This article is the second in a series on the birth of a new elite in the United States, called ‘the minority elite’. The previous article hypothesized that what is happening is not so much the replenishment or evolution of the old elite, but the emergence of a new one, grown on the basis of the Affirmative Action Program, the culture of ‘woke capitalism’ and decades of the minority protest. The process of elite change intensified on the wave of protest activity of black minority, primarily ‘Black Lives Matter’ movement, in the summer of 2020, which coincided with elections to all branches of government. The new elite need to create their own version of American history and their liberation mission. The ideological paradigm of the black movement includes several social doctrines: ‘The 1619 Project’, critical race theory, Black liberation, theories of white privilege, white supremacy and anti-racism. ‘The 1619 Project’ clearly demonstrates how the new elite understand the past, present and future of the United States and their place in the social structure. This article analyzes the theses of ‘1619’, and also contains the main conclusions of the professional criticism of this project. The goal of the project, according to its authors, is to reframe American history. It places slavery and systematic racism at the very center of US history and thereby denies the foundations on which the ‘American project’ is based. ‘1619’ is considered in the article as a socio-engineering project that includes various programs: curricula for colleges and schools, podcasts for radio, TV shows and films, interviews and speeches in universities, exhibitions, press publications, ideological themes for elections and trainings for organizations and social movements. The unprecedented speed of implementation and the scale of financing of the new version of American history in all spheres of society without its professional assessment indicate that this large-scale action was prepared in advance. The article deals with the fundamental factual errors in the presentation of history, analysis and interpretation of economic data in ‘1619’, including those that were uncritically borrowed from the school ‘New History of Capitalism’. It also addresses the doctrine of anti-racism. The analysis of the project showed a low level of evidence of the revision of history conceived in it. The author shows by the example of ‘1619’ that scientific research is not combined with ideological tasks, since the latter inevitably lead to adjustment to the given answer, a decrease in the level of the applied scientific apparatus and simplification of the conclusions drawn. Criticism of the project was heard only in the academic sphere, but did not get into the media. One of the most serious consequences of the project is the creation of a new mythology, supplanting from the public consciousness a version of American history based on the Declaration of Independence, the Constitution and proven historical facts. The black movement, albeit temporarily, managed to impose its own narrative on public opinion and create a rationale for moving into power and receiving new privileges.

Transmedia storytelling combines various concepts and respective strategies that were originally intended for the expansion of fictional storyworlds. Gradually, technological convergence and the digitization of information facilitated their adoption by the field of journalism. This study examines if and how transfictionality and its extensions are incorporated into transmedia journalistic projects, with the aim of expanding non-fictional storyworlds. The research methodology follows the scheme of qualitative content analysis in a sample of six essays of the online special issue of The 1619 Project, a transmedia journalistic venture published by The New York Times. In this context, Scolari’s taxonomy of extensions (2009) was used as an objective research tool through which the research sample was analyzed and interpreted. The research findings reveal that the research sample includes various stories whose functions are similar to those of extensions while audience actively participates in the construction of the represented storyworld. Moreover, the whole project incorporates ‘expansion’, a form of transfictionality that extends fictional storyworlds, by using extensions (e.g., sequels, prequels). Therefore, it seems that the field of transmedia journalism adopts both transfictionality and extensions, with the aim of expanding non-fictional storyworlds, enhancing the development of collaborative transmedia journalistic efforts.

AbstractConflict over the curriculum is nothing new in American public education, which has never been insulated from the culture wars. In the past few years, conflict over the teaching of race has torn through history and social studies classrooms, inciting the most serious fight over America's past since the last “history war” in the 1990s. At issue in the current conflict are debates over what schools should teach K-12 students about the history of race and racism in the United States. The chief flashpoint in this fight has been the New York Times’s 1619 Project, led by journalist Nikole Hannah-Jones, which seeks to retell the story of America's founding through the lens of racial inequality. Pushback on the 1619 Project has included the Trump administration's 1776 Commission, which produced a series of proposals seeking to ban 1619-aligned curricula and oppose critical race theory.For this policy dialogue, the HEQ editors asked Donnalie Jamnah and Jonathan Zimmerman to discuss the latest round of history wars in K-12 public education, exploring the extent to which the past helps us understand the troubled present, as well as what the future might hold. Donnalie Jamnah is the K-12 Partnerships Manager for the education team at the Pulitzer Center on Crisis Reporting. In that role, she manages several programs including the 1619 Educator Network. Prior to joining the Pulitzer Center, she worked as a classroom teacher and instructional coach. Zimmerman is a past president of the History of Education Society and the Judy and Howard Berkowitz Professor in Education at the University of Pennsylvania. His work examines how education practices and policies have developed over time, and the myths that often cloud our understanding of teaching and learning. He is the author of nine books, including Whose America? AbstractThe Tokyo Twin Cohort Project (ToTCoP) is a large-scale longitudinal study of 5 years based on 1619 pairs of infant twins reared together. The purpose of the study is to construct a population-based twin registry in Japan and to investigate human growth and development and twin themselves. It covers behavioral, neurological, physical and environmental variables measured by questionnaire, home visiting and brain imaging technology. The full registry contains over 47,000 multiple births collected from the Basic Resident Register, and the targeted population is 3070 probable twins of 0 to 2 years old. Preliminary analysis of the entry questionnaire data showed no serious sampling biases. Descriptive statistics of parental characteristics (parental age, gestation age, parity and placentation, maternal weight, parenting stress) and children's characteristics (body size at birth, 4 and 10 months of age, milk consumption, and sleeping and social behavior) and their correlations, genetic and environmental contributions and correlations are reported.

