The objective of this research was to understand comprehensively of the evaluation of implementation policy ofMinimum Essential Force (MEF) in pertain of human resources focus on officers in the Indonesian Airforce, I was aqualitative recearch with an evaluative method of CIPP model, conducted in Ofiice of Ministry of Defence, IndonesianArmed forces Head quaters, and Indonesian Airforce head quaters, Jakarta.The data were collected through participant observation using interview, observation, document study, andrecording as well as focus group discussion. The data analysis and intrepretation indicates that (1) Indonesiandefence policy to build of minimum essential force by small and more effective with limited of budget; (2) ScopeDefence policy at minimum essential force: (a) Organization (b) Defence Budget (c) Human resources, Three of themare able to protect of the sourvergnity and territorial integrity in the border or in the flash point area; (3) MEF PolicyIn the Indonesian Air Force should be implemented particularly officers as backbond to catch up effectivity, efficiency,equity, and responsiveness of implementation management system in the The Indonesian Air Force organization wasfound to more effective.The findings of this evaluation by CIPP methode scored 3,24 as good result, and give some recommendation topractice continuous improvement to redesign of defence policy by involving of society and in practica to the AirForce organization to reconstruct human resources planning especially for officers.

As part of a UK Ministry of Defence-sponsored study, 30 Commanding Officers of British sea, land and air units involved in Operation CORPORATE participated between seven and nine years later in a research study investigating their individual variations in personality and the perceived effects of their experience of Command in War. Ten single-seat, fast jet pilots from a slightly younger age group were also investigated.

The light observation-protective container (LOOK) is intended for security and protection of soldiers/officers performing observation missions, defence and control tasks at checkpoints, military bases or other important strategic locations. It increases the level of protection of staff performing observation and defence tasks thanks to the container's armouring, technical means of observation in both visible and infra-red light spectrums, as well as offering the possibility of armouring the container with weapons. LOOK equipped with integrated weapons reduces personnel losses and effectively combats threats in surveilled zones. LOOK is equipped with an operator (guard commander) post enabling observation and control, a gunner-sentry post with a control and observation desk, communication system, armoured windows with firing positions on three sides and a hatch in the roof for an additional external manual shooting position. In addition, the LOOK container system is equipped with a ventilation and heating subsystem with air conditioning and can be retrofitted with an emergency power supply subsystem. High mobility and transportability by land and sea are characteristics of LOOK.

The Royal Malaysian Air Force (RMAF) has faced difficulties in achieving and sustaining at least 70% of its aircraft availability (Av) in order to support its operational requirements. The head start for this research is to discuss with a focus group (FG) which comprise of eight officers and one moderator and supported by observation on the field. The FG highlighted that the low Av was due to the ineffectiveness and inefficiency of the through life cycle support (TLCS) as a result of weaknesses in the acquisition conceptual framework (ACF). Three research questions were put forward; Q1: Why has the RMAF not achieved its aircraft Av as its desired objectives? Q2: How do the RMAF’s present acquisition practices given a significant impact to Av? And Q3: What is the recommended ACF to be used to ensure higher aircraft Av? The mix mode method (quantitative and qualitative) data collection was used. The literature review focused on critical success factors (CSFs) in terms of acquisition, terms and definition, and present practices in the Royal Malaysian Army (RMA), the Royal Malaysian Navy (RMN), the Malaysian public sector, the Department of Defence of the United States of America (DoD USA), the Ministry of Defence of United Kingdom (MoD UK) and the Australian Defence Force (ADF). Based on the CSFs from the literature review, a preliminary ACF I was developed. The RMAF case study had focused on Type A, Type B, Type C and Type D aircraft. Data on aircraft status for FY 2011 to 2015 was gathered from the Air Support Command Headquarters (ASHQ). The survey was achieved through 16 self-administered structured questionnaires which are close-ended involving 120 out of 150 respondents from the Worker Group (WG). The interviewer collected qualitative data using 21 semi-structured questionnaires with open-ended answers on 20 respondents from the Management Group (MG). The survey and interview results were presented in a matrix table and categorized in accordance with themes and their relationships. Based on the results of the case study, the preliminary ACF I was modified to ACF II. Then, ACF II was validated by four experts who comprise of two senior officers and two senior managers from the aviation industry. After validation, the ACF II was modified to ACF III (final) and was proposed for implementation. Three project objectives were put forward. Objective 1: To identify the cause of low Av.

