Megalithic art is associated with passage tombs in Atlantic Europe. But it is not found in all areas, rather it has a restricted distribution. In those areas where it occurs it is very often associated with large and, therefore, prestigious tombs. These tombs have a confined distribution within defined areas. It can be argued that such areas indicate tribal regions within which elite societies existed and where cohesion was provided by a leader, possibly in the form of a chief.

The article is devoted to the establishment of music – performing activities in the first half of the XVIII century. Developing pedagogy and music education received support educated society and royalty, which was an effective factor in the development of European performance. The subsequent capitalization of Europe laid the foundations for the process of specialization and division of labor in all spheres of human activity, in particular the differentiation of professions in art. Gradually there was a distinction between the professions of composer, performer and teacher.

This article contributes to a recent debate around the question “What Is Contemporary Art?” It brings into discussion certain key aspects of the activities of the Soros Centers for Contemporary Art (SCCA)—a network of contemporary art centers established by the Open Society Institute in Eastern Europe during the 1990s. The author draws upon distinctions between this new type of art institution and the Union of Artists (the organizations which represented the interests of artists under socialism), highlighting distinct artistic, aesthetic and economic characteristics of each institutional model.

This paper presents the key findings of an extensive research into the role of university-level visual art education in the preparation of visual artists for the successful transition from the academic environment to the art ‘labour market’. Starting from an assumption that higher visual arts education may be a significant factor in redefining the career paths of the visual arts graduates in Serbia, it reviews the recent changes in concepts and programs of university-level visual arts education in Europe and in Serbia. Education policies increasingly foresee the necessity of conscious compliance of education with society as a whole, bearing in mind the wide range of social roles that visual art and professionals from this field may assume. This is especially important for Serbia, since culture is considered one of the country’s most important assets in re-positioning itself on a mental map of Europe. In this paper I will map the main issues, briefly present the historical development of art school programs in Europe and in Serbia, and I will present the concept of the Management in Fine Arts course designed for the BA level at the Fine Art Schools which was designed to endow students with the opportunity to attain basic ‘labour market skills’, and provide them with knowledge and skills necessary to direct their professional development in such manner to enable them to easily find their place in various areas of contemporary society.

The author's research interests are: art, technology and democracy. On this latter subject he has published several essays and a book entitled Democrazia elettronica (Carocci, Rome, 2001). As an artist he has worked with digital technologies since the 1980s. One of his best-known works is Computer sigillati (Sealed Computers, 1992): more than 200 machines which are programmed to produce flows of random images and then left to work indefinitely, usually without monitors. His works have been exhibited widely in Europe and the USA. He has put on shows, presentations and performances in Paris, New York , Los Angeles, San Francisco, Sydney. His latest one-man shows include: Museo Laboratorio di Arte Contemporanea (Rome, 2003), WilliamsburgArt& Historical Center (New York, 2003), Museo di Arte ContemporaneaVilla Croce (Genoa, 2005). After 1604, Chinese art through Chinese goods rapidly and widely penetrated into European society and had a profound impact on European art and aesthetics.During the century of the popularity of everything Chinese in Europe, it was Chinese goods represented by porcelain and flowing silk that were most directly related to people's lives. From the second half of the XVII century to the second half of the XVIII century, European culture and art experienced a boom in Oriental art. A number of innovative artists began to change their traditional interests and methods of painting, creating many masterpieces with a Chinese flavor. Thus, a new page was opened in the history of Eastern and Western painting. China and Europe, two advanced human civilizations.It took quite a long time before the fog of myths and legends that enveloped China and Europe, the two highest civilizations of mankind, dissipated, until the true nature of China was revealed in the XVIII century. This work is divided into the following three parts: The emergence of Chinoiserie; Rococo and Watteau painting; The decline of Chinoiserie. Documentary studies, comparative analysis and case studies are used to study the phenomenon of China's popularity, which has engulfed Europe as a direct consequence of the spread of Chinese culture in the West.