Abstract. Accumulations of global proxy data are essential steps for improving reliability of climate model simulations for the Pliocene warming climate. In the Pliocene Model Intercomparison Project phase 2 (PlioMIP2), a part project of the Paleoclimate Modelling Intercomparison Project phase 4, boundary forcing data have been updated from the PlioMIP phase 1 due to recent advances in understanding of oceanic, terrestrial and cryospheric aspects of the Pliocene palaeoenvironment. In this study, sensitivities of Pliocene climate simulations to the newly archived boundary conditions are evaluated by a set of simulations using an atmosphere–ocean coupled general circulation model, MRI-CGCM2.3. The simulated Pliocene climate is warmer than pre-industrial conditions for 2.4 °C in global mean, corresponding to 0.6 °C warmer than the PlioMIP1 simulation by the identical climate model. Revised orography, lakes, and shrunk ice sheets compared with the PlioMIP1 lead to local and remote influences including snow and sea ice albedo feedback, and poleward heat transport due to the atmosphere and ocean that result in additional warming over middle and high latitudes. The amplified higher-latitude warming is supported qualitatively by the proxy evidences, but is still underestimated quantitatively. Physical processes responsible for the global and regional climate changes should be further addressed in future studies under systematic intermodel and data–model comparison frameworks.

The New York Times 1619 Project materials on American popular culture were presented to college students at a Historically Black University & College (HBCU) and Predominantly White Institution (PWI). Guided by Critical Race Media Literacy, we employed quantitative and qualitative analysis to explore the knowledge-based and emotional responses to Black historical media. The findings suggest that HBCU and PWI students had similar levels of prior knowledge. HBCU and PWI students experienced disparate emotional responses to the material. Overall, both HBCU and PWI students’ knowledge increased on this topic following the study as the content is underrepresented in education and popular culture.

Introduction. This study is aimed at developing a model of the life cycle of a multi-storey residential building, taking into account the factors of technical risks. This model makes it possible to identify the main factors of technical risks at different stages of a project’s life and predict its behavior. After examining an extensive list of both domestic and foreign literature, it is clear that the systematization and classification of the elements of the life cycle of a construction object in conditions of technical risk factors is an urgent task in the construction industry. The purpose of the study is to develop the most effective mathematical model for determining and predicting the influence of technical risk factors on the life cycle of a multi-storey residential building. Materials and methods. The study is based not only on an extensive review of scientific literature, whose attention is focused on technical risks, but also analyzed the stages of the life cycle of buildings and structures, used the method of analogies and the method of diagrams, based on the theory of fuzzy set and the Dempster-Schafer theory, a mathematical model of FLDS is formed, so an expert survey was conducted with leading experts in the construction industry, on the basis of which the selection of the main factors of technical risks is formed. Results. The problem of analyzing technical risks in the construction industry plays a significant role, this is due to the construction of a significant number of modern structures that are unique in their kind, both from an architectural point of view, and from the point of view of the originality of design and technological solutions. Conclusions. Due to the uncertainty of experts’ opinions regarding the likelihood of occurrence and the degree of impact of risk factors, a demonstrative mathematical model of FLDS based on two theories is proposed, which allows numerically determining and distributing the influence of a risk factor by ranks. The result of the study shows that the application of the FLDS mathematical model will significantly increase the success of the project, allowing you to see the critical factors of technical risks at the initial stage of the life cycle of a construction project.

AbstractAt various stages in his career, Francis Bacon claimed to have reformed and changed traditional natural history in such a way that his new “natural and experimental history” was unlike any of its ancient or humanist predecessors. Surprisingly, such claims have gone largely unquestioned in Baconian scholarship. Contextual readings of Bacon's natural history have compared it, so far, only with Plinian or humanist natural history. This paper investigates a different form of natural history, very popular among Bacon's contemporaries, but yet unexplored by contemporary students of Bacon's works. I have provisionally called this form of natural history 'Senecan' natural history, partly because it took shape in the Neo-Stoic revival of the sixteenth-century, partly because it originates in a particular cosmographical reading of Seneca's Naturales quaestiones. I discuss in this paper two examples of Senecan natural history: the encyclopedic and cosmographical projects of Pierre de la Primaudaye (1546–1619) and Samuel Purchas (1577–1626). I highlight a number of similarities between these two projects and Francis Bacon's natural history, and argue that Senecan natural history forms an important aspect in the historical and philosophical background that needs to be taken into consideration if we want to understand the extent to which Bacon's project to reform natural history can be said to be new.