This study addresses security issues in Nigeria through Arabic Language Education. Arabic Language is one out of the international languages, it is a member of the Semitic family of language and perhaps the only one among them that has gallantly stood the test of the time. It gains wide range of currency and leaves an indelible mark on the course of world history, culture and civilization. The language has played a significant role in security challenges. It has the ability to solve problems between groups of people by ensuring atmosphere for understanding and peaceful co-existence. The study was a descriptive survey type. The population consisted of all Nigerian military and paramilitary officers using stratified random sampling technique, 50 officers were selected from each of the Nigerian Army, Air force, Police, and Civil Defence corps in the North-east totaling 200. A questionnaire titled “Arabic Language Education and National Security Questionnaire” was designed for the data collection. Test re-test method was employed for the reliability with 0.76 coefficient. One research question and one hypothesis guided the study. Percentage was used to answer the research question and ANOVA was used to test the hypothesis at 0.05significance level. The findings reveal that there was a significant difference in the understanding of Arabic Language among Nigerian security officers. Significant difference was found in addressing insecurity through Arabic than in other languages. It was recommended among others that, the government should recognize Arabic Language as a medium of communication/instruction and of the equal rank with English language in Nigeria. Purpose The purpose of this paper – PART II – is to present the lived experiences of Sensuous Organisational Learning drawn from the educational practices and learning culture of the Norwegian Defence University College, Royal Norwegian Air Force Academy’s (RNoAFA) approach to growing (Military) leaders. Design/methodology/approach The paper reflects the co-creation of actionable knowledge between military officers, academics at the RNoAFA and international scholars engaged as research collaborators. The objective is to present the benefits of “practising knowing through dialogical exchange” (MacIntosh et al., 2012) as an approach to co-creating knowledge for responsible action. In this case, the authors present the conceptualisation and illustration of the idea of the New Learning Organisation they advance. Findings The Sensuous Organisational Learning – 8As framework explains how Attentiveness, Alertness, Awareness, Appreciation, Anticipation, Alignment, Activation and Agility form an integral part of the educational strategy that enables the RNoAFA to respond to the wider Educational Reforms and Modernisation programme of Norwegian Defence. The RNoAFA is presented as an illustration of how the New Learning Organisation serves the common good if Institutional Reflexivity and High Agility Organising were key aspects of the Learning Leadership it fosters. Research limitations/implications Consistent with MacIntosh et al.’s (2012) dialogical exchanges the authors present the relational and intersubjective nature of meaningful dialogue between the co-authors that provides scope for integrative stories of practice. The resulting illustrative example of the New Learning Organisation, is an account of the learning experienced. Hence, this paper is presented neither as a traditional empirical paper nor as a self-disclosing or even auto-ethnographic account. Instead, it is one of a series of research outputs from innovative research collaboration between the authors all committed to “practising knowing”. Practical implications The New Learning Organisation promoted here focuses on responsible action to serve the common good. Investing in Institutional Reflexivity becomes critical in continuing to broaden the ways of being and becoming. As individuals, communities and organisations, that comprise the institution (in this case Norwegian Defence) grow and elevate their practical judgements to serve the common good the capacity to engage in reflexive critique heightens organisational agility and leadership. Social implications Embedding care as the essence of learning not only enables accepting mistakes and owning up to these mistakes, but reinforcing the strength of character in doing so demonstrating what it means to be resilient, flexible and ready to respond to the VUCA. This is what permits High Agility Organising to foster learning on an ongoing basis driving the commitment to continually renew operational and professional practices. By focussing on how the common good can be better served, the New Learning Organisation cares to pursue the higher purpose that social actions must serve. Originality/value Advancing leadership as a personal, relational and organisational quality supported by an orientation towards practising goes beyond single, double and triple loop learning. In doing so, the Learning Leadership that drives the New Learning Organisation energises Attentiveness, Alertness, Awareness, Appreciation, Anticipation, Alignment, Activation and Agility. This paper marks a new chapter in Organisational Learning research and practice by demonstrating the value of sensuousness as a foundation for improving the practical judgements across professional practices.

The article discusses factors enhancing the development of international cooperation in military education limited to several chosen aspects of educating foreign military personnel in Polish military schools between 2013–2017. Such cooperation is conducted through making contact with foreign partners and participation in mutual events in the field of science, research and didactics, as well as the exchange of students and teaching staff. Additionally, the paper presents legal conditions for the education of foreigners — primarily the regulations of the Higher Education Act by which the Minister of National Defence is authorised to coordinate the cooperation of Polish and foreign schools and academies as a part of international agreements. Moreover, the priorities of the cooperation are also mentioned. Such priorities are treated as an effective tool in supporting the process of the creation of a friendly international environment and as a part of trying to achieve some kind of unification of education and training. One of the best examples of such a priority is an increase of exchanges of military students that were made possible by the establishment of a system of exchange of students from military higher education institutions (officer cadets) and this programme is called the European Initiative for the Exchange of Young Officers (Military ERASMUS). A significant role for the development of international cooperation is also played by 1st degree studies (bachelor degree), run in the English language, conducted by three Polish military academies — Naval Academy, Military University of Land Forces and Air Force Academy. Finally, postgraduates studies, English language courses on different levels, according to STANAG 6001, and the Polish language course for foreigners complete the educational offer for the foreign partners.