La Civilisation devrait être vue comme une évolution des mentalités au cours du temps, en Art, en systèmes économiques, politiques et sociaux. Ce sont les marchands et entrepreneurs qui en sont à l’origine. Le grand apport des marchands est la mise en évidence de réalités économiques, sociales, politiques et artistiques, qu’il a fallu extraire de la masse d’idées reçues, dogmes ou traditions pour les faire comprendre par le profit commercial qui en fut tiré, à un certain nombre d’individus jusqu’à atteindre une certaine masse critique avant que ces réalités soient acceptées par la majorité de la population. Ce sont des marchands italiens qui ont financé et participé aux premières expéditions maritimes portugaises pour découvrir de nouvelles terres en Afrique, Amérique et en Asie. Ce sont les entrepreneurs néerlandais qui ont découvert la « valeur ajoutée » par exemple en débitant le bois en planches au lieu de vendre brut. Ce sont eux qui ont créé l’entreprise moderne en l’ouvrant à des associés extérieurs et à des actionnaires à la famille, les polices d’assurance, la pratique de la comptabilité, les journaux permettant aux marchands de connaître les événements qui peuvent influer sur les prix des produits. Ce sont aussi les marchands néerlandais qui ont fini par obtenir au 16e siècle l’autorisation légale de prendre des intérêts sur l’argent prêté, ce qui jusqu’alors était strictement interdit par l’Eglise. Ce sont les marchands d’art flamands qui, en exportant les oeuvres de Van Eyck, de Memling, de Van der Goes, en Italie qui ont donné aux artistes italiens un nouveau sens des couleurs et de l’espace. Comme ce sont les marchands de la Compagnie Néerlandaise des Indes Orientales, la VOC, qui ont initié les Japonais aux sciences et à l’art de l’Occident. Il n’est pas surprenant que ce soient ces derniers à être les premiers asiatiques à s’ouvrir à l’Occident. Ce sont également les marchands qui ont créé au 18e siècle la société de consommation, laquelle a favorisé plus durablement que toutes les révolutions la rencontre des classes sociales. Civilization should be understood as the progress of mentalities in the course of time, whether in Art, Economic, Political and Social systems. merchants and entrepreneurs are at the origin of this evolution. The great contribution by merchants was to extract from received ideas, dogmas and traditions, realities in the economic, social, political and art fields, and to make them understood by a number of individuals thanks to the commercial profits obtained from respecting these realities. When these individuals finally reached a critical number, these realities were accepted and adopted by the majority of the population.It is Italian merchants who financed and were parts of the first Portuguese sea voyages launched to discover new lands in Africa, America and Asia. Dutch entrepreneurs discovered the concept of “added-Value” , for example by selling wood as planks ready to use. It was they who created the modern enterprise by accepting shareholders from outside the founder’s family. It was they who invented insurance policies, the practice of accounting for better management, newspapers reporting events which could have an impact of the prices of products. It is also the Dutch merchants who in the 16th century, finally obtained from the State authorities the legal right to charge interests when lending money: till then such practice was absolutely forbidden by the Church. It was the Flemish art merchants who, by exporting to Italy works by Van Eyck, Memling Van der Goes… gave to Italian artists a new understanding of colours and of space. It was the merchants from the East India Company of the Netherlands (VOC) who initiated the Japanese to the Western sciences and art. It is therefore not surprising if the Japanese were the first Asians to open up to the West. It is also merchants who, in the 18th century created the Consumers’ Society which made possible the meeting of social classes in a more long lasting way than any political revolution. This Consumers’ Society led to the Industrial Revolution which in turn led to the recognition of the workers’ rights and to the duties of business owners to assume their social responsibilities such as social security, free primary education of the workers’ children. It also led to new marketing concepts without which there would not have been modern economy. It is the impresarios or entertainers who helped women and Black people in the USA, to become conscious of their social and cultural identities. In the same way, the movie entrepreneurs (the Pathe Brothers, Gaumont and the Jews who migrated to the USA from Central Europe) made possible the instantaneous globalization of the awareness of events, thus making Public Opinion an even stronger political force, without which no Democracy would be possible

L'étude de la représentation des bateaux en Europe du Nord-Ouest ne se limite pas à la seule question iconographique et pose pour l'objectif la compréhension de l'humain dans son acte représentatif. Aussi la problématique s'intéresse-t-elle à la modalité perceptive et sa mise en culture. Comprendre la représentation des bateaux durant le Moyen Age nord-européen s'attache ainsi à définir la verbalisation de l'objet technologique qu'est le navire, les modes de productions visuelles et les schémas mentaux qui lestent chacune des images tant mentales que visuelles d'un sens culturel. Il s'agit de donner une définition anthropologique de l'image du bateau restituée à son contexte de développement et d'ainsi rétablir l'intentionnalité créatrice de chacun des auteurs. Image d'un processus créatif en cours, le bateau mythologique pose donc les questions d'un comportement humain fondamental, aussi est-il important de baser cette analyse sur un questionnement épistémologique. Il s'agit de véritablement d'appréhender le mouvement créatif humain. Cette thèse est un bateau.

