O objetivo deste artigo foi analisar o comportamento da variabilidade têmporo-espacial da pluviosidade na região de Unaí, noroeste do estado de Minas Gerais-Brasil. A metodologia consistiu no uso de dados pluviométricos de 100 estações da Agência Nacional de Águas (ANA) e 22 estações meteorológicas (INMET), correspondendo ao recorte temporal entre os anos de 1995/1996 e 2014/2015, empregados na determinação dos anos-padrão pela técnica do desvio padrão e mapeados pelo método dos polígonos de Thiessen. Os resultados possibilitaram identificar a espacialização dos padrões regionais de pluviosidade, caracterizados temporalmente como: Chuvoso (1996/1997, 2003/2004 e 2006/2007); Chuvoso/Tendente a Chuvoso (2010/2011); Habitual/Tendente a Chuvoso (2005/2006); Habitual (2001/2002, 2002/2003, 2008/2009 e 2009/2010); Seco/Tendente a Seco (1995/1996, 1997/1998, 2000/2001, 2007/2008 e 2013/2014); Seco (2014/2015); Misto (1998/1999, 1999/2000, 2004/2005, 2011/2012 e 2012/2013). A interpretação dos padrões regionais (mapas) e locais (estações pluviométricas no transecto) das chuvas proporcionou relacioná-los com os fatores de teleconexões do clima (ENOS/ODP) e extremos de pluviosidade.

The ubiquitous spread of English is vividly observed in local linguistic landscapes and urban spaces around the world, and Turkey is no exception. Emerging as a bona fide line of inquiry at the nexus of sociolinguistics, sociology, social psychology, geography and media studies (Sebba, 2010), linguistic landscaping examines the dynamic relationship of English vis-à-vis the local languages, and documents, analyzes and interprets the attributes, patterns, characteristics, meanings and the creative uses of English in such domains as advertising (Kelly-Holmes, 2005; Vettorel, 2013) and shop signs (MacGregor, 2003; Ong, Ghesquière & Serwe, 2013; Schlick, 2002). This paper, based on the strong sustainable principles, is derived from Jinan Citys statistics yearbook and statistical bulletin materials. The author constructed the environmental indicator system and socioeconomic indicator system respectively with the help of the analytic hierarchy process (AHP), and calculated Jinan Citys sustainability indices for 2003-2010. The results show that the environmental sustainable development level in Jinan city was average in 2003-2005 and 2007; however, in 2006, 2008-2010 it achieved a high level. The socioeconomic sustainable development level in Jinan City was high in 2003-2007, and was very high in 2008-2010. The results of the analyses suggest that Jinan City should improve its air quality and strengthen its environmental investment. It is also urgent that Jinan improve citizens livelihood, especially for housing and pension insurance projects.

На телескопах СБГ Коуровской астрономической обсерватории УрФУ и Цейсс-1000 Симеизской обсерватории ИНАСАН выполнены позиционные и многоцветные фотометрические наблюдения астероидов, сближающихся с Землей. По результатам позиционных наблюдений на телескопе СБГ для астероидов (52768) 1998 OR2, (65690) 1991 DG, (159857) 2004 LJ1, (326732) 2003 HB6, (332446) 2008 AF4, (388945) 2008 TZ3, 2015 NU13 получены улучшенные элементы орбит и оценки ускорения A 2 , обусловленного влиянием эффекта Ярковского. По фотометрическим наблюдениям на телескопе СБГ оценены периоды осевого вращения астероидов (137170) 1999 HF1, (159857) 2004 LJ1, (326732) 2003 HB6. По результатам фотометрических наблюдений в фильтрах B, V, R, I на телескопе Цейсс-1000 получены показатели цвета для астероидов (137170) 1999 HF1, (138127) 2000 EE14, (153591) 2001 SN263, (159857) 2004 LJ1, (326732) 2003 HB6, 2010 TV149. Для трех астероидов по данным о показателях цвета оценен таксономический тип: астероид (153591) 2001 SN263 отнесен к типу C, (159857) 2004 LJ1 - к типу S, (326732) 2003 HB6 - к типу D. We performed astrometric and multicolor photometric observations of near-Earth asteroids at the SBG telescope of the Kourovka Astronomical Observatory of the Ural Federal University and the Zeiss-1000 telescope of the Simeiz Observatory of INASAN. We improved orbital elements and estimated the A 2 acceleration due to the Yarkovsky effect for asteroids (52768) 1998 OR2, (65690) 1991 DG, (159857) 2004 LJ1, (326732) 2003 HB6, (332446) 2008 AF4, (388945) 2008 TZ3, 2015 NU13 from astrometric observations with the SBG telescope. Furthermore, we estimated the axial rotation periods of the asteroids (137170) 1999 HF1, (159857) 2004 LJ1, (326732) 2003 HB6 from photometric observations with the SBG telescope. We obtained color indices for the asteroids (137170) 1999 HF1, (138127) 2000 EE14, (153591) 2001 SN263, (159857) 2004 LJ1, (326732) 2003 HB6, 2010 TV149 from multicolor photometric observations with the Zeiss-1000 telescope. Furthermore, we estimated the taxonomic classes for three asteroids, according to the color indices: the asteroid (153591) 2001 SN263 has class C, (159857) 2004 LJ1 has class S, and (326732) 2003 HB6 has class D.

