This article is the second in a series on the birth of a new elite in the United States, called ‘the minority elite’. The previous article hypothesized that what is happening is not so much the replenishment or evolution of the old elite, but the emergence of a new one, grown on the basis of the Affirmative Action Program, the culture of ‘woke capitalism’ and decades of the minority protest. The process of elite change intensified on the wave of protest activity of black minority, primarily ‘Black Lives Matter’ movement, in the summer of 2020, which coincided with elections to all branches of government. The new elite need to create their own version of American history and their liberation mission. The ideological paradigm of the black movement includes several social doctrines: ‘The 1619 Project’, critical race theory, Black liberation, theories of white privilege, white supremacy and anti-racism. ‘The 1619 Project’ clearly demonstrates how the new elite understand the past, present and future of the United States and their place in the social structure. This article analyzes the theses of ‘1619’, and also contains the main conclusions of the professional criticism of this project. The goal of the project, according to its authors, is to reframe American history. It places slavery and systematic racism at the very center of US history and thereby denies the foundations on which the ‘American project’ is based. ‘1619’ is considered in the article as a socio-engineering project that includes various programs: curricula for colleges and schools, podcasts for radio, TV shows and films, interviews and speeches in universities, exhibitions, press publications, ideological themes for elections and trainings for organizations and social movements. The unprecedented speed of implementation and the scale of financing of the new version of American history in all spheres of society without its professional assessment indicate that this large-scale action was prepared in advance. The article deals with the fundamental factual errors in the presentation of history, analysis and interpretation of economic data in ‘1619’, including those that were uncritically borrowed from the school ‘New History of Capitalism’. It also addresses the doctrine of anti-racism. The analysis of the project showed a low level of evidence of the revision of history conceived in it. The author shows by the example of ‘1619’ that scientific research is not combined with ideological tasks, since the latter inevitably lead to adjustment to the given answer, a decrease in the level of the applied scientific apparatus and simplification of the conclusions drawn. Criticism of the project was heard only in the academic sphere, but did not get into the media. One of the most serious consequences of the project is the creation of a new mythology, supplanting from the public consciousness a version of American history based on the Declaration of Independence, the Constitution and proven historical facts. The black movement, albeit temporarily, managed to impose its own narrative on public opinion and create a rationale for moving into power and receiving new privileges.

The objective of this thesis is to explore BIM, IPD and their implementation into a building project contract. The Integrated Delivery Processes is comprised of a collaborative team of Designers, Constructors, and Owners working side by side to create a successful project. BIM has been introduced as a technology into the industry, as a tool that these parties can use for better understanding the project. Through case studies of IPD projects using BIM are observed, it was determined that although BIM was used, one problem faced is the lack of BIM standards included initially in a contract for in an IPD project. There are templates available by the AIA, AGC, and USACE, but they are not all standalone documents. A guideline for the parities to discuss will be introduced as conversation piece that would help segue into what might be included in the contract documents.