Corps, art et société. Si la culture se définit par rapport à ces trois notions, la création féminine dans la Russie contemporaine s'inscrit dans une quête identitaire vacillant entre les repères traditionnels et l'ouverture vers l'Occident. Se situant dans un espace en mutation permanente, se heurtant à la difficulté de discerner les frontières de l'utopie et de l'entropie, les artistes de la période qui a précédé l'effondrement communiste et de celle de la reconstruction post-soviétique ont été amenés à bâtir un " territoire de mémoire " commun. Dans un tel contexte de bouleversement idéologique, l'émancipation des femmes est loin d'être acquise. La création féminine est donc avant tout, pour les Russes, une affaire de recherche intérieure, de déconstruction - partielle et totale - du statu quo et d'invention d'une nouvelle identité. La question de l'art est indissociable d'une géographie corporelle qui surgit de l'abolition des frontières et de l'ouverture culturelle. Le corps des femmes devient de la sorte l'élément fondamental d'une création où se mêlent l'espace, l'érotisme et la religion. Ce même processus de mutation qui aboutit souvent à des interrogations existentielles définit le champ artistique dans les autres pays de l'Est, notamment ceux qui sont porteurs de la même tradition byzantine.

Ce travail constitue une approche qualitative visant à mettre en évidence tous les indices archéologiques témoignant d'une présence humaine et d'une activité de gravure dans la région du mont Bego (Tende, Alpes-Maritimes, France) durant la préhistoire récente. L'étude typo-chronologique des gravures d'armes piquetées a fourni un intervalle chronologique débutant vers 3700 avant J.-C. et se poursuivant jusqu'à la fin de l'âge du Bronze. L'existence de matériel antérieur à cet intervalle contraint toutefois à admettre la possibilité que des motifs gravés, différents des armes, ont pu être réalisés aux débuts du Néolithique, imposant ainsi une lecture diachronique de l'ensemble piqueté de la région. La découverte de motifs dits "schématiques-linéaires" superposés par des gravures piquetées dément en outre l'hypothèse selon laquelle seules les gravures piquetées datent de la protohistoire. Une continuité dans l'activité de gravure de la région du mont Bego peut donc être envisagée, avec une coexistence des techniques incisée et piquetée jusqu'à la fin de l'âge du Bronze ancien. Pour les périodes ultérieures il est possible d'imaginer un abandon progressif de la tradition piquetée au profit d'un schématisme linéaire de plus en plus présent. Bien que l'inscription du mont Bego au sein de l'expression symbolique alpine demeure indéniable, cette étude a également permis de révéler l'importance des influences culturelles ibériques sur l'art protohistorique de la région, du macro-schématisme du Levant espagnol à l'art schématique-linéaire perdurant jusqu'à la fin de la protohistoire, en passant par la culture campaniforme au travers de son groupe espagnol Ciempozuelos.