O presente trabalho tem por objetivo analisar a política externa em direitos humanos do Governo Lula. Este empreendimento se sustentou por meio de três capítulos, mais introdução e conclusão. No primeiro, é feita uma análise sobre a normatividade do regime internacional dos direitos humanos e sua evolução histórica. No capítulo seguinte, há uma discussão sobre a função da corrente construtivista na conformação da análise de política externa, por meio de investigação sobre agente-estrutura e do papel das identidades e das ideias. Os direitos humanos estão correlacionados com a questão do desenvolvimento e com os paradigmas da PEB. No último capítulo, há, propriamente constituído, o debate sobre direitos humanos na política externa brasileira do Governo Lula e as diferentes abordagens que procuram explicar a PEB de Lula e servem de estrutura lógica para inserir as questões de direitos humanos, desenvolvimento e autonomia.
This study aims to examine the human rights foreign policy of the Lula government. This is done through three chapters, including an introduction and a conclusion. The first chapter analyzes the normativity of the international human rights regime and its historical evolution. The second chapter discusses the role of the constructivist approach on foreign policy analysis through research on agent-structure and the role of identities and ideas. Human rights are correlated with the development issue and the paradigms of the Brazilian foreign policy. The last chapter addresses the human rights debate in Brazilian foreign policy of the Lula government, and different approaches that interpret such policy serve as a logical structure to discuss the issues of human rights, development and autonomy.

Resumo: A dissertação tem como tema a concepção de identidade nacional e cooperação regional em Defesa dos governos de Argentina e Brasil durante o período de 2003 a 2010. O objetivo geral é analisar como os governos relacionaram a dimensão regional com a identidade nacional, na àrea de Defesa. Para tanto, buscou-se identificar se os governos de Lula e Kirchner provocaram mudanças nas representações identitárias de Argentina e Brasil com a incorporação de uma dimensão regional, como ambos os governos definiram a relação recíproca, se houve formação de novas narrativas e quais políticas foram propostas para a América do Sul. Buscou-se ainda analisar como os dois países atuaram em âmbito regional, na construção e consolidação da Unasul e do Conselho de Defesa Sul-americano (CDS), e com relação às principais crises regionais do período. A metodologia baseou-se na análise dos documentos normativos em Defesa e de pronunciamentos de representantes de Argentina e Brasil, assim como no mapeamento de suas ações durante o período. Foi necessário também contextualizar historicamente as interações recíprocas e de cada país com a América do Sul. Conclui-se que tanto no caso do Brasil como no da Argentina, a identidade nacional foi combinada com a noção de coletividade em âmbito regional, a qual se aprofundou durante o período de 2003 a 2010. Contudo, a representação coletiva continua a ser frágil e, tanto no caso do Brasil como no da Argentina, a dimensão nacional prevalece de maneira clara sobre a regional.
Abstract: The main subject of the present work is Argentina and Brazil governments' conception of national identity and regional cooperation in the period between 2003 and 2010. The main objective was to analyze in which ways the governments related the regional dimension and the national one, with emphasis in Defense cooperation. Therefore, it was intended to analyze if these governments have provoked changes in the identity representations of Brasil and Argentina, with influences in each country perception of South America, how the reciprocal relationship was defined, if there was formulated new narratives and which policies were proposed for South America. It was analyzed as well how the two countries acted in the region, in de South Defense Council (SDC) formulation and in the main regional crisis that occurred in that period. The methodology was based in documental analysis of Brazil and Argentina representatives' pronouncements, normative defense documents and in its actions during the period. It was also necessary to contextualize historically the reciprocal interactions and the relations of each country with South America. The conclusion is that in Brazil and also in Argentina, national identity was combined with a conception of regional collectivity. Nevertheless, the collective representation remains fragile, in spite of the developments in the period between 2003 and 2010, and the national dimension prevails strongly.

Resumo: O tema da dissertação consiste na relação entre a política externa brasileira e o desenvolvimento e tem por objeto a condução da política externa do período 2003- 2010, analisada sob seus aspectos ideacionais, a partir da teoria construtivista. Baseado no discurso diplomático presidencial, o questionamento que se faz é sob quais temas o desenvolvimento foi concebido e como atenderam aos interesses da inserção internacional do país, sob o pressuposto de que essa esteve sob a influência de um neodesenvolvimentismo. O objetivo geral consiste em verificar como o vetor desenvolvimento foi entendido na política externa no período 2003-2010, quando a prioridade de aspectos sociais foi elemento central da candidatura do ex-presidente Lula. Por objetivos específicos tem-se: aplicar o aporte teórico metodológico construtivista ao estudo da PEB e, mais especificamente, ao período em questão, tendo em vista a mudança paradigmática; recorrer a uma análise histórica de como a PEB foi instrumentalizada ao longo de diferentes fases políticoeconômicasde natureza interna e externa com base no paradigma desenvolvimentista; e finalmente, avaliar a política externa do período sob dois aspectos: quais as ideias centrais presentes no discurso e quais seus principais desdobramentos políticos que na gestão Lula. A hipótese de trabalho é a de que a exteriorização do vetor desenvolvimento pode ser tida como uma estratégia de inserção internacional baseada na formação de uma imagem que o identificasse com países em desenvolvimento e permitisse iniciativas de liderança no âmbito da cooperação Sul-Sul, atendendo aos interesses ligados ao seu status internacional. Centrada no uso do tema "desenvolvimento", a investigação é feita com base numa amostra de 40 discursos proferidos ao público externo, dos anos 2003-2004 e 2009-2010. Para cada recorte temporal tomou-se dez discursos de encontros empresariais e dez de temáticas sociais. Interpreta-se que a concepção do vetor teve caráter estratégico na inserção que permitiu, através da contestação, proposição e cooperação, maior confiança e reconhecimento em iniciativas junto a países de mesmo status.

