This paper studied the political connections on product safety in supply chain. In market economy, information asymmetry exists throughout the entirety of supply chains that ought to ensure product safety. Due to the existence of game relations between the government and manufacturers in the aspects of product safety and regulation, the formation of market equilibrium depends on political connections between the government and manufacturers. Based on study and analyses of a static game model and a dynamic game model, this paper reveals that governments and manufacturers must use positive political connections to achieve product protection and supervision of safety throughout the supply chain. On the other hand, negative political connections lead to losses of both governmental credibility and social profits. This study indicates that inherent mechanism of political connections exists in the supply chain; it will help to enrich the theory of supply chain.

In the context of climate change, security is not only a relationship between countries, but also the interdependence between issues. In the African region, water, energy, and food form a security nexus with great sensitivity and vulnerability. Security nexus provides a new explanation for resources competition, cooperation, and conflict in the African region, and promotes water-food-energy research shift from the technical aspects to foreign policy level, and finally provides new international political ideas for resource and environmental solutions in Africa. In the perspective of security nexus, solving the ecological problems in Africa through international cooperation is not a simple technical issue, but an international political and economic issue. Based on the special political and economic advantages that China owns, jointly coping with the challenges of security nexus of China and Africa will provide an important opportunity to deepen their friendly and cooperative relations, broaden social basis of China–Africa relationship, and seek new growth points for economic cooperation.

Abstract Is shale oil “revolutionizing” the global oil market and the geopolitics of oil? If so, how? While two aspects of the shale boom—a new source of supply and a cause for the price collapse in 2014–2015—dominate the conventional wisdom, I argue that the most revolutionary change is the least understood aspect of shale oil—shale oil producers’ rise as new swing suppliers due to its unique extraction technique and cost structure. Shale oil producers also differ from traditional swing producers in motives, contexts, and an amount of accessible excess capacity such that while shale oil lowers the medium-term price ceiling, it does not eliminate short-term price volatility. By examining the geopolitics of oil since the advent of shale oil, I analyze how such new market realities have or have not altered the US foreign policy on issues involving possible oil supply disruptions, Saudi Arabia's long-held special status in US grand strategy, rationale for US withdrawal from the Persian Gulf, and the foreign policy of China, the largest oil importer today, and Russia, a major petrostate.

This article is devoted to trade, investment and institutional aspects of Russion-Chinese economic cooperation. The perspective of this cooperation, problems of growth and structural changes of China’s economy are also analyzed. This research based on analyzes of key indicators: GDP growth and structure, import and export volume and structure, foreign trade’s amount and structure, indicators of investment activity. Institutional aspects of bilateral relationships are analyzed. This work also contains evaluation of Russian-Chinese relationship’s perspectives and analyzes of growth problems and structure changes in Chinese economy, which is connected to service sector development and quality of life’s growth. Development of Chinese market creates opportunities for the growth of Russian export, but on the condition that our country could form the supply of quality and interesting products. The authors come to a conclusion that significant growth of Russia and People’s Republic of China economic interactions is a fundamental base for political partnership and strategical interactions.

The article discusses the main aspects of the most important joint project with the people’s Republic of China to create the China-Pakistan economic corridor (CPEC) in the modern history of Pakistan. The transformation of China into an economic superpower, as well as the gradual strengthening of its geopolitical capabilities, has led to the need to form a belt of States loyal to China, ensuring its uninterrupted supply of raw materials, as well as providing Beijing with its transport infrastructure to ensure its unhindered access to the world market. In many ways, Pakistan is an exemplary partner for the middle Kingdom. More than half a century of interaction between the two countries in the political and economic spheres, against the background of the gradual reduction of Pakistan’s dependence on the United States in the 1990s, has led to the fact that the PRC has become a key partner for Islamabad. The implementation of such a large-scale project is not only of great importance for the participating countries, but is also of great interest in the geopolitical context.

