s presidency. This thesis examines energy, security and regional issues in relation to the cooperation between these two states. Contrary to the view that Russia&rsquo
s relation with Iran is an example of strategic partnership, this thesis argues that Russia does not consider Iran as a strategic partner due to her own global ambitions. Russia just seeks to keep Iran under her sphere of influence. In fact, Russia&rsquo

The thesis aims to discuss the process of nation-building and discourse of Russian nationalism of the Russian President Vladimir Putin in 2000 - 2008. It focuses on the rise of the nationalism in Russia since 2000 and analyzes discourse of nationalism at the state level, in culture and religious sphere, as well as its representation in various ultra right-wing political movements. The thesis argues that despite the ethnic elements in Vladimir Putin&rsquo
s discourse of Russian nationalism, his version of nationalism is not ethnic, but rather multiethnic and inclusive that seeks to promote loyalty to the Russian state among the Russian citizens without eliminating their ethnic identities. In fact, Putin&rsquo
s version of nationalism is multidimensional. Unlike ethnicity, religion and other cultural elements, the loyalty to the state constitute the core of this nationalism. The thesis comprises of four main chapters. After the introduction chapter, the second chapter examines the main projects of the Russian nation-building and identity construction that emerged after the breakup of the Soviet Union in 1991, and explains which of them were chosen by the leadership of the republic. The third chapter focuses on the discussion of the nation-building under Boris Yeltsin. The fourth chapter is the analysis of Vladimir Putin&rsquo
s nation-building policy and his discourse of nationalism. The fifth chapter analyses the foreign policy of Vladimir Putin, paying attention to policy towards compatriots in the near abroad, countries of the CIS and West. The concluding chapter discusses the main findings of the thesis.

Main purpose of this thesis is to analyse the main determinants affecting innovation behaviour by utilizing the results of Technological Innovation Survey of Turkey for the periods 2004-2006 combined with the results of Annual Business Statistics Surveys conducted for the year 2003. The total number of the observations of the matched data of the two Surveys is 947. Main underlying reason for the time lag introduced between the two surveys is to be able to relate firm and sector characteristics to the innovation behaviour in following years. Logit model is established with three main dependent variables as firms doing product innovation, process innovation and either one of them. According to result of the analysis, four main areas are found to be promoting the innovation behaviour in firms. Firstly, as the firm size increases, the probability of engaging in innovation is found to be affected positively. Secondly, firms having foreign share also has more tendency for innovation. This result is surprising and disproof the initial assumption related with foreign share, since foreign investment is found to be a hindering factor in some previous studies in developing countries. Thirdly having intellectual property rights is positively related with innovation behaviour. Last positively affecting factor is engaging in R&
D, which is presumable. Three factors are found to be insignificant as Export Status, Import Penetration and Tariff Rate. The relationship between foreign trade and innovation behaviour could not be justified which is mainly due to lack of data reliability.

This thesis analyzes the U.S. foreign policy in Central Asia from 1991 until 2003. The U.S. has been involved in the process of democratization and economic reforms in the Central Asian countries since the collapse of the Soviet Union. However, prior to September 11, 2001 events, the U.S. policies toward the five newly independent states, had not been as assertive as in the aftermath of the tragic events. The thesis will argue that the U.S. foreign policy toward Central Asia has steadily developed over time due to geopolitical and geo-economic factors. The U.S. policy culminated in the new strategic cooperation between the U.S. and the Central Asian states on the issue of terrorism. The thesis will demonstrate how the U.S. moved away from being almost a benign observer in the mid-1990s, to an assertive state interested in exercising its influence in the region after 2000.

This thesis deals with the South Ossetian- Georgian conflict and its internationalization especially since the Rose revolution in Georgia in 2003. The main objective of the thesis is to examine the changes in the rivalry between Russia and the United States over the Caucasus and their effects on the relations between Georgia and the South Ossetia. The thesis argues that the development of the conflict between Georgia and the South Ossetia has been shaped by the changes in the level of involvement by Russia and the United States rather than the bilateral relations between Tbilisi and Tskhinvali. Thus, international and systematic factors are more determining than local dynamics of this conflict. The thesis has six chapters, including the introduction and conclusion chapters. After the introduction, the second chapter examines the ethnic origins of the Ossetians and the Georgians as well as historical background of their relations. The third chapter analyzes the sources of the conflict and the 1991-1992 war between Georgia and the South Ossetia. The fourth chapter discusses the 2003 Rose revolution in Georgia and its affects on Georgia&rsquo
s relations with the Western powers, namely the United States and the European Union. The fifth chapter examines the worsening relations between Russia and Georgia after the Rose revolution as well as the Russian-Georgian War in 2008 with its international consequences.