A anÃlise da contribuiÃÃo do Projeto SÃo Josà na reduÃÃo da desigualdade e pobreza no Cearà à o objetivo deste estudo. Essas desigualdade e pobreza sÃo confirmadas pelos recentes indicadores sociais, econÃmicos e ambientais coletados. Como o Projeto SÃo Josà faz parte de polÃticas pÃblicas para combater tal fato, e està presente em 177 municÃpios, analisaram-se seus resultados entre abril de 1996 e junho de 2001, no intuito de verificar as mudanÃas no perfil socioeconÃmico e ambiental do estado, da regiÃo, do municÃpio e da comunidade. Para tanto, utilizaram-se documentos de formulaÃÃo e desempenho do projeto (Acordo de EmprÃstimo, Manuais e RelatÃrios), disponibilizados pelas instituiÃÃes envolvidas e dados e indicadores (Censo, Ãndice de Desenvolvimento Municipal, Mapa da Fome etc.) gerados e/ou trabalhados por instituiÃÃes credenciadas. As tabelas e grÃficos elaborados e os indicadores socioeconÃmicos disponibilizados possibilitaram verificar quais liberaÃÃes do projeto tiveram maior repercussÃo. Como produto, identificou-se que 78% dos subprojetos destinaram-se à infra-estrutura bÃsica: 50% para eletrificaÃÃo rural (energia domiciliar, a maioria); 24% para abastecimento dâÃgua e 4% para outras aÃÃes de infra-estrutura. Os subprojetos produtivos representaram 21% do total, pulverizados entre diversas atividades: 10% foram destinados à mecanizaÃÃo agrÃcola (compra de tratores, principalmente) com impacto duvidoso sobre o ambiente, enquanto a Ãrea social recebeu apenas 1% do total dos subprojetos. Esta anÃlise mostrou uma realidade contraditÃria: avanÃo em alguns indicadores de qualidade de vida - saÃde, educaÃÃo, consumo de bens durÃveis, infraestrutura bÃsica (estrada, eletrificaÃÃo); e lentidÃo na mobilidade de algumas taxas. Na educaÃÃo, continua alto o Ãndice de analfabetismo de adultos e baixa a mÃdia de anos de estudo, principalmente na zona rural (1,9 ano); na saÃde, persistem surtos de antigas doenÃas, entre outras. Quanto ao saneamento bÃsico, a rede coletora cobre somente 20% da populaÃÃo; o esgotamento sanitÃrio à precÃrio e as redes de abastecimento dâÃgua estÃo abaixo da mÃdia nordestina. Hà dÃficit habitacional, estradas sem manutenÃÃo e altas taxa de desemprego.A concentraÃÃo de renda, medida pelo Ãndice de Gini, à superior à encontrada para o Nordeste e Brasil. Entre 1995 e 1999, esse Ãndice caiu de 0,62 para 0,61. Mesmo assim continuou maior que o Ãndice nacional, 0,59, e o nordestino, 0,60. Os serviÃos de qualificaÃÃo e assistÃncia tÃcnica sÃo insuficientes em qualidade e quantidade para atender as demandas necessÃrias. Seu acesso continua desigual entre ricos e pobres, brancos e nÃo-brancos; homens e mulheres. O cenÃrio rural à mais grave, grassa pobreza. Seus indicadores situam-se abaixo dos da zona urbana, à exceÃÃo do desemprego. A renda familiar per capita representa apenas 46% da mÃdia do estado e 22% da nacional, permanecendo alta a concentraÃÃo de terra e renda. Do PSJ pode-se dizer ter sido sua contribuiÃÃo, no perÃodo, limitada na mudanÃa do perfil municipal, regional ou estadual, mesmo com o impacto detectado na eletrificaÃÃo rural domiciliar, em decorrÃncia da nÃo integraÃÃo de suas aÃÃes com as demais polÃticas existentes. Pontualmente, conforme atestam estudos especÃficos, à inegÃvel sua relevÃncia na qualidade de vida do pÃblico beneficiado.
The objective of this study was the analysis of the contribution of the SÃo Josà Project in the reduction of the poverty and inequality in Cearà State, Northeast of Brazil. This Project started as a contract between the government of Cearà and the World Bank with the mainly goal of improving life conditions of the poor population in the rural zone of the state. The data analyzed, since April 1996 to June 2001, from reports, manuals, agreement of loan, statistics census, municipal development index, showed that the project reached 96% of the cities, that is, 177 among the 184 cities of Cearà State.In order to verify the changes in the social-economic aspects of the state, cities and communities, it were used tables and graphics with some social-economic indicators that allowed observing the effects of the different actions of the Project. It was identified that 78% of the subprojects were applied in the basic infrastructure, being 50% for rural electrification, mainly house electric power, 24% for water supply and 4% for other infrastructure activities. The productive subprojects represented 21% of the total, sprayed among several activities, from which 10% were applied to agricultural mechanization, mainly purchase of tractors, with doubtful impact on the soil structure. On the other side, the social area received only 1% of the total amount from subprojects. This analysis showed a contradictory reality: improvement of some life quality indicators, such as health, education, consumption, basic infrastructure (electrification and roads) and in other side, slowness in some taxes growth. In the area of education, it was observed a high level of adults illiteracy, associated to a low school time, mainly in the rural zone (1,9 years); as health concern, it was verified that still remains stroke of common diseases, among others. About basic sanitation, the sewerage system is precarious and attends only 20% of the population; the water supply is very low in comparison to the average of the northeastern region. The housing projects are not attending the demand of the necessity in the region, the roads an without conservation, and the unemployment index is hight. There is a high-income concentration, measured by Gini index, which is superior to the ones in the northeast region and Brazil. Between 1995 and 1999 this index decreased from 0.62 to 0.61. Although, it remained above the national and northeastern values, which are 0.59 and 0.60, respectively. The extension service does not have satisfactory quality and quantity to attend the needs of the region. This services and assistance are not offered equally to poor and riches, whites and blacks, men and women. In the rural zone the poverty is more serious. The indicators are below to the urban area, with exception to the unemployment. The per capita family income represents only 46% of the state average, and 22% of the national one, remained a high concentration of income and land. Finally, it can be said that the SÃo Josà Project had a limited contribution to the municipal, state or regional profiles changing, despite of the enormous performance in the development of the electrification program in the rural zone. These results show that the electrification was not integrated with the others growth programs. Accurately, according to specific studies it is undeniable the relevance of the SÃo Josà Project to the life standing improvement of the benefited public.

