This This research is motivated by development problems regarding the implementation of policies from the Unworthy Housing program in Karawang Regency in the achievement of the last four years since 2016 the realization of development has reached 4,113 units of the target of 6,478 according to Regent Regulation N0. 41 of 2017 concerning Harmonization of the 2016-2021 RPJMD. aims to determine the extent to which the Implementation of the Unworthy Housing Program in Karawang Regency in order to reduce improper housing and to alleviate poverty. The method of this research is descriptive. Data collection techniques using observation, interviews and documentation. Technical data analysis begins with the preparation of data obtained from interviews and field documentation, data reduction to summarize or select things to focus on, which are important to look for patterns and themes, triangulation to check the validity of the data and for the final results, draw conclusions. . With 7 research informants including 3 people from the Public Housing and Settlement Areas of Karawang Regency, 1 person from Sirnabaya Village and 3 informants who received direct assistance from the RUTILAHU program in Krajan Village Sirnabaya Village, Telukjambe Timur District . Based on the results of the research, the Implementation of the Unworthy Housing Program in Karawang Regency has been going well, but there are still some internal obstacles fulfillment of the requirements criteria so that development cannot be realized evenly. Penelitian ini dilatarbelakangi oleh permasalahan pembangunan mengenai implementasi program Rumah Tidak Layak Huni di Kabupaten Karawang. Dalam pencapaian empat tahun terakhir sejak Tahun 2016 realisasi pembangunan mencapai 4.113 unit dari target 6.478 sesuai dengan Peraturan Bupati N0. 41 Tahun 2017 Tentang Penyelarasan Penyelenggaraan Rencana Pembangunan Jangka Menengah Daerah Kabupaten Karawang Tahun 2016-2021. bertujuan untuk mengetahui sejauh mana Implementasi Program RUTILAHU di Kabupaten Karawang dalam rangka mengurangi hunian yang tidak layak dan untuk mengentaskan kemiskinan. Metode dari penelitian ini ialah deskriptif. Teknik pengumpulan data dengan menggunakan observasi, wawancara dan dokumentasi. Tekhnis analisis data di awali penyusunan data yang diperoleh dari hasil wawancara dan dokumentasi dilapangan, reduksi data untuk merangkum atau memilih hal-hal yang akan di fokuskan yang pentimg dicari pola dan tema nya, triangulasi untuk mengecek keabsahan data dan untuk hasil selesksi akhir dilakukannya penarikan kesimpulan. Dengan informan penelitan sebanyak 7 orang diantaranya ialah pihak Dinas Perumahan Rakyat dan Kawasan Pemukiman Kabupaten Karawang sebanyak 3 orang, pihak Desa Sirnabaya 1 orang dan dengan para informan yang mendapat bantuan langsung dari program RUTILAHU sebanyak 3 orang yang berada di Kampung Krajan Desa Sirnabaya Kecamatan Telukjambe Timur. Berdasarkan hasil penelitian Implementasi Program Rumah Tidak Layak Huni di Kabupaten Karawang sudah berjalan dengan baik namun masih terdapat beberapa hambatan dalam pemenuhan kriteria persyaratan sehingga pembangunan tidak dapat direalisasikan secara merata.

New York City serves as an entry point for a brief reflection on today’s housing question. Drawing on Friedrich Engels’ inspiring work in the late 19th century, it is argued that some issues he pointed out are still present and have become endemic to the capitalist city, while others have emerged amidst recent economic and health crises. In the US economic growth machine and in one of the global capitals, working-class, vulnerable, and unemployed populations still suffer precarious and unworthy dwelling conditions, and finding a place to live is gradually becoming more complex. With many people struggling after the pandemic, homelessness is also growing. The situation comes after decades of defunding public housing, dismantling rent regulations, and neglecting welfare protections in an increasingly financialized housing market that privileges profits over human rights. However, these issues are not unique to NYC; similar accounts can be found throughout urban geographies worldwide. We need to think locally and globally about the current housing question, improve cooperation across housing justice groups and social movements, and prompt a debate about ways to rethink the tenancy regime alongside the capitalist system that has proven incapable of providing housing for everyone.

