Accessibility is a very pivotal discourse for people with dissabilities as it encourages their equal participation and independence in the society. Accessibility, in this paper, is divided into 2 (two) kinds, which are physical and nonphysical one. The physical accessibility refers to accesibilty in the relations with buildings and environment whereas the nonphysical one corresponds to communication, information and technology. This paper also reveals testimony from various activists of DPOs (disabled people organizations). The data presented here was collected in 2012 through qualitative study in DIY (Yogyakarta Special Province). The paper concludes that eventhough Indonesia has been enacted regulations on accessibilty to people with disabilities, its implementation is ineffectice and discrimination still occurs to the population.

Accessibility is an important link between transportation and land use. As a typical measure of accessibility, logsum or a utility-based measure has been widely used in project appraisal, urban transit accessibility evaluation, destination choice, and network vulnerability analysis. Since the logsum term is the log of the denominator of the choice probability expression, it inherits the independently and identically distributed (IID) assumptions of the classical multinomial logit (MNL) route choice model. This paper aims to explore whether the IID assumptions have a significant effect on the logsum-based accessibility analysis, given that accessibility analysis focuses at the origin-destination (O-D) level and zonal level (aggregate analysis) rather than at the route level (disaggregate analysis). We derive two new logsum terms for two representative extended logit stochastic user equilibrium (SUE) models, that is, the C-logit model for relaxing the independence assumption and the MNL model with scaling effect (MNLs) for relaxing the identically distributed assumption. The case analysis of a real network in Winnipeg, Canada shows that: (1) there does exist a difference in accessibility evaluation among the three logsum terms using the three route choice models; (2) relaxing the identically distributed assumption is more important than the independence assumption since the difference in accessibility evaluation between MNLs-logsum and MNL-logsum is larger than that between C-logit-logsum and MNL-logsum; (3) the difference in accessibility evaluation at the zonal level is smaller than that at the O-D level; and (4) the difference increases with the dispersion parameter.

Purpose – Extra care housing (ECH) is housing for older people that aims to provide flexible care while fostering independence. The purpose of this paper is to examine the impact that some of the successes and failures in improving accessibility during remodelling had on care provision, in order to offer advice to social housing providers planning to remodel existing properties into ECH. Design/methodology/approach – The data consisted of an inventory of accessibility features and assistive technology (AT) items in flats and common areas. The data were drawn from ten ECH schemes in different regions of England. Findings – Most of the AT found was low-technology supporting independence, such as grabbers; some was specific to care provision, such as hoists. Even after remodelling, the design and layout of most buildings did not fully comply with accessibility standards, leading to increased provision of care for some tenants: a care-negative situation. Research limitations/implications – This multidisciplinary, original research on remodelling into ECH presents successful examples of accessibility, AT and care integration that required active tenant involvement and creative design input from care staff, architects and builders who were AT and accessibility aware. It is argued that for new and remodelled ECH buildings to be care-neutral, designers need to work towards the most inclusive model of ECH. Originality/value – This is original research that has produced guidance for builders, developers, policy makers and other stake holders.

INTRODUCTION: Research and personal stories from disability advocates have highlighted the significant impact of environmental inaccessibility on an individual’s independence and dignity. This article focuses on accessibility for autistic individuals, specifically the lack of accessibility they experience in built environments due to limited autism awareness among professionals and the public. METHOD: Literature focusing on social work’s role with autistic individuals, autism-friendly approaches, and accessible architecture was reviewed. The social model of disability and critical disability theory were utilised to explore social work’s responsibility to develop and advocate for environmental accessibility for autistic individuals. Through this analysis and the collation of strategies from the reviewed literature, the Environmental Accessibility Infographic was developed. IMPLICATIONS: The Environmental Accessibility Infographic has broad implications. Firstly, it can be applied to any built environment to improve accessibility for autistic people and others with sensory processing needs. Secondly, the accessibility strategies have the potential to positively impact social workers’ practice with autistic people as they can guide change that will ensure their practice is autism-friendly and anti-oppressive.