The development of human resource management has alarmed the enhancement of performance outcomes. Employee job performance is one main consequences of employee engagement. Employee engagement is all about employee’s head, heart and hand involvement of his/her job as well as his/her organization. Therefore employee engagement has become a buzz word in the management circles. Other than the employee job performance, engaged employee is loyal, creative, innovative and a good team players. They are the people who take extra effort in-order to achieve the organizational goals. In the military context these characteristics are crucial. Consequently engaged employee is vital to the military context as well. National security, diplomatic relations and Humanitarian Assistance and Disaster Relief (HADR) are the traditional roles of the Army, Navy and Air Force. Sri Lanka due to its island geography, Sri Lanka Navy has an especial responsibility for maritime defence. The Identified research gap is that, there is no empirical evidence about the level of employee engagement in the Sri Lanka Navy. Through a thorough quantitative study, the identified empirical and population gap was bridged. This is a descriptive study. Unit of analysis is individual i.e. officers in Sri Lanka Navy. The sample size is 108 Navy officers. Extent of the researcher interference with the study is minimal. Study setting is non-contrived. Type of investigation is correlation. Cross-sectional is the time horizon of the study. An instrument with 12 statements was used. Reliability of the instrument is also ensured. Actively/highly engaged, engaged, moderately engaged, dis-engaged and actively disengaged are the five levels of employee engagement. The results indicate that the level of employee engagement in the Sri Lanka Navy belongs to level ‘four’ on a five-point scale, which is ‘Engaged’.

This program of research was aimed at investigating a novel application of computer aided text analysis (CATA). To date, CATA has been used in a wide variety of disciplines, including Psychology, but never in the area of personnel selection. Traditional personnel selection techniques have met with limited success in the prediction of costly training failures for some occupational groups such as pilot and air traffic controller. Accordingly, the overall purpose of this thesis was to assess the validity of linguistic style to select personnel. Several studies were used to examine the structure of language in a personnel selection setting; the relationship between linguistic style and the individual differences dimensions of ability, personality and vocational interests; the validity of linguistic style as a personnel selection tool and the differences in linguistic style across occupational groups. The participants for the studies contained in this thesis consisted of a group of 810 Royal Australian Air Force Pilot, Air Traffic Control and Air Defence Officer trainees. The results partially supported two of the eight hypotheses; the other six hypotheses were supported. The structure of the linguistic style measure was found to be different in this study compared with the structure found in previous research. Linguistic style was found to be unrelated to ability or vocational interests, although some overlap was found between linguistic style and the measure of personality. In terms of personnel selection validity, linguistic style was found to relate to the outcome of training for the occupations of Pilot, Air Traffic Control and Air Defence Officer. Linguistic style also demonstrated incremental validity beyond traditional ability and selection interview measures. The findings are discussed in light of the Five Factor Theory of Personality, and motivational theory and a modified spreading activation network model of semantic memory and knowledge. A general conclusion is drawn that the analysis of linguistic style is a promising new tool in the area of personnel selection.

När en nyutbildad officer som slutar är inte bara en ekonomisk förlust för Försvarsmakten, utan även en organisatorisk förlust eftersom brister i bemanningen inte går att åtgärda direkt. Medelåldern i Försvarsmakten har stigit de senaste åren. Syftet med denna uppsats är bidra till förståelse för varför unga officerare lämnar Försvarsmakten. Vid Luftvärnsregementet Lv 6 i Halmstad är medelåldern 40,6 år. Under de senaste fyra åren har sju unga officerare lämnat anställningen på regementet. Frågeställningarna som har besvarats är: Vilka är anledningarna till att de sju officerarna slutat på Luftvärnsregementet? – Finns det gemensamma orsaker?  Delar andra officerare de erfarenheter som lett fram till avgångsbeslutet?  - Av dessa, hur många funderar på att sluta?

Resultaten har nåtts genom intervjuer med sju officerare och en enkät där 686 unga officerare deltagit. Intervjuerna och svaren från enkäten ger en bild av att många unga officerare upplever stor arbetsbelastning och att det inte finns resurser i form av pengar eller personal att lösa tilldelade uppgifter. Officerare tvingas planera om verksamhet av besparingsskäl. Trots detta har majoriteten av enkätdeltagarna angett att förbandet bedriver en god utbildning av de värnpliktiga.


The average age in the Swedish Armed Forces has during the last four years increased from 39,5 to 42,2. According to a study from the 1990’s many young officers resign from the military organization, this is verified by the Swedish Armed Forces Headquarter. Becoming a commissioned officer in the Swedish Armed Forces requires three years of studies at a military academy. Young officers resigning from the Armed Forces lead to financial as well as organizational losses. This study aims to develop an understanding of the main reasons why young officers choose to find a career outside the Armed Forces. To do this seven young officers that have resigned from the Air Defence Regiment have been interviewed. A survey has been sent out to 686 officers that are still serving with the purpose of investigating whether they share similar experiences and if they are considering resigning the Armed Forces.

The most significant results show that the young officers tend not to feel appreciated by their superiors. Furthermore, Swedish officers experience that they are carrying a heavy workload. Some of the problems young officers are facing in their work situation are due to financial cutbacks.

