Streszczenie:
Both the British Broadcasting Corporation (BBC) and the Australian Broadcasting Corporation (ABC) are being subjected to close scrutiny, but from different quarters. During the lead up to the British general election in 2015, the Cameron Conservative government issued a Green Paper, BBC Charter Review, July-October 2015, which broke new ground in terms of the scope of such an enquiry for its level of institutional criticism. Whilst ostensibly the document only purported to raise options for future change, and invited public submissions for consideration, there has been widespread concern about the possible serious intentions of the government for the corporation’s future. Though the ABC appears to be subject to much less vitriolic attack than its British counterpart, it too faces a range of threats and abuses. Paradoxically, such aggressive scrutiny comes at a time when both broadcasting corporations enjoy record audiences, continuing high levels of public trust, and on-line market leadership as a result their successful development of new digital platforms.

Two decades after Pierre Bourdieu published On Television and Journalism chronicling the decline of French public broadcasting and serious news, Australia’s national broadcaster, the Australian Broadcasting Corporation (ABC), is in the throes of a similar decline. Besieged by a combination of funding cuts, allegations of political interference, pressure from the commercial media sector, nepotism and legislative frameworks at both federal and state levels that have sent a chill through Australian journalism, the ABC is facing challenging times. Through long-form interviews with journalists and senior bureau figures from the ABC Brisbane Bureau, this study seeks to gauge the extent to which the landscape for conducting public interest journalism in Australia has changed since 2018 and what the future of the ABC may look like.

Australia, as compered with some overseas countries, has a stable and continuous radio and television history. The price has been the creation of an oligopolistic commercial sector which is much stronger than the national broadcaster, the Australian Broadcasting Corporation. Public (community) broadcasting is still confined to a sector starved of funds; public TV still a pipedream. Ethnic radio and multicultural television, through the Special Broadcasting Service, have a short history which is far from smooth and under constant threat for TV to be merged with the ABC.

This article examines the use of Radio Australia by the Australian Government. It examines the extent that the Australian Government's foreign policy goals are reflected in the charter and programming of Radio Australia. The paper begins with a brief historical look at Radio Australia followed by description and analysis of the role of an intermediary between the government and the station, which, in this case, is the Australian Broadcasting Corporation (ABC), the parent company of Radio Australia; the programme philosophy of, and programming offered by Radio Australia, and criticisms of Radio Australia from within the Pacific.

This article outlines how teachers curate Australian screen content for use in classrooms from pre-school to senior secondary school. It suggests teachers use their professional knowledge of curriculum and pedagogy to arrange screen resources, curriculum concepts and student experiences to promote learning. This complex curatorial process adds value to broadcaster and producer curation processes that aim to position cut-down clips and educational resources for classroom use. The article draws on a national research project that undertook interviews with 150 teachers in schools across Australia. The authors suggest the ongoing digital disruption of the school sector presents both opportunities and challenges for the Australian Broadcasting Corporation, The Special Broadcasting Service and the Australian Children’s Television Foundation.

To mark the twentieth anniversary of the introduction of the children's programs classification scheme (1979–99), the Australian Broadcasting Authority, the Australian Children's Television Foundation and the Australian Film Finance Corporation commissioned a joint research project on C classification programs. The research investigated trends in programming over the 20 years of the classification scheme and current issues related to the financing of children's programs. This paper explores current developments in the production and broadcast of children's television in Australia and the place of regulation in facilitating the community's desire for quality Australian children's programs.

This article examines a particular moment in journalism at the Australian Broadcasting Corporation, with the aim of elucidating the link between public-sector journalism and political controversy in the recent Australian response to climate change. The particular moment in question involved the reporting of visits to Australia in early 2010 by two international commentators on anthropogenic climate change, Christopher Monckton and James Hansen, and an unprecedented attack by the chairman of the ABC on the professional performance of ABC journalists in reporting on this issue. We use this case study to canvass the explanatory merits of several scholarly perspectives on journalistic bias: the well-known ‘balance as bias’ argument by the Boykoffs (2004), the less well-known but incisive ‘independence/ impartiality couplet’ argument by Stuart Hall (1976) and Bourdieusian field analysis.

