AbstractOver one million people work for a faith-based welfare provider in Germany. Caritas and Diakonie, the largest faith-based providers in Germany enjoy prerogatives that do not exist in other countries. This particular group of faith-based organizations is exempt from federal labor law and discrimination clauses, which results in arbitrary, and in other cases, institutional, forms of discrimination against particular social groups in society. Research has focused on the institutional regulation of faith-based practice in Germany. Much less attention has been devoted to the faith component within faith-based welfare provision. This study traces the evolution of church doctrine and its impact on the care and employment practices of faith-based welfare providers in Germany from the 1950s to the present. It argues that the conservative ideology of these welfare providers amplifies the negative effects of gendered occupational regimes.

Abstract Welfare service experiences are known to shape citizens' trust in public institutions and their support of the welfare state. But, there is poor understanding of how this relationship is shaped in systems of mixed provision, that is, welfare states that use public in-house as well as contracted private providers for publically funded services. Drawing on the notion of system trust this article provides a theoretical account of how mixed-provision welfare systems condition the relationship between service experience and trust, affecting the legitimacy of the state. Utilizing a randomized vignette experiment with participants in a general citizen survey in Sweden, we investigate whether it matters for the formation of institutional trust if the welfare service is provided by a public or third-party private provider. The main result show that the spillover of trust from positive service experiences with the provider to trust in public institutions is higher in cases of public service provision. Thus, the possibility of using welfare services to build trust in the welfare system seems to be greater when public provision is used.

Abstract In this article, we analyse the striking resilience of for-profit care and service provision in what has often been seen as the archetypical social democratic welfare state: Sweden. We focus on the strategic discursive activities of private companies and their business organizations as they try to influence perceptions, organize actors and facilitate communication to defend profit-making in the welfare sector in the face of increasing conflict and opposition. We argue that taking such organized action into account changes dominant perceptions about the characteristics of the Swedish political economy, and carries important lessons for analyses of changes in the organization of the welfare state in general.

Youth involved in the child welfare system are at high risk for mental illness, substance abuse, and other behavioral health issues, which child welfare workers are expected to address through referrals. Child welfare workers (N=27) who participated in Project IMPROVE (Intervention for Multisector Provider Enhancement) reported on services they provided to youth (N=307) in their caseloads. Using survey and administrative data, this paper examines workers’ service actions on behalf of youth. Results were consistent with the Gateway Provider Model and showed that youths received help from a greater variety of service sectors when their workers were able to identify behavioral health problems, and were familiar with and connected to other providers in the community. Improving service delivery to youth in child welfare may be accomplished by training workers in the signs and symptoms of behavioral health problems and familiarizing them with providers in the community.

ABSTRACTThe main purpose of this article is twofold: (1) an examination of welfare regimes using a bottom-up approach, which enables a comprehensive analysis of welfare production based on recipients perceptions; and (2) an examination of more than one type of welfare-mix coexisting inside the national level across policy sectors. A classification of welfare regimes is carried out following a bottom-up approach and relying on the basis of the importance of welfare providers to satisfy social risks and promote well-being. Three traditional (e.g. state, market, family) and one alternative welfare providers (e.g. community) are considered. Data is collected through twenty semi-structured interviews in seven marginalised communities of Puerto Rico. The results show five configurations of intra-national welfare-mixes across the following welfare areas: housing, nourishment, health, education, maternity/paternity, disability, work-unemployment and older-age. This paper contributes to the theoretical proposals of intra-national welfare regimes, and alternatives providers in the welfare-mix.

The UK is distinctive in having the most liberal market-oriented welfare system in the European Union and the most majoritarian governmental system, capable of rapid and decisive action. The 1997 New Labour government abandoned the traditional neo-Keynesian/social democratic approach of the party and embarked on a programme of market-oriented welfare state reform. This reflects many aspects of policy direction (pursued more gradually and under different circumstances) elsewhere in Europe, and advocated in the European Employment Strategy and OECD proposals. The UK is thus a suitable test case to assess the impact of a new departure in welfare policy: welfare ends through market means. This paper shows that New Labour has achieved real successes in mobilising the workforce, broadening opportunities for women and reducing poverty. However, the approach faces intractable problems in stimulating and regulating private providers of welfare, and limitations in the extent to which it is able to reduce poverty among those of working age who are not in the labour market. These result from the incompatibility between welfare and market objectives: secure, adequate incomes for all, and work incentives for citizens and market freedom for providers.

