Since the end of the Sino-Vietnamese War in 1979, Northeast Asia and its comprising countries have avoided international conflict as well as any regional set has done over the past few decades. The absence of nuclear weapons among Japan, South Korea, and Taiwan, in particular, is striking, given their technological and scientific capabilities. Though each of those countries has come close at times to developing their own nuclear weapons, one factor or another contributed to the failure of those upstart programs. The United States has played a significant role in all of them. Still, other factors remain. The purpose of this thesis is to determine in detail what caused the lack of a nuclear arms race in northeast Asia, beyond the American angle, as far as could be done. Existential threats exist to each country involved in the study, theoretically and tactically. Additionally, what causes an outlier like North Korea, which has boldly moved forward with nuclear weapons development? An important work by Scott Sagan is utilized in the thesis to assist with developing some far-reaching conclusions, with great importance to other parts of the world, beyond northeast Asia. Other literature can assist with those conclusions, as well. The framework of this thesis will be to intermingle a somewhat amended version of Sagan's nuclear proliferation rationalizations with historical analyses to draft some region-specific conclusions about why northeast Asia has not had a nuclear arms race. Processes going on between countries, within countries, and among countries, militarily, culturally, and economically, play such important roles than none can be discarded. The economic power centered on the capitalist core of northeast Asia can show how nuclear weapons acquisition is no longer among the things necessary to gain international respect or even security.

This research examines how racism is hidden and denied by the press, and how blame is attributed to individuals in crime news stories. This research heavily relies of van Dijk's (2015) six discursive strategies to reveal how racism is hidden and denied in the press: positive self-presentation, denial and counter-attack, moral blackmail, subtle denials, mitigation, and defense and offense. Specifically, the Chapel Hill shooting is used as an example of a crime news story for my case study. This study will use framing as the primary method, and critical discourse analysis will be used to guide my interpretations of the frames. Frames are defined by Entman (1993) as texts that select "some aspects of a perceived reality and make them more salient" in such a way as to promote a particular problem definition, causal interpretation, moral evaluation, and/or treatment recommendation for the item described. I will examine words and phrases used when referring to the perpetrator and the victims in the crime story, and examine manifest frames. I begin by explicating terms that my research is founded upon: ideology, critical discourse analysis, race and racism, blame, and framing. Newspaper articles are collected and analyzed for van Dijk's six discursive strategies. The difference between national and regional news coverage is also examined. My findings suggest there are two gaps in van Dijk's six discursive strategies. I propose the addition of two discursive strategies that the press use to deny racism: negative self-presentation and contradiction.

Whilst technology use has always been a part of the practice of health care delivery, more recently, information technology has been applied to aspects of clinical work concerned with documentation. This thesis presents an analysis of the ways that two professional groups, one clinical and one ancillary, at a single hospital cooperatively engage in a work practice that has recently been computerised. It investigates the way that a clinical group???s approach to and actual use of the system creates problems for the ancillary group. It understands these problems to arise from the contrasting ways that the groups position their use of documentation technology in their local definitions of professional status. The data on which analysis of these practices is based includes 16 hours of video recordings of the work practices of the two groups as they engage with the technology in their local work settings as well as video recordings of a reflexive viewing session conducted with participants from the ancillary group. Also included in the analysis are observational field notes, interviews and documentary analysis. The analysis aimed to produce a set of themes grounded in the specifics of the data, and drew on TLSTranscription?? software for the management and classification of video data. This thesis seeks to contribute to three research fields: health informatics, sociology of professions and social science research methodology. In terms of health informatics, this thesis argues for the necessity for health care information technology design to understand and incorporate the work practices of all professional groups who will be involved in using the technology system or whose work will be affected by its introduction. In terms of the sociology of professions, this thesis finds doctors and scientists to belong to two distinct occupational communities that each utilise documentation technology to different extents in their displays of professional competence. Thirdly, in terms of social science research methodology, this thesis speculates about the possibility for viewing the engagement of the groups with the research process as indicative of their reactions to future sources of outside perturbance to their work.

