In the year 1983/84, the Commonwealth Government decided to redevelop a RAAF airstrip at Tindal into a northern air base in NT. It would replace RAAF Base Darwin that was situated close to the coast and susceptible to both cyclonic weather and any 'enemy' sneak raid attacks. Tindal is located about fifteen kilometres south from Katherine on the Stuart Highway. A social survey conducted in the second half of 1983 formed the basis for SIA predictions that appeared in the EIS. These encompassed social impacts that would occur during the construction phase and later throughout the operational phase. Included among the predicted impacts on local residents was aircraft noise from military aircraft flying overhead and this was confirmed by a social survey conducted in 1994. Other predictions included the integration of a RAAF population with its own set of values into a conservative Katherine community. The social survey of 1994 asks the same type of questions as asked in 1983, and the two sets of answers are compared over time. A subsequent longitudinal analysis follows the structural development of the Katherine population/community. A group of 1994 respondents was found to have resided in Katherine in 1983 and cohort by cohort their state of affairs discovered. As Katherine developed into a regional centre the views of respondents toward the RAAF became more accepting and residual social impacts from the redevelopment phase were difficult to find.

For years, Services organizations have operated dining facilities with little change to strategic direction for the type of operation they should implement. Contracts, regardless of type, often run on auto pilot. Organizations renew the contracts when their option years run out with little change or modification to the contract. The only thing that seems to change is the ever increasing price of the contract and perhaps the contractor. This analysis will attempt to provide a framework for change that provides a tool for decision makers to utilize when faced with a feeding contract that has reached the end of its service life. Through our analysis, we will develop a "decision matrix to select a food service system for Air Force bases." The decision matrix will help answer the question of which food service operation should be implemented at any AFB. The matrix will include criteria to evaluate the options while guiding the type of contract or in-house service that best meets the base requirement. In addition, to be of use to any Services organization at any AFB, it will be a decision tool that any evaluator may adapt to their specific requirements and constraints.

Urban soils contaminated with lead can pose a health risk if vegetables and fruits from the garden are consumed. In general, we don’t think our gardens as dangerous or toxic, but unfortunately some garden soils do contain toxic levels of lead. Chipping paint around older structures will raise the lead level in the soils directly adjacent to the building. Restrictions to lead paint started in the 1950’s. Today lead paint content has been reduced; however paint companies are allowed to mix up to 0.05% lead in paints. Lead use has been reduced significantly, but not entirely eliminated. Soil can be contaminated with lead from other sources such as industrial sites, industrial sludge with heavy metals, auto emissions, old lead plumbing pipes or even old orchard sites in production when lead arsenate was in use. The main concern with lead in firing ranges is the fate and transport of heavy metals from bullets fragments accumulating in soil. Of these metals, lead is the predominant contaminant. Lead is considered the top environmental threat to children’s health. The U.S. military alone has cleaned up more than 700 firing ranges across the country over the past several years. The U.S. Air Force conducted a study at Shaw Air Force base to determine the lead concentrations in ground water and soil collected from the Small Arms Firing Range in 1992. The purpose of this study was to determine the levels of contamination in the soil in order to develop a restoration plan. The goal of the restoration plan was to clean up the land for future use. The Defense Environmental Restoration Program (DERP) conducted a project at Beale Air Force Base to clean up contaminated lead soil and to prevent any future fine and environmental expenses for the base. The main goal was to protect the base population from the lead and other contaminants hazards. In 1992 the Air Force conducted an investigation that included environmental sampling of soil and lead of the Tyndall Elementary School grounds. The Air Force collected lead samples in areas where children play on the school ground. Because lead concentrations results were below the toxic levels for lead, the Air Force concluded that no further action was needed. Further investigation for soil removal took part in 1992 and 2009. Under the Critical Removal Action field activities included site preparation, waste characterization, investigative sample chemical analysis, contaminated soil excavation, dust control, disposal, backfill and grading, and site restoration. Over the years the Air Force has been able to educate the military community on health hazards in the base facilities especially lead exposure and have been able to implement programs dedicated to prevent any lead overexposure.