This study aims to analyze the attraction of investments in Brazil (2003 - 2010), according to the analysis of FDI and its pattern of entry into the host country, as an instrument of productive internationalization of TNCs. Another approach is to examine the strategic government to boost the country's attractiveness as a hybrid of an industrial policy and foreign policy. Therefore, it is necessary to analyze the contemporary international scene, focusing on the evolution of economic governance and international regimes of greatest relevance such as trade, finance and investment. Then it is important to explore the fundamentals of analytical approach in foreign direct investment and its impact on developing economies, so that we can better understand how the relationship between foreign capital and the promotion of economic development is settled. Thus the Brazilian economy has shown dependent inflow of external resources, which allows us to identify different patterns of entry of FDI in the country. Finally, it appears that there is a historical relationship between industrialism, FDI and government planning in Brazil. Today, the scenario has allowed the resumption of government planning and the promotion of national development, despite the neoliberal legacy of the 1990s.
O presente trabalho tem como objetivo analisar a atração de investimentos no Brasil (2003 2010), consoante a análise do IED e seu padrão de entrada no país, enquanto instrumento da internacionalização produtiva das CTNs; e conforme a análise da estratégica governamental para fomentar a atratividade do país enquanto política híbrida de caráter industrial e de política externa. Para tanto, faz-se necessária a análise do cenário internacional contemporâneo; com enfoque na evolução da governança econômica e regimes internacionais de maior relevância tais como de comércio, financeiro e de investimentos. Em seguida, explora-se a abordagem dos fundamentos analíticos do investimento externo direto e seus impactos nas economias hospedeiras em desenvolvimento, para que se possa melhor apreender como se dá a relação entre o capital externo e a promoção de desenvolvimento econômico do país de destino. Ante o cenário que se apresenta, observa-se que a economia brasileira tem se mostrado dependente da entrada de recursos externos, de modo que, historicamente, é possível identificar diferentes padrões de entrada do IED no país. Por fim, verifica-se que há uma relação histórica entre o industrialismo, IED e o planejamento governamental no Brasil. Atualmente, o cenário tem admitido um resgate do planejamento governamental e permite a concordância entre as funções do Estado contemporâneo e a promoção do desenvolvimento nacional, a despeito da herança neoliberal da década de 1990.

Os processos de integração regional têm ao mesmo tempo características do liberalismo e do protecionismo. Buscam a liberalização das transações entre os países membros e estabelecem barreiras de entrada aos demais, objetivando a proteção e ampliação das atividades econômicas existentes em seus territórios. A regionalização, dessa forma, deve ser acompanhada de instituições e normas que reduzam a insegurança jurídica para que os investimentos possam ser realizados, devendo-se evitar medidas que possam atravancar o processo de integração. No caso do MERCOSUL, que se propõe a ser um instrumento de reposicionamento dos países no cenário internacional e mecanismo de desenvolvimento por meio da ampliação dos mercados e modernização das economias, nota-se que ainda existem diversas medidas adotadas pelos governos de seus países membros que restringem a livre circulação de bens e serviços entre seus territórios, fazendo com que o projeto de integração seja “bloqueado” em diversos momentos. O propósito desta pesquisa é verificar, durante os governos de Lula no Brasil e Néstor Kirchner na Argentina, dois Presidentes que defenderam a integração sul-americana, como as medidas protecionistas adotadas dentro do bloco têm impedido a plena realização do projeto de integração do MERCOSUL, ao mesmo tempo em que abrem espaço para a concorrência (muitas vezes desleal) de produtos ou serviços vindos de outros países, especialmente da China.

