However, in the second half of the twentieth century, the network of international air routes covered almost all countries of the world. Operations on modern air transport are characterized by mass (number of transport units and volumes), rhythmic (frequency of traffic units) and adequate complexity. In this regard, there is a need for a rigorous legal mechanism for carrying out air transportation, fixing the obligations and rights of the transport process participants and, most importantly, ensuring a reliable level of security. Aviation security as a scientific field is a relatively new aspect of scientific activity. Aviation security is a state of protection of the sector of civil aviation from threats of external factors associated with the implementation of acts of illegal intrusion. The basis of aviation security is a complex of organizational and legal, financial, technical and scientific-methodological measures that ensure the organization of civil security in the aviation at all its levels.
Виникнення авіації як видатної, незалежної транспортної галузі відбулося у двадцятих роках ХХ століття. Однак у другій половині ХХ століття мережа міжнародних повітряних маршрутів охопила майже всі країни світу. Операції на сучасному повітряному транспорті характеризуються масовістю (кількістю транспортних одиниць та обсягами), ритмічністю (частота одиниць руху) та достатньою складністю. У зв'язку з цим існує потреба у суворому правовому механізмі здійснення повітряних перевезень, фіксації обов'язків та прав учасників транспортного процесу та, що найголовніше, забезпечення надійного рівня безпеки. Авіаційна безпека як науковий напрямок є відносно новим аспектом наукової діяльності. Авіаційна безпека - це стан захисту сектору цивільної авіації від загроз зовнішніх факторів, пов’язаних з виконанням актів незаконного вторгнення. Основою авіаційної безпеки є комплекс організаційно-правових, фінансових, технічних та науково-методологічних заходів, що забезпечують організацію цивільної безпеки в авіації на всіх її рівнях.

Pełny tekst źródłaThis study questions the position taken by such institutions as the International Civil Aviation Organization, the Federal Aviation Administration and the Joint Aviation Authorities. Where possible, an attempt has been made to show good leadership on the part of these institutions as well as indicate where good leadership was partially or completely missing. The role the courts have played or failed to play over the years in determining the issues of discrimination in aviation has also been included in the study. Case law is used as extensively as possible to trace the positions taken by plaintiffs and defendants in attempting to change what they perceived as discriminatory or unfair law.
The text also includes legislation that addresses issues of discrimination passed by various legislative bodies as well as the efforts of individual organizations, such as the Professional Pilots Federation, the International Federation of Air Line Pilots Associations and others, to end discriminatory practices in aviation.

Pełny tekst źródłaSince 9/11, the Transportation Security Administration (TSA) has struggled to maintain a balance between providing a secure world-class aviation passenger-screening program (APSP) while providing efficiency, convenience and security for the traveling public and the airline industry. For years the TSA has applied resources and procedures uniformly to all passengers during aviation passenger screening. It is mainly a one size fits all screening where all passengers are treated as equal risk, which has exponentially increased resources, procedures and equipment required to do aviation passenger screening, Recently, the Transportation Security Administration has sought to find a better way to conduct aviation passenger screening and is transitioning to Risk Based Security (RBS). The RBS initiatives have greatly improved the aviation passenger screening experience while increasing the efficiency of checkpoint screening by shortening the amount of wait times. Furthermore, it has allowed resources to be applied to high-risk individuals and lessen the burden of passenger screening on low-risk individuals. This has freed up resources reduced procedures while simultaneously increasing the efficiency of the checkpoint. The research here provides options on how to better enable current RBS initiatives by incorporating biometric technology into the aviation passenger-screening program. This research has reviewed other government programs that have incorporated biometrics into their procedures to improve the efficiency and reliability by using biometrically enhanced security measures. Through the application or modification of these biometrically enhanced security programs of other agencies, the TSA could standardize and incorporate biometrics into the RBS APSP allowing for authentication of both identity verification and identification. This research will explore how to incorporate biometrics into the current Risk-Based Security Aviation Passenger Screening Program.

A review of the development of civil aviation law in Israel has not yet been completed by a single study considering its fundamental provisions, namely providing analysis of international and domestic sources, aviation organizations and policies.
Historically, the political situation in the Middle East has exerted influence on Israel's civil aviation policies. Now that the region is on the verge of a new era of peace, Israeli policy in this field will further be affected. Undoubtedly, a new way of thinking will have to emerge in order to face the possibilities and challenges that peace will bring.
The purpose of this thesis is therefore to describe, analyze and evaluate the basic features of aviation law and aviation policies of Israel.