The present study is mainly for the air force and air defense forces troops to implement the questionnaire to understand which intrinsic and extrinsic factor was to the work pressure sources, the analysis of the officers, non-commissioned officers and soldiers for their work pressure whether there is a difference and the pressure in the reaction case, and to explore the working pressure adjustment with the left battalion of the willingness of the relationship, can provide air force to improve the air defense forces of the pressure source of reference and provide a recommendation to retain the Air Defence Force personnel, and create better quality of work, thus the present study was made. The study reviews the sampled questionnaire survey, with altogether effective questionnaire 460 copies of questionnaires and IBM SPSS 22.0 statistical software for various related data statistics analysis, and on the analysis of empirical results research conclusion and advice. According to the empirical results of this study, we found that: (1) gender, job seniority, training channels and marital status have no significant difference in work pressure. The working pressure of the missile units is greater than that of the anti-aircraft units. The work pressure of the noncommissioned officers and soldiers is greater than that of the officers. The age is over 26 years old. The work pressure is greater than 26 years old, the education level is higher than the high school (job) and university degree, and the pressure on the job and the leadership is higher than the leadership. In addition, the air defense unit is tested by the “family factor”. "Life development" and "workload" are the main sources of work stress. (2) The leave of the air defense unit is between normal and abnormal, and the personal work pressure is adjusted to play online games (including mobile games), and the pressure on the work of the troops is adjusted. When there is pressure or psychological distress, nearly 30% of the subjects did not turmn to the assistance of the unit counselors, and more than 60% of the subjects agreed and needed to relieve the work pressure of the group's activities. Among them, nearly 70% of the subjects felt the unit plan. Offering solutions to work stress measures and believe that Group activity of peace activities will relieve work pressure. (3) Air defense units in the unit "improve" those who can reduce the work pressure to reduce the frequency of superior supervision, accounting for 50% of the subjects, followed by improving the leadership of the cadres; the other units "provide" which can reduce the work pressure, about 6 The subject is expected to provide adequate sleep and rest time, which can reduce the pressure of work. (4) In terms of the willingness to stay in the future, about 60% of the subjects will not continue to stay in the future, including soldiers (led), ages 20 to 26, working years of 1 to 3 years, and specialist degrees. Nearly 70% of the respondents will not continue to stay at job in the future, and explore the reasons for their reluctance to stay in the camp. The "force management factors" and "non-freedom" are the highest. Conclusions: (1) The air defense agencies are mainly responsible for the “work factor”, “career development” and “workload”. (2) The adjustment of personal work pressure is the most crucial to playing online games (including mobile games). The pressure on the work of the troops is more than 60%. The testees agree and need to handle the work activities of the group. (3) The air defense agencies subjects hope that the unit "improves" to reduce the frequency of superior supervision, and also hopes that the unit "provides" sufficient sleep and rest time to reduce work pressure. (4) Nearly 60% of the air defense units will not continue to stay in the future. The main reasons are the "force management factors" and "sense of non-freedom".

The established targets of military are based on reducing quantity,compactingquality and enhancing ability, which combined with reconstructing government organization to regulate actively the constructions and functions of troops in every level. According to the policy of the Ministry of National Defense in 2005, Air Defense Artillery Command(Ex Air Defense Artillery Garrison Command) has transferred Ex Air Defense Artillery Garrison Command to Military Police Command, and combined Ex Air Defense Troops with Army Missile Troops into Air Force to accomplished constitutions arrangement. The research is based on the situation of Air Defense Artillery Command (Ex Air Defense Artillery Garrison Command) arranging constitution in 2005.Although the Air Defense Force on the ground has arrived the expected integrated destination,with the discrepancy of the personnel backgrounds, diversity of the weapon systems, expansion of the rule constitutions, complex of the constitution structures and the logistics officers in every level are in the tough circumstances. The purpose of this research is to investigate the relationships among logistics officers organizational commitment、job satisfaction and career planning of the logistics officers.The organizational commitment and job satisfaction are also researched on how to affect the career planning of logistics officers.The researcher depends on the issues to submit a hypothesis, and employed a random sampling from the logistics officers of Air Defense Artillery Command. The sampling includes Command、Brigade and Training Center. This study distributes 580 questionnaires in total and there are 572 returned. There are 564 valid samples and the validity rate is 97.24%. The result of the research: 1. There are some obvious relationships among the characteristics of some logistics officers. 2. There are some discrepancies of the identification s among the organizational commitment、job satisfaction and career planning. 3. There are some obvious relationships among the organizational commitment、job satisfaction and career planning. 4. The exception of the organizational commitment and job satisfaction in connection with career planning, there are 3 subjects (promotion and development 、motivation and working attitude)are the most expected items.

