It looks at the development of literary culture in Virginia from the founding of Jamestown in 1607 to the twenty-first century. The thesis traces the history of colonial Virginia in an attempt to uncover the origins of several peculiarities in Virginia death-ways. Elite Virginians buried at home more often than not (where they could protect the dead from animal desecration), while avoided death’s heads, reapers, and bone based tomb and mourning jewelry iconography even though such was popular throughout the British Atlantic. Research done for this thesis reveals a fear on the part of elite Virginias regarding questions of both corpse desecration and natural putrefaction. The cause of this cultural obsession lie in two facts: The blackening of the early colony’s reputation by warfare with Native Americans and the cannibalism associated with the Starving Times, and later the casual violence inherent in the slave system. Virginia’s elite disregarded images of decay and death and embraced symbols of stability both the legitimize Virginia as a place for Europeans to settle, and to disguise the barbarity of their economic system.

Abstract (sommario):
This thesis is an investigation of the separation of the public and private parts of a house, using stairs, walls and dropped ceilings to separate different spaces. The use of stairs to separate space creates rooms of different volumes. A further investigation of the transition between outdoors and indoors lead to the study of form through sketching. The site is located in a residential area in McLean, Virginia. It is a relatively flat site as there are no major slopes. The three acre lot is generous in size and was not meant to drive the design of the house by providing limits. Trees on three sides of the site provide a natural barrier between the adjacent lots, providing some privacy. The site is zoned such that it could have two driveways, one being used mostly by guests and the other by the occupants.

Abstract (sommario):
A study focusing on farm financial stress in Virginia was conducted to provide information to educators. The financial situation of Virginia farmers during the 1980's was reviewed. The years 1983, 1984, and 1985 were determined to be the time during the 1980s when farmers' financial situations were most severely stressed. Attention was directed towards corn, soybean, and wheat farmers since this group was readily identifiable as being financially stressed. Fifteen personal interviews of farmers were conducted in seven counties where the majority of these crops are grown. For comparison purposes, part of the interviews were conducted with individuals who are still farming and part with individuals who were forced to exit farming due to financial adversity. Comparing the information gathered from farmers in a favorable financial condition with the information gathered from those farmers in a vulnerable financial condition, some factors that helped farmers survive the agricultural depression of the 1980’s were discovered. Farmers in favorable financial condition are superior managers, operate timely businesses, borrow and spend conservatively, are more educated, have more years of farming experience, and use better financial and production recordkeeping practices. Access to marketing information is also important for farmer survivability. Producers in favorable financial condition own larger percentages of their operated land, and they utilize more family labor.

Abstract (sommario):
The chapters of this thesis analyse Virginia Woolf's novels and private writing, concentrating largely on the representation of early childhood symbols and language in her work. The aim of this thesis was to try to discover why Woolf used the perambulator motif so frequently in her novels. Counting the frequency of images in literary texts is usually one aspect of scholarship which can be fruitless but there are occasions when the results can be startling; for example the fact that the motif of the perambulator dominates almost all of her novels. In her novels, there is generally a surface narrative but I have looked beneath the surface at the multitude of symbols and language from early childhood that she uses. Underpinning all of this is the fact that Woolf never had children of her own. Chapter one begins with a description of Woolf's own early childhood, which she wrote extensively about, using various sources, most notably Hyde Park Gate News. An indispensable reference for trying to glean an understanding of Woolf's early development is 'A Sketch of the Past' which can be found within the collection entitled Moments of Being. Memoirs such as this, her diaries and letters, also provided useful evidence to assist me in the analysis of her childhood. Moments of Being was central to Woolf's fiction and experience and it is within her memoirs, in particular that we discover the remembered world of childhood, both in 22 Hyde Park Gate, London and Talland House, St. Ives. Woolf's relationship with her father and mother will be examined and a separate discussion will explore the effect her parents had on her writing, focusing mainly on The Years and To the Lighthouse. Interwoven with this will be an examination of the concept of memory; the fallibility of memory, current psychological theories of memory as well as Freud's notion of screen memories and their importance in relation to Woolf's own childhood memories. Chapter two focuses exclusively on childhood language and Woolf's use of pre-verbal language and nursery rhymes in her fiction. Three of her later novels show the prominence of pre-verbal language and provide the best examples of the nursery rhyme motif. The Waves is considered as it was this novel that Woolf used to break free from the constraints of plot and characterisation: she began to experiment with pre-verbal rhythms. Two other novels The Years and Between the Acts are analysed in relation to the nursery rhyme motif. Chapter three begins with an examination of the reasoning behind Leonard Woolf's decision for the couple not to have children. Reading Virginia Woolf's work alongside her letters and diaries reveals how closely related the theme of children/childhood was in her own life. This is an area of her writing which warrants investigation in relation to the prominence of the perambulator motif and which advances our understanding of Woolf's own experience as a writer, sister, wife, aunt, daughter and childless woman. The final chapter is divided into two sections allowing discussion of the nursemaid and the perambulator: both significant motifs from early childhood that Woolf utilises in her novels. The two fictional nursemaids focused on in this section are Mrs Constable in The Waves and the figure of the nurse in Mrs Dalloway who is found on a bench in Regent's Park. The short story 'Nurse Lugton's Golden Thimble' will also be examined. Chapter four looks in closer details at the technologies of childhood and the reoccurrence of the perambulator motif in her novels. Starting with Night and Day this section considers, in chronological order, each reference to the perambulator and suggests why Woolf has given prominence to this particular symbol. There will also be a brief discussion of The Voyage Out and why this is the only book that has no perambulator motif. My thesis presents a new way of approaching Woolf's work and a small glimpse into the wishes and regrets of this renowned literary figure.

