<p>La Escuela Normal de Paraná fue la primera institución normalista de nivel nacional fundada en el país por iniciativa del presidente Domingo F. Sarmiento. A lo largo de siete capítulos, se analizan casi cien años de trayectoria (1871 a 1969) y las gestiones de los diecisiete directores (catorce varones y tres mujeres) que pasaron por un establecimiento que fue central para la historia argentina, en tanto formó a los primeros docentes que fueron a trabajar a todas las provincias. Esta Normal, en varios aspectos, resultó pionera y tuvo un derrotero diferente a las demás. Fue la primera en establecer la enseñanza mixta en el nivel medio, tener un Jardín de Infantes y un Profesorado de nivel inicial. También recibió la mayor cantidad de maestras norteamericanas que llegaron a la Argentina en el siglo XIX. Además, en este libro se relata en qué sentido esta escuela se vio atravesada por los grandes acontecimientos del siglo XX, como los sucesos de la Reforma Universitaria, las luchas entre radicales personalistas y antipersonalistas, el crecimiento de grupos nacionalistas antisemitas, los enfrentamientos entre peronistas y antiperonistas, y las disputas por la enseñanza laica o libre a fines de la década de 1950.</p>

Vein of Galen malformation (VGM) is a high-flow intracranial vascular malformation, presenting in utero or after birth with a range of initial symptoms. The natural history of untreated VGM is grave, with progressive permanent neurological dysfunction, developmental delay, seizures, intracranial hemorrhage, and death. Presentation varies with age, with more severe manifestations resulting in earlier presentation and poorer outcome. The mainstay of treatment is medical stabilization followed by endovascular embolization. The goal is to reduce flow through the malformation such that normal development can proceed without neurological deficit. The past 20 years have seen great advances both in the technical treatment of the vascular lesion and in the overall prognosis of patients treated for this condition. Key to a good outcome is appropriate selection of patients and treatment by physicians familiar with this pathophysiology.

The history of the fashion industry has been well written as it relates to people who conform to certain physical norms and cultural stereotypes, whereas the inequality in access to the world of fashion has been largely ignored. Despite this lack of coverage, much work has taken place over the centuries to enable people who live with disability to participate in fashionable culture. This book tells that story via perspectives of notable historical figures, events and movements, and continues the discourse with a look at some of the contemporary developments in clothing and fashion. The Intersection of Fashion and Disability takes the long view, from early attempts to conceal ‘unsightly’ bodies of royalty and nobility via creative innovation right through to growing contemporary awareness of inclusive fashion and looking to how future work might be driven by new technology and cultural acceptance.

This chapter reviews the broader principles in the international intellectual property (IP) system that fulfil an indirect integration or conflict resolution function, with a focus on those emanating from and applicable to the Trade Related Aspects of International Property Rights (TRIPS) Agreement. In focusing on Articles 7 and 8 of TRIPS, the chapter builds on prior analysis about the role of these provisions in establishing an agreed, common object and purpose of the principal global IP treaty with relevance beyond TRIPS. In light of the origins and negotiation history of Articles 7 and 8 TRIPS, the chapter shows how these provisions can be applied to integrate ‘external’ objectives and interests via interpretation and implementation. Next, this chapter reviews their very poor record of application in the first twenty years of World Trade Organisation (WTO) dispute settlement. It concludes with suggestions for an appropriate recognition of external norms, objectives, and interests via Articles 7 and 8.

The history of modern Germany has all too readily been seen in terms of an historical process that inevitably led to the horrors of National Socialism. As there are no certitudes in life, however, so there are none in German history. In this book, historian Klemens von Klemperer focuses on what he terms the German Incertitudes--namely, the tensions between a realistic acceptance of disenchantment with the modern world, and an insistence upon reenchantment. Exploring this tension through a critical assessment of the ideas and writings of major German thinkers, von Klemperer seeks to account for both the achievements and the failings of German thought, society, and politics as responses to the challenge of modernity in the first half of the 20th century. In addition to individuals such as Nietzsche, Weber, Spengler, Jünger, Bonhoeffer, and Heidegger, the author considers broader movements and ideas such as the concept of Gemeinschaft and the German expressionists, all in the wider context of Western intellectual currents, Rather than belaboring presumed German deviance from the European norms, von Klemperer explores the reasons why the sense of crisis in the face of modernity was singularly acute among Germans, he traces a spectrum of reactions extending from an acceptance of modern disenchantment to the quest for reenchantment which found an extreme manifestation in National Socialism.