Subject. The article discusses the international economic relations. Objectives. I determine Russia's position in the economic relations of the USA and China. Methods. The study is based on the systems approach and the method of statistical, neural network and cluster analysis. Results. I discovered the persisting dominance of the USA over the world economy due to a growth in broad money supply, which makes it the leader in food exports, trade balance and industrial exports. The same reasons helps the USA constrain some material aspects of economic growth in Russia and China, such as inflation, direct foreign investment, ultimate consumption spending, real interest rate, the ratio of broad money supply to total reserves, total value of traded stocks, export of food, goods and services. Trends in SPX, SHCOMP, RTSI и DXY, USDRUB, USDCNY, USDBRO shows that China strives to reach the U.S. economic level given the stable exchange rate. Raising USDRUB, Russia approaches DXY. In case of low USDBRO, RTSI growth will be significantly curbed. Considering commodities within foreign trade between Russia, the USA and China, I should point out resource exports, while importing technology from the USA and equipment from China. Conclusions and Relevance. Studying Russia's position in the U.S.–Chinese economic relations, I found that the Russian government should revise foreign trade priorities to end the political and economic independence on the above relations. The findings contribute to the knowledge and competence of the Russian government members for making complementary administrative decision on sources of foreign trade and seizing opportunities for encouraging it.

China needs a substantial growth of modern-sector employment to absorb its huge supply of underemployed people and new labor market entrants. The present crisis with its massive layoffs of workers makes the issue even more pressing. Although the government has announced large public investments to deal with the business cycle downturn, less attention has been paid to the structural aspects of Chinese underemployment. One exception is the recent emphasis of technology development. However, science and technology (S&T) can have both positive and negative effects on employment. Using information from a large sample of manufacturing firms in China between 1996 and 2004, we analyze how S&T affects employment. Our results suggest that S&T does not promote employment growth.

Universal health coverage (UHC) is driving the global health agenda. Many countries have embarked on national policy reforms towards this goal, including China. In 2009, the Chinese government launched a new round of healthcare reform towards UHC, aiming to provide universal coverage of basic healthcare by the end of 2020. The year of 2019 marks the 10th anniversary of China’s most recent healthcare reform. Sharing China’s experience is especially timely for other countries pursuing reforms to achieve UHC. This study describes the social, economic and health context in China, and then reviews the overall progress of healthcare reform (1949 to present), with a focus on the most recent (2009) round of healthcare reform. The study comprehensively analyses key reform initiatives and major achievements according to four aspects: health insurance system, drug supply and security system, medical service system and public health service system. Lessons learnt from China may have important implications for other nations, including continued political support, increased health financing and a strong primary healthcare system as basis.

This study reviewed the existing experience of implementing the nation-wide freshwater health evaluation in China and around the world and proposes a new framework that works in collaboration with the River Chief System (RCS). The institutional context of China with intertwined political and scientific considerations makes it essential to establish a concise and quantitative approach to assess the effectiveness of the RCS as well as local freshwater health conditions that can be easily understood by non-experts for decision-making. To fulfil this objective, we reconstructed the indicator categories based on the best practices in major western countries and the existing regional standards in China. The new indicator framework includes two main aspects: Ecosystem integrity (physical habitat, water quantity, water quality, and aquatic life) and non-ecological performance (social services and water governance). Specifically, the non-ecological attributes of freshwaters are in accordance with the purposes of the RCS and are usually ignored in many countries. The final health grade for a specific water body is determined by a weighted averaging method; this grade is the core element of an evaluation protocol designed to produce reliable data for adaptable water resources governance in China. The research findings in this study will also be integrated into the new national standard to be issued by the Ministry of Water Resources of China in late 2020.

Purpose Corporate sustainability in China has become a subject of increasing international concern. Corporate sustainability disclosure (CSD) is considered a useful tool to facilitate the empowerment and acknowledgement of stakeholders in the quest for sustainability. However, the degree of cultural and political influences for being sustainably orientated can be significantly different between countries. This study aims to examine the perception of financial analysts, as CSD report users, in China about the level of importance of various indicators of corporate sustainability described in the Global Reporting Initiative (GRI) Sustainability Reporting Guidelines. Design/methodology/approach A set of questionnaires was developed based on GRI G4 guidelines to measure the perception of financial analysts in China on the level of importance of each sustainability indicator described in the GRI G4. A five-point Likert scale was used to measure the report users’ perceptions of each of the indicators. Findings The findings of this study increase our understanding of how Chinese CSD report users perceive corporate sustainability differently from the GRI guidelines. The main results show that the environmental aspect of sustainability was seen to be important in China, followed by the social and economic aspects. Indicator-wise, “water”, “effluents and waste”, “emissions”, “compliance” and “energy” were perceived as vital in the environmental category, while “customer health and safety”, “customer privacy” and “compliance” were considered significant in the social category. Originality/value This study addresses the need for differing corporate sustainability guidelines for different nations and cultures, specifically within the Chinese context. It also contributes to the corporate sustainability literature by adding to our understanding of how financial analysts in China, as CSD report users, perceive aspects of sustainability.