Past use of trichloroethylene (TCE) as a degreasing solvent for aircraft maintenance has resulted in widespread groundwater contamination at Air Force Bases around the world. Travis AFB in California and Fairchild AFB in Washington are evaluating phytoremediation as a treatment option, since trees have been reported to take up dissolved TCE from shallow groundwater and volatilize it to the atmosphere while enhancing the volatilization of TCE from surrounding soil. Previous studies generally focused on the identification of removal mechanisms. The emphasis of this research was to quantify total TCE removal from phytoremediation demonstration plots at Travis and Fairchild AFBs. Tree cores, collected using an increment borer and analyzed using headspace GC/MS, were used to determine the relative TCE concentrations within the plume beneath the trees and to estimate the mass of TCE in each tree. To estimate the volatilization of TCE from leaves, a small section of tree branch was placed inside a flow-through glass chamber. Continuous air flow through the chamber maintained normal transpiration and temperature. Air exiting the chamber was sampled for TCE using Tenax® tubes. Humidity probes placed at the chamber entry and exit were used to estimate transpiration. Volatilization of TCE from tree trunk and soil surfaces was measured by enclosing a section of trunk or ground surface within a small stainless steel chamber. Fans in the chamber mixed the air that was recirculated through Tenax® tubes to continuously remove TCE. After a measured time interval, the Tenax® tubes were analyzed for TCE by thermal desorption GC/MS. By using a Thiessen polygon method, the removal of TCE was estimated to be 839 g/yr at Travis and 18 g/yr at Fairchild with the majority from leaf and soil volatilization. Soil surface volatilization of TCE was greater inside the planted areas than outside the planted areas, indicating that the trees enhance this removal by this mechanism. Based on these estimates phytoremediation removed 5 and 50% of the mass of TCE in the groundwater at Fairchild and Travis Air Force sites, respectively.

The objective of this Joint Applied Project was to analyze the feasibility for production of renewable energy on DoD installations and focus on renewable energy initiatives undertaken at Nellis AFB, NV. This project examines the necessary criteria and preconditions for consideration of renewable energy production on DoD installations and how the Government establishes contracting devices with local power generating companies. This project analyzes the Nellis AFB initiative as a model because of its commitment in meeting DoD renewable energy goals while saving taxpayer dollars and demonstrating the feasibility of producing energy without fossil fuels. Strengths and weaknesses of the renewable energy requirements generation and contracting processes used by Nellis AFB are captured and analyzed. Additionally, this project provides a recommendation of whether or not the analyzed processes used for the Nellis AFB initiative can be utilized, in part or in whole, at other Air Force bases.

Serving in the military today is a very specialized and intense experience, with the use of technology requiring dedicated training and education. The military provides much of this specialized training, but also recognizes the value of higher education for its personnel. Our military personnel are supporting our country daily and their increased time away from their home station diminishes time for their personal pursuits which, for many of them, is off-duty education. This exploratory study sought to understand the perceived barriers and goals influencing participation in postsecondary education by active duty Air Force personnel, in particular those that have served in austere, remote locations. This study used a modified version of Finks’ survey design to develop a questionnaire. The survey was administered to airmen, non-commissioned officers, and officers who were stationed at McConnell Air Force Base. Data examining motivational factors and barriers to participation in postsecondary education were analyzed using descriptive and nonparametric statistical tests. Comparative analyses were conducted based on data from the demographic portion of the survey. Goals for postsecondary participation included preparing for when they leave the military, securing professional advancement, giving them higher status in their jobs, and increasing competence in their jobs. Time was identified as a barrier, including not having time to study, taking time away from family or giving up leisure time. Some respondents indicated that the available courses did not seem interesting or that they did not enjoy studying. Other commonly reported barriers included not being able to attend class regularly or because the course was offered at an inconvenient time or location. A number of respondents also indicated that courses not being offered at remote locations was a barrier to their participation in postsecondary education. Although this was an exploratory study, the results can inform future empirical research as well as contribute to the literature focusing on personnel management. The findings from this study can be used as a first step that will allow the Air Force, postsecondary institutions and other stakeholders to enhance educational opportunities for this group and inform organizational effectiveness.

The energetic compounds TNT (2,4,6-trinitrotoluene), RDX (hexahydro-1,3,5-trinitro-1,3,5-triazine), and HMX (octahydro-1,3,5,7-tetranitro-1,3,5,7-tetrazocine) contaminate military testing ranges worldwide yet are known to be degraded by plants and microbes in the laboratory. However, these contaminants remain persistent in the environment and represent a health threat to both humans and ecosystems. The use of traditional soil remediation technologies, such as landfilling or incineration, require large excavation costs and disrupt the ecology of the site. Phytoremediation, the use of green plants for the in situ treatment of contaminants, may be the most appropriate means of treating energetic residues present at military testing ranges. Eglin Air Force Base (EAFB), located near Niceville, FL, is one of the largest military installations in the world and holds many plant and animal species which are threatened or endangered. The use of explosives during training exercises on firing ranges at EAFB has resulted in contamination of energetics on range soils. In an effort to increase range sustainability with respect to explosives contamination, EAFB has been established as the site where phytoremediation processes will be explored for this research.

