Physically decentralised water management systems may contribute to improving the sustainability of urban water management. Any shift toward decentralised systems needs to consider not just physical system design but also social values, knowledge frames, and organisations, and their interconnections to the physical technology. Four cases of recent Australian urban water management improvement projects were researched using qualitative methods. Three cases were of decentralised water management innovation. The other was of a centralised system, although decentralised options had been considered. These cases were studied to identify institutional barriers and enablers for the uptake of decentralised systems, and to better understand how emerging environmental engineering knowledge might be applied to overcome an implementation gap for decentralised urban water technologies. Analysis of each case focused on the institutional elements of urban water management, namely: the values, knowledge frames and organisational structures. These elements were identified through in-depth interviews, document review, and an on-line survey. The alignment of these elements was identified as being a significant contributor to the stability of centralised systems, or to change toward decentralised systems. A new organisational home for innovative knowledge was found to be common to each case where decentralised innovation occurred. ??Institutional entrepreneurs??, strong stakeholder engagement, and inter-organisational networks were all found to be linked to the creation of shared meaning and legitimacy for organisational and technological change. Existing planning frameworks focus on expert justification for change rather than institutional support for change. Institutional factors include shared understandings, values and organisational frameworks, and the alignment of each factor. Principles for, and examples of, appropriate organisational design for enabling and managing decentralised technological innovation for urban water management are proposed. This research contributes to the understanding of the institutional basis and dynamics of urban water management, particularly in relation to physical centralisation and decentralisation of urban water management technologies and, to a lesser extent, in relation to user involvement in urban water management. Understanding of factors that contribute to enabling and constraining decentralised technologies is extended to include institutional and organisational factors. New and practical pathways for change for the implementation of decentralised urban water systems are provided.

[Truncated abstract] Mine lakes are a water body created after an open-cut mine ceases operating. The lakes develop in the former mine-pit due to the combination of groundwater inflow, surface run-off and, in some cases, due to rapid filling from river diversion. While potentially valuable water resources, these lakes often have poor water quality and managing the water body is an important part of the overall process of mine site rehabilitation. As mine lakes form in man-made pits, they have a bathymetry that is typically quite distinct from natural lakes and this can, in turn, strongly influence the hydrodynamics and hence the water quality of the water body. Despite the potential importance of these water bodies, there have been very few studies on the hydrodynamics of mine lakes. This study describes a field investigation of the hydrodynamics of a former coal mine lake, Lake Kepwari, in south-western Western Australia. In particular, this study examines the hydrodynamic processes in both the surface mixing layers and the internal mixing in the density stratified lake. Wind sheltering in the surface mixing layer occurs due to the presence of the steep walls and lake embankments. A week long field experiment was conducted in December 2003 using a combination of moored thermistor chains with meteorological stations and the deployment of rapid vertical profiling turbulent microstructure instruments and CTD drops from two boats operating on the lake. ... Simulations indicated that inclusion of a site specific sheltering effect, based on the results of the field campaign, significantly improved the models‘ performance in capturing the surface mixed layer deepening associated with episodic strong wind events that occur on the lake. Considerable internal mixing was indicated by the high dissipation rates observed, particularly near the boundaries. Large basin-wide diffusivities were also calculated from the heat budget method over long periods, showed a consistency with time, and were slightly higher in summer than during the Autumn Winter period. Although light, there are persistent winds over the lake and yet little basin-scale internal wave activity or seiching. It is hypothesized that any seiching motion was rapidly damped by strong mixing over the hydraulically rough bathymetry bathymetry created by the remnant benches from the open cut mining operation itself. This boundary mixing, in turn, drives secondary relaxation currents that transport mixed fluid from the boundaries to the interior, resulting in high effective basin-wide diffusivities. A simple boundary mixing model is proposed to describe this process.