The growth acceleration in the older population has been observed in many countries which creates a significant challenge to transportation. Public transport is an essential component of most people’s lives. This specific group of population growth will require special attention to accessibility and mobility issues in combination with the transport system which undoubtedly can play a key role to support ageing. Good health, quality of life and independence are fundamental values for the life as well as mobility. For people such as senior citizens, public transport needs to be accessible and affordable in order to provide them with the opportunity to fulfil their medical, shopping and recreational needs. Providing access to transport for people with age 65 & over is not a marginal problem and it is expected to grow in the future. The most important concern in accessibility is the relatively short distance and high frequency movements from a permanent home. This study will identify the travel pattern & mode for elderly commuters in greater Melbourne, Australia. The study will also suggest strategies to improve the use of public transport system to promote ageing in place.

Other times, when attempting to solve a mathematics problem with a group of colleagues, I would compare strategies with a partner only to suddenly “see” a simple, straightforward approach. I would tell myself, “If only I had thought to look at it that way” or “I cannot believe how easy this problem is now that I see how you approached it.” When working with students who have had limited success with mathematics, we want to provide the tools that allow them to look at problems from different perspectives. The ability to examine problems using varied approaches is one of the most important characteristics of good problem solvers. Other characteristics include independence, flexibility in thinking, and determination, and a willingness to take risks.

Purpose Quality of life (QoL) for elderly residents of care and attention (C&A) homes has become an important consideration, given the increasingly aging population. Due to the number of hours such residents spend indoors, the quality of the facilities can contribute to their day-to-day QoL. This study aims to investigate the effect of facilities management (FM) on the QoL of Chinese elderly people living in C&A homes. Design/methodology/approach A survey of perceived satisfaction with the components of FM and QoL was carried out with a sample of residents. A total of 18 FM components and five QoL domains, including physical health, independence, psychological health, social relationships and living environment, as well as overall QoL, were identified. Findings The findings show that physical health is influenced by accessibility, doors and windows and signage; independence can be improved by enhancing accessibility, water supply, lighting and ventilation; accessibility, water supply, distance and doors and windows all predict psychological health; social relationships are improved by lighting and ventilation; distance impacts positively on the living environment; and overall QoL is predicted by lighting, ventilation, accessibility, doors and windows, handrails, recreation and signage. Originality/value The study recommends that designers and facilities managers review the micro-climate settings to harness available natural lighting and ventilation, introduce bimetallic strips to the heating systems to maintain a suitable water temperature and install large, easy-to-understand and graphic signage for straightforward wayfinding in C&A homes.

The purpose of this study is to discover the performance of the financial independence, the members’ welfare, and accessibility of microfinance institutions to the rural areas in the Tangerang District. To measure the financial dependence is using financial ratios. Measuring levels of performance of the members’ welfare and accessibility using Chi-Square. The results found that, first, the level of welfare of members. The coastal areas have a higher loan value than other regions. Expenditure and income of members, industrial areas have high levels of spending and revenues higher than other regions. The performance of a range to members based on a group basis. Second, the performance of financial independence, categorized as "Healthy". The coastal area is 86.40, the area around the industrial area is 85.71 and agricultural area is 83,73. A group of children experience disability in segregation conditions, namely the status of individuals who have difficultie / are denied access to public services. Many of them are marginalized and it is difficult to access existing facilities in the city. The aim of the study was to find out what application of accessibility services tended to have been implemented and which was still less applied in urban public open space planning. In terms of efforts to achieve the right of equality and fulfillment of services in the public open space for children with disabilities. The method used in this study is qualitative and this research is descriptive. by collecting data related to elephant wong parks and denggung parks. then the data were analyzed using the Miles and Huberman analysis method, namely the analysis method with 3 stages. 1) data reduction 2) data display 3) conclution. The results of this study indicate that the application of accessibility services in terms of four criteria, namely: ease, usability, safety, and independence. Ease is still a priority in the design of public open space and independence is still a part that has not been well considered, so that public open space cannot be used independently for persons with disabilities. Abstract The physical environment in homes plays a crucial part in accessibility to persons with disabilities from all angles. This includes persons with cerebral palsy (CP), a common childhood disability that affects many children worldwide. Currently it is estimated that 2 to 3 babies in every 1000 births globally are born with CP due to the injury to the brain that occurred during pregnancy, birth, or early years of life. Subsequently, the physical environment of children with cerebral palsy is frequently inaccessible. The objective of this study is to identify to what extent modifications are made in existing homes to improve accessibility and promote independence in children with cerebral palsy. An online survey via Google Form was disseminated to parents of children with CP with Gross Motor Function Classification System (GMFCS) Levels II, III and IV. From a total of 41 participating respondents, only nine respondents reported they had made modifications in their homes to improve their child’s accessibility. Those who were unable to make modifications faced obstacles such as cost, the inability to make changes to rented property and lack of urgency. Many studies conclude that the accessibility of the physical environment in homes of children with cerebral palsy is essential for promoting children’s independence. The study also informed that the modification would assist other physical disabilities, such as the ageing population and individuals with physical impairments. Therefore, this study suggests additional design strategies to incorporate requirements for children with cerebral palsy into the existing Malaysian Standard (MS) 1184: 2014 – Universal Design and accessibility in the built environment – Code of Practice reference and more incentives from the government, such as financial assistance to help ease the burden of home modification for the physically disabled.