Varumärkesrätten innefattar en bred definition av vilka kännetecken som kan konstituera ett varumärke, vilken inkluderar formen på en vara. När kännetecknet består av en varuform utgör således varan i sig kännetecknet och därmed varumärket. Vid en varumärkesregistrering ska bedömningen av olika kategorier av kännetecken inte skilja sig åt, men för varuformer finns ytterligare hinder vid registrering jämfört med andra typer av kännetecken. Ett sådant registreringshinder avser specifikt funktionella former. Många former tenderar att vara funktionella till viss grad, vilket aktualiserar art. 7.1 e) ii) VmF. Artikeln föreskriver ett absolut registreringshinder mot att registerna former som endast består av ”en varas form eller annan egenskap hos varan som krävs för att uppnå ett tekniskt resultat”. Om en varuform hindras registrering enligt artikeln, är uteslutningen från registrering permanent. Det innebär att registreringshindret inte kan övervinnas även om formen förvärvar särskiljningsförmåga på marknaden. EUD har uttalat att det inte vore skäligt att neka registrering av varuformer endast på grund av att de innehar några funktionella element. För att ett kännetecken ska falla inom ramen för artikeln behöver således en forms alla väsentliga särdrag falla inom ramen för bestämmelsen. Detta medför viss problematik när det kommer till hybridkännetecken vilka innehar vissa element som är funktionella, men även andra element som är icke-funktionella. Enligt gällande rätt kan hybridkännetecken registreras som varumärken om de innehar icke-funktionella särdrag som anses vara väsentliga. Hela formen av ett hybridkännetecken kan således registreras som ett varumärke under förutsättning att endast några av de väsentliga särdragen krävs för att uppnå den tekniska funktionen. Genom en undersökning av rättspraxis konstateras att EUD utför en fri och långtgående undersökning vid bedömning av vad som utgör en forms väsentliga särdrag och dessa särdrags eventuella funktion. EUD är inte bunden till vad som anges i varumärkesansökan, utan undersöker även den faktiska varan på marknaden för vilket kännetecknet är ämnat att användas. EUD verkar generellt vara restriktiv med att låta tredimensionella former registreras, inte minst när de innehåller funktionella element. Möjligen beror den negativa inställningen till att registrera hybridkännetecken på bristen av effektiva lösningar att tydligt undanta de funktionella elementen från registrering. Vid en registrering av hybridkännetecken uppstår även intressanta aspekter ur intrångssynpunkt eftersom formen är registrerad som en helhet, även om vissa väsentliga särdrag inte är ämnade att omfattas av ensamrätten. Vid analoga tillämpningar av rättspraxis framstår det som att dessa element, utan att det explicit framgår av exempelvis en disclaimer, ska vara undantagna från den ensamrätt som erhålls varumärkesinnehavaren.
The trade mark law includes a very broad definition of signs that can constitute a trade mark, which includes the shape of a product. When a sign consists of the shape of a product, the product itself becomes the sign and thus the trade mark. In the case of a trade mark registration, the assessment should not differ between different categories of signs. However, when it comes to registration for signs consisting of the shape of a product, there are further obstacles to overcome before protection can be granted compared to other types of signs. Many shapes tend to be functional to some extent, which brings relevance to the absolute ground for refusal found in art. 7.1 e) ii) EUTMR. The article prohibits registration of signs which consist exclusively of “the shape, or another characteristic, of goods which is necessary to obtain a technical result”. If the registration of a sign is prohibited by the article, the exclusion from registration is permanent. This means that the ground for refusal cannot be overcome even if the sign acquires distinctiveness on the market. The CJEU has stated that it would not be reasonable to deny a shape registration only on the sole ground that it has some functional elements. Therefore, in order for a sign to fall within the scope of the article, all the essential characteristics of a shape must fall within the scope of the provision. This causes certain difficulties when it comes to hybrid signs, which possess some elements that are functional, but also other elements that are non-functional. Under current law, hybrid signs can be registered as trade marks if the non-functional elements are considered as essential. The entire form of a hybrid sign can thus be registered as a trade mark only if some, but not all, essential characteristics are required to achieve the technical function. By examining case law, it can be stated that the CJEU carry out a free and extensive examination when assessing what constitutes the essential characteristics of a shape and the possible function of these elements. The CJEU is not bound to the trade mark application but also examines the actual goods for which the sign is intended to be used. The CJEU generally seems to be restrictive in allowing registration for three-dimensional shapes, especially in regard to those incorporating functional elements. This might be the case since there is no good way to clearly exclude the functional elements from the registration. However, when registering a hybrid sign, interesting aspects also arise from the infringement point of view since the shape is registered as a whole but contains certain essential features, which are not intended to be covered by the exclusive right granted. In analogous applications of case law, it appears that these elements, without being explicitly stated in e.g. a disclaimer, must be excluded from the exclusive right granted to the proprietor.