Abstract Research on differences between public, for-profit, and nonprofit providers of welfare services has provided mixed findings, depending on welfare state arrangement, regulation, and service area. This paper’s objective is to study the differences between public, nonprofit (cooperatives and other nonprofits), and for-profit welfare providers from the perspective of the users in the tightly regulated Scandinavian context. We ask how the users perceive the providers from different sectors differently and how this variation can be explained. The study relies on a large-scale survey carried out in 2015 in the city of Oslo, Norway. From the survey, we identify the two main results. First, despite limited differences, users of nonprofit kindergartens are generally more satisfied than users of for-profit and public kindergartens. Second, an important explanation for variations in user satisfaction among kindergartens is identified in a pocket of regulatory leniency: the quality of food service. This is the only expense that varies among kindergartens in Norway. These results indicate that more lenient regulations could potentially increase provider distinctiveness. Based on the existing literature, we discuss why nonprofit providers seem to fare better in the minds of users than public and for-profit providers.

This Practice Note describes the implementation of a partnership between child welfare and substance use providers in New York City, with the aim of supporting cross-systems collaboration and improving outcomes for dually involved families. Specifically, this report focuses on improving both coordination and communication between a preventive child welfare service provider (Montefiore Family Treatment & Rehabilitation Program), an outpatient substance abuse treatment provider (Montefiore Division of Substance Abuse), and the local department of social services (New York City Administration for Children’s Services). This article identifies general challenges with collaboration, describes how this collaboration was created and implemented in New York City, and provides guidance for other entities that are attempting to create similar collaborations.

The increasing trend towards the internationalization of the world economy coupled with the liberalizing agenda of international institutions and Western governments has profound implications for the delivery of health and other welfare services. As governments pursue policies which extend the scope for the involvement of private companies in the delivery of welfare services, processes of internationalization are likely to become increasingly important to such services as multinational providers emerge. This article begins the process of developing a systematic understanding of the relationships between the structure of welfare states, the social and economic policies of governments and international institutions, and the strategies and interests of private companies. It is argued that it is the particular mix of direct state provision, tax/subsidy, and regulation in the welfare state formation that provides the opportunities for, or barriers to, the expansion of internationalizing private providers of healthcare. This argument is illustrated through a case study of the current process of reform in the British healthcare system, where a relative shift away from direct state provision towards subsidizing and regulating private providers is facilitating a process of internationalization.

An economic model was analyzed where a new supplier implements the technology of the small cells and positions itself as an incumbent service provider. This provider performs a dynamic reuse of resources to compete with the macrocells service provider. The model was analyzed using game theory as a two-stage game. In the first stage, the service providers play a Stackelberg differential game where the price is the control variable, the existing provider is the leader, and the new supplier is the follower. In the second stage, users’ behavior is modeled using an evolutionary game that allows predicting the population changes with variable conditions. This paper contributes to the implementation of new technologies in the market of mobile communications through analysis of competition between the new small cell service providers (SSPs) and the existing service providers along with the users’ behavior of mobile communications. The result shows that users get a better service, SSP profits are guaranteed, and SSP entry improves users’ welfare and social welfare.

In the decade and a half since economic liberalization began in Jordan, a little noticed but large-scale organizing trend has taken over the formal provision of social welfare, redefining the institutional conception of familial identity in the process. For over one third of the population, kin solidarities have been reorganized, formalized, and registered as nongovernmental organizations in an attempt to cope with the removal of basic social provisioning by the state. Although kinship clearly has been a major element in Jordan's history, the present phenomena alter traditional familial institutions, change kin lineages, and institutionalize the economic salience of family relations. In turn, the relationship of the populace to the state has changed, marginalizing previously regime-supporting groups and facilitating the implementation of economic neoliberalism without significant protest. Repackaged as charitable elements of civil society, these family associations are sanctioned and encouraged by the state and international community. Although they are not regime creations, family associations reinforce the Jordanian regime's efforts at political deliberalization. The new elites who head the organizations have been placated through indirect incorporation into the regime; they now wield significant economic power over fellow kin and have enhanced social status backed by the new group. Furthermore, the trend mainly consists of families without immediate ambitions of entering national politics. These are not the traditional elite families.

In recent years it has been noted that boundaries between public and private providers of many types of welfare have become blurred. This paper uses three dimensions of publicness to analyse this blurring of boundaries in relation to providers of healthcare in England. The authors find that, although most care is still funded and provided by the state, there are significant additional factors in respect of ownership and social control which indicate that many English healthcare providers are better understood as hybrids. Furthermore, the authors raise concerns about the possible deleterious effects of diminishing aspects of publicness on English healthcare. The most important of these is a decrease in accountability.

