APL general stamped card holders. Sixth, vigilance mechanism is weak. There is possibility of a nexus between local politicians and FPS keepers which renders the vigilance mechanism ineffective. Seventh, despite widespread problems people choose PDS over cash transfers. This preference reflects that corrective measures are needed instead of completely scrapping the scheme and replacing it with other schemes. Lastly, current policy reforms are discussed and further recommendations are suggested.

AbstractPoverty is often defined as lacking the financial resources to meet a defined set of needs. The stated level of financial resources is taken to define a poverty line. Accordingly, the clear policy response to poverty is to raise the incomes of those who fall below such a line. In this paper, drawing on the capability approach, I argue that this approach is limited in two related ways, and it is necessary to move “beyond poverty” both in a conceptual and a policy sense. First, it is rarely if ever the case that a particular level of financial resources is necessary or sufficient to meet a set of needs, as other factors also act as critical inputs. Second, to bring people over the threshold set of needs, policies that do not raise income, such as the provision of collective goods, will often be more effective in the long term than income transfers. Nevertheless, in the short-term raising incomes will often be the easiest and most available strategy and hence there is also reason to retain the concept of poverty and related policies.

AbstractThis chapter details the challenges of mutual digital communication, particularly pressing in light of the geopolitics of the blockade in the Gaza Strip, where conditions are deteriorating and many live below the poverty line. I became acquainted with these challenges through the process of founding and implementing an initiative to connect student refugees in Gaza with undergraduate student interlocutors in the United States. As part of the outreach, participants reflected upon the historical background of the crisis of refugee displacement in the Gaza Strip—the world’s third most densely populated territory. Student conversations, via WhatsApp video chats and voice messenger, also forged intercultural bridges and encouraged leadership. The experience in a nontraditional classroom environment promoted student advocacy and enriched the curriculum for both U.S. students and students in Gaza learning about civic engagement.

This chapter discusses various aspects of poverty measurement in India, from a practical point of view. It argues against the official practice of “BPL targeting”, whereby social programmes are aimed at households below the poverty line. India's poverty line is really a destitution line, there is no simple way of identifying those who are below it, and BPL targeting is also divisive. The poverty line is best treated as a statistical benchmark for purposes of making poverty comparisons rather than as an eligibility criterion for social benefits. The chapter also includes an essay on social security pensions for widows, the elderly, and disabled persons. Recent evidence suggests that pension schemes in India are doing relatively well—there is a strong case for expanding their coverage, as well as for raising the pension amounts.

Government of India has recently sought to establish identity of country’s each resident including migratory population from one state to another through IT-enabled unique identification (UID) numbers under the aegis of Unique Identification Authority of India (UIDAI), which shall lead to inclusive growth. UID numbers offer diverse benefits to each resident, such as quick opening of bank accounts, speedier issuance of passports, efficient administration of the PDS (public distribution system) for food grains at subsidized rates to the BPL (below poverty line) families by preventing ‘leakage’ to open markets, rapid enrollment to and efficient disbursal of wages under the ‘Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS)’ for guaranteed employment for every household, et cetera. The chapter reviews the role of ICT and UID numbers in achieving inclusive growth, achieving food security, augmenting employment opportunities, efficiently accessing public services, and achieving higher standards of livelihood and quality-of-life sustained though different welfare schemes.

More than 200,000 households were living below the poverty line in Malaysia in 2019. Urban areas are crowded and have more absolute poor households than rural areas. Social enterprise has potential as a new approach to urban poverty alleviation. Yet, this method has not been widely investigated in Malaysia. This study sought to identify the challenges encountered by social enterprises. By employing qualitative modes of inquiry, findings from interviews with two Malaysian social enterprises reveal challenges in financial, organizational, business nature and complexity of the urban poor. Government incentives, societal, and organizational support were identified as measures that empower social enterprises to alleviate urban poverty. This research reinforces that urban-centric social enterprises, involvement of the poor in the business value chain, promotion by the government, and societal engagement can drive efforts towards the ‘no poverty' sustainable development goal. It offers some important insights on the potential roles of social enterprises in urban poverty alleviation.

