A permit-to-work system is a formal written system that contains procedures, identification, and permits related to the type of work that is considered to have a risk of danger. By not applying for permits to work optimally, it will increase the risk of work accidents. This study aims to determine the causes and effects of the non-optimal application of permit to work and efforts so that permit to work can run optimally so as to prevent work accidents. The research method used in this study is a qualitative method with a descriptive pattern. Research data sources are obtained from primary and secondary data. Data collection techniques through observation, literature study, interviews, and documentation. The data analysis techniques used are by collecting data, reducing data, presenting data, and drawing conclusions. Testing the validity of data using the triangulation method. The results showed that the lack of crew knowledge about permit to work, lack of crew awareness and concern for safety, and lack of supervision and coordination between crew and officers are the reasons why permit to work cannot run optimally. The impact of not optimal permit to work is work accidents, which not only cause physical losses but also material losses. Efforts that can be made to optimize this are by carrying out familiarization, training and competence, as well as psychological approaches through motivation and sanctions, then by improving supervision and coordination between crew and management on board through toolbox meetings and safety meetings.

This research aims to identify the licensing authority over architectural works and modification of designated Cultural Heritages. In addition, this research examines the antinomy of legal concepts, including the antinomy of the legal concept of a licensing authority, the antinomy of the legal concept of modification of creation, and the antinomy of the legal concept of cultural heritage. With normative research, this study reveals that there is no legal certainty, between the local and central government, concerning licensing authority to cultural heritage building adaptation. There is no such a unitary system or firm and clear SOPs, which has resulted in the demolition and destruction of cultural heritage buildings. There are differences of opinion regarding the authority to permit the alteration of architectural works of cultural heritage buildings that have been stipulated. Permits for the restoration of cultural heritage buildings are obtained not through a building permit but through BPPM DIY (Licensing and Investment Service). These permits include restoration permits, adaptation permits, and development permits, especially for revitalization and utilization. There is no balance between moral and economic rights of the owner of the cultural heritage building. The preservation is more likely to emphasize moral rights but still overlooking the economic rights of the creator/owner.

In June 2019, the Government of Canada implemented the Open work permit for vulnerable workers (OWP-V) policy, authorizing immigration officers to issue open work permits to migrant workers on employer-specific work permits if they demonstrate reasonable grounds to believe that they are experiencing abuse or are at risk of abuse in their workplace. Drawing on research conducted by a community organization on the impact of the policy, this article examines the policy’s potential to remedy the problematic effects of the employer-specific work permit and whether it has been implemented efficiently. Semi-structured interviews were conducted with organizations that provide direct legal and social support to migrant workers in Canada. Additionally, two datasets regarding the role of the OWP-V policy in IRCC’s employer compliance regime were analyzed. The research concludes that the OWP-V policy cannot be expected to counteract the high risk of abuse imposed on workers through the employer-specific work permit. Numerous barriers were identified that make it difficult for migrant workers to apply for the permit. The small number of OWP-V permits issued in proportion to the number of employers authorized to hire migrant workers makes it unlikely that the policy will significantly impact employers’ propensity to comply with the program conditions.

Abstract Aim. The aim of the study was to determine whether the National Chamber of Nurses and Midwives (NIPiP), as well as the District Chambers of Nurses and Midwives (OIPiP), undertake activities to inform Ukrainian war refugees - nurses (UKR-Ns) about the simplified work permit procedure. Material and methods. We analysed work permit related information for UKR-Ns available on the NIPIP and OIPIP websites. The research was conducted in two stages: 1) content analysis of information for UKR-Ns posted on the official NIPiP website 2) quantitative and qualitative analysis of information for UKR-Ns on official OIPIP websites. Results. The analysis of information on work permits demonstrated that its content and the way in which this information was communicated varied greatly over time. Seven OIPIs did not publish any information on the procedure of obtaining work permits by UKR-Ns and for three OIPIPs, access to information was modified and/or removed from the website at the time of the observation undertaken. The vast majority of OIPIPs provided information that could only be considered as partly relevant. Conclusions. The information for UKR-Ns, regarding the process of obtaining work permits, published by the NIPiP and OIPiPs on their official websites requires modification, both in terms of content and form.

Work permit is something not to take lightly because it involved non-routine work such as hot work which failure to comply with the work permit procedures could resulted in large-scale loss of life and/or property. Investigations by Chemical Safety Board (CSB) have reported 60 fatal hot work accidents in about 20 years in the USA though hot work permits were issued for all operations. No matter how simple the procedure and work permit forms are, it is the strict application of the procedures and practices associated with the assessment of risk and application of permit to work conditions that ensures work can be done safely. A model for hot work permit that is incompliance with the Process Safety Management (PSM) regulations requirements is introduced that includes necessary fire preventive actions to be taken. In addition, a few existing hot work permits were studied to verify this model. It was found that the model required more information to safeguard an effective hot work permit system and better compliance with the PSM regulation. In addition, the model is also more precise, adaptable, user-friendly and easier to comprehend. As a conclusion, the model created could improve the conventional hot work permitting system. To ensure that the permit is more strict and effective hot work permitting system, a more sophisticated coding and software could be further expanded.

