Abstract (sommario):
An examination of two samples of children seen one year apart at a community mental health service indicated that a significant proportion had also been involved with the child welfare system (44% of the 119-member older sample and 32% of the 160 individuals from the current sample). A reanalysis of the latter sample one year later showed that the caseload overlap had increased to 39%.

Although coordinated community responses to domestic violence are widely encouraged in the literature as a best practice approach, collaboration between multiple domestic violence response service agencies and government systems is often not achieved. Because of the fragmentation of domestic violence services, this literature review examines community engagement in general and the need for coordination between child welfare agencies and women serving anti-violence services in particular. The skills and strategies necessary for community engagement are explored along with the historical relationship between the two service streams. Also included is a review of the barriers to collaboration between child welfare and women serving agencies along with recommendations to overcome these hurdles. By way of summation, a discussion is provided on how information learned through this review process may be applied to practice for Child and Youth Care Practitioners and others who take up the difficult task of responding to the complex needs of families experiencing domestic violence.

This paper aims to describe the factors that cause children to be neglected, as well as the impact experienced by children who are neglected. The formulation of the problem, how is the service and guidance of the Semarang Regency Social Welfare Service in handling neglected children with social welfare problems and what are the obstacles and solutions to services and guidance in handling neglected children with social welfare problems. Research This research is a qualitative research that produces qualitative data. The data used in this study is primary data by conducting interviews and secondary data from books, journals and laws and regulations. From the results of the analysis of research findings, it can be seen that abandoned children tend not to be easy to communicate with, children tend not to want to be fostered, family motivation towards children is still lacking. The existence of abandoned children is caused by poverty, personality deviations, and internal and external factors of the child. They have their own way of life. Therefore, to overcome the problem of neglected children, it is necessary to empower potential sources of social welfare through Private Welfare Institutions/stakeholders, religious leaders, community leaders, community social workers, academics in an integrated, synergistic, collaborative and sustainable manner. The limitations of human resources and infrastructure at the Semarang Regency Social Service Office, especially the absence of a halfway house, need special attention from the Semarang Regency Regional Government.

Youth involved in the child welfare system are at high risk for mental illness, substance abuse, and other behavioral health issues, which child welfare workers are expected to address through referrals. Child welfare workers (N=27) who participated in Project IMPROVE (Intervention for Multisector Provider Enhancement) reported on services they provided to youth (N=307) in their caseloads. Using survey and administrative data, this paper examines workers’ service actions on behalf of youth. Results were consistent with the Gateway Provider Model and showed that youths received help from a greater variety of service sectors when their workers were able to identify behavioral health problems, and were familiar with and connected to other providers in the community. Improving service delivery to youth in child welfare may be accomplished by training workers in the signs and symptoms of behavioral health problems and familiarizing them with providers in the community.

The transformation of public services in the field of population administration began to be felt after the all-internet or online era began to bloom in Indonesia. This causes public service providers to be asked to make changes in the concept of serving the community by following the changing times. The research method used is qualitative research or sociological juridical. The primary data source is interviews with the South Tangerang City Population and Civil Registry Service, while the secondary data source is various legal book materials and statutory regulations. The results of the research can be found that the transformation of Indonesian population administration services has begun to lead to realizing the concept of "welfarestate" for the community, with the change in population administration services that previously used offline or the community was required to be physically present to take care of population administration, now with the all-internet era the organizers population administration implements services with an online system in order to reach the public so that services are more effective, efficient and excellent. The originality of this research is that people in today's era who are completely connected to the internet have resulted in the implementation of public services also having to follow it. The positive side of public services by being connected to the internet can make it easier for people to access population administration matters without coming physically in person. However, public services cannot fully use online services, population administration public services also require offline services in order to fulfill services for people who do not understand technology.

Recently we have seen the emergence of citizen-led community initiatives and civic enterprises, taking over governmental tasks in providing public services in various sectors, such as energy, care, landscape maintenance, and culture. This phenomenon can be explained by a renewed interest in community, place, and ‘local identity’; the erosion of the welfare state; the privatization of public services; a re-emergence of the social economy; and tensions between ‘bottom-up’ initiatives and the changing role of the state. The co-production of governments and initiatives can potentially result in a shift from government-led to community-led planning. This, however, raises questions about their innovative potential, the democratic consequences, and the potential roles of governments in enabling these societal dynamics. This article discusses these issues theoretically, illustrated with empirical examples from Portugal, the Netherlands, and Wales, in a context of uncertainty regarding the future of the traditional European welfare state.