We investigated the relationship between urban accessibility of museums in the urban spaces of Tokyo and Seoul within limited travel distances. Similarities and differences were identified in the museum accessibility between the two cities. The urban accessibility of museums was set as the dependent variable, calculated via space syntax. For the spatial accessibility of museums, five walking ranges (1000–2000 m) were set as independent variables, with a distance of 250 m as the basic unit. Data normality and independence of the derived data were checked, and polynomial curve fitting was performed to interpret the accessibility of museums in each city. A comparative analysis was conducted on museum accessibility. The results show areas with a high concentration of museums in Tokyo and Seoul partially deviated from the center of the urban hierarchy. The urban and spatial accessibilities of museums in both cities quantitatively correlated with limited travel distances. Museum visitors in Tokyo were more likely to have relatively free-flowing routes in the city. The museums in Seoul had a lower overall accessibility than those in Tokyo, and travel patterns and routes to these museums were likely to be restricted when located in urban areas and consequently resembled a forced movement pattern.

This paper presents the development of a smart robot assistant designed to enhance accessibility and independence for visually impaired individuals by leveraging Artificial Intelligence (AI), Machine Learning (ML), and Internet of Things (IoT) technologies. The system incorporates various sensors, including cameras, microphones, and distance sensors, with Raspberry Pi 4 and Nvidia RTX 3050 ti hardware to provide features such as voice recognition, obstacle detection, and navigation. The software is programmed using Python version 3.9.16 and utilizes important libraries such as Tensorflow, OpenCV, and PyAudio. Our study shows that the smart robot assistant can offer numerous benefits, including increased mobility, safety, and independence, by recognizing and responding to voice commands, identifying obstacles and avoiding collisions, and providing audio feedback on its location and surroundings. However, successful adoption requires addressing several challenges, including improving the accuracy and reliability of obstacle detection, ensuring privacy and security, and reducing costs. The propose strategies to overcome these challenges, such as leveraging AI and ML technologies, collaborating with stakeholders, and promoting regulatory frameworks. In conclusion, this paper highlights the potential of AI, ML, and IoT technologies in developing smart robots to enhance the accessibility and independence of visually impaired individuals. By addressing the aforementioned challenges and incorporating user feedback, these systems have the potential to significantly improve the quality of life for this population.

Background: Wheelchair users encounter many barriers when traveling in public spaces. This research aims to explore the experiences wheelchair users have when facing physical and non-physical barriers in public areas. Methods: This study used qualitative research methods. Data were collected through observation and semi-structured in-depth interviews with six wheelchair users using purposive sampling. First, the data were analyzed using thematic analysis, and then the trustworthiness of the data was checked using triangulation of data sources and member checking. Results: Three themes were found. The first theme: accessibility barriers, includes two subthemes: Physical barriers; Non-physical barriers. The second theme: accessibility barrier strategies, consists of two subthemes: Physical barrier strategies; Non-physical barrier strategies. The third theme: the ability level of wheelchair users, consists of two subthemes: Level of independence; Level of incapacity. In this study, wheelchair users face accessibility when accessing public spaces. The emergence of barriers makes wheelchair users create strategies to deal with them to make public spaces more accessible for wheelchair users.

The article highlights the factors that affect the agri-food market, its features and functions. The interrelation of the agri-food market with the food security system is proved. The effectiveness of the functioning of the domestic agri-food market according to the criteria of food security (food independence, economic accessibility, physical accessibility, quality characteristics of products) was evaluated. As a result of the research, the conclusion is made that the functioning of the agri-food market in the Russian Federation is not sufficiently efficient (not all the established criteria have been met). The directions of increasing the efficiency of the agri-food market in the food security system of the Russian Federation are proposed.