Diversities 13(2):1–21, 2011). Different social locations and identities intersect within them—whether cultural, ethnic, national, social, religious, or linguistic. At the same time, however, European societies have faced the rise of diverse populist and radical right-wing movements promoting profoundly monoculturalist views and cultural purism. Don Handelman’s pair of model and mirror in rituals comes in handy.The dwindling mediation between progressives and conservatives testifies to sedimented simplication. Politics has become ritual. Democrats distend their experiential frame toward the globe, so the best leader would be the one mirroring all. Republicans have their sphere contracted, so they elect a model they want to become. The so-called culture wars, science wars, the rise of post-fact, conspiracy and antivax theories, and the anti-conformist distrust of elites point to a divergence between ‘Stick to the facts, no belief’ and ‘Only belief, distrust facts’. It follows generations of simplication that left intuition untrained.The chapter counteracts the tendency by demonstrating that Democrats and Republicans complement each other as halves after the split. Each misses what the other has. The interrelation and dynamic of mutual learning are obvious in a tensorial and matrixial world, but no longer in a vectorial one. To rehumanize is to speciate.

AbstractThe present study involves the context of Bulgaria, revealing cases of “non-occurrence” of violence through an analysis of local actors belonging to transnational Salafism and perceived by law enforcement, the media, and society at large as radicalized Islamists. The analysis tackles the concepts of Islamism and Salafism by focusing on court cases of 13 and 14 Muslims accused of “propagating war”. Their personal pathways are seen as indicative of a new trend—the convergent indigenization of Salafism through a hybridization with various Islamic trends in a local context dominated by Hanafism. The chapter thus introduces the concept of Salafi-Hanafism designating a hybrid combination between a Salafi creed and Hanafi practices which shifts the stress from activism to a more inclusivist approach to religion and society.

AbstractTime banks have become a popular type of civic organization constructed to facilitate egalitarian economic exchange through a community-bounded currency. Especially after the recent economic crises in Europe, the rise in the number of time banks has been accompanied by relative transience and sometimes short lifespans. We adopt a relational perspective to explore the dynamics of decline in the civic engagement of a time bank in southern Germany. Using methods of longitudinal social network analysis, we analyze the relational processes and individual trajectories of members within the emerging transaction network over a period of eight years. Rather than explaining why, we have found how relational trajectories of members through a structure of core and periphery have led to creeping decline in activity and membership. Given the repeated observation that time banks and other types of alternative economic practices are often characterized by considerable volatility and potential collapse, relational thinking and network analysis are especially suited to unpacking the underlying relational mechanisms that shape these outcomes of volatility and demise.

AbstractIn Romania, the EU accession was overwhelmingly supported by the people but over time the support, although still high, started to dwindle. As a contribution to understand the opinions regarding the EU in Romanian society, this chapter reports the empirical findings of group discussions with students aged 16 and 17 in two Romanian small towns in peripheral areas. The two selected towns, Moreni in the southern part of Romania and Caransebeș in Transylvania, are rather different with regard to their general layout and history. Despite these differences, the students viewed the debated issues in broadly the same way. As the report reveals, they emphasised the lack of information regarding the EU and the rights associated with EU citizenship, and expressed interest in learning more about these topics. They didn’t fully relate to the European identity values and prioritised their national or local identity instead.

AbstractIn this last Chapter, the consequences of differences in perceptions are examined. Two concepts are used: the lack of alignment and—more extreme—the disconnect between judiciary and society. Ranking countries by trust in the judiciary, in the lowest 20% there is a disconnect of judiciary and society, in the 20% around the median and in the highest 20% there is lack of alignment. Disconnect and lack of alignment seem to be self-perpetuating, as judges do not perceive the state of independence as problematic. Indications are that even a disconnect does not reduce the use of the civil courts, but that it leads citizens to avoid administrative law procedures. A disconnect weakens the position of the judiciary within the trias politica. This reinforces the complicated relationship between the judiciary and the other state powers. Where the other state powers see an increasing influence of the judiciary, the judiciary sees its own independence endangered. These perspectives clash. For the judiciary the way out is to focus on access to justice as an alternative perspective. By addressing the urgent legal needs of citizens, the judiciary has the potential to improve its alignment with society and its position within the trias politica.