The so-called decolonization process had been a traumatic experience for all parties concerned. The academic community in the Netherlands was no exception to this rule, and Dutch ‘Indonesian studies’ went into a long hibernation. This applies particularly to the study of the welfare services, an aspect of Dutch colonial rule that had been the pride and glory of civil servants and scholars alike (many of them former civil servants).

By analyzing the impact of social participation and sense of community among residents living in Gyeongsangbuk-do Province, the study aims to reveal the moderating effect of the digital capability. For this purpose, this study analyzed 250 local residents who lives in Gyeongsangbuk-do and has received services from the Community Welfare Center. The main findings were, first of all, the degree of social participation and the sense of community had a significant impact on their depression. And generally, gender, educational background, and subjective health condition had a significant impact on their depression. Secondly, in the part of digital capability, the subjects with higher scores of digital discomfort scored higher in depression and lower in social participation. Third, it has been proven that depending on the level of discomfort of digital use, the local residents' sense of community has a moderating effect on depression. Based on this research result, the study discussed social welfare practices and policy implications in order to reduce depression and improve the life quality of people who receives welfare services in the community welfare center.

Relying on new empirical data, derived from a survey, and supplemented by an extensive study of available secondary material, this thesis represents the first attempt systematically to explore key issues regarding occupational welfare in Russia, with special reference to health care. The thesis is divided into three parts: a discussion of the problematic; an investigation of the evolution of policy; and an examination of primary and secondary empirical data. The fundamental theoretical problems of occupational welfare are approached in the light of research in the West, in the Soviet Union and in post-Soviet Russia with emphasis both on divergences and commonalities. It is argued that any endeavour to separate Soviet and Western experiences is artificial and ultimately unproductive. Rather, the analytical penetration of ideological barriers renders possible an examination of their fruitful interaction. On the basis of existing knowledge two perspectives of occupational welfare -- social policy and organisation -- are introduced. An attempt to formulate a general definition of the notion of occupational welfare is also made. The evolution of occupational welfare and in particular its health care component are examined in their context, from the Tsarist era, during the Soviet Union and through to post-Soviet times, with a concrete aim of elucidating any continuities in policy pathways. Contemporary issues are associated with the initial outcomes of health reforms in the 1990s that are indispensable for projecting the future prospects of occupational welfare. The empirical component of the thesis reports the results of fieldwork carried out in Moscow between 1995 and 1997. The brief was to explore the contemporary status of occupational welfare in Russia in the context of changing social policy aims and methods evolving in the course of the transformation. The attitudes of senior managers of industrial enterprises providing in-kind health services for their employees were investigated, as were employers' actual health responsibilities in the light of the introduction of compulsory health insurance legislation. It is argued that occupational welfare has a distinct sphere of operation and offers potential, not only for the survival of the service area but also for its further development in the evolving socio-political environment. The thesis is a first step towards a deeper analysis of occupational welfare in Russia: an audit of outstanding issues, although not exhaustive, completes the account as an aid to further discussion and research.

This thesis assesses the impact of the 1991 health care reforms on the British National Health Service with respect to one specialist service, coronary revascularisation, and examines the ways in which greater improvements in social welfare could be achieved. It is divided into three broad sections. The first section outlines the background to the reforms, the assessment criteria against which the reforms are to be measured and the service to be evaluated. The second section measures the impact of the reforms on efficiency and equity, the chosen assessment criteria, by means both of quantitative and qualitative analyses. The analyses describes the changes which had occurred since the introduction of market mechanisms into the NHS in 1991. Variations in the availability and use of coronary revascularisation services decreased and the contracting process became more sophisticated which suggested the reforms had been instrumental in increasing efficiency and equity. However, large variations remained and market mechanisms continued to cause a series of problems which signified that the reforms were still a long way off achieving an efficient allocation of resources. The third section considers how greater social welfare could be achieved. A strategy for improving social welfare involved managing the market for coronary revascularisations more effectively. An audit of waiting list management in three hospitals demonstrated that patients were often not treated within an appropriate time. The potential to improve efficiency and equity by more effective management of demand for coronary revascularisations therefore existed and the development of guidelines was recommended. Such guidelines were developed with the aim of prioritising patients according to their urgency of need. Finally, the thesis discusses the implications both for health care policy and future research.