This thesis analyzes the evolution of the policies, strategies and actions of NATO within the context of the fight against transnational terrorism. The thesis focuses on the post 9/11 period. After the 9/11 events, the security perceptions of NATO changed dramatically and the threat of transnational terrorism emerged as a prominent challenge to the security of all members of NATO so the fight against terrorism became a key priority for NATO. Consequently, the NATO experienced a significant transformation since 2001 in order to have an effective and active role in the fight against transnational terrorism. In this thesis, Afghanistan operation of NATO is evaluated in terms of NATO&rsquo
s readiness to deal with soft security threats such as transnational terrorism effectively. The thesis argues that despite the significant achievements of NATO in the fight against terrorism in Afghanistan, NATO has not yet become quite effective in dealing with transnational terrorism since the Alliance is still primarily designed to deal with conventional hard security threats. This thesis has five main chapters. The first chapter is the introduction. In the second chapter NATO&rsquo
s security concerns and its stance with regard to terrorism in the Cold War and post-Cold War era is discussed. The third chapter continues with the examination of NATO&rsquo

The objective of this thesis is to analyze the bilateral relations between Lebanon and Syria between the years 1989-2005. In the defined time period, the Lebanese-Syrian relations were characterized by the establishment and fall of the Syrian domination over Lebanon. This study focuses on this transformation in their relations and mainly questions how the Lebanese-Syrian relations were transformed, how it affected and in turn were affected by the broader regional setting. Accordingly, the thesis is consistent of four main parts. In each historically divided time period, the major determinants of the direction of their relations and the changes and continuities in regard to these determinants are investigated. In the first part, the study focuses on the historical evolution of their relations with due attention to the dispatchment of Lebanon from Greater Syria and post-independence period. In the second part, their relations are analyzed in the era of Lebanese civil war which also signifies the beginning of active and effective Syrian involvement in Lebanese affairs. The third part encompasses the period of unquestioned Syrian domination over Lebanon in the post-civil war period up until the year 2000. In the fourth part, the changes in the direction of their relations studied in relate to the role of changing international and regional environment in affecting their relations.

r December 2010, 101 pages This thesis analyzes the U.S.-Iran relations in accordance with Iranian Nuclear Crisis from a historical perspective. Analyzing the U.S.-Iran relations since 1953 until 2008, it is possible to see that as the two countries&rsquo
perceptions towards each other change, their policies towards the nuclear issue change, too. While nuclear developments were not a threat for the two states that were close allies during the Shah Era, the perceptions totally changed after the Islamic Revolution. However, even if US and Iran started to perceive each other as a threat, nuclear issue lost its importance because of Khomeini&rsquo
s approach in this period. With the September 11, 2001 attacks, the American approach has changed not only regarding the Middle East, but also regarding the nuclear issue in Iran. The Nuclear Crisis that started in 2002 by the announcement of secret nuclear centrals escalated to its peak with the election of Ahmedinejad as the president. Different historical facts that were experienced at different periods shaped perceptions of two nations towards each other. As these perceptions change towards each other, their perceptions regarding the nuclear issue and their policies have changed, too. In this study, how these two nations&rsquo
perceptions towards each other were shaped and their approaches regarding the nuclear issue influenced by the historical events will be examined and analyzed.

This thesis aims at discussing the nature of relations between Russia and China and the Northeast Asian security during the post-Soviet era. The research question is whether Russia and Northeast Asian countries still pursue ideological policies after post-Cold War era. In this respect, the thesis argues that these countries act pragmatically instead of ideologically in the post-Cold War era. This has resulted in a rapprochement between communist China and post-Soviet Russia in the post-Soviet era. Moreover, ideological differences among any regional states do not constitute the basis of regional conflicts. It is rather North Korea&rsquo
s nuclear program that has become the main regional security threat. The thesis is composed of six chapters. After the introductionary chapter, the second chapter examines Russian-Chinese bilateral relations. The following three chapters discuss Russian-Chinese relations concerning the roles of Japan, South Korea and North Korea respectively in the Northeast Asian security. This thesis seeks to examine the post-Soviet political transformation in Ukraine between 1991 and 2004. Since Ukraine declared independence in 1991, the problems of political transformation to democracy in Ukraine have affected the outbreak of the Orange Revolution. The thesis attempts to examine the problems of post-Soviet political transformation in Ukraine under Leonid Kravchuk and Leonid Kuchma in order to analyse the dynamics of the Orange Revolution in 2004. The dynamics of the Orange Revolution are in part a result of the mass movements against the ongoing problems of the post-Soviet political transformation to democracy in Ukraine. This thesis also argues that the Orange Revolution does not indicate the conclusion of the political transformation in Ukraine, since the problems of the political transformation in Ukraine still remain as it has been seen in the short-term evolution of the political progress of Viktor Yushchenko, who elected to the presidency in the 2004 presidential elections.