The Australian and New Zealand Environment and Conservation Council (ANZECC) and the Agriculture and Resource Management Council of
Australia and New Zealand (ARMCANZ) have announced that the 1997
review of the Australian Water Quality Guidelines will include for the first time,
consideration of sediment quality guidelines. For this reason, it is timely to
review the methods for establishing such guidelines, and the manner in which
they could be used in managing the quality of sediments in Australian rivers,
lakes and drainage systems.
In this thesis, the problem of the development of sediment quality guidelines is
introduced and basic questions relating to the development of such guidelines
are addressed. The importance of sediment monitoring and sediment quality
assessment in aquatic ecosystem management is demonstrated, and the role of
sediment quality guidelines in the process of sediment quality assessment is
discussed. The arguments considered in this thesis are illustrated by specific
reference to the setting and use of sediment quality guidelines for heavy metal
contamination.
A number of physico-chemical factors (grain size distribution, pH, redox
potential, alkalinity and hardness, salinity, organic matter) can affect the
bioavailability and toxicity of contaminants in sediments, and these factors may
vary spatially and temporally within and between sediment deposits. Changes
in physico-chemical conditions as a result of natural or anthropogenic
processes may lead to major changes in bioavailability of sediment
contaminants. The variability of these physico-chemical factors has
ramifications for the way in which sediment quality guidelines are derived and
used.
Factors affecting the way in which toxicity is measured (test species chosen,
toxicological end-point measured, duration of test relative to life-cycle), and
toxicity data is interpreted, are also important to the development of useful
sediment quality guidelines. All of these factors must be taken into account in
deriving sediment quality guidelines for Australian conditions.
The large number of factors affecting the sensitivity and efficiency of sediment
quality guidelines means that a simple set of numerical guidelines, as has been
used in the past, is not appropriate. A multi-step assessment procedure will be
required.
Methods of setting sediment quality guidelines that have been used by
authorities in overseas jurisdictions were reviewed. Advantages and
disadvantages of the various methods were compared. None of the methods
used overseas has been shown to be applicable to Australian conditions. In the
absence of a suitable method for deriving Australian sediment quality guidelines
in the short term, the adoption of the Canadian Interim Sediment Quality
Guidelines as interim sediment quality guidelines for Australia is recommended.
Sediment quality guidelines need to be viewed in the context of the overall
environmental management process, of which they form an integral part. The
policy background to environmental management in Australia, and the
management frameworks that have been put in place to implement the policy,
are outlined. The AS/NZS/ISO 14000 series of standards for environmental
management systems provides a framework which is consistent with the
principles and objectives of environmental management in Australia. It
therefore provides an appropriate framework within which to develop and use
sediment quality guidelines.
Within the broad AS/NZS/ISO 14000 policy, a framework for the
development and use of sediment quality guidelines is proposed, which will
provide a technically and legally defensible basis for the management of aquatic
sediments in Australia, in the short term and long term. The proposed
framework involves the setting of Interim Sediment Quality Guidelines for
Australia, based on the best scientific knowledge currently available. The
framework recognises that the factors affecting the bioavailability and toxicity
of sediment contaminants are complex, and that the current level of knowledge
of sediment processes is incomplete. Therefore, a conservative approach to
setting guidelines is taken, and a highly sensitive guideline based on that used in
Canada, is proposed. The framework further recognises that this approach will
lead to over protection of the environment in some cases, so a "Decision
Tree" approach is taken. The "decision tree" allows the consideration of more
complex interactions than can be incorporated into simple numeric guidelines,
while attempting to simplify the assessment process. In keeping with the ISO
14000 series of standards for environmental management, the framework also
explicitly includes steps designed to ensure that monitoring data are regularly
collated, and analysed, and where necessary, guidelines are able to be updated
in light of new knowledge gleaned from the review process.
The proposed framework is appropriate to, and supportive of, the principles of
environmental management as set out in Australian Government policy
documents, inter governmental and international agreements, and legislation.
It provides a basis for the on-going collection of data suited to increasing our
understanding of the factors influencing the behaviour of contaminants in
sediments, and thereby lead to continual improvement in sediment quality
guidelines for use in Australian conditions.