Hot work is a type of work with a high hazard because it has the potential to cause a fire and even an explosion. These events not only cause damage to assets but can also obliterate them. This research aims to find out the program, procedure, and implementation of hot work permit at PT Arsitek Arupadatu. The research method used is descriptive, which tries to describe the conditions currently occurring at PT Arsitek Arupadatu regarding hot work permits. This research was carried out on July 9 - August 9 2021 in the phase 3 development project (Expansion Factory) of PT Akashi Wahana Indonesia Karawang. Collecting data in this study using field observation methods, interviews and study of literature. Data were analyzed with qualitative methods. The data that has been collected is processed by comparing it with the Government Regulation number. 50 of 2012 (concerning the implementation of the Occupational Safety and Health Management System) and the 2019 edition of NFPA 51 B Standard (concerning Standards for fire prevention during welding, cutting and other hot work). The results of this study show that the program implemented at PT Arsitek Arupadatu regarding hot work permits is administrative checking. PT Arsitek Arupadatu has not documented procedures related to hot work. The hot work permit procedure is carried out based on routines that occur in the field, communication is only carried out using the oral method. The hot work permit at PT Arsitek Arupadatu has implemented PP No. 50 of 2012 concerning the application of Occupational Safety and Health Management System attachment II part 6.

The paper presents the approach of developing simulation models of stevedoring work in oil terminal using aggregate approach and simulation system ARENA. Aggregate approach permits to develop formal specification of simulated systems. Aggregate specification of the system is presented as a set of interacting piece-linear aggregates. Controlling sequences are used for formal description of each piece-linear aggregate. Transformation of aggregate formal specification to ARENA system operators permits to develop a simulation model. The developed model permits to evaluate characteristics of the Klaipeda oil terminal which are used both in queuing theory and analysing timing properties of real-time systems.

Chronic wasting disease (CWD) has had a negative impact on deer license demand in Wisconsin since it was first found in the state in 2002. Prior work evaluates the effect of CWD on hunting permit sales, but only in the period immediately after the disease was discovered. We use data on hunting permit sales, permit price, and other demand shifters to estimate a model of deer permit demand for the period 1966–2015. We use the estimated model to quantify the effect of CWD on (1) hunter demand for deer permits; (2) hunter surplus from hunting; and (3) lost hunting permit revenues. Hunter participation declined by 5.4% after CWD was detected in 2002. Hunter surplus decreased by $96 million over this period, while permit revenues declined by nearly $17 million. The effect of CWD was greater on demand for firearm permits than for archery permits. We also find that the effects of CWD diminish over time in absolute terms. This is because permit demand would have started to decline in 2008 even in the absence of CWD. This finding implies efforts to control CWD and efforts at hunter recruitment are economic complements and should be pursued jointly to maximize hunter welfare.

ABSTRACT Spill responders, state and federal agencies, and responsible parties have all acknowledged the fact that the permits, forms, and applications required to mount an effective oil spill response can often slow down the response progress or lead to unnecessary confusion. In Alaska, there are forms in use that are copies of copies of forms that have not been updated in years. In other cases, standard agency forms that are available as Word documents have been slightly modified by various users over time. Some forms appear unnecessary in the response effort and may well be carryovers from other venues. This problem has been exacerbated as many Alaska state agencies have reorganized and in some cases, permitting authorities have been transferred. The Spill Response Permits Project was initiated by the Cook Inlet Regional Citizens Advisory Council (CIRCAC) in response to a common concern, voiced by response organizations, responsible parties, and state and federal agencies, that the paperwork burden associated with an Alaska oil spill response is excessive. CIRCAC provided initial funding to form a work group of industry, agency, and response organization representatives that would be charged with taking a fresh look at Alaska's spill permitting requirements. The work group, co-chaired by the Alaska Department of Environmental Conservation, the US Coast Guard, and the Tesoro Alaska Company, began by identifying all oil spill response activities that might generate the need to fill out a permit or authorization form. Next, they inventoried and collected the most up-to-date versions of all permits. Work group participants, including oil spill response cooperatives as well as state and federal agencies with permitting authority, then reviewed all forms and deleted outdated or duplicated requirements. Once the list of permits had been updated, the work group then developed a computer-based organizational tool that could be used to sort, fill out, submit, and file applicable permit forms during an oil spill response or exercise. The computer interface allows the user to enter incident-specific information into a central data set, so that the data may then be exported to the required permit forms with a simple mouse click. The computer tool can be run on any computer platform, with files available for download from the Internet or stored on a CD-Rom. The tool uses the Adobe Acrobat® software application and fills out and stores permit forms in Adobe portable document format (PDF). The procedure for obtaining permission for a child to perform labor is one of the guarantors of protection for a child performing labor. However, awareness of the need to obtain a child labor permit for children under the age of 16 under Article 3045 of the Labor Code is negligible, as can be seen by the number of requests for labor inspectors to issue permits. Permission for a child to perform work is an administrative decision within the meaning of Article 104 of the Administrative Procedure Code. The author stresses that it is good practice in issuing permits for the performance of work by a child to include additional components in the content of the decision, especially those containing arrangements for working conditions that take into account the welfare of the child.