Microfinance has become the latest buzzword in the credit markets where it shoulders the responsibility of alleviating poverty coupled with socio-economic development. Dealing with microfinance coupled with the issue of poverty reduction, the first concern is to handle the twin objectives of poverty alleviation and achievement of financial self-sufficiency, which are often at loggerheads. To begin with, the present chapter constructs a five-dimensional human poverty index (HPI) in terms of the rate of unemployment, state wise illiteracy rate, state-wise infant mortality rate, state-wise percentage of population below the poverty line, and the percentage of population not having an access to electricity for the states across India. Thus, this will serve as an index for the extent of poverty. Consequently, a fall in the value of the index actually implies poverty alleviation. This empirical model does not justify the hypothesis that “microfinance reduces poverty” at the macro level using cross-state panel data for India.

Although the observed increase in global prosperity with 21st century in especial that adopted neo-liberal policies in all over the world has caused to further deepening of the phenomenon of poverty. This case has given rise that concept of the "Poverty" has been discussed intensively workers in manufacturing is important. So, issues of fair distribution of income and prevention of poverty should be handled as interdisciplinary, mainly including social policy. That socio-economic and political structure of societies are different has been complicated to have a common definition on the concept of poverty. The World Bank, based on the absolute poverty approach, has made a research to determine the poverty line in the world (by getting base the ones who reap a profit below $ 1) and has determined that the poor class has remained in “minority” compared to world population. As it appears; more than half of the world population is below of the poverty line in reality. While seen daily increases in the welfare of the world countries, given the impression that poverty decreases does not reflect the reality. In this study, why poverty cannot be prevented besides causes of increase will be examined; this dangerous situation rapidly increasing in Turkey and in the world will be analyzed.

Since the goal of any advanced society is to reduce poverty and improve the social status of the population, it is important to know the causes of its emergence. In connection with Slovakia's membership in the European Union, we have taken over European legislation in this area. The Europe 2020 strategy is currently in force in the countries of the European Union, while one of its five main objectives is "Fight against poverty and social exclusion". Poverty research is undoubtedly a topical, multidimensional problem. One of the issues it focuses on is the so-called income poverty. The poverty line is considered to be 60% of the median national equivalent disposable household income. In order for assistance to those at risk to be truly targeted at those who need it most, it is necessary to map the situation in detail and identify the factors that have the greatest impact on the incidence of poverty. In our paper, the subject of analysis will be the quantification of the influence of selected factors from The European Union Statistics on Income and Living Conditions (EU-SILC) database on the at-risk-of-poverty rate in Slovak households. The at-risk-of-poverty rate represents the proportion of people (in percent) in the whole population, whose equivalent disposable income is below the at-risk-of-poverty line. We will verify the impact of selected factors on the at-risk-of-poverty rate using a logistic regression model in the SAS Enterprise Guide statistical tool.

As a definition; poverty is a situation that people’s basic needs are not being met to sustain their life which is many countries facing today. In recent years, fighting against poverty has become one of the most important issues in the world. One of the steps taken by the United Nations to fight against poverty is Millennium Development Goals. In 2000, a millennium development meeting took place with many countries’ participation in New York. During the meeting, many goals were set such as eliminating poverty and famine, decreasing child death, providing primary education for all and dealing with epidemic diseases. In this study, progress level of The Millennium Development Goals, the steps which have taken and their effects were examined in Turkey. Data was collected from UNDP and TSI (Turkish Statistical Institute). The millennium development goals globally have been reached at a certain level between 1990 and 2015. Today, primary school accessibility level is around 90% in developing countries. Even though poverty was reduced by half, there are still 1,2 billion people who live in extreme poverty. In Turkey, there have been promising developments towards Millennium Development Goals. While level of people who live under extreme poverty line (1$ per day) was 0,2% in 2002, this rate was decreased to 0% by 2006. The poverty rate (below 4,3 $ per capita per day) in 2014 was 1,62%, and primary school enrollment rate was 99%. In addition to this, mother and children death rate was largely decreased.

The elderly people belong to socially vulnerable groups of the population, whose standard of living is much lower than the average value. The development of measures to provide them with a socially acceptable level of income and reduce poverty on this basis requires an assessment of the main indicators of the standard of living of household members with elderly people. This determines the relevance of the topic of this article. Research methods: analysis and synthesis, monographic, statistical, comparison, analogues. Research results. The analysis of the size of average per capita disposable income and consumer spending of households with elderly people was carried out. The features of the structure of disposable income and consumer spending of these households are noted. The risk of being below the poverty line for members of households with the elderly people was assessed. The calculations were carried out in general for the Republic of Moldova and in the context of "urban-rural" areas. This paper has been developed within the framework of the Scientific Project for the period 2020-2023, registered in the State Register of projects in the field of science and innovation of the Republic of Moldova with the code 20.80009.0807.29 Project State Program ”Improving the mechanisms for applying innovative instruments aimed at sustainably increasing the welfare of the population of the Republic of Moldova”.