This paper presents a baseline picture of the co-operation between service purchasers and private elderly care and primary health care providers both at the national level and at the level of local welfare regimes in Finland. Data from two national surveys and from interviews conducted in six municipalities are analysed. The perceptions of the co-operation during the contractual period differed substantially between the private providers and the municipalities. The differences were evident especially between the for-profit providers and the municipalities. In general the private providers would be willing to work together with the municipalities, but to them it seems that the municipalities lack interest in this. The municipalities, in turn, considered that contracting is mostly a tool to reduce administrative responsibilities. However, in order to be able to gain benefits from contracting, to avoid excessive transaction costs and to co-ordinate the network of different service providers, the municipalities should invest in contract management and also be active during the contractual period.

AbstractImproving the responsiveness of service providers to the needs of users has been a principal aim of welfare state reform. In the context of employment provision, this article explores the effects of a job outcome-oriented performance system on the responsiveness of providers to the needs of unemployed refugees. These effects concern, first, the type of refugees to whom providers are responsive and, second, the type of employment assistance provided. It is argued that an emphasis on short-term job outcomes may conflict with supporting refugees who are ‘harder to help’, particularly those with English language needs. It may also conflict with supporting refugees to access employment related to their skills and interests by encouraging providers to focus on placing refugees in ‘easy to access’, low-skilled and low-paid jobs. The effects may, therefore, serve to reproduce labour market inequalities experienced by refugees.

AbstractService providers often adopt the mechanism of customer classification due to the heterogeneity of customer waiting cost. However, the classification service may cause unfairness feeling of regular customers, then affect the revenue and social welfare. This paper provides the first exact analysis about the situation that service providers offer two classes of non-preemptive priority service when customer fairness perception is explicitly modeled. We model customer fairness perception as a negative utility on regular customers that’s proportional to the waiting time difference between the two queues. By analyzing a stylized M/M/1 queue in monopoly service system, we can derive important results some of which reaffirm existed research results. First, from the perspective of revenue maximization, service providers should also adopt the mechanism of customer classification and set up the two kinds of customers where they can see each other. Next, considering customer utility maximization, service providers should cancel the mechanism of customer classification, and keep one queue (regular customers) only. Then, from the perspective of social welfare maximization, service providers should also adopt the mechanism of customer classification but set up the two kinds of customers where they cannot feel each other. Finally, this paper concludes the optimal pricing based on customer classification in the above three different perspectives. This research shows important reference value and practical significance for service providers who adopt the mechanism of classification service.

LGBTQ children are overrepresented in the foster care system in the United States. These children are also at higherrisk for homelessness and suicide. While there are some legal protections for this population, more research andadvocacy are needed to help these young people thrive despite their situations. An intersectional feminist perspectiveon advocacy and queer theory could change the landscape of political activism and training for child welfareprofessionals. In this article, three activist approaches to training are discussed as ways to revolutionize advocacy andtreatment of LGBTQ youth in child welfare. The authors propose 1) providing intersectional and feminist principles inchild welfare diversity training modules, 2) including the exploration of self-identity in these trainings, and 3)developing a better understanding of how heteronormative bias and perceptions of deviance can be perpetuated.

This paper investigates how incentives of network operators to deviate from neutrality may create social costs or benefits in different market structures. The deviation from network neutrality is a general form of discrimination based on charging different prices for non-affiliated content and application providers. In this paper, deviation from network neutrality is formulated as a form of vertical foreclosure. While constructing the model two-sided nature of the internet service, the providing market is considered. The author found that, although monopoly network operators have no incentive to deviate from neutrality, the duopoly network operators have this incentive. Welfare analysis suggests destructive results for almost all participants, hence the total surplus in both market structures. In addition, the analysis for the degree of integration between the network operators and their affiliated content and application providers, suggest some policy proposals to discourage their degree of integration.

ABSTRACTThe potential of non-governmental agencies as providers of welfare services is increasingly recognised but little attention has been given to the welfare-providing role of religious congregations. This article draws on four case studies to describe and analyse the range of congregational welfare activities. Six types of welfare work are distinguished: welfare projects, indirect welfare work, informal care, informal care in an organised framework, mutual aid and social integration. Distinctive features of congregational welfare work are identified. The article concludes by discussing the implications of the findings and considering whether there is scope for expanding the contribution of congregations to the mixed economy of welfare.

