Abstract (sommario):

AbstractThe boreal forests are widely expanded from subarctic forest to tundra, and from taigato forest-steppe zone (from 50 °N to 70 °N). We reviewed available stable isotope chronologies in tree-ring cellulose (δ13C, δ18O and δ2H) from 16 sites located in the Russian Federation; 4 research sites from Fennoscandia (Finland, Sweden and Norway); 5 sites from Canada, and 1 site from Alaska (USA) to evaluate impact of climatic changes from seasonal to annual scale across boreal forest ecosystems. Results of our review of carbon isotope data showed that droughtconditions (mainly high vapour pressure deficit) are prevalent for western and central regions of Eurasia, Alaska and Canada, while northeastern and eastern sites of Eurasian subarctic are showing water shortage developments resulting from decreasing precipitation. Oxygen isotopechronologies show increasing trends towards the end of the twentieth century mainly for all chronologies, except for the Siberian northern and southern sites. The application of the multiple stable isotope proxies (δ13C, δ18O, δ2H) is beneficial to study responses of boreal forests to climate change in temperature-limited environments. However, a deeper knowledge of hydrogen isotope fractionation processes at the tree-ring cellulose level is needed for a sound interpretation and application of δ2H for climate reconstructions, especially for the boreal forest zone where forest ecosystems are more sensitive to climatic and environmental changes.

Abstract (sommario):

This work is devoted to the creation of a probabilistic criterion for forest fire danger to take into account the various causes of anthropogenic load that lead to forest fires. Typical forested areas of the boreal zone are considered: Tomsk region (Russian Federation) and Vancouver Island (Canada). In addition, a description is given of a probabilistic criterion that takes into account the occurrence of a forest fire as a result of deliberate arson. The chapter presents the results of scenario modeling of forest fire danger. It is concluded that it is possible to modernize existing forest fire danger prediction systems in the USA, Canada, Southern Europe, Australia, and the Russian Federation.

Abstract This chapter analyses the causes of the extent of shared rule at the level of countries. It combines a paired comparison of the USA and Canada with a quantitative analysis of forty-two Organisation for Economic Co-operation and Development/European Union countries plus Bosnia and Herzegovina. Shared rule is higher in ‘coming-together’ federations with extensive linguistic diversity and extended degrees of de- or non-centralization. The chapter also identifies two resulting tensions: that in ‘staying-together’ federations with high levels of self-rule, calls will inevitably arise for greater shared rule too; and that in systems with already high levels of shared rule, regional influence over state-wide decisions might not always work as intended and/or only to the profit of some regions, for instance those aligned with the state-wide majority or richer ones.

Abstract (sommario):

The chapter describes the conditions of predisposition of territories to the emergence of forest fires on different continents of the world. Information on the types of forest fires and the characteristics of burning materials is given. Human and economic losses from the forest fires and other emergencies (earthquake, flood) are compared. The causes of forest fires and their dynamics in Europe, USA, Canada, Southeast Asia, and Russia are given in this chapter. An analysis of the factors of their occurrence is given. Forest fires in the Russian Federation, where they annually cover large areas, have been studied in detail. The dynamics of the burning of Russian forests in the regions and administrative districts of the Tomsk region is considered. The causes of fire emergence is revealed. The forecast of forest fires is given and zoning of forest areas of the region as for fire danger is carried out. The research identifies the role of natural conditions in the occurrence of forest fires at various territorial levels (continents, countries, regions, areas).

Abstract (sommario):

We studied the collection of oat varieties in 2013–2015 in the conditions of the subtaiga zone of the Omsk region. The range was represented by genotypes of breeding of the Russian Federation (52.7 %), USA (16.2 %), Canada (7.2 %), Japan (5.4 %). The characteristics of the set are given according to the duration of the growth season, yield and elements of its structure, technological properties, and protein content. We determined the correlation between the indicators of grain quality and the parameters of the yield structure. We gave recommendations on the use of genetic sources to develop oat varieties with a high yield of grain and groats.

Abstract (sommario):

This article is devoted to the research of the COVID-19 pandemic affected the economy of the Russian Federation and other countries of the world and its consequences on society. Today, the social policy of the Russian Federation and the whole world is experiencing great stress. The crisis, which arose due to the imposed restrictive measures to ensure the isolation regime in order to prevent the spread of COVID-2019 by foreign governments, revealed previously existing gaps in the provisions of social protection. The ways of formation and improvement of state support of incomes of the population during a crisis situation all over the world are considered. In the conditions of the crisis, the load on the social system has increased many times over, due to the increase in the number of poor citizens. Funding has been introduced for various measures, methods and ways to improve livelihoods and prevent the closure of Micro-Enterprises, SMEs of all types, self-employed and workers, in order to prevent unemployment caused by the global situation. The analysis of the gross domestic product and the effectiveness of the implemented additional measures of state support of the population’s income has been carried out. For example, the leading countries of the world were considered, such as: Russia, Austria, Canada, France, Germany, Israel, Italy, Japan, Spain, Sweden, United Kingdom, USA.

Abstract (sommario):

The current trends in the development of innovative activities in Russia are far from fully meeting the expectations associated with improving the competitiveness of products and the quality of life of the population, with the provision of dynamic sustainable growth, and the formation of the innovative economy. The mixed nature of the Russian economy, the fundamentally different technological level and institutional conditions for the development of various sectors exclude the possibility of defining a single model of innovative development that is universal for all sectors. In the current conditions, the technical and technological level of the agrarian sector of the country's economy is the most catastrophically lagging behind the world's leading producers of agricultural products. Domestic agrarian production is 5 times more energy intensive and 4 times more metal consuming, and labor productivity is 8-10 times lower than in the USA, in the leading countries of the European Union and Canada. Not having eliminated this techno-technological backlog, without implementing the advanced development of certain specific areas of scientific research and technological developments in the field of agriculture, Russia's agrarian sector will finally lose its competitiveness and will not be able to ensure the country's food security. Thus, the need for a scientific justification of the theory, methodology and practice of the innovative development management of the agrarian sector of the regional economy in the context of large-scale economic and institutional transformations determines the urgency of the issue. Currently, most of the works of domestic researchers put emphasis on the problems of knowledge transfer, at the same time, the methodology for creating and commercializing competitive scientific knowledge through the formation of innovative agricultural clusters is beyond the scope of scientific research, and its management and economic mechanism has not been developed yet. Thus, the aim of this research is to develop proposals for optimization of the management mechanism for the innovative development of the region's agricultural sector (by the example of the Samara Region of the Russian Federation). The research used a set of methods of scientific knowledge used at both theoretical and empirical levels (conceptual modeling, synthesis and analysis, tabular and graphical interpretation of theoretical information and empirical data).