Regional planning is closely related to the use of places in a region, so important regional planning is expected to help the surrounding region in developing its territory. Regarding licensing, when construction or development is carried out, licensing is of course one of the things that accompanies the activity. In this work, the author uses the Building Construction Permit (PBG) form, especially in the scope of business permits in the city of Surabaya as the research object. Building Construction Approval (PBG) is the latest innovation from the previous form of permit, namely Building Construction Permit (IMB). Using normative legal research methods, the author analyzes the form of legal certainty applied to the issuance of Building Construction Permits (PBG) in the City of Surabaya to conclude in the form of the results of this legal certainty, namely a form of protection and law coercion.

The design and efficiency of offshore petroleum acreage bidding systems bear directly on the risk and cost for participants investing in exploration and development projects offshore Australia.Companies, financiers and investors who are interested in investing in petroleum exploration and development activities will find a mixed regime of State and Federal legislation governs such activities in Australia.While the concept of the work program bidding system appears to be sound, the administration of it by the Joint Authorities and Designated Authorities and delegated officers potentially creates many uncertainties for permittees.The approval process is generally a costly and time consuming one under the work program bidding system and its administrative cost diverts funds that otherwise may have been directed to exploration activities.Work program permits are also susceptible to uncertainty and dispute as to whether or not the required work program has been met. Issues of proper or improper exercise of discretionary powers can arise, particularly when wide statutory discretionary powers are in practice circumscribed by Administrative Guidelines.The existence of statutory and administrative discretion requires, in the interests of natural justice, that there be appropriate avenues of appeal for aggrieved permittees. All of the foregoing regulation and cost is removed with cash bid permits. Cash bid permits not only reduce costs for Government but also for industry.The authors are of the view that offering permits by way of the cash bidding system should be reintroduced, with modifications to ensure its efficiency.

Petroleum exploration expenditure in 2023 increased modestly over that of 2022, but remains well below expenditure highs of a decade ago which were dominated by offshore activity. Exploration is dominant in onshore state jurisdictions and has been since 2019, and will continue to be with no Federal offshore petroleum exploration acreage release rounds or exploration permit awards in 2023. Despite the modest increase in exploration expenditure there were 38 exploration wells drilled in 2023, an increase from the 26 wells drilled in 2022. Three of these 2023 wells were located offshore, targeting prospective resources in the vicinity of liquefied natural gas (LNG) project upstream gas fields. Thirty-four conventional onshore exploration wells were drilled in 2023 compared to 18 in 2022, a significant increase. The Cooper–Eromanga Basin was the focus of onshore exploration drilling with 21 exploration wells, compared to 13 in 2022, which yielded six discoveries. The onshore Northern Perth Basin continues to be an exploration hot spot with five wells drilled in 2023, compared to four in 2022. The Permian Kingia Sandstone exploration play continues to deliver exploration success, with discoveries at North Erregulla Deep-1, Trigg Northwest-1, South Erregulla-3 and Tarantula Deep-1. Five exploration permits were awarded in onshore Western Australia and two in Queensland. These permits were awarded with modest exploration work programs. The interest in carbon capture and storage projects and assessment acreage continues with a Federal offshore greenhouse gas (GHG) release round in 2023 and 26 onshore state jurisdiction GHG assessment permits awarded or nominated preferred tender status.