Armed Forces are being confronted defense transformation and comprehensive recruitment policy to promote. On a aspect of thinking and working,they must accept constant reform to conform to the trend.Then,on these dual reforms,many troops are facing organizational change,units abolished,station shift.Beside,they have to take the war preparedness pressure,tests,recruitment.With those heavy workload,Authority in the Armed Forces must think how to reduce the working pressure of grassroots sergeant cadres,enhance the unit coherence,then successfully complete the tasks and improve the intention to stay.The above is an important topic of this study. This study takes the Air Force air defense artillery troops as an example used to explore Armed Forces in culture of organization,offier’s leadership style to the relevance of working pressure.And then used questionnaires toward basic rank millitary officers to conduct a sample survey.A total of 240 questionnaires were issued,recycling of 226 copies.The number of valid questionnaires was 219.The recovery rate of successful sample was 94%.Analysis by T-test,single-factor variance,Pearson product correlation,regression and other statistical methods.The main study found below: 一、Personal basic data variables for the organizational culture,leadership style and working pressure are: (二)Education:commissioned officers are university degree,then non-commissioned officers almost graduate from vocational high school. Indicating that the pressure of commissioned officers is greater than the number of non-commissioned officers.They need to be paid more attention and get more assistance. (二)Marriage: the married, mainly for the family whose working attitude are more active and have higher stress-resistant need more attention. (三)Seniority:senior people have more experiences and they feel less work stress. 二、Organizational culture in the ‘Supportives type’ and ‘Bureaucratic type’ to work stress has significant differences. (一)Supportives type:working under the supportive type of the organizational culture is less work stress. (二)Bureaucratic type:working under the bureaucratic type of the organizational culture will cause staff members higher work stress. 三、Leadership style in the type of ‘Caring’ and ‘Normative’ to work stress has significant differences. (一)Caring type: the higher the feelings has, the lower the work stress is. (二)Normative type: there is a significant but not obvious due to the needs of the task which is reasonable and feasible.They can still be accepted by the unit cadres but work stress is not significantly reduced.

This chapter traces the RAF's emphasis since the mid-1970s on the conceptual component of air power, discussing among other themes the creation of the Director of Defence Studies and the Royal Air Force Centre for Air and Space Power Studies. Further it describes the aims and benefits of the integration of university faculty into upper level air force education courses and the equally productive placement of selected RAF officers in a range of academic programs in first ranked UK universities where the mix with civilian students provides additional benefits. These 'CAS fellowships' have produced, say the authors, 300 officers with unique perspectives which guarantee that RAF servicemen and women deliver quality intellectual input into questions of national security, ensuring that matters of air and space power are authoritatively articulated.

This chapter engages substantially with the theme of inter-service training through examining the early decades in the functioning and administration of the National Defence Academy (NDA), set up in Western India in 1949, and which later replaced the Indian Military Academy (IMA) as the primary entry point for men to acquire inter-service military education and training. This chapter highlights the post-independence decades of restructuring the Indian Army (mainly its division into three service specific arms: army, navy and air force), and will also shed light on the ways in which the government envisaged the development of this institution. Central to this analysis would be an examination of the formation of its ‘academic’ character, thereby amplifying the twin reformatory impulse of institutional Indianisation which was aimed at not just a speedier replacement of British officers, but also with a concomitant reappraisal of the educational requirements of those who were meant to replace the British.

This chapter traces the rocky implementation of Gideon v. Wainwright between 1963 and 1973, continuing the Massachusetts case study begun in chapter 2 and also addressing developments in Philadelphia and other localities. Although states could technically comply with Gideon in a variety of ways (e.g. appointing private counsel case-by-case),many lawyers and reform organizations interpreted Gideon as a broader mandate to establish and expand institutionalized public defender offices. The Ford Foundation and the National Legal Aid and Defender Association (NLADA) embarked upon the National Defender Project, an ambitious nationwide effort. As a result of such efforts, the 1960s witnessed change and growth in public defender offices around the country. In Massachusetts, for example, the organization initially founded as a voluntary defender was converted from a private charity into a statewide public defender agency, hired dozens of new lawyers, and was soon handling tens of thousands of cases each year. Yet, criticisms quickly emerged that public defenders had overwhelming caseloads and resorted too often to plea bargaining, rather than trial advocacy. Reformers diagnosed a new problem, the “indigent defense crisis” that persists today.

With snapshots of Massachusetts and Mississippi, among other examples, this chapter continues to trace how the implementation of Gideon v. Wainwright fell short of expectations in local communities. In particular, it examines some of the efforts funded by the National Defender Project, an initiative of the Ford Foundation and the National Legal Aid and Defender Association (NLADA). This initiative funded the establishment and expansion of public defender offices around the country. Yet many challenges remained. Criminal defendants themselves complained that public defenders did not sufficiently understand their circumstances—spurring new experiments like the “community defender,” a new model of public defender with stronger ties to the neighborhoods where many defendants lived. By the early 1970s, as indigent defense reformers continued to navigate these challenges, the government had declared “War on Crime” and criminal caseloads had begun to rise—early harbingers of the phenomenon later labelled mass incarceration. Over the course of the twentieth century, lawyers had coalesced in theory around the idea of the public defender as a means to guarantee equality in the criminal courts, but remained unsuccessful at fully implementing that idea around the country.

Samuel Huntington’s objective control model of civil-military relations has had profound effects on contemporary norms of military professionalism. Huntington anticipated that objective control, premised on a clearly defined division of responsibility between the military and civilians, would create an apolitical ethos among officers. The military’s apolitical character then would ensure its deference to civilian authority and reinforce its professional character. The approach would also enable the military to cultivate expertise in the “management of violence” and guarantee its effectiveness in armed conflict. Those norms, however, are more complex than is sometimes appreciated. They exhibit four paradoxes, producing the very behaviors and outcomes they aim to prevent: they can promote actions and mindsets within the officer corps that work to facilitate political behavior, subvert civilian control of military activity, compromise strategic effectiveness, and even undermine some aspects of military professionalism itself.

