Abstract. South Australia is the driest state in the driest inhabited country in the world, Australia. Consequently, water is one of South Australia's highest priorities. Focus on water research and sources of water in the state became more critical during the Millenium drought that occurred between 1997 and 2011. In response to increased concern about water sources the South Australian government established The Goyder Institute for Water Research – a partnership between the South Australian State Government, the Commonwealth Scientific and Industrial Research Organisation (CSIRO), Flinders University, University of Adelaide and University of South Australia. The Goyder Institute undertakes cutting-edge science to inform the development of innovative integrated water management strategies to ensure South Australia's ongoing water security and enhance the South Australian Government's capacity to develop and deliver science-based policy solutions in water management. This paper focuses on the integrated water resource assessment of the northern Adelaide region, including the key research investments in water and climate, and how this information is being utilised by decision makers in the region.

ABSTRACT BP is investing $A1.43B and drilling four exploratory wells in the hope of discovering a new deep-water oil and gas province in the Great Australia Bight (GAB). The GAB is one of Australia's most valuable marine ecosystems. It supports globally significant populations of seabirds and marine mammals, diverse and endemic benthic assemblages and important fishing, aquaculture and ecotourism industries. Two research agencies (CSIRO, South Australian Research and Development Institute) and two universities (University of Adelaide, Flinders University of South Australia) recently entered into a collaborative research partnership with BP Australia to undertake an integrated study of the ecological processes and socio-economic importance of the GAB. Uniquely, this four year $20M research program is being undertaken during the exploration phase and conducted as a single integrated program. The Research Program is comprised of seven themes: physical oceanography; pelagic ecosystem and environmental drivers; benthic biodiversity; ecology of iconic and apex predators; petroleum geology and geochemistry; socio-economic values; and data integration and ecosystem modelling. Sixteen inter-related projects are being undertaken by some of Australia's leading marine scientists and will involve at least seven post-graduate Ph.D. students. Scientific quality assurance is provided by a review process that involves an Independent Science Panel and BP's international Subject Matter Experts. Ecological data collected during the study will be publically available. Findings will be presented to stakeholders and regulators and published in technical reports and scientific papers throughout the course of the program. The program is one of the few whole of system studies ever undertaken in Australia and is the first large-scale, integrated study of the ecosystems, resources and socio-economic values of the GAB. The approach has several advantages over undertaking discrete projects on key issues near the start of the production phase.1)BP Australia's financial contribution has leveraged significant investment from the other partners.2)Establishing baseline environmental conditions during the exploration phase provides the opportunity to conduct temporally replicated analyses of the ecosystem prior to commencement of production, should it occur.3)Engaging with the local scientific community builds on the existing knowledge base and working relationships with stakeholders and will assist the development of relevant local scientific capability.4)An integrated program provides for efficient development and validation of whole of system (i.e. ecological and socio-economic) models that elucidate interconnections among components of the system and can inform decisions regarding future development and predict, monitor and assess potential future impacts.

Charles Sturt University has operated an airborne multispectral imaging system as a research support and management tool over south-eastern Australian crops since 1994. Our experiences have demonstrated the utility, timeliness and cost-effectiveness of qualitative multispectral imagery for monitoring and managing spatial variability in a range of agricultural crops, yet to date the technology remains underutilised in Australia. Images showing variations in the texture of soils in paddocks are a useful indicator of the location of different soil zones for soil sampling, and can assist in siting of treatment plots within paddocks. Multispectral imagery can be used for a synoptic assessment of early weed pressure in fallow paddocks or seedling crops. Locating variability in crop emergence and, later, canopy vigour and biomass, are all potentially means of undertaking precision farming without the capital investment associated with yield mapping. However, like any remote monitoring tool, follow-up ground-truthing must always be used to establish or confirm the causes of observed variability. The use of the technology as part of a greater data acquisition strategy is recommended.