Global-scale forest/non-forest (FNF) maps are of crucial importance for applications like biomass estimation and deforestation monitoring. Global FNF maps based on optical remote sensing data have been produced by the wall-to-wall satellite image analyses or sampling strategies. The German Aerospace Center (DLR) and the Japan Aerospace Exploration Agency (JAXA) also made available their global FNF maps based on synthetic aperture radar (SAR) data. This paper attempted to answer the following scientific question: how comparable are the FNF products derived from optical and SAR data? As test sites we selected the Amazon (tropical rainforest) and Cerrado (tropical savanna) biomes, the two largest Brazilian biomes. Forest estimations from 2015 derived from TanDEM-X (X band; HH polarization) and ALOS-2 (L band; HV polarization) SAR data, as well as forest cover information derived from Landsat 8 optical data were compared with each other at the municipality and image sampling levels. The optical-based forest estimations considered in this study were derived from the MapBiomas project, a Brazilian multi-institutional project to map land use and land cover (LULC) classes of an entire country based on historical time series of Landsat data. In addition to the existing forest maps, a set of 1619 Landsat 8 RGB color composites was used to generate new independent comparison data composed of circular areas with 5-km diameter, which were visually interpreted after image segmentation. The Spearman rank correlation estimated the correlation among the data sets and the paired Mann–Whitney–Wilcoxon tested the hypothesis that the data sets are statistically equal. Results showed that forest maps derived from SAR and optical satellites are statistically different regardless of biome or scale of study (municipality or image sampling), except for the Cerrado´s forest estimations derived from TanDEM-X and ALOS-2. Nevertheless, the percentage of pixels classified as forest or non-forest by both SAR sensors were 90% and 80% for the Amazon and Cerrado biome, respectively, indicating an overall good agreement.

A discussion is presented of how environmental and community issues affect project planning and development, and ideas are presented on how to proactively manage the environmental compliance process to capitalize on the flexibility and advantages of a turnkey approach and at the same time reduce the potential for major project risk factors to jeopardize successful project implementation. On the basis of the experience of traditional and turnkey projects during the project development process, major project risk factors (cost, delay, and public relations risks), which need to be identified and acknowledged as early as possible in the project development process, are explored. Mechanisms to compensate for these risk factors need to be developed and incorporated into the design of the turnkey procurement process. Assigning responsibility for environmental management functions to the parties best equipped to resolve the issues likely to arise at each stage of the development process is also important. Whereas reactive environmental management exposes projects to high levels of risk and has the potential to jeopardize attainment of turnkey objectives, proactive environmental management has the potential to support the turnkey concept by reducing the risks associated with environmental issues.

Resources selection and allocation at the project planning stage is an important issue for reducing project cost, duration and risk. Existing planning and scheduling methods overlook aspects of limited production capacity of construction companies (contractors) due to the fact that they are simultaneously engaged in realization of some projects. This paper presents a new methodology for project scheduling with repetitive processes using Petri nets based approach. The paper starts with an overview of current developments in the Petri nets theory. We then propose an efficient computational method based on simulation of Petri net model for construction project planning and subcontractor agreement analysis. An example of construction project simulation research is presented to illustrate the method of project planning and resources allocation.

In recent years, some large multinational companies have begun moving their R&D centers to China. As a result, cross‐cultural management for R&D projects becomes challenging due to the cultural diversity. Based on the technique of relative importance index (RII), this study examines the gaps between the Chinese and Western cultures in R&D projects for multinational firms. The findings show there is a significant difference between Chinese and Western cultures. The top five factors transformed into self‐reflection statements include: 1) You could accept your manager criticizing your mistake in public; 2) You avoid any conflict with your manager; 3) Objective of the project is the target for the whole project group; 4) You do not mind the methods for your performance evaluation; and 5) You pay greater attention to improve “relationship” among colleagues. Overall, these findings reveal managerial implications for R&D managers that the need to recognize and manage cultural difference is an important component in cross‐cultural project management.

The article deals with the new principle of diploma defence (protection) for Ukrainian higher education in the form of start-ups on the example of the masters of educational and professional program «Advertising and Public Relations» Borys Grinchenko Kyiv University, which provides great opportunities for the establishment of innovative environment and every alumnus confirms very high level of qualification which was acquired during years of university study. The possible results of such a step for the development of entrepreneurship in Ukraine are also being evaluated. On the grounds of content analysis, the theme of master’s thesis of professional program «Advertising and Public Relations are analyzed as a result of willingness to solve difficult tasks and problems in professional activity, competence to apply the acquired knowledge in applied scientific research, practical communication projects, in public, commercial, creative and other socially beneficial activities with the help of future specialists in the field of advertising and PR. The structural components of a master’s startup project are described in the details, as well as an evaluation criteria and a range of possible points for their implementation were pointed out. clearly defined criteria for evaluating startup projects: creativity, visual effects, aesthetic impression, originality, style, composition, etc. The conclusions which are relative to the dynamic of development such masters’ startups are formulated in the form of more complicated, integrated interdisciplinary project, in which individual parts can be performed by a master of another structural subdivision(unit) of Borys Grinchenko Kyiv University or even other higher education institution.