The present study presents include a detailed valuation of the French aerospace company Dassault Aviation SA. It was elaborated following the ISEG Master Final Project rules and the recommended format from the CFA Institute. The price target was reached mainly through absolute valuation methods with the Discounted Cash Flow method (DCF), additionally a relative valuation and sensitivity analysis to provide support and complement the 5 year valuation. The assumptions considered during the report are the result of a wide analysis of the company annual reports, macroeconomic forecasts and industry trends from various different sources. The final recommendation is to BUY, considering the computed price target of 1422.15 EUR for 2021YE representing an upside potential of 46.07% from its closing price 767 EUR at 6 November 2020, which represents the date on which this study was finalized.

It is an essential part not only in the economy and other fields of our life, but also it has extremely large effects on the environment system. Global warming, ozone depletion and other changes in nature are the results of the engine noises, air emissions. Approximately 2.46% of the global human-made CO2 emissions are from the aviation industry, and this number is increasing faster and faster as the demand for air transportations is skyrocketing. So, one of the main challenges in our days is to reduce CO2 emissions in the aviation industry. Also, this direction is strongly connected with the 17 United Nations Sustainable Development Goals. To protect, restore the environment and provide sustainable development, some airlines have started using biofuels. For instance, the Lufthansa Group made Sustainable Aviation Fuels (SAF), with the help of which flights have become CO2 - neutral. But not every airline can afford it because of large expanses. To reduce CO2 emissions, other methods for fuel economy are used in the aviation industry. Because when an airline reduces fuel consumption, then air emissions are also reduced
Авіаційна промисловість відіграє важливу роль у нашому сучасному житті. Він є важливою складовою не лише в економіці та інших сферах нашого життя, але також має надзвичайно великий вплив на систему навколишнього середовища. Глобальне потепління, руйнування озонового шару та інші зміни в природі - це результати шумів у двигуні, викидів в атмосферу. Приблизно 2,46% світових викидів CO2, вироблених людиною, припадає на авіаційну промисловість, і ця кількість зростає все швидше і швидше, оскільки попит на повітряні перевезення стрімко зростає. Отже, однією з головних проблем у наші дні є зменшення викидів CO2 в авіаційній галузі. Крім того, цей напрямок тісно пов'язаний з 17 цілями сталого розвитку ООН. Pełny tekst źródłaIn order to reach international climate goals, global carbon emissions must be halved by 2030. In flight-intensive organisations, where air travel makes up a significant portion of the organisation’s total annual carbon emissions, there is therefore often an ambition to reduce employee flight travel. The research project FLIGHT at the Royal Institute of Technology (KTH) explores tools that are designed to help organisations reduce their flight-related carbon emissions. On behalf of FLIGHT, students at KTH have developed a tool called FlightViz, which combines and visualises information about travels by flight, made by KTH employees. This study aims to investigate how FlightViz can be developed further, in order to be useful to a larger group of users, other than the originally intended user base - the researchers in the FLIGHT project. The research question asked is what features should be included and what design changes should be implemented in order to make FlightViz useful for a wider group of users at KTH. Research interviews with sustainability strategists at KTH Sustainability Office and with employees from different schools at KTH were conducted, with the aim of identifying user needs and creating a basis for answering the research question. The results of the study indicated that a number of features and design alterations are desirable in order to make FlightViz usable for a broader user base. Visualising personalised data per annual workforce, per year and in relation to various averages was found to be of high importance in the further development of FlightViz. Whether the data should be anonymous or not, was a question with a less obvious answer. Nevertheless, anonymity was an important topic in the study.

Pełny tekst źródłaAviation industry has been developing throughout the last decades and is today an important part of the global economy. This constant growth makes it important to constrain the climate impacts derived from it. The IPCC report (1999), Aviation and the global atmosphere, lists four measures to reduce emissions and environmental impacts of aviation; Aircraft and engine technology options, fuel options, operational options and regulatory and economic options. The study aims to discuss the efficiency and implementation level of the measures. The theoretical frame for the research is based on literature studies whereas the empirical material is based on qualitative interviews of representatives of three key sectors; the authority, the service provider and the aircraft operator.
While analysing the theoretical and the empirical results, a certain emphasis on the regulatory and economical measures has been noticed. Moreover, following conclusions have been drawn;
(1) An emission trading with carbon dioxide would be an incentive to improve aircraft technology and flying procedures; (2) The best way of having international aviation included in the European emissions trading scheme (EU ETS) would be through an initial grandfathering distribution (costless distribution of permits according to historical emission and volume of fuel use) done according to a best-practise philosophy; (3) A robust instrument to measure emissions behaviour at different levels of the atmosphere is still missing. (4) The exclusion of the international aviation from the Kyoto Protocol negotiations makes it harder to include it in the existing EU ETS. Finally, all measures are needed and should be put into practise, but a trading with emissions would be the one to start the improving cycle leading to more sustainable results regarding time, environment and economy.