This study identified the pathways chosen by people with severe physical disabilities (PWSPD) in South Korea and Japan in using community care throughout their life and compared their experiences while navigating these pathways from their perspective. A concurrent nested mixed-method design was adopted. Quantitative data analysis included pathway mapping of facilities and services used throughout their lives. For qualitative data, interpretative phenomenological analysis (IPA) was applied. Eleven South Korean (congenital 7, acquired 4) and nine Japanese (congenital 6, acquired 3) participants were surveyed and interviewed. Pathway mapping was conducted by classifying the participants into focus groups. South Korean participants took nine years more than the Japanese participants to reach independence and showed different pathway characteristics. Superordinate themes from the IPA provided insight into the differences in experiences between PWSPD of the two countries: (1) accessibility and continuity of medical services; (2) experience of vocational training; (3) way and degree of social support for independent living; (4) care planning for receiving comprehensive services. In developing a community care model for the PWSPD to accelerate their time to independence, the government should strive for accessibility and connectivity of medical services, strengthen vocational training, social support for independent living, and information provision for the PWSPD.

Progress of village development is very dependent on the financial independence of the village. Financial independence is reflected in the amount of original village income. One source of original village income comes from market retribution. Market retribution revenue will increase if the market can develop properly. Customer satisfaction is the key to the success of a market. This study analyzes consumer satisfaction at Kembangsari Market, Srimartani Village, Bantul Regency, and the factors that influence satisfaction using a logistic regression model. The results showed that the level of consumer satisfaction was 72.71 percent. Factors that influence consumer satisfaction are easy-to-market accessibility, good product quality, and guarantees provided. Infrastructure factors and the responsibility of traders have not been able to increase customer satisfaction.

AbstractThere is some evidence that housing accessibility, external housing-related control beliefs (HCB) and activities of daily living (ADL) are associated in complex ways; however, these pathways have not been explored in younger old. The aim was to assess the role of external HCB in the relationship between housing accessibility and ADL by applying moderation and mediation models. This was a cross-sectional study involving 366 community-living 67–70 years old participants from the Skåne part of the Swedish National Study of Aging and Care. We assessed moderation by including an interaction term in a logistic regression analysis (significant if p value < 0.05). We assessed mediation with a series of regression analyses with effect size measures expressed as proportion mediated and its 95% confidence interval (CI). In the absence of statistically significant interaction there was no support for external HCB as a moderator. There was evidence for partial mediation as external HCB was associated with ADL when controlled for housing accessibility, while housing accessibility remained associated with independence in ADL when adjusted for external HCB. The proportion mediated was 6% (95% CI 1; 14). While the results did not support external HCB as a moderator, external HCB mediated the association between housing accessibility and ADL. These results were different from previous findings suggesting that external HCB plays a marginally significant moderating and mediating role among very old. Such differences call for further studies that would allow further exploration and validation of the findings at different stages of the ageing process, preferably utilizing longitudinal study designs.

Accessibility efforts, how we can make the world usable and useful to as many people as possible, have focused on how we can support and allow for the autonomy and independence of people with disabilities, neurodivergencies, chronic conditions, and older adults. Despite these efforts, not all technology is designed or implemented to support everyone's needs. TikTok. Recently, a community-organized push by creators and general users of TikTok urged the platform to add accessibility features, such as closed captioning, to allow more people to use the platform with greater ease. Through an interview study exploring the experiences of creatives on TikTok, we explore the creative practices of people with ADHD and those who experience similar challenges, focusing on the kinds of accessibility they create through their creative work. We find that creatives engage in critical infrastructuring--a process of bottom-up (re)design--to make the platform more accessible despite the challenges the platform presents to them as creators through creating and augmenting video editing and video captioning infrastructures. We then reflect on how the introduction of a top-down infrastructure - the implementation of an auto-captioning feature - shifts the critical infrastructure practices of TikTok creatives. Through their infrastructuring, creatives were revising the broader sociotechnical capabilities of TikTok to support their own needs as well as the broader needs of the TikTok community. We discuss how the routine of infrastructuring accessibility is a form of incidental care work and highlight how accessibility is an evolving sociotechnical construct, forwarding the concept of contextual accessibility.