“Now I seem to see all the things I have observed arranged like tools in a neat row; they are aligned as in a botanical chart, or a catalogue, or a dictionary.” - Aldo Rossi Situated along railroad tracks that wind their way around a mountain near Charlottesville is an abandoned industrial structure whose stack can be seen from the I-64 bridge. I always strained to see over the concrete guardrail, but the most I managed to Gather was the remains of a roof and that incredible brick smokestack. The image of the once functioning machine which ceases to work, and which is locked in some bygone era has intrigued me from an early age. The energy once produced, or the task performed Is somehow still locked in these artifacts: the obsolete locomotive, the masonry chimney of a burned frame house, a beautifully worn toy long since outgrown. Within these objects is a melancholy that is both disturbing and sublime. Their architecture is subtle and silent, unnoticed by many, they offer a strength in their gentle variations, as well as their bold geometries. Rossie’s beautiful ‘Scientific Autobiography’ explores his dreamlike world of forms based upon observations of daily life in Lombardy, Italy. A decidedly anti-modern and anti-post-modern essay it calls for present architects to draw inspiration from the vernacular. Rossi’s formal vocabulary seems to have derived through years of observing and sketching mundane objects inherent to life in Northern Italy. The chapel project is an attempt to build a broken machine or an abandoned factory. Inspiration comes not from the spectacular, but the countless anonymous structures ever present in industrial zones of cities and along back roads in the country. Observation of old railroad structures, power plants, and farm machinery has played a pivotal role in the vocabulary that I have developed thus far. The sketch has proved to be an indispensable tool for extracting these images from my memory. Analysis of these sketches has allowed me to formulate basic premises about my work. (1) Autonomy – I see the same object quality in industrial buildings in America as in deChirico’s ‘The Red Tower.’ However this autonomy is not the same of the moderns – of a pristine object placed within a hostile environment, but one of relative autonomy. That is one that is formally abstracted but still has a very definite connection to a long line of predecessors. The wheel is not reinvented, but simply evolves a bit more. There as in Rossi’s buildings and sketches, the image is a new one, but the skeleton is the same. Nothing illustrates this point better than visiting Modena, and not only experiencing Rossi’s cemetery, but its older neighbor. (2) Strong Graphic Quality – This has solely to do with the image as a graphic composition. It has nothing to do with a particular ‘style’, but in the fundamentally strong relationship of parts, and of the proportion of the parts and the whole. An architect, beyond any other quality, should have a highly refined sense of visual laws. A basic geometric structure should be set up. Objects should be repeated and mutated with drastic changes in scale, material, and function. (3) Silence-Referring again to ‘The Red Tower,’ there is a wealth of inspiration for architects in regard to producing a structure that is quiet and subtle in its forms. This image is bathed in a sense of longing and melancholy that explores the timeless. I see this in the crumbling remains of the old smoke stack.