This research is developed within the Study and Research Group "History, Society and Education in Brazil" - Working Group / Paraíba. The main objective is to understand the memories of literacy teachers of the Literate Brazil Program, the city of João Pessoa - Paraíba, giving new meaning to their practices in order to subject visualize that has long stayed out of the versions of the official historiography, or occupied minimum and marginalized areas, although they have actively participated in the historical process. The scope makes it possible to increase knowledge about the educational setting with social and cultural relationship of Paraiba and Brazilian society in the XXI century. It characterized the historical period of the study (2003 - 2010), because it is the time of implantation and development of the Literate Brazil program by the government of Luis Inacio da Silva - Lula, of the Workers Party. The survey placed on the theoretical and methodological field of New Cultural History. Therefore, embarked to oral history through interviews as an essential way to listen to the characters, given that it enables you to set the historical-social universe of the performance of literacy teachers through the narrow lens of social micro-relations in spaces of Adult Literacy, through their speeches and statements, favoring new issues, problems and methodologies. So, three (3) literacy teachers participated in the interview that was designed from the perspective of oral history, pre-establishing a semi-structured script issues related to family background, everyday, training and educational activities. The study revealed the educational practices of women with a history of life dedicated to literacy, directly involved with the development of education, sometimes from very young. From the interviewees memories, narratives delineate their professional careers, highlighting the records of their experiences as historical subjects in the period in focus, such as literacy teachers Program Literate Brazil City João Pessoa / Paraíba. In this perspective, they point out the difficulties and anxieties they found in making education, in addition to knowledge and knowledge acquired during their training and experience. In operation with the Literate Brazil program, recall the living and the relationship with / the students / as, the actions within the program, such as the initial training, continuing education and class field, and the difficulties and limitations of working conditions and remuneration. So most of the time, these women and their educational practices are subject to anonymity and oblivion.
Esta pesquisa se desenvolveu no interior do Grupo de Estudos e Pesquisas “História, Sociedade e Educação no Brasil” – Grupo de Trabalho/Paraíba. O objetivo central é compreender as memórias das alfabetizadoras do Programa Brasil Alfabetizado, da cidade de João Pessoa – Paraíba, ressignificando suas práticas, no sentido de visibilizar sujeitos que durante muito tempo ficaram fora das versões da historiografia oficial, ou ocuparam espaços mínimos e marginalizados, embora tenham participado ativamente do processo histórico. O escopo possibilita ampliar o conhecimento sobre a configuração educacional com relação social e cultural da sociedade paraibana e brasileira do século XXI. Caracterizou-se o recorte histórico deste estudo (2003 – 2010), por se tratar do momento de implantação e desenvolvimento do Programa Brasil Alfabetizado pelo governo de Luís Inácio da Silva – Lula, do Partido dos Trabalhadores. A pesquisa situou-se no campo teórico-metodológico da Nova História Cultural. Para tanto, enveredou-se a História Oral, através de entrevistas, como forma essencial de ouvir as personagens, haja vista que a mesma possibilita configurar o universo histórico-social da atuação das alfabetizadoras, por meio da estreita lente das micro-relações sociais nos espaços da Alfabetização de Adultos, por meio das suas falas e depoimentos, privilegiando novos temas, problemas e metodologias. Assim, 3 (três) alfabetizadoras participaram da entrevista que foi delineada sob a ótica da história oral temática, pré-estabelecendo um roteiro de questões semiestruturadas relacionadas à origem familiar, cotidiano, formação e atuação educacional. O estudo revelou as práticas educacionais de mulheres com uma história de vida dedicada à alfabetização, envolvidas diretamente com o desenvolvimento da educação, por vezes, desde muito jovens. A partir das memórias das entrevistadas, as narrativas delineiam suas trajetórias profissionais, destacando os registros de suas vivências enquanto sujeitos históricos do período em foco, como alfabetizadoras do Programa Brasil Alfabetizado da cidade de João Pessoa/Paraíba. Nessa perspectiva, apontam as dificuldades e os anseios que encontraram no fazer educação, além dos saberes e conhecimentos adquiridos ao longo de suas formações e experiências. Na atuação com o Programa Brasil Alfabetizado, rememoram o convívio e a relação com os/as alunos/as, as ações no interior do programa, a exemplo da formação inicial, formação continuada e aula a campo, bem como as dificuldades e os limites das condições de trabalho e remuneração. Portanto, na maioria das vezes, essas mulheres e suas práticas educacionais são submetidas ao anonimato e ao esquecimento.

Esta tese analisa, com um olhar interdisciplinar, as políticas públicas de combate à homofobia implementadas pelo Ministério da Educação (MEC) durante as duas gestões do governo Lula (2003-2006 e 2007-2010). Pela observação participante e pela análise documental, foi produzido um corpus de material empírico que foi analisado por meio do diálogo teórico com a Antropologia e a História, principais disciplinas que guiaram o estudo. Metodologicamente, a tese foi produzida mediante sistematização de um Banco de Dados de notícias e documentos oficiais, dados sobre eventos acadêmicos e entrevistas com gestores e ativistas registrados em diários de campo, além de registro de conversas informais e outras situações em que estiveram presentes os sujeitos do campo. O texto final se estruturou com base em seis eixos principais: ?História?, ?Estrutura?, ?Políticas Públicas?, ?Atores?, ?Estratégias? e ?Tensões? que possibilitaram, em conjunto, refletir sobre diferentes perspectivas o campo de produção de políticas anti- homofobia na educação. É possível perceber que a dinâmica de implementação de políticas públicas de combate à homofobia envolve uma série de relações global-local em que os movimentos internacionais e nacionais fazem circular categorias e pautas políticas que vão sendo reinterpretadas localmente. No caso brasileiro em pauta, constata-se que os embates internos se baseiam na construção de diferença entre atores políticos da ?academia? e dos ?movimentos sociais?. Também é significativo que o governo Lula tenha assumido o papel de ?indutor? de políticas públicas de combate ao sexismo, ao racismo e à homofobia como uma ?função de Estado?. Desta forma, a política anti-homofobia brasileira durante a década de 2000, incentivada pelas agências estatais do núcleo social do governo federal, constituiu-se em um campo que envolveu diálogo, tradução e disputas entre acadêmicos, ativistas e gestores.