dualistic&rsquo
structure of Greek political culture formed by traditionalist and modernist wings in a historical context by concentrating on post-1974 era. The dissolution of the dictatorship in 1974 constituted a turning point both for Greek politics and Greek political culture. In this point, political parties played the key role in the process of transition and consolidation of democracy and reshaping Greek political culture. Accession into the EC was another historical step for Greek politics and political culture. Deepening of integration with the EC (EU) and Europeanization process has profoundly affected socio-political, economic structure and institutional modernization of Greece. Europeanization of Greece reformulated the hegemony struggle between traditionalist and modernist wings in favor of the latter. Especially, coming to power of Simitis with a pro-European understanding and &lsquo
modernization&rsquo
discourse reinforced the hegemony of modernist wing over the traditionalist one.

The aim of this thesis is to analyze the last phrase of democratization process in Georgia that refers to democratic consolidation period, while focusing on the role of civil society organizations. The main focus area will be post-Rose Revolution period hence, the Rose Revolution that occurred in 2003 is considered as an example of democratic transition and as a nature of successful democratization development, the transition period must be followed by the democratic consolidation process. In order to examine the consolidation of democracy in Georgia, the study sheds light on the development of civil society, the aims of activities of civil societal actors and their relations with state, society, international actors and media. This thesis argues that in order to consolidate democracy, the civil society&rsquo
s interaction with state and society must be effectual however, the Georgian civil society organizations are unable to mediate the relations with state and society, especially after the Rose Revolution. As a result of the problematic relations, Georgian democratic consolidation process is failing. This thesis is based on the qualitative data which is collected during a fieldwork in Georgia.

The thesis aims to chart the relations of the EU and NATO through the case of Afghanistan. It examines the role of ISAF in conjunction with PRTs and EUPOL to evaluate the relations between the EU and NATO. The involvement of the ISAF and EUPOL missions from their establishment to evolution and the limitations of both missions in accordance with the management of the US in the &ldquo
War on Terror&rdquo
are examined. The implications of American policies on the missions of both parties are explored, from the first term of Bush to the Obama administration. The thesis argues that while there has been cooperation between the EU and NATO without structural cooperation, thus being ad hoc cooperation, the US has been benefiting from this cooperation from the second term of the Bush administration to the Obama administration, thereby rehabilitating the tense relations between the EU and the US. In the final analysis, it may be said that this cooperation did not result in a success story in the case of Afghanistan.

This work aims to analyze the responses of Syria to two international changes comparatively. After the end of the Cold War, US initiated a foreign policy doctrine based on American hegemony. This policy was firstly manifested in the war on Iraq as a response to the Iraqi invasion of Kuwait on January 17, 1991. It was noteworthy to see Syria aligning with the US during the Gulf War (1990-1991), as the country had been allied against the US during the Cold War period. Syria was also the first state accepting US proposal for a peace conference known as Madrid Peace Conference. All these developments reveal that Syria had been cooperated with the US in the aftermath of the Cold War. The second international change analyzed within the framework of this study is the September 11 events. Following the September 11 attacks, the US declared a &ldquo
war on terror&rdquo
to recover its superpower position and intervened in Afghanistan and then Iraq. In that process, Syria opted for countering the US and became the leading critique of the invasion of Iraq. The thesis seeks to chart the foundation and transformation of NATO-Russia relations from Yeltsin to Putin and Medvedev. It attempts to potray the continuity and change in the Russian Foreign Policy towards NATO in the light of the main international developments such as the dissolution of the Soviet Union, the Bosnian war and the Kosovo conflict
as well as the internal transformation of the Alliance marked by the extension of the traditional NATO roles and the expansion policy. The thesis tries to depict the new initiatives in the Russian Foreign policy aimed at undermining NATO and US&rsquo
roles in Europe by attempting to establish an alternative European architecture to a NATO-centric one. It is argued that while Yeltsin promoted multilateralism based on the world led by the USA and the Russian Federation on a par, Putin and Medvedev&rsquo
s multilateralism was to undermine the American world hegemony and consolidate relations with Europe.