The political problems surrounding the provision of a commercial television service to viewers in remote areas first surfaced publicly in the 1984 Australian Broadcasting Tribunal (ABT) Inquiry into Satellite Program Services (SPS). The Australian Broadcasting Corporation (ABC) had already worked out its Homestead and Community Broadcasting Satellite Service (HACBSS) scheme for bringing ABC TV to remote areas via the satellite, but there remained considerable uncertainty as to the provision of commercial television to remote areas. The Minister for Communications asked the Tribunal to examine this issue in the course of its Inquiry.

As a biographical documentary concept develops, its intention and its form are impacted and may be transformed by market demands. The documentary idea about the life of Xavier Herbert has been in development through a number of iterations within the shifting landscape of the Australian documentary industry from the mid- 1990s to 2009. This study is, on the one hand, an endeavour to find a workable way to express and practise the multi-layered complexity of creative work, a long-form documentary script on Herbert, an Australian literary icon. On the other hand, this thesis represents a cumulative research exercise, whereby my own experiences in the documentary industry in Queensland, Australia and overseas are analysed in an effort to enlighten the broader documentary community about such a complex, even labyrinthine, process.

This thesis combines histories of the implementation of ABC Online (the website of the Australian Broadcasting Corporation, Australia's largest national Public Service Broadcaster) with the political philosophies of Foucault, and of Deleuze and Guattari. Following the Deleuzian argument that institutions of enclosure are in crisis because they exist in between diagrams of the disciplinary and control societies, the thesis tests each of the Foucauldian diagrams of discipline, governmentality and control against the ABC as Public Service Broadcaster. It explores issues such as which ABC strategies belong to which diagram, and the ways in which changes in communications technologies altered governing rationales of these diagrams at the ABC. The thesis uses the implementation of ABC Online to explore the idea of the ABC in the late 1990s as operating in between social diagrams. One way of examining this 'in between-ness' is to use the Public Service Broadcasting idea as an instance of arboreal thinking and the internet idea as rhizomic. The thesis employs that model to argue that Public Service Broadcasting as it is practised is not merely an arboreal assemblage, and that actual implementations of the internet are more than merely rhizomic assemblages. The thesis details some of the earliest relations between broadcasting and the internet at the ABC, and describes the relations between rhizomic and arboreal images of the ABC at particular sites and in various discourses. This examination concludes that both ways of imagining the ABC - the arboreal and the rhizomic - have been essential to the success of ABC Online. While the position of the ABC in between social diagrams caused a sense of crisis, ABC Online was in fact successful largely because of its position in between social diagrams. Not only was ABC Online remarkably successful in its first five years, but it was successful in ways which could not be accommodated in such documents as the ABC Charter. The public silences of ABC Online both allowed it to thrive, and conversely supported arboreal stratified ways of defending the ABC. Defences of the ABC that used arboreal thinking as a rhetorical strategy continued to dominate public discussion of the ABC, despite the successes of contrary examples in practice. One such example was the successful implementation of Radio Australia Online at a time when the Mansfield Review sought to limit the scope of the ABC to domestic free-to-air broadcasting. When some ABC Online practices were publicised in relation to the proposed Telstra deal, the resultant controversy concentrated on the non-commercial/commercial boundary at the ABC. The controversy also highlighted fears that the Online environment may alter the ethical relations between the ABC and its publics. In particular, the ethical goals of independence and integrity were perceived as being under threat in the World Wide Web environment. These goals were further problematised within the organisation by the demands of interactive subsites. These subsites demonstrated an altered ethical relation between the ABC and its user in the online environment of the control society.

Streszczenie:
This research presents an insider's account of rage, Australia's longest-running music video program. The research's significance is that there has been scarce scholarly analysis of this idiosyncratic ABC program, despite its longevity and uniqueness. The thesis takes a reflective and reflexive narrative journey across rage's decades, presenting the accounts of the program makers, aided by the perspective of an embedded researcher, the program's former Series Producer. This work addresses the rage research gap and contributes to the scholarly discussion on music video and its contexts, the ABC, public service broadcasting, creative labour, and the cultural sense-making of television producers.