Abstract: The regional integration process has at the same time characteristics of liberalism and protectionism. Its target is to make free transactions between the countries that maintain partnership and establish restrictions to the others, trying the protection and making great the economic activities inside its boundaries. The regionalization, so, should come with institutions and rules that reduce the juridical insecurity to make the investments possible, avoiding acts that can restrict the integration process. The MERCOSUL target is to be an instrument of the country repositioning in international area. It could also be a mechanism to develop the partners widening the market and modernizing the economies, but there are many decisions adopted by the partners that restrict the free market of goods and services inside their territories, making the integration project "blocked" in many moments. The proposal of this research is to verify, during Lula's government in Brazil and Néstor Kirchner's government in Argentina, two Presidents that used to defend the South-America integration, how restrictive decisions have blocked the MERCOSUL integration process and make possible the competition (sometimes unfair) from goods and services coming from other countries, especially China.

Resumo: Neste trabalho, analisamos a forma com que os temas da defesa foram tratados dentro da política externa dos governos de Lula da Silva e Rousseff (2003-2014). Por meio da análise da bibliografia especializada, de documentos oficiais do governo e de declarações oficiais, procuramos identificar de que maneira os dois governos pretendiam tratar do tema da defesa e de que maneira este tema se relacionaria com a política externa. Após a fase de avaliação do planejamento, procuramos a existência de resultados concretos e avaliar se houve, de fato, uma maior inclusão de temas da defesa na agenda de política externa. O trabalho parte do pressuposto de que, apesar do tema da defesa ser, por excelência, um tema de política externa, historicamente ele tem sido pouco tratado na agenda da política externa brasileira, situação esta que se agravou durante os governos da década de 1990. Contudo, a partir de 2003, o discurso governamental apontou para uma mudança neste padrão e, seguindo este indício, buscamos identificar de que maneira esta mudança foi apresentada no planejamento governamental e se houve desdobramentos na relação entre a defesa e política externa brasileira.
Abstract: In this dissertation we analyze the way the theme defense was treated inside the foreign policy during the administration of Lula da Silva and Rousseff (2003-2014). Through the analysis of specialized bibliography, official government documents and official statements, we search to identify the way the two governments intended to treat the theme of defense in a way that it would relate to foreign policy. After the analysis of the governmental planning, we look if there were indeed results of a bigger inclusion of defense in the foreign policy agenda. Assuming that even though defense is by excellence a theme of foreign policy, historically it has been very little dealt in the agenda of Brazilian foreign policy and the situation only got worse during the nineties administration. However, since 2003 the government speech has pointed to a change in this pattern and, following this indication, we aim to identify in which way this intention of transforming has been presented in governmental planning in addition to evaluating if it represented any alteration in the relation between defense and Brazilian foreign policy.

AbstractThe TPTP World is a well established infrastructure that supports research, development, and deployment of Automated Theorem Proving (ATP) systems. There are key components that help make the TPTP World a success: the TPTP problem library was first released in 1993, the CADE ATP System Competition (CASC) was conceived after CADE-12 in 1994, problem difficulty ratings were added in 1997, the current TPTP language was adopted in 2003, the SZS ontologies were specified in 2004, the TSTP solution library was built starting around 2005, the Specialist Problem Classes (SPCs) have been used to classify problems since 2010, the SystemOnTPTP service has been offered from 2011, the StarExec service was started in 2013, and a world of TPTP users have helped all along. This paper reviews these stepping stones in the development of the TPTP World.

Abstract In recent years, Latvia has established itself as one of the top two countries with the most intensive emigration among EU/EFTA member states. This chapter starts by describing the demographic context and the scale of emigration post-2000, followed by a brief history of the main population flows (migration, refugees and deportation) from and to Latvia in the twentieth century. It then offers a more detailed analysis of emigration during the first 15 years of the twenty-first century including a closer look at the four waves of recent emigration: (i) the pre-EU accession wave, 2000–2003; (ii) the post-accession wave, 2004–2008; (iii) the crisis-driven wave, 2009–2010; and (iv) the post-crisis wave, 2011–2016. For each wave, description of the economic and social context is given within a conceptual framework using insights from human capital theory, the new economic theory of migration, network theory and migration systems theory. Institutional factors are also emphasised. Together with some survey-based evidence, this leads to a set of hypotheses about the nature of the four emigration waves. Our own compilation of data from receiving countries (which reveals problems with Latvia’s official migration statistics) is used for documenting the dynamics of the scale and main destinations of this emigration. Empirical analysis of the changes in the reasons for and intended duration of emigration, its effects on the structure and demographic potential of the population and changes in emigrant profiles and selectivity with respect to human capital and ethnicity is based on a number of independent data sources, including the Latvian Labour Force Survey (2000–2015), the Database of Immigrants in OECD Countries (DIOC 2010/2011), and The Emigrant Communities of Latvia survey conducted worldwide in 2014.