This article, written by JPT Technology Editor Chris Carpenter, contains highlights of paper SPE 202210, “Future Roles for Natural Gas in Decarbonizing the Australian Electricity Supply Within the NEM: Total System Costs Are Key,” by Stephanie Byrom, University of Queensland; Geoffrey Bongers, Gamma Energy Technology; and Andy Boston, Red Vector, et al., prepared for the 2020 SPE Asia Pacific Oil and Gas Conference and Exhibition, originally scheduled to be held in Perth, Australia, 20–22 October. The paper has not been peer reviewed. Electricity systems around the world are changing, with the Paris Agreement of 2015 a catalyst for much current change. The Australian government ratified the agreement by committing to 26–28% emissions reductions below 2005 levels by 2030. Reduction in emissions from electricity generation has become the focus of these targets. To decarbonize the grid to meet targets while building firm, dispatchable generation capacity to support the system, a new metric is required to measure success. The complete paper explores the outputs of the model of energy and grid services (MEGS), illustrating outcomes if a single technology group is favored. Introduction The majority of electricity in the Australian National Energy Market (NEM) is provided by synchronous thermal power generation, which also has delivered services required for grid stability such as inertia and frequency control. The NEM commenced operation in December 1998 and includes five regional market jurisdictions: Queensland, New South Wales (including the Australian Capital Territory), Victoria, South Australia, and Tasmania. In 2020, the NEM incorporated approximately 40,000 km of transmission lines and cables, connecting approximately 57 GW of generation capacity to consumers. This thermal generation mostly has consisted of coal- and gas-based technologies. Electricity grids are also changing from largely centralized electricity generation systems to more decentralized ones and from unidirectional electricity flows to bidirectional flows as part of the effort to reduce emissions. However, with increasing penetration of variable renewable energy (VRE) generation, it is important to plan for and manage generation-asset investment to track the lowest possible total system cost and highest reliability path to a low-emissions future. A Competent, Diverse Grid A competent electricity grid is one that can keep the lights on, so to speak, within the legislated tolerance for outages and performance. A competent grid is adequate, reliable, secure, operable, and robust against externally driven disruptions. In practice, the reliability of the electricity grid often seems to be taken for granted; however, it is an essential element of the modern economy, and, with a changing grid, reliability is increasingly important. When a decision must be made to build or replace an individual power plant, stakeholders (individual investors) have traditionally considered the levelized cost of energy (LCOE) of the alternative generation options, which di-vides the total cost of an installation or plant by the kilowatt-hours it produces over its lifetime. However, metrics such as LCOE, based on grid-independent formulae to help power plant investors to maximize returns, are inappropriate for comparing technologies that deliver and demand a complex menu of services specific to the grid. A different metric is required to evaluate each technology’s contribution to the grid.

In his analysis of ‘paranoid nationalism’, Hage (2003: xii, 2) coins the figure of the ‘white worrier’ to identify how white Australians marginalized by the inequalities of economic rationalism and globalization displace their anxieties onto even weaker ‘others’, Aboriginal people and migrants, particularly refugees. Hage’s ideas are applied to the discourses used by young South Australians when they discuss Australian multiculturalism, immigration and reconciliation. Hage’s suggestion that white worrying is the response of the white working class male to his economic and ideological marginalization is only partially supported in this sample of young people. While those from non-English speaking and Indigenous backgrounds are much less likely to be ‘paranoid nationalists’, fear and loathing of the other are expressed across the socio-economic spectrum of young ‘white’ Australians, with exposure to a university education, either on the part of respondents or their parents, being the main antidote to hostile attitudes to the ‘other’.

Background: Australia has mounted an effective response to HIV and AIDS by investing in evidence-informed policy. Recently, in response to increases in HIV in some states in Australia, the New South Wales Department of Health set up a ‘think tank’ to examine differences in epidemiological and behavioural data, policies, strategies and community responses in order to account for state-based differences and ensure an effective ongoing response to HIV. Methods: The National Centre in HIV Social Research undertook key informant interviews with major stakeholders to help understand differences in responses by the three states most affected by HIV in Australia – Queensland, New South Wales and Victoria. In parallel, the Australian Federation of AIDS Organisations completed an analysis of the investments in HIV-prevention activities targeting gay men in all jurisdictions in Australia. The Australian Federation of AIDS Organisations also analysed the strategic contexts and government responses to HIV in the three states. Results: There were significant differences between New South Wales, Queensland and Victoria in the way the HIV partnership functions. Type of prevention strategy and level of financial investment in prevention activities appear to be related to the effectiveness of the ongoing response to HIV. Conclusions: An active commitment to and adequate resourcing of HIV prevention by all stakeholders in the HIV partnership – government and non-government departments, researchers and gay community organisations – is crucial if Australia is to respond effectively to HIV among gay and other men who have sex with men.