This study examines the dimension of drivers in the implementation of the unworthy housing program in Palembang City. Data were analysed using an interactive model which includes three components of the analysis, namely reduction, data presentation, and conclusion drawing. The results showed that based on the planning dimension, the limited amount of budget owned by the government when compared to Mobilization, the socialization carried out was not optimal, the community was quite enthusiastic about participating in the unfit home rehabilitation program in Palembang City by building their own houses. However, development is being carried out quite slowly due to a lack of expertise and due to the busyness of the community making a living. To overcome this, it is necessary to motivate the community to carry out the construction of their houses, including giving wages.

Despite the entry of humanity into the next millennium and the visible progress of civilization in many areas, the basic existential problems of the world population not only could not be solved, but their dynamic development was revealed. One of them turns out to be the housing issue, where millions of people in the world continue to vegetate without shelter. According to the data of the Iusticia et Pax commission, at the end of the last century, nearly a fifth of the world's population was deprived of decent housing conditions. According to the data of the Iusticia et Pax commission, at the end of the last century, nearly a fifth of the world's population was deprived of decent housing conditions, and almost half of the world's population vegetated in slums or ghettos of big cities in conditions unworthy of man (Głod, 2008). Nowadays, homelessness has become an important social problem, mutually intertwining in cause and effect with unemployment, poverty and many other social pathologies, such as alcoholism, drug addiction, venereal diseases and HIF, family breakdown and crime. On a global scale, the problem is exacerbated by epidemics (Covid-19),war cataclysms and mass displacement of people. The phenomenon of homelessness occurs both in poor and rich societies, being the subject of research interest in such disciplines as sociology, economics, law, psychology, social policy or social work. Experts from various disciplines try to name this problem in various ways, but the dozen of the presented definitions do not change the fact that the concept of homelessness is generally legible in the social perception, which is why the author decided to omit numerous definitions and typologies of the phenomenon, as not very useful in the framework of the assumptions of this study ,accepting homelessness as a negation of the basic human right, i.e. the right to have a stable and safe place of existence. The main assumption here is an attempt to show and evaluate the work of social services in specific Polish conditions. The main research problem for the author is the answer to the question whether and how three selected charities cope with the current socio-political and economic situation.

The public housing crisis became politically salient during and after the 2011 Tents Protest in Israel. Alongside demands from the young largely Jewish middle class to restore the economic order, many women in poverty took to the streets hoping to affect a change in the neoliberal course. This protest extended beyond the summer of 2011, and it was there where Gal the ‘researcher’ and Riki the ‘activist’ met. During our joint endeavour we wondered; how do women in poverty become activists and what incentivizes them to turn their personal struggle into a political collective act? This paper stems from our decision to bring together our respective knowledge and experience to the benefit of the struggle. Using life stories as our method we track the personal histories of women in poverty in order to better understand their journey away and towards home, and how the interpretation and conceptualization of their predicament has shaped their struggle. Theoretically, we employ the distinction offered by James Tully between civil/modern and civic/diverse modes of citizenship. By bringing the women’s voices to the fore and listening to what they say, we demonstrate first, how being disappointed by trailing the civil path to rights, they differ to the civic mode of citizenship; and, second, how by diversifying their forms of citizenship performance they re-constitute themselves as worthy, deserving citizens. We thus argue against common interpretations of people in poverty as irrational, apathetic and passive citizens, lacking the right(s) repertoire to fight against their social marginalization and being unworthy of their legal entitlements as citizens.