Abstract The article concerns the creation, in accordance with the EU idea of integrated accessibility, more and more favorable legal and design conditions for shaping the space of the residential development environment with equalized physical and social accessibility among elderly, disabled and non-disabled people. The research results presented in the article indicate the existing limitations and new possibilities in improving the general principles of creating urban assumptions for universal design. For this purpose, sixteen elements and their functional and spatial features were identified, which, in all people with various disabilities, as research has shown, directly increase the surrogate and corrective effectiveness of perception and communing with the residential development environment. From among those identified, those elements were distinguished which, in the residential development space, most equalize its accessibility for people in the characterized categories of visual, auditory, motor and intellectual disabilities. These are the elements of the spatial layouts of residential development, which also that have the strongest impact on increasing the safety, independence and freedom of movement of each inhabitant in their housing estate.

In the past, the utilization rate of public libraries in Seoul could be estimated based on their accessibility. However, several issues emerge if we apply this correlation to the present day. Therefore, we re-examined the causal relationship between accessibility and the utilization rate of public libraries to provide directions for improving the use of public libraries in densely populated cities with growing cultural demand. After investigating the utilization rate of public libraries in Seoul from 2015 to 2019, the degree of utilization activation (DUA) was set as the dependent variable, and the integration of public libraries (derived by the quantification of urban space with space syntax) was set as the independent variable. A hypothesis was established to examine the causal relationship using statistical techniques. According to the results, the derived index values had independence and normality, but the accessibility index of public libraries did not exhibit a causal relationship with DUA. It was verified that the causal relationship recognized in the past (where accessibility was the sole predictor of utilization rate) cannot be applied to public libraries in the present day. Modern factors affecting DUA may involve either user motivation or the recent developments in public libraries compared to the past.

In accordance with the mandate in the 1945 Constitution (amendment), every citizen has the right to education. This statement also applies to deaf people, where educational accessibility must be accommodated. The Soemeh application is here as an effort to provide educational accessibility for the deaf. This study aims to reveal the impact of using the Soemeh application on educational accessibility. This type of research uses a quantitative approach survey. The research population is the deaf disability community in Bandung, West Java. The sampling technique used a total quota of 20 respondents. Accessibility impact data was taken using a questionnaire instrument. The data analysis technique used descriptive quantitative. The results of the study indicate that the Soemeh application has a very high impact on educational accessibility for deaf people with the following details: (1) acceptance in the environment gets an average score of 3.35 including the very high category; (2) the ease of communication gets an average score of 3.35 including the very high category; (3) respect for deaf individuals gets an average score of 3.4 including the very high category; (4) future expectations to develop and achieve goals to get an average score of 3.5, including the very high category; (5) the achievement of independence gets an average score of 3.4 including the very high category; and (6) eliminating barriers and discrimination to get a score of 3.25 including the high category

The Accessibility for Manitobans Act (AMA) was enacted in December, 2013. Manitoba is the second Canadian province to enact accessibility standards legislation. The first province was Ontario, which enacted the Ontarians with Disabilities Act in 2001, and, later, a more fortified and enforceable Accessibility for Ontarians with Disabilities Act, 2005. The AMA presents a strong set of philosophical and social goals. Its philosophical goals mark accessibility as a human right, and aim to improve the health, independence and well-being of persons with disabilities. The AMA’s social goals have the potential to make a positive impact on the development of equality law norms within the context of disability discrimination. Nevertheless, the AMA would be strengthened with a more robust and explicit appreciation of how disability discrimination issues are experienced. The Act should show a greater recognition of the relevance of embodied impairment to individuals with disabilities, and there should be more significant scope for the statute to address intersectionality within disability discrimination. These two challenges replicate the two principal critiques of the social model of disability –the model of disability on which the AMA is based. Finally, for the legislation to be successful, issues of compliance and enforcement that require positive uses of discretion on the part of the civil service should be addressed early on. The findings of this article may be useful for the implementation of the AMA and for the design of future accessibility legislation in Canada and elsewhere.