Many citizen science projects deal with high attrition rates. The Dutch Great Influenza Survey is an exception to this rule. In the current study, we conducted an online questionnaire (N=1610) to investigate the motivation and learning impact of this loyal, active participant base. Results show that the desire to contribute to a larger (scientific) goal is the most important motivator for all types of participants and that availability of scientific information and data are important for learning. We suggest similar projects seek (social) media attention regularly, linking project findings to current events and including the importance of participants' contribution.

AbstractThis paper explores the ambiguous role of magic in the controversy over the draining of the fens, the last bastion of wilderness in seventeenth-century England. In what now looks like an early form of environmentalist resistance to the destruction of these wetlands, opponents of the drainage accused the undertakers of invoking diabolical aid in their audacious efforts to tamper with God’s creation. Evidence of this mentality can be found in both William Shakespeare’s The Tempest and Ben Jonson’s The Devil is an Ass. Via a close reading of Jonson’s comedy, this paper navigates the confluence of magic, technology, and “projection” in the ideological debate surrounding the fens. Just as the traditional Vice figures (Iniquity and Pug) find themselves out-devilled by Jacobean Londoners, the play dramatizes the appropriation and displacement of a residual poetics of enchantment by the emergent discourses of economics and applied engineering. A tendency to equate magic with hydro-engineering technology may have been encouraged by John Dee’s involvement in the project. Drawing on an unpublished manuscript in the Ashmole collection at the Bodleian Library, this paper seeks to uncover the extent and impact of Dee’s role in the drainage. Advocates of the drainage, however, not only denied any supernatural involvement but also counterattacked by accusing their opponents of credulity and magical thinking. They characterized the native fen-dwellers as superstitious heathens and cast a scathing eye on local folklore depicting the fens as a demon-haunted wasteland. In pro-drainage documents, the proposed draining of the fenlands becomes tantamount to an exorcism, purging the rural backwaters of paganism and witchcraft. Wetlands management will now be conducted through applied engineering rather than magical incantations. A little known Jacobean ballad, “The Powte’s Complaint” (c. 1619) revives these animistic tropes to protest the fen’s destruction. Jonson’s play may explain why this tactic was doomed to fail and why this poem has been forgotten. As the credibility of magic eroded in the mid-seventeenth century, opponents of the drainage instead sought to stir up public resentment against the foreignness of the Dutch under-takers rather than their supposed collusion with supernatural forces. Jonson’s own projection that the drainage was an impossible con (like alchemy) would prove inaccurate. Nevertheless, The Devil is an Ass stands as the one of the most ecologically-engaged texts in the canon of early modern English drama.

The 1991 Intermodal Surface Transportation Efficiency Act placed new emphasis on transportation planning. In response, FHWA and FTA issued Joint Statewide and Metropolitan Planning Regulations (23 C.F.R §450). These regulations call for two studies, the congestion management system (CMS) analysis and the major investment study (MIS), which must be completed to analyze the best use of the existing transportation network and to determine whether and what transportation investments are needed in a metropolitan area. The intent is to use these studies as input to the metropolitan planning organization’s long-range transportation plan. The Pennsylvania Turnpike Commission (PTC) and the Southwestern Pennsylvania Regional Planning Commission (SPRPC) cooperatively developed and implemented an effective approach to navigate the Mon/Fayette Route 51 to Pittsburgh transportation project through a collaborative process integrating the CMS analysis and MIS. This approach also met the requirements of the Pennsylvania Department of Transportation’s (PennDOT’s) Preliminary Alternatives Analysis, one in a series of studies required under PennDOT’s National Environmental Policy Act (NEPA) implementing guidelines. PTC’s goal to advance a preferred major investment alternative into the next phase of project development was accomplished when SPRPC endorsed the integrated CMS analysis/MIS and preliminary alternatives analysis report. Presented is a success story in the effort to integrate the metropolitan planning and NEPA processes at the project programming level. It is hoped that the planning and NEPA principles applied can serve as a model to advance other transportation projects.

JOBLINKS demonstration projects tested the means of providing transportation services to disadvantaged individuals, particularly welfare recipients trying to make the transition to employment and self-sufficiency. In 1995–1996, 10 demonstration projects were funded in 6 states. After each project an independent assessment yielded the following findings: ( a) Transportation made a difference in enabling disadvantaged people to obtain work. In several demonstration projects, the transportation services provided through JOBLINKS enabled individuals to get a job or to increase work to a full-time basis. ( b) Transportation solutions were most effective in the presence of three key factors: availability of jobs in the local labor market at shift times that could be served by available drivers and vehicles, access to job-ready workers with transportation barriers who would be suited for these jobs, and coordination among transportation providers, human services agencies, and employers. In the absence of these factors, transportation linkages played an important role in getting disadvantaged populations to job preparation services. Many of the JOBLINKS projects concentrated on and were very successful at carrying those who were not job ready to educational institutions, job-training providers, and job club sites. ( c) Transportation is a necessary component in the package of services needed to implement welfare-to-work programs. Welfare-to-work policy emphasizes getting people into work environments. There are serious implications of this policy for both welfare agencies and transportation providers. Future efforts to meet the transportation needs of people who are struggling to become independent of welfare should focus on innovative ways to get them to workplaces.

