Although Americans of Middle Eastern origin—be they of Arab, Turkish, Armenian, Sephardic Jewish, Assyrian, Greek, or Central Asian heritage—comprise one of the fastest growing groups in the United States, their music may seem invisible to the American musical connoisseur. Many of the recordings of Middle Eastern American musicians are produced and distributed within community networks. Walk into an Armenian grocer in Watertown, Massachusetts or into a Lebanese audio-video store in Dearborn, Michigan, and you will find hundreds of hours of music by Middle Eastern Americans for your listening pleasure. Walk into your public library and you may not find a thing. Middle Eastern music made in America is simply not widely available on the major or alternative recording labels to which we habitually turn for our fare of world music.

Schindler's Free Public Library competition project of 1920 is analysed. Archival documents are interpreted and an analytic model is constructed. Schindler's standing as a Modernist is considered and his early career is rehearsed, especially his involvement with Frank Lloyd Wright. The formal analysis focuses on the use of symmetry. An interpretation of Schindler's employment of the diagonal axis in the Library is proffered. Historical precedents for diagonal butterfly symmetry in the English free school and the Arts and Crafts movement are examined. A method of analysis using the partial ordering of subsymmetries of the square is applied to the floor plans In conclusion, the influence of the Library project on Schindler's later work is surveyed.

This article calls for greater attention within urban history to the ‘civic economy of the book’. By means of a case study of the Manchester Free Public Library and its context, examining the internal workings of the library system and its impact on the broader cultural life of the city, it is argued that the nineteenth-century public library, if not an especially successful disciplinary institution, may yet have been a significant mechanism of cultural disempowerment.

Public libraries across the world are well-known for the promotion of literacy and lifelong learning. However, at the same time, they are important social and community spaces in which community members can engage with each other. With this in mind, this study looks at the ways in which public libraries in China, Taiwan and Hong Kong fulfil these roles in their respective communities. The public libraries chosen for this study were namely: Shanghai Library, Taipei Public Library and Hong Kong Central Library. A total number of 788 responses were collected from all three libraries. Results from the surveys indicated that public libraries in these communities were seen as being important for providing cost-free materials, entertainment, and, especially, contributing to the overall culture of the community at large. Results indicated that the public libraries chosen for this study have social and cultural values alongside its function as an information centre. These findings will be important in understanding the sociocultural roles of public libraries in East Asia.

This paper presents methodology, early findings, possible applications of results and lessons learnt from the research study “Public libraries: value, trust and satisfaction”. The study was conducted in Latvia as the part of the impact assessment plan within the public library development project “Third Father’s Son”. The project’s goal was to improve people’s quality of life by strengthening the capacities of public libraries to facilitate better and proactive use of resources offered by free access to information technology and the Internet. In this paper, the author introduces practical results from the measurement of use-oriented value of public libraries by using information from the ecology approach and identifying the role of the public library within a context of other information sources used by the public.

Purpose Data visualization, the technique of presenting data in a visual context to increase reader understanding, is a method that has been growing in influence for decades. Many libraries are facing increasing pressure (both internal and external) to showcase the statistics in high-impact and visually appealing ways. Tableau Public is a free tool that libraries can use to visualize their data. Design/methodology/approach This paper gives an overview of Tableau Public and discusses best practices for using it in library services. Findings Tableau Public is a free-to-use downloadable software that enables librarians with no data science expertise to build beautiful and interactive data visualizations, which can be shared with staff, administration and other stakeholders. Originality/value This paper should be of use to any librarians interested in finding new and effective ways of communicating their library statistics. Tableau Public can be used to visualize data from a variety of library departments, including circulation, reference, instruction and collection management.

In recent years, public libraries have enhanced services for the visually impaired, yet challenges persist with the current barrier-free offerings. This study aims to investigate the experience of visually impaired individuals using public library services. Focused on five public libraries from the 'PISA International Library Construction Ranking,' the research involves surveys targeting the visually impaired to assess the current status and service design issues. Employing the AHP analysis method and service blueprint, the study proposes directions for improving public library service design. Research findings indicate a subpar service experience for the visually impaired, limiting their activities due to inadequate barrier-free services. By identifying their actual needs and utilizing the Service Blueprint, we provide practical design suggestions for creating a comprehensive barrier-free environment in public libraries.