Routing information is a delicate balance between theoretical ideas, such as optimization of flow, shortest path routing, and the reality of threats to the security of the network. The way information is routed can be massaged to give the best solution-that being one that aptly satisfies both of these constraints. But, are the routers on a nominal Air Force base set up with all of these things in mind? The basis for this study will be graph theory, which will supply the tools necessary to analyze the underlying mathematical construct of the router configuration. A nominal Air Force base will be constructed with all of the functions and organizations that one would find on a nominal Air Force base organized in a nominal physical fashion. The optimal router setup for such a base will then be developed. From there, this design's feasibility will be analyzed from cost, security, and implementation standpoints. The scope of this research will be the routing of all traffic internal to the base-i.e., traffic originating or terminating off base will not be examined.

The United States Air Force Critical Care Air Transport (CCAT) mission is an American military tradition that has saved thousands of lives by providing airborne medical care to the critically ill and wounded. This life-saving mission is executed by CCAT teams, which usually consist of a critical care physician, critical care nurse, and respiratory therapist. A Front-end Analysis has found several problems within the CCAT system, justifying a need for further examination. Members from the 711th Human Performance Wing Human System Integration Directorate, Survivability Vulnerability Information Analysis Center, and the Naval Postgraduate School, formed an analysis team to conduct a Capabilities Based Assessment (CBA) on the CCAT system using a Human Systems Integration (HSI) perspective. The CBA identifies current and future capability gaps in the CCAT system, and provides prioritized HSI domain and Doctrine, Organization, Training, Materiel, Leadership Policy and Education, Personnel, Facilities, and Policy (DOTmLPF-P) recommendations that will close those gaps. This thesis documents how the analysis team applied HSI principles throughout the CBA process. It demonstrates the importance of the human perspective and examines how specific HSI Tools, Techniques, Approaches, and Methods (TTAMs) can be used in the early stages of the Department of Defense acquisition process.

This paper describes the use of scattering functions to characterize time-varying multipath radio channels. Channel Impulse responses were measured at Edwards Air Force Base (EAFB) and a process is outlined for generating scattering functions from the impulse response data. From the scattering function we compute the corresponding Doppler power spectrum and multipath intensity profile. These functions completely characterize the signal delay and the time varying nature of the channel in question and are used by systems engineers to design reliable communications links. We observe from our results that flight paths that had ample reflectors exhibited significant multipath events.

Closing England Air Force Base (AFB) emerged as a possibility following the first Base Realignment and Closure (BRAC) round in 1988. The central Louisiana community responded with a dual strategy: defense, implemented by a highly visible group of mostly elected officials who fought to save the base; and offense, implemented by a small group of professionals working in the background to develop a contingency plan. Together, they managed both sides of the change equation, political and technical, and produced a military to civilian conversion. This thesis focuses on policy issues of base closure and ingredients for success and failure among communities affected by such disruption. The main research question is: Was the military to civilian conversion of England AFB successful; and if so, how and why? In answering this question, hopefully, the work also illuminates how success is defined and identifies some of the strategies adopted to produce a successful conversion.

Volatile chlorinated solvents such as trichloroethylene (TCE), 1,2 dichloroethane (1,2 DCA), and perchloroethylene (PCE) have been identified in the indoor air of residences located near Hill Air Force Base (AFB), Utah. These vapors can originate from either volatilization of contaminates from shallow contaminated groundwater and transport into residences or from sources within the residence. The focus of the thesis was the development of a testing strategy for determining sources of TCE, 1,2 DCA, and PCE in the indoor air of residences near Hill AFB. Eight residences were selected for this study by Hill AFB based on prior detections of TCE, 1,2 DCA, and PCE in indoor air. Residents were asked to turn off the heating, ventilation, and air conditioning (HVAC) system and keep windows and doors closed for at least 3 hours prior to the sampling visit to reduce mixing of residence air. Indoor air samples were collected on Tenax© sorbent tubes from various locations within the residences to determine the location of the potential source(s). Sampling tubes were analyzed by thermal desorption gas chromatography/mass spectrometry (GC/MS). Results from a tracer experiment using sulfur hexafluoride gas confirmed the effectiveness of sampling approach. In cases where elevated levels of chlorinated solvents were found, the suspected source materials(s) were removed and the room air was re-sampled. If removal of the materials reduced or eliminated indoor air contamination, an emission chamber was used to determine contaminant emission from the materials. Sources were identified in three of the sampled residences. Sampling in two of the residences was discontinued due to scheduling problems. Sources were not located in the remaining residences. The emission of contaminants from items identified as sources in two of the residences was measured using an emission chamber developed for this project. An ornament from residence U8-8452 emitted 36.4 ng/min/cm2 of 1,2 DCA. The emission of 1,2 DCA from a wedding dress located at residence U8-8211 was below the method detection limit of 1.99 pg/min/cm2 but the emission of PCE was 18.9 ng/min/cm2 and decreased by a factor of 7 during repeated measurements.