Despite significant attention in recent times, the law of international trade has been remarkably resilient in steering clear of compliance with the demands of justice. The history of the law governing international trade is rooted in forms of coercion and violence designed to promote the interests of powerful states and their multinational enterprises. The first norm of international trade law for the modern state, the principle of freedom to trade, was a rationalization to commit atrocities, including genocide, to promote the interests of European powers and their commercial interests. This problematic history of the law of international trade led governments to promote the wrong values in international trade relations between states. The chapter then examines the international trade order put in place when treaties and positive law became more important and industrial forms of capitalism became ascendant, based on notions of promised-based commitment, providing states with a rationale to ignore notions of justice, disparities in bargaining power, global inequality, and other values. With such norms in effect still today, power is permissibly exercised via a transactional model between states. In this model, trade treaties are all about bargaining. A national or mercantilist conception of market took absolute priority, a conception in which markets are divided up according to power imposed in bargaining. The chapter explains how the contemporary trade treaty suffers from various pathologies because of these historical rationalities imposed on it from these prior eras. The result is a failure of contemporary trade agreements to comply with principles of justice and relatively little concern expressed about this failure.

This chapter advances a “tropological history” of inter-Americanism by showing how foreign words (xenoglossia) became a key poetic device for Wallace Stevens, José Lezama Lima, and Jorge Luis Borges after World War II, at the low ebb of political inter-Americanism. It shows how Stevens’s monumental “Notes Toward a Supreme Fiction” used this device in order to reimagine the poetic identity of the Americas—a gesture resonant with the US Congress’s contemporaneous debates about globalization. While Stevens’s “lingua franca et jocundissima” (his self-designated attempt to fashion a playful, sonorous global language) was rebuked in the United States by nationalistic postwar critics, the chapter demonstrates how it belongs to a rich vein of postwar poetry by Borges and Lezama, who respond to national and insular literary formations with similar turns toward international language norms and the style of “post-symbolism.”

The genre of tragedy, which was introduced to Indian cultures through colonial hegemony, challenged the norms of Sanskrit and other indigenous literatures. This essay explores the tensions that arose with the entry of this ‘newness’, by tracing the reception, influence and assimilation of tragedy in some of the major Indian literatures viz. Bengali, Marathi, Kannada and Hindi. The most influential examples of tragedy were those of Shakespeare, and their modes of structure and characterization, as well as the world view they incorporate, have been debated, adapted, and accepted in different ways by critics, playwrights, and now film makers, through the several stages of Indian colonial and postcolonial cultural history spanning more than a century and half. Among this diversity of approaches to Shakespearean tragedy, the interpolation of a female avenger into many adaptations is singled out as a specifically Indian act of cultural translation.

In the Introduction to this book I posed a series of questions which have woven throughout the chapters, with shifts in emphasis upon each of these questions at different moments in my own narrative of feminism and women’s short story writing. The first of these questions was how do first-, second- and third-wave feminism inform and influence women’s short story writing and, subsequently, how are these differing political moments represented within women’s short story narratives? An interesting avenue into reflecting on this question comes through reading Helen’s Simpson’s short story ‘The Festival of the Immortals’ (2010). Featuring the narrator, Viv Armstrong, and her school friend Phyllis Goodwin, who meet for the first time in fifty years at a book festival, the story explores generational relations and raises questions about what it means to be a woman across the twentieth and twenty-first centuries. Historical boundaries are diminished as the presence of Daniel Defoe, Charlotte Brontë and Virginia Woolf (all of whom are immortal in this tale) is perceived as a normal occurrence. Instead, it is the women’s personal histories that become the significant focus of the story as they reminisce about school days and their life trajectories. This is Volume 5 in the A Cultural History of Hinduism Series. The series spans the temporal frame of 2000 B.C.E. to 2017 through six volumes representing distinctive time periods that each contain an introduction plus eight chapters on eight themes that are applicable across all of the time periods: Sources of Authority; Body and Mind; Social Organization and Everyday Norms; Identity, Difference and Dialogue; Power and Politics; Visual Culture; Lineages and Emerging Exemplars and Movements; and Global Context. Each volume may be read on its own, or the reader can examine similarities and differences over time of each specific theme across the time periods represented by the volumes. Volume 5 focuses on developments in the age of late colonialism (1857-1947), including diverse ways of envisioning Hinduism’s relationships to political, social and technological changes characteristic of the period. It explores authority, tradition and modernity; modern science, Hinduism and the body; regional religious reform; ideologies of a distinctive Indian identity; emerging political discourses and religious revival; the impact of images via new print media on devotion and political symbolism; the reinvigoration of sampradaya, monastic institutions and regional networks; and the global spread of Hindus and Hindu teachings.