In the USA, last decade witnessed a huge interest in children’s early literacy development. All public agencies, as a part of public support to education, started to align their visions and missions to contribute to this sort of interest along with the support of the federal government. The Federal Government supported this growing interest with several acts and hence, all public agencies including ALA and other library associations revised their mission statements. Public libraries, with their special feature of the equal and free access to the public they serve, were considered to be one of the most appropriate places to support children’s early literacy development. In that context, a public library was chosen in terms of its staffs’ perceptions of early literacy and their services to the clientele. The study results revealed that the library staff believe in the importance of children’s early literacy development, and prepare programs to support it, although they have some constraints such as shortage of funds and difficulties in reaching all the people in the community.

PurposeAs a research topic within the field of LIS, programs in public libraries are underexplored, and the question of user fees for programs has not previously been addressed.Design/methodology/approachThis article compares data collected from two individually conducted studies of public library programs in North America and Denmark to enrich our understanding of user fees in relation to programs.FindingsThe comparative analysis shows both similarities and deviations regarding the levying of fees for library programs. While paying a fee to attend a program is rather normal in Denmark, it is more of a fringe idea in North America.Research limitations/implicationsBy exploring a previously understudied facet of contemporary public librarianship, this article opens up new avenues for inquiry regarding how the relative accessibility and availability of programs relate to theoretical discussions about programs as public library services.Practical implicationsThis article provides library managers with needed information about how to conceptualize the roles of programs as public library services.Social implicationsAs programming surges to the fore in contemporary public librarianship, the levying of user fees has social implications in terms of social equity and the public library ethos of free and equal access for all.Originality/valueThis article is the first study of user fees for public library programs, as well as among the first cross-national comparisons of programming as a dimension of public librarianship.

Free software enables its free use by anyone under observance of user proprietary rights. The authors review the market of free computerized library information systems. The origins for applying free ALIS are specified; free Evergreen и Koha ALIS are characterized and compared; the list of foreign free ALIS, date and state of development are specified. The methodology for ALIS market estimation is suggested; the role of ALIS developing and related communities is emphasized. The library and designer aspects of ALIS development are described. The new phenomenon of «donation culture» emerged due to implementing free software in libraries. The typical copyright conflict around Koha ALIS between proprietors and independent designers (the latter won with establishing community trust) is described. Using free ALIS follows the general trend of applying free software in public offices, with all advantages and disadvantages of this information infrastructure. As a result, free software is often opposed by the proprietary one, however both components make the competitive market offering users to make choice of ALIS of appropriate price/quality balance.

This study investigates the dissatisfaction attributions and complaining behavior of public library users. This paper analyses a survey of ninety-nine randomly selected public library users in the Federal Territory of Labuan, Malaysia. Data was analyzed using multiple regression analysis. The survey revealed that public library users in the Federal Territory of Labuan, Malaysia, who believe that service failure is due to the negligence of library staff and perceive the service of the library to be free, are more likely to complain to a third party. Loyal users also prefer to complain to a third party about their dissatisfaction. Some users complain directly to the personnel or person in charge of the department or chief librarian at the time of dissatisfaction. Users’ complaints can be a powerful resource for the library management to use in making strategic and tactical decisions that could prevent them from switching services or performing actions such as abandoning the library and no longer using library services.

The last years of the nineteenth century saw the widespread acceptance of the idea that library facilities should be made available to the American public free of charge. In the same years, the design of the free American library was at the center of a prolonged and heated debate: on one hand, the newly organized library profession called for designs that supported efficiency in library administration; on the other, the men of wealth who often underwrote library construction continued to favor buildings that reinforced the paternalistic metaphor that sustained their philanthropic activities. Between 1886 and 1917, Andrew Carnegie undertook a program of library giving that reformed both library philanthropy and library design, encouraging a closer correspondence between the two. Using the corporation as his model, Carnegie introduced many of the philanthropic practices of the modern foundation. At the same time, he rejected the rigid social and spatial hierarchy of the nineteenth-century library. In over 1,600 buildings that resulted directly from this program and in hundreds of others influenced by its forms, Carnegie helped create an American public library type that embraced the planning principles espoused by librarians while extending a warmer welcome to the reading public.