Jim is a comedy short film in YouTube. This short film is produced by Chris Black. Jim short film talks about a young Black American boy named ‘Charles’, he experienced an implicit racism in his class. The main topic of this paper is the racism action towards the main character. The research problems of this paper are the levels of racism that experienced the Black American child and what is the negative impact of racism to Black American child that depicted by a differential opportunities that got by Charles. The theory that used in this paper is the theory levels of Racism by Camara Phyllis Jones. Camara Phyllis Jones defined racism as a structure of opportunity (education, housing, jobs, justice) also assigning value (worthy or unworthy, full of potential or full of menace) established on the social interpretation of race that made a disadvantage impact on the individual and communities victim, weaken the power of the all society by the waste of human source. For the methods that used is the descriptive qualitative methods. The goals of this paper are to know the levels of racism that experienced by the Black American child and to understand the negative impact of the racism. In this film Charles experienced a three levels of racism, specifically are the institutionalized, personally mediated, and internalized. The entire of the three levels of racism gives a negative impact to the Charles’s mental health and personality. On this paper the authors found that the racial discrimination that got by Charles made a several impact to Charles’s mental health and personality. It proves that a racial discrimination is giving a bad impact to the victim.

Abstract: The poor community is a condition in which the community does not have adequate facilities and infrastructure and an adequate environment, with the quality of housing and settlements far below the eligibility standard and uncertain livelihoods covering all multidimensional dimensions. The Pasiran Village Office, Sei Dadap District, is one of the agencies located in the Pasiran area, Sei Kamah. Where the Pasiran Village Hall Office carries out activities to distribute assistance to village communities who are declared to be underprivileged or have low incomes below 3.5 million. With such a large number of village people, an in-depth analysis is needed to determine which poor people are entitled to receive Non-Cash Food Assistance from the government. The solution to this problem is to use data mining with the Naïve Bayes algorithm for data classification. Data mining is the science of extracting information by utilizing data sets to obtain valuable information with a large enough data size through the process of extracting data or filtering data. The classification application uses the naïve Bayes algorithm used at the Pasiran Village Office to produce a classification of beneficiaries, namely Worthy and Unworthy based on the attributes of Citizenship, Family Group, ASN Status, and Having a Healthy Family Card. Keywords: data mining; naïve bayes; classification, beneficiary Abstrak: Masyarakat miskin merupakan suatu kondisi dimana keadaan masyarakat yang tidak memiliki sarana dan prasarana serta lingkungan yang memadai, dengan kualitas perumahan dan pemukiman yang jauh dibawah standar kelayakan serta mata pencaharian yang tidak menentu yang mencakup seluruh multidimensi. Kantor Balai Desa Pasiran Kecamatan Sei Dadap merupakan salah satu instansi yang berada di daerah Pasiran, Sei Kamah. Dimana Kantor Balai Desa Pasiran melakukan kegiatan pembagian bantuan terhadap masyarakat desa yang dinyatakan kurang mampu atau memiliki penghasilan rendah dibawah 3,5 juta. Dengan jumlah masyarakat desa yang begitu banyak, diperlukan analisis yang mendalam untuk menentukan masyarakat tidak mampu yang berhak untuk mendapatkan Bantuan Pangan Non Tunai dari pemerintah. Solusi dari permasalahan tersebut adalah menggunakan data mining dengan algoritma naïve bayes untuk klasifikasi data. Data mining merupakan suatu ilmu untuk menggali informasi dengan memanfaatkan kumpulan data untuk mendapatkan berbagai informasi yang berharga dengan ukuran data yang cukup besar melalui proses penggalian data atau penyaringan data. Aplikasi klasifikasi menggunakan algoritma naïve bayes yang terapkan pada Kantor Balai Desa Pasiran menghasilkan klasifikasi warga penerima bantuan yaitu Layak dan Tidak Layak berdasarkan atribut Kewarganegaraan, Golongan Keluarga, Status ASN dan Memiliki Kartu Keluarga Sehat. Salah satu yang menunjukkan skala kesejahteraan bagi masyarakat yaitu rumah layak huni, akan tetapi kenyataannya di Kabupaten Tuban masih ditemukan permasalahan tentang perumahan yang belum terjangkau untuk masyarakat menengah kebawah. Permasalahan pemukiman dan perumahan merupakan salah satu tolok ukur menentukan standar kemiskinan. Sehingga Pemerintah Kabupaten Tuban melalui Dinas Perumahan Rakyat dan Kawasan Pemukiman