Este libro integra, desde un nivel de análisis psicosocial, dos ejes temáticos de gran importancia para la Colombia del siglo XXI: la Construcción de Paz y la Convivencia. La historia de Colombia está vinculada triste y profundamente a múltiples formas de violencia que han dejado secuelas físicas y psicológicas en sus ciudadanos, grupos y comunidades. Los colombianos deben ajustar su cotidianidad a las manifestaciones de la violencia estructural que se presenta con repertorios diferentes a lo largo del territorio nacional ya sea urbano o rural. La violencia estructural y cotidiana se convierte en “lo normal”. Aquello que debería considerarse como un acto o situación transgresora, ocupa el lugar de lo habitual. Quienes viven en contextos de normalización de lo transgresor, ven amenazadas sus posibilidades de resolver de manera pacífica los conflictos, de demostrar altos niveles de empatía hacia quienes sufren, de pensar la realidad más allá del beneficio propio, de respetar acuerdos mínimos que permitan un bienestar colectivo. En conclusión, contextos deshumanizantes como el colombiano facilitan la construcción constante de realidades donde se co-existe pero no se convive con otros, donde prima la violencia y no la Construcción de Paz.

Although endocrine pathology is usually treated in outpatient clinic, intensive care may be required when endocrinopathies are associated with other medical illnesses or reach a state of decompensation. Although endocrine emergencies are quite rare, they are potentially life-threatening, if not recognized promptly and managed effectively. Therefore, every clinician should always be attentive to a possible diagnosis of these complex disorders. The three major diabetic emergencies comprise diabetic ketoacidosis, hyperglycaemic hyperosmolar state, and prolonged hypoglycaemia. Hyperglycaemic crises are characterized by hypovolaemia, electrolyte disturbances, and potentially life-threatening triggers. Hence, airway-breathing-circulation securement, diagnosis and treatment of the underlying condition, and fluid resuscitation are the cornerstones of acute diabetic ketoacidosis/hyperglycaemic hyperosmolar state management. Subsequently, monitoring and correction of electrolyte disturbances and insulin treatment are initiated. Profound hypoglycaemia should be suspected in every coma patient with an indistinct history or treated with insulin or sulfonylurea/meglitinide. This condition warrants an immediate and a sufficiently long administration of glucose, under blood glucose monitoring. Alternatively, glucagon may be injected subcutaneously, or preferably intramuscularly. Hyperglycaemia in intensive care unit patients is associated with adverse outcome which can be prevented via the implementation of glucose control with intravenous insulin. One should hereby target glucose levels to be as close to normal as possible, without evoking unacceptable glucose fluctuations and hypoglycaemia. The classical non-diabetic endocrine emergencies comprise thyroid storm, myxoedema coma, acute adrenal crisis, and phaeochromocytoma. They all pose diagnostic and therapeutic challenges and require specific treatment such as endocrine replacement or blockage therapy. It is important to note that they are occasionally the presenting manifestation in undiagnosed patients. This chapter also briefly discusses amiodarone-induced thyroid dysfunction.