This paper investigates the creation and use of integrated IFC models to modernise traditional processes for applications to building authorities for structural engineering approvals and permits. First, we provide a brief overview of e-permit systems in the AEC sector, with the focus on solutions that implement openBIM standards like IFC, MVD, and IDM. Second, we conduct a study on the information requirements of Italy’s seismic-authorisation processes relating specifically to the field of structural engineering. Third, we describe preliminary research on defining the structural engineering information that needs to be incorporated in the IFC format for e-permitting scopes. Fourth, we present our early work on the development of an MVD that would enable the automatic extraction of integrated IFC models. Fifth, we illustrate the reference workflow of the Str.E.Pe. project and propose a preliminary proof-of-concept that makes use of an IFC model, which has been integrated with structural information to support the activities of the building authority in Avellino. The officers there have developed a SWOT analysis using IFC models to assist them in assessing the compliance of structural projects with seismic requirements. Finally, the paper sets out additional research we intend to undertake and our conclusions.

Abstract This work draws the attention of a wide and illegal practice developed by some Romanian public authorities. This practice if the public authorities to requests additional approvals that are not provided in the legislation generates unjustified delays and significant costs for the beneficiaries of the construction works. Thus, in the phase of drafting the urbanism documentation, some city halls and local councils request the neighbours approval in notarized form as a prerequisite for approval of the zonal urbanism plans (“PUZ”) and / or of the detail urbanism plans (“PUD”). As this approval does not reflect a mandatory condition according to the legal framework that regulates the procedure for drafting and approval of the urbanism documentation, the practical effect is that, as a consequence of a wrongful interpretation of the law by some public authorities, the beneficiaries of the construction works lead in useless situations in which they depend on the discretionary will and sometimes also abusively of their neighbours.

A permit to work (PTW) system is a formal system used to control certain types of work that are identified as potentially hazardous. It is also a means of communication between facility management, plant supervisors and operators, and those who carry out the hazardous work. The essential features of a PTW system are: • Clear identification for who may authorise particular jobs, and who is responsible for specifying the necessary precautions; • Training and instruction in the issue and use of permits; and, • Monitoring and auditing to ensure that the system works as intended. PTW systems are the key to ensuring safe execution of activities at site, yet there are many approaches to how permit systems can, and should, work. Each approach has its own merits and weaknesses. Woodside recognised that, as part of its ongoing program to improve the safety of its workers, there existed significant scope for a new and better work management system. After many years of incremental evolution of the PTW and the fragmentation of the parent system as each facility developed its own variation, it was evident that a completely new system embracing modern technology would provide the best result, while simultaneously standardising Woodside with one common and centralised system. The divergence of the systems over time caused increasing difficulty in managing changes to the PTW system across all sites and in benchmarking to determine best practice. A centralised system would remove accountability from facilities for the development of the business rules, and instead ensure they focussed on compliance with the rules. The new system would adopt key learnings from the industry’s history and address root causes of past incidents. It would also enable the ability to adopt future learnings and become a conduit for rapid integration into the working practices on all sites. The Integrated Safe System of Work (iSSoW) developed by Woodside adopts best practices from permit systems worldwide and combines them with new innovative management features. The system is administered through a simple-to-use computer interface, with incorporation of many of the business rules into the software package. The iSSoW is now in place on all Woodside facilities (platforms, not-normally manned installations, FPSO’s and onshore plants). With nearly 4,000 users, the implementation has required careful coordination, and been supported by a comprehensive training programme. The system has been demonstrated to be both effective and efficient. Effectiveness—the improvement of safety performance—was the primary objective. The system has raised work party hazards awareness, and has resulted in significant improvements in working practices company-wide. Efficiency was a secondary goal, and is made possible through streamlining in the user-interface. The introduction of the new system complements Woodside’s work to develop an improved safety culture, and brings consistency across all sites and all shifts—essential features as our industry struggles to deal with the growing scarcity of skills and experience. The system is now being reviewed by organisations across many industry and service sectors in Australia, and has been implemented in the power industry. This paper discusses the attributes of the system, the many challenges associated with development and large-scale implementation of such a core system, and the additional opportunities the system presents. Using a case study of implementation of iSSoW onto the Woodside operational facilities, it highlights the critical success factors of introducing iSSoW on a company-wide basis.

The right to life and the right to welfare are two human rights that are often violated because of problems that hinder their protection and settlement in mining areas. Disputes arise when mining companies operate in an area, leading to social discord. How are mining permits issued in Indonesia? is the question posed at the heart of this thesis. and How does the law protect local residents from harm in mining areas? Philosophical strategies and enactment of moral laws are used in this research. Permits to operate mining companies in Indonesian territory are granted through a Mining Concession Work Agreement (PKP2B). Mining Business Permits (IUP), People's Business Permits (IUR), and Special Mining Business Permits (IUPK) are the three types of mining permits available in Indonesia. So that local communities and mining companies can work together and supervise each other, preemptive legal protection in the form of granting rights to local communities to manage and employ minerals and coal as well as the obligation to protect the ecosystem. Mining companies must be aware of their rights over natural resources, including dues, land payments, and reimbursement for the direct impacts of mining, even though an oppressive form of legal protection is that mining must be carried out on customary lands of indigenous peoples.