ZusammenfassungMargareta Maria von Buwinghausen and Walmerode (1629-after 1679), born in Lutheran Stuttgart, was the first woman to earn public recognition in the realm of English-German cultural transfer in 17th century Germany. She translated Joseph Hall’s treatise, Heaven upon Earth, from French into German: Waarer und großmütiger Christen Krieg- Sieg- und Frieden-Spiegel. [Tübingen: Werlin 1652]. The young noblewoman wrote her reliable friend, Johann Valentin Andreae, in a surprisingly confident style and tone about the genesis of this translation. Support from the network of largely aristocratic and Protestant Fruchtbringende Gesellschaft, represented by well-known members such as Andreae, Georg Philipp Harsdörffer and Johann Wilhelm von Stubenberg, was fundamental for the realization of the project in order to equalize gender-based obstructions, such as lack of cavalier tours and exclusion from university education. Therewith, in Buwinghausen’s case, members of a ‘European’ society paved the way for a young, ambitious and intellectually alert noblewoman to become an author and thus visible in the early modern republic of letters as well as on the contemporary book market.

This paper is a follow up to previous installments presenting environmental, construction, performance and economic issues associated with Polk County CSAH 13. The CSAH 13 project was a demonstration of the use of municipal waste combustor (MWC) ash in bituminous. New structural and cost data is presented. The incorporation of MWC ash into bituminous pavements has been investigated in the United States since the middle 1970s. Thus far, most, if not all of these projects, have attempted to answer the questions: Is it safe? Is it feasible? Or does it provide an acceptable product? The presented project answers these questions on a new level. MWC ash amended bituminous was used to construct a portion of 2.25 miles of road in Northwest Minnesota. Significant environmental and structural testing was performed prior to, during and after construction. Environmental testing on this project has shown that the use of MWC ash in bituminous pavement, as performed, is safe. In addition, economic analysis shows important financial advantages by using ash-amended bituminous. Structural testing showed a 36% increase in stability, 19% increase in flow and a 17% increase in spring season axle load capacity. Improvement in resistance to freeze-thaw cracking was also shown.

Abstract As commercial nuclear power plants (NPPs) pursue extended plant operations in the form of Second License Renewals (SLRs), opportunities exist for these plants to provide capital investments to ensure long-term, safe, and economic performance. Several utilities have already announced their intention to pursue extended operations for one or more of their NPPs via SLR2. The goal of this research is to develop a risk-informed approach to evaluate and prioritize plant capital investments made in preparation for, and during the period of, extended plant operations to support decisions in NPP operations. In order to prioritize project selection via a risk-informed approach we developed a single decision-making tool that integrates safety/reliability, cost, and stochastic optimization models to provide users with data analysis capabilities to more cost effectively manage plant assets. Both stochastic analysis methods — such as Monte Carlo-based sampling strategies — and multi-stage stochastic optimization strategies are employed to provide priority lists to decision-makers in support of risk-informed decisions. We applied the proposed method to a trial application of projected replacement/refurbishment expenditures for plant capital assets (i.e., structures, systems, and components [SSCs]). The objective is to optimize the SSC replacement/refurbishment schedule in terms of economic constraints, data uncertainties, and SSC reliability data, as well to generate a priority list for maximizing returns on investment.