Recommendation systems are extremely popular tools for matching users and contents. However, when content providers are strategic, the basic principle of matching users to the closest content, where both users and contents are modeled as points in some semantic space, may yield low social welfare. This is due to the fact that content providers are strategic and optimize their offered content to be recommended to as many users as possible. Motivated by modern applications, we propose the widely studied framework of facility location games to study recommendation systems with strategic content providers. Our conceptual contribution is the introduction of a mediator to facility location models, in the pursuit of better social welfare. We aim at designing mediators that a) induce a game with high social welfare in equilibrium, and b) intervene as little as possible. In service of the latter, we introduce the notion of intervention cost, which quantifies how much damage a mediator may cause to the social welfare when an off-equilibrium profile is adopted. As a case study in high-welfare low-intervention mediator design, we consider the one-dimensional segment as the user domain. We propose a mediator that implements the socially optimal strategy profile as the unique equilibrium profile, and show a tight bound on its intervention cost. Ultimately, we consider some extensions, and highlight open questions for the general agenda.

This article explores some of the emerging tensions in the management of welfare in Britain. The success of Labour's proposals for welfare reform, particularly retirement pensions, hinges on their ability to promote the idea of the consumer citizen and to undermine traditional ideas of citizenship rights. However, managing this transition – including the presentation of ideas and the management of consumers – has not been straightforward. While the Government presents retirement as a matter of lifestyle choice, welfare ‘consumers’ are demanding more of their providers and are regularly disgruntled with the response.Simultaneously, pension providers are expressing reservations about their ability to manage aggrieved consumers. Furthermore, they believe pension fund management has been politicised, and their scope for discretion reduced by regulation, while technical and scientific developments in terms of portfolio management and risk assessment have changed the working practices of those in the pension industry. These tensions between consumers, providers and legislators may generate further dissatisfaction with the balance of rights and responsibilities being hotly contested.

This paper focuses on a broad movement toward a fundamentally different way of paying healthcare providers. The approach reaches beyond the old dichotomies about whether healthcare providers are reimbursed on a fee-for-service or a “capitated” or per-person payment. Instead, these reforms seek to create direct linkages between payments to healthcare providers and measures of the quality and efficiency of care. After an overview of payment reforms for healthcare providers and their welfare implications, this paper discusses a range of empirical studies. These often small-scale studies suggest that provider payment reforms in conjunction with greater attention to improving measurements of care quality and outcomes can have a significant impact on quality of care and, in some cases, resource use and costs of care.

Aim: In increasingly market-oriented welfare regimes, public procurement is one of the most important instruments for influencing who produces which services. This article analyses recent procurement regulations in four Nordic countries from the point of view of addiction treatment. The implementation of public procurement in this field can be viewed as a domain struggle between the market logic and the welfare logic. By comparing the revision of the regulations after the 2014 EU directives in Denmark, Finland, Norway, and Sweden, we identify factors affecting the protection of a welfare logic in procurement. We discuss the possible effects of different procurement regulations for population welfare and health. Data and theoretical perspective: The study is based on the recently revised procurement laws in the four countries, and adherent guidelines. The analysis is inspired by institutional logics, looking at patterns of practices, interests, actors, and procurement as rules for practices. Results: Procurement regulations are today markedly different in the four countries. The protection of welfare and public health aspects in procurement – strongest in Norway – is not solely dependent on party political support. Existing service providers and established steering practices play a crucial role. Conclusion: In a situation where market steering has become an established practice and private providers are strongly present, it can be difficult to introduce strong requirements for protection of welfare and population health in procurement of social services.

What does the growth of faith-based organisations (FBOs) in social welfare mean for women’s rights and gender equality, especially within advocacy services for women experiencing domestic violence? Through empirical research within a Catholic-based organisation providing welfare services to abused women in São Paulo, Brazil, this article argues that FBOs can negatively impact the provision of women’s rights when conservative and patriarchal views towards gender and women’s roles in society are maintained. A heavily matrifocal perspective, where women’s identity and subjectivity are mediated through their normative roles as wives, mothers and carers of the family, appears to offer little possibility of change for abused women, who are encouraged to forgive violent husbands and question their own behaviour. Mediation between couples is promoted, undermining women’s rights upheld through Brazil’s domestic violence law (Lei Maria da Penha no 11.340). Furthermore, the focus of family preservation, supported by a patriarchal state, means that violence against women (VAW) appears to be subordinated to a focus on family violence and violence against children. In this case, faith-based involvement in social welfare rejects the feminist analysis of VAW as a gender-based problem, viewing it as a personal issue rather than a collective or political issue, making women responsible for the violence in their lives.