Thesis (MEng)--University of Stellenbosch, 2000.ENGLISH ABSTRACT: The processes of monitoring, modelling and managing the water quality of a catchmerit system including all its unique complexities and interrelationships requires an innovative tool or set of tools to help water managers with their decision making. Numerous methods and tools have been developed to analyse and model the real world. However, many of these tools require a fair degree of technical expertise and training to operate correctly and their output may have to be translated or converted to meaningful information for decision-making using a further set of analytical and graphical display tools. A more appropriate technique for management would be to combine all these functions into a single system. The objective of this research was to develop one such tool, an integrated water quality information system (WQIS). A review of the literature revealed that there has been extensive research and development of tools for the management of individual aspects of water resource distribution, augmentation and quality. However, these tools have rarely been integrated into a comprehensive information system offering decision support to a wide variety of river users and managers. Many of the literature sources also noted that a process of interactive development and integration (i.e. including the intended users in the decision of which components to include, the interface design and the graphical display and output) was vital to ensuring the information system becomes an integral part of the users routine work and decision-making. The WQIS was developed using the recommendations from numerous knowledgeable persons in response to questionnaires, interviews and a prototype demonstration. It includes the results of hydrodynamic river and reservoir simulations and the ability to perform operational river scenario testing. However, the development process is continual and always evolving based on the current or local requirements of water managers. These further developments and research needs are discussed in more detail in the conclusion.
AFRIKAANSE OPSOMMING: Die proses om die waterkwaliteit van 'n opvanggebied, met al die unieke kompleksiteite en onderlinge verhoudings van so 'n stelsel te monitor, modelleer en bestuur, vereis 'n innoverende instrument om waterbestuurders te ondersteun in hul besluitnemings. Talle instrumente en metodes vir die ontleding en modellering van die werklikheid is reeds ontwikkel. Die gebruik van hierdie instrumente vereis gewoonlik 'n redelike mate van tegniese kundigheid en opleiding. Dit mag verder nodig wees om die uitvoer van sulke instrumente te vertaal en/of om te skakel na betekenisvolle inligting vir besluitneming deur die gebruik van bykomende analitiese en grafiese vertoon instrumente. [Truncated abstract] Industrial processing to refine alumina from bauxite ore produces millions of tonnes of refining residue each year in Australia. Revegetation of bauxite residue sand (BRS) is problematic for a number of reasons. Harsh chemical conditions caused by residual NaOH from ore digestion mean plants must overcome extremely high pH (initially >12), saline and sodic conditions. At such high pH, manganese (Mn) is rapidly oxidised from Mn2+ to Mn4+. Plants can take up only Mn2+. Thus, Mn deficiency is common in plants used for direct BRS revegetation, and broadcast Mn fertilisers have low residual value. Added to this, physical conditions of low water-holding capacity and a highly compactable structure make BRS unfavourable for productive plant growth without constant and large inputs of water as well as Mn. However, environmental regulations stipulate that the residue disposal area at Pinjarra, Western Australia, be revegetated to conform with surrounding land uses. The major land use of the area is pasture for grazing stock. Hence, pasture revegetation with minimum requirement for fertiliser and water application is desirable. This thesis investigates a number of avenues with potential for maintaining a productive pasture system on BRS whilst reducing the current level of Mn fertiliser and irrigation input. Emphasis was placed on elucidation of chemical and physical factors affecting Mn availability to plants in BRS

This thesis is a study of water management systems in the late imperial (1368-‐1912) Minnan region (southern Fujian), China. Based on stone inscriptions and local gazetteers, I present case histories of several well-‐documented water management systems. I explore trends in social organization and state-‐society issues relevant to water management systems, with particular emphasis placed upon the means by which lineages came to control water management structures. I then consider the causes and characteristics of water management-‐related conflict, as well as trends in government intervention in related disputes, and the principles upon which local officials adjudicated these disputes. I argue that property rights status was important to adjudication, particularly the concepts of "official," "communal" and "private" land and resources. Finally, I contextualize