Climate change is one of the biggest threats to our continued existence. While resources and research about climate change are readily available, what do public libraries need to be doing, as one of the last free public spaces, to bridge the gap between complex information and community action? This extended abstract, based on a larger research paper, explores the various ways public libraries can be active members of their communities and promote conversations about climate change with the specific actions of their collection development. Through an in-depth literature search, several challenges are identified that act as barriers to creating cohesive, inclusive, and informative climate change-oriented collections. These barriers include eco-anxiety, particularly among children and young adults, environmental literacy, and climate change denial materials. Considering these challenges, recommendations are provided to overcome these obstacles. As the need for understanding and action becomes more dire, library policies and collection development strategies need to reflect those needs.

The rise of the Internet has had an enormous impact on library collections and services, and nowhere has this impact been more apparent than to the 1,250 libraries that participate in the Federal Depository Library Program (FDLP). The FDLP has provided the public with free access to government information since the nineteenth century, playing a vital role in helping to maintain the informed citizenry that is essential to our democracy. The underlying principle behind the FDLP is relatively simple: documents are distributed by the Government Printing Office (GPO) to participating libraries, on the condition that the public is allowed free access to those materials. Just 10 years ago, the FDLP distributed 100% of its items in tangible format (print, microfiche, and CD-ROMs).

After two decades in the 21st Century, and despite all the advances in the area, some very important names from past centuries still do not have the recognition they deserve in the global history of library and information science and, specifically, of knowledge organization. Although acknowledged in British librarianship, the name of James Duff Brown (1862-1914) still does not have a proper recognition on a global scale. His contributions to a free and more democratic library had a prominent place in the works and projects he developed during his time at the libraries of Clerkenwell and Islington in London. Free access to the library shelves, an architecture centered on books and people, and classifications that are more dynamic were dreams fulfilled by Brown. With this biographical article, we hope to live up to his legacy and pay homage to a true librarian and an advocate of the public library and subject classification.

In the field of public library study, travel costs incurred when returning books is an important issue for the spatial distribution of users, as well as the load necessary in the process of book borrowing. In recent years, the Free Return System, which is a subsystem of Library Services, has been developed so that users can return books to any library. In this paper, a model for describing the users' choice behaviour of facilities is constructed, and a method for evaluating travel costs accrued when travelling from home to facilities is proposed. The proposed model is applied to actual data of the choice behaviour of users of public libraries. The results of numerical analyses show that the Free Return System can reduce travel costs by 20% on average, and this value is equivalent to a growth of approximately 8% in the user base.

IntroductionSmoke-free enclosed public environments are effective in reducing exposure to secondhand smoke and yield major public health benefits. Building on this, many countries are now implementing smoke-free policies regulating smoking beyond enclosed public places and workplaces. In order to successfully implement such ‘novel smoke-free policies’, public support is essential. We aim to provide the first comprehensive systematic review and meta-analysis assessing levels and determinants of public support for novel smoke-free policies.Methods and analysisThe primary objective of this review is to summarise the level of public support for novel smoke-free policies. Eight online databases (Embase.com, Medline ALL Ovid, Web of Science Core Collection, WHO Library Database, Latin American and Caribbean Health Sciences Literature, Scientific Online Library Online, PsychINFO and Google Scholar) will be searched from 1 January 2004 by two independent researchers with no language restrictions. The initial search was performed on 15 April 2020 and will be updated prior to finalisation of the report. Studies are eligible if assessing support for novel smoke-free policies in the general population (age ≥16 years) and have a sample size of n≥400. Studies funded by the tobacco industry or evaluating support among groups with vested interest are excluded. The primary outcome is proportion of public support for smoke-free policies, subdivided according to the spaces covered: (1) indoor private spaces (eg, cars) (2) indoor semiprivate spaces (eg, multi-unit housing) (3) outdoor (semi)private spaces (eg, courtyards) (4) non-hospitality outdoor public spaces (eg, parks, hospital grounds, playgrounds) and (5) hospitality outdoor public spaces (eg, restaurant terraces). The secondary objective is to identify determinants associated with public support on three levels: (1) within-study determinants (eg, smoking status) (2) between-study determinants (eg, survey year) and (3) context-specific determinants (eg, social norms). Risk of bias will be assessed using the Mixed Methods Appraisal Tool and a sensitivity analysis will be performed excluding studies at high risk of bias.Ethics and disseminationNo formal ethical approval is required. Findings will be disseminated to academics, policymakers and the general public.