BackgroundRheumatoid arthritis (RA) is the most prevalent autoimmune mediated joint disease. A complex dysfunction of the immune response is considered central for its pathogenesis as well as a dysregulated crosstalk between fibroblast-like synoviocytes (FLS) and monocytes.ObjectivesThis project aims to examine and validate the anti-inflammatory effects of the natural glucose metabolite itaconate-derivative 4-octyl itaconate (4-OI) on stromal and immune cells from patients with active RA and evaluate the downstream effector molecule Heme-Oxygenase 1 (HO-1) as a potential biomarker.MethodsSynovial fluid mononuclear cells (SFMC) from patients with chronic RA (cRA) were used to harvest RA FLS. Monocultures of synovial fluid derived FLS (SF-FLS) and autologous co-cultures of SF-FLS and peripheral blood mononuclear cells (PBMC) were cultured with and without 4-OI, corticosteroids, and anti-TNF (n=7). Subsequently, analyses by flow cytometry, Western Blotting, MTT assay, and ELISA were performed. The 4-OI target protein Nrf2 was knocked out in immortalized FLS (FLS-KO) generated by Clustered Regularly Interspaced Short Palindromic Repeats (CRISPR). Furthermore, we measured HO-1 by ELISA in plasma samples from newly diagnosed, active and treatment-naïve early RA (eRA) patients at baseline and after 6 months of intensive treatment (the OPERA trial, n=80)[1]with a follow-up period of 24 months and plasma and in synovial fluid samples from patients with active, chronic RA (cRA, n=20) during disease activity flares. Plasma samples from age approximated and gender matched healthy controls (HC) (n=35) were also included.ResultsIn vitro4-OI significantly inhibited MCP-1 secretion in cultured SFMC, THP-1 (monocyte cell line), and FLS and resulted in a concomitant increased HO-1 production. 4-OI reduced the MCP-1 secretion by 84%, anti-TNF by 41% and corticosteroids by 54% (all p<0.01) in co-cultures consisting of autologous RA SF-FLS and PBMCs.In FLS we observed a linear decrease in pro-inflammatory cytokine production. 4-OI did not decrease collagen production, even in dosage of 500 µn FLS we observed a linear decrease in pro-inflammatory cytokine production. 4-OI did not decrease collagen production, even in dosage of 500 1 production. 4-OI reduced the MCP.In eRA plasma levels of HO-1 was significantly increased at baseline (2039 pg/mL, 95% CI [1619, 2460]) vs HC (1209 pg/mL, 95% CI [1047, 1370]). Treatment with MTX or MTX + anti-TNF, lowered levels of HO-1 (1704 pg/mL, 95% CI [1377, 2031]) after 6 months irrespective addition of anti-TNF treatment, reducing the difference to a no longer significantly different level from HCs. HO-1 was associated with number of swollen joints (r=0.25, p<0.02), tender joints (r=0.24, p<0.02) and Clinical Disease Activity Index (r=0.23, p<0.02). Baseline HO-1 predicted radiographic joint damage progression (change in Total Sharp-van der Heijde score (Δn eRA plasma levels of HO-1 was significantly increased at baseline (2039 pg/mL, 95% CI [1619, 2460]) vs HC (1209 pg/mL, 95% CI [1047, 1370]). Treatment with MTX or MTX + anti-TNF, lowered levels of HO-1 (1704 pg/mL, 95% CI [1377, 2031]) after 6 months irund (r=0.75, p<0.001). High levels of HO-1 in SF from inflamed joints were associated with CRP (r=0.52, p<0.05) during flares in cRA.ConclusionIn vitro4-OI decreased MCP-1 secretion and increased the HO-1 expression in cultures of monocytes and in RA FLS and PBMC without decrease in collagen production or cell growth. In total, 4-OI decreased MCP-1 in both immune and stromal dominated RA pathobiology. Recently an international demonstration project was carried out between SOCIALDATA and the International Association of Public Transport to create awareness of an innovative marketing approach to increasing public transport use called “individualized marketing.” SOCIALDATA undertook a series of experimental projects designed to prove the effectiveness of subjective perceptions, the so-called “soft policies.” The starting point was the recognition that use of public transport is hindered by a lack of experience and motivation to use it. Potential users of public transport were contacted directly with the intent of motivating them to think about their behavior. Then the test groups were thoroughly informed about public transport and selected test candidates were given a (transferable) ticket to use public transport free of charge for one full month. The experiment was extremely successful: use of public transport for the test group nearly doubled. Next a method was developed allowing the management of projects on the scale of several thousand households. The concept was applied in numerous projects, which all showed the positive results of individualized marketing: a significant increase in the use of public transport. Surplus revenue was available to finance the innovative marketing approach, which has led to a measurable image improvement for public transport and its companies. Therefore, individualized marketing has proved to be a quick, cost-effective method to increase areawide public transport patronage.