Because the construction phase accounts for the majority of project costs for pavement rehabilitation projects, most research on infrastructure project cost estimating focuses on that phase, rather than on the preconstruction phases. Nevertheless, costs incurred prior to construction, referred to in this report as "preconstruction costs" are significant and worthy of consideration (See Section 2.1 of the report for a more detailed and precise definition of preconstruction). In the 20202021 fiscal year, for instance, the California Department of Transportation (Caltrans) spent more than $169 million on preconstruction work for pavement rehabilitation projects. This report presents the results of a study of preconstruction cost estimating for pavement rehabilitation projects undertaken by Caltrans. It uses data on the 139 pavement rehabilitation projects for which Caltrans opened bids in the five-year period from April 26, 2016 to May 11, 2021. A data set was developed that combined the preconstruction hours for each project with the primary bid items for the pavement rehabilitation projects. Two models were developed to estimate preconstruction hours from the bid items, one using an Artificial Neural Network (ANN) and the other a parametric exponential model developed using multiple regression. The models had coefficients of determination of 0.85 and 0.80, respectively. Tools were then developed to assist professional users in validating their preconstruction cost estimates using each of the models. CTC staff or Caltrans can use these tools to evaluate the reasonableness of the preconstruction estimate on an individual project, or on the sum of an entire biennial SHOPP pavement rehabilitation portfolio, in order to assure the most efficient use of infrastructure funding to best serve the community's transportation needs.

The programs predict (wave parameters and) the current velocities from an integration of a continental shelf circulation model, a wind-wave model, and a bottom boundary layer model.

The focus of this research project is to investigate the role of endoreduplication in maize endosperm development and the extent to which this process contributes to high levels of starch and storage protein synthesis. Although endoreduplication has been widely observed in many cells and tissues, especially those with high levels of metabolic activity, the molecular mechanisms through which the cell cycle is altered to produce consecutive cycles of S-phase without an intervening M-phase are unknown. Our previous research has shown that changes in the expression of several cell cycle regulatory genes coincide with the onset of endoreduplication. During this process, there is a sharp reduction in the activity of the mitotic cyclin-dependent kinase (CDK) and activation of the S-phase CDK. It appears the M-phase CDK is stable, but its activity is blocked by a proteinaceous inhibitor. Coincidentally, the S-phase checkpoint protein, retinoblastoma (ZmRb), becomes phosphorylated, presumably releasing an E2F-type transcriptional regulator which promotes the expression of genes responsible for DNA synthesis. To investigate the role of these cell cycle proteins in endoreduplication, we have created transgenic maize plants that express various genes in an endosperm-specific manner using a storage protein (g-zein) promoter. During the first year of the grant, we constructed point mutations of the maize M-phase kinase, p34cdc2. One alteration replaced aspartic acid at position 146 with asparagine (p3630-CdcD146N), while another changed threonine 161 to alanine (p3630-CdcT161A). These mutations abolish the activity of the CDK. We hypothesized that expression of the mutant forms of p34cdc2 in endoreduplicating endosperm, compared to a control p34cdc2, would lead to extra cycles of DNA synthesis. We also fused the gene encoding the regulatory subunit of the M- phase kinase, cyclin B, under the g-zein promoter. Normally, cyclin B is expected to be destroyed prior to the onset of endoreduplication. By producing high levels of this protein in developing endosperm, we hypothesized that the M-phase would be extended, potentially reducing the number of cycles of endoreduplication. Finally, we genetically engineered the wheat dwarf virus RepA protein for endosperm-specific expression. RepA binds to the maize retinoblastoma protein and presumably releases E2F-like transcription factors that activate DNA synthesis. We anticipated that inactivation of ZmRb by RepA would lead to additional cycles of DNA synthesis.