El Acuerdo de Paz entre el Gobierno Nacional y las FARC sin duda se cons-tituye en un hito histórico en la historia de Colombia y de los conflictos armados en el mundo. En últimas, las partes concuerdan en considerar que este es tan solo el inicio de una serie de transformaciones en el ámbito polí-tico, económico y social que se deberán gestar en los años siguientes para el logro de una paz duradera y estable. Por eso, dentro de los puntos más importantes del Acuerdo cobra una gran centralidad la cuestión agraria, bajo el entendido de que las desigualdades históricas que afectan incluso hoy en día principalmente a los campesinos del país han sido el motor de la guerra.Las bases del punto uno, sobre la reforma rural integral, involucran de manera significativa un tema de la mayor importancia: la restitución de tierras a las víctimas del conflicto que tuvieron que abandonar sus predios por causa del conflicto armado. En Colombia, la acción de restitución de tierras ha tenido un desarrollo anterior a la firma del Acuerdo Final y encuentra su origen en la política de reparación integral a las víctimas del conflicto en el marco de los parámetros que ha establecido el Estado para configurar un modelo de justicia transicional.En este contexto, la presente publicación busca aportar a la reflexión sobre la importancia de la restitución de tierras en el país, a partir de la explicitación de sus fundamentos teóricos y normativos, las instituciones jurídicas que la componen y el análisis de los argumentos que permiten defender su razonabilidad dentro de la interpretación constitucional. Lo anterior se efectúa desde la reconstrucción histórica y el contexto social y político en el que emerge, lo que a su vez permite identificar algunas problemáticas y particularidades que van a marcar su diseño, así como los retos que permanentemente enfrenta.El planteamiento central que se defiende es que la acción de restitución de tierras es un componente estratégico de la mayor importancia para el cumplimiento de los objetivos de justicia social que establece el Acuerdo Final y, en esa medida, su capacidad institucional debe ser mantenida y opti-mizada para articularse con los propósitos de la Reforma Rural Integral. En efecto, sus resultados han contribuido al restablecimiento de derechos, a la resolución pacífica de los conflictos sobre el territorio, a establecer sinergias entre las autoridades locales y nacionales con la finalidad de brindar soste-nibilidad a los retornos y mejorar las condiciones de vida de los campesinos y llegar a las zonas donde el Estado no ha tenido una presencia significa-tiva; aspectos que sin duda contribuyen a cimentar las bases de una paz con enfoque territorial. Frente a este planteamiento, el libro no formula propuestas definitivas ni aborda todos los posibles escenarios en los que se requeriría adelantar estos esfuerzos de optimización y articulación. Por el contrario, los temas que lo componen proporcionan una mirada integral de la restitución de tierras desde la que es posible comprender con más herramientas su complejidad y particularidades en el contexto actual. A partir de este presupuesto es posible emprender nuevos esfuerzos investigativos para dar cuenta del alcance de la restitución de tierras en el Pos-Acuerdo. En todo caso, si bien es cierto que el país ha dado un paso importante hacia la paz, aún persisten nuevas situa-ciones de violencia derivadas del conflicto armado, lo que justifica además que se continúe estudiando la relevancia de políticas de reparación a víctimas del conflicto, como en este caso la de restitución de tierras.Aclarado lo anterior, es posible identificar cuatro temáticas que pueden estu-diarse de forma autónoma en cada capítulo, aunque en su conjunto brindan un panorama general de la restitución de tierras en el país.En el primero, se indaga sobre el concepto y la regulación jurídica interna-cional de la restitución de tierras, identificando sus peculiaridades, así como los elementos, que desde una perspectiva de los derechos humanos que los concibe como integrales e interdependientes, tienen la potencialidad de aproximarla, sin desnaturalizarla, al cumplimiento de objetivos de justicia social y redistributiva. El análisis allí efectuado ayuda a esclarecer los puntos de articulación entre esos dos conceptos de justicia, partiendo de la constatación de que una de las principales causas del conflicto armado en el país es la desigualdad social. En ese sentido, la consecución de la paz implicaría no solo la búsqueda de la reparación