In 1991, the Wisconsin Department of Transportation and the asphalt paving industry in the state decided to construct a trial installation of an asphalt paving technology that had piqued the interest of a group of professionals who had recently toured Europe. The success of that initial trial was the basis of the decision to conduct a thorough evaluation of stone matrix asphalt (SMA). Subsequently, six projects were constructed at various locations around the state. Each project contained six test sections utilizing various fiber and polymer-modified SMA mixes. Besides evaluating the various types of SMAs, this research effort also contained elements for evaluating the impact of aggregate size and aggregate hardness on the effectiveness of the SMA mixes. These projects were constructed over a period of 3 years; the last one was constructed in 1994. All the projects were evaluated from the standpoint of ease of construction and performance. Although the ease of construction was to be evaluated mostly on a subjective basis, the performance measures were established to be objective and measurable. The performance measures were amount of cracking, friction characteristics, overall pavement distress, amount of rutting, noise impacts, and ride. Although the data collected so far are limited because of the short time the pavements have been in place, they point to an asphalt pavement that resists cracking and rutting, while providing a good ride and excellent frictional qualities. The SMAs demonstrate promise of being a durable and long-lasting asphalt pavement.

A methodology is presented that emulates the transportation improvement planning process using mathematical optimization techniques. The scheduling problem is formulated as a mixed integer linear program (MILP) and can be considered as a multiperiod network design problem. The three primary model components are discussed: ( a) the input module in which the network, traffic demand, and pool of potential projects are identified over the planning horizon; ( b) the benefits estimation module using network travel time as the benefit criterion; and ( c) the schedule builder, an MILP that attempts to maximize the total benefits subject to annual resources and project precedence constraints. The proposed method is applied in a case-study context to the Lisbon metropolitan region’s network, a portion of Portugal’s highway network, and the results are discussed.

Background Sepsis is a leading cause of direct and indirect maternal death in both the UK and globally. All forms of operative delivery are associated with an increased risk of sepsis, and the National Institute for Health and Care Excellence’s guidance recommends the use of prophylactic antibiotics at all caesarean deliveries, based on substantial randomised controlled trial evidence of clinical effectiveness. A Cochrane review, updated in 2017 (Liabsuetrakul T, Choobun T, Peeyananjarassri K, Islam QM. Antibiotic prophylaxis for operative vaginal delivery. Cochrane Database Syst Rev 2017;8:CD004455), identified only one small previous trial of prophylactic antibiotics following operative vaginal birth (forceps or ventouse/vacuum extraction) and, given the small study size and extreme result, suggested that further robust evidence is needed. Objectives To investigate whether or not a single dose of prophylactic antibiotic following operative vaginal birth is clinically effective for preventing confirmed or presumed maternal infection, and to investigate the associated impact on health-care costs. Design A multicentre, randomised, blinded, placebo-controlled trial. Setting Twenty-seven maternity units in the UK. Participants Women who had an operative vaginal birth at ≥ 36 weeks’ gestation, who were not known to be allergic to penicillin or constituents of co-amoxiclav and who had no indication for ongoing antibiotics. Interventions A single dose of intravenous co-amoxiclav (1 g of amoxicillin/200 mg of clavulanic acid) or placebo (sterile saline) allocated through sealed, sequentially numbered, indistinguishable packs. Main outcome measures Primary outcome – confirmed or suspected infection within 6 weeks of giving birth. Secondary outcomes – severe sepsis, perineal wound infection, perineal pain, use of pain relief, hospital bed stay, hospital/general practitioner visits, need for additional perineal care, dyspareunia, ability to sit comfortably to feed the baby, maternal general health, breastfeeding, wound breakdown, occurrence of anaphylaxis and health-care costs. Results Between March 2016 and June 2018, 3427 women were randomised: 1719 to the antibiotic arm and 1708 to the placebo arm. Seven women withdrew, leaving 1715 women in the antibiotic arm and 1705 in the placebo arm for analysis. Primary outcome data were available for 3225 out of 3420 women (94.3%). Women randomised to the antibiotic arm were significantly less likely to have confirmed or suspected infection within 6 weeks of giving birth (180/1619, 11%) than women randomised to the placebo arm (306/1606, 19%) (relative risk 0.58, 95% confidence interval 0.49 to 0.69). Three serious adverse events were reported: one in the placebo arm and two in the antibiotic arm (one was thought to be causally related to the intervention). Limitations The follow-up rate achieved for most secondary outcomes was 76%. Conclusions This trial has shown clear evidence of benefit of a single intravenous dose of prophylactic co-amoxiclav after operative vaginal birth. These results may lead to reconsideration of official policy/guidance. Further analysis of the mechanism of action of this single dose of antibiotic is needed to investigate whether earlier, pre-delivery or repeated administration could be more effective. Until these analyses are completed, there is no indication for administration of more than a single dose of prophylactic antibiotic, or for pre-delivery administration. Since 2014, the Tay Point Archaeology Project has actively investigated Ahatsistari (BeGx-76) and Chew (BeGx-9), two Huron-Wendat village sites. Archaeological and historical evidence suggest Ahatsistari and Chew are good candidates for the historically referenced villages of Carhagouha and Quieunonascaran respectively, visited by the French ca. 1615–1616 CE and 1623–1624 CE. The geographic locations, inter-village distances, and sizes of Ahatsistari and Chew correspond with historic accounts of Carhagouha and Quieunonascaran. Recovered European-made artifacts securely date Ahatsistari to the first quarter and Chew to the second quarter of the seventeenth century, matching the recorded occupations of Carhagouha and Quieunonascaran. Exceptionally high glass bead densities and unusual European trade items point to intense trade between the French and Huron-Wendat and the presence of notable European visitors at Ahatsistari. Still to be located at Ahatsistari are a triple palisade and small cabin outside the village of Carhagouha that was occupied by Samuel de Champlain, Recollect friar Joseph Le Caron, and French traders.