The purpose of the work is to analyze regional food security on the example of the Irkutsk region, both in conceptual and practical aspects. The objectives are to specify the basic components of this concept and to establish conditions for monitoring regional food security. The article analyzes the concept of food security, which offers criteria for its provision, including accessibility, reliability, sustainability, independence. Of these four criteria, only two are fixed in the Doctrine of Food Security of Russia with an emphasis on the level of self-sufficiency for 11 types of food without specifying the state of production, resource and other potential providing it and prospects for its development: The importance of creating analytical and information systems for monitoring food security is indisputable, while it is necessary to take into account the regional aspect of assessing this problem. Currently, there is a wide set of indicators for assessing food security, although without methodological support for monitoring and interpreting its results. Using the proposed composition of indicators grouped by four criteria: accessibility, reliability, sustainability, independence, an analysis of the food security of the Irkutsk region was carried out, which showed the criticality of the region in this area. The results of the work are very relevant for the formation of regional economic policy in the field of food security management.

Internationally, the accessible tourism market has been identified as a growing segment that could lead the way for social inclusiveness, as well as providing the industry with financial gains and destination competitiveness. Despite the increased number of people who travel with access requirements, the sector still lacks an understanding of the expectations and experiences of access tourists. Accessible tourism covers an array of impairments from people who are immobile, visually impaired, an invisible impairment, parents with pushchairs, and seniors. The purpose of this study was to understand the expectations and experiences of the access consumer to suggest improvements for accessibility for the New Zealand tourism sector. The social model of disability was adopted to examine the sector and framed the semi-structured interviews with access consumers. Key results identified from the data were the need to achieve dignity in service offerings to gain experiences that facilitate independence and equity of access, access to information before the travel that is clear and accurate to aid planning, and accessible transport and education. In conclusion, the paper calls for the New Zealand tourism industry to align with the Disability Strategy sustainability goals to achieve equity and inclusion and create enjoyable accessible experiences in their tourist offerings.

The increasing availability of wearable devices (wearables), “smart” home, and other next-generation wirelessly connected devices for work, home, and leisure presents opportunities and challenges for users with disabilities. As augmentative tools for engagement, control, and information, these technologies should not only be usable, but also be accessible and inclusive for people with disabilities. In order to better capture the dimensions of inclusivity of wearable devices, the authors have conducted a review of pertinent literature with respect to a range of representative applications and examples of currently available technologies. Drawing on the findings of the review, the aim of this article is to explore the potential impact of inclusive design principles on future device development for users with disabilities. These observations can help designers incorporate inclusive perspectives into the development process. Such an approach, where people with disabilities constitute an integral part of the development process, will yield products and services that can facilitate increased accessibility, independence, and community participation.

Abstract. Purpose. Preparation of forecasting models to describe the balance of domestic production and domestic consumption of products, taking into account the new mission of strategic planning of the agri-food sector, related to ensuring physical and economic accessibility at the level of rational consumption rates for every citizen of the country. The implementation of the mission is based on the scientific position on food independence in the process of solving food problems. At the present stage, there is a significant potential for increasing the production and consumption of products per capita to the level of rational norms recommended by the Russian Ministry of Health. The fundamental difficulty in solving the problem is due to the lack of balance between the pace of formation of physical and economic accessibility. Methods. Scientific and theoretical generalization of the simulation capabilities of Western European forecasting models, econometric description of physical accessibility depending on economic accessibility for the main types of products. Information support was a set of all-Russian data on resources and their use by types of products for the period 1990–2021, prepared on the basis of the author's methodology for strategic planning of the food balance. Scientific novelty lies in the development of functional models of partial equilibrium of the agri-food market, showing the dependence of physical accessibility on economic accessibility for the main types of products. Results. The calculation results show that the stimulation of physical accessibility through the formation of economic accessibility will lead to improvement and stabilization of the situation in terms of self-sufficiency of rational consumption rates. The resulting models can be used by the participants of strategic planning and management bodies as tools to support the adoption of strategic decisions to determine the level of formation of the physical availability of products when the level of consumption of rational norms is reached and, on this basis, to make adjustments to the strategic documents for the development of the agro-industrial complex.

