Vanuatu is one of the Pacific Island countries that consistently raises the issue of alleged human rights violations in Papua at every opportunity at the UN session. On September 27, 2020, Vanuatu, represented by the Prime Minister of the Republic of Vanuatu, Bob Loughman, returned to address the issue related to human rights violations of the Papuan at the 75th UN session. Vanuatu's statement and its reply from the Indonesian diplomat, Sylvany Austin Pasaribu, at the 75th UN session became the spotlight of various media. Detik.com and Kompas.com as online media pioneers and one of the most frequently accessed news sites, were also reported that occurrence. This research aims to find out the differences between those media on packaging its report of Vanuatu after the issue of Papuan human rights violations was raised at the 75th UN General Assembly. The news period under research is from 27 September to 2 October 2020. This research uses qualitative research method with the Zhongdang Pan and Gerald M Kosicki framing analysis model. In this research, Detik.com was more likely to corner Vanuatu. This matter can be seen in terms of quantity and packaging of news. Meanwhile, Kompas.com, didn't put Vanuatu in an advantageous position, but was trying to show balance in its report.

Purpose In March 2015 Vanuatu experienced Tropical Cyclone (TC) Pam, a category 5 cyclone with estimated wind speeds of 250 kph and one of the worst disasters in Vanuatu’s history. Prior to the cyclone, one-third of water in Vanuatu was collected by means of rainwater harvesting systems; around one quarter of these systems were damaged due to the cyclone and no longer functional. The purpose of this paper is to investigate social and organisational complexities in the resilience of water systems in Vanuatu following TC Pam, focussing on rural areas. Design/methodology/approach The resilience of water supply in rural responses to TC Pam was examined using the three following approaches: review of existing documents, a case study of a village and interviews with specialist local and international non-governmental organisation staff working in Vanuatu. Findings People’s reaction to the cyclone and its consequences at the village or community level in Vanuatu was impressive. The capacity of the locals, their involvement in the community and the low level of violence and high level of trust within society contributed to a quicker water supply restoration than expected. Despite severe shortages of water in some areas due to physical vulnerability of the system, the communities dealt with the issue calmly and the country did not experience any chaos due to water shortages. Originality/value The research results provide a benchmark for planners and decision makers in the South Pacific based on the social, organisational and technical dimensions of rural areas in Vanuatu that can be generalised to other countries in the region. This study also recommends potential tools to improve assessment of the role of social capital in fostering water supply resilience.

Abstract (sommario):
This thesis draws upon existing bodies of work on 'place' and 'person ' in Melanesia, but brings them together in a new way. In the anthropological literature on Vanuatu, 'place' has been discussed in relation to colonial history, political economy and effects of the national economy rather than in relation to concepts of the person, as has been done by researchers working in Papua New Guinea and other regions of the Pacific. Personhood in Melanesia has been theorised using concepts of dividuality, individuality, partibility, and degrees of permeability and autonomy. This research suggests that Marilyn Strathern's argument, that for 'Melanesian persons' the distinction between 'individual' and 'society' is not relevant, can be extended to the concepts of 'person' and place. However, these concepts also need to be considered in their specific local history, taking account of V anua La vans' ongoing engagement with modernity, in particular with different forms of individualism. Engagement with Christian individualism, with a singular person's relationship with God, presupposes a moral 'core self that makes a person responsible for their own actions. Capitalist notions of possessive individualism and the simultaneous change from an oral, flexible mode of knowledge transmission to a more rigid written one have also affected Vanua Lavans' understanding. This thesis provides a snapshot of contemporary notions of personhood and a 'Melanesian modernity' in flux, where discontinuities and continuities compete, merge, co-exist, and are moderated by a cultural logic that might be changing itself.