It is trite that if a person's employment is prohibited by law it is not possible for such a person to perform his or her work lawfully. However, people are employed despite failing to comply with statutory requirements. One such class of persons consists of unauthorised foreign nationals. This arises in circumstances where they are employed without work permits or where their work permits expire during employment. The Labour Court in Discovery Health Limited v CCMA 2008 7 BLLR 633 (LC) has affirmed that the absence of a valid work permit does not invalidate the contract of employment, thereby endorsing the fact that unauthorised foreign nationals are regarded as employees. While the Labour Court has confirmed that unauthorised foreign nationals are subject to labour law protection, notably the right not to be unfairly dismissed, it is irrefutable that employers are permitted to dismiss such employees. However, these dismissals must be fair. Unfortunately, there is no clarity on what constitutes a fair dismissal in such circumstances. Although the CCMA relying on the decision of Discovery Health is substantially unanimous in finding that unauthorised foreign nationals have the right to utilise the unfair dismissal machinery sanctioned in the Labour Relations Act 66 of 1995, its decisions are plagued with inconsistency when it comes to determining fairness. Furthermore, no specific guidance has been forthcoming from the Labour Court. Considering the fact that migration to South Africa is rife, resulting in many foreign nationals being employed, this is an important aspect of the law. Therefore, this article explores the substantive and procedural fairness requirements of such dismissals. Having clarity of the legal requirements that apply will aid the fair treatment of foreign nationals who face dismissals due to the absence of valid work permits. This is significant, as South African labour law places a high premium on the fair dismissal of all employees. Apart from being legislated in the LRA, this right is also a constitutional imperative.

This study aims to identify and explain the forms of abuse of visit residence permits committed by foreign nationals in the working area of the Class III Non-Immigration Checkpoints Baubau; as well as describing the handling of abuse of residence permits visiting foreign nationals by the Immigration Office Class III Non-Immigration Checkpoints Baubau. Using qualitative research methods with an analysis of the national security approach. The results of the study show that throughout 2019 there were three forms of abuse of visit residence permits in the work area of the Baubau Immigration Office, namely overstaying, working in Indonesian territory without using a work visa, and marrying Indonesian citizens outside the applicable regulations in Indonesia. In dealing with the abuse of stay permits for visiting foreign nationals, the Baubau Immigration Office provides administrative sanctions in the form of deportation from the Indonesian Territory under Law Number 6 of 2011 concerning Immigration Article 75 Paragraph (2) letter f.

The article deals with topical issues of understanding the essence, grounds and conditions for applying to legal entities-commercial organizations, and individual entrepreneurs such measures of administrative and legal influence as the cancellation of licenses or other special permits granted to them to carry out certain types of business activities or to perform certain actions in the field of entrepreneurship. In administrative law science, there are different approaches to determining the substance of the administrative legal measure under consideration and the purposes of its application. Cancellation of licenses and other special permits is qualified in the literature as a measure of administrative warning, as an administrative and preventive measure, as a preventive and restorative measure, and even as a measure of administrative responsibility. The rules governing the granting and cancellation of licenses and other special permits are not systematized, they are contained in a variety of Federal laws and laws of the subjects of the Russian Federation that establish various grounds for termination of the relevant licenses and permits, including those that are not related to the Commission of any offenses. In this regard, there is a need to conduct a study of the legal nature, grounds and purposes for revoking licenses and other special permits granted to business entities. The purpose of the research is to identify problems of theoretical understanding, regulatory regulation and practical application by Executive authorities, local government bodies and courts of this administrative and legal measure and develop possible approaches to their solution, including by making the necessary changes and additions to the current licensing and permitting legislation. Based on this goal, the research aims to study the relevant Federal laws, scientific and educational literature, analysis and synthesis of materials of judicial practice in cases of revocation of licenses and other special permits issued to commercial organizations and individual entrepreneurs. During the preparation of the work, methods of formal legal analysis and synthesis of normative material and judicial practice were used. As a result of the research the author formulated the following main conclusions: 1) depending on the legally established grounds and purposes for applying the cancellation (termination) of a license or other special permit issued to a legal entity or individual entrepreneur, this measure may be referred to as administrative measures or administrative-legal confirmation of the loss by the license holder of the special right granted to him in the field of business; 2) cancellation of a license or other special permission in the sphere of business activity as a measure of administrative restraint is an authoritative influence of a competent administrative and public body or arbitration court on a legal entity or individual entrepreneur who has been granted a license or other special permission to carry out certain types of business activity or to perform certain actions in the field of business, consisting in making a decision on cancellation (cancellation, invalidation) of the specified licenses or permits in connection with violations committed by their holders of mandatory, including license, requirements aimed at forcibly terminating the relevant illegal activities or actions; 3) a license or other special permit may be revoked (revoked, invalidated) only if the following conditions are met: 1) the holder of a license or other special permit has committed gross (significant) violations of mandatory (license) requirements; 2) prior to the decision to revoke (revoke, invalidate) a license or other special permit, the following administrative enforcement measures were consistently applied to their holder: issuing an order to stop the violations committed and eliminate their harmful consequences; suspending the license (permit) in case of non-fulfillment of the issued order with the issuance of a second order that was not executed within the established period; 4) in order to ensure uniform legal regulation of the granting and termination (cancellation) of licenses and other special permits for certain types of business activities or for performing certain actions in the field of entrepreneurship, it is necessary to prepare and adopt the Federal law «On the basis of licensing and permitting activities in the Russian Federation», which, among other things, must exhaustively define the cases, grounds and procedure for canceling these licenses and permits. Тhe procedure for consideration by arbitration courts of cases on revocation of licenses and other special permits should be set out in a separate Chapter of the Arbitration procedure code of the Russian Federation.