Kabupaten Tuban, mengacu pada Peraturan Menteri Sosial Nomor 20 Tahun 2017 Tentang Rehabilitasi Sosial Rumah Tidak Layak Huni dan Sarana Prasarana. Program Rehabilitasi Rumah Tidak Layak Huni merupakan bantuan diperuntukkan masyarakat berpenghasilan rendah yang bertujuan meningkatkan taraf hidup menjadi lebih baik juga memberikan kesejahteraan bagi masyarakat menengah ke bawah. Penelitian ini menggunakan metode kualitatif dengan fokus penelitian menggunakan teori (Agustino, 2017) meliputi sumber daya aparatur, kelembagaan, sarana prasarana dan teknologi, finansial, serta regulasi. Teknik pengumpulan data dilakukan dengan menggunakan data primer dan sekunder. Melalui buku-buku, jurnal, skripsi, regulasi, dokumentasi dan wawancara yang ditambahkan untuk mendeskripsikan. Hasil penelitian menunjukkan evaluasi Program Rehabilitasi Rumah Tidak Layak Huni di Kabupaten Tuban sejak 2007 berjalan dengan baik ditunjukkan dengan target realisasi pelaksanaan program tahun 2016 hingga tahun 2020 mencapai 5.276 unit. Namun demikian hasil temuan menunjukkan belum optimal. Terbukti dengan masih terbatasnya sumber daya aparatur untuk tenaga teknis dan tenaga pengawas di Dinas Perumahan Rakyat dan Kawasan Permukiman. Selanjutnya indikator koordinasi yang dilakukan belum menyeluruh hingga ke 20 kecamatan. Kemudian belum terpenuhinya indikator sarana prasarana teknologi dalam mendukung kinerja program rehabilitasi rumah tidak layak huni di kabupaten tuban. Kata Kunci: Perumahan Rakyat, Evaluasi Program, Rumah Tidak Layak Huni One shows the scale of welfare for the community, namely a liveable house, but in reality, in Tuban Regency, there are still problems regarding unreached housing for the middle to lower class. Settlement and housing problems are one of the benchmarks in determining poverty standards. The Tuban Regency Government, through the Public Housing and Settlement Area Office of Tuban Regency, refers to the Minister of Social Affairs Regulation Number 20 of 2017 concerning Social Rehabilitation of Unworthy Houses and Infrastructure. The Rehabilitation Program for Unfit for Living Houses is an aid intended for low-income people to increase their standard of living for the better and provide welfare for the middle to lower class communities. This research uses qualitative methods with a research focus using theory (Agustino, 2017) covering apparatus resources, institutions, infrastructure and technology, finance, and regulations. Data collection techniques are carried out using primary and secondary data through books, journals, theses, and regulations. Documentation and interviews were added for description. The results showed that the evaluation of the Rehabilitation Program for Unfit for Living Houses in Tuban Regency since 2007 has been going well, as indicated by the realization of the program implementation target from 2016 to 2020, reaching 5,276 units. However, the findings show that it is not optimal. It is proven by the limited resources of the apparatus for technical personnel and supervisors in the Public Housing and Settlement Areas Service. Furthermore, the coordination indicators carried out were not comprehensive in up to 20 districts. The indicators of technology infrastructure have not yet been fulfilled in supporting the performance of the rehabilitation program for unfit for habitation in Tuban Regency. O presente estudo visa trazer informações à luz dos direitos humanos, referentes a situação das camadas mais vulnerabilizadas da sociedade: a população em situação de rua. Por meio da evolução da sociedade brasileira, o texto objetiva demonstrar as desigualdades sociais como fato intrínseco do desenvolvimento do Brasil, vez que ela existe desde o descobrimento, pelos povos europeus, e que, posteriormente, influenciou na formação das favelas e no grande contingente de pessoas nas ruas. Mesmo com o progresso histórico das políticas públicas e dos programas sociais até os dias de hoje, ainda que, com reconhecimento internacional, as camadas na extrema pobreza não recebem toda a ajuda necessária, ficando em situações de dificuldade, não possuindo itens básicos para a sobrevivência, como alimentação, água potável, etc., vez que não possuem moradia, e os que possuem, não contam com uma estrutura adequada para uma vida entendida como digna. Desta forma, a pesquisa busca investigar quais seriam as razões para que elas não abarquem os que realmente precisam, deixando-os ficar em situações degradantes e indignas. ABSTRACT This study aims to bring information to the light of human rights, regarding the situation of the most vulnerable layers of society: the street population. Through the evolution of Brazilian society, the text aims to demonstrate social inequalities as an intrinsic fact of the development of Brazil, since it exists since the discovery, by the European people, and which later influenced the formation of slums and the large