AbstractThis book provides a unique approach to the Moroccan context. Many researchers have conducted fieldwork in Morocco, departing from migration studies (e.g., De Haas 2003, 2006, 2010; Czaika and De Haas 2011; De Haas and El Ghanjou 2000), while others solely focused on environmental and climate changes (e.g., Schilling et al. 2012), leaving the interplay between both to be explored more in-depth. The Moroccan context offers a unique research context because it is confronted with gradual environmental change over the last decades and has initiated considerable action at the national level to develop policies or strategies to counteract these changes. Hence, Morocco in 2019 ranked among the leading countries in the fight against climate change on the Climate Change Performance Index (Burck et al. 2019). Furthermore, Morocco evolved into one of the world’s leading emigration countries in the second half of the twentieth century, being characterized by unexpected developments, including colonial migration, labour migration, family reunification, and, recently, undocumented migration. This led to a high degree of internal differentiation within the Moroccan migrant population and strong and influential migrant networks (De Haas 2007; Schilling et al. 2012; cf. Chap. 10.1007/978-3-030-61390-7_3).

African American English (AAE) is among the most studied dialects of American English (Gollan & Ferreira, 2009), and is spoken by most, but not all, African American people in the United States. It is a source of pride and identity within the community, unifying its speakers socially and linguistically. Outside of the community, however, AAE has a long and complicated history that is inexplicably entangled with race politics. By most accounts, AAE is regarded as a low status, stigmatized variety and as such has not been without controversy in social, political and educational circles. Its status, and the often controversial nature of AAE, has significantly impacted attempts to introduce it into educational settings, and has hindered its use by educators and child speakers as an accepted way to bootstrap language and literacy learning. This, despite mounting evidence of the impact of AAE on outcomes of language-supported academic skills, such as reading, writing and spelling (Brown et al., 2015; Craig et al., 2003; Puranik et al., 2020; Thomas-Tate et al., 2004; Thompson et al., 2004; Washington et al., 2019; Washington et al., 2018; Patton-Terry & Connor, 2010; Terry, 2006; Charity et al., 2004). The sections that follow present an overview of the history and origins of AAE, the pitfalls, promises, and potential future directions for the use of AAE in the classroom.

Research on bicultural couples has mainly been conducted in the USA and is primarily focused on interracial couples. The main challenge for biracial couples according literature on the subject is dealing with racism (Batson et al., 2006; Bischoff, 2005; Bratter & King, 2008; Firmin & Firebaugh, 2008; Hibbler & Shinew, 2002; Jacobson & Heaton, 2008; Kalmijn & van Tubergen, 2006; Killian, 2003; Thompson & Collier, 2006; Yancey, 2007). Few studies address cultural differences (Rodríguez García, 2006), including dating/cohabiting bicultural couples (Firmin & Firebaugh, 2008; Yancey, 2007). In China, the bicultural couple rate is increasing along with the immigrant flow. Unfortunately the divorce rate among the bicultural couples is similarly rising (De- Hart & Zhang, 2010; Li, 2004). Although the non-Chinese members of the bicultural relationship in China can come from various nations, very few empirical studies have been conducted in English on this group. Results from the literature suggest that individuals entering bicultural relationships are often motivated by factors such as physical or sexual attraction (Blakely, 1999), curiosity (Morgan, 2007), or to complement or avoid negative same-culture traits (Constable, 2003; Morgan). For the Chinese partner, in addition, avoiding a controlling Chinese mother in-law has been listed as a motivation factor (Lim, 2011). Furthermore, a common Western assumption is that Asians mainly show an interest in forming romantic bicultural relationships in order to acquire a foreign passport and financial benefits, whereas there is a Western notion of Western males forming relationships with Asian women in order to find submissive females (Constable). Pan (2000), however discovered a new trend whereby, as a result of China’s economic growth, Chinese males are growing in popularity and are now regarded as financially resourceful. Same-culture couples have in previous studies been found to have the greatest satisfaction level (Fu, Tora & Kendall, 2001). Complications addressed as some of the main reasons to avoid bicultural relationships are associated with cultural differences (Morgan, 2007) and language barriers (Constable, 2003; Morgan, 2008). Additional factors impacting the bicultural couples include: culturally defined variances in gender roles (Kalmijn & van Tubergen, 2007; Morgan, 2008, Qian, 1997; Rodríguez García, 2006), geographical location (South and town area) (Johnson & Jacobson, 2005; Killian, 2003),