Quantitative analysis of negotiation concession behavior is performed based on empirical data with the purpose of providing simple and intuitive decision support in electronic negotiations. Previous work on non-linear concave preferences and subsequent concession crossover provides a theoretical basis for the model. The authors propose a model which quantifies the remaining concession potential for each issue and a generalization of the model which permits the memory/decay of past concessions. These models permit the analysis of negotiators' concession behavior. Using the proposed models, it was possible to quantitatively determine that negotiators in the authors' negotiation case exhibit concession crossover issues and thus have a tendency to give concessions on issues with the most remaining concession potential. This finding provides empirical evidence of concession crossover in actual concessions and the corresponding model permits the design of a simple and intuitive prediction methodology, which could be used in real world negotiations by decision support systems or automated negotiation agents.

The construction industry has a very high recorded accident rate, from demolition work, excavation work in underground tunnels, lifting operations involving mobile tower or crawler cranes, piling work, tunneling work. So that we need a system to be able to minimize the risk of accidents by implementing a work permit system by determining the necessary preventive measures. This research is a descriptive qualitative research. This research technique uses in-depth interviews, observation and document review by triangulating data. The research was conducted in May-August 2020. The results showed that there was a mismatch in its implementation in the field, namely the signature variable that was not completed by the authorized party. In addition, the display permit variable is not displayed in each work area and the work permit monitoring variable is not subject to a review of the work permit form that has been issued. Meanwhile, the variable of recording or documenting work permits is not recording the results of the published work permit forms.The advice given is to run the permit register according to procedure, provide a permit box or permit holder and do routine evaluations at least once a week on the implementation of the work permit system.Keywords: Permit To Work Systems, Job Safety Analysis (JSA), ConstructionAbstractIndustri konstruksi memiliki tingkat kecelakaan yang tercatat sangat tinggi, mulai dari pekerjaan pembongkaran, pekerjaan penggalian di terowongan bawah tanah, operasi pengangkatan yang melibatkan tower mobile atau crawler crane, pekerjaan tiang pancang, pekerjaan tunneling. Penelitian ini merupakan jenis penelitian kualitatif deskriptif. Teknik penelitian ini menggunakan wawancara mendalam, observasi dan telaah dokumen dengan melakukan triangulasi data, dengan informan utama adalah manajer SHE dan Safety Officer, sedangkan informan pendukung adalah pelaksana dan pekerja dari di PT. X . Penelitian dilakukan pada bulan Mei-Agustus 2020. Hasil penelitian menunjukkan terdapat ketidaksesuaian dalam pengimplementasiannya dilapangan, yaitu variabel tanda tangan yang belum dilengkapi oleh pihak yang berwenang. Selain itu variabel display permit tidak ter display di setiap area kerja serta pada variabel pemantauan izin kerja tidak dilakukan peninjauan terhadap formulir izin kerja yang sudah dikeluarkan. Sedangkan variabel pencatatan atau pendokumentasian izin kerja tidak dilakukan pencatatan hasil dari formulir izin kerja yang telah diterbitkan. Kesimpulannya adalah tahap persiapan, pelaksanaan, dan penyelesaian program permit to work sudah berjalan baik. Saran yang diberikan yaitu menjalankan permit register sesuai prosedur, menyediakan box permit atau permit holder dan melakukannya evaluasi rutin minimal satu minggu sekali terhadap pelaksanaan sistem izin kerja.Kata Kunci: Permit To Work Systems, Job Safety Analysis (JSA), Konstruksi