AbstractLocal governments in Europe are facing difficulties in meeting citizens' demands for welfare provision. This opens new opportunities for profit as well as non-profit providers of social welfare. Faith-based organizations (FBOs) are one type of non-governmental organizations addressed by governments to complement or replace parts of public welfare provision. This article gives some examples of FBOs in action as providers of welfare in a European context, with a particular focus on Sweden. Following the introduction, the second part locates the phenomenon of FBOs within the scholarly debate about secularism/post-secularism as related to multi-level governance. The third part gives an overview of potential roles of FBOs in welfare provision combating poverty and social exclusion, illustrated by a few examples from European contexts. Focus in the fourth part is upon the role of FBO engagement in Sweden as developing after World War II. It is concluded that no system is all encompassing in catering to those who suffer from poverty and social exclusion. There will always be a need for the competence and avant-garde role potentially provided by FBOs. However, due to historical circumstances FBOs in Sweden have been, and still are, complementary rather than an outright alternative to public welfare provision.

Abstract This paper aims to understand the welfare mix in Korea by examining its historical origins and tracing its evolution during Japanese colonial rule. After locating the origins of the welfare mix in the early Chosŏn Dynasty, this study examines the evolution of the welfare mix in Korea under Japanese colonial rule. By focusing on repressiveness and recognition, the dual aspects of Japanese colonial rule, we reveal a traditional aspect of the Korean welfare mix that remained strong and was, paradoxically, reinforced under Japanese colonial rule. Following the establishment of a colonial centralised state, Japanese attempts to impose modern dispensational welfare systems proved inadequate. The Japanese were forced to return to traditional, informal welfare providers, such as kyes, to satisfy Chosŏn’s need for welfare. The paper concludes by arguing that this welfare mix can help to explain the welfare regime in modern Korea.

AbstractIn Norway various welfare state authorities assist in disability management (DM) of long-term sick workers. This study provides empirical-based knowledge about the Norwegian DM process. The data are based on focus-group interviews with health care providers and case-workers in welfare state authorities. A key issue outlined in this article is that long-term sick workers can easily become ‘stuck’ in the rehabilitation system. The focus is on topics that can explain difficulties of re-employing long-term sick workers. Furthermore, we look at what challenges are typical for DM of these workers in Norway, with respect to re-employment issues.

JOBLINKS demonstration projects tested the means of providing transportation services to disadvantaged individuals, particularly welfare recipients trying to make the transition to employment and self-sufficiency. In 1995–1996, 10 demonstration projects were funded in 6 states. After each project an independent assessment yielded the following findings: ( a) Transportation made a difference in enabling disadvantaged people to obtain work. In several demonstration projects, the transportation services provided through JOBLINKS enabled individuals to get a job or to increase work to a full-time basis. ( b) Transportation solutions were most effective in the presence of three key factors: availability of jobs in the local labor market at shift times that could be served by available drivers and vehicles, access to job-ready workers with transportation barriers who would be suited for these jobs, and coordination among transportation providers, human services agencies, and employers. In the absence of these factors, transportation linkages played an important role in getting disadvantaged populations to job preparation services. Many of the JOBLINKS projects concentrated on and were very successful at carrying those who were not job ready to educational institutions, job-training providers, and job club sites. ( c) Transportation is a necessary component in the package of services needed to implement welfare-to-work programs. Welfare-to-work policy emphasizes getting people into work environments. There are serious implications of this policy for both welfare agencies and transportation providers. Future efforts to meet the transportation needs of people who are struggling to become independent of welfare should focus on innovative ways to get them to workplaces.

U.S. welfare policy and devolution involve contradictions in implementing financial assistance as welfare workers must attempt to place clients with severe barriers in formal employment while meeting restrictive requirements. In interviews with North Carolina welfare-to-work program managers, the authors find that they engage in identity talk to construct images of themselves as effective workers despite these contradictions, using the symbolic identities of the “middle-class achiever” and the “thwarted advocate.” Location in rural counties with fewer resources leads to more polarizing strategies. The authors propose that service providers who face conflicting information and excessive frustration tend toward extremes, such as blaming clients or policymakers for program failures. This analysis contributes to the social psychological literature on inequality by demonstrating that reconciling contradictions as a service provider often entails certain strategic characterizations of clientele, both positive and negative.