This study is a self-assessment of a small group of Appalachian face-to-face service providers in human services and community mental health. It has evolved from their daily experiences. The purpose of the study has been to reflect back to these providers information about themselves. That reflection has been given in the form of an Adlerian life style analysis, a psychological assessment for individuals modified as assessment of a group. The reflected impression provided its own image for change and an opportunity for the participants to assess what impact, if any, their jobs might be having on other aspects of their lives. In the process of informing the participants about themselves, there has been the intent to give that same information to the people who come for services, supervisors, administrators, policy makers, and ultimately the community of academics and scholars. The author of this study functioned as a co-worker with the other participants, becoming a part of that system which she was observing. The job gave wide access for observation and work with the participants in a variety of settings. The primary interactions took place in the homes of families referred for alleged child abuse and neglect, to include sexual abuse. The methodology allowed the research effort to be one of exploration and evolution. Based on the notion expressed by Carol Ehrlich that people can do research for and about themselves rather than having others do it for them, it drew from several theorists, described in order of their use in the study: H.T.Wilson, Brian Fay, Alfred Adler, Stephen Fawcett, and George Gazda. Presenting one subjective view of reality, conclusions of the study pointed to unconscious guilt on the part of participants with respect to system inadequacies, marked by a desire to feel superior in the helping relationship or in the relationship with those perceived to have authority over them. Unaware of these feelings, and in the simple performance of their jobs, the participants help to perpetuate the systems in which they work and often purport to deplore.

This thesis investigates whether community care policy and service delivery is rhetoric or reality. The social policy and under-pinning ideologies that surround community care are reviewed. Important benchmarks are presented in the form of a chronology and aetiology of The National Health Service and Community Care Act, 1990. An interview schedule was designed from the perspective of older people and was used with a sample of 40 older people, 20 at Luton in an inner-city setting and 20 in Redbourn (Herts), a rural location. The qualitative research design allowed the respondents to express themselves with minimal interference from the researcher. The purpose of the in-depth interviews was to explore their lives including everyday experiences, the process of retirement, important Governmental influences and views of themselves. Their access to services was also considered. The data gave detailed descriptions of everyday life, including the concerns of economic and political influences. From the data the concept of 'Economic Fragility' was developed, this replaced Social Class as a variable. Similar patterns of experience emerged for some groups of respondents, these included connections with 'pervasive economics', gender and the semiotic of language. Further analysis highlighted conceptual connections at both a micro and macro theoretical level, the former focusing on life cycles and the latter revealing how political social control, in its present form, marginalises and manipulates certain groups of older people into becoming 'problem' populations. The relationship between the micro/macro concepts is of major significance to the programme in the identification of a predictable career path for the 'Economically Fragile'. This culminates in personal experiential journeys through the Social Incarceration Spiral. Further, some theoretical considerations are explored and some alternative policy proposals are made. Finally, this programme argues that Community Care as an ideology, current policy and service, as propounded by the current Government, is seriously flawed.

The study investigates Kwa Mashu Family and Child Welfare Society, a welfare organization providing child welfare services to the community of Kwa Mashu. This organization interacts with other organizations that serve the interests of the child. The study investigates the Kwa Mashu Family and Child Welfare Society as it interacts with other organizations in the provision of Child Welfare Services. The study was motivated by the earnest desire of the organization to find out from the community of Kwa Mashu how the latter views the society in the midst of changing circumstances within the Township. The study is descriptive and exploratory, it explores and describes the child welfare field. It addresses the development of this field and demonstrates how the political priorities affected child welfare provision in South Africa. The study also gives a brief profile of Kwa Mashu Township in which the society operates. In the analysis of Kwa Mashu Family and Child Welfare Society special attention is given to the structure of the organization and the channels of communication within the organization and between the organization and the community. The study investigates the views and opinions of 50 community organizations operating within Kwa Mashu. The study discovered that these organizations had a variety of views about Kwa Mashu Family and Child Welfare Society. The major discovery was that although the community organizations are aware of Kwa Mashu Family and Child Welfare Society they are unaware of the services offered.