Minnan water management systems among systems in other parts of China.Cette thèse étudie les systèmes de gestion de l'eau pendant les dernières années de la période impériale dans la région de Minnan (dans le sud du Fujian) en Chine. L'histoire de plusieurs systèmes bien documentés de gestion de l'eau est présentée, à partir de l'étude de pierres avec des inscriptions et de registres locaux. Les tendances dans l'organisation sociale liée aux systèmes de gestion de l'eau et les problèmes politico-‐sociaux associés sont analysés, avec une attention toute particulière sur les moyens employés par les groupes pour contrôler les organisations qui gèrent l'eau. Les causes et les caractéristiques des conflits relatifs à la gestion de l'eau sont étudiées, ainsi que l'intervention des gouvernements et les principes suivis par les instances locales dans la résolution de ces disputes. Hawaii’s pristine ocean and tropical environment is a keystone of Hawaii tourism and the state economy. Water pollution from stormwater and development threatens the beach quality to both residents and tourists. In order to understand the lost nonmarket value, we assess changes in quality of beach characteristics including water and sand quality, swimming safety conditions, and congestion using a Discrete Choice Experiment of recreational beach users. Further, we study willingness to pay (WTP) for water management strategies in Hawaii using another discrete choice experiment, including structural and nonstructural Best Management Practices, testing, monitoring, and educational efforts.
Using a mixed logit model, beach quality results suggest similar preferences among resident and tourists. Both groups consistently have higher WTP to avoid poor quality levels versus obtaining excellent levels. Additionally, water quality is the single most important attribute. For the policy discrete choice experiment, both parties exhibit similar ranking of WTP to initiate water quality management strategies, with improved testing methods followed by education having the highest WTP. Lastly, we use Benefit-Cost analysis to find that all significant management strategies may be viable, since WTP is greater than the predicted cost of implementation based on expert opinion of Hawaiian policy leaders.

Two of the most important environmental challenges in the 21st century are to protect the quality of fresh water resources and to utilize renewable energy sources to lower greenhouse gas emissions. This study contributes to the solution of the first challenge by providing methodologies for optimal design of real-time water quality monitoring systems and interpretation of data supplied by the monitoring system to identify potential pollution sources in river networks. In this study, the optimal river water quality monitoring network design aspect of the overall monitoring program is addressed by a novel methodology for the analysis of this problem. In this analysis, the locations of sampling sites are determined such that the contaminant detection time is minimized for the river network while achieving maximum reliability for the monitoring system performance. The data collected from these monitoring stations can be used to identify contamination source locations. This study suggests a methodology that utilizes a classification routine which associates the observations on a contaminant spill with one or more of the candidate spill locations in the river network. This approach consists of a training step followed by a sequential elimination of the candidate spill locations which lead to the identification of potential spill locations. In order to contribute the solution of the second environmental challenge, this study suggests utilizing available excess energy in water distribution systems by providing a methodology for optimal design of energy recovery systems. The energy recovery in water distribution systems is possible by using micro hydroelectric turbines to harvest available excess energy inevitably produced to satisfy consumer demands and to maintain adequate pressures. In this study, an optimization approach for the design of energy recovery systems in water distribution networks is proposed. This methodology is based on finding the best locations for micro hydroelectric plants in the network to recover the excess energy. Due to the unsteady nature of flow in water distribution networks, the proposed methodology also determines optimum operation schedules for the micro turbines.

Crop production, soil system, water quality, and economic impacts of four corn silage production systems were compared through a field study including 16 plots (4 replications of each treatment). Systems included a rye cover crop and application of liquid dairy manure in the spring and fall.
The four management systems were: 1) traditional, 2) double-crop, 3) roll-down, and 4) undercut. In the fourth system, manure was applied below the soil surface during the undercutting process. In all other systems, manure was surface-applied. In the third system, the rye crop was flattened with a heavy roller after manure application.