La presente comunicación propone un acercamiento al filme Touki Bouki (1973) del director senegalés Djibril Diop Mambety, utilizando las siguientes figuras sensibles de la filosofía de Jacques Rancière como prisma epistémico: la fiction documentaire (Rancière, 2001); le régimen esthétique de l’art (Ibíd., 2011); la police, la politique et le politique (Ibíd., 2003). Así, esta investigación se propone explorar las temporalidades de una ficción documental (Rancière, 2001), que resalta una ambivalencia contrariada entre; por un lado, imágenes representacionales de un contexto post-Independencia o postcolonial (Césaire, 1950) en la ciudad de Dakar (Senegal); y por otro, la proclamación de una traslación de los espacios de la diáspora (Lao-Montes, 2007) hacia una «diaspora estética» (Peffer, 2013); a través de una puesta en escena que reensambla los recursos tácitos propios de las Nouvelle Vague con un dispositivo político y social de visibilidad (Rancière, 2001) que se sabe capaz de suspender la lógica historiográfica de la subalternidad colonial (Spivak, 1985). Asimismo, pensar el filme como una propuesta de desplazamiento hacia los márgenes «pasivos» del activismo político (Rancière, 2010). Un desplazamiento hacia prácticas no-discursivas, sino estéticas. Ya no son las imágenes documentales que pretenden dotar de «mayor realidad» (Sontag, 2003) a una situación determinada, propias de la militancia del Tercer Cine (Getino & Solanas, 1969); sino, por el contrario, la correspondencia entre formas de identificación estéticas capaces de desactivar los dispositivos policiales (Rancière, 2003) y coloniales de las retóricas amo-esclavo (Han, 2005) / opresor-oprimido (Freire, 1968). Aquí, una consecución visual que oscila entre la acción política determinante y verosímil; y la vida sin razón, propia del arte estético (Rancière, 2001), que identifica formas emancipatorias basadas en la libertad del “no saber” (Mambety, 1999).

Comprehension of academic literature is a key element in the immersion of university students in the academic subcultures of each discipline (Chanock, 2001; Estienne & Carlino, 2004; Gottschalk & Hjortshoj, 2004). To do so, universities opt for the implementation of text discussion such as book clubs (Hartley, 2002; Long, 2003), dialogic literary gatherings (Flecha, 2000; Mirceva & Larena, 2010). or literary circles (Daniels, 2002; Duncan, 2012).This case study, essentially qualitative, seeks to know the impact of text discussions on the professional identity of the students of Teacher Education and Computer Science at the University of Andorra (UdA). Results are obtained by student focus groups, the Likert test Motivational Survey on Academic Reading, teacher interviews and taking notes in situ throughout the discussions.The main results indicate that the text discussions have a positive impact on students as (1) it increases the reflection, understanding and critique of the professional world, (2) they apply evidence-based content in professional contexts and (3) it improves the justification of informed professional decisions.

This paper explains in a de-westernized sense (Gunaratne, 2010) how internet-mediated communication changes the way we deal with and plan time both individually and culturally in Germany and China. Therefore, it blends Western and Eastern culture and media theories. The paper focuses on two distinct phenomena: temporal change due to social media, and Online journalism, as the core of Internet-mediated communication (for Germany 39% communication, media use 24% Projektgruppe ARD/ZDF-Multimedia, 2016; for China 90.7% instant messaging, 82% Internet news China Internet Network Information Center, 2017), with other temporal change via smart devices touched upon (Ash, 2018). General research on time in post modern societies, recently more focused on media’s temporal change phenomena (e.g. Barker, 2012; Barker, 2018; Castells, 2010; Eriksen, 2001; Hartmann, 2016; Hassan, 2003; Innis, 2004; Neverla, 2010a, 2010b; Nowotny, 1995; Rantanen, 2005; Wajcman, 2010; Wajcman and Dodd) has not yet linked the different societal and cultural levels of temporal change. Thus, we suggest the following to fill this research gap: For a micro perspective the notions of network theories (e.g. Granovetter, 1973; Schönhuth, 2013), media synchronicity (Dennis, Fuller, and Valacich, 2008) and the idea of permanent connectivity (Sonnentag, Reinecke, Mata, and Vorderer, 2018; van Dijck, 2013; Vorderer, Krömer, and Schneider, 2016) are linked. On a meso level, institutional change in Online journalism with a focus on acceleration is modeled (Ananny, 2016; Bødker and Sonnevend, 2017; Dimmick, Feaster, and Hoplamazian, 2011; Krüger, 2014; Neuberger, 2010). On a macro level, mediatization theory (Couldry and Hepp, 2017; Krotz, 2001, 2012) and recent acceleration theory (Rosa, 2005, 2012, 2017) is discussed. The levels are systematically linked suggesting a micro-meso-macro-link (Quandt, 2010) to then ask if and how many of the dimensions of the construct temporal understanding (Faust, 2016) can be changed through Internet-mediated communication. Temporal understanding consists of nine dimensions: General past, general future, instrumental experience (monochronicity), fatalism, interacting experience (polychronicity), pace of life, future as planned expectation and result of proximal goals as well as future as trust based interacting expectation and result of present positive behavior. Temporal understanding integrates the anthropological construct of polychronicity (Bluedorn, Kalliath, Strube, and Martin, 1999; Hall, 1984; Lindquist and Kaufman-Scarborough, 2007), pace of life (Levine, 1998) and temporal horizon (Klapproth, 2011) into a broader framework which goes beyond Western biased constructs through the theory driven incorporation of Confucian notions (Chinese Culture Connection, 1987). Finally, meta trends are laid out.

Algumas referências utilizadas no estudo foram: Bardin (2010), Flick (2004), Masetto (2000), Moran (2007) e Prado e Valente (2003). Os dados foram coletados por meio de questionários fechados e, a partir da análise dos mesmos, foi possível tecer considerações preliminares a respeito desta nova realidade tecnológica e observar como o laptop tem sido utilizado em sala de aula.