This project develops a quantitative method to evaluate the seismic risk for portable GSE at Vandenberg Air Force Base. Using the latest probability data available from the USGS, risk thresholds are defined for portable GSE having the potential to cause a catastrophic event. Additionally, an example tool for design engineers was developed from the seismic codes showing the tipping hazard case can be simplified into strict geometrical terms. The misinterpretation and confusion regarding the Range Safety 24 Hour Rule exemption can be avoided by assessing seismic risk for portable GSE. By using the methods herein to quantify and understand seismic risk, more informed risk decisions can be made by engineering and management. The seismic codes and requirements used and referenced throughout include but are not limited to IBC, ASCE 7, EWR 127-1, and AFSPCMAN 91-710.

This study examines whether current and future strategy, doctrine, and programmed systems are suitable to perform fire support and specifically, close air support (CAS)and close air support/troops-in-contact (CAS/TIC) missions for joint expeditionary warfare. Naval forces will provide the "enabling" power for this new come-as-you-are environment. To offset reductions in organic fire support, more frequent and sustained application of CAS and CAS/TIC will be required by joint expeditionary forces. To comparatively analyze selected CAS platforms, the study uses four air-to-ground measures of merit (MOM); (1) target detection/recognition; (2) lethality; (3) survivability; and (4) combat persistence. The results paint and bleak picture of current capability. Therefore, a Carrier-Based Gunship (CBG) concept is presented to fill this void. The concept is more important than the selection of one particular platform. For illustrative purposes, three CBG candidates were evaluated using AC-130 gunship systems and employment as a guide coupled with the four MOM as the baseline. The CBG would be situated on a forward-deployed carrier, close enough to the objective area to provide sustained CAS/TIC support for joint expeditionary forces.

The Air Force SEEK EAGLE Office (AFSEO) was chartered by the Secretary of the Air Force in December 1987. The mission of the AFSEO is to provide the United States Air Force increased combat capability through central management of the aircraft-stores certification process and provide in-house engineering and operations research capabilities. Additionally, the AFSEO is required to ensure the future viability of the aircraft-stores organic in-house capability with the insertion of evolving technologies. To accomplish this mission, the AFSEO employs all phases of the test process; from Digital Model and Simulation (DMS) to Open Air Range (OAR) flight tests. The AFSEO desires to prepare for the future DoD environment, and minimize the cost of developing its products that require advanced sensors and telemetry capability. For a number of years, a mainstay in the process has been instrumented aircraft. These aircraft were specially instrumented to support the mission of AFSEO. Similarly, stores were instrumented to obtain environmental data such as loads and vibration. With the rising cost of instrumentation and the national DoD trend to reduce the cost of development and maintenance of instrumentation, a new method will need to be found. Several advanced concepts in ground and airborne instrumentation at Eglin AFB are needed to support the mission of the AFSEO. These include a new generation of telemetry devices, sensors, and data acquisition components to provide rapid and cost effective instrumentation of test aircraft, stores, and suspension equipment. The new generation telemetry will provide integrated circuitry with “peel and stick” subminiature telemetry sensors. These telemetry sensors will provide flutter and structural loads data for aircraft-stores combinations. In conjunction with the telemetry sensors, advanced aircraft platform instrumentation will be needed to match precision flight mechanics to the spatial telemetry measurements for stress, strain, and dynamic activity of stores.

One of the overarching goals for military aircraft sustainment is to keep a high proportion of aircraft available despite the need for maintenance. Traditional solutions to this problem require conservative resource estimates, but this is costly. In recent years an overall paradigm shift towards affordability has created pressure to find other options for achieving high values of fleet level metrics. Past efforts at increasing affordability have had mixed success, and as a result such strategies need to be tested early on in the lifetime of a product, ideally before the product is ever fielded. In order to provide the ability to evaluate the effects of sustainment decisions such as different maintenance paradigms and cost goals, this thesis develops a sustainment modeling environment, known as Sustain-ME, to facilitate open analysis based on the best information available. The goal of creating Sustain-ME is to allow decision makers to define a sustainment scenario and compare different decisions of interest on a common basis. Sustain-ME is a discrete event simulation, which means it efficiently provides a reasonable prediction of operational behavior. This thesis describes the information used to construct Sutain-ME, including the assumptions made for many of the parameters of the modeled sustainment process. It next verifies the behavior of the different elements that make up the sustainment model including operations, maintenance, maintenance paradigms, and the supply chain. Finally a methodology for using SustainME is defined and a demonstration of the types of studies Sustain-ME was built to perform is shown. The demonstration compares three different maintenance paradigms: reactive maintenance, condition based maintenance, and a novel CBM paradigm known as CBM-MiMOSA.