Simulated rainfall was applied within 48 h of manure application. Measured constituent concentrations in runoff were compared with water quality criteria. Costs and returns of all systems were compared. The undercut system reduced loadings of all nutrients, but increased total suspended solids (TSS) concentration as compared with all other systems. The mean volume of runoff from the undercut system was less than half that from any other system, which influenced all constituent loadings. Mean TSS concentration in runoff from the undercut system was over three times the mean of any other system. The roll-down system had no significant effect on water quality as compared to the traditional system. The undercut system was reasonably effective in keeping phosphate phosphorus levels below the criterion set for bathing water. None of the systems generally exceeded nitrate nitrogen concentration criteria.
However, total phosphorus, orthophosphate, fecal coliform and e. coli criteria for drinking, bathing, shellfish harvest, and aesthetics were regularly exceeded by all of the systems. There were no differences among the treatments in effects on bacterial concentrations. The double-crop system produced significantly higher net returns than all other systems only if the value of the rye crop was $92.31/Mg or more. There were no significant differences in net returns of the traditional, roll-down, or undercut systems.Ph. D.

The Quinnipiac River Basin, located in South-Central Connecticut, flows 38 miles
from its headwaters in New Britain and Plainville, Connecticut to its mouth in New
Haven Harbor. The basin is heavily developed, with the majority of the land in the basin
classified as residential and urban. The five municipal water pollution control facilities
and one large privately-owned water pollution control facility operating in the Quinnipiac
Basin are responsible for maintaining acceptable levels of water quality in the
Quinnipiac River.
While the current water quality management practices within the Quinnipiac
River basin are capable of meeting the various water quality standards, changes in the
water quality management system may require an adjustment or alteration of the current
management practices. The focus of this study is the identification of possible
improvements to the current water resources management practices in the Quinnipiac
Basin and a discussion of the feasibility of the proposed improvements.

For various reasons, existing methods for the assessment of aquatic pollution do not always
adequately address the way in which contaminants affect receiving environments and their
component ecosystems. The main advantage of biological assessment over the measurements
of physical and chemical aspects of water quality is that biota provide an integrated response
to all prevailing influences in their environment. Biological assessment protocols have been
developed for a range of test organisms, from bacteria to mammals using measurement from
molecular biomarkers to indicators at the population or community level of organisation.
Macroinvertebrates in particular have been popular for ecological assessment of habitat and
water quality because they are small and straight forward to sample and identify using
relatively simple and inexpensive equipment and readily available taxonomic keys.
However, various biological assessment techniques also have their limitations. Field-based
assessment of biological communities does not provide direct evidence to determine
underlying causal relationships, while laboratory or mesocosm toxicity tests are criticised for
their limited ability to extrapolate to natural field conditions. To help bridge the gap, this
thesis aims to investigate the efficacy of using caged macroinvertebrates in situ to assess the
ecological condition of aquatic environments, and whether a causal relationship can be
established when macroinvertebrates are deployed in situ at sites known to have impaired
water quality. Endpoints employed in this thesis include survival, measurements of
morphology (as a surrogate for growth) and condition and, for trials assessing sites that
receive mine drainage, the tissue concentration of certain trace metals.
Development of an in situ approach to water quality monitoring and assessment will
potentially provide methods for use by resource managers, community groups and aquatic
researchers that are less expensive and faster to run than existing methods and will
complement other approaches employed in the assessment of water quality.
In situ testing of water quality using macroinvertebrates requires the collection, handling,
caging, deployment and retrieval of test organisms at sites of suspected pollutant impact. As
such procedural factors may affect test organisms and potentially confound their responses, it
is important to consider and understand as many of these factors as possible. Aquatic
macroinvertebrates held in finer mesh cages had larger heads than in coarser mesh cages. This
was likely due to increased substrate available for growth of epilithon and periphyton on
which the caged organisms could graze. Caging density had no effect on amphipod mortality
over the trial period, however, individuals held at higher densities increased in size (as
indicated by longer dorsal lengths) more than those held at lower or intermediate densities.