Thus, in accordance with the Resolution of the Cabinet of Ministers of Ukraine of April 13, 2011 № 466 «Some questions of the implementation of preparatory and construction works», to the provisions of the Law of Ukraine «On Architectural Activities», the Law of Ukraine «On Regulation of Urban Development» (Article 34), the Law of Ukraine № 1817-19 of June 10, 2017 «On Amendments to Certain Legislative Acts of Ukraine Concerning the Improvement of Urban Development Activities» to perform the conversion is possible after the submission by the customer of a notice on the commencement of the execution of civil works State Architecture no-construction inspection or territorial authority at the location of the construction. The provisions of the legislative acts concerning obtaining permits during the conversion of individual dwelling houses, which must be carried out at their distribution for the implementation of the proposed distribution verses, are indicated in the article. They can be used by experts in conducting appraisals on the distribution of residential buildings, which are possible only with the necessary adjustments.

The increase in construction activity as an integral part of a country's economic growth shows the need for effective supervision of practice permits for construction services. One of the monitoring tools that can be used is criminal law. This research aims to see the effectiveness of criminal law in controlling and enforcing practice permits for construction services. The research method used involves normative legal studies. Normative legal analysis was carried out to reveal the legal framework that regulates construction practice permits and the criminal sanctions that can be applied. The research results show that criminal law can be an effective instrument in monitoring practice permits for construction services. Strict criminal sanctions can be a deterrent for business actors who do not comply with practice permit regulations, thereby increasing compliance and the quality of construction work. Peningkatan aktivitas konstruksi sebagai bagian integral dari pertumbuhan ekonomi suatu negara menunjukkan perlunya pengawasan yang efektif terhadap izin praktek pada jasa konstruksi. Salah satu alat pengawasan yang dapat digunakan adalah hukum pidana. Penelitian ini bertujuan untuk menganalisis efektivitas hukum pidana dalam mengendalikan dan menegakkan izin praktek pada jasa konstruksi. Metode penelitian yang digunakan melibatkan studi hukum normative. Analisis hukum normatif dilakukan untuk mengevaluasi kerangka hukum yang mengatur izin praktek konstruksi dan sanksi pidana yang dapat diterapkan. Hasil penelitian menunjukkan bahwa hukum pidana dapat menjadi instrumen yang efektif dalam pengawasan izin praktek pada jasa konstruksi. Sanksi pidana yang tegas dapat menjadi deterren bagi pelaku usaha yang tidak mematuhi peraturan izin praktek, sehingga meningkatkan kepatuhan dan kualitas pekerjaan konstruksi

The existence of a paradigm that has changed from being young to investing has created various opinions on Law Number 3 of 2020 concerning Minerals and Coal. So it is necessary to make a comprehensive study that examines the implications of changing the terminology of a contract of work to a mining business permit (IUP). For this reason, researchers can formulate two problem formulations, first, how are the differences between contracts of work and mining business permits (IUP) in Indonesia. Second, what are the implications of changing the contract of work into a mining business permit (IUP) for mineral and coal mining in Indonesia? This research is normative juridical research using a statutory approach and a conceptual approach. The results show that the term contract of work has a long history with changing regulatory concepts, wherein Law Number 3 of 2020 there is a cut in regional authority, as well as a change in the contract of work regime which was changed to a mining business permit regime. These changes also have implications for the economic, social, cultural, and environmental sectors. Therefore, the central government must be able to ensure that these changes are also able to have a positive impact on the welfare of the people in the region, both economic, social, and cultural welfare region.

The decision is particularly notable for opening the door to state tort claims in an area that had heen considered preempted by the Employee Retirement Income Security Act of 1974 (ERISA).ERISA is a federal statute that regulates employee benefit plans, establishing a complex set of rules and minimum standards for most health and pension plans in private industry. ERISA requires that participants receive certain information about their benefits plans, and imposes fiduciary responsibilities on individuals with discretionary control over plan assets. These individuals have certain specific duties, and are required to work “solely in the interest of the participants and beneficiaries and for the exclusive purpose of: (i) providing benefits to participants and their beneficiaries; and (ii) defraying reasonable expenses of administering the plan.”