contingent of people on the streets. Even with the historical progress of public policies and social programs until today, even though, with international recognition, the layers in extreme poverty do not receive all the necessary help, staying in situations of difficulty, not having basic items for survival, such as food, drinking water, etc., since they do not have housing, and those who do, do not have an adequate structure for a life understood as worthy. This way, the research seeks to investigate what would be the reasons for them not to embrace those who really need it, leaving them in degrading and unworthy situations. Keywords: Human Rights. La politique de logement en Algérie, longtemps négligée dans les études juridiques malgré son importance, est mise en lumière. Son évolution historique, marquée par des pratiques coloniales discriminatoires, ainsi que les réformes post-indépendance visant à corriger ces inégalités, avec un accent particulier sur le logement social, sont soulignées. À partir des années 1980, le secteur privé a été progressivement intégré à la politique de logement, sous l'influence d'institutions internationales. L'étude se focalise sur le cadre juridique algérien, sans effectuer de comparaison avec d'autres systèmes, et adopte une approche interdisciplinaire pour analyser les dimensions juridiques et socio-économiques. Cependant, des difficultés sont rencontrées en raison du manque de recherches doctrinales et de données fiables.Cette recherche interroge la cohérence et l'efficacité des lois sur le logement en Algérie, souvent coûteuses pour l'État, et explore des alternatives telles que les partenariats public-privé. Elle met en évidence l'ambiguïté du cadre juridique, où le droit au logement, bien qu'inscrit dans la Constitution, demeure principalement symbolique. L'étude est structurée en deux parties : une analyse du cadre juridique et une évaluation critique des politiques de logement, avec des propositions de réformes pour améliorer leur cohérence et efficacité.L'évolution de la politique du logement en Algérie a été marquée par la diversité des stratégies adoptées, dominées par un acteur central : l'État. Après l'indépendance, l'État a pris en charge la politique du logement de manière exclusive, une situation justifiée par le contexte post-colonial. Toutefois, avec le temps, cette domination étatique a montré ses limites, rendant nécessaire l'implication d'autres acteurs. Le désengagement progressif de l'État visait à instaurer une coopération avec le secteur privé, mais celui-ci n'était pas suffisamment préparé pour prendre le relais, ce qui a complexifié l'application des politiques et la législation en matière de logement.Le changement de cette politique est également influencé par des questions budgétaires. Les investissements massifs dans la construction de logements ont entraîné des coûts financiers exorbitants, nécessitant des réformes. Il est de plus en plus reconnu que l'État ne peut plus être l'unique fournisseur de logements. Une approche plus diversifiée et coopérative est prônée, bien que les tentatives de changement soient marquées par des ambiguïtés et des résistances.La politique de logement en Algérie, malgré des investissements considérables et une volonté affichée de répondre aux besoins en logements, montre des limites en termes d'efficacité et de viabilité financière. Bien que des efforts aient été faits pour combler le déficit de logements, les résultats n'ont pas répondu aux attentes, et la politique est souvent perçue comme coûteuse et mal adaptée, persistant malgré des obstacles récurrents.Contrairement à la tendance mondiale vers des politiques néolibérales, l'Algérie a choisi de maintenir une politique sociale forte, en particulier dans le domaine du logement. Bien que cette approche soit reconnue par certaines organisations internationales, elle devient de plus en plus difficile à soutenir financièrement et à rendre véritablement efficace. Cette persistance suscite des critiques, certains estimant que la politique de logement sert davantage des intérêts politiques que ceux des citoyens.La complexité administrative, les réglementations multiples, et le manque de contribution significative des juristes algériens freinent également le progrès. The housing policy in Algeria, long overlooked in legal studies despite its importance, is brought to light. Its historical evolution, marked by discriminatory colonial practices, as well as post-independence reforms aimed at addressing these inequalities with a particular focus on social housing, are highlighted. Since the 1980s, the private sector has been gradually integrated into housing policy, under the influence of international institutions. The study focuses on the Algerian legal framework without comparing it to other systems, and adopts an interdisciplinary approach to analyze the legal and socio-economic dimensions. However, challenges