Temporary storage of test organisms in laboratory aquaria may facilitate the collection of
abundances required for in situ trials, however, tanked individuals were smaller and had lower
biomasses than individuals collected and deployed immediately. While this is likely to result
from differences in feeding during the storage period, it is also possible that tank storage and
the ?double handling? deleteriously affected them, or reduced their tolerance.
The effects of transplanting macroinvertebrates between sites varied considerably depending
on the characteristics of "source" and "transplant" sites. Certain taxa suffered marked
mortality within 24 hours even at their source site, indicating an adverse effect of the caging
itself, or perhaps via the change in food, shelter or microclimate which could potentially
render them unsuitable as test organisms in caging studies. Other taxa did not differ in
survival or body size when relocated between sites, with some evidence of increased growth
at sites dissimilar from their source site. In general, organisms relocated to sites that are
"similar" to their source environment performed less well at the transplant site. However,
organisms transplanted to "dissimilar" sites were found to be bigger than those caged and
deployed back to the source site.
When employed to assess known pollution scenarios in and around Canberra,
macroinvertebrate responses were, in some instances, able to be linked to specific
environmental parameters or combinations thereof. In Case Study 1, findings varied in
relation to the response endpoint being examined, and between test species, although
concentrations of metals were significantly higher in tissue of macroinvertebrates deployed at
the impact site downstream of the abandoned Captains Flat mine and increased with time
exposed. In Case Study 2, freshwater shrimp suffered significant mortality within 24 hours of
deployment at the impact sites, with larger individuals more susceptible at sites receiving
urban stormwater runoff. While various biological effects were most closely correlated with
ammonia concentrations at the site, different body size endpoints were affected in opposite
ways. In Case Study 3, body size endpoints for one test organism varied consistently with
respect to site and time factors, but none of the changes could be linked to any of the
environmental data collected. Response variables for a different test species also indicated
significant effects arising from both deployment site and time, however, each endpoint
responded in a different way to the treatment factors, and aligned with different
combinations of environmental data.
In general, linking of macroinvertebrate responses with environmental data was difficult
because of the high variability in the environmental data. However, it was further complicated
by the mismatch in the level of replication between the two datasets. As a consequence of
this, the macroinvertebrate data had to be collapsed to a lower level for comparison with the
environmental data, resulting in a loss of natural variability and analytical power. Since only
the strongest treatment effects, which could be detected above the background "noise", were
detected and modelled against the environmental data, it is possible that other "cause" and
"effect" relationships may have been overlooked.
From these results, it is clear that many macroinvertebrate taxa are suitable for use as
bioindicators in in situ trials, but that criteria used for selection of test species should
definitely include more than just impact-sensitivity and abundance. However, there are
several aspects associated with the experimental set up of field-based protocols involving
caged macroinvertebrates that may limit their usefulness as a rapid and reliable bioassessment
tool, and need to be considered when designing and undertaking these kinds of trials. It is also
apparent that choice of endpoint can greatly influence conclusions, with detection of treatment
effects reported in this thesis varying greatly depending on which morphological endpoint
was examined.
This study clearly demonstrated that there may be significant difficulties in establishing
causal relationships between environmental data and biotic responses of macroinvertebrates
deployed under field conditions. However, it has also shown that deployment of caged
macroinvertebrates in situ may assist in the determination of biological effects arising from
impaired water quality, which can then serve as the basis for more focussed laboratory or
mesocosm studies in which environmental conditions can be more readily controlled or
monitored.

Addendum on back page. Includes bibliography. Groundwater levels within the Willunga Basin, South Australia, are declining due to excessive extraction of water for irrigation purposes. An alternative source of water is needed to supplement the declining levels to ensure the sustainability of the groundwater system. A model was developed to evaluate the potential for using aquifer storage and recovery in conjunction with the surface storage of streamflow as a possible alternative water source. The application of this model to the largest catchment in the Willinga basin shows that sufficient streamflow is available to reverse the current overexploitation of the groundwater system.