Jenis Penelitian menggunakan penelitian lapangan (field research) dengan pendekatan yuridis empiris, yaitu menganalisa permasalahan dengan cara memadukan bahan-bahan hukum (yang merupakan data skunder) dengan data primer yang diperoleh di lapangan. Hasil penelitian persepsi birokrat pendidikan tentang izin belajar memiliki kesamaan. Namun, dalam mengintepretasikan Permen PAN dan RB tentang proses izin belajar yang dilakukan mahasiswa dengan status PNS baik dari kementrian agama dan pendidikan memikili hasil yang berbeda. The purpose of this project and study is to determine and evaluate the sustainability of architectural solutions that will provide energetically efficient buildings. The add to an existing one-story house, by adapting an existing ‘Florida-room’ will expand surface of the conditioned area, and increase the value of the house by modern designed interiors. But the purpose was to reward this investment with an addition that will be sustainable and energy saving. The methods and materials used to complete this project include three stages of work: collection of data’s to compare then the final results for a conclusion, projecting and receiving a permit according to the building code, and construction. City Hall of Largo, department of ‘Permits and Planning’ gives information on construction permits and community planning codes for residents of Largo. Department of P&P provided with applications, forms, information about community standards and guidelines from the code council of Florida. With these information started design according to the codes and policies of the state, for an efficient project. This provided as a beginning a successful receiving of the permit and notice of commencement, which allowed us to start construction works. Assessment of major components of project and relations between them showed that: architectural solutions chosen for this project and constructing with new modern materials that meet the standards, affected consummation of energy in lowering consummation per square feet. Finally two approaches in architectural design were discussed for providing a sustainable design and energy efficiency building.

Abstract In this paper, a ball burnishing tool mounted in a CNC lathe is characterized. This tool may work as vibration assisted ball-burnishing tool and in conventional way. The characterization consists of acoustic emission measurements in both burnishing processes, and vibration measurements with tri-axial accelerometers. The acoustic emission measurements permit to investigate if any kind of damage is produced in the material by the burnishing process. An operational deflexion shape exercise has been performed with the vibration measurements. This permits to investigate the movement of the tool during the burnishing process and to evaluate the rigidity of the tool.

There are technological operations that should not be carried out simultaneously for safety reasons. To manage the safety of simultaneous works, Gazprom neft shelf LLC developed the matrix of simultaneous operations on the Prirazlomnaya offshore ice-resistant stationary platform. The matrix allows the work production manager to quickly navigate the existing restrictions, which minimizes the occurrence of errors. To automate this process, Gazprom neft shelf LLC implemented the Electronic work order — approval module. The IT solution integrates a matrix of simultaneous operations and introduces algorithms to prevent conduct of conflicting operations. When approving and issuing work permits, the system signals the presence of conflicting operations, as a result of which a prompt decision is made on the division of works in time. At the same time, the work managers do not face the situations related to downtime of a team arriving at a work site where it is prohibited to carry out work. This made it possible to optimize the work of the teams, directing them to perform other work. The implemented solution allowed to ensure controllability of high-risk works, improve the quality of work planning, and reduce the risks of conducting conflict operations by minimizing the influence of the human factor." Drawing on interviews with young refugees, 20–30 years old, mainly from Syria and Afghanistan, we discuss the effects that temporary residence permits have on their ability to build a life in Sweden. The article includes both unaccompanied and accompanied youth that at some point had been given temporary residence permits. These permits could later be renewed or turned into permanent permits if the youth fulfilled certain tough requirements. Through rich empirical data, we show how these temporal techniques of border control keep young refugees in a state where they fear deportation, which have detrimental effects for their ability to build a life in Sweden. They are not able to plan ahead and they feel forced to work although they would have preferred to study, which puts them out of sync with other young people around them, challenges their sense of agency and increases their vulnerability. Temporary residence permits severely limit the life opportunities of young refugees in Sweden, and thus hamper their ability to achieve the “migrant integration” that is expected of them.

One of the areas of the evolution of social life in the new era is changes and developments in women's lives. These changes in themselves include a wide range of changes from social beliefs and ideas about women to changes of individual, family and social roles. Among these evolutions, women's employment is of particular importance. The question we are trying to answer in this study is whether women have the right to work in Islam? What are its Qur’anic evidence and validity? This is a review study. In order to examine the texts related to the aims of the study, the Persian and English keywords of Women's rights, Women's employment, Islam, Motherhood, Civil Law, and Spiritual Rewards were searched in databases such as Google, pub med, SID and Magiran.This study attempted to examine the Quranic and narrative documentation of women's employment permits, women's employment and the general attitude of Islam in this regard. The principle of women's employment permits is emphasized in the book and the Sunnah of the Prophet. Jurists generally refer to four other verses regarding women's employment permits: Verse 32 of Surah An-Nisaa, Verse 10 of Surah Aljumu’a, verse 234 of Surah Al-Baqarah and verses 23-26 of Surah Al-Qasas. Most jobs are considered to be appropriate to the mental and physical condition of women.From the jurisprudential point of view, there is no doubt about in the principle of respect for women's work. There is a lot of evidence in the book of the Qur'an, the Sunnah and the tradition of the Prophet, (peace be upon him) and the Imams (peace be upon them) indicating that women can undertake some occupation by observing the rules of communication with men.