integral a las víctimas mediante la restitución de las tierras despojadas o abandonadas, sino además la superación de la desigualdad social, lo que implica contrarrestar fenómenos como la concentración de la propiedad. En la segunda y tercera parte se describen la problemática y el contexto en el que surge la restitución de tierras en el marco de la Ley 1448 de 2011. Para tal fin se describen algunos de sus antecedentes inmediatos y se analiza el marco normativo en el que se consagran principios, procedi-mientos e instituciones especiales para el cumplimiento de los objetivos de la restitución de tierras en el contexto de la justicia transicional. De igual manera, se efectúa una reflexión sobre su naturaleza, fundamento y características, dando especial énfasis a su dimensión constitucional. De manera específica se abordan los mecanismos que la componen y en qué medida estos satisfacen los criterios de razonabilidad que exige la justicia transicional. De manera especial se hacen consideraciones sobre la nece-sidad e importancia de instituciones como la focalización de predios, el carácter mixto de la acción, el tratamiento a los terceros y a los ocupantes secundarios y la naturaleza de la jurisdicción especializadaEn el último capítulo se efectúa una caracterización de los propósitos y mecanismos que se establecen en el Acuerdo Final en lo que respecta a la reforma rural integral, para a partir de allí reflexionar sobre el lugar de la restitución de tierras y los retos principales que esta debe superar para constituirse en un vehículo adecuado de los objetivos que este pretende en el escenario actual. Dentro de los principales retos que esto implica se destacan la necesidad de sellar un consenso frente a su legitimidad, nece-sidad e importancia, presupuesto imprescindible de la desactivación del espiral de violencia, así como la necesidad de lograr que las tensiones por el territorio se resuelvan a través de la apertura democrática, el respeto de la cultura y los intereses de las comunidades y la convivencia armónica entre diferentes modelos de desarrollo, dentro de los que se incluye, por supuesto, el de la economía campesina, aspecto que ya incorpora el texto del Acuerdo Final.El derrotero metodológico del libro parte de la identificación de las parti-cularidades jurídicas de la acción de restitución como un procedimiento complejo en el que se describen sus principales etapas y compo-nentes, dándoles sentido a partir de los pronunciamientos de la Corte Constitucional, que precisamente acentúan su estatus superior y afirman la razonabilidad y aceptabilidad de sus mecanismos en el contexto complejo del país y los estándares de la justicia transicional. Esto implica priorizar el enfoque hermenéutico y el análisis jurisprudencial a partir de la consulta y análisis de normas y decisiones judiciales paradigmáticas.De igual manera, en múltiples apartados es posible advertir la revisión, interpretación y sistematización de marcos jurídicos nacionales e inter-nacionales sobre restitución de tierras y acceso a la propiedad rural, útiles para formular hipótesis sobre los contenidos de justicia que esta alberga e interpretar los aspectos del proceso de paz que involucran la cues-tión agraria. Adicional a esto, a partir de entrevistas semiestructuradas a algunos actores políticos, activistas de derechos humanos y funcionarios públicos, y del análisis de documentación oficial y de notas de prensa, se reconstruyen algunos posicionamientos paradigmáticos sobre las temá-ticas abordadas, lo que contribuye a contextualizar el análisis jurídico e institucional. El presente libro se constituye en el informe final de investigación del proyecto “Constitucionalismo global, justicia transicional y multicultu-ralismo” que adelantan Andrés Mauricio Guzmán Rincón, Gustavo José Rojas Páez y José Guillermo Carrillo Ballesteros, profesores adscritos al Centro de Investigaciones Sociojurídicas de la Facultad de Derecho de la Universidad Libre y que involucra el trabajo de los grupos de investi-gación de estudios constitucionales y de la paz y Derecho y sociedad y estudios internacionales. De igual manera, cuenta con la colaboración de los expertos Efraín Cruz Gutiérrez, Mónica Jiménez Amorocho y Nelson Rodrigo Barón Rocha. Parte del contenido de este libro fue publicado previamente en diferentes revistas científicas y capítulos de libro escritos por los autores, donde se exponen algunos resultados parciales de investigación; estos se encuentran disponibles en la web y son de acceso libre a los lectores.