In this thesis, a Thermal Model Tool (TMT) is developed for standard Avionic Transport Rack (ATR) chassis and thermal design of a standard ATR chassis is done using developed TMT. This ATR chassis is a Digital Moving Map (DMAP) of a helicopter and the tool is used to determine the cooling channel details of DMAP. TMT decreases design process steps and eliminates the complexity of the design. Experimental studies are conducted on one of the existing chassis produced in Aselsan Inc. for different operating conditions. There are two different operating conditions for the chassis as 25 º
C and 55 º
C, which are given, in military standard MIL-STD-810F. Critical temperature values are measured, which are used in analytical calculations, and results are represented. At the first step, outputs of the experimental studies are used in analytical calculation in order to develop TMT. Secondly, heat dissipation rate of two different chassis are v calculated easily by using the TMT, and without making effort for CFD analysis, the necessary number of plate fins of the chassis are assessed considering given geometrical constraints and heat loads. Finally, cooling channels are generated using the results of TMT. In the next step the chassis, which are designed using the results of TMT, are analyzed numerically by using Icepak Computational Fluid Dynamics (CFD) tool and results of TMT are verified. The cooling capacities of the decided plate fins, which are obtained by TMT, are checked whether or not the required heat dissipation rates are ensured. Consequently, TMT is tested under for two different operating conditions on two different chassis. Analytical and numerical studies for both conditions are compared and discussed in detail. Comparisons show that, developed TMT results are meaningful and close to numerical results, therefore TMT can be used in forthcoming ATR chassis designs.

Archaeological investigations at Edwards Air Force Base (AFB) have been ongoing for more than 40 years. Yet the findings from the vast majority of those efforts are available only as grey literature that is known only to a relative few. The primary purpose of this thesis was to investigate a late Holocene decline in obsidian frequency reported by researchers working in the Bissell Basin and Rosamond Dry Lake region of Edwards AFB near the turn of the 21st century. A secondary purpose of this thesis was to shine a light on an area of the western Mojave Desert that is not widely known despite more than four decades of research. In order to explore the reported decline in obsidian frequency, I created an obsidian database using data gleaned from nearly 50 cultural resources management reports and supplemented those data with sourcing and hydration information for 39 additional obsidian artifacts. Those data were organized into tables, charts, and histograms to look for patterns that would support or refute the claim that obsidian use decreased significantly after the Gypsum time period (4000 to 1500 Before Present [B.P.]). Two patterns emerged from my analysis. The first was one where the overall abundance of obsidian at Edwards AFB did not decrease during the late Holocene, thus contradicting the conclusions made in the previous research. The second was one where the obsidian abundance shifted among the various regions of the installation. Yet these shifts are nowhere near as significant as the previously reported decline. Therefore, while the total amount of obsidian that entered the archaeological record at Edwards remained relatively stable from 1500 to 100 B.P., the amount of obsidian decreased in certain regions and increased in others. Although not within the scope of my original intent, my research also identified two areas for future research. The first involves an apparent pattern where the number of archaeological sites from which obsidian was recovered gradually decreases during the middle-Holocene even as the overall quantity of obsidian remains essentially unchanged. The second relates to the lack of a well-established hydration rate formula for obsidian recovered from archaeological sites on Edwards AFB. Ultimately, I concluded that the previous findings that obsidian declined during the late Holocene were affected by sampling bias and faulty data organization. Most archaeologists understand that poorly implemented sampling can lead to poorly derived findings and conclusions. What may not be as well understood is that a perfectly appropriate sample where the data are not organized well can also lead to flawed results and conclusions. It is hoped that this thesis will inform archaeologists not only about how the manner in which they organize their data can affect their interpretation of past human behavior, but also about additional research opportunities at Edwards AFB.

As the military moves forward with unmanned aerial vehicles, Edwards AFB must adjust its operations in order to accommodate testing these UASs in all stages of development. With a focus on Small UAS, this thesis applied Nancy Leveson's Systems-Theoretic Process Analysis to the problem to develop system requirements and recommendations. Several portions of both the safety review process and flight operations were highlighted as a result of this analysis. Key features were identified and discussed. 74 potential unsafe control actions were found, along with numerous causal scenarios. 141 safety recommendations were made to mitigate potential causes of the UCAs. After comparing this analysis to the existing guidance in AFTCI 91-202 and EAFBI 13-100, nine action items were identified that will enhance the safety of the system as it currently exists.