This study sought to determine Virginia Public School principals' knowledge of school law as it related to the type, length/quantity, and recency of law preparation they received. Other variables measured included how their level of knowledge was associated with their length of administrative experience and with their description of the school community in which they worked.An on-line survey instrument was designed to collect demographic and professional information and to test knowledge of court cases and federal and state statutes. Three hundred and twelve principals completed the survey, representing all grade levels and all regions in the State of Virginia. The principals' knowledge of school law was measured by a forty item true-false test that addressed four key areas of school law selected by a panel of experts: student issues, teacher/administrator issues, tort liability, and church/state relations.The data were analyzed using analysis of variance and post hoc tests. The findings of this study indicated a significant difference of the means, ά =.05, between the principals' knowledge of school law in the category of tort liability and the recency of legal preparation. Principals who received their legal preparation over 10 years ago scored significantly lower on the tort section of the test than those who received their legal preparation only 5-10 years ago. Findings also indicated that principals across all categories of school law displayed only a fair knowledge of school law, earning a mean score of 29.359 out of 40 or 73.3%. The principals' weakest area of school law was in the category of church/state relations. These findings would provide valuable information for the design of principal preparation programs. They would also encourage state educational policymakers and local school divisions to strengthen the professional development of principals on legal matters.

Fear of crime is as much a reality as crime itself. Our reactions to the problem of crime may influence or interfere with our day-to-day activities. Yet not everyone is a victim of crime, nor does everyone perceive crime as being a serious problem. The author tests hypotheses about the relationships between the fear of crime and, (1) prior victimization, (2) perceived seriousness of crimes and (3) size of the community (population size); suggesting that all of these relationships will be positive--the higher the score for these three variables the higher the score for fear. Also, it was hypothesized that these relationships would be greater (a) for women than for men, and (b) for personal crimes than for property crimes.The survey was sent to a sample of registered motor vehicle owners in the state of Virginia; a sample of 952 was used in this study. All of the relationships were positive. Only two of the sub-hypotheses were supported: that the relationship between perceived seriousness and fear of crime was greater for women than for men, and that the relationship between population size and fear of crime was greater for women than for men. Implications of the results and the limitations of the study are discussed. Suggestions are made for future research.

Where hip hop was orginally confined to specfic boroughs In New York, hip hop artists are now composing from their own local thresholds in regions all over the United States and worldwide. Virginia USA is a region that is increasingly thriving in regards to hip hop artists, fan base, and lifestyles. The hip hop identities found in Virginia are a product of Virginia's situatedness in the broader hip hop landscape. This study will shed light on the connections among music, place, and identity and specfically delve into Virginia's situatedness between the East Coast and Southern rap sub genres as they relate to Virginia's place based identity.

Phasor measurement unit (PMU) applications on power grid monitoring systems have been implemented since the early ninetyâ s. Large monitoring system network performance relies on the consistent measurements of PMUs across the system. This has become a major challenge for designers since large networks use PMUs from various manufacturers who likely implement different synchrophasor technologies to perform the phasor estimations. The current synchrophasor standard, the IEEE C37.118-2005 Synchrophasor Standard, covers adequately the steady-state characterization of PMUs but does not specify transient condition requirements. The North American Synchrophasor Initiative (NASPI) has developed a guide outlining the several tests required for dynamic characterization of PMUs. The National Institute of Standards and Technology (NIST) developed two PMU testing stands for steady-state conformance with the current standard and for dynamic performance testing. Since May 2010, Virginia Tech has been working closely with the NIST in developing a PMU testing system similar to the NIST designs for commercial testing of PMUs and research purposes, the Virginia Tech Calibration System. This thesis focuses on assessing the system accuracy differences between the designs, and the software interface modifications to adapt the new hardware.

The objective of this study is to determine whether there are inadequacies in the rural financial markets of Virginia. The analysis is based on data from a survey of farm and non-farm small businesses, in five rural counties in Virginia. A Probit model is used to determine whether the financing difficulty encountered by small rural businesses is significantly determined by non-risk characteristics of users of capital and/or non-risk characteristics of local capital markets. Four variables representing different aspects of financing difficulty are used as the dependent variables in each of the four models used in this study. These variables are, loan denial and non-local financing reported by the survey respondents, opinions of survey respondents on the adequacy of local capital markets, and their expectations on future satisfaction with the performance of the local capital market. Businesses' risk characteristics should be the only determinant of the financing difficulty faced by capital users. However, this analysis indicates that access to capital is determined by non-risk local businesses' and local financial market characteristics as well. Among the most influential non-risk characteristics are: firm size, number of non-local locations, number of competitors in the local market, form of ownership, size of local financial institutions, and local financial institutions' specialization in lending to small businesses. In addition there are large differences in the way financing needs are met in different economic sectors in rural areas. Non-agricultural businesses seem to have less access to financing compared to agricultural businesses. Further, there is evidence that information in rural financial markets is not complete, and that the sources of information are limited. The evidence on availability of capital is mixed and insufficient to conclude that this is an issue in rural Virginia. The results of the analysis are used to identify ways to increase the availability of cost efficient capital for new and small businesses in rural areas in Virginia. The recommendations include considerations on how to improve governmental presence in rural capital markets to provide or facilitate better access to capital.