Accessibility is the facilities provided for persons with disabilities to realize equality and opportunity and all aspects of life and livelihood as ease of moving through and using buildings and the environment with due regard to fluency and feasibility. The purpose of this study was to determine the Gorontalo District regional government policy in implementing the Act relating to the accessibility of the needs of persons with disabilities. Particularly on the accessibility of persons with disabilities to government agencies in Gorontalo District based on Law No. 8 of 2016 concerning Persons with Disabilities and universal design principles implemented in Ministerial Regulation No. 14 of 2017 concerning Building Easiness Requirements. This research uses a normative a juridical type of research with a juridical empirical approach. The results showed that (1). Implementation of Law No. 8 of 2016 concerning Persons with Disabilities in Gorontalo Regency has not been implemented optimally (2). Obstacles found in government agencies in the Gorontalo District environment include government buildings not yet accessible for persons with disabilities. This means that the facilities provided do not meet the universal design principles of ease, usefulness, safety, and independence. The absence of regulations in the form of Regional Regulations and Regents as a legal umbrella related to the standard facilities and services that must be provided for persons with disabilities, and the lack of local budgets for the development and construction of facilities related to the accessibility of persons with disabilities.

Universal Design in Kitchen Furniture: A Case Study on Enhancing Accessibility and Safety for the Elderly and People with Mobility Challenges. The paper aims to explore the application of universal design principles in the development of kitchen furniture that promotes accessibility, safety, and independence for the elderly and individuals with mobility challenges. The study presents how innovative product design can contribute to the creation of an inclusive and barrier-free environment, emphasizing the importance of researchand development works in this under-studied area. The results of the field tests that involved 200 participants with various types of disabilities, including people with motor challenges, are presented. The test results showed that the kitchen prototype developed by JATI company is comfortable and functional for the majority of test participants. The prototype has its undeniable strengths, nevertheless, several possible improvements were found during the field tests that could further improve the functionality and accessibility of the furniture for the elderly and individuals with special needs. Those are presented in the paper to inspire other furniture designers and manufacturers to create products that meet the needs and requirements of those essential society groups.

For a person with a visual impairment, the quality of life means independence and equality with the sighted people. For this, independent travel and navigation is essential. Orientation within different types of environments is a challenge and tactile maps are key elements for this. It can also be used for learning about new routes independently. A tactile map is an image of spatial information and figure that uses raised lines and surfaces when introducing a certain area in 3D form. For a public tactile map to be useful, it has to contain consistent information for the user. In this study we present results from a survey for the orientation and mobility (O&M) instructors of Finland about usability and ideas for improvement concerning public tactile maps. We sent the survey questionnaire for 30 O&M instructors by electronic mail and there was also a possibility to answer by paper. Altogether we received 24 answers. The main finding was that most of the O&M instructors did not use public tactile maps during the sessions.

In the context of the legitimacy of the justice system and respect for fundamental values, such as judicial independence and impartiality, accessibility to the justice system, efficiency, fairness, and public confidence in the courts, this article demonstrates that the application of certain values might contradict and conflict with the application of others. The central argument of this paper is that the legitimacy of the courts is desired not only at a national level, but required internationally as well. The article concludes that, in order to maintain the legitimacy of courts and of the justice system, efforts must be made by all branches of government to promote the fundamental values of democracy and justice, and in particular - the independence of the judiciary in the administration of courts, be it by adopting the shared model of responsibility, or by fully acknowledging the ability and the social desirability of a judiciary that administrates itself.

In January 1995, the New Zealand insurance industry embarked on a programme of self-regulation. At the centre of this programme is the Insurance and Savings Ombudsman Scheme ('ISO Scheme'), which is intended to provide an independent dispute resolution service for non-commercial insureds. This article discusses the ISO Scheme's development process, how the ISO Scheme measures up, and whether ISO Scheme's complaints handling be rated. The author concludes that, while the ISO Scheme appears to be a step in the right direction, there are questions to be resolved about accessibility, the adequacy of public information, and the degree of actual independence achieved by the Scheme. The real benefit to the insurance and savings industry must come from encouraging use of the ISO Scheme by complainants, and for this to happen the Scheme will have to establish a reputation for independence, flexibility and effectiveness.

The term ‘environmental design for dementia’ relates to both the process and outcomes of designing to support or improve cognitive accessibility in physical environments. Environmental design for dementia is evidenced as an effective nonpharmacological intervention for treatment of the symptoms of dementia and is associated with higher levels of independence and wellbeing for people living with a variety of age-related cognitive, physical, and sensory impairments. Evidence-based dementia design principles have been established as a means of supporting both the design and evaluation of environmental design for dementia.