Abstract (sommario):
The Family Access Project will deploy innovative community empowerment, education, consensus building, and information system development strategies to strengthen community, ensure the efficient and effective delivery of needed services, and address the unique needs of families requiring public assistance from a host of public and private agencies in Lake County. The goal of the project is to enhance community life through improved care coordination by linking new technologies to the human service delivery process. Upon completion, the project will assist in the enhancement of community-based services through the development of rules of data transaction and data standards and the deployment of a secure messaging/document exchange network. By putting technology in the hands of consumers we also hope to impact the economic development and workforce readiness goals set forth in our community's welfare to work programs. These innovations will require educational innovations in order to facilitate the use of technology by both provider and consumer end-users. Proposed innovations include tutorials related to data standards development, peer train-the-trainer training in the development and use of technology to support service system reforms; and ongoing support through a technical assistance clearinghouse and help desk.

Design profession has become quite resignified over time, being increasingly associated with an approach to involve people working collaboratively to co-create new opportunities for the welfare, solve complex problems or even favor innovation processes, whether they are applied in business environments or in the social sphere. By acting in this scope, Design is articulating social innovation processes, as it is developing strategies, whether through products or services, so that the actors related to the existing context can be active agents of transformation. In synergy with this approach, there is another participatory aspect, originating from other areas of knowledge: Community Engagement Methodology. This encompasses a process for providing information, empowering the community to identify solutions to their needs, as well as influencing priorities and strategic decisions. In this context, despite having enough theoretical and practical research implemented to favor community engagement, it appears that the academic curricula of Design courses do not work so specifically with community engagement/ implementation of social innovation processes. Thus, this paper reveals a methodology developed during PhD research in Design that aimed to favor the social reintegration of offenders and ex-offenders. This methodology, made up of different methods, was created in codesign with a Portuguese social cooperative, which was one of the promoters of a project co-founded by the European Union, between 2017 and 2020. The methodology was applied to professionals of the Criminal Justice System who work within the scope of reintegration in four countries (Portugal, Italy, Romania, and Germany), who evaluated it very positively. Therefore, the purpose of this article is to reveal the community involvement methodology created and propose ways that it can be implemented in Design curricula, to encourage and favor the development of solutions and improvements in different social contexts.

The aim of the study is to explore potential demand for social care services offered by social farming in Latvia by studying the experience of families caring for family members with dementia. Social farming is both a new and a traditional concept. It originates from the traditional rural self-help networks that were well established in rural areas before the modernisation of agriculture and the rise of the public welfare system. Social agriculture covers at least three dynamic areas of society – rural development, social entrepreneurship and the growing demand for social care services, and it is closely linked to the concept of multifunctional agriculture. As a form of social entrepreneurship, social farming could create the opportunity to reconnect farmers with their local communities through the opening of their farms as part of the social support system of the community. Caring for people with dementia is a particular challenge. Currently in Latvia, families where one of the family members has dementia have only two options - to place their relatives in a care institution or to take care of them in the family. Foreign experience shows that social care farms can provide care services to people with early dementia. This paper, exploring demand for these services in Latvia, is based on the case study of families caring for persons with dementia in Rūjiena municipality in April 2020.

The first two fundamental principles in the ASME Code of Ethics are that” engineers uphold and advance the integrity, honor and dignity of the engineering profession by: I. Using their knowledge and skill for the advancement of human welfare; II. Being honest and impartial, and serving with fidelity the public, their employers and clients…” These principles involve the concept of “the public good” and are properly part of engineering ethics — yet it is difficult to find a good place in the curriculum to address these principles. This paper will present the idea of using community service in engineering as a context for teaching this aspect of engineering ethics. The author has considerable experience in community service projects — related to engineering courses in which project work is required and graded, and also related to projects that involve purely voluntary efforts. Specific examples of projects that have been used will be given. The projects have also been presented as part of the larger Honor Concept that the author has been instrumental in developing for the School of Engineering at Grand Valley State University. “The habit of apprehending a technology in its completeness: this is the essence of technological humanism, and this is what we should expect education in higher technology to achieve. I believe it could be achieved by making specialist studies the core around which are grouped liberal studies which are relevant to those specialist studies. But they must be relevant; the path to culture should be through a man’s specialism, not by-passing it…A student who can weave his technology into the fabric of society can claim to have a liberal education; a student who cannot weave his technology into the fabric of society cannot claim even to be a good technologist.” Lord Ashby, Technology and the Academics