This chapter investigates the Combined Air Operations Center (CAOC), the analogue to the Fighter Command Ops Room in the modern U.S. Air Force. The air force formally designates the CAOC as a weapon system, even as it is basically just a large office space with hundreds of computer workstations, conference rooms, and display screens. The CAOC is an informational weapon system that coordinates all of the other weapon systems that actually conduct air defense, strategic attack, close air support, air mobility and logistics, and intelligence, surveillance, and reconnaissance (ISR). One might be tempted to describe the CAOC as “a center of calculation,” but modern digital technology tends to decenter information practice. Representations of all the relevant entities and events in a modern air campaign reside in digital data files rather than a central plotting table. The relevant information is fragmented across collection platforms, classified networks, and software systems that are managed by different services and agencies. Thus, in each of the four major U.S. air campaigns from 1991 to 2003, CAOC personnel struggled with information friction. They rarely used the mission planning systems that were produced by defense contractors as planned, and they improvised to address emerging warfighting requirements.

This chapter shows how the struggle for influence over thermonuclear weapons moved onto new territory, where many of those who had opposed the decision to develop the Super expressed their continuing dissent through the politics of national security policy. The same figures emerged as critics of the air force doctrine of strategic bombardment, and of Strategic Air Command, in which its application was vested. In pointing up the prospects for employing nuclear weapons more effectively in the land battle, the dissenters attracted some support from army officers, while their arguments were anathema to air force generals. As Oppenheimer and another member of his General Advisory Committee took control of a study of tactical weaponry, the air force began to move against what was seen as dangerous, possibly subversive, amateurism. The offense was compounded by the promotion of an approach to air defense that was seen as another direct challenge to Strategic Air Command (SAC) through a disavowal of the deterrent force of strategic bombardment. The first steps were thus taken on a path that would lead to Oppenheimer's “trial” before the Atomic Energy Commission's Personnel Security Board.

This chapter argues that the Hollywood novel became an increasingly politicized endeavor following the industry scandals of the early 1920s. While some insiders wrote novels as propaganda to defend the industry, others looked to the novel as the only way to circumvent the stranglehold that the Hays Office began enacting over film culture. Such a split can be seen most clearly in Rupert Hughes’s Souls for Sale and Harry Leon Wilson’s Merton of the Movies. Where Souls for Sale doubled down on its defense of Hollywood despite the scandal that continued to make headlines through its serialization, Merton of the Movies set the standard for critiquing the industry between the lines without causing the commotion that other damning publications would. In its aim to cast a critical eye on the industry, then, the first generation of the Hollywood novel conceived of the Hays Office as its official antithesis, the line that begged to be crossed.

Abstract A Roman man always felt pressure from two sides. On the one, pressure to advance himself. On the other, pressure to keep within limits, to restrain himself through deference not only to superiors, but to colleagues and to peers. Chapter 1 investigates the norm of deference, not merely to superiors, but to peers, colleagues, and groups of peers; a deference undergirded by social conventions of shame and care for one’s reputation that could act more strongly on an aristocrat even than military necessity or threat of force. When a Roman aristocrat looked as though he might risk Rome’s safety, the dignity of others, or integrity of the office-and-honor-distribution system itself, the first line of defense was appeal to deference, often in the form of a colleague. Pressure came all the more from gatherings of great men, or with the Senate or even the People as a whole to judge his conduct. Those who displayed self-restraint received praise—symbolic capital that might aid their future chances in the competition. Those who did not received shame. Deference, with its emotional underpinning of shame, was thus a force that helped the republican competition of ambitious men operate. The chapter also illustrates how the norm of deference could grow into place through contestation, thus showing that there was no “golden age” of natural “moral” behavior; rather, disputes and conflicts helped build restraint norms into commonly expected behavior.

Abstract Frank Anthony opposed Partition at the Sapru Committee, predicting fanaticism and war. The Indo-Pakistani War of 1947–8 erupted within months of independence. Although darker-skinned individuals were barred from Royal Air Force/RAF flight crews, many Anglo-Indians joined. Contrastingly, the nascent Indian Air Force/IAF offered flight training and entry at officer level. Therefore, pilots like Wing Commander Trevor Keelor, and his brother, future Air Marshal Denzil Keelor, were immediately ready for the First Kashmir War, being the first pair of brothers to receive the Vir Chakra, with Trevor having scored the first air kill (a Pakistani Sabre fighter) for independent India. Again in the Indo-Pakistani War of 1965 (the Second Kashmir War), Anglo-Indians engaged in the fiercest dogfights ever in the Indian subcontinent. While Chief Marshall La Fontaine and Admiral Pereira, rose to become heads of the Indian Air Force and Navy, Lieutenant Mervyn Leslie Middlecoat of the Pakistani Air Force/PAF, was twice awarded the Sitara-e-Jurat (Star of Courage), celebrated as the "Defender of Karachi" and with Middlecoat Shaheed Park, Islamabad. The Frank Anthony Public Schools provided increased employment opportunities while Anglo-Indian women added the emerging fields of travel and tourism, telecommunications, and retail to their existing roles as nurses and teachers.