arise due to the lack of doctrinal research and reliable data.This research questions the coherence and effectiveness of housing laws in Algeria, which are often costly for the state, and explores alternatives such as public-private partnerships. It highlights the ambiguity of the legal framework, where the right to housing, although enshrined in the Constitution, remains largely symbolic. The study is structured in two parts: an analysis of the legal framework and a critical evaluation of housing policies, with reform proposals to improve their coherence and effectiveness.The evolution of housing policy in Algeria has been marked by the diversity of strategies adopted, dominated by a central actor: the state. After independence, the state exclusively controlled housing policy, a situation justified by the post-colonial context. However, over time, this state dominance has shown its limits, making the involvement of other actors necessary. The state's gradual withdrawal aimed to establish cooperation with the private sector, but the latter was not sufficiently prepared to take over, complicating the implementation of policies and housing legislation.This policy shift is also influenced by budgetary concerns. Massive investments in housing construction have led to exorbitant financial costs, necessitating reforms. It is increasingly recognized that the state can no longer be the sole provider of housing. A more diversified and cooperative approach is being advocated, although attempts at change are marked by ambiguities and resistance.The housing policy in Algeria, despite considerable investments and a clear intent to meet housing needs, shows limitations in terms of efficiency and financial sustainability. While efforts have been made to address the housing deficit, the results have not met expectations, and the policy is often perceived as costly and poorly adapted, persisting despite recurring obstacles.Unlike the global trend towards neoliberal policies, Algeria has chosen to maintain a strong social policy, particularly in the housing sector. Although this approach is recognized by some international organizations, it is becoming increasingly difficult to sustain financially and to make truly effective. This persistence has drawn criticism, with some arguing that the housing policy serves political interests more than those of the citizens.Administrative complexity, multiple regulations, and the lack of significant contribution from Algerian legal scholars also hinder progress. Housing law in Algeria is underdeveloped, making it urgent to rethink the policy in depth. It is essential to integrate new economic actors and to better structure the legal framework of the sector to ensure a more sustainable and effective future

In Canada, an unacceptable number of women live below the poverty threshold. Some subgroups of women, such as Indigenous, visible minorities, immigrants and refugees, older adults, and single mothers are more likely to live in poverty, as they face multiple systemic barriers preventing their financial stability. Further, socioeconomic status, employment, gender, and access to healthcare and social services negatively impact women’s well-being and health. Yet little is known about how these factors affect healthcare behaviours and experiences for women living on a low income. Our goal is to describe and understand how gender and income influence access to healthcare and social services for women living on a low income. Methods: Partnered with a not-for-profit organization, we explored the experiences of women living on a low income in Kingston, Canada. Using participatory, art-based research and hermeneutic phenomenological approaches, our data collection methods included photovoice, semi-structured interviews and culture circles. A purposive sample was recruited. Analysis was conducted following the social determinants of health framework by Loppie-Reading and Wien. Results: Participants perceived the healthcare and social services systems as unnecessarily complex, disrespectful, and dismissive–one where they are mere spectators without voice. They do not feel heard. They also identified problematic issues regarding living conditions, housing, and fresh food. Despite these experiences, participants are resilient and optimistic. Implications: Learning from participants has indicated priority issues and potential, pragmatic solutions to begin incremental improvements. Changing system design to enable self-selection of food items is one example. Conclusion: For an individual to feel others view them as unworthy of care, especially if those ‘others’ are the care providers, is ethically and morally distressing–and it certainly does not invite system-use. While our early findings reveal considerable system improvements are required, we are inspired by and can learn from the strength of the participants.