Purpose The purpose of this paper is to investigate what democratic challenges the digitisation of the public libraries in Denmark has entailed. Using the concepts from a national library professional strategy from 2012, an analysis of 9 librarians’ experiences with digital dissemination in practice is conducted. Design/methodology/approach The paper is a part of a larger research project called “If digitisation is the answer, then what was the question?”. This sub study builds on the semi-structured interviews with library staff members, case-descriptions of two central providers of digital public library materials, as well as literature studies of missions, vision and strategies from different public library policy institutions. To frame the study, a literature review has been conducted. Findings The author detects the presence of several incompatible conditions in digital dissemination. These conditions are predominantly of an organisational nature, potentially containing major consequences for citizens’ free and equal access to information, knowledge and culture. Among other things, the Danish public libraries risk substantiating an already existing and problematic polarisation between technologically capable and incapacitated groups of people. Originality/value The digital transformation of society has only just begun. Therefore, it is important to examine the consequences of the transition to digital media types for central cultural institution such as the public libraries. The present study is an early and minor contribution to the illumination of a process requiring many more and large-scale studies.

Purpose – The purpose of this paper is to provide a signpost to the librarian that might be helpful in making strategic assessments for the future of the public library, and helping in the process of decision-making about the course to be followed. Thereby critical remarks about the Internet-based “virtual library lobby” are summed up as arguments against following that path blindly, and alternatives to a technology-centred approach are put forward by focusing on the cultural uses of the library as a public place. Design/methodology/approach – In this article a viewpoint is developed, based on an exploration of selected literature on the function of the library as an institution in society, and different viewpoints that are put forward in the debate on the future of libraries in the Internet era are analyzed. Some contend that going virtual is the only feasible course to take. Others emphasize that many functions of the library are unquantifiable because of their cultural nature, and rooted in physical interaction of citizens with a real space of bricks, mortar and books. These functions may never be fully virtualized, but are deemed essential to the community in which the library institution is rooted, and even society at large. Findings – If librarians choose the technological path of the virtual library, they are rapidly being made obsolete by the multinational commercial information aggregators, where free access to information is no longer provided. If the library takes the cultural path, defining its future as an institution instrumental to “the commons” providing freedom to citizens, the actual use citizens make of library as public places should be taken as central starting point for a feasible future, and technology should be used as a means to that end. Research limitations/implications – The article is a viewpoint, based on a limited selection of literature. Practical implications – The viewpoint offers a critical assessment relevant to those librarians responsible for creating a roadmap for the future of their public library. Social implications – This study underpins the importance of the public library as one of the last true public areas, open to all for the benefit of the community. Originality/value – This study offers a different point of view, possibly even a warning call, against embracing technological determinism that brings with it enclosure of The Commons, which the Public Library in its true meaning should offer. Internet-based services are often put forward (and welcomed by many) as the solution for the future for free access to information. In the article, the case is made that unfettered free access for information to citizens is at odds with actual developments on the Internet, that according to leading Internet critics is rapidly being turned into a commercial advertising platform or market place.

Academic libraries manage collections and offer the community the best services possible, one of which is library-free services. In the free management of a library, an institutional repository is an essential aspect because, with it, graduates can publish their writings to the public. However, the number of graduates and repository data from various universities differ. It requires integration, automation, and graduation registration systems, so everything is interrelated. As a result, everything is interconnected and cannot proceed if the first stage is not completed. So it is necessary to create an online library free submission system that can combine these three systems. The study shows that the three systems can be integrated, providing maximum data optimization between graduate and repository data.

Basic documentation, such as the Library Bill of Rights and the ALA's Intellectual Freedom Manual are referenced, along with an unsettling article about arson. After reading this Commentary, library staff should feel a renewed sense of loyalty to their profession, as well as an uncomfortable realization that every day, someone's life is held in the balance for educational good or for misapplied freedom: it is partially up to the librarian to help each person pursue excellence within the framework of free access to information.