Agritourism in Virginia is a rapidly growing industry that adds additional income to a farming operation, and helps mitigate risk. Therefore it has become a good strategy for farmers to generate higher levels of profit, but much of the literature in Virginia and surrounding states focuses more on the motivations of operators for starting their agritourism venture. Thus, the purpose of this paper is to empirically analyze demographic, operational, and financial factors and evaluate their correlation with higher levels of profit. The first step was to apply key factors in industrial location discussed by Sloagett and Woods (2003) to agritourism in Virginia. Next, a survey was conducted to produce primary source data on Virginia agritourism operators and how these success factors relate to their ventures. Initial findings suggest a very homogenous demographic amongst operators. In addition, there were four other main findings. First, promotion is highly important and there is a need for increased road signage in Virginia. Second, additional income is a large motivator among operators and 76% of operations indicated their business was somewhat profitable. Third, those near the metropolitan areas of Virginia Beach, Roanoke, and Washington, D.C. tended to have the highest perceived profitability. Finally, operators are highly afflicted by obstacles such as road signage, finding qualified employees, and taxation, all of which can be addressed or mitigated by the state government. The final portion of this paper tests the relationship between these factors and profitability of agritourism operations in Virginia. The empirical results reveal that those operators with a motivation for addition income and higher levels of education, with more acreage, with a higher percentage of their gross farm income attributed to agritourism, and those, on average, that have greater money spent per visitor all correlate with higher levels of profit. On the other hand, the following characteristics appear to have a negative effect on agritourism profits: wineries, greater estimated time to the nearest interstate and difficult access to capital. Assuming operators of agritourism venues seek to maximize profits, these findings illustrate to current and future operators how to adjust procedures and improve their business strategies.

This study sought to assess the level of school law knowledge possessed by Virginia public school teachers in the areas of tort liability, the teacher and his/her employment, and legal responsibilities regarding students. This knowledge was studied as it related to the type and recency of school law training, membership and activity in professional teachers' associations, the highest degree obtained, the grade level taught, the type of degree obtained (education/not-education), and the number of years of teaching experience. A questionnaire was developed to collect demographic information and to assess the level of knowledge possessed by Virginia teachers. A 30 item test, consisting of 15 true-false and 15 multiple choice questions, was sent to 401 teachers throughout Virginia. Of the 401 questionnaires sent, 314 or 78.3% were returned. The average total score on the test was 41.08%.The means for the subareas were as follows: tort liability was 24.7%, the teacher and his/her rights was 43.7%, and legal responsibilities regarding students was 54.8%. Analysis of variance or t-tests were used as appropriate to see if a relationship existed between knowledge of school law and each of the demographic variables. A significant difference was indicated at the .05 level or better between knowledge of school law and each of the following variables: 1. school law training, 2. grade level taught, 3. whether the undergraduate degree was earned in education or not. A significant difference was not indicated between knowledge of school law and any of the other demographic variables. As reported earlier the average percent correct on the test was 41.08% which is lower than the lowest score of any of the Virginia principals studied by Caldwell. This level of knowledge was considered adequate or average; therefore, the level of knowledge of school law possessed by teachers in Virginia is less than adequate.