Pełny tekst źródłaNaval Aviation utilizes the Aviation Career Continuation Pay (ACCP) as a means to retain qualified aviators to meet manpower requirements. However, the current program has failed to meet targeted retention across communities while overpaying nearly $5,300,000 during FY-2013, according to Eric Kelso. This thesis examines the potential improvements of applying uniform-price auction, Quality Adjusted Discount (QUAD), and CombiNATOrial Retention Auction Mechanism (CRAM) compensation programs to replace the current bonus system. Incorporating survey results from 2,316 naval officers across Navy Aviation, we analyzed the impact that market-based mechanisms would have on quantity, quality, and cost for retained naval aviators. Using these responses, we developed individual quality scores and reservation prices to apply three auction mechanisms to the retention goals and costs of the FY-2013 ACCP program. Our research shows that a market-based auction could include improvements in cost, quality, and particularly quantity of aviators eligible for the Department Head Screen Board. The uniform-price auction meets all retention objectives across Navy Aviation, while reducing costs in some communities by $1,250,000. The QUAD auction improves the average quality of aviators retained under the uniform-price auction while CRAM demonstrates that non-monetary incentives provide aviators means to remain in service while lowering overall costs to the Navy.

Over the last few years, the safety record of U.S. commercial airlines has improved to the point where the statistics on accidents are negligible. The overwhelming numbers of aviation fatalities occur in General Aviation (GA) accidents. While the fatal accident rate has improved—from around 5.0 per 100,000 miles flown in the post–World War II era to varying between 1.2 and 1.5 since 1996—it still results in 450 to 700 deaths per year. In 2013, improving GA safety was on the National Transportation Safety Board’s (NTSB’s) most wanted list. The NTSB has cited a lack of aeronautical knowledge as the cause of many of these accidents. If pilots are required to pass Federal Aviation Administration (FAA) knowledge and practical tests prior to obtaining a new pilot certificate, how could they not possess the knowledge needed to operate in the National Airspace System (NAS)? Some, attributing it to a failure to learn basic aeronautical knowledge, are concerned that potential pilots memorize the answers to test questions published in commercially available test guides and quickly forget the material after passing the test. The purpose of this retrospective causal comparative study was to see if airman knowledge tests scores are related to fatal accidents. Fatal GA accidents that had pilot error as a causal factor were compared with those in which maintenance factors caused the accidents, to see if there were significant differences in the pilots’ knowledge test scores. The time that potential pilots took to answer skill-based questions that required calculation or interpretation was compared to the time to answer recall questions to see if rote memorization may have been involved in passing the knowledge test. The results of this paper may have implications on how AFS 630 structures the FAA knowledge tests and how instructors prepare potential pilots for these tests.

Despite enhancements to aviation security since September 11, 2001, there remain vulnerabilities from employees at airports. This threat results from airline/airport employees that have access to sensitive and restricted areas during the normal course of their required duties. This thesis evaluates the threat and the measures in place to prevent attacks from aviation insiders. In addition, it evaluates a measure commonly referred to as 100 percent employee screening. Finally, the thesis derives recommendations to enhance the current methods to reduce the vulnerability, as well as proposes additional measures to further reduce the threat from aviation insiders.