This thesis explores the question of intercultural personhood in two 'mainstream' Australian cases within interpersonal, intercultural relations in Australian contexts in the second half of the twentieth century. The problem is viewed through three disciplinary lenses: those of communication, psychology and sociology. A qualitative, interdisciplinary approach integrates these through an inductive biographical research design. Within cross-cultural communication studies, a host culture such as that of the Anglo-Australian majority is seen in a monolithic and static way to which Australians of other cultural backgrounds are seen to adapt. These studies give no place to the changes which members of the majority undergo. 'Intercultural personhood', a term coined by Kim (1988, 2001), describes the kinds of 'ethnic' individuals who through negotiating their identities within personal, social and mass communication contexts, both host and ethnic, move beyond the bounds of their own cultural heritage to embrace both their former cultural identity and the new 'host' (viz Australian) identity. In this thesis, the elements of cross-cultural adaptation theory and of 'intercultural personhood' are applied to the intercultural experience of 'mainstream' Australians. From preliminary memory work workshops and focus groups, the cases of two mainstream individuals who show some evidence of 'intercultural personhood' and make identity claims comparable with 'ethnic' adapters are then developed through biographical method. Their life accounts are drawn on for the exploration of issues of identity and personhood within interpersonal, intercultural relations. Major focus is given to the social psychology of Harre (1983, 1993, 1998), whose work provided both a conceptualisation and a methodological tool for the problem. In Harre's work, three dimensions of personhood, namely consciousness, agency and biography are identified together with the psycho-social processes through which an individual's identity and orientation to their culture is appropriated, transformed and publicised. This publication is then rejected or incorporated into the culture through processes of conventionalisation. These four psycho-social processes are explored in my study through an adaptation of assisted biography method (De Waele & Harre, 1979). The strength of the psycho-social approach of Harre lies in its ability to get below the surface behaviours to an analysis of the theory of self which individuals, as 'singular' beings, bring into play in their interactions within themselves and with one another. While this approach draws on social contexts to support the transformations, it is not designed to explicate to a sufficient degree the conditions under which such theories of self are activated and within which changes in identity occur and are maintained. For this reason it is essential to incorporate a sociological framework to understand the influence of the conditions within which such experiences are played out. Bourdieu's (1984, 1987) cultural, relational sociology is coupled with Harre's (1983, 1993, 1998) theory of personal and social being in that it brings together the individual and the society in a way which proves fruitful for ongoing analysis of the biographical data collected within the communication and psycho-social framework of the earlier research. Bourdieu's critique of a methodology based on biography points to the 'illusion' that is created through a biographical interview process. Taking this critique of biography into the study of interpersonal, intercultural relations meant a shift from the communication interactions and psycho-social analysis undertaken to an analysis of the various social constructions evident within the elements of the life account and a search for the cognitive imprint of social structures as durable dispositions within the persons. These dispositions are evident from within a social trajectory of the life and they are applied to the intercultural encounters recounted by the participants in their autobiographies. The addition of Bourdieu's (1984, 1987) sociology strengthens the ability to view the individual and the society through a single lens and to position the individual life course as secondary within a broader and primary analysis of social structure and social structuring as a means of interpreting lives. Its weakness lies in the degree of 'voluntariness' brought into effect as individuals both chart their course through life and are pushed and pulled by the various social forces at work within their trajectories. Within the scope of this thesis, these two approaches, that is, a psychological and a sociological one, are illustrated and incorporated into an interdisciplinary model for the study of interpersonal, intercultural relations. Further rigorous research to validate the components and the relationships of the model and to investigate these strengths and weaknesses more thoroughly is foreshadowed. This interdisciplinary model of interpersonal, intercultural relations is the major contribution of this work to the field of intercultural communication. Advances which are achieved through use of psychology, sociology and biographical research method as a tool through this study are also identified. The thesis concludes with a review of the contributions of the thesis and a discussion of the implications for future research on interpersonal, intercultural relations.