Objective: We examined current pathways of training for junior clinical academic psychiatrists in Australia. An initiative of the School of Psychiatry, University of New South Wales, is described from the perspective of two junior clinical academics. Conclusions: Australia has limited defined clinical academic pathways for psychiatrists when compared internationally. Numerous challenges for junior psychiatrists entering academia include tensions between clinical and academic roles, reduced remuneration, difficulty building a competitive track record and a scarcity of funding. Potential solutions lie with universities and local health districts partnering to fund clinical academic roles and offering flexible entry points across specialty training. Fostering research engagement in junior psychiatrists will develop the next generation of clinical academics with benefit for clinical and academic domains.

Charles Albert Edward Fenner (1884?1955) was educated in Melbourne but spent the major part of his working life in South Australia, first as Superintendent of Technical Education and later as Director of Education, holding the latter post during the difficult years of the Second World War. He is best remembered for his role in the establishment of Geography as a university discipline and for his landform studies. He brought together earlier work on the tectonics of the Gulfs region of South Australia and introduced the term ?shatter belt' to describe the complex of horsts and sunken blocks. He noted evidence pointing to recent and continuing earth movements, and suggested that such earth movements were responsible for the westerly diversion of the River Murray at Chucka Bend. He also conceived a hypothesis of ?double planation' in explanation of the morphology of the Mt Lofty Ranges.

Trade facilitation refers to the simplification and harmonisation of international trade procedures to assist the movement of goods. It is a key factor for international trade efficiency and the economic development of countries. It has gained world prominence and recognition under the World Trade Organization's (2015) Trade facilitation agreement. Trade facilitation obstacles are now considered bigger barriers to trade than tariffs and quotas. Developing countries are increasingly looking at trade facilitation measures to enhance administrative efficiency and effectiveness, reduce costs and time to markets, and increase predictability in global trade. But how is Australia positioned to assist countries with this transition? The Gearing up for trade evaluation assessed the effectiveness of Australia's support for trade facilitation in Asia and the Pacific, and examined whether the investments have assisted partner countries to better integrate with regional and global economies. The evaluation focussed on four major Department of Foreign Affairs and Trade (DFAT) trade facilitation investments and found that they have been effective in addressing capacity issues, encouraging pro-poor outcomes, and exemplify good global practice. To assist with future programming, the evaluation recommended some practical improvements to the DFAT program and investment managers in the use of integrated approaches, private sector engagement, gender equality and women's economic empowerment, and monitoring and evaluation.

Objective The aim of the present study was to quantify and understand the utilisation of linked hospital data for research purposes across Australia over the past two decades. Methods A systematic review was undertaken guided by the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) 2009 checklist. Medline OVID, PsycINFO, Embase, EconLit and Scopus were searched to identify articles published from 1946 to December 2014. Information on publication year, state(s) involved, type of data linkage, disease area and purpose was extracted. Results The search identified 3314 articles, of which 606 were included; these generated 629 records of hospital data linkage use across all Australian states and territories. The major contributions were from Western Australia (WA; 51%) and New South Wales (NSW; 32%) with the remaining states and territories having significantly fewer publications (total contribution only 17%). WA’s contribution resulted from a steady increase from the late 1990s, whereas NSW’s contribution is mostly from a rapid increase from 2010. Current data linkage is primarily used in epidemiological research (73%). Conclusion More than 80% of publications were from WA and NSW, whereas other states significantly lag behind. The observable growth in these two states clearly demonstrates the underutilised opportunities for data linkage to add value in health services research in the other states. What is known about the topic? Linking administrative hospital data to other data has the potential to be a cost-effective method to significantly improve health policy. Over the past two decades, Australia has made significant investments in improving its data linkage capabilities. However, several articles have highlighted the many barriers involved in using linked hospital data. What does this paper add? This paper quantitatively evaluates the performance across all Australian states in terms of the use of their administrative hospital data for research purposes. The performance of states varies considerably, with WA and NSW the clear stand-out performers and limited outputs currently seen for the other Australian states and territories. What are the implications for practitioners? Given the significant investments made into data linkage, it is important to continue to evaluate and monitor the performance of the states in terms of translating this investment into outputs. Where the outputs do not match the investment, it is important to identify and overcome those barriers limiting the gains from this investment. More generally, there is a need to think about how we improve the effective and efficient use of data linkage investments in Australia.