The overall objective of this study was to evaluate the performance of selected furrow irrigation models for field conditions in south-east Australia. The other important aspects which were examined during this study include: developing a methodology for estimating of infiltrating characteristics, assessing the applicability of the Manning and other similar equations for flows in furrow irrigation, investigating the variation of shape factor during irrigation developing methodology for estimation of recession time and exploring the sensitivity of the models to the input parameters. Field experiments were conducted at Walla Park in northern N.S.W. and on two selected paddocks at the University Farm, Richmond, in western Sydney,Australia, over a period of three years. The validity of the assumption that the shape factor of advancing water front during furrow irrigation varies between 0.7 and 0.8 was investigated using field data collected from irrigation events monitored in the study. It was found that the average values of the shape factor varied from 0.96 to 1.80 at Walla Park site, from 0.56 to 0.80 at Field Services unit paddock site and from 0.78 to 0.84 at Horticulture Farm paddock site. The value of shape factor was affected by uniformity of furrow cross section along the length, the value and uniformity of furrow slope, furrow length and infiltration characteristics of soil. This means it is difficult to recommend a typical value for the shape factor for a given field situation.The performance of the models for prediction of advance and recession characteristics and runoff were evaluated using different indices of performance. In general, it was found that the Walker-HD and ZI model was the most satisfactory for the field conditions encountered in this study. This finding can provide a basis for initiating work on developing design criteria and management strategies for furrow irrigation in south-east Australia.Doctor of Philosophy (PhD)

The Maketu Estuary is a shallow intertidal estuary (2.3 km2) located in the Bay of Plenty, North Island, New Zealand. The Kaituna River contributes the largest freshwater flow into the estuary through control gates. Lake Rotoiti and indirectly Lake Rotorua supply the base flow to the Kaituna River, with tributaries along the 50 km reach also significantly contributing to the flow. Water quality within the river is affected by elevated nutrients, faecal coliforms, high oxygen demand and algae concentrations derived from the lakes as well as contributions from tributaries and industrial and urban discharge. Through the use of a coupled hydrodynamic-biogeochemical numerical model ELCOM-CAEDYM, this study aims to examine the nutrient, phytoplankton and hydrodynamics of the Maketu Estuary and lower Kaituna River. Water quality and hydrodynamic measurements were sourced from Environment Bay of Plenty's data archives as well as a number of instrument deployments to collect water velocity, tidal elevation and salinity and temperature measurements during the course of this study. Included in the field work was a survey of the lower river and estuary bathymetry. Model simulations predicted that the maximum residence time in the Maketu Estuary is 1.5 days, occurring in the inner western region. Residence time in the lower river (mouth to 8.5 km upstream) is in the order of hours although some variations were predicted near the river mouth. Growth rates of four phytoplankton groups where assessed over a 15 day period in January 2004. In the Kaituna River ELCOM-CAEDYM predicted that the community growth rates were small with the exception of a slight increase in biomass of the two freshwater groups in a semi-detached river bend. The increase in the loop was correlated with an increase of residence time. In the estuary, marine diatoms showed the highest growth rates in the western region which is expected to relate to retention time and available nutrients. Dinoflagellates showed the smallest variation in predicted growth rates, most likely due to their broad salinity tolerance. The two freshwater species showed a reduction in abundance when mixed with marine water. A principle limiting factor to phytoplankton growth in both the river and estuary is the low residence time. A number of scenarios were simulated in the river and estuary by altering the forcing conditions in the model. A simulation of the increased nutrient load associated with the Rotoiti diversion wall revealed that phytoplankton growth in the river and estuary will not be significantly affected. Because of the close proximity of the control gates to the river mouth, a proportion of water drawn through the structure can be marine. By opening the old river channel, model simulations predicted that a reduction in salinity would be possible, however the outcome of complete freshwater is probably not achievable. Increasing the discharge volume from the river into the estuary was also simulated. The results indicated that increasing the freshwater inflow at Fords Cut would reduce the salinity in the estuary while increasing the net (residual) flow towards the estuary mouth. Increasing the flow would also result in a greater range of salinity in regions of the estuary. Changing the inflow location to the historic Papahikahawai Channel also affected the salinity in the estuary. The most significant effect of an inflow at this location was a reduction of the residual currents in the western region of the estuary.