L'archipel mélanésien de Vanuatu est composé d'une multitude d'îles, l'une d'entre elles est Pentecôte. Ce travail est consacré essentiellement à la musique des femmes de l'île. La première partie, décrit le contexte socioculturel, en mettant l'accent sur les musiques qui marquent les moments importants de la vie des habitants. Les cérémonies dans lesquelles ces musiques s'insèrent sont exposées d'après les observations de terrain. La deuxième partie est consacrée aux analyses musicales fondées sur 43 exemples musicaux enregistrés sur un CD joint à ce travail. Ces analyses se concentrent sur les échelles, les intervalles, les structures, puis les rythmes. La dernière partie est consacrée au rôle de la musique dans les échanges cérémoniels. Un parallèle est ainsi établi entre la musique et la monnaie traditionnelle sous forme de nattes rouges, produites exclusivement par les femmes. La musique régie par les droits d'auteur possède un aspect économique qui est étudié ici
The melanesian archipelago of Vanuatu is made up of a multitude of islands, one of them, is Pentecost. This work is essentially devoted to the music of the women of the island. The first part, describes the sociocultural context and emphasizes on the musics which highlight the important moments in the life of its inhabitants. The ceremonies which include these musics are shown through the observations of the daily life. The second part is devoted to the musical analysis. They are based on a 43 musical examples, which are recorded on a CD enclosed with this work. The analysis is focused on the scales, the intervals, the structures and the rythms. The last part studies the role of music in ceremonial exchanges. A parallel is thus established between music and traditional money in the form of red braids, made exclusively by women. Music under the rule of copyright has an economical aspect which is also studied

L'etude chronologique, petrologique et geochimique des echantillons des fosses et des iles a permis de reconstituer l'histoire du systeme arc-fosse des nouvelles hebrides. La formation des fosses a l'arriere de l'arc des nouvelles hebrides est diachrone du sud vers le nord et polyphasee dans plusieurs zones. Elle fait partie integrante de l'arc. Ces fosses doivent donc etre consideres comme des fosses intra-arc. La zone vanikoro a l'extreme nord de l'arc est toutefois particuliere, par la nature du volcanisme qui temoigne de la naissance d'un arc dans cette zone, depuis 2,9 ma. L'ouverture des fosses peut etre liee entre 6,5 et 3,5 ma a des effondrements en bordure du bassin nord fidjien; apres 3,5 ma elle pourrait etre la consequence de la subduction-collision de la ride d'entrecasteaux

Récits familiaux et souvenirs personnels des gens de la côte ouest de Santo (Vanuatu) permettent de reconstruire l'histoire précoloniale de la région et les micro-migrations qui ont conduit à la formation récente du village hétérogène d'Elia ( 1951-1998). Référents majeurs pour se projeter dans le monde alentour, certains éléments du passé, encore visibles (zones d'habitats, jardins) ou narrés (parcours, conflits, échangess), donnent à tous matière à penser leur personne et leur communauté villageoise, révélant leurs liens profonds avec des enjeux fonciers et politiques actuels. Avant la constitution d'Elia, les opinions des leaders locaux influencèrent en partie les choix de chacun, pesant sur les rapports différentiels aux choses du passé (magies, liens avec les montagnards) et à la modernité. Malgré ces constrastes, ses habitants ont appris à former une communauté, où le "faire ensemble" n'annule cependant ni les individualités ni les futurs variés que chacun envisage.

Le Vanuatu, petit pays insulaire du Pacifique Sud, a été de 1887 à 1980 sous la tutelle conjointe de l’Angleterre et de la France. Alors dénommé "condominium franco-anglais des Nouvelles-Hébrides", l’archipel a été le siège d’une micro-communauté de Français. Basée à la fois sur une enquête de terrain durant laquelle ont été recueillis les souvenirs des descendants des planteurs des Nouvelles-Hébrides et sur une recherche d’histoire classique, cette thèse poursuit un double objectif : d’abord remonter aux origines du micropeuplement français en reconstituant le cadre impérial qui rend intelligible la trajectoire des migrants, ensuite se pencher sur les acteurs eux-mêmes, leur parcours passé, les modalités de leur installation et celles de leur enracinement dans le contexte des Nouvelles-Hébrides, de la fin du 19e siècle à l’entre-deux-guerres. La première partie restitue les divers échelons dans lesquels se sont insérées les logiques de l’état français ayant mené à l’installation des migrants. Ce faisant, elle met en évidence la place centrale que les migrants français ont occupée dans la formation du condominium. La deuxième partie retrace au plus près la trajectoire d’individus et familles venus de manière assistée ou spontanée s’installer au Nouvelles-Hébrides pour devenir ou non planteurs. Elle suit d’abord leur processus migratoire en prenant en considération leurs lieux et milieux d’origine ainsi que les différentes étapes traversées avant leur arrivée dans l’archipel. Elle reconstitue ensuite leur parcours d’apprenti planteur aux Nouvelles-Hébrides, depuis leur arrivée jusqu’à leur enracinement. La troisième et dernière partie explore le versant privé du parcours des migrants français. Elle interroge ainsi l’interface sexuelle des relations entre les groupes, se poursuit sur le thème de l’éducation et se clôt sur la question des métis. A la croisée de plusieurs disciplines que sont l'anthropologie, la sociologie et l'histoire, ce travail de thèse se situe à la confluence de trois histoires que sont l'histoire impériale de la France dans le Pacifique Sud, l'histoire locale des ex-Nouvelles Hébrides et l'histoire individuelle ou familiale des migrants Français.