The agricultural sector has an important role in national economic development because of the abundant potential of natural resources and can support economic growth in rural areas. According to the Center for Agricultural Data and Information Systems, the Indonesian Ministry of Agriculture in 2020 stated that during the Covid-19 pandemic, the agricultural sector in Indonesia has proven to be a mainstay in stabilizing the country's economy. Until 2020, Bocek Village is the only village in Karangploso District, Malang Regency that does not yet have a Village-Owned Enterprises (VOE). With the Doctoral Service Program (Program Doktor Mengabdi), Bocek Village has established VOE in 2020. The DSP program in Bocek Village aims to create jobs and improve community welfare. The DSP program which is under the auspices of the Institute for Research and Community Service (IRCS) Universitas Brawijaya, is expected to be able to produce Leading Assisted Villages for the development of the agricultural and agro-industrial sectors in Bocek Village. The implementation of the DSP Program in Bocek Village has entered its 2nd year (2021) with a focus on strengthening the role of VOE in developing the community business sector. The team of DSP plans community service activities in the form of strengthening Bocek VOE in agricultural, agro-industry clusters and dissemination of technology and information. An alternative solution for the Bocek VOE business unit is to create a derivative product from citrus fruits, namely orange juice. The raw material for orange juice is the result of the process of sorting ripe oranges that have fallen to the ground. Marketing of citrus fruit juice products is planned by opening a Marketplace that can reach a wider target market. In addition, the potential for online sales can now be said to be more profitable than conventional because it has been supported by the rapidly growing digitalization transformation making online sales and marketing more profitable.

The social welfare of the community, as a reflection of the quality of life, is characterized by a dynamic and complex nature, and is now becoming an increasingly relevant and more debatable topic in the scientific community. An integrated assessment of social welfare becomes the most important prerequisite for increasing the quality of life. The theoretical studies of social welfare assessment have shown that in order to assess it, a systematic approach is needed that distinguishes living quality factors and their groups and identifies the relationships between them. It is obvious that only the assessment of the existing social welfare situation can form the direction of improving the quality of life. In this article the authors, analyzing the issue of social welfare management as one of the most painful problems of the community today, define the concept of quality of life and social welfare, identify factors of social welfare quality and their assessment indicators, reveal the peculiarities of community-oriented activities. Based on the analysis of scientific literature, the authors of the article present a conceptual model illustrating community social welfare management and improving the quality of social life by responding to the needs of the community. The model consists of 5 main stages, each stage solving individual tasks. In the initial stages, an analysis of the current situation is carried out in the aspect of determinants of social welfare, the existing level is determined and comparison with the previous periods is performed. In the next stages a social welfare development plan is being prepared and implemented. According to the authors, applying the proposed model of social welfare management in the community, it is possible to ensure a higher level of social quality of life. Research method is the analysis and synthesis of scientific literature, logical, comparative and graphic representation.

After the financial-economic crisis of 2008 there has been an increasing diffusion of discourses by international institutions stressing the necessity towards the adoption of impact evaluation methods both by for profit and SSE organizations. This craze for impact measurement is generally led by the need of the stock exchange to find new financial markets (demand) for an increasing offer of socially or environmentally oriented financial products (such as the Social Impact Bond). This pressure had the effect to spread terms and concept typically of the financial world to other domains, such as the welfare policy (Social Investment State) and the traditional philanthropic sector (Social Return on Investment). Even the SSE has not been immune from this “epidemic” of measurement, standardization, quantification of its activities’ effects (Salathé-Beaulieu, G. in collaboration with M. J. Bouchard and M. Mendell, 2019). The paper’s main aim is to argue in favour of the adoption of a broader conceptualization of the SSE contribution to the local community (and to the society as a whole) that the one implied by the term “impact”. It proposes a conceptual framework based on the “social value” notion, which requires to consider the worth (Bouchard, M. J. ed., 2009) linked to the presence of the organization itself and not only of its activities/ programs/services. The paper will illustrate and comment the main results from an empirical research on the Social Added Value Evaluation of an umbrella recreation association in the Emilia-Romagna Region. The inquire adopts an experimental design based on qualitative methods such as: focus groups, face to face interviews and on site observations, in order to build a consensual system of social value/impact evaluation to be adopted by the local branches of the regional association.