Can the democracy be learned? What factors influence the learning-capacity of post-communist societies? The current paper emphasizes the role that e-learning platforms play in upskilling and reskilling of the European workforce, thus improving the competitiveness and contributing to a stronger digital landscape. By using a mixed-method approach, combining literature review, document and trend analysis with descriptive statistical analysis, the auhors have examined the relationship between e-learning platforms and the European digital society. The research revealed substantial disparities in digital skill proficiency and online learning adoption among European citizens, emphasizing the need for targeted strategies to boost digital literacy and fully harness the potential of e-learning platforms in improving digital skills. European countries should capitalize on the progress made in the last two years and work towards creating digital educational tools and methods that are of higher quality, more readily available and more inclusive. Although a number of programs and target objectives are in place to support the digitalization of education in Europe, the e-learning platforms still represent an underutilized tool that can help to increase digital skills among European citizens. The potential to improve the digital skills is still high and an extra focus should be granted to the programs that improve these on a national or cross border level. The originality of the article consists of a review of relevant statistics regarding the most recent evolution of online learning and digital skills, along with an examination of the existing frameworks at the European level that have an aim to improve digital education and skills. This research contributes to a better understanding of the complex and expansive nature of e-learning platforms and the European Digital Society and can offer valuable insights to policymakers and other stakeholders such as decision-makers from various organizations, educators and technologists

Art and Technology collaboration emerges as a promising avenue, enabling artists and companies to design sustainable solutions and contribute to societal and environmental impact. While such collaboration offers significant opportunities, challenges hinder its potential. A key obstacle is the absence of a strategic, vision-led process, often implemented ad hoc. Futures Thinking is proposed as an approach to provide artists and companies a common ground for collaboration. This article explores the potential of Art-Tech collaboration for innovation, grounded in the Horizon Europe MUSAE project. The project aims to overcome collaboration challenges by defining a novel collaborative model, exploring the role of futures thinking in facilitating cross-disciplinary dialogue between art and technology. This approach enhances the Art-Tech collaboration process, driving innovation in a future-oriented and responsible manner. The conclusion underscores the potential of this cross-disciplinary approach to foster sustainable innovation through equal collaboration, emotional exploration, strategic tools, and anticipation of technological advancements' impact on people and the planet.

This report sets out to map the different guidance documents available on how to work most effectively with civil society in the delivery of international aid in ways that deepen democracy and advance the rights of marginalised or excluded groups. It includes a review of guidelines published by other key international development funders and implementors written for their own teams, an overview of guidance provided for DAC members within OECD countries and policy papers on cooperation between the state and CSOs. It looks primarily at documents produced in the last ten years, between 2011 and 2021 and includes those related to cooperation on specific issues (such as drugs policy or human rights, as well as those that deal with specific countries or regions (such as Europe or the MENA region). The majority of documents identified are written by government aid departments (eg USAID, Norad) but there are one or two produced by umbrella civil society organisations (such as Bond) or international legal think tanks (such as ICNL, the International Centre for Not for Profit Law). There was a remarkable consistency between the issues Millican addressed in the different documents although their size and length varied between outline guidance on 2 – 3 pages and a comprehensive (62 page) overview that included definitions of civil society, range of organisations, reasons for collaborating, mechanisms for financing, monitoring and ensuring accountability and challenges in and guidance on the ways in which donors might work with CSOs.