Cette thèse porte sur la place du bislama dans le paysage linguistique de la République du Vanuatu, archipel situé en Mélanésie. Elle se fonde sur une enquête ethnographique menée principalement dans le contexte pluriligue de Port-Vila, la capitale. Elle examine la situation du bislama dans différents champs sociaux que sont la vie politique, la religion, les outils de communication (médias, téléphonie, internet) et l'institution scolaire. Elle analyse les représentations du bislama et les pratiques langagières qui leur sont associées. L'approche met en lumière les idéologies linguistiques qui sous-tendent l'ambivalence des représentations et des usages de la langue nationale par ses locuteurs. L'identification de ces idéologies explique la "reconnaissance non reconnue" du bislama, et permet de montrer la complexité des rapports de pouvopir à l'oeuvre dans un contexte postcolonial où se dessine un conflit pluridiglossique. En filigrane, l'examen de la place de la langue nationale dans le paysage linguistique permet d'aborder les représentations de la nation et le processus d'identification nationale via la pratique d'une langue commune
This dissertation focuses on the place of Bislama in the linguistic lanscape of the Republic of Vanuatu. It is based on ethnographic fieldwork conducted mainly in the multilingual context of the capital Port-Vila. It examines Bislama's situation in different social fields: politics, religion, communication tools (media, telephony, internet) and school. It analyzes the representations of Bislama and language practices associated with it. The approach highlights the linguistic ideologies underlying ambivalence of representations and practices of the national language by its speakers. These ideologies explain the "unrecognized recognition" of Bislama and show the complexity power relations at work in a postcolonial context where pluridiglossic conflict emerges. Implicitly, by examining the importance of the national language, the representations of the nation and the national identification process through a common language are better understood

Informal studies in Vanuatu indicate that ICT training is promoted but centralized in the urban areas (Port Vila and Luganville), with 70 % of the population coming from rural communities to the urban areas just to access the ICT services. ltuani Vocational Skills Centre (VSC) was established in 2015 to take ICT services and training to rural and remote communities, targeting orphans; girls and women; and people with disabilities. Ituani VCT is the first rural training centre to be registered under the Vanuatu Qualification Authority (VQA) to deliver accredited computer courses through outreach program to target rural schools and communities called ICT to schools and communities. // The major challenges experienced in the outreach programme is the travelling situations, since the provinces and islands are scattered in six different provinces, making it difficult and costly to travel by air, sea, and land due to the bad conditions of the roads and sea. To address these challenges, blended learning approaches was identified as key ensure that the rural communities access the digital skills. Given that the trainers at Ituani did not have relevant skills for blended learning, the TVET Professional Development Online Toolkit for the Pacific was used as a basis for upskilling the staff. The Toolkit was developed through collaboration between the Commonwealth of Learning (COL) and the Pacific Centre for Flexible and Open Learning for Development (PACFOLD) with funding from the New Zealand Ministry of Foreign Affairs & Trade. // Project team was set up, project design workshop was held to develop a detailed project plan, relevant stakeholders were identified and included in project activities. The Toolkit was used to identify training gaps among trainers and develop strategies for upskilling the trainers. Baseline data was collected, five(5)trainers including three(3) males and two (2) females were upskilled with support from COL consultants, the trainers conducted training to fifthy (50) learners including thirty (30) women/girls and twenty (20) men/boys using the knowledge and skills acquired for blended learning, and endline data was gathered, and the Vanuatu VQA recognized skills acquired through the outreach programme.