A series of severe and prolonged droughts occurred throughout the Northern Hemisphere between approximately 1150 BP to 600 BP. This phenomenon is referred to as the Medieval Climatic Anomaly and has been shown to have differentially impacted various regions of the world. Previous studies have suggested causal links between the Medieval Climatic Anomaly and observed culture change. The goal of this study was to examine the Antelope Valley region of the Mojave Desert for evidence of impacts on human populations related to the Medieval Climatic Anomaly. To achieve this goal, a sample selection of archaeological sites was chosen from lands within Edwards Air Force Base. These sites represented occupations which occurred immediately before, during, and after the Medieval Climatic Anomaly. Site assemblages were analyzed and compared by cultural period, with cross-comparisons made of artefactual and ecofactual constituents. Site densities and areal extents were also examined and compared. These analyses showed the emergence of trends concurrent with the introduction of the Medieval Climatic Anomaly. The data supports the hypothesis that humans who populated the Antelope Valley region of the Mojave Desert during this period may have engaged in population aggregation, with a tethered nomadism subsistence strategy. The data also shows evidence that upon the amelioration of the environment after the Medieval Climatic Anomaly, site characteristics within the region saw a significant shift. While the evidence generated by this study does suggest a link between climatic change experienced during the Medieval Climatic Anomaly and change observed within the archaeology of the Antelope Valley, it does not suggest climate as a sole, or even primary, causal factor. Rather, the intent of this study was to identify one possible variable responsible for observed change that occurred in the region. With this in mind, the Medieval Climatic Anomaly was found to have been significant enough to have either directly or indirectly impacted the prehistoric occupants of the study region.

The purpose of this study is to explore whether and how the United States Air Force (USAF) can improve efficiency in sourcing knowledge-based services by instituting for-profit sector best practices in strategic sourcing. Knowledge-based services are a major part of the total services acquired by the Department of Defense (DoD); however, the DoD is currently unable to determine how much savings can be attained in this area. Despite evolving DoD policies, there is currently no cost-saving/avoidance framework or set of best practices for knowledge-based service contracts. In this study, we interviewed procurement professionals from the for-profit and not-for-profit sectors, analyzed USAF knowledge-based service contracts, and conducted a spend analysis on the USAF FY2010 spend data to identify for-profit best practices to aid the USAF in realizing cost savings when purchasing knowledge-based services. The findings of this research suggest that the USAF is currently not utilizing the for-profit best practices to their fullest potential. This study provides recommendations for the USAF and DoD to realize additional cost savings in the purchasing of knowledge-based services. Additionally, the research serves as a pilot for future study on identifying for-profit sector best practices in the sourcing of knowledge-based services.

I studied the ecology and distribution of the Florida bog frog (Rana okaloosae) and flatwoods salamander (Ambystoma cingulatum) on Eglin Air Force Base in northwest Florida. I report data on the breeding ecology, population dynamics, home ranges, microhabitat, and distribution of the endemic bog frog and make comparisons to its closest relative, the bronze frog (Rana clamitans clamitans). Bog and bronze frogs occur in the same habitats and are suspected to hybridize. I investigated the potential for auditory and visual mate recognition errors between R. okaloosae and R. clamitans. I also described the vocal repertoire of the bog frog and observed the response of resident males to the playback of unfamiliar conspecific and heterospecific (R. clamitans) calls. The advertisement calls of bog frogs vary among individuals, and individual voice recognition is possible. I exposed tadpoles of bog frogs, bronze frogs, and leopard frogs (R. sphenocephala) to chemical cues from 2 predators, the banded water snake (Colubridae: Nerodia fasciata) and the red fin pickerel (Esocidae: Esox americanus) to evaluate whether swimming behavior or habitat selection differed among tadpole species. The time spent swimming differed among tadpole species and predator treatments, differences which potentially could affect growth rates, survivorship rates, and distribution patterns. Lastly, I discuss the relationship between fire and the federallyâ threatened flatwoods salamander (Ambystoma cingulatum). I compared 13 breeding wetlands with different fire histories in addition to burned and unburned halves of a partiallyâ burned wetland. In general, areas that burned more recently had more open canopies, higher dissolved oxygen concentrations, higher water temperatures, more understory vegetation, and were shallower than unburned areas. Rangewide surveys indicate that prescribed fires typically are applied in winter and early spring in areas inhabited by flatwoods salamanders. Based on what is known about the natural history of the species, the historical burning regime of the longleaf ecosystem, and the effects of fires on ephemeral wetlands, I suggest that land mangers diversify their fireâ management strategy to increase the likelihood of burning the breeding wetlands of flatwoods salamanders.

Phytoremediation is the direct use of living plants for in situ (in place) remediation of contaminated soil, sludges, sediments, and groundwater through contaminant removal, degradation, or containment. Due to its ability to continuously treat large areas at low cost with low impact to the site, phytoremediation was implemented through a field study at EAFB in order to increase range sustainability.