Mechanical Engineers graduating from the Hellenic Air Force Academy (HAFA), are initially appointed in a military squadron, to support and manage the aircraft maintenance workload. Throughout their career, they will at some point, be appointed in a procurement or in a research department, where they will need to have an integral understanding of how a certain aircraft in conjunction with its propulsion system, can meet prescribed operational needs. The syllabus of the Mechanical Engineering degree offered at the HAFA, encompasses several modules related to Aircraft Design, Material Science and Propulsion Systems. The Aircraft Design Project (ADP) presented herein, aims to stimulate the cadets in applying a diverse field of knowledge on a single application, building thus soon enough the missing communication link between those who deal with the power plant and those who deal with the aircraft design. The assignment input is only confined in a short description of the operational profile of an Unmanned Air Vehicle (UAV) to be designed. A number of teams are formed which act competitively and develop a design proposal, each one for its own sake. As part of the project, they also have to print a 3D mock-up and do a testing in the wind tunnel operated within the HAFA. Finally, each team has the obligation to defend its design in front of an audience consisting of HAF military officers, HAFA academics and delegates from industries. The proposed exercise constitutes a novel conception of coursework type, extending over one year, engaging three Academic Sectors and aiming to achieve the following educational targets: a) Learn to work in a team within a competitive environment. Each cadet has to collaborate with his teammates and compete with the members of the other team(s). b) Combine and apply knowledge acquired from various scientific fields. c) Learn how to “sell” a product to a diverse audience being interested in engineering excellence (academia) cost effectiveness (industry) and degree of compliance with operational needs (military).

The University of California at San Diego (UCSD), under a Federal Railroad Administration (FRA) Office of Research and Development (R&D) grant, is developing a system for high-speed and non-contact rail integrity evaluation. A prototype using an ultrasonic air-coupled guided wave signal generation and air-coupled signal detection, in pair with a real-time statistical analysis algorithm, is being developed. This solution presents an improvement over the previously considered laser/air-coupled hybrid system because it replaces the costly and hard-to-maintain laser with a much cheaper, faster, and easier-to-maintain air-coupled transmitter. This system requires a specialized filtering approach due to the inherently poor signal-to-noise ratio of the air-coupled ultrasonic measurements in rail steel. Various aspects of the prototype have been designed with the aid of numerical analyses. In particular, simulations of ultrasonic guided wave propagation in rails have been performed using a Local Interaction Simulation Approach (LISA) algorithm. Many of the system operating parameters were selected based on Receiver Operating Characteristic (ROC) curves, which provide a quantitative manner to evaluate different detection performances based on the trade-off between detection rate and false positive rate. Experimental tests have been carried out at the UCSD Rail Defect Farm. The laboratory results indicate that the prototype is able to detect internal rail defects with a high reliability. A field test will be planned later in the year to further validate these results. Extensions of the system are planned to add rail surface characterization to the internal rail defect detection.

Advances in artificial intelligence and data analytics have unlocked new opportunities for progress in critical areas within the maritime domain. Over the past year, the U.S. Navy has initiated an Operator Decision Aid pilot project to apply rules-based navigation algorithms developed by the U.S. Defense Advanced Research Projects Agency (DARPA) and Office of Naval Research (ONR) to provide real-time recommendations to watch-standing teams on the Bridge and in the Combat Information Center. Recognizing the complexity inherent in the employment of artificial intelligence-based solutions, this paper will apply a multifactor framework developed by Crawford and Pollack (2004) to evaluate influential aspects of the project required to drive change, embrace complexity, and institute a culture of learning.

Map reading is an important skill of the human population which varies from person to person depending on the age, education and many other circumstances. It is expected that some groups of adult population have higher skills in this area. Soldiers, architects, geography teachers and others belong to this group of people. The skills in reading paper maps are disappearing in current digital world. This is also observed in the case of students of the University of Defense in Brno. 228 students were tested in map reading and geographical knowledge of the Czech Republic to verify this fact. The examination of the map reading skills took place over a standard topographic map at a scale of 1 : 25 000 from the production of the Geographic Service of ACR. Testing of geographical knowledge of the Czech Republic was focused on drawing the map of district towns, rivers and geomorphological units of the Czech Republic. The results confirmed the initial assumptions about the decreasing level of these skills. In addition, there were also significant differences between individual groups of students caused mostly because of previous education as well as the currently studied specialization. The same testing was done on students of the Faculty of Education of Masaryk University in Brno to confirm these conclusions. This group of students achieved worse results in map reading, but on the other hand, they have better knowledge of the geography of the Czech Republic.