This thesis argues that contrary to scholars who view institutional weaknesses of BSEC as the main reason of its failure in achieving sufficient level of cooperation among its members, political problems emanating from member states constitute the main reason of BSEC'
s ineffectiveness as an international organization. There are six chapters of this thesis. Following the introductory first chapter, the second chapter of this thesis examines the factors behind establishment of BSEC and its formation process. In the following three chapters BSEC'

Measuring the progress of the Member States of the European Union in liberalising their electricity markets has received considerable importance since the Electricity Directive 96/92/EC is introduced. In this thesis, first, a model based on the indicators-approach proposed by OXERA is developed to measure the degree of liberalisation in electricity markets. Then, the degree of electricity market liberalisation in the European Union-15, the New Entrants and Candidate Countries is measured in the years 1999, 2000 and 2001. Measurement of electricity market liberalisation in the European Union-15 and the New Entrants and Candidate Countries brings about several important findings. It is seen that there is a progress in the degree of electricity market liberalisation in the European Union-15 between 1999 and 2001. Similarly, the New Entrants and Candidate Countries are, also, found to increase the degree of liberalisation in their national electricity markets between 1999 and 2001 and to converge to the European Union'
s level of electricity market liberalisation. Furthermore, comparison of the state of liberalisation in electricity generation and supply markets in the European Union -15 Member States and the New Entrants and Candidate Countries suggests that their electricity generation market is not as liberalised as their supply market.

This study sought to answer why conflict in Turkey-Iran relations increased in the covered period, considering &ndash
relatively- smooth relations between Turkey and Iran in the 1980s, and thermidorizing of Iran in the 1990s. Indeed, ideology has had an important place in bilateral relations between Iran and Turkey for a long time. Ideological factors constituted the immediate reasons for conflict between Turkey and Iran in the 1990s as well. However, ideological differences between the two countries did not cause any serious conflict in the 1980s. Then, the question arises, why and how did ideological reasons led to severe frictions between Iran and Turkey in the 1990s. In this regard, this thesis paid attention to two factors that have profound effects on the foreign policies of Turkey and Iran
changing internal conditions, and the changing geopolitics of Turkey and Iran after the dissolution of the USSR and the Gulf War of 1991.

This thesis analyzes the economic crises of recent years through the lens of the Regulation Theory. It focuses on the Greek Crisis of 2009 and the Turkish Financial Crises of 2000 and 2001. Furthermore it also analyzes the crisis in the United States to give a better grounding for the current crises. The thesis tries to answer the questions of whether or not Regulation Theory proves to be a sufficient tool for analyzing these crises and whether or not these fit the definition of crisis that the Regulation Theory puts forward. It is argued that Regulation Theory explains to a great extent both the causes and the structure of the crises.

In this thesis, the competing and shifting hegemonic discourses in Turkey-EU relations in the period between 1999 Helsinki European Council and 3 October 2005 are discussed in the framework of neo-Gramscian perspectives. In this study, initially the classic theories of European integration are analyzed and on the basis of the argument that the classic theories of European integration exhausted their potentials in explaining the European integration process, the neo-Gramscian perspectives are presented as an alternative theoretical framework. Deriving from the wavering character of Turkey-EU relations, the turning points in the related time period are defined and competing and shifting hegemonic discourses for both sides are discussed. The main argument of this thesis is that, since the very beginning of Turkey-EU relations, it has a wavering character and these relations are reproduced through the redefinition of competing and shifting hegemonic discourses with the active contribution of social actors in the related time period.

This study aims to answer the question of what is the main role of journalists in foreign news reporting, do they objectively inform the public as independent professionals or only serve to the national interest while they are reporting the Greece - related news? In other words, this study aims to reveal whether Turkish mainstream journalist repeat the official discourse which determines the national interest or they digress from the official discourse and form their own discourse in stead while they are reporting the Greece related news. In order to achieve these goals the Greece related news published between 1994 and 2000 in three Turkish mainstream newspapers, namely Milliyet, Sabah, and Hü
rriyet, have been analyzed by using a method adapted from Teun Van Dijk&rsquo
s discourse analysis. The study confirms that Turkish mainstream journalists are generally observed to prefer defending &ldquo
national interest&rdquo
defined by the elites to defending &ldquo
public interest&rdquo
which is a more civic concept when reporting Greece-related events between the years 1994 and 2000, and they were also tend to repeat the official discourse and abstained from digressing from it. Therefore, their discourse which is repetition of the official Turkish foreign political discourse caused them not to keep critical stance on Turkish foreign policy.