Streszczenie:
While much has been written on the Australian film and television industry, little has been presented by actual producers, filmmakers and technicians of their time and experiences within that same industry. Similarly, with historical documentaries, it has been academics rather than filmmakers who have led the debate. This thesis addresses this shortcoming and bridges the gap between practitioner experience and intellectual discussion, synthesising the debate and providing an important contribution from a filmmaker-academic, in its own way unique and insightful. The thesis is presented in two voices. First, my voice, the voice of memoir and recollected experience of my screen adventures over 38 years within the Australian industry, mainly producing historical documentaries for the ABC and the SBS. This is represented in italics. The second half and the alternate chapters provide the industry framework in which I worked with particular emphasis on documentaries and how this evolved and developed over a 40-year period, from 1970 to 2010. Within these two voices are three layers against which this history is reviewed and presented. Forming the base of the pyramid is the broad Australian film industry made up of feature films, documentary, television drama, animation and other types and styles of production. Above this is the genre documentary within this broad industry, and making up the small top tip of the pyramid, the sub-genre of historical documentary. These form the vertical structure within which industry issues are discussed. Threading through it are the duel determinants of production: ‘the market’ and ‘funding’. Underpinning the industry is the involvement of government, both state and federal, forming the three dimensional matrix for the thesis. For over 100 years the Australian film industry has depended on government support through subsidy, funding mechanisms, development assistance, broadcast policy and legislative provisions. This thesis aims to weave together these industry layers, binding them with the determinants of the market and funding, and immersing them beneath layers of government legislation and policy to present a new view of the Australian film industry.

Streszczenie:
In 2009, Australian Broadcasting Corporation Managing Director Mark Scott put forward a contentious proposal to develop ‘a global ABC’, establishing the ABC as a leading international broadcasting presence. This thesis seeks to reflect on the plausibility of Scott’s vision, which was inspired by then Prime Minister Kevin Rudd’s foreign policy strategy. It analyses to what extent the ABC’s international services, Radio Australia and Australia Network television, have been able to function as effective tools of Australian public diplomacy and soft power in Asia during the term of the Rudd government, from 2007 – 2010. This thesis argues that the ABC faces significant challenges to realising its policy aims in two key international territories, Indonesia and China. It provides innovative interpretive framing analysis of interviews with six senior ABC managers and four Asian media studies academics, together with government and corporate document research, to determine how Radio Australia and Australia Network’s achievements and problems have been perceived by key strategic communications actors and analysts. Four dominant frames were identified, through which the effectiveness of the ABC’s international services is investigated: political independence, resource dependence, colonialism and engagement. This analysis suggests that while there are a number of existing and emerging opportunities for the ABC to act as a vehicle of Australian soft power in Asia, Radio Australia and Australia Network have to date been largely unable to function as effective tools of public diplomacy due to a number of financial, political, cultural and regulatory constraints.

Streszczenie:
AbstractThis chapter explores connections between place, community and narrative in the context of a world beset by extreme weather events. Drawing on insights and readings from three disciplines—theatre studies, screen studies and architecture—the chapter constructs a rich picture of the ways these fields contribute to definitions of place and can potentially enhance disaster preparedness and recovery activities. Edward S. Casey’s theories of place and community provide a connecting thread throughout the chapter, along with his ideas about selfhood, “implacement” and the environment as a source of danger. As both an example of a work that begins to address these themes and a catalyst for discussion, the chapter examines the television series Fires (Ayres et al., Fires [TV Series]. Australian Broadcasting Corporation, 2021), which dramatises the 2019–2020 Black Summer fire season in Australia. Starting with a broad view of the context depicted in this series, the focus then shifts to individual experience and finally emotional responses. The chapter concludes by considering future research opportunities through which the disciplines of theatre studies, screen studies and architecture can leverage applications of advanced technology to contribute to disaster preparedness, responsiveness and recovery.