Beneficiaries of British slavery were present in colonial Victoria and provincial South Australia, a link overlooked by successive generations of historians. The Legacies of British Slave-ownership database, hosted by University College, London, reveals many people in these colonies as having been connected to slave money awarded as compensation by the Imperial Parliament in the 1830s. This article sets out the beneficiaries to demonstrate the scope of exposure of the colonies to slavery. The list includes governors, jurists, politicians, clergy, writers, graziers and financiers, as well as various instrumental founders of South Australia. While Victoria is likely to have received more of this capital than South Australia, the historical significance of compensation is greater for the latter because capital from beneficiaries of slavery, particularly George Fife Angas and Raikes Currie, ensured its creation. Evidence of beneficiaries of slavery surrounds us in the present in various public honours and notable buildings.

The study surveys contributions of intrapreneurial leadership to institutional sustainability particularly, federal universities in the south-south region, Nigeria. Institutional leadership and visionary leadership are both consonant to this study. Descriptive statistics and multiple regressions were used in analyzing the data obtained, aided with statistical package for social science. Obviously, federal universities with more academic programmes enjoyed increase in internally generated revenue (IGR) through fee and other charges. There appeared clear indications that universities with some unique programmes are favoured by donators and sponsors. Internally generated revenues by the universities do not necessarily result from so much diversified investments even though those ventures have their revenue contributions. Federal government should inject more funds into infrastructural development in both physical and human forms with more programmes introduced into universities to achieve the objectives, which gave birth to them. The various ventures entered into by the leadership (intrapreneurship) of the universities should be devoid of personal and political sentiments both in the appointment of management teams and financial prudency. Consequently, succeeding administrations should make effort to improve on the vision of inherited venture projects. University managers and administrators should work harder in sourcing for more funds through donors and collaborations while they remain resolutely focused without getting funds diverted.

The previous Abbott government had prioritized a general attitude to foreign policy captured by the phrase “Jakarta not Geneva,” which signified a preference for bilateral or minilateral interactions with the region rather than United Nations-based multilateralism. With Julie Bishop MP as Australia’s first female foreign minister, the Coalition also prioritized economic diplomacy, as exemplified by the repeated refrain that Australia is “open for business.” This approach led to a preference for diplomatic venues and processes that focused on continuing investments in regional architecture, new emphasis on minilateral dialogues such as the Indian Ocean Rim Association (IORA) and Mexico, Indonesia, Korea, Turkey, and Australia (MIKTA), and more effort directed to bilateral and plurilateral processes such as the Trans-Pacific Partnership trade negotiations. This approach has been continued under Prime Minister Turnbull, with a renewed focus on innovation. Part 1 considers minilateral and regional investments in the Indo-Pacific region, primarily, IORA, the Asia-Pacific Economic Cooperation (APEC), and the Association of South East Asian Nations (ASEAN). I consider MIKTA a unique vehicle for Australian diplomacy. Part 2 considers what issues Australia should be pursuing through these forums, with a focus on the two themes of gender equality (as an example of niche diplomacy) and trade (multilateralism under pressure) as case studies. Beeson and Higgott argue that middle powers have the potential to successfully implement “games of skill,” especially at moments of international transition. How skilful have Australia’s efforts been in these minilateral dialogues, enhanced regionalism, and plurilateral processes, and what more can be achieved in these forums? Are these efforts creating more fragmentation of the rules-based order, or are they a way to overcome global governance stalemates? I set out the arguments for whether Australia, as a pivotal power, should generate more global options, or be more focused on inclusion in the Asia-Pacific region.