In the middle of the 19th century, comprehensive river regulation and flood control works began on the entire lowland section of the Tisza/Tisa River. Soon, a number of water development plans were made for the catchment area of one of the tributaries, the River Túr/Tur. Plans outlining several technical alternatives have been prepared for the purpose of flood drainage, inland water drainage and water utilization. The implementation of the plans took place over decades, with construction started in 1914 interrupted due to the outbreak of World War I (Túr-Tisza branch channel). Most of the water facilities in the lower Hungarian section of the Túr River were built between 1926 and 1930 according to revised plans. The flood defense embankments on the Romanian river section were built in 1956-1957 and were further developed after the catastrophic floods of 1970, with half a dozen pumping stations set up to transfer the inland waters to the receiving area. Between 1972 and 1974, the Călineşti-Oaş dam and water reservoir were built. In our paper we describe the technical plans developed by the River Engineering Office in Szatmárnémeti (Satu Mare) at the end of the 19th century and the beginning of the 20th century for the regulation of the Túr river. We present the findings of the technical review of the plan and the calculations made for the water supply of the reservoir. We describe the development of the hydrometric network necessary for the foundation of hydrological calculations. When writing the paper, we used the technical documentation in the Upper Tisza Region Water Historical Collection in Nyíregyháza, which has not been published so far.

The Office of the Under Secretary of Defense, Acquisition, Technology and Logistics (AT&L) recently presented analyses of cost and schedule growth on Major Defense Acquisition Programs (MDAPs)over the last 20 years (2013, 2014). For naval ships, AT&L (2013) concluded that contract work content growth (not capability growth) dominates total cost growth statistically. In addition, costs-over-target are significant and reflect poor cost estimation or faulty framing assumptions. AT&L (2014) also concluded prices on fixed-price contracts are only “fixed” if the contractual work content remains fixed, but this is often not the case. The authors show that under-sizing the ship during concept design studies increases ship outfit density and adds complexities to the design. These early stage design decisions on sizing the ship are a major contributor to unnecessary work content growth later in Detail Design and Construction (DD&C) that cannot be eliminated no matter how productive the shipbuilder. However, new ship design methods are being developed and integrated with legacy physics-based design and analysis tools into a Rapid Ship Design Environment (RSDE)that will enable a more rational process for initially sizing ships. The authors also identify the need for early stage design measures of complexity and ship costing tools that are more sensitive to these measures, and proposed solutions that will aid decision-makers in reducing DD&C work content by making cost-effective design decisions in early stage naval ship design.

Vibration signatures of defective roller bearings on railroad freight cars were analyzed in an effort to develop an algorithm for detecting bearing defects. The effort is part of a project to develop an on-board condition monitoring system for freight trains. The Office of Research and Development of the Federal Railroad Administration (FRA) is sponsoring the project. The measurements were made at the Transportation Technology Center (TTC) in Pueblo, CO on July 26 – 29, 1999 during the Phase III Field Test of the Improved Wayside Freight Car Roller Bearing Inspection Research Program sponsored by FRA and the Association of American Railroads (AAR). Wheel sets with specific roller bearing defects were installed on a test train consisting of 8 freight cars designed to simulate revenue service. The consist also contained non-defective roller bearings. Accelerometers were installed on the inboard side of the bearing adapters to measure the vibration signatures during the test. Signatures of both defective and non-defective bearings were recorded. The data were recorded on Sony Digital Audio Tape (DAT) Recorders sampling at a rate of 48 K samples per second. We used both ordinary and envelope spectral analysis to analyze the data in an effort to detect features that could be related to known defects. The spectra of non-defective bearings show no remarkable features at bearing defect frequencies. In general, the ordinary spectra of defective bearings do not exhibit remarkable features at the bearing defect frequencies. In contrast, the envelope spectra of defective bearings contain a number of highly resolved spectral lines at these frequencies. In several cases the spectral lines could be related to specific bearing defects. Based on the analysis performed to date, the envelope spectrum technique provides a promising method for detecting defects in freight car roller bearings using an on-board condition monitoring system.

Abstract The Department of Defense (DoD) uses the principles of risk assessment extensively throughout the acquisition process to identify, manage, and mitigate risk in many areas including software (both simulation software and software embedded in materiel systems). The approach to assessing the risks associated with using results from Models and Simulations (M&S) to influence decision-making that is described here is used by the Naval Air Systems Command (NAVAIR) 5.4H Verification, Validation, and Accreditation office. The focus of the risk assessment is on ten specific characteristics of M&S Capability, Accuracy, and Usability that have the most potential impact on the intended uses. In this method, the characteristics of the M&S are evaluated against standard criteria, and then assigned a color-rating of Green, Yellow, or Red based on the actual data obtained from the M&S itself. A simple computation is then used to weigh the ratings of the characteristics into the likelihood of error aspect of the risk of using the M&S. A thorough understanding of the M&S and its application is a prerequisite to using this approach since the analyst is required to provide a technical justification for the rating assigned to a characteristic. Should the assigned rating for a characteristic of the M&S not be green, the analyst is required to recommend actions and/or mitigations for the M&S developer to take that would improve the rating to green.