By the adoption of Integrated Water Resource Management (IWRM), South Africa has significantly changed its water management regime and the institutions governing water in this country. These changes were first introduced by the National White Policy Paper on Water in South Africa in 1997 and subsequently the National Water Act in 1998. One of the key components of IWRM is the decentralisation of water management to a regional or catchment level and the introduction of public participation in the water management sector. With the enactment of the NWA South Africa incorporated IWRM in its legal system and a decade on, authorities are now turning to its implementation. The NWA introduces Catchment Management Agencies (CMAs) in water management and gives them authority over water management at a catchment level. Initially there were nineteen (19) and this number has since been reduced to nine (9) due to a number of factors. South African authorities are now seeking ways in which they can effectively decentralise water to a catchment level, including delegating and assigning some of the functions currently held by the Minster to CMAs. Using Victoria, Australia as a comparative study, this study investigates how water management can best be decentralised to a catchment level; it starts off by investigating the theory of decentralisation and its pros and cons; then sets off to investigate water management has been decentralised in Australia from the national level, to state level and catchment level; it then investigates the role of Rural Water Authorities in Victoria and compares them to Catchment Management Agencies in South Africa. Finally the work highlights the water management regime and the various stakeholders in water management South Africa from a national level to a catchment level and the challenges facing South Africa in term of WRM; and then makes recommendations and a conclusion based on its research findings and the South African socio-economic and political context.

Lake restoration and management strategies focus on reducing the negative impacts of enriched or polluted inflows. These strategies become of paramount importance when lakes are used for recreational and/or drinking water purposes. Long term control of eutrophication and turbidity problems associated with large inflow loads is usually oriented to catchment management. Although it has been suggested that this is the correct long term approach, public concerns usually require a short term solution. In addition, due to political and economic costs related to changes in catchment management, in-lake restoration technologies have been emerging as a viable pretreatment option, complementary to water treatment plants, both reducing the operational costs of the water treatment plant and ameliorating the water residing in the lakes. This research investigates the effects of two in-lake technologies on the dynamics of inflowing rivers, where basin shape plays a significant role. The three lakes in this study suffer from eutrophication combined with a distinctive water quality problem: from turbidity in Silvan Reservoir (Australia), to heavy metal loads in Coeur d'Alene Lake (USA) and industrial wastes in Lake Como (Italy). Firstly, the influence of basin morphology, wind speed, and wind direction on the fate and transport of two rivers flowing into the L-shaped Coeur d'Alene Lake was examined, and it was shown that transport and mixing patterns in a lake can be greatly influenced by the shape of the lake, leading to important consequences for the plankton ecology in the lake. Secondly, in Silvan Reservoir we investigated the potential to modify the basin shape using vertical barriers, increasing the retention time and hence the barrier capacity to microbial pollution. A final in-lake technology was tested for Lake Como, using a downward pointing impeller to remove polluted water from the coastal margin. Lessons from these three examples indicate that there is significant potential for in-lake remediation at relatively low cost, over relatively short timescales.

A two-year field study was carried out in eastern Ontario to investigate the effects of water table management (WTM) on water quality and crop yields. Corn (Zea mays L.) and soybean (Glycine max Merr.) were planted in alternate strips across the three treatments of 50 cm controlled water table (CWT), 75 cm CWT and free drainage (FD). Drainflow volume and nitrate-N concentration of the drainage water were measured. Soil samples were collected and analysed for total N, P, K, available N, soil moisture and organic matter levels. Chlorophyll-meter readings and plant harvest parameters were also measured. Rainfall, soil and air temperatures were recorded throughout the growing seasons.The obtained data show that in 1995, the CWT plots significantly increased total drainflow, as compared to FD. In 1996, overall drainflow and nitrate concentrations were significantly reduced. Both the corn and soybean yields were higher with WTM than with FD for both years. (Abstract shortened by UMI.)