In 1993, Charles Moose became Portland, Oregon's first black police chief. A nationally recognized student of the developing theories of community policing, Chief Moose's promotion was also hoped to help strengthen the diversity of the Portland Police Bureau. Ultimately, Portlanders were unable to look past Moose's public outbursts and demeanor and recognize his accomplishments. As a city, they missed an opportunity. This thesis uses transcripts of speeches and policy papers to present some political history to the reader, but also letters to the mayor's office, letters to the editor and the like to consider the social history of 1990's Portland. Some specific touchpoints of Moose's administration are considered, including when he and his wife Sandy moved to the King Neighborhood, the Daniel Binns birthday party and the resulting march on Moose's home, his outburst at the City Council, and other examples of his legendary anger. Moose's role in gentrification, and the policies he created for the Portland Police Bureau to lead that charge will not be ignored. All the while, the context of Oregon's racist heritage is forefront in this paper. By 1999, Charles Moose had left the bureau and accepted a job in Maryland. He was selected for many of the accomplishments that the Portland public had criticized him for. Ultimately, this study will show that Portland missed an opportunity to discuss how they wanted to be policed, and what philosophies they wanted their enforcers to personify.

In particular, the truth commission is investigated as a mechanism of transitional justice. The South African Truth and Reconciliation Commission (TRC) was selected as a case study to investigate the relationship between sustainable peace and transitional justice. This thesis analyses whether the TRC Commission followed its mandate, and whether there are any specific definitions, conclusions or recommendations that the TRC through its Final Report undertakes in order to fulfill a specific part of the mandate, namely “to ensure that there would be no repetition of the past” (TRC vol. 5, chap. 8, paragraph 14). This is done through a textual analysis of the Final Report of the South African TRC, where inherent weaknesses of the Final Report in its aim of achieving sustainable peace are read critically and deconstructively. It is further analysed through linking the issue of sustainable peace to the field of transitional justice and the study of political development on how future TRCs can deal with the issue of sustainable peace. This thesis comes to the conclusion that the South African TRC failed to contribute to a significant analysis of how to prevent the repetition of the past. It is argued that this is based on a lack of a coherent theoretical framework, as the Final Report mixes two different truth finding mechanisms: micro-truth finding and macro-truth finding, together with the just war theory. By analysing the TRC’s theoretical framework through textual analysis, it becomes clear that micro- and macro-truth finding is difficult to combine in one report, and that in the South African case the micro-truth finding part is prioritised. However, the macro-truth finding mechanism would have provided a more in depth analysis towards sustainable peace – which in this thesis is read as Galtung’s positive peace and Lederach’s structural peace – and is a necessary prerequisite in order to achieve sustainable peace. AFRIKAANSE OPSOMMING: Hierdie tesis ondersoek of volhoubare vrede in postkonfliksamelewings met behulp van die oorgangsgeregtigheidsbenadering bereik kan word. Daar word aangevoer dat dít te wyte is aan die gebrek aan ! samehangende teoretiese raamwerk, aangesien die finale verslag twee verskillende waarheidsoekende meganismes vermeng – die mikrowaarheidsoeke en die makrowaarheidsoeke – en ook van die geregverdigde-oorlog-teorie gebruik maak. Deur die tekstuele ontleding van die teoretiese raamwerk van die WVKverslag word dit duidelik dat ! mikro- en makrowaarheidsoeke moeilik in een verslag te kombineer is, en dat, in die Suid-Afrikaanse geval, die mikrowaarheidsoeke voorkeur geniet. This thesis examines news representations of Canadian, American and Australian military personnel involved in military 'sex scandals'. I explore what the representations of military personnel involved in well-publicized sex scandals reveal about scripts of soldiering and militarized masculinities. Despite a history of systemic violence in the military, I ask how and why the systemic nature of militarized masculinities are able to remain invisible, driving representations to focus on the ‘bad’ behaviour of individuals? By engaging with feminist scholarship in International Relations, I present the longstanding culture of misogyny, racism, homophobia and ableism in the Canadian, American and Australian militaries, focusing on the ways in which militarized masculinities are guided by these violent structures, and fundamental to the military's creation of soldiers. My dissertation uses the tools of critical discourse analysis to unpack the ways blame is individualised in cases of sexual and racist violence involving military personnel, while the military’s ableism, rape culture and imperial militarized masculinities are commonly naturalized or celebrated without regard for how they are fundamentally violent. My thesis presents an intersectional feminist project that intervenes in emerging questions in the field of transnational disability studies, tracing how militarism, hegemonic militarized masculinities and imperial soldiering (re)produce categories of ability and disability.