OVE has carried out two Fund for Special Operations (FSO) evaluations. The first, "Oversight Note on the Performance Criteria for Allocating Concessional Resources" (RE-279), was presented to the Board of Executive Directors in 2003 and provided a preliminary review of the new performance-related allocation criteria introduced in 2002. In October 2010 OVE presented the "Evaluation of the Fund for Special Operations during the Eighth Replenishment (1994-2010) - Part I" (RE-376), in anticipation of the FSO replenishment through IDB-9. This document focused primarily on the implications of the changing methodologies for allocating FSO resources. The objective of this evaluation is to complete the assessment of the performance of IDB's FSO loan program during the period of the Eighth Replenishment (1994-2010), focusing as stated in RE-376 on financing and results.

La presente evaluación, al igual que otras de este tipo, tiene por finalidad examinar la relación del Banco con la República Dominicana desde una perspectiva independiente e integral, y atiende al doble propósito de fortalecer la rendición de cuentas y compartir lecciones aprendidas de cara al apoyo futuro del Banco y, en especial, a la próxima Estrategia de País. This paper investigates the impact of tourism policy on employment, using the Tourism Development Policy (TDP) implemented in the Argentinean province of Salta during the years of 2003 to 2010 as a case study. Following the Synthetic Control Method for comparative case studies, we use a combination of non-treated Argentinean provinces to construct a synthetic control province which resembles relevant characteristics of Salta before the TDP implementation. Given the dual focus of the evaluated policy -one specific sector in one province- we also construct a synthetic control for the tourism sector using a combination of other sectors for Salta, and other sectors from other provinces. This novel approach based on multiple dimensions of the donor pool allows us to test the robustness of the estimated impact. We find that TDP implementation increased tourism employment in Salta by an average of 11 percent per year, for an overall impact of around 112 percent between 2003 and 2013. The analysis also suggests that larger impacts of the TDP occurred from the second to the seventh years after policy implementation. Results are robust across a series of placebo tests and sensitivity checks.

This Country Program Evaluation (CPE) is the third independent evaluation of the country program of the Inter-American Development Bank (the Bank) with Panama. Past evaluations covered the periods 1991-2003 (RE-305), when the country was transitioning to full control of its prime economic asset, the Panama Canal, and the Canal Zone territory and infrastructure, and 2005-2009 (RE-359), a period characterized by extraordinarily good macroeconomic performance and significant fiscal reform. This CPE spans January 2010 to December 2014, years marked by an ambitious public investment program and a strong reduction in unemployment and poverty, although accompanied by income inequality.According to the Bank's Protocol for Country Program Evaluations (RE-348-3), the main goal of a CPE is to provide information on Bank performance at the country level that is credible and useful, and that enables the incorporation of lessons and recommendations that can be used to improve the development effectiveness of the Bank's overall strategy and program of country assistance. Like other CPEs, this evaluation seeks to examine the Bank's relationship with the country from an independent perspective, strengthening accountability and facilitating learning to serve as an input to the new Country Strategy under preparation for 2015-2019. To prepare this document, OVE interviewed the Bank's main counterparts among Panama's authorities, project execution units, civil society and the private sector, multilateral agencies with presence in Panama, and Bank staff in Panama and at Headquarters. OVE also visited Bank-supported projects to assess implementation progress and challenges. The evaluation portfolio includes all operations approved over the review period, together with those approved previously but implemented during the review period. Chapter 1 examines Panamas economic and social development over 2010-2014 and considers the countrys medium-term prospects. Chapter 2 analyzes the strategic and financial relevance of the Bank's program and assesses implementation effectiveness. Chapter 3 discusses the results achieved in the six strategic sectors identified by the 2010-2014 Country Strategy and assesses the use of country systems. Chapter 4 presents concluding remarks and recommendations. The annexes provide details of the portfolio and include figures that support OVE's analysis.

This paper studies the effect of ambulatory and hospital coinsurance rates on HACSC among individuals with private insurance in Chile. During the last decade, Chile's private health sector has experienced a dramatic increase in its hospitalization rates, growing at four times the rate of ambulatory visits (see graph 1). Such evolution has raised concern among policy makers, interested in promoting more preventive services, and a major use of ambulatory care. The growth on the prevalence of chronic diseases has also set up the alarm. A burden disease study made in 2007 shows that 84% of the total diseases in the country were non-communicable diseases (Universidad Católica de Chile, 2008). The 2003 National Health Survey showed that only a small fraction of those affected by a chronic disease had their condition under control (Bitrán et al, 2010). In this context, coinsurance can be a valuable tool for dealing with cost escalating problems in the health system while, at the same time, promoting more ambulatory visits and preventive services and less HCSC.

In preparing this document, OVE interviewed some 130 people, including the Bank's main counterparts among the Jamaican authorities, project execution units, members of civil society and the private sector, representatives of multilateral agencies with presence in Jamaica, the Bank's General Manager for the Caribbean Region Department, the Bank's current and former Representatives in Jamaica, and IDB staff at the Bank's Country Office and at Headquarters. The mission also visited the sites of IDB-supported projects to assess implementation progress and challenges.