Pełny tekst źródłaThis report outlines the results of a two quarter Total Ship Systems Engineering (TSSE) Capstone design project undertaken by the students at the Naval Postgraduate School. The project was under the direction of Professors C.N. Calvano and R.Harney.
Currently, no system exists that provides a sea-based distributed aviation platform capability. The emergence of Unmanned Air Vehicles (UAVs) / Unmanned Combat Air Vehicles (UCAVs), the continued U.S. Navy focus on the littorals, the desire for force distribution, the need for operational cost reductions, and the advent of Network Centric Warfare (NCW) all continue to support the requirement to re-evaluate how littoral operations will be conducted in the future. Given this background, a bottom-up design of a ship supporting a primarily UAV/UCAV air wing in a low to medium threat environment is of significant interest. SEA ARCHER meets this interest. This report outlines a design that meets the future needs for distributed aviation with a high-speed, highly automated platform. Large gains in reduced manning through automated systems for both operation and damage control helpmeet the demanding needs for the future of the Navy at reduced operational costs. The report will outline both the Mission Needs Statement (MNS) and Operational Requirements Document (ORD) for the ship that was developed. The analysis of alternatives that was conducted to determine relative size requirements for the ship in presented in the next section. The concept design that resulted as a result of the Total Ship Systems Engineeing process in then presented. Finally, a detailed look at the analysis and trade studies that were conducted in presented in order to show the more detailed analysis that was conducted in designing the ship.

Now talking about Nigeria Civil Aviation Authority (NCAA) was established in 1999 but was passed into Law in 2006 by the Nation Assembly and was approval by the President of the Federal Republic of Nigeria the same year.

Зараз мова йде про Управління цивільної авіації Нігерії (NCAA), яке було створено в 1999 році, але було прийнято в Законі в 2006 році Національною Асамблеєю та затверджено Президентом Федеративної Республіки Нігерія того ж року.

Ukraine is one of the few countries in the world with a full cycle of aircraft development, and occupies a leading position in the world market in the development and production of transport and regional passenger aircraft, as well as passenger traffic. The order of the Cabinet of Ministers of Ukraine dated May 10, 2018 № 429-r approved the Strategy for the revival of national aircraft construction for the period up to 2030.
Авіаційний сектор національної економіки України є одним із найбільш науково-капіталомістких і вимагає застосування стратегічних підходів до визначення пріоритетів стратегічного розвитку. Україна є однією з небагатьох країн у світі, що має повний цикл розробки літаків, і займає провідні позиції на світовому ринку у розробці та виробництві транспортних та регіональних пасажирських літаків, а також пасажиропотоку. Розпорядженням Кабінету Міністрів України від 10 травня 2018 р. № 429-р затверджена Стратегія відродження національного авіабудування на період до 2030 р.

Pełny tekst źródłaFlygindustrin står för ungefär 2% av de globala CO2-utsläppen och utgör en stor andel av vad individen kan påverka genom sitt eget beslutsfattande. En direktresa tur- och retur Stockholm till New York konsumerar ungefär 50% av en individs ärliga CO2-budget. Den här studien undersöker vilken roll klimatkompensation har i en övergång mot hållbart flyg. Hållbart flygbränsle (SAF), elflyg och att avstå från att flyga har också utvärderats som potentiella tillvägagångssätt för att göra flyget mer hållbart. Studiens forskningsmetod är både empirisk och teoretisk. En modell för att empiriskt utvärdera flygbolags och onlineresebyråers (OTAs) arbete med klimatkompensation och SAF appliceras på en Sverigecentriskt urval av aktörer. Flygbolagen BRA, KLM och SAS får högst poäng. Vidare förs en teoretisk diskussion om dynamiken i flygbranschens övergång mot hållbart flyg genom “the multi-level perspective” (MLP). Klimatkompensation anses vara den bästa kortsiktiga lösningen för hållbart flyg eftersom det är tillgängligt och kostnadseffektivt. SAF är idag för dyrt och användandet för lågt för att resultera i betydelsefulla utsläppsminskningar men är icke desto mindre en lovande teknik på medellång sikt. På lång sikt är elflyg lösningen som har potential att minska direktutsläpp till nästan noll men det står och faller med avsevärd teknikutveckling inom energilagring och är inte kommersiellt tillgängligt idag. Studien förklarar också varför klimatkompensation inte borde användas som ett avlatsbrev men att det fortfarande är ett bra sätt att försäkra sig om att klimatpositiva handlingar sker idag och inte blir uppskjutna eller uteblir.

Those sometimes unsuccessful attempts testify to the general enthusiasm for the new invention, and brought about the establishment of a colonial air force in North Africa. The outbreak of the First World War brought the experiment to an end. Aviation returned to the Empire as a result of the development of peripheral fronts from 1916 onwards. With the return of peace and the extension of the air force overseas between the two world wars, aviation expanded in the French Empire and was devoted to the development and control of the colonies. However, the growing threats from Europe and the Far East in the late 1930s brought about an evolution of the French Colonial Air Force into a real defence force, i. E. An Imperial Air Force