Recent government reviews of higher education in Australia have highlighted the need for comprehensive reform across the tertiary education and training sector. Teacher education has traditionally been offered in isolation from schools. Innovative partnerships between universities, schools, employing bodies, and other educational institutions are now encouraged. This study evaluates the impact and effectiveness of one university-school partnership between an Australian university and a large secondary college in Canberra, Australia. The partnership, titled the Down South initiative, embeds secondary teacher education within a College learning environment to bring together academics, secondary college students and teachers, and pre-service teachers for learning and research. The paper provides evidence of the effectiveness of the partnership in strengthening pre-service teachers’ professional identity, knowledge and practice and by contributing to mutually reciprocal outcomes for all.

Drawing upon our experiences at the University of Melbourne, we examine the issue of how environmentally sustainable that university and other Australian universities are in an era increasingly impacted by anthropogenic climate change. We argue that while indeed the University of Melbourne has embarked upon a variety of activities and programs that exhibit some commitment to the notion of environmental sustainability, it continues to engage in practices that are not sustainable, the most glaring of which is ongoing investments in fossil fuels. We argue that, like other universities in Australia and around the world, it needs to not only financially divest from environmentally damaging practices but review some of the fundamental institutional logics that universities have adopted since industrialization, and more intensively since the burgeoning of the combined forces of globalization and neoliberalism under which governments have reduced financial support for universities.

Morphological features of Alexgeorgea nitens, A. subterranea and a recently named new species, A. ganopoda, are described. All are markedly rhizomatous and clonal, with spaced aerial culms and sand-binding roots. A. ganopoda develops nodal and internodal apogeotropic roots. Male plants bear spikelets aerially, female plants sessile underground inflorescences at a maximum intensity of one flower per season's rhizome segment. Fruiting is geocarpic and seeds are extremely large for Restionaceae, e.g. 605 mg dry weight per seed in A. ganopoda, 190 in A. nitens, 162 in A. subterranea. Germination occurs while fruits are still attached to rhizomes. Germination is hypogeal, remotive in A. nitens and A. subterranea, admotive in A. ganopoda. Graminoid seedling leaves are formed in A. nitens and A. subterranea but not in A. ganopoda. Anatomy of culm, root and rhizome conforms generally to that of other Restionaceae. Xeromorphic features are exhibited by the two dry habitat species A. nitens and A. subterranea. Roots, rhizomes and culm bases of A. ganopoda carry interconnected cortical investments of aerenchyma, apparently as an adaptation to seasonally waterlogged habitats. Species-specific anatomical differences include the tissue architecture of culms, vascular bundle numbers in rhizome internodes and seedling leaf anatomy. Starch reserves are prominent throughout A. nitens, less so in A. subterranea and absent from A. ganopoda. Seed dry matter contains 57-59% starch. Male and female A. subterranea and male A. nitens reproduce annually. Female A. nitens flower very occasionally, mostly without setting seed. One known population of A. ganopoda is male and female fertile, the other almost entirely sterile. A. subterranea flowers in spring coincident with peak vegetative growth, A. nitens in autumn before the season's onset of growth. The reproductive phenology of A. ganopoda is unclear. The large-seededness, geocarpy and in situ germination of Alexgeorgea spp. represent an unusual form of clone replacement, resulting in establishment of seedlings within the wake of the advancing parent clone. The implications of this system are discussed.

This article considers the role of reporting processes in the assessment of arts and culture and argues that a determination of an organisation’s or event’s value is the result of a chain of administrative and political interactions. The ‘conferral of value’ on a particular cultural activity may be seen as the outcome of a multi-stakeholder dialogue involving governments, funding agencies, cultural organisations and individual artists. The article emerges from a mixed-methods research project, Laboratory Adelaide: The Value of Culture, underway at Flinders University. The project works with three industry partners: the State Library of South Australia, the State Theatre Company of South Australia and the Adelaide Festival. A sketch of the history of the problem of culture’s value is given, together with the historical background of the arts in South Australia. The article concludes with a brief overview of two innovative reporting frameworks – sustainability reporting (GRI) and Integrated Reporting (IR) – and the potential gains for the cultural sector in the reporting reforms now happening in South Australia across all public bodies at a state government level.