ENGLISH ABSTRACT: The emergence of urban systems in South Africa was from the start shaped by racial bias. The black people of this country were refused any form of participation in town planning. To aggravate the situation, urban space was manipulated in a manner that each racial group had its own residential space. The manipulation of urban space gave rise to what is called "the Apartheid City." This "Apartheid city" is characterised by stark contrast in development between a well-serviced, first world town lying side by side with underserviced third world townships. The "Apartheid City" of Pietersburg-Seshego has been undergoing restructuring since 1990. The Local Government Transitional Act (LGTA) has served as an intervention whereby the two formerly unequal areas had to integrate and become one city. The central aim of this study is to evaluate, by using a series of indicators, the integration level that has been achieved since 1995, i.e. since the first local government elections. The study will focus on three key areas to reflect the level of integration, namely, land use patterns, ward demarcation, and integration of personnel. The main conclusion is that though one council has been formed where there were previously two, spatial inequalities and racially-based ward demarcations between the former Pietersburg town and the former Seshego township persist. On the other hand, personnel drawn from the administrations of former white Pietersburg and former Lebowa civil service has not been fully integrated. AFRIKAANSE OPSOMMING: Die ontstaan van metropolitaanse sisteme in Suid Arfika was nog altyd gekenmerk deur rasse bevooroordeling. Die swart bevolking van Suid Afrika was nog altyd in die verlede uitgesluit van deelname aan stadsbeplanning. The study uses racialisation as a lens to understand the racist experiences of ordinary Asian Australians. It examines the racialisation processes underlying these experiences and explores the strategies employed to respond to and mitigate the impact of being racialised. It addresses the need to develop the theoretical and methodological underpinnings of racialisation and anti-racism in light of the dearth of research work on these especially in Australia. Different elements from various theories were drawn to frame the empirical investigation since no single theory was adequate as anchor for this qualitative study. In-depth interviews and focus groups with 64 Asian Australians generated rich narratives that provided interesting insights on the personal, political, and spiritual dimensions of human experience that connect the lives of racialised subjects. Deconstructing stories of racialised subjects laid bare the essence of racist experiences by revealing insights into when and how race becomes a salient signifier of difference. Racialisation provides a productive way of understanding racist experiences since it allows for the unpacking of the multi-layered linked processes of racial categorisation, racial differentiation and problematisation, marginalisation and exclusion, inferiorisation and devaluation. These processes are ordinarily part of the experiences of minority people. They constitute what can be called 'everyday racialisation'. The study uses stress-coping theory to examine the long-term and cumulative impact of being part of a racialised group. It shows how exposure to racism stressors has multifarious effects on the health and well-being of racialised subjects. The everyday racialisation of minority groups affects their socio-psychological functioning and limits the life chances and economic opportunities available to them. In addition, the study demonstrates how Asian Australians cope with the stress of their everyday racialisation by drawing from their personal repertoire of discursive, cognitive and behavioural strategies. These, in combination with outside support mechanisms, make up what can be termed ?everyday anti-racism? strategies. Racialisation provides valuable insights into when, how and why racialised subjects deploy these different strategies to negotiate, contest and bridge the constraints and boundaries imposed on them. The study offers an integrated model for understanding racialisation experience and lays the foundation for developing further the concepts of 'everyday racialisation' and 'everyday antiracism'.

The objective of this study is to understand why planning and development strategies have failed to address and prevent the unprecedented conditions of historical social fragmentation, economic decline, and environmental destitution currently present in the city of Gary. Evidence suggests a complicated set of historical structural and cultural factors have contributed to the severe environmental, social, and economic distress and disinvestment seen in inner-city neighborhoods throughout the United States, specifically Gary, Indiana. Understanding and reflecting on the historical development discourse within American Capitalism and the social construction of race as contributors to the current conditions of Gary, only then can planners consider the adverse effects of this discourse in present environmental, social and economic conditions. Ultimately through utilizing ethnographic methods, a crucial missing element in planning strategies, opportunities for planning and development in post-industrial Gary, Indiana are explored as an approach to planning in the absence of development.