Abstract (sommario):
Intrigued by the observation that enduring, task-based water treaties have, surprisingly, emerged within protracted conflict settings that lock the riparians in a deadly embrace, I constructed an interdisciplinary theoretical framework to explain the causes of riparian conflict, and the conditions for riparian conflict resolution. Drawing on the literature from international relations, comparative politics, resource economics and public choice theory, I explain how the constraints posed by ecological forces in a conflict setting, and the political opportunities presented by a particular economic-developmental context shape the decisions of policymakers during the negotiation process that precedes regime emergence.
Next, a model is developed that first illustrates the causal pathways among five independent variables, (water scarcity mode, critical environmental threshold, riparian position, state power profile and sustainable development of water resources); three contextual variables, (conflict setting, economic-developmental level, economic-developmental crisis) and the dependent variable of riparian conflict. The pathway is then extended with the addition of two more contextual variables (negotiation structure and strategy) to explain the second dependent variable of regime emergence. Eight hypotheses are then theoretically derived and tested with specifics from four cases covering both developing and developed state riparian conflicts within protracted and non-protracted settings. The Middle East, South Asian, and North American regions are thus studied.
It was evident that the degree of water scarcity has either conflict enhancing or conflict mitigating properties depending upon the patterns of interaction among the variables. Both contextual variable clusters had theoretically significant effects on the nature of the regime. I inferred that the state formation dynamic influenced the economic-developmental context in which water policy is formulated and shaped the domestic configuration of water interests. It appears that the influence of rent-seeking groups opposed to a transboundary water treaty wax and wane once critical environmental thresholds, which aggravate or cause an economic-developmental crisis, are exceeded (especially in the most powerful state). This, along with other economic, international and geographic factors, ultimately, alters the preferences of the policymakers to enable compromise at the international level. A state's institutional capacity to adopt a more sustainable water usage pattern is also relevant in this regard.

This thesis is an inquiry regarding the interconnections between water scarcity, geopolitics, resource management, and the strategies for developing effective ways to resolve conflict and encourage sustainable water resource use in developing countries. The ecological services of trans-boundary rivers are explored in conjunction with the potential impacts to freshwater availability due to economic modernization, water resource development, and decision making regimes that determine how water is allocated among competing users. Anthropogenic stressors that induce water scarcity and the geopolitical mechanisms of conflict are studied. A discourse on the creation and functional extent of global and localized water ethics is investigated, emphasizing the importance of perceptual dispositions of water users in understanding the value of trans-boundary river basins.

South Africa's water resources are unequally distributed over space and time to a high degree and our already stressed water resources situation will only be exacerbated by climate change if current predictions are correct. The potential for conflict over increasingly strained water resources in South Africa is thus very real. In order to deal with these complex problems national legislation is demanding that water resource management be decentralized to the local level where active participation can take place in an integrated manner in accordance with the principles of IWRM. However, administrative and political boundaries rarely match those of catchments as, throughout South Africa, rivers have been employed extensively to delineate administrative and political boundaries at a number of spatial scales. The aim of this research is to determine if rivers act as dividing or uniting features in a socio-political landscape and whether topography will influence their role in this context. By considering sections of the Orange-Senqu River, some of which are employed as political or administrative boundaries, this project furthermore aims to consider the implications of this for catchment management in South Africa. South Africa's proposed form of decentralized water management will have to contend with the effects of different topographies on the way in which rivers are perceived and utilized. The ability of a river to act as a dividing or uniting feature is dependent on a number of interrelated factors, the effects of which are either reduced or enhanced by the topography surrounding the river. Factors such as the state of the resource, levels of utilization, local histories and the employment of the river as a political or administrative border are all factors that determine the extent to which a river unites or divides the communities along its banks, and are all influenced by topography. The implications of this for the management of catchments in South Africa are significant. Local water management institutions will have to contend with a mismatch in borders and in many cases bridge social divides that are deeply entrenched along the banks of rivers. Importantly, the need for a context specific approach to catchment management is highlighted.