The overall goal of this report is to analyse the EuroSea itinerant exhibition as a case study of public engagement activity. Aimed at the general public, this modular and itinerant exhibition raises awareness about the EuroSea project while also promoting ocean literacy and highlighting the importance of ocean observing and forecasting. Public engagement plays a crucial role in Horizon 2020, the EU's research and innovation funding program. It aims to bridge the gap between researchers and society, ensuring that their work is aligned with societal needs and values. This involves bringing together various stakeholders, including researchers, policymakers, industry representatives, civil society organizations, NGOs, and citizens, to foster inclusive and transparent dialogue. The benefits of public engagement are evident in the research and innovation process. It stimulates creativity and innovation, brings ocean science to a broader audience, builds trust and credibility and promotes ocean literacy and empowerment among citizens. Within Horizon 2020, the EuroSea Communication Work Package 8 focuses on public engagement activities related to ocean observing and forecasting, among other activities. To raise awareness about the EuroSea project and ocean observation, the EuroSea itinerant exhibition was created. This exhibition features printed panels, audiovisuals, and a photobooth that could be adapted and translated for different locations. The exhibition has been presented at 8 events and locations across Europe, aiming to engage the general public, promote ocean literacy, and emphasize the importance of ocean observation and forecasting. - The COVID-19 pandemic is affecting many areas of decision-making and policy planning. Lockdowns, economic shocks and public recovery packages are affecting the way we plan for the future, and have shifted societal values and perceptions of risk. Societies across the world have rapidly developed a “new normal”, whilst coping mechanisms and levels of cooperation vastly differ across the globe, significantly affecting impacts and costs. This context should be taken as a new starting point when planning for future crises. - Climate change impacts have the same potential for amplification through system interconnectivity, political responses, and social vulnerability. - Like COVID-19, climate change impacts have the potential to disrupt society via interconnected global networks. Governments, businesses and large organizations trying to anticipate future disruption must take a “systemic” perspective when designing policies to reduce and manage these risks. This approach will have significant implications for how risks are mapped, assessed and managed. - It is essential to understand how to respond to other high impact events in order to reduce risks and increase the overall system resilience and preparedness. These events are likely to occur more frequently in a world that is warming and increasing in connectivity and interdependence. - Responses to the pandemic and the pandemic itself – as with climate change – have had the most detrimental effects on the most vulnerable groups. The ongoing fallout from COVID-19 demonstrates the need for greater multilateral and regional attention to resilience, particularly in terms of trade, fiscal stimulus policies and social safety-nets. But it is important to think of resilience as a process of evolution: current reforms and measures must lead to better preparation for not only future pandemics, but also for a range of events and compound events induced by a changing climate. - Actions to approach climate change as a systemic rather than a localized risk include collaborative ways to identify and visualize direct and indirect impact cascades that cross economic sectors and regional boundaries, and redefine the goals of climate adaptation plans to address system-wide resilience. - Scenario tools and social simulation techniques are useful tools to support stakeholders’ preparedness and contingency planning. These tools should be deployed more widely to foster system-wide risk mitigation and management strategies.

In July 2021, the Rhine-Meuse region straddling Belgium, Germany and the Netherlands was affected by devastating floods that have led to the loss of more than 240 lives and damage worth billions of Euros. The event was closely watched by regional agencies that had to organize response and recovery, and also received noticeable global attention. Diverse sets of responses and reflections accumulated among researchers, local and regional governments, local and international media, development organizations, public offices and citizen groups, wherein links to climate change and gaps in our preparedness for unexpected, extreme events were a common element of the discourse. In response to the floods, and in recognition of the cross-border effects of climate change, the United Nations University institutes in Belgium (UNU-CRIS), Germany (UNU-EHS) and the Netherlands (UNU-MERIT) have launched the “UNU Climate Resilience Initiative” with the aim to share knowledge, shape policy and drive action – and ultimately shift the focus from risk to proactive adaptation, innovation and transformation. Within the context of this initiative, researchers from the three institutes have conducted research in the flood affected areas and organized the two-day “Flood Knowledge Summit 2022: From Risks to Resilience”, which took place from 7 to 8 July 2022 in Maastricht, the Netherlands. Complementing existing national initiatives and efforts in the three countries, the event aimed to connect different actors – including affected citizens, first responders, authorities, researchers and civil society – from the region, the European Union (EU) and the Global South to share experiences, engage in dialogue and facilitate learning regarding how to strengthen climate resilience for all. This summit served to map various efforts to understand the data, information, governance and knowledge gaps at national, subnational and regional levels in order to address growing risks of climate change, including how to adapt to not only climate-induced extreme events like floods but also other hazard events, and created a regional momentum to support multidimensional efforts towards building resilience. Drawing on our research and outcomes of the Flood Knowledge Summit 2022, the UNU Climate Resilience Initiative has identified five key areas in which further research and action is needed to tackle climate risks and facilitate pathways towards climate resilience.

Political culture is the values, beliefs, and emotions that members of a society express about the political regime and their role in it (Pickering, 2022, p. 5). Norms, values, attitudes and practices considered integral to a “culture of democracy”, according to the Council of Europe, include: a commitment to public deliberation, discussion, and the free expression of opinions; a commitment to electoral rules; the rule of law; and the protection of minority rights; peaceful conflict resolution. The consolidation of democracy involves not only institutional change, but also instilling a democratic culture in a society (Balčytienė, 2021). Research on democratic consolidation in various countries in Central and Eastern Europe (CEE) finds that a key impediment to consolidation is the persistence of old, authoritarian political culture that undermines political and civic participation. This rapid review looks at aspects of democratic culture and potential ways to foster it, focusing on educational initiatives and opportunities for civic action — which comprise much of the literature on developing the values, attitudes and behaviours of democracy. Discussion on the strengthening of democratic institutions or assistance to electoral processes is outside the scope of the report.