Framed within a context of social justice, this ethnographic study queried seven Mexican American students who pursued teacher certification at a historically Black university (HBCU) in Central Texas. By examining the Mexican American students' perceptions, this study opens conversations to challenge the limited information known about Latino/as attending HBCUs and the programs that prepare preservice teachers of Color. Mexican American students and the HBCU both exist at a crossroads, an intersection of border spaces of race, class, ethnicity, gender, and ability. While border crossers defines the uniqueness of these Mexican American teacher candidates who live in contradictory realities, borderlands defines the HBCU as a site of resistance in the margins of higher education. A Black-White binary, therefore, not only is flawed but also obscures struggles common among Latinos, African Americans, and Others for an equitable education. Through interviews and small group sessions, the teacher candidates shared a high regard for educational achievement, work ethics, and teaching. From the coded data, their stories were analyzed through the lens of critical race theory, borderlands consciousness, and critical pedagogy. Although commonalities exist, each analytical perspective brought to the forefront variant aspects of race, class, gender, and abilities. Linked to these analytical frameworks was the notion of three selves: enduring, situated, and endangered, which helped to illuminate the nature of change and transformation. In tandem with the analyses were member and colleagues checks that helped to provide deeper interrogation and clarity. Findings reveal how race and class shape the teacher candidates' identities as well as the character of the university. Although the Mexican American preservice teachers bring rich cultural legacies and cross-cultural perspectives, their needs and interests are under-addressed by the institution. Yet for them, it was class disparities more than racial injustices that perpetuated problems inside and outside the HBCU. Nonetheless, these teacher candidates believe the validating experiences and cultural network, which they acquired at this HBCU, will support their teaching effectiveness in public schools. The strengths and findings of this study are therefore crucial to rethinking policies and practices as related to teacher education programs and HBCUs, and their impact on communities of Color.

Grounded in leadership, cultural, communication, and gender studies, this dissertation investigates the challenges African-American women executives in the philanthropic foundation sector faced as they strive to have their culture legitimated within the culture of the workplace. Through the use of case study methodology, I examined the experiences of participants by conducting oral history interviews that traced their critical path to leadership. I also incorporated my own experiences in the field to further explore the connections between race, gender, and leadership styles in philanthropic organizations. The interviews and my own auto-ethnographic research explored the possible consequences of black executive women in the foundation world not being able to share aspects of their cultural lives in workplace networks and the impact of the critical exclusion of who they really are as whole human beings on the quality of their careers. An analysis of data collected from the interviews revealed key factors critical to the success of study participants. First was the presence of familial or close adults actively engaged in philanthropic activity during the participants’ formative years. Second was a strong influence of a faith tradition. Additionally, the date revealed that participants’ involvement in outside leadership roles, often tied to their racial and gender identities, were not capitalized on by employers. This study achieved several key outcomes. First, it afforded participants an opportunity to develop the personal satisfaction of expanding the body of knowledge related to leadership development within the philanthropic foundation sector. Additionally, by sharing their stories, these individuals were able to develop or strengthen mentorship relationships. Lastly, this study has the potential of being of significant benefit to the greater philanthropic foundation sector, since it worked towards the expansion of the body of knowledge specific to the issues of gender and cultural differences within the foundation sector.

This study explored the lived experiences of family case managers who routinely work with families who are culturally different from themselves. The purpose was to understand and interpret the meaning of culture and cultural difference as it relates to the engagement process with families. The research also sought to understand whether cultural insensitivity or bias may contribute to the overrepresentation of children of color in the child welfare system. The author conducted 10 in-depth, semi-structured interviews with graduates of a large, research-intensive Midwestern university’s Title-IV-E Social Work Program, who also were employed as family case managers in public child welfare. Interviews were transcribed and analyzed using Interpretative Phenomenological Analysis and the analytic process of the hermeneutic circle. Results suggest the concept of culture is a complex term that encompasses many characteristics and a number of dimensions. In addition, four themes were identified as underlying the engagement process with culturally different families. These themes routinely overlapped, and family case managers often had to attend to each of the thematic areas simultaneously. At nearly every step in the engagement process, family case managers modulated their interactions in order to find balance and stability in their relationship with the family. Finally, poverty was revealed to be the most salient cultural difference in working with families involved in the child welfare system. These results have important implications for social work education, child welfare practice, and research on the overrepresentation of children of color in the child welfare system.