This article is carried out within a scientific project supported by the “Zhivaya traditsiya” (Traditioviva) Development Fund and dedicated to a detailed theological and philological analysis and commentary on the translation of the Letter to the Grand Duchess Christina of Lorraine (1615), which is part of the series of “Copernican Letters” by Galileo Galilei. It was in these letters (besides the letter to Christina, there are also a letter to Benedetto Castelli of 1613 and two letters to Piero Dini of 1615) that Galileo formulated the principles of a new scientific method of understanding the world, referring to the discoveries of Nicolaus Copernicus. In the letter to Christina, the most striking and important of this series and still not translated into Russian, Galileo expounds in particular detail, consistently and fully his position as a natural scientist, parrying reproaches for the incompatibility of his scientific conclusions with the Holy Bible. But Galileo is not only a scientist, theologian and philosopher. He is also known as a man of letters, a writer, a representative of baroque literature and the founder of the scientific style in the Italian language, which deserves special attention. In the Letter to Christina, one can note the characteristic features of Galileo’s scientific style: simplicity of terminology, metaphorical scientific descriptions, emotionality, complex syntax, aggravated by multitiered subordinate clauses, homogeneous subordinate clauses, wide use of gerunds.

Conservation translocations have become increasingly popular for ‘rewilding’ areas that have lost their native fauna. These multispecies translocations are complex and need to consider the requirements of each individual species as well as the influence of likely interactions among them. The Dirk Hartog Island National Park Ecological Restoration Project, Return to 1616, aspires to restore ecological function to Western Australia’s largest island. Since 2012, pest animals have been eradicated, and conservation translocations of seven fauna species have been undertaken, with a further six planned. Here, we present a synthesis of the innovative approaches undertaken in restoring the former faunal assemblage of Dirk Hartog Island and the key learnings gathered as the project has progressed.

The policy of payments for environmental services is implemented in public policies in Brazil, and there are many efforts to increase projects that subsidize rural producers, combining payments with incentives for good agricultural practices that promote these services. Thinking about ways to add these values in projects to restore degraded areas is an opportunity to generate monetary benefits for producers and attractiveness for stakeholders, aiming to increase investments in projects of this nature and gain scale in the restoration of these areas. In this way, this study evaluated the financial viability of a project to implement 16.9 hectares of agroforestry systems in agrarian reform settlements located in the Descoberto HydrographicBasin near Brasília, Federal District, and the proposition of a scenario of payment for environmental services associated with adoption of this agricultural practice by producers. The results were promising for both investors and farmers, as demonstrated by the financial analysis criteria (NPV: USD 63,097.49, IRR: 71%, simple payback: 3 years). The PES scenario was even more attractive, proving to be an encouraging increase for the adoption of this practice by producers.

The experiments discussed here are aimed at determining whether risk perception and risk acceptance are two distinct psychological processes. This study is motivated by the idea of a double‐criterion model of choice. In particular, in line with risk‐value (R‐V) models, in which risk is treated as a primitive, it is tested whether risk is independent of aspirations and whether preferences depend on aspirations. In two experiments, 305 university students were presented with pairs of risky projects and were asked to compare their riskiness and select one. The aspiration level, defined as the target return on the project, was set through an explicit instruction. In Experiment 1, a within‐subject design was applied, and thus aspirations were set at two different levels. In Experiment 2, with a between‐subject design, two different aspiration levels were set for each group. The results indicate that risk ordering is insensitive to changes in aspirations, but preferences are sensitive to those changes. This supports distinctness of risk perception and risk acceptance. The findings are discussed in terms of the CPT and SP/A models and the R‐V approach. It appears that double‐criterion models provide better and psychologically sounder predictions of subjects' preferences.