The Republic of China, as a Foreign Military Sales country, has relied heavily on the United States (US) for military arms and supplies. Most of those arms need ongoing operational support and training from the US military. Due to this continued need for training in the US, the Republic of China Air Force Academy (ROCAF A), a military institution educating future Air Force officers, has been emphasizing English learning for its cadets. However, since the traditional instructor-centered method tends to encourage cadets to wait passively as receivers of knowledge, results have not been satisfactory based on their American Language Course Placement Test (ALCPT) scores, a standardized proficiency test used for measuring English ability. Literature indicates that blended learning is more effective than the traditional classroom type of instruction or purely online learning. In addition, due to the advances and popularity of Web-based and multimedia technologies, Computer Assisted Language Learning (CALL) facilitates English learning in many ways and has become an important English learning tool. The study designed a blended approach incorporating the Web-based activities into traditional classroom instruction to facilitate cadets' English learning and improve their ALCPT test scores. A commercial online CALL English learning system was licensed specifically for the current ROCAF A English class; the new learning approach was developed, implemented, and evaluated. The goal of the study was to use the proposed blended learning approach to improve the cadets' English language listening and reading comprehension thereby increasing the number of cadets qualified for training in the US. The treatment was conducted with six classes of senior cadets in two groups over an eight-week period for three hours per week. The changes in ALCPT test achievement resulting from the treatment were found to have no statistically significant difference, but the experimental group actually showed greater improvement on the listening section, had more cadets (17) score higher than 70 than the control group (8), and had the only three cadets who scored higher than 80. In addition, the overall percentage of cadets in the two groups who scored higher than 70 (31.6%) was greater than the senior cadets of the last year, 2005 (16.8%). The cadets and the instructor in the experimental group, in general, had positive attitudes toward the use of the blended approach for learning and teaching.

In light of recent drastic changes in national security concerns, new systems are being considered for future military implementation. One of the major systems under consideration by the Advanced Research Projects Agency is the Mobile Offshore Base (MOB). The MOB entails essentially two to six self- propelled, floating platforms that are connected and used for military presence and/or war-fighting purposes. This thesis examines the question of whether the MOB should legally be considered a warship, a merchant vessel, or structure/ installation. This question is Important for the answer implies where on the ocean and under what circumstances the placement of the system complies with international law. After a brief review of the national policy with respect to presence and the problem of reduced access to overseas bases, the thesis examines the legal implications of the MOB. The legal analysis starts with the United Nations Law of the Sea Convention (UNCLOS) that entered into force December 16, 1994. Gaps in UNCLOS definitions and policy are explained by general concepts of international law and, where needed, municipal law. The thesis concludes the MOB should be considered a ship and should be given warship status by the United States Govemment

In common with the commercial airlines, Air Force has budgeted billions of dollars annually for the risk-preventing systems of the flight-safety and maintaining the manpower. The new generation aircrafts, such as IDF、F-16、Mirage 2000 and E2T, have replaced the obsolete aircrafts as the major air defense force in recent years. However, because of the difficulty in connecting among the basic level cadre, and generally lack of labors in every work unit which have been ascribed to the 2-stage-Down-Sizing project, even the current flight-safety control system has not been proven to meet the requirement of the new operation condition. The purpose of this study is trying to use the annual Air Force logistic assess program to find out the vulnerability by the analysis from different specialty viewpoints and expecting to survey and submit the performance of the flight safety improvement in different unit and implement and the advice for future development. This study applied the Fuzzy Analytic Hierarchy Process (FAHP) and Multi Criteria Decision-Making (MCDM). In order to solve the question that the traditional AHP theory is lacking in consistency and the human uncertainly deliberating, the fuzzy theory was applied to this research. In this research, the “target composing” has composed of approximately thirty Air Force annual inspectors. In addition, the data for the “assess principal” and the weighted averages method is obtaining from professors and specialists who engaged in the related careers. The safety indices for different Air force units were obtained from the simple additive weight method. The result of this research can be the consultation for the improvement and the evaluation of the future flight-safety in every Air Force unit.

In recent years, Airforce has been actively complying with the policy of the Ministry of National Defense and recruiting many young talents from the society. The questions evoke whether the recruited soldiers can meet the requirements of troops and whether they would continue to stay in the military after legally required service period. This thesis aimed to explore the relationship between voluntary soldiers and job characteristics, job satisfaction and turnover reasons. The research began with literature review, followed by a questionnaire survey of airforce bases. In summary. There were 767 valid responses and a returning rate of 86.86%. The findings indicated that the subjects have diversity of skills will have more involvement, and actively impact the work performance. Meanwhile, the voluntary soldiers were not able to performependent variables independently even though the military has provided the training of specials skills. For job satisfaction, The author found that the Work loading for each soliders has increased after downsizing in military units. They were also becoming discontent because the responsibilities were heavier (due to an increasing diversity of high-tech weapons) With fewer promotion opportunities. This discontentment and problem with promotion channel were major concern for leaving the military. This research further explored the correlation between the aforementioned dependent variables and demographic variables, such as gender, age, marital status, education level, annual salary, place of birth, the source of recruitment and special skills. Results showed that annual salary and special skills were correlated to the Dependent variables, whereas marital status and education level showed no correlation. The recommendations for policies, management, practical issue and future research were proposed based on the research results.