This project concerns the impacts of food hypersensitivity on people’s quality of life and the monetary value people assign to the removal of those impacts. Food hypersensitivities (FHS) are, in this report, defined as comprising food allergy, coeliac disease and food intolerance. Estimates of the economic value of removal of food hypersensitivity were generated from a stated preference (SP) survey in which people completed a discrete choice experiment (DCE). The DCE comprised of choices between (i) no change in respondents’ food hypersensitivity and (ii) the condition being removed for a specified period, at a cost. The surveys were conducted between July and December 2021 by adults regarding their own food hypersensitivity or by parents/carers regarding their child’s food hypersensitivity. The samples comprised 1426 adults and 716 parents. The average WTP for the removal of an adult’s FHS for a year, pooled across all conditions was £718. For models estimated separately by condition, the WTP values for food allergy, coeliac disease and food intolerance were £1064, £1342 and £540 respectively. In models estimated on DCE data from parents regarding their children’s food hypersensitivity the average WTP, pooled across all conditions, was £2501. The annual WTP values by condition were: £2766 for food allergy; £1628 for coeliac disease; £1689 for food intolerance. Respondents rated their (child’s) health and the impacts of their (child’s) FHS using several established instruments including the Food Allergy Quality of Life Questionnaire (FAQLQ); Food Intolerance Quality of Life Questionnaire (FIQLQ); Coeliac Disease Quality of Life Questionnaire, (CDQ). In the adult allergy and intolerance models we find robust evidence of effects of the perceived severity of FHS on WTP – the higher people’s FAQLQ and FIQLQ scores, the more they are willing to pay to remove their condition. There was no effect of variation in the CDQ score on WTP to remove coeliac disease. In the child WTP results we find condition-severity effects in the coeliac sample: the worse the child’s CDQ score the higher the parents’ WTP to remove the condition. The WTP values are estimates of the combined annual costs associated with (i) the intangible costs including the pain, anxiety, inconvenience and anxiety caused by FHS and (ii) additional incurred costs (time and money) and lost earnings. The values can be incorporated into the FSA Cost of Illness (COI) model, the Burden of Foodborne disease in the UK (Opens in a new window) which is currently used to measure the annual, social, cost of foodborne disease. A Best Worst Scaling (BWS) exercise was conducted to identify the relative importance of the many and diverse impacts which comprise the FAQLQ, FIQLQ and CDQ instruments. The BWS results indicate that people assign very different levels of importance to the impacts comprising the three instruments. This unequal prioritisation contrasts with the equal weighting used in the construction of the FAQLQ, FIQLQ and CDQ measures. Embarrassment and fear related to eating out or social situations feature in the top three impacts for all the conditions. Identifying the effects which most affect quality of life (from the perspective of people living with those conditions) has the potential to inform policy and practice by both regulators and private organisations such as food business operators.

In soil solarization, moist soil is covered with a transparent plastic film, resulting in passive solar heating which inactivates soil-borne pathogen/weed propagules. Although solarization is an effective alternative to soil fumigation and chemical pesticide application, it is not widely used due to its long duration, which coincides with the growing season of some crops, thereby causing a loss of income. The basis of this project was that solarization of amended soil would be utilized more widely if growers could adopt the practice without losing production. In this research we examined three factors expected to contribute to greater utilization of solarization: 1) investigation of techniques that increase soil temperature, thereby reducing the time required for solarization; 2) development and validation of predictive soil heating models to enable informed decisions regarding soil and solarization management that accommodate the crop production cycle, and 3) elucidation of the contributions of microbial activity and microbial community structure to soil heating during solarization. Laboratory studies and a field trial were performed to determine heat generation in soil amended with compost during solarization. Respiration was measured in amended soil samples prior to and following solarization as a function of soil depth. Additionally, phytotoxicity was estimated through measurement of germination and early growth of lettuce seedlings in greenhouse assays, and samples were subjected to 16S ribosomal RNA gene sequencing to characterize microbial communities. Amendment of soil with 10% (g/g) compost containing 16.9 mg CO2/g dry weight organic carbon resulted in soil temperatures that were 2oC to 4oC higher than soil alone. Approximately 85% of total organic carbon within the amended soil was exhausted during 22 days of solarization. There was no significant difference in residual respiration with soil depth down to 17.4 cm. Although freshly amended soil proved highly inhibitory to lettuce seed germination and seedling growth, phytotoxicity was not detected in solarized amended soil after 22 days of field solarization. The sequencing data obtained from field samples revealed similar microbial species richness and evenness in both solarized amended and non-amended soil. However, amendment led to enrichment of a community different from that of non-amended soil after solarization. Moreover, community structure varied by soil depth in solarized soil. Coupled with temperature data from soil during solarization, community data highlighted how thermal gradients in soil influence community structure and indicated microorganisms that may contribute to increased soil heating during solarization. Reliable predictive tools are necessary to characterize the solarization process and to minimize the opportunity cost incurred by farmers due to growing season abbreviation, however, current models do not accurately predict temperatures for soils with internal heat generation associated with the microbial breakdown of the soil amendment. To address the need for a more robust model, a first-order source term was developed to model the internal heat source during amended soil solarization. This source term was then incorporated into an existing “soil only” model and validated against data collected from amended soil field trials. The expanded model outperformed both the existing stable-soil model and a constant source term model, predicting daily peak temperatures to within 0.1°C during the critical first week of solarization. Overall the results suggest that amendment of soil with compost prior to solarization may be of value in agricultural soil disinfestations operations, however additional work is needed to determine the effects of soil type and organic matter source on efficacy. Furthermore, models can be developed to predict soil temperature during solarization, however, additional work is needed to couple heat transfer models with pathogen and weed inactivation models to better estimate solarization duration necessary for disinfestation.