In an uncharacteristic burst of rhetoric and emotion, the 1849 Select Committee on Public Libraries implored:Shall we therefore abandon the people to the influence of a low, enfeebling, and often pestilential literature, instead of enabling them to breathe a more pure, elevated, and congenial atmosphere? (viii)The means of bringing about such a literate atmosphere was the funding of a system of public libraries, institutions freely open to all, but especially aimed at working-class readers. These institutions would provide access to books unavailable to the working-class reading public. In providing such access, the libraries were also to ensure that books would be free of the “pestilential” influences of the “low” kinds of texts commonly available to the working class. The public library was thus to purify, elevate, and disinfect working-class reading.

Library collection development principles have been changing due to intensive introduction of digital resources. The authors examine the processes of library and information development and acquisition of printed and digital resources at of RNPLS&T which adds new possibilities for user information services. The increasing role of digital resources is determined by the appropriate services advancement. The use of licensed full-text digital resources is also discussed. The role of mandatory copy as a powerful, reliable and free source of collection development with domestic printed documents is revealed. The collection is also growing due to the remote access to national digital resources, and among them Russian State Library’s Theses Library holds a particular place. The high rank and importance of the centralized/national subscription are emphasized: RNPLS&T provides access to the leading foreign information resources. The significance of open resources for users information support is demonstrated.The main task in the collection development strategy is seen as balancing various types of documents and providing the possibly complete information demanded by users.

The Academy’s Margaret Herrick Library, which has been in existence for 80 years, is widely regarded as the pre-eminent research and reference facility for the study of all aspects of motion pictures, as an art form and an industry. The non-circulating research and reference collection, located in Beverly Hills, California, is open to the public, free of charge, and is heavily used by students, scholars, industry personnel, journalists, filmmakers and the general public. This study aims to examine an important issue related to branding in the context of the public sector: namely the public interest in utilizing the Lorong library policy and utilizing digital literacy in science. This study applied a mixed-method method that analyzes data from 1.500 respondents using interview techniques and questionnaire distribution in the form of a Likerts scale. The data has been collected and analyzed in two forms, namely qualitative and quantitative forms. The results of study show that Lorong library managers apply various methods to manage people's interest in reading. Among them are carrying out various activities carried out in the library and providing free WIFI. It can be concluded that gender differences in reading interest are due to opportunities and free time, so that the development of knowledge is different between men and women and this influence on the achievement or level of welfare of the people. Furthermore, the existence of the Lorong Library is very helpful to the community, especially during Covid-19 pandemic.

In this research, we design a virtual library that allows users to have a 360-degree perspective and move freely. We will focus on the function of the library not only as ‘a public facility for lending books’ but also as ‘a place for encountering new knowledge by accident.’ In modern open-stack libraries, the function of ‘a place for encountering new knowledge by accident’ is realized through the act of ‘walking around’. However, regarding the online libraries and digital libraries, which have been rapidly developing in recent years, they offer scarce functionality of ‘encountering unknown knowledge by accident’ by ‘walking around in the library’, while increasing convenience through digitization.In light of this problem, this paper devises a virtual library equipped with the function that users can move freely in the library in a 360-degree view’. By providing the state of bookshelves and books which are on display by actual 360° videos rather than artifacts such as CG or animation, users can acquire necessary related information of books while having the realistic experience of being in the library. Past digital libraries are reproductions of libraries as building structures, and the libraries’ original function of encountering books and knowledge was low. On the contrary, as for the online libraries, users can only search for book information, and cannot obtain the sense of being in the library. This study proposes a new virtual library that combines past digital library and online library.

As an important part of the development of social and cultural undertakings, public library (a public cultural facility that is open to the public free of charge, collects, collates and saves documents and information, provides inquiry, borrowing and related services, and carries out social education) undertakes the important mission of promoting social civilization and progress and improving the quality of citizens.In order to improve the efficiency of public libraries, access convenience is an important issue that must be paid attention to when constructing and layout them. This article uses the basic theories and research methods of spatial statistics, taking Beijing as an example, to analyze the urban population distribution trend, library surrounding facilities construction, and urban transportation development status that affect the accessibility of public libraries. Based on the problems existing in the accessibility of Beijing Public Library, suggestions are proposed to improve the accessibility of the library from three aspects: spatial fairness in layout, strengthening the construction of grassroots libraries, and coordinating the layout of surrounding areas.