National military units have close relationship with one another, and are related to national security. Therefore, when national military units enforce a policy or take an action, it will be a domino effect. Currently, in coordination with promotion of “enlisting system,” the proportion of the enlisting number is adjusted. Whether the voluntary military personnel will hold different corresponding attitudes under the condensation and reformation of the national military? In addition, whether the attitudes held by the voluntary military personnel will influence their working pressure under the situation of continuous reformations? With high quality personnel, weapons of national military, operation of the equipment, and the effective conduction of missions will meet the highest organizational efficacy achieve. However, it is the first time for the national defense units to enforce staff downsizing, which the plan has not completed in many aspects, and thus results in the low retention rate in transition period. Adopting working pressure as the concept framework, this research attempted to understand the voluntary military personnel’s working pressure before and after organizational changes and whether it will influence their willingness to retain the post. This study totally sends 1742 copes of questionnaires. After deducting 91 copes of invalid questionnaires, this study gather 1651 copes of valid questionnaires finally and the effective response rate is 94.78%. The research results are listed as follows: 1. Different genders have significantly difference in retaining intention. 2. Different ages, ranks, and service experiences have significantly difference in retaining intention. 3. Different marital statuses have significantly difference in organization reform and retaining intention. 4. Different educational backgrounds have significantly difference in working pressure. 5. Different working classifications have significantly difference in organizational change. 6. Different enlisting resources have significantly difference in organizational change and working pressure. 7. Organizational change, working pressure, and retaining intention have positive correlation. 8. Organization reform has negative influence on working pressure, and working pressure has negative influence on retaining intention as well. 9. Organizational change has positive influence on retaining intention.

To fit the trend of shorter length of compulsory soldiers, the military start to recruit the voluntary soldiers on 2003. The compulsory soldiers will be going to finish their military service after the get familiar with their job. In order to fit the development of the social need, the military try hard to recruit the voluntary soldiers, and contribute to the mix up system of recruiting and voluntary. The military have recruited the voluntary soldiers for 5 years. The performance is good and the ratio of each air base is increasing. Therefore, the working attitude of voluntary soldiers will affect the performance of each air base. This research takes the voluntary soldiers in each air base for example to know how the working attitude affects the performance in their work. Furthermore, this research measure the variables “working attitude” and “working performance” to find out the relationship between them. Therefore, it can give some advice to each air base how to assign the job the voluntary soldier and do some adjustment on the policy of the voluntary recruiting system. This research release 890 questionnaires and 666 of them are available. The ratio is 80.73%. This research use Descriptive Statistics, Inferred Statistics Analysis, t-test Analysis, One-Way ANOVA, Product-Moment Correlation Analysis and Regreesion Analysis to find out the evidence, which are describe later. 1.There is significant difference on attitude and performance by the gender of voluntary soldiers. The attitude of female is better then male. 2.There is significant difference on attitude and performance by the age of voluntary soldiers. The attitude and performance is strongest between the age of 24 and 26. 3.There is significant difference on attitude and performance by the education of voluntary soldiers. The college is much better then high school. 4.There is significant difference only on the profession by the seniority of voluntary soldiers. It has highest profession between half to one year. 5.There is significant difference on self-conception of the driving soldiers and higher then the aircraft maintaining soldiers. 6.There is positive relationship between “working attitude” and “working performance”. It shows that the attitude positively affect the performance.

Due to air defense as the first defensive line, its combat training needs to be refined more continuously. So far, Air force second-generation fighters have created for more than ten years and maintaining the proper rate of the fighters is the objective of all repairing personnel. Under the guidance of the national defense policy, the armed forces are transforming into a small but powerful dependable combat power. Due to staff reduction and the increased workload, the working pressure increases gradually, resulting in the family time decrease of repairing personnel; for units, working pressure increases of personnel would affect the work performance of the unit. This study aims to understand the correlation among personality, working pressure, work-family conflict and job performance of repairing personnel. In this study, the questionnaire survey method was adopted and 400 questionnaires were distributed to Hsinchu and Chiayi Air force operational bases, among which 340 valid questionnaires were obtained, with the effective response rate in 85%.     The results are as follows: 1.There are significantly differences in the personal characteristics (gender, age, marriage, years of service, education and class) of repairing personnel on personality, working pressure, work-family conflict and job performance. 2.Personalities have a negative impact on working pressure and work-family conflict; personalities affect work-family conflict by working pressure. 3.Personalities have a positive impact on job performance and working pressure has a negative impact on job performance; personalities affect job performance by working pressure. 4.Working pressure has a positive impact on work-family conflict and work-family conflict has a negative impact on job performance; working pressure affects job performance by work-family conflict.