In the twentieth century, thanks to new scientific, philosophical and psychological theories, the view modern literature had of the passing of time considerably changed. Virginia Woolf, being born in this literary environment, was impressed by the need writers had to create a new approach to the idea of time in their novels. She soon started to elaborate her own personal sense of time, which is extremely distant from the traditional chronological sequence. The aim of this thesis is to present the urge Virginia Woolf had to break with the previous literary tradition, based on a chronological pattern, and to introduce a new example of personal and subjective time in her novels. Woolf suggests that time is a personal process of the individual’s mind. According to her view, time exists only within the individual’s mind and constantly flows in uninterrupted successions. Her novels demonstrate Virginia Woolf’s desire to use new forms to convey the function of the human mind on the page and she often uses new experimental patterns, like the stream of consciousness technique. The study will analyse the content and the structural development of three of her major time-oriented novels: Mrs. Dalloway, Orlando and To the Lighthouse. It will be divided into five chapters, each examining a particular aspect of time. The first chapter will firstly be dedicated to some theoretical notions and to the influences on Woolf’s concept of time. Afterwards, it will focus on the three novels examining the use Woolf made of these theories by giving precise examples. In particular, it will consider the aspects of time of the mind in Orlando, the structure of a single-day novel in Mrs. Dalloway and the complexity of the tripartite structure of To the Lighthouse. The second chapter will be dedicated to the aspect of simultaneity. It will cover the problem of the uninterrupted succession of past, present and future and the simultaneous existence of the three times. It will analyse the use of parody in Orlando to dissolve time barriers and it will then focus on the protagonist’s personal and multiple identities. Furthermore, it will focus on the second section of To the Lighthouse, in which past, present and future are linked together. The last part of the chapter will be dedicated to memory. In fact, past, present and future coincide while a character is remembering something. The third chapter will address the problem of the negative nature of the clock. In fact, the clock appears to be often considered an antagonist. The analysis will illustrate the consequences Big Ben has in Mrs. Dalloway on the different characters, as it mostly appears as a reminder of reality. On the other hand, the clock also links the characters together, creating simultaneous activities happening at the same time. Moreover, the function of other clocks will be discussed, as they serve other purposes compared to Big Ben. The chapter will conclude by providing an investigation on the nature of the clock in Orlando, which is felt by the protagonist as a negative assault and it is used in the novel to mark turning points. Chapter four will be dedicated to the devices which can contrast linear time. Four systems allow the characters to escape the present: memory, literature, nature and love. The study will then focus on the emphatic moments of being, in which time is immobilized and on the second section of To the Lighthouse, where time is neutralized by the absence of human beings. The fifth and final chapter will investigate the theme of time in three other adaptations of Woolf’s novels. The first adaptation will be Michael Cunningham’s novel The Hours, in which the aspect of chronology is disrupted. Then, Stephen Daldry’s film The Hours will be analysed as it returns to Woolf’s novel and creates another disruption of chronology. To conclude, a comparative study of Sally Potter’s film Orlando and Virginia Woolf’s novel will be proposed.

The purpose of this study was to describe the needs and concerns regarding the Virginia Credentialing Initiative (VCI) of career and technical education (CTE) stakeholders in rural southwestern Virginia. These stakeholders included central office CTE administrators, high school principals, guidance counselors, and high school CTE teachers. The Stages of Concern Questionnaire (George, Hall, & Stiegelbauer, 2008) was sent to 355 participants with 260 responding for a return rate of 73%. All of the respondents were employed in Superintendentsâ Region Seven. There are seven Stages of Concern: 0 Unconcerned, 1 Informational, 2 Personal, 3 Management, 4 Consequence, 5 Collaboration, and 6 Refocusing. Results revealed that when categorized by occupational areas, central office CTE administrators and teachers had primary concerns that ranged from Unconcerned to Personal. Guidance counselors had primary concerns that ranged from Unconcerned to Informational. High school principals had primary concerns that ranged from Unconcerned to Personal. All groups had lowest concern levels at the Consequence and Refocusing stages. Results for each group varied slightly when the number of years of experience was used as a reporting category. The primary level of concern was at the Unconcerned stage for each group when the respondents had 5 or fewer years of experience. CTE teacher groups were also categorized by subject area as those with long-standing licensing history (cosmetology, nursing, welding) and those newer to credentialing (agriculture, business, family and consumer sciences, marketing). The fields of nursing and welding had primary concerns at the Unconcerned level, while those in the agriculture, business, cosmetology, family and consumer sciences, and marketing subject areas peaked at the Personal level. Further research is recommended in relation to CTE stakeholder concerns and the implementation and use of the VCI. The implementation of new state legislation will affect CTE stakeholders as they adapt to the new graduation requirements for students pursuing a standard diploma. It is also recommended that qualitative research be conducted to ascertain specific avenues for addressing stakeholder needs and concerns, such as professional development.