The aim of the paper is to analyse the regions of Slovakia using selected indicators related to housing. Indicators entering the analysis are: the proportion of households that consider paying of total housing cost to be very encumbering, the proportion of people below the poverty line (60% of median), the unemployment rate, the proportion of households who own a flat/house, average real estate prices, average nominal monthly wage of employee, regional gross domestic product per capita. We will use one of the multi-criteria comparison methods for the analysis, namely the scoring method. Based on this method, we rank the regions according to the value of the integral indicator from the best to the worst. From the results of the analysis, we found out that from the point of view of the analysed indicators the best were placed Trenčín, Nitra and Žilina regions, and the worst Košice and Prešov regions. The application of the statistical method was carried out through the program Microsoft Office Excel.

The goal of the Union of Equality: Strategy for the Rights of Persons with Disabilities 2021-2030 is to ensure that persons with disabilities in Europe have equal opportunities, including equal access to participate in society and the economy. In 2020, 201 598 persons with disabilities lived in Latvia (10.6% of the total population), moreover, their number is growing every year. Only 26.6% people with disabilities are employed, and their employment is slightly growing every year. Besides, unemployment increases the risk of falling below the poverty line, as well as increases dependence on municipal and national social benefits. The aim of the present research is to analyse the situation of persons with disabilities in the labour market and identify the factors influencing their employment in Latvia. The monographic, analysis and synthesis methods, as well as statistical analysis methods were used to achieve the aim. The research has concluded that the employment of people with disabilities is affected by the support instruments embedded in the legislation and specific support instruments for work integration social enterprises. Overall, however, the support instruments for the integration of people with disabilities into the labour market are few or insufficiently encourage entrepreneurs. To increase the employment of persons with disabilities, it is important to promote the development of social entrepreneurship, in particular the development of work integration social enterprises. Integrated landscape management for sustainable livelihoods and positive environmental outcomes has been desired by many developing countries, especially for mountainous areas where agricultural activities, if not well managed, will likely degrade vulnerable landscapes. This research was an attempt to characterize the landscape in Chieng Yen Commune, Son La Province in Northwest Viet Nam to generate knowledge and understanding of local conditions and to propose a workable governance mechanism to sustainably manage the landscape. ICRAF, together with national partners — Vietnamese Academy of Forest Sciences, Soil and Fertilizer Research Institute — and local partners — Son La Department of Agriculture and Rural Development, Son La Department of Natural Resources and Environment, Chieng Yen Commune People’s Committee — conducted rapid assessments in the landscape, including land-use mapping, land-use characterization, a household survey and participatory landscape assessment using an ecosystem services framework. We found that the landscape and peoples’ livelihoods are at risk from the continuous degradation of forest and agricultural land, and declining productivity, ecosystem conditions and services. Half of households live below the poverty line with insufficient agricultural production for subsistence. Unsustainable agricultural practices and other livelihood activities are causing more damage to the forest. Meanwhile, existing forest and landscape governance mechanisms are generally not inclusive of local community engagement. Initial recommendations are provided, including further assessment to address current knowledge gaps.

In recent years, millions of women and girls have been trafficked across national borders and within countries. The trafficking problem is particularly acute in Nepal, one of the least developed countries in the world, with 42 percent of its citizens living below the poverty line. An estimated 5,000 to 7,000 girls are trafficked from Nepal to India and other neighboring countries every year, primarily for prostitution, and 200,000 Nepali girls and women are currently working in the sex industry in India. The occurrence of trafficking in Nepal is generally attributed to widespread poverty, low status of girls and women, and social disparities rooted in ethnic and caste groupings. Women living in an environment of restricted rights, limited personal freedom, and few employment opportunities may decide that out-migration is their only hope for achieving economic independence and a higher standard of living. Those who are victimized by traffickers instead experience abuse, exploitation, and greater vulnerability to HIV/AIDS. This brief describes a recently completed operations research project undertaken in Nepal that recommends strengthening anti-trafficking interventions in the region and providing effective care and support to trafficked women and girls.