A strong aspect of civil society, football clubs are often a visible marker of identity and this can be especially so in regions with a distinct culture or language. In a follow-up blogpost to their piece on five football clubs in non-kin state settings, the authors expand to analyse five clubs from kin-state settings across Europe. Looking at the political landscape in which the clubs operate as well as the visible linguistic difference from the majority population, the blogpost offers a variety of examples ranging in their degrees of salience. The kin-state aspect brings in a third actor alongside the minority and majority population, with the extent to which the kin is actively involved being one of the differing variables identified. In addition, this blogpost also features extended conclusionary paragraphs which bring in the comparative dimension of kin-state/non-kin-state across the ten clubs analysed in the two blogposts.

Football clubs are often analysed by scholars as ‘imagined communities’, for no fan of any team will ever meet, or even be aware of most of their fellow supporters on an individual level. They are also simultaneously one of the most tribal phenomena of the twenty-first century, comparable to religion in terms of the complexity of rituals, their rhythm and overall organizational intricacies, yet equally inseparable from economics and politics. Whilst, superficially, the events of sporting fixtures carry little political significance, for many of Europe’s national and linguistic minorities football fandom takes on an extra dimension of identity – on an individual and collective scale, acting as a defining differentiation from the majority society. This blogpost analyses five clubs from non-kin state settings, with the intention to assess how different aspects of minority identities affect their fan bases, communication policies and other practices.

During the 88th General Session held virtually in May 2021, the World Organisation for Animal Health (WOAH: founded as OIE) Regional Commission for Europe agreed “Long-distance transport of live animals: WOAH’s standards and best practices including societal perception and communication aspects” as the Technical Item I to be presented during the 30th Conference of the Regional Commission in Catania (Italy), from 3 to 7 October 2022. An online questionnaire was designed and distributed to WOAH Members of the Regional Commission for Europe from 21 June to 8 July 2022 (with minor finalisations by 2 August 2022). The persons responsible for completing the questionnaire (of 47 Members in total) were mainly WOAH Delegates, National Focal Points for animal welfare or National Contact Points for long-distance transportation. The qualitative analysis of the information provided was carried out by grouping similar answers and, when proper, the United Nations geoscheme was applied to highlight any spatial clustering of the results. The wide majority of the Members (46 out of 47) declared to have in place specific legislation on animal welfare during transport, and most of them stated to be “generally aligned” with WOAH standards, there are still many countries in the Region where certain crucial requirements are not mandatory. Journey and contingency plans are commonly part of the specific legislation on animal welfare during transport, as well as monitoring and evaluation of the implementation of the legal requirements concerning animal transport by the Competent Authority or other certification bodies. The presence of major gaps in budget and/or available resources and trained personnel was declared by almost half of the responding Members (21 out of 47). Concerning the awareness of the civil society regarding animal welfare issues during transport, 11 Members reported a “low” level of awareness, and they were mostly included in the areas of Southern Europe, Western and Central Asia. The greatest part of Members responding “high awareness” clustered in the Northern and Western Europe geographical areas. Members were also asked to indicate possible WOAH initiatives that could improve the implementation of the standards, and most of them suggested to develop training activities and provide additional guidance through revised and/or new standards in the Terrestrial Animal Health Code and/or through other WOAH documents.

Recent questions surrounding the repatriation, rehabilitation, and reintegration of those who traveled to join the Islamic State in Iraq and Syria (ISIS), the reintegration of violent extremists in conflict zones including Somalia, Nigeria, Libya, and Mali, and the impending release of scores of homegrown violent extremists from prisons in the United States and Europe have heightened policymaker and practitioner interest in violent extremist disengagement and reintegration (VEDR). Although a number of programs to reintegrate violent extremists have emerged both within and outside of conflict zones, significant questions remain regarding their design, implementation, and effectiveness. To advance our understanding of VEDR, this report draws insights from a review of the literature on ex-combatant disarmament, demobilization, and reintegration (DDR). The literature on DDR typically adopts a “whole of society” approach, which helps us to understand how systemic factors may influence VEDR at the individual level and outcomes at the societal level. Despite the important differences that will be reviewed, the international community’s thirty-year experience with DDR—which includes working with violent extremists—offers important insights for our understanding of VEDR.