Federal planning regulations issued in 1993 require major investment studies (MISs) to help metropolitan planning organizations reach decisions on high-cost, high-impact highway and transit facilities. The regulations offer two options for the development of National Environmental Policy Act (NEPA) documents for major investments. In Option 1, draft and final NEPA documents are prepared during the project development/ preliminary engineering phase for any projects that emerge from an MIS and have been incorporated into the region’s long-range plan. In Option 2, a draft NEPA document is prepared as part of the MIS. Although there is general appreciation and understanding of the planning principles underlying the MIS process, the role of environmental impact analysis and documentation has been a source of confusion, misunderstanding, and skepticism. An attempt is made to clear up this confusion by explaining Option 1, Option 2, and the more recently conceived Option 1½ and by presenting situations and circumstances in which each option might be most advantageous. Also presented is the federal “vision” that led to the development of the MIS process, the nature of MIS alternatives is highlighted, suggestions for establishing the appropriate level of detail are offered, and a distinction is made between NEPA principles and documentation requirements.

Solid state expenses directed to national projects and state target programs demand adequate instruments of planning, accounting and controlling budget resources. Their aim is to increase guarantees of reaching the expected results. Unfortunately, national statistical authorities had refused from total statistical accounting of economic activities, and because of that, they aren’t able to find the correct decisions of the formulated tasks. It is necessary to make some additional efforts in this problem field, which may – on the one side – lead every project or program to visible application, and on the other hand they should provide productivity of using the state resources. Using the example of target program named «Digital economy in Russian Federation» we offer the original methodological approach to solving this problem. It is based on well-known methods of net planning and management. Transformation of text data of a project or a program to net model is rather simple. As well as simple is the further feeding this model with the information about resources, terms, executors, control points and project’s artifacts (these are real demonstrations of this project’s results). This simplicity provides solid base for the right monitoring job process and just-in-time creating regulated managerial acts. Accumulating these functions in total monitoring center would allow creating general methodology of managing the national projects. It also allows to provide just-in-time delivery of actual information to controlling and inspecting authorities. This information is provided with current and perspective development of the projects.

The article is devoted to the analysis of pedagogical conditions for the training of social pedagogues for project activities in postgraduate education. The purpose of the work is the theoretical substantiation of the requirements for the teacher's profession and his personality. Pedagogical conditions for the training of social pedagogues for project activities are determined as factors, circumstances, necessary and sufficient for the organization and conduct of such training in postgraduate education. The main pedagogical conditions are singled out: updating the content of advanced training courses with innovative modules which provide a cognitive basis for the readiness of social pedagogues for project activities; motivation of social pedagogues to implement project activities in social-pedagogical work; using of innovative technologies in the process of socio-pedagogical work; increasing the effectiveness of methodical support for the training of social pedagogues in postgraduate education. The specified pedagogical conditions ensure the effective development of the professional competence of social teachers and direct them to further professional growth. The results of a survey of social pedagogues regarding their attitude to project activities are presented. It was established that more than half of the respondents at advanced training courses were introduced to the elements of project activity, a small part of social pedagogues received information about the specifics of project activity during informal education: webinars, master classes. It has been proven that the implementation of the specified pedagogical conditions requires the updating of educational and professional programs for the training of social pedagogues in the institutions of higher and postgraduate education, the using of innovative pedagogical technologies in the training process, the introduction of new formations into the traditional system of training social pedagogues in advanced training courses.

The article highlights the actual problem of the dependence of the psychological component of the professional competence of future specialists on the use of an educational project in the educational process. The purpose of the article is to study the features of the influence of the use of an educational project in the educational activities of a higher educational institution on the psychological component of the professional competence of future specialists. The content and structure of the psychological component of the professional competence of future specialists have been determined, which is considered as a complex of characteristics of future specialists, contains psychological knowledge, skills, motivational, emotional processes, personal properties that help to carry out professional activities, self-improvement, and consists of motivational, emotional, activity, personal, cognitive components. The experience of the formation of the psychological component of the professional competence of future specialists with the help of an educational project introduced into the educational process of the Institute of Philology of Borys Grinchenko Kyiv University is characterized. Among the research tools were used: diagnostic methods for studying the components, indicators of the psychological component of the professional competence of future specialists, the experimental method, the comparison method, and correlation analysis. The relevance of the topic is confirmed by the results of a survey of future specialists who underwent diagnostics on the problems of studying the level of the psychological component of professional competence for use in the educational process of an educational project and after. The experiment involved 227 future specialists in the specialty «035 Philology». Through experimental activities, the features of the application of the educational project in the educational process of the institution have been determined. It was revealed that the level of the psychological component of professional competence before the implementation of the educational project was lower than the level of the studied phenomenon after the application of the project in the educational process. The results of the analysis showed that the process of creating and implementing an educational project by future specialists affects the formation of the psychological component of students’ professional competence.