This study is a historical analysis of Turkish-Iraqi relations from the Gulf War of 1990 up to the Iraqi elections of 2005 and the end of Transitional Administration Law (TAL) and prior to the permanent constitution. This study attempted to explain how Turkish-Iraqi relations entered into a new phase with the Gulf War of 1990. In this year, Iraq invaded Kuwait. Following this invasion, Iraq was attacked by coalition forces and at the end of this war, Iraq was nearly divided when a safe haven was created for the Kurds in northern Iraq. In this regard, this thesis paid attention to three factors that had significant impact on the foreign policy of Turkey towards Iraq: a de facto Kurdish state in northern part of this country and apprehension about the possibility of an independent Kurdish state, the existance of PKK in northern Iraq as a result of a power vacuum there and concerns about the future fate of Turkomans in Iraq and attempts to protect their rights. This study has demonstrated how Kurdish question has influenced Turkey&rsquo
s policy towards Iraq and restricted its options.

to discuss the impacts of those documents to Turkish science and technology and make some further policy recommendations for the future. For this reason, first, the history of Turkish science and technology policy making processes is summarized and the targets of the documents are examined. Second, the outcomes and the realization of the goals are discussed in terms of science and technology indicators and R&
D intensification among some leading industrial sectors of the country such as automotive, textile, clothing and information and communication technologies. In addition, the R&
D intensification of Turkish total manufacturing is analyzed via using Sanjaya Lall&rsquo
s industry categorization method. Turkey intensely exports resource based and low technology goods while importing medium and high technology ones. The scarce of demand for technology and R&
D which is the main reason behind the malfunction of technology policies, is basically depended on the mentioned structure of Turkish industry. Finally, it is concluded that in spite of some achievements, the implementation of Turkish science and technology policy documents are of insufficieny depended on the lack of political authority and responsibility and of the coordination among industry, institutions and society as a whole.

Moreover, this thesis aims to analyze the actors that play a significant role in the relation of global media and world politics. This thesis will also question the importance and effects of global media in world politics through the examples of Iraq War of 2003. This thesis argues that global media are the important actor of world politics by their agenda-setting, impediment and accelerant effects which influences public opinion. The aim of this thesis is to question the power of the global media on public opinion through the existential media structures, while showing the effects of global media by the examples of Iraq War of 2003.

The objective of this thesis is to analyze the bilateral relations between the US and Saudi Arabia in the period between 1990 and 2003. In this context, the aim is to find out an answer to the question of how the relations between the US-Saudi Arabia have strained after September 11. Accordingly, the thesis contains four main parts. In the first part of the study, the historical background of US-Saudi relations up to the 1990-1991 Gulf Crisis, which was based on oil for security exchange, is studied. In the second part of the study, the security dilemma of Saudi Arabia, the challenges Saudi Arabia faced during the 1990s, and how these challenges affected its relations with the US are discussed. In the third part, September 11 and how global issues like war on terrorism, war in Iraq and democratization in the Middle East came into the agenda of the relationship is scrutinized. Accordingly, this thesis has reached to the following conclusions: First, after September 11, the relations between the two countries became more problematic and have affected by both global issues as well as domestic debates in both countries. Second, despite increasingly problematic nature of the relationship, the two countries managed to continue their strategic relationship, particularly as regards to &ldquo

Prof. Dr. Mehmet Okyayuz December 2006, 157 pages The main purpose of the thesis is to demonstrate whether or not the rapid rise and decline of radical nationalism between 1999 and 2002 elections may be related to an ideological identity crisis of the Nationalist Action Party. In this context, the focus will be on the transformation of the nationalist ideology, &ldquo
nationalisms&rdquo
in the Ottoman Empire, Kemalist/official nationalism, and transformation of Turkish nationalism to a political party ideology and its further transformation in Turkey. The reason for drawing such a framework is related to the fact that the developmental line of the nationalist phenomenon shows a three dimensional historical continuity line in influencing Turkish nationalism as a political party ideology. The possible ideological identity crisis in the NAP ideology, which has been visible between the 1999 and 2002 general elections, should be searched in the genetic categorical paradoxes and in the transformation of nationalism as a modern phenomenon, which have been influential upon all nationalism types emerged after it. The complex structure of the nationalist phenomenon, which started to be influential on the Ottoman Empire had influenced the developmental periods of &ldquo
nationalisms&rdquo
appeared in their original structure. Turkish nationalism, which had developed on the same line with Ottomanism, Islamism and Turkism, had inherited both the categorical paradoxes of nationalism and the emergence of &ldquo
original&rdquo
Turkish nationalism. Thus, Turkish nationalism, as a nation-state ideology, had been the carrier of these categorical inconsistencies, which had remained until the multi-party period and which were transformed to a political party ideology with the NAP in the 1960s. Therefore, throughout the thesis, the possible ideological identity crisis of the NAP ideology will be searched in its complex relation with the transformation history of political nationalism and its specific transformation in Turkey. At the end, the ideological statute of nationalism in the political spectrum will be questioned.