The inter-scalar interaction of norms is pervasive in African hydropolitics due to the nature of freshwater on the continent – shared, strategic and that which necessitates cooperation. However, with few exceptions, particular norms created at specific levels of scale have been researched in isolation of those existing at other levels. It is argued that this exclusionary approach endangers the harmonised and integrated development of international water law and governance, producing sub-optimal cooperative strategies. The notable contributions of Ken Conca and the Maryland School’s research on the contestation of norms occurring at different levels of scale, and Anthony Turton’s Hydropolitical Complex (HPC), will be examined through a Constructivist theoretical lens, in terms of their applicability to furthering an understanding of multi-level normative frameworks. Through the use of the Orange-Senqu River basin, and the Nile Equatorial Lakes sub-basin (NELSB) as case studies, it is argued that norm convergence is possible, and is occurring in both case studies analysed, although to varying degrees as a result of different causal factors and different biophysical, historical, socio-political and cultural contexts. This is demonstrated through an examination of regional dynamics and domestic political milieus. Notwithstanding their varying degrees of water demand, Orange-Senqu and NELSB riparians present fairly different political identities, each containing existing constellations of norms, which have affected the ways in which they have responded to the influence of external norms, how the norm is translated at the local level and to what extent it is incorporated into state policy. In so doing, the interface between international norms and regional/domestic norms will be explored in an attempt to understand which norms gain acceptance and why. It is therefore advocated that a multi-level interpretation of norm development in Africa’s hydropolitics is essential to an understanding of the interconnectedness of context, interests and identities. Each level of scale, from the international to the subnational, give meaning to how norms are translated and socialised, and how they in turn, transform contexts.

In recent years, there has been increasing realisation that resource based conflicts constitute one of the most salient threats to the survival of mankind, namely, water. In particular, the fundamental link between water and security can no longer be ignored given the indispensable role of water in the sustenance of human life as well as crucial sectors of agriculture and industry. Since the flow of water does not respect political boundaries, co-operation in the utilisation of dwindling supplies remains the most sustainable option for the future in an era of ecological interdependence. This thesis endeavours to investigate the impact of water as a security issue on the Middle East peace process. This is done within the theoretical framework that is provided by the schools of complex interdependence and new security studies. With the demise of the cold war, and the emergence of an expanded security agenda, water is an important non-military threat especially in the Middle East region. However, even with an expanded security agenda, the case of the Middle East suggests that it remains difficult to discard the hierarchy of security issues advocated by the Realists. The ongoing debate between the schools of complex interdependence and Realism is instructive in determining whether co-operation over water issues, considered "low" politics, is attainable in the absence of resolving "high" politics concerns of territory and security. Given its profound security implications for the Middle East region, water has been accorded a central role in both the bilateral and multilateral peace negotiations. In the context of water scarcity, and rising demographic patterns, the role of water as a facilitator of regional co-operation remains critical. However, for multilateral co-operation over water resources to become a tangible reality, it is the contention of this thesis that both "low" politics issues of water and "high" polities concerns of territory as well as security must be addressed simultaneously.

Rosa Luxemburg argues that capital accumulation has a dual character: One concerns the commodity market and the place where surplus value is produced—the factory, the mine, the agricultural estate. Regarded in this light accumulation is a purely economic process, with its most important phase a transaction between the capitalist and the wage labourer. . . . Here, in form at any rate, peace, property and equality prevail, and the keen dialectics of scientific analysis were required to reveal how the right of ownership changes in the course of accumulation into appropriation of other people’s property, how commodity exchange turns into exploitation, and equality becomes class rule. The other aspect of the accumulation of capital concerns the relations between capitalism and the non-capitalist modes of production which start making their appearance on the international stage. Its predominant methods are colonial policy, an international loan system—a policy of spheres of interest—and war. Force, fraud, oppression, looting are openly displayed without any attempt at concealment, and it requires an effort to discover within this tangle of political violence and contests of power the stern laws of the economic process. These two aspects of accumulation, she argues, are ‘organically linked’ and ‘the historical career of capitalism can only be appreciated by taking them together’. Luxemburg rests her analysis upon a particular understanding of the crisis tendencies of capitalism. The problem, she argues, is underconsumption, a general lack of sufficient effective demand to soak up the growth in output that capitalism generates. This difficulty arises because workers are exploited and by definition receive much less value to spend than they produce, and capitalists are at least in part obliged to reinvest rather than to consume. After due consideration of various ways in which the supposed gap between supply and effective demand might be bridged, she concludes that trade with non-capitalist social formations provides the only systematic way to stabilize the system. If those social formations or territories are reluctant to trade then they must be compelled to do so by force of arms (as happened with the opium wars in China).