Research Methodology: The research method carried out with a qualitative descriptive approach is a research method that utilizes qualitative data and is described descriptively. Qualitative descriptive studies and research are used to analyze events, phenomena, or social conditions at the research location. Results: The results of the analysis and discussion can be seen that the program is able to develop existing local potential, both natural resources and human resources, and the program is able to encourage community independence with all the impacts it causes and is able to help empower the community. Baghdad International Airport receives nearly two million visitors annually. So it’s important to analyze the accessibility of the airport. This research aims to show the effect of several factors on the accessibility to the airport and diagnose the problems facing passengers, and identify some significant factors that affected user preference for an airport transfer, by making a questionnaire to the passengers who traveled from Baghdad International Airport. A structured questionnaire was developed in English and translated into Arabic for a high response, and to ensure the result with a 95% confidence level, 404 airline passengers will receive a questionnaire through an online survey. The accessibility was evaluated through about 20 factors, such as gender, age, passenger’s income, mode of transportation to the airport, car ownership, children on the trip, luggage, time, trip purpose, distance, origin, and destination, type of the flight, comfortable, and others. Statistical analysis for the variables by using the SPSS V.20 program was conducted, using the chi-square test to check for independence and the correlation between variables (gender, age, income, mode of transportation to the airport, flight time) was analyzed. The findings indicate that gender and income variables affected how people could access the airport.

At the very beginning of the 21st century, some experts agreed that the dispersal of the political and cultural initiative of network societies tends to reduce the unified control over political and cultural activities. This process leads to the accessibility of information to the general population and increases the scale of democratization of society. The accessible Internet environment has had a positive impact on the openness of information; however, it has harmed the protection of users' data. Gerald Cohen, a professor at the Georgetown University Law Center, who is an expert in intellectual property and copyright protection, recommends considering Internet utopianism through a system of legal values. It is important to note the utopianism that links the Internet network and human independence considering utopianism in the field of anonymity in more detail, as something that harms social institutions. Cohen also outlines the view that existing legal institutions are the basis for protecting human independence, as well as the importance of creating new legal institutions.

Nowadays, e-learning offers advantages over traditional learning in terms of independence. Moreover, adaptive e-learning systems take into account learner's profile, such as learning style and level of knowledge, in order to provide the most appropriate learning object. However, the essential challenge is finding and identifying the learning objects from a big corpus while ensuring their independence in different contexts. To overcome these problems of interoperability and accessibility of learning objects, the authors proposed to define a learning semantic Web service for each learning object. This service is an extension of OWLS that encompasses the description of the learning intention and the use of context that characterize a learning object. In this paper, the authors propose a new discovery mechanism based on learning intention and context use guided by the learner's intention and profile in order to offer a personalized learning path. Experimental results prove the efficiency of the proposed approach and approve its notable contribution.

Abstract While surveys report that most older adults wish to “age in place,” the nation’s current housing and neighborhoods fall short on several dimensions needed to support independence and health in later life. Drawing from national data (including the American Housing Survey, American Community Survey, Health and Retirement Survey, and Survey of Consumer Finances), we describe the current housing and living situations of older adults and key challenges they face in securing affordable, accessible housing while also securing supportive services. We identify three challenges: the unaffordability of housing, which causes budgetary tradeoffs in healthcare spending; a lack of accessibility features in homes and neighborhoods, which can limit independence and safety, and the low-density location of much of the US housing stock (including that inhabited by older adults), where service delivery is difficult and the potential for isolation is high. We conclude with an overview of the policy implications of these challenges.

The article presents the results of a study of the developmental potential of the kindergarten space for solving development problems and supporting the independence of older preschool children. The development of children’s independence occurs as a result of the child’s accumulation of experience of independent activity, including the experience of integrating different types of children’s activities. Therefore, the space of a preschool educational organization should provide conditions for children to choose interesting activities, including for its integration, which allows them to obtain the intended result. The space of a preschool educational organization means not only a group room, which includes a bedroom and a dressing room, but also corridors of a preschool educational organization, staircases, walking areas, and specialists’ offices. The framework of a preschool educational organization is considered through the organization of a subject-spatial developmental environment. As a result of the study, it was revealed under what conditions the space of a preschool educational organization acquires developmental potential and contributes to the development of independence of children of senior preschool age: a variety of subject content, accessibility and ease of placement of materials, the possibility of integrating children’s activities and independent transformation of the subject-spatial environment, all types of children’s activities are reinforced in a subject-spatial environment.