The aim of this paper is to assess which factors impact the development of early-stage venture capital in South Africa. Factors identified for other markets and countries are explored and their relative importance in South Africa determined from the perspective of market participants. These include venture capital and private equity fund managers, government institutions, intermediaries and university research coordinators. The study used both an online survey, to capture a broad representation of opinion, and interviews, for in-depth responses. There was broad consensus among respondents with regards to the key factors requiring attention, which include the lack of funds targeted at early-stage investments, the lack of specialised fund managers, and the low entrepreneurial skillsets in the country. Through a detailed analysis of the responses, certain measures are proposed that can enhance the development of early-stage venture capital in South Africa such as engaging more with angel investors and improving the cooperation between the different market players in the sector.

John Anderson was born in Sydney on 5 March 1928 and died in Melbourne on 26 February 2007. He was educated at Sydney Boys' High School, Sydney Technical College, the New South Wales University of Technology (now the University of New South Wales) and the University of Cambridge. He was at Queens University Belfast as a Ramsay Memorial Fellow, 1954–5, was a Lecturer in Chemistry at the New South Wales University of Technology, a Reader in Chemistry at the University of Melbourne and Foundation Professor of Chemistry at Flinders University in South Australia. In 1969 he was appointed Chief of the CSIRO Division of Tribophysics and managed the Division's transition to become the Division of Materials Science. He was a Professor of Chemistry at Monash University, Melbourne, from 1987 until his retirement in 1993. He will be remembered for his contributions to the understanding of gas–solid interactions with particular emphasis on fundamental heterogeneous catalysis on metals, but also embracing other adsorption and oxidation processes.

Purpose – The purpose of this paper is to examine the profiles of Australian, New Zealand and South African accounting faculty members. Additionally, the study investigates whether there are any differences in research productivity of the accounting faculty between countries as measured by peer-reviewed academic journal output. Design/methodology/approach – This archival study uses details obtained from webpages of Departments of Accounting in the three countries to construct a profile of accounting academics. Findings – Significant differences in the profiles of accounting academics were found that can be attributed to the institutional factors that exist in each country. Staffs at the junior lecturer and lecturer levels are more likely to be female, while senior lecturers and professors in all three countries were more likely to be male. While Australia and New Zealand had a similar percentage of staff holding PhD or equivalent academic qualifications, only a small proportion of the South African faculty held PhD or equivalent qualifications. A greater proportion of the South African faculty was professionally qualified compared to their Australian and New Zealand counterparts. New Zealand accounting faculty was more productive than their Australian colleagues, with South African academics being the least productive. Academics holding a doctoral qualification or equivalent were more productive than those that did not. Research limitations/implications – The research limitations relate to the use of websites as the primary data source. Incompleteness of information, inconsistencies in the type of information presented and a lack of comparability of information across institutions and countries may have led to some errors and omissions. However, given the relatively large sample size of 2,049 academics, this was not deemed to materially affect the final analysis. Originality/value – The paper provides an important contribution to the literature on accounting academics. It is the first of its kind to present a comprehensive “snapshot” of the profiles of accounting academics at the universities in Australia, New Zealand and South Africa.

There is now increasing recognition that child abuse and domestic violence are not separate phenomena and ‘witnessing’ domestic violence can seriously affect children. This paper reports on a qualitative research project undertaken by researchers from the University of South Australia from June 1998 to January 1999, as part of the Commonwealth and States’ Partnerships Against Domestic Violence initiative. The focus of the research was on assessing the needs of women, men and young people who have experienced domestic violence in South Australia. The participants identified many ‘effects’ of witnessing or experiencing domestic violence on children, along with their needs. The findings will inform early intervention campaigns as well as broader service systems in supporting and responding to the needs of these young people.

The workshops are jointly organised by the School of Physics at the University of New South Wales and the Department of Theoretical Physics, Research School of Physical Sciences at the Australian National University and are held annually at the University of New South Wales in Sydney. Each workshop concentrates on a different and novel research area of current interest in condensed matter physics. The late Gordon Godfrey was an Associate Professor of Physics at the University of New South Wales who bequeathed his estate for the promotion and the teaching of theoretical physics within the university.