The Government of Vanuatu is undertaking significant primary education reforms, including major curriculum changes, to improve equitable access to and the quality of education. Since 2016, a new primary education curriculum has been introduced by stages, accompanied by a suite of in-service teacher training. The new curriculum promotes teaching practices that support new pedagogies focused on student-centred learning and community support, language transition and class-based assessment practices. These reforms are being supported by the Australian Government, through its Vanuatu Education Support Program (VESP). The Australian Government's Department of Foreign Affairs and Trade (DFAT) has commissioned a study to investigate how the VESP is making a difference to the Government of Vanuatu’s ongoing primary education reforms. This research is part of a multi-year study series undertaken by DFAT's Education Analytics Service to investigate teacher and learning development initiatives in three countries: Lao PDR, Timor-Leste and Vanuatu. The purpose of this summary is to provide a brief overview of findings and recommendations from the first year (2019) of the Vanuatu study.

In 2016 the government of Vanuatu introduced a National Gender Equality Policy. A second phase of the policy will be implemented in 2020–2024. Insights from key informants working on gender in Vanuatu reveal that there have been some positive developments in the first policy phase. A number of challenges remain, however, including limited capacity in a number of key institutions, and resistance to progress caused by prevailing conservative and patriarchal values and beliefs in Vanuatu. In the absence of other legal instruments for LGBTQI+/SOGI equality, perspectives vary on whether this aspect of gender equality should be included in the revised policy.

The Australian Government is supporting the Government of Vanuatu through its Vanuatu Education Support Program (VESP) to undertake long-term education reforms. A key focus of these reforms is the rollout of a new national curriculum in conjunction with the National Language Policy (2012), intended to improve teaching quality and student learning outcomes for students in the primary and early secondary years of education. Part of a multi-year study series, the Education Analytics Service (EAS) is investigating how the VESP is making a difference to these teaching and learning outcomes. The new primary curriculum has been rolled out to schools in stages by year level, starting with Year 1 in 2016, and is accompanied by the distribution of teaching and learning materials and training. The new curriculum facilitates content uniformity and promotes pedagogical approaches, such as student-centred learning, that aim to transform teaching and learning. The National Language Policy is an important change implemented as part of the new curriculum, allowing agreed local languages to be used throughout the primary years as students make the transition to English or French (MoET, 2012). 1 Phases I and II of the VESP have been integral to the design and implementation of the new primary curriculum. In-service training modules have supported the curriculum rollout. VESP also supports the distribution and development of teaching and learning materials as part of the new curriculum. This study has provided the opportunity to investigate teaching quality and student learning outcomes in Vanuatu linked to the rollout of the national curriculum.

The COVID-19 pandemic caused significant disruptions to education systems around the world. Many governments responded abruptly, quickly closing schools and transitioning to home learning. This paper explores the impact of extended school closures due to COVID-19 on teaching and student learning in three countries – Lao People’s Democratic Republic (Laos), Timor-Leste and Vanuatu. This research extends the Australian Government’s Department of Foreign Affairs and Trade (DFAT)’s multi-year Teacher Development Studies, which are commissioned under the Evaluation Analytics Service (EAS). This study series involves the investigation of DFAT-funded teacher development initiatives in Laos, Timor-Leste and Vanuatu to understand the extent to which the investments have improved teaching quality and student learning. In 2021, regular data collection for the study was extended to include COVID-19 impact questions, thereby providing an opportunity to understand a wide range of education stakeholder perspectives on their experience of transitioning and implementing home learning, the impact on teaching practices and student learning, and the level of support teachers were provided during the pandemic.

This document accompanies Frontiers of Sanitation: Engaging men for gender transformative WASH, Part 2, which explores the extent to which engaging men and boys in WASH processes is leading to transformative change in gender roles, attitudes, and sustainable change in reducing gender inequalities across households, communities, organisations, and policy. Practical examples are presented here from Uganda, Zambia, Timor-Leste, Papua NewGuinea (PNG), Solomon Islands, Bangladesh, India, Indonesia, Vanuatu,and Nepal. Each of these examples, all of which are from projects funded by the Australian Government’s Water for Women Fund, describe interventions that employed different gender-transformative approaches to engage with and reach men and boys. They also describe the projects’ successes and challenges.