Concern for relationships among ethics, values, policy, and science and engineering is prominent in modern society. The existence of a program called Ethics and Values Studies in an agency of the U.S. government, the National Science Foundation, provides some evidence of this (Hollander 1987a, 1987b; Hollander and Steneck 1990). The bills introduced in the U.S. Congress to support bio(medical) ethics centers through the National Institutes of Health also provide evidence (U.S. Senate 1988). New initiatives support research and related activities in areas of biomedical ethics in the National Center for Nursing Research and the Office of Human Genome Research in the National Institutes of Health. In July 1988, the Board of Radioactive Waste Management of the National Research Council devoted one day of a four-day retreat to considering the ethical and value aspects of that issue (BRWM 1988). In this chapter I shall attempt to show why such issues occupy particular attention now. My thesis is that a new acknowledgment of our collective moral responsibility is needed because of the political and social context in which science now operates. This context requires more sophisticated scientific and ethical analysis, as well as scientists, engineers, policymakers, interested scholars, and others working together to determine not just acceptable risk but also acceptable evidence. To provide perspective on these matters, we should note that interactions of science, technology, and society have raised these kinds of problems for a long time. A play by Henrik Ibsen, An Enemy of the People, written in 1882, raises all these concerns. An Enemy of the People is a story about the possibility of contamination in the water supply that feeds a town's new mineral baths. The baths attract the summer visitors that have rejuvenated the community. A Dr. Thomas Stockmann has investigated and discovered the problem; he has documented it, and he is delighted to have made the discovery. He, after all, had warned the town fathers about the problem when they designed the water supply, and they did not listen. Now he presents the truth as he sees it—and he sees it in the worst possible light—to his brother Peter, the mayor, who had organized the efforts to construct the baths.

Recent population growth and economic development are extending the problems associated with land degradation, pollution, urbanization, and the effects of climate change over large areas of the earth’s surface, giving increasing cause for concern about the state of the environment. Many problems are most acute in tropical, equatorial, and desert regions where the surface environment is particularly fragile because of its long history of intense chemical weathering over geological timescales. The speed and scale of the impact of human activities are now so great that, according to some authors, for example, McMichael (1993), there is the threat of global ecological disruption. Concern that human activities are unsustainable has led to the report of the World Commission on Environment and Development Our Common Future (Barnaby 1987) and the establishment of a United Nations Commission on Sustainable Development responsible for carrying out Agenda 21, the action plan of the 1992 Earth Summit in Rio de Janeiro, Brazil. Considerable research into the global environment is now being undertaken, especially into issues such as climate change, biodiversity, and water quality. Relatively little work has been carried out on the sustainability of the Earth’s land surface and its life support systems, however, other than on an ad-hoc basis in response to problems such as mercury poisoning related to artisanal gold mining in Amazonia or arsenic poisoning as a result of water supply problems in Bangladesh (Smedley 1999). This chapter proposes a more strategic approach to understanding the distribution and behavior of chemicals in the environment based on the preparation of a global geochemical baseline to help to sustain the Earth’s land surface based on the systematic knowledge of its geochemistry. Geochemical data contain information directly relevant to economic and environmental decisions involving mineral exploration, extraction, and processing; manufacturing industries; agriculture and forestry; many aspects of human and animal health; waste disposal; and land-use planning. A database showing the spatial variations in the abundance of chemical elements over the Earth’s surface is, therefore, a key step in embracing all aspects of environmental geochemistry. Although environmental problems do not respect political boundaries, data from one part of the world may have important implications elsewhere.