Over 700 km of industry seismic reflection data in the central Appalachians were reprocessed using both conventional and newly developed processing schemes. A new processing sequence, called dip projection, is introduced. The technique projects crooked-line processed CMPs onto a straight line oriented in the general dip direction for the area. The new stacked sections more closely approximate a dip line and hence are more migration-friendly and interpretable than the crooked-line stacks. Methods of determining the lateral continuity of subsurface density contrasts were also applied to gravity data from the study area. Known collectively as potential field attributes, the analytic signal, the tilt angle, and the gradient of the tilt angle (the potential field wavenumber ) proved valuable in the analysis of the gravity data. Comparison of reflection seismic data from the southern and central Appalachians revealed a dichotomy of seismic reflectivity from east to west. A highly reflective crust beneath the Piedmont in both the central and southern Appalachians contrasts with a general lack of reflectivity beneath the Blue Ridge and Valley and Ridge provinces where coherent reflections are restricted to the upper 3-4 seconds of the data. This difference in reflectivity is interpreted as a fundamental difference in the location and orientation of preexisting zones of weakness between the different crustal regions with respect to the tectonic events affecting the Appalachians since the early Paleozoic. The combination of the results of new methods of seismic and potential fields processing with deep well and geologic information allowed the lateral continuity of two major structures in the central Appalachians to be examined. The Blue Ridge in Virginia was found to overly a duplex of Cambrian-Ordovician carbonates formed in response to stresses during the Alleghanian Orogeny. A large thrust sheet of similar carbonate rocks was interpreted beneath the Nittany Anticlinorium in West Virginia. To the south in Virginia, this thrust sheet is replaced by imbrication of the carbonate package. The change in structural style may be related to the existence of a lateral ramp or it may reflect the overall change in structural style from the central to southern Appalachians.

School administrators are responsible for ensuring state and federal special education laws and regulations are being implemented properly. This study examined the amount of training a Virginia school principal receives while attending principal preparation programs as well as professional development offered by their school division on how to handle any legal issues that may arise pertaining to special education. In 1975 Congress enacted the Education for All Handicapped Children Act (Public Law 94-142) and amended in 1997 as the Individuals with Disabilities Education Act. Education for All Handicapped Children Act was introduced in Congress to ensure that students with disabilities were provided the same opportunities as general education students. This legislation was later renamed IDEIA, Individuals with Disabilities Education Improvement Act, in 2004. A web-based survey was used to obtain information from principals in school divisions with high or no incidences of special education complaints. The survey was sent to 12 school divisions with 189 schools and 21 divisions with 189 schools respectively. The data collected from participants was analyzed with JMP software to determine patterns in principal responses based on their employment in divisions with high or no incidences of special education complaints. Statistical analysis included measures of central tendency (mean, median, and mode), frequencies, and percentages of the data collected at the state and regional level, by high or no incidence groups to determine if better prepared, more experienced, more informed principals that have had on-going training are able to administer special education programs effectively and therefore have fewer parent complaints. The results of the study indicated a need for higher education institutions (colleges and universities) to increase course offerings at the principal preparation level in the area of special education. Additionally there is a need for superintendents and division leadership to continue to develop and seek partnerships to deliver relevant ongoing professional development, as well as for principals to explore special education networking opportunities external to the division.

The Hampton Roads region of southeast Virginia is largely defined by its abundant water resources. These water resources are also a source of unique issues for the region. Specifically, water quality challenges related to the Chesapeake Bay and recurrent flooding are the major concerns. Green infrastructure (GI) has emerged in recent years as an alternative to traditional stormwater conveyance and detention focused systems. GI practices focus on integrating infiltration, evapotranspiration, and other components of the water cycle into more conventional stormwater management systems. These systems provide several positive benefits, including local water quality and quantity control, community revitalization, and various public health benefits. In addition, GI implementation has seen strong levels of support from the Cooperative Extension System, with Extension faculty and staff around the U.S. supporting local municipalities through GI research, promotion, and program development. Despite widespread interest, GI has been slow to be adopted due to various barriers to its implementation. This study sought to identify the major barriers to the implementation of GI practices in Hampton Roads by conducting a needs assessment. Municipal stormwater staff were invited to participate in an online survey aimed at identifying the most significant barriers in the region. At the same time, local staff with Virginia Cooperative Extension (VCE) were interviewed to explore their potential to become involved in promoting GI adoption in Hampton Roads. Survey respondents and interview participants found common ground in identifying costs, funding, and maintenance issues as the most significant barriers to GI implementation in Hampton Roads. In addition, VCE staff were found to be well suited to support widespread GI adoption in the region, having familiarity with the GI concept and access to unique resources in the form of knowledgeable Master Gardener volunteers and connections to Virginia Tech. Recommendations for VCE involvement in promoting GI in Hampton Roads include conducting cost studies, developing and hosting maintenance training programs, and taking advantage of partnerships to identify and obtain funding from diverse sources. By focusing on these widely acknowledged challenges at the regional scale, VCE can support GI implementation throughout all of Hampton Roads.