This study defined morphological importance of cultural heritage assets and formation of Egba-Ake town. Cultural heritages include man’s physical imaginative products which can be touched and seen include buildings, crafts, tools, ivory, cowries, paintings, textiles, pestles, mortars, food, wooden objects, tombs & grave goods, temples, dresses, pottery & potsherd pavements, monuments, books and artifacts. Morphology are factors that influence city/community formation which are determined by synthetic and natural determinants. Cultural heritage assets are whatever is valued by people today that was also cherished by former generations. This research explored the importance of cultural heritage assets in relation to urban fabrics formation of Egba-Ake. Qualitative method was adopted in this study, in-depth interviews and personal observation was used for data collection while Nvivo words tree and satellite imagery was used to analyze collected data. Ake’s palace and Itoku market is located at the center around which the Egba-Ake evolved. Ake’s Palace (political and cultural hub of the town) and Itoku market (the economic heritage of the town) was used to preserve various aspects of Egba-Ake cultural heritage. Ela festival (new yam festival) is annually celebrated cultural activity in Egba-Ake. This finding is relevant to policy makers as it allows the support of potential common structures for heritage administration in Egba-Ake. Effect of heritage in EgbaAke morphology is the new palace of Alake (the cultural ruler) of Egba-Ake were renovated and new once built a few years ago with modern architectural designs, furniture and fittings. This has made the Alake’s Palace to meet ‘international standards’. Social amenities and infrastructures like electricity supply, water systems, hospitals, good roads, administrative offices, schools; communication networks, etc. are now a major feature in Egba-Ake town. Further studies will enhance the implementation issues which may arise from the creation of a framework for cultural heritage management, with emphasis on risk management and risk reduction of cultural heritage.

Abstract The Petroleum Working Group (PWG) of the United Nations Economic Commission for Europe (UNECE) has developed the Petroleum Resource Specifications and Guidelines (PRSG) to facilitate the application of the United Nations Framework Classification for Resources (UNFC) for evaluating and classifying petroleum projects. The UNFC was developed by the Expert Group on Resource Management (EGRM) and covers all resource sectors such as minerals, petroleum, renewable energy, nuclear resources, injection projects, anthropogenic resources and groundwater. It has a unique three- dimensional structure to describe environmental, social and economic viability (E-axis), technical feasibility and maturity (F-axis) and degree of confidence in the resource estimates (G-axis). The UNFC is fully aligned to holistic and sustainable resource management called for by the 2030 Agenda for Sustainable Development (2030 Agenda). UNFC can be used by governments for integrated energy planning, companies for developing business models and the investors in decision making. Internationally, all classification systems and their application continue to evolve to incorporate the latest technical understanding and usage and societal, government and regulatory expectations. The PRSG incorporates key elements from current global petroleum classification systems. Furthermore, it provides a forward-thinking approach to including aspects of integrity and ethics. It expands on the unique differentiator of the UNFC to integrate social and environmental issues in the project evaluation. Several case studies have been carried out (in China, Kuwait, Mexico, Russia, and Uganda) using UNFC. Specifically, PRSG assists in identifying critical social and environmental issues to support their resolution and development sustainably. These issues may be unique to the country, location and projects and mapped using a risk matrix. This may support the development of a road map to resolve potential impediments to project sanction. The release of the PRSG comes at a time of global economic volatility on a national and international level due to the ongoing impact and management of COVID-19, petroleum supply and demand uncertainty and competing national and international interests. Sustainable energy is not only required for industries but for all other social development. It is essential for private sector development, productive capacity building and expansion of trade. It has strong linkages to climate action, health, education, water, food security and woman empowerment. Moreover, enduring complex system considerations in balancing the energy trilemma of reliable supply, affordability, equity, and social and environmental responsibility remain. These overarching conditions make it even more essential to ensure projects are evaluated in a competent, ethical and transparent manner. While considering all the risks, it is also critical to reinforce the positive contribution a natural resource utilization project provides to society. Such an inquiry can focus on how the project contributes to the quality of life, environment, and the economy – the people, planet, and prosperity triad. Such an approach allows consistent, robust and sustainable investment decision making and energy